0:24:24 > 0:24:29I think we are all grateful to the Constitution committee to their
0:24:29 > 0:24:34pragmatic amendments to achieve the objectives of the bill. We all want
0:24:34 > 0:24:41to avoid this becoming a fiendishly complex process that weakens
0:24:41 > 0:24:48Parliamentary seven sovereignty. The pro Minister has consistently argued
0:24:48 > 0:24:55that she wanted a clean bill, as if in some way amendments made
0:24:55 > 0:24:57legislation dirty and impure. Listening to the debates in the
0:24:57 > 0:25:06other place, I hope we have now moved on from such ridiculous
0:25:06 > 0:25:10notions and accompanying sabre rattling we have seen before. The
0:25:10 > 0:25:13government itself has pledged to table a moment to address issues
0:25:13 > 0:25:17such as devolution settlement and MPs across the comments have said
0:25:17 > 0:25:22that this house can be helpful on unresolved issues. We have even seen
0:25:22 > 0:25:33rare harmony on the Conservative benches as former Attorney General,
0:25:33 > 0:25:38Cam Clark and the Leader of the House of Lords -- Ken Clarke and the
0:25:38 > 0:25:44father of the House all came together. I welcome the condiment
0:25:44 > 0:25:47from Andrea Leadsom last week when she said that noble Lords play a
0:25:47 > 0:25:53very important proviso reroll for which we are grateful, and they have
0:25:53 > 0:25:58the expertise that the common benefits from. We welcome that
0:25:58 > 0:26:05opportunity. Before we get carried away, a brief constitutional
0:26:05 > 0:26:12reminder that any amendments passed by the House here provide a further
0:26:12 > 0:26:15opportunity for consideration by MPs who have the final say. My Lords,
0:26:15 > 0:26:20for those who criticise that role, I want to emphasise again, a point
0:26:20 > 0:26:24that I have made before. The process of Brexit is too important and too
0:26:24 > 0:26:33complex to be left to those who have no doubt. Because only doubt brings
0:26:33 > 0:26:36questioning. And it is only through questioning that we examine and
0:26:36 > 0:26:43issue enough to make sure we get the detail right. Too often, the
0:26:43 > 0:26:48government had put off tough decisions. We have heard in our
0:26:48 > 0:26:50questions, the financial services sector is crying out for the
0:26:50 > 0:26:59government to publish of future partnership planning, none has been
0:26:59 > 0:27:05forthcoming and the responses have been complacent at best. 19 months
0:27:05 > 0:27:07since the referendum, it unacceptable that the government had
0:27:07 > 0:27:12not got a grip on issues concerning Northern Ireland, our crown
0:27:12 > 0:27:22dependencies and overseas. We have not seen a credible way of
