0:00:12 > 0:00:16The first of all indicate that the amount of time for this debate is
0:00:16 > 0:00:20very tired. I will do my best to keep my comments were relatively
0:00:20 > 0:00:24short. In doing this, I want to make it clear that I do not intend to
0:00:24 > 0:00:29speak on any length on weapons or troop numbers. Important as they
0:00:29 > 0:00:33are, there are many people here better equipped than I am to speak
0:00:33 > 0:00:36on such matters. What I would like to do, is talk about our defence
0:00:36 > 0:00:41strategy, in relation to our foreign policy. We should start by
0:00:41 > 0:00:49recognising that defence is the handmaiden of foreign policy. I also
0:00:49 > 0:00:54recognise, and it's very important to recognise that the defence is not
0:00:54 > 0:01:10only important for war fighting, but as a more deterrent policy.
