0:01:10 > 0:01:13Hello. Welcome to a bit of a soggy day here in Huntingdon. Later in

0:01:13 > 0:01:18the programme, we will be meeting the athletes who first dreamed of

0:01:18 > 0:01:21Olympic success right here in this town. But first tonight, the story

0:01:21 > 0:01:25of a father who is convinced the circumstances around his son's

0:01:25 > 0:01:28mysterious death were covered up. He's also determined to prove that

0:01:28 > 0:01:34it was not an accident. Debbie Tubby has this special

0:01:34 > 0:01:40investigation. In this cemetery in Essex lies the

0:01:40 > 0:01:47body of Lee Balkwell. He was found dead trapped in a cement mixer in

0:01:47 > 0:01:52bizarre circumstances. Nearly every day, his parents Les and Jackie

0:01:52 > 0:02:01come to tend the grave and remember their son. It has been nine years.

0:02:01 > 0:02:05But they have not been able to let go. We should not be doing this.

0:02:05 > 0:02:09Consumed by grief, but above all a sense of overwhelming injustice.

0:02:09 > 0:02:13Les believes his son was murdered. And he has proved the police

0:02:13 > 0:02:18investigation was incompetent. He has also spent �130,000, sold his

0:02:18 > 0:02:26house and classic cars to fund his fight. He now lives here. This is

0:02:26 > 0:02:31owned by a housing association. We need to have justice. It will

0:02:31 > 0:02:38still leave a hole. Because Lee is not here. We are a tight-knit

0:02:38 > 0:02:44family. And still are. But now, we are missing one. It has not torn

0:02:44 > 0:02:50our family apart. But it has torn at us. And the strain and trauma it

0:02:50 > 0:02:54has caused is just unbelievable. One of the reasons it has stretched

0:02:54 > 0:03:00out that long is because we have not been told the truth.

0:03:00 > 0:03:07Lee was 33. He had just become a dad. A keen sportsman, West Ham

0:03:07 > 0:03:12supporter and county golf player. Lee was very patient, very caring.

0:03:12 > 0:03:16He would do anything for anybody. He was always up for a laugh and

0:03:16 > 0:03:26joke. Here he is best man at his friend's

0:03:26 > 0:03:26

0:03:26 > 0:03:29wedding a year before he died. proud to be Alex's best man.

0:03:29 > 0:03:34He was an experienced concrete mixer driver. He needed extra money

0:03:34 > 0:03:44and went to work for the Bromley's at their family firm. It was a

0:03:44 > 0:03:44

0:03:45 > 0:03:48decision which would cost him his At 8 o'clock on the night Lee

0:03:48 > 0:03:51Balkwell died, he can be seen on this CCTV returning from a job to

0:03:52 > 0:03:57the company's base at Baldwin's Farm. His employer Simon Bromley,

0:03:57 > 0:04:00in the shorts, is there when the lorry arrives. He and Mr Bromley

0:04:00 > 0:04:06chip out concrete, which had started to set inside the mixer

0:04:06 > 0:04:12after an alleged mechanical failure. At 9:30pm, it looks like they have

0:04:12 > 0:04:17finished the work. At 11:37pm, Lee goes for a Chinese takeaway. He

0:04:17 > 0:04:22rings home to say he will be back late. But why did he return after

0:04:22 > 0:04:28midnight? It is the last time he was seen alive on CCTV. Something

0:04:28 > 0:04:30went wrong. The Bromleys say he was still cleaning the vehicle. The

0:04:30 > 0:04:36tachograph suggests the lorry engine was turned off for three

0:04:36 > 0:04:44hours until 12:57am. Six minutes later, the ambulances called. It

0:04:44 > 0:04:49was too late. Lee was dead. His head was crushed, but the details

0:04:49 > 0:04:55are still disputed. A paramedic questions foul play in his notebook.

0:04:55 > 0:05:02Fire crews are also suspicious. The Bromley's insist it was an accident.

0:05:02 > 0:05:11Within 15 minutes of arriving, the So what happened in this lane more

0:05:11 > 0:05:14than nine years ago? Whether it was an industrial accident or whether

0:05:14 > 0:05:19it was something more sinister, what is certain is Essex Police's

0:05:19 > 0:05:23investigation. It was seriously flawed. Lee Balkwell's father

0:05:23 > 0:05:30believes there was a cover-up. He says he has found the motive, but

0:05:30 > 0:05:33he will not reveal it on camera. seemed a strange time. When you get

0:05:33 > 0:05:38a police officer give you four different ways your boy was

0:05:38 > 0:05:41supposed to have died. That raised hairs on the back of my neck. I

0:05:41 > 0:05:46thought, hello, there's something wrong here. And there were other

0:05:46 > 0:05:51questions. Why were his clothes destroyed days later? Why wasn't

0:05:51 > 0:05:55his death treated as foul play? The amount of mistakes that have

0:05:55 > 0:05:59been made beggars belief. Over the years, Les has uncovered forensic

0:05:59 > 0:06:04testing had been not carried out. He received a CCTV tape from the

0:06:04 > 0:06:09police, but a vital hour is missing. Phone records were unchecked.

0:06:09 > 0:06:15Witnesses were not interviewed. This concrete mixer is the same

0:06:15 > 0:06:19model. But it is from a different, unconnected company. Lee's body was

0:06:19 > 0:06:23found trapped here between the drum and the chassis. How he ended up

0:06:23 > 0:06:26here is crucial to the whole investigation. Did he emerge feet-

0:06:27 > 0:06:30first from the inspection hatch as the drums started rolling? Simon

0:06:30 > 0:06:40Bromley says he tried to stop it, but the emergency button did not

0:06:40 > 0:06:40

0:06:40 > 0:06:45work. The Bromleys gave evidence at Lee's inquest. The jury found Lee

0:06:45 > 0:06:49was unlawfully killed by cross negligence and manslaughter. --

0:06:49 > 0:06:52gross. Lee had found himself working in the shadows of a murky

0:06:52 > 0:06:55underworld. Simon Bromley has since been jailed for eight years for

0:06:55 > 0:06:58supplying cocaine and selling a rifle to an undercover police

0:06:58 > 0:07:08officer. His father, David Bromley, was jailed for three years for

0:07:08 > 0:07:09

0:07:09 > 0:07:13conspiracy to supply the class A drug.

0:07:13 > 0:07:17What you see here is all the files that have built up over 9.5 years

0:07:17 > 0:07:23and 10 years now. What people ought to realise is I am just a lorry

0:07:23 > 0:07:30driver. But it has took over my life. There have been five reviews

0:07:30 > 0:07:37into Lee's death. One of those was by West Midlands Police in 2009. It

0:07:37 > 0:07:41made 91 recommendations to Essex Police. As the weight of evidence

0:07:41 > 0:07:43builds up, Les Balkwell made 130 separate complaints. Today, the

0:07:43 > 0:07:47Independent Police Complaints Commission published its report,

0:07:47 > 0:07:51upholding 25 serious complaints. In these 147 pages, eight police

0:07:51 > 0:07:54officers have been criticised. Four of which have since retired. It

0:07:54 > 0:08:02also says in here the failure of the investigation at those early

0:08:02 > 0:08:08stages has left evidential gaps. In total, 25 serious complaints

0:08:08 > 0:08:11were upheld by the IPCC. It found evidence of poor police work. But

0:08:11 > 0:08:16not of corruption alleged by Les Balkwell. Even so, he feels

0:08:16 > 0:08:21vindicated. Essex Police have now sent a letter of apology to Les

0:08:21 > 0:08:25Balkwell. Former Chief Superintendent Graham

0:08:25 > 0:08:32Bull had 13 IPCC complaints upheld against him. He did not consider

0:08:32 > 0:08:35foul play and failed to order forensic tests. He retired in 2009.

0:08:35 > 0:08:41Chief Superintendent Gareth Wilson failed to identify witnesses to be

0:08:41 > 0:08:43interviewed. And Chief Superintendent Simon

0:08:43 > 0:08:52Coxall had five complaints upheld, including failing to supply the

0:08:52 > 0:08:57family with a fool CCTV tape. -- full CCTV tape.

0:08:57 > 0:09:02No one from Essex Police agreed to be interviewed. But they said the

0:09:02 > 0:09:08majority of the complaints were not upheld. They told us three officers

0:09:08 > 0:09:12will be subject to a formal debrief. They also said the approach to

0:09:12 > 0:09:19investigating unnatural deaths has changed. And that their serious

0:09:19 > 0:09:24crime directorate continues to I went to talk to one of the men

0:09:24 > 0:09:30Les accuses of killing his son. was a lovely bloke. Everybody liked

0:09:30 > 0:09:35him. It was just a tragic accident. I keep saying. That is God's truth.

0:09:35 > 0:09:41Did you stage an accident? Did you kill Lee? No. Absolutely 100% not.

0:09:41 > 0:09:46And your son? Would he have been involved? No, no, no. We lost a

0:09:46 > 0:09:51good worker. He is a big loss to all of us. There is no need for

0:09:51 > 0:09:57what he has said. It is absolutely ridiculous. Simple as that. We had

0:09:57 > 0:10:02nothing to hide. Accidents are accidents. How have you felt about

0:10:02 > 0:10:07these accusations that he was murdered? Disgusting.

0:10:07 > 0:10:11Is it time for you to consider that it could be an accident?

0:10:11 > 0:10:17because we know it was not. There is information in the system. But I

0:10:17 > 0:10:23cannot speak about it today. So when will you let this go?

0:10:23 > 0:10:31there is nowhere else to go. We have not reached that stage yet.

0:10:31 > 0:10:36There are other avenues. As much as I want resolution and justice, I am

0:10:36 > 0:10:43going to struggle. The truth about it is I am frightened about that

0:10:43 > 0:10:53situation. I have then... I have then got to face up that he has

0:11:23 > 0:11:32coastal erosion. And they even build for the future, despite the

0:11:33 > 0:11:42

0:11:42 > 0:11:46possibility that their hard work He uses anything and everything he

0:11:46 > 0:11:51finds on the beach. He lives right on the edge, an edge caused by

0:11:51 > 0:12:01erosion. Many people along here are desperately worried about the

0:12:01 > 0:12:09future of their homes. But Peter has embraced his situation. How

0:12:09 > 0:12:15much land have you lost recently? About a foot or two feet over there,

0:12:15 > 0:12:25end a little bit here about three years ago. Where is your land,

0:12:25 > 0:12:27

0:12:27 > 0:12:34then? It is all the way round to my bungalow. The worst thing to worry

0:12:34 > 0:12:41about is the cliff falling, and a lot of people asked me that - are

0:12:41 > 0:12:51you still there? Yes, I am! Peter is optimistic. But there have been

0:12:51 > 0:12:51

0:12:51 > 0:12:57times when he was a little worried. When I moved here, at first, I had

0:12:57 > 0:13:05a little bit of caution, especially when the weather cave in the winter

0:13:05 > 0:13:14time. We had some harsh weather, but the bungalow was still standing,

0:13:14 > 0:13:22and my house was still standing. I keep my fingers crossed. He's not

0:14:23 > 0:14:28alone in actually wanting to be here, despite the perceived risk to

0:14:28 > 0:14:31property from the ever-advancing North Sea. At the moment, the sea

0:14:31 > 0:14:34defences at Overstrand are paid for by the council, but that could

0:14:34 > 0:14:44change. So the villagers are looking at ways to raise the money

0:14:44 > 0:14:45

0:14:45 > 0:14:52themselves. One proposal might be to have a voluntary tourism tax -

0:14:52 > 0:14:55at 1% on the bill, and the tourists can strike at a. But it is worth

0:14:55 > 0:14:59considering. Do you think it is sad that communities now have to raise

0:14:59 > 0:15:04the money themselves for sea defences, or do you think that is

0:15:04 > 0:15:10the way of the world? I think the latter. But it would not all be

0:15:10 > 0:15:13local money, you are engaging with national and international funds.

0:15:13 > 0:15:19We are taking the initiative to make sure we continue to live a

0:15:19 > 0:15:22fabulous village which we all love. This is Happisburgh, just a few

0:15:22 > 0:15:25miles down the coast. It's been badly affected by coastal erosion.

0:15:25 > 0:15:28But those who live here have already taken matters into their

0:15:28 > 0:15:38own hands. They've raised some of the money themselves for new sea

0:15:38 > 0:15:45

0:15:46 > 0:15:50The amount of money for sea defence seems to have diminished. On the

0:15:50 > 0:15:55coast, you can lose your home, business, everything you have

0:15:55 > 0:16:00through no fault of your own, and expect no help for everybody.

0:16:00 > 0:16:08have you done to rectify things yourself? The district council have

0:16:08 > 0:16:13put money into temporary sea defences to buy time. The community

0:16:13 > 0:16:17contributed to that - we raised money in five weeks. And

0:16:17 > 0:16:25subsequently, the Environment Agency have made available some

0:16:25 > 0:16:30armour which was surplus to their requirements elsewhere, so the

0:16:30 > 0:16:33process is slowed it down. Dr Sue Brooks is a senior lecturer in

0:16:33 > 0:16:42geography at the Birkbeck College, University of London. She

0:16:42 > 0:16:46specialises in coastal erosion. Norfolk, the cliffs are composed of

0:16:47 > 0:16:51the easily erodible material which can cause higher rates of retreat,

0:16:51 > 0:16:56and we know this because we have historic maps over 100 years, where

0:16:56 > 0:17:05we can look at long-term rates of retreat. Where clubs are protected,

0:17:05 > 0:17:11as they are here, rates drop considerably. -- where cliffs. Here,

0:17:11 > 0:17:16we have raids her mouth to just a few centimetres a year, so we have

0:17:17 > 0:17:20to think about the cost, benefit, implications of managing the

0:17:20 > 0:17:24shoreline or not. It seems that if villages want protection from the

0:17:24 > 0:17:33sea, then they'll just have to take matters into their own hands. So if

0:17:33 > 0:17:42Happisburgh can do it, then others can, too. Businesses are working

0:17:42 > 0:17:45our way to build a new sea defences for the future. Stewart Holmes has

0:17:45 > 0:17:48got the local businesses together - along with a member of the local

0:17:48 > 0:17:53council - to discuss ways of raising money for sea defences.

0:17:54 > 0:17:57What I like is about plans for maintaining the defenders of our

0:17:57 > 0:18:03village. Lorraine has got a wonderful cafe here. All of this

0:18:03 > 0:18:08could go if we don't look after it. On a lovely day like today, 90% of

0:18:08 > 0:18:14my business is coming up the coastal path. It only needs a small

0:18:14 > 0:18:20part of that to go in, and, you know, the business is in trouble.

0:18:20 > 0:18:24This is a fantastic place. I would not have bought a business here, if

0:18:24 > 0:18:27I didn't believe in the future of it. Stewart also wants to know

0:18:27 > 0:18:35whether his idea about a voluntary tourism tax is something their

0:18:35 > 0:18:39customers would be happy to pay to help fund sea defences. If I put

0:18:39 > 0:18:47that to my customers, they would be more than happy to do that. They

0:18:47 > 0:18:54come here just to set, and if you look at there now, it has the wow

0:18:54 > 0:18:57factor. That is what they are after. I don't think that will be an issue

0:18:57 > 0:18:59whatsoever. Meanwhile, Peter Talbot's not worried either way.

0:21:17 > 0:21:21the chance of qualifying a team for the Olympics. We have perhaps self-

0:21:21 > 0:21:26belief, and make sure we are working in the right direction, and

0:21:26 > 0:21:32remained a dream. They have had setbacks in the past, and no had to

0:21:32 > 0:21:35pick themselves up. They are very dedicated and understand about

0:21:35 > 0:21:38competition. Corby's Daniel Keatings, Peterborough's Louis

0:21:38 > 0:21:40Smith and Luke Folwell from Huntingdon are in Britain's elite

0:21:40 > 0:21:42squad. With an impressive collection of Olympic, World

0:21:42 > 0:21:50Championship and Commonwealth Games medals between them, they've been

0:21:50 > 0:21:55coming to this gym since they were toddlers. Very vivid memories of

0:21:55 > 0:22:02when I first came. I remember the foam pit, like every youngster does.

0:22:02 > 0:22:10It is the main attraction. I was a loose cannon! I was all over the

0:22:10 > 0:22:15place. When I first started off, I did it for the fund rather than

0:22:15 > 0:22:22results, and then, I started getting more results and realised I

0:22:22 > 0:22:26could maybe do something with it. remember that they were reasonably

0:22:26 > 0:22:33talented boys. But not amazingly talented. If you had asked me 15

0:22:33 > 0:22:39years ago if they would be where they are now, I would say no. I

0:22:39 > 0:22:46remember Daniel was very talented. He picked things up very quickly.

0:22:46 > 0:22:51Louis was very spindly and Corky. And look was a plot of. He was

0:22:51 > 0:22:56always very disciplined and hard- working, and got there through his

0:22:56 > 0:22:58own merits. All three will spend most of Christmas in the gym,

0:22:58 > 0:23:01festivities effectively cancelled following the mishap in Japan.

0:23:01 > 0:23:11Luke's recovering from a serious shoulder injury. For Louis and Dan,

0:23:11 > 0:23:22

0:23:22 > 0:23:32an Olympic test event is last It is their last chance to qualify.

0:25:02 > 0:25:05Louis' last Olympic Games. He's keen on a career in fashion design

0:25:13 > 0:25:17his life. My mum is a single parent, and I spent most of my time in the

0:25:17 > 0:25:27gym. There is so much a discipline involved in gymnastics, and it

0:25:29 > 0:25:32taught me to arrive on time. You set goals and targets, and learn to

0:25:33 > 0:25:37sacrifice and the dedicated and achieve those targets. These are

0:25:37 > 0:25:41things that are not just sport related - you could do it at your

0:25:41 > 0:25:44normal job and work. It might have been different, though, for Daniel.

0:25:44 > 0:25:48Father Robert wanted his son to follow him into kickboxing, but Dan

0:25:48 > 0:25:54was too young to join the local club. He's spent the next 15 or so

0:25:55 > 0:26:00years watching his every move. watched every competition, and

0:26:00 > 0:26:06support him 100%. My wife what is it from the toilet! She is very

0:26:06 > 0:26:10nervous, and doesn't eat before anything like that. We will be

0:26:10 > 0:26:12there supporting, definitely. we're into 2012, the harsh reality

0:26:12 > 0:26:15is not everyone will make it. Daniel and Louis are strong

0:26:15 > 0:26:18favourites to be included in Britain's mens' team, but for Luke

0:26:18 > 0:26:24Folwell - who's still struggling with a shoulder injury - his

0:26:24 > 0:26:30chances are slimmer. We have got our fingers crossed that look will

0:26:30 > 0:26:39get fit and he will show them what he can do, and he can make that

0:26:39 > 0:26:44final five or six. Regardless. Everybody in Huntingdon will be

0:26:44 > 0:26:48rooting for them, because they are almost second family for us, so we

0:26:48 > 0:26:52will be as delighted for them as they will be for him. Like their

0:26:52 > 0:26:54families, the three boys who grew up in the gym share in each other's

0:26:54 > 0:27:01highs and lows. They compete against each other but don't

0:27:01 > 0:27:07consider themselves rivals, just team-mates. We are all very good

0:27:07 > 0:27:11friends. We have grown up together. We all wish the best for one

0:27:11 > 0:27:15another. That is why we get on so well and trained so well together,

0:27:16 > 0:27:22because we were over the moon when Lewis came back from Beijing, and

0:27:22 > 0:27:27when Daniel won his silver medal in London. We all felt a part of it.

0:27:27 > 0:27:31It is great to be in a nice environment where we enjoyed,

0:27:31 > 0:27:38because there is nothing worse than being in a gym on eurozone tried to

0:27:38 > 0:27:41train without any friends. -- on a yacht owned. Looking around the

0:27:41 > 0:27:44Huntingdon club, there are plenty of young Dans, Louises and Lukes

0:27:44 > 0:27:47all hoping to one day fulfil an Olympic dream. For the real Mcoys,

0:27:47 > 0:27:50the next six months will be about hard work, focus and luck. After

0:27:50 > 0:27:59all, an injury could wreck everything. If the flag flies high,

0:27:59 > 0:28:06it will all be worth it and might be an emotional end for some.

0:28:06 > 0:28:11London and the UK will really feel it. It is amazing. It doesn't
