:00:15. > :00:18.Milton Keynes helped cut our energy bills. And meet the homeowner from

:00:19. > :00:23.Essex who pays just ?120 per year to heat her three`bedroom house. I

:00:24. > :00:31.can't actually imagine living in a normal house now.

:00:32. > :00:35.And join the energy detectives on the trail of the thieves who steal

:00:36. > :00:38.power and make all of our bills more expensive. There we have another gas

:00:39. > :00:42.meter. All the power, the gas and electricity being used to these two

:00:43. > :00:47.meters, is not being billed. So they are getting it for free. This is a

:00:48. > :00:51.huge problem. We believe that perhaps ?500 million worth of gas

:00:52. > :00:55.and electricity is stolen across the industry per year. And in terms of

:00:56. > :00:59.what that means for a customer, potentially ?30 per year on their

:01:00. > :01:03.bills. A lot of money for our customers. And it is money that they

:01:04. > :01:07.shouldn't have to pay. Revealing the stories that matter, closer to home.

:01:08. > :01:21.This is Inside Out for the East of England.

:01:22. > :01:28.Tonight, Inside Out is in Milton Keynes. Hello, look at this

:01:29. > :01:31.wonderful view! More than 30 years ago here in Milton Keynes,

:01:32. > :01:34.experiments took place to give us more energy efficient homes. We will

:01:35. > :01:38.see more on that later in the programme. But first, as the row

:01:39. > :01:41.continues over energy prices, more and more people are stealing gas and

:01:42. > :01:45.electricity. Some people do it simply out of desperation. But there

:01:46. > :01:48.are those cheating the system whilst still living the high life. In this

:01:49. > :01:51.exclusive report for Inside Out, Mark Jordan joins the enforcement

:01:52. > :02:08.teams on the hunt for the power thieves.

:02:09. > :02:16.Energy prices are making headlines as our bills hit an all`time high,

:02:17. > :02:24.but ?30 of our bills each year is paying for power deeds. They have

:02:25. > :02:31.spurred the power from next door. You will be amazed what is going

:02:32. > :02:40.on. Every year, people die through tampering their meter. We are going

:02:41. > :02:46.to disconnect their meter and shut the supply of stop this is the story

:02:47. > :03:00.of those out to foil the power deeds. The British Gas training

:03:01. > :03:04.academy. Here engineers learn how to spot tampering of gas and electric

:03:05. > :03:07.supply. It's never been more needed. The difficult economic climate means

:03:08. > :03:16.some people think this is the only way they can get their energy. In

:03:17. > :03:20.terms of what it means to our customers, potentially ?30 on their

:03:21. > :03:24.bills and that is a lot of money for our customers, and it is money they

:03:25. > :03:27.shouldn't have to pay. For the next few days, I'm riding along with

:03:28. > :03:33.Piers and Malcolm ` power theft investigators. The most bizarre case

:03:34. > :03:41.I think I have dealt with is probably a nursing home. And we

:03:42. > :03:52.caught him, it cost ?25,000. The biggest bill I had was 290,000.

:03:53. > :03:56.We're in a very rich part of Essex. Homes here often sell for over a

:03:57. > :03:59.million. But the team have a tip off about an eight`bed mansion with

:04:00. > :04:04.?300,000 worth of cars on the forecourt. But the house is

:04:05. > :04:07.suspiciously energy efficient. We have an anonymous tip`off saying

:04:08. > :04:11.they have dug down and put in new services for both gas and electric.

:04:12. > :04:15.The consumption has dropped 80%. Can I come in and have a look to see

:04:16. > :04:21.what you have got? Thanks. Where is the light switch for this room here?

:04:22. > :04:29.Within minutes of the team's arrival, the power to most of the

:04:30. > :04:32.house mysteriously goes off. Something not right ` my suspicion

:04:33. > :04:40.is that all the back of that house and garage is on unmetered supply.

:04:41. > :04:50.Which they have now turned off. But where to look for the illegal

:04:51. > :04:53.supply? Looking to see if any of it has been taken up recently. This

:04:54. > :05:01.massive gas heating system isn't connected to the official meter. Nor

:05:02. > :05:06.are those electric gates. I can't see anything in here, except the

:05:07. > :05:11.alarm, which is working. Where is it likely to be? It could be

:05:12. > :05:15.disguised. The owners insist the only meters are the ones outside. An

:05:16. > :05:23.hour and a half into the search ` Piers finds another supply. I can

:05:24. > :05:29.see the pipe. Another electricity meter. I think we have found what we

:05:30. > :05:43.are looking for. Let's even I can trace this gas supply. There we have

:05:44. > :05:50.another gas meter. All the power used is not being built, so they're

:05:51. > :05:55.getting it for free. For now. But very soon, it is a mansion without

:05:56. > :06:08.power, the illegal supply cut off. It would be restored until an

:06:09. > :06:12.estimated ?6,000 is paid. I always talk about need and greed. These

:06:13. > :06:16.people can pay for all their energy and yet they are not. They have done

:06:17. > :06:19.something to get energy for nothing. But the next call is for much

:06:20. > :06:22.smaller fry. The first three we have our domestic. A routine meter

:06:23. > :06:26.reading has discovered a single mother of three tampering with her

:06:27. > :06:31.gas meter. There was what appears to be a cooker hose at the time that

:06:32. > :06:36.actually replaced the gas meter. Even with gas central heating they

:06:37. > :06:44.only paid ?15 last year. How many live here? My mum, two sisters and

:06:45. > :06:46.myself. The meter's back but hasn't been installed correctly. Because

:06:47. > :06:58.the mother has children she's considered vulnerable and can't be

:06:59. > :07:06.cut off. This is the bypass their using. Potentially this one will go

:07:07. > :07:13.to the police. We try to find the trends and find who is going round

:07:14. > :07:17.the estate doing this. They charge from ?10 to hundreds of pounds. They

:07:18. > :07:22.can do many a day, but they are not at risk themselves. This property

:07:23. > :07:28.and the adjoining properties might be affected by an explosion.

:07:29. > :07:31.Whatever the cause ` gas explosions can be deadly. A suspected gas

:07:32. > :07:35.explosion inside a terraced house. Last year this entire house was

:07:36. > :07:44.blown apart. Miraculously no one died ` its a chilling reminder of

:07:45. > :07:47.the dangers of gas. The damage of that explosion was so great that

:07:48. > :07:50.authorities were never able to pin point the exact cause. Emergency

:07:51. > :08:04.services were worried about other dangers ` so they decided to conduct

:08:05. > :08:08.a test. The police were on site and they asked us whether or not we felt

:08:09. > :08:12.it was right to look at some of the other supplies on the street and

:08:13. > :08:15.yes, from 20 houses in a single terrace street sure enough we found

:08:16. > :08:25.five gas thefts and two electricity thefts. It's a great example of how

:08:26. > :08:28.and what the scale of the issue is. Little now shocks Mark ` he's had

:08:29. > :08:36.80`year`old pensioners removing gas meters. Ultimately she showed me by

:08:37. > :08:42.getting grips from under the stairs and starting to undo the meter. So

:08:43. > :08:47.what's this one? It's a bike inner tube ` it really impacts on safety.

:08:48. > :08:51.A bicycle inner tube and it was used to bridge the gas meter ` so instead

:08:52. > :08:53.of gas meter being here, this tube would literally be across here `

:08:54. > :09:06.like that. This flat's total bill of just ?5

:09:07. > :09:13.last year led them to find this dangerous bypass. Malcolm prepares

:09:14. > :09:23.evidence for prosecution and the bill for years of stolen

:09:24. > :09:29.electricity. It will be built from 2008, from when the account started.

:09:30. > :09:32.It's going to be a big hill. If you can get away with it ` imagine what

:09:33. > :09:34.you could save on dozens of properties. This council has

:09:35. > :09:40.discovered landlords stealing supplies from the street. It's

:09:41. > :09:46.called hotwiring. We have had a couple of cases where the houses

:09:47. > :09:55.have actually caught fire. One landlord has 50 properties, all of

:09:56. > :10:05.them have been hot`wired. The theft of supply can run into millions. He

:10:06. > :10:13.regularly finds people scared to speak out about landlords charging

:10:14. > :10:16.them were still in power. Landlords of that kind will fill up their

:10:17. > :10:19.properties with people who can't complain and a lot of those people

:10:20. > :10:23.are illegal immigrants ` who fear being deported.

:10:24. > :10:27.Unless there are any other signs of vulnerability that she is willing to

:10:28. > :10:30.give, I can't see any at all ` so meter will be disconnected. Power is

:10:31. > :10:33.now disconnected. I regularly visit homes where people have no

:10:34. > :10:37.electricity for 2`3 months. Maybe there is a generator. Maybe they are

:10:38. > :10:44.left in the dark. So what of the underground criminal network

:10:45. > :10:47.connecting supplies? I'm meeting a man who pleaded guilty to digging up

:10:48. > :11:01.the street and illegally connecting electricity to more than one and a

:11:02. > :11:07.half thousand properties. I opened up the main cable and did the

:11:08. > :11:09.relevant tapping. You supply the electricity and then it was up to

:11:10. > :11:18.the landlord to contact the electric company? Yes, I meter man was

:11:19. > :11:26.supposed to, but the Mitterrand. If the meter man didn't come, yes they

:11:27. > :11:34.could steal. They are getting electricity for free. This man was

:11:35. > :11:40.given a suspended prison sentence and ordered to pay ?50,000 for

:11:41. > :11:43.criminal damage to power supplies. Theft is being made all the easier

:11:44. > :11:50.by the internet. Video guides on stealing energy. And even how to

:11:51. > :11:53.reverse meters with a smartphone. For just ?30 you can illegally

:11:54. > :11:58.install a spare meter to run in between the energy company's

:11:59. > :12:09.readings. A new local scam can go global in days. It's a cat and mouse

:12:10. > :12:23.game ` close one scam and something new emerges. The latest comes from

:12:24. > :12:31.China. Openly advertising to rig meters in Chinese community

:12:32. > :12:38.newspapers. We have come to inspect your gas meter. The problem for the

:12:39. > :12:48.owner is that the Tampa is irreversible and easy to spot on

:12:49. > :12:53.meters. It doesn't seem to be moving. The index doesn't seem to be

:12:54. > :12:59.moving and it doesn't seem to be registering any of the consumption.

:13:00. > :13:07.It also seems to have a fake seal, in keeping with the other seals we

:13:08. > :13:11.have been finding. They'll be no frying tonight in this shop as Piers

:13:12. > :13:19.immediately orders the disconnection of the meter. The consequence is

:13:20. > :13:22.we're going to cut off your gas. Piers soon unravels the crude scam

:13:23. > :13:27.from China that's being uncovered in restaurants across Britain. First he

:13:28. > :13:36.pops out the fake blue seal ` available on the internet. I will

:13:37. > :13:39.now remove the index mechanism. He then exposes the cogs that drive the

:13:40. > :13:46.meter mechanism. It's the moment of truth. I don't know if you can see

:13:47. > :13:51.that, it has teeth taken off. Cut off half the teeth and you half the

:13:52. > :13:55.bill. This one has just a single tooth left. Only a fraction of the

:13:56. > :13:59.gas is being recorded on that index. You still don't know anything about

:14:00. > :14:02.it? You don't know when that could have happened or who could have done

:14:03. > :14:14.it? Meanwhile, Malcolm produces an estimated bill. It's ?1782.10 for

:14:15. > :14:19.the past four months. The question is now. We will give you a hard

:14:20. > :14:23.copy. Can you pay that now ` otherwise I have to tell the

:14:24. > :14:30.engineers to make sure that supply is capped off and I can let them go.

:14:31. > :14:34.We will walk away with the meter. Sounds tough. But they can only

:14:35. > :14:37.charge for the few months he's been with British Gas. Power theft

:14:38. > :14:41.experts like this former detective warn that thieves, like good

:14:42. > :14:46.consumers, keep changing supplier. If you can just change supplier very

:14:47. > :14:50.easily, as it is now. If you get caught abstracting electricity from

:14:51. > :14:53.one company, you can leave and go to another one. Such as ScottishPower,

:14:54. > :14:58.British Gas. And if get caught by them, move to another. This is a

:14:59. > :15:02.problem. Several suppliers refused to take part in this programme,

:15:03. > :15:11.apart from British Gas. Does that surprise you? Not really. Because

:15:12. > :15:15.they know what happens. If you say to them ?1 million is stolen from

:15:16. > :15:20.your company, their profit will be the same. Because that ?1 million

:15:21. > :15:23.lost will be spread over all the honest paying customers. So they

:15:24. > :15:28.have lost nothing. And I don't really think they would be happy to

:15:29. > :15:32.say that. Back at the chip shop, the owner's credit card means this is

:15:33. > :15:32.one bill we won't be picking up. Immunity from prosecution not

:15:33. > :15:44.included. There is just one area of power

:15:45. > :15:50.theft where police, not power companies, take the lead.

:15:51. > :15:54.Step away from the door. Nationwide, police uncover over 20

:15:55. > :16:02.cannabis farms a day. Most steal their electric. Essex Police raid up

:16:03. > :16:06.to six cannabis farms a week. One room like this can cost ?800 a

:16:07. > :16:10.month in electricity. One, if you get a bill for that, the police will

:16:11. > :16:16.get suspicious. Two, these criminals just don't want to pay it.

:16:17. > :16:20.It's thought a third of the electricity stolen in Britain goes

:16:21. > :16:29.on cannabis farms. The profits are huge. Each plant can yield ?500

:16:30. > :16:33.worth of cannabis. So they have followed wires all round the house.

:16:34. > :16:38.And they think this electric is being stolen from neighbours.

:16:39. > :16:43.You can see the power cable coming from next door. They have spurred

:16:44. > :16:46.the power from next door. Fire Services report a doubling of

:16:47. > :16:51.electrical fires from dangerously rigged stolen electric. But it gets

:16:52. > :16:57.worse. Organised crime gangs don't want you to find this. And they are

:16:58. > :17:04.not happy when you are ruining thousands of pounds worth of

:17:05. > :17:11.equipment. So this is a booby trap. Bill Stupples trains investigators

:17:12. > :17:14.to stay safe. If you manage to open this window and you are lucky enough

:17:15. > :17:18.not to get electrocuted by the wires underneath. Soon as you put your

:17:19. > :17:23.weight on this cardboard base, these spikes will just push through. You

:17:24. > :17:26.will be impaled on the spikes. Once farms are raided, Essex Police

:17:27. > :17:30.are now under orders to destroy everything that makes growing

:17:31. > :17:35.cannabis possible. Power theft. Whether on cannabis farms or the

:17:36. > :17:40.chip shop, it's booming. And unless detected, we get the bill.

:17:41. > :17:46.The total invoice amount is for ?7,702.88. Catching the thieves is

:17:47. > :17:51.costly. Few will ever see prison. Here, cheeky enough to ask for a

:17:52. > :17:57.discount. We don't offer discount. I think that is too much. OK. Do you

:17:58. > :18:02.want to get the electrician in? The lights may go out. But the bill's

:18:03. > :18:09.still on us. Cut the electricity off. OK.

:18:10. > :18:13.And of course, if there's something you think we should be looking into,

:18:20. > :18:23.Of course, most of us would never dream of stealing gas or

:18:24. > :18:27.electricity. But there are ways of saving on your fuel bills. On

:18:28. > :18:32.average, it costs ?1200 a year to heat a house. But we heard it can be

:18:33. > :18:34.done for ?120. I had to find out more. The story starts right here in

:18:35. > :18:53.Milton Keynes back in 1980. This is a thermal imaging camera. It

:18:54. > :18:57.shows up heat. By pointing the camera at a house, you get some

:18:58. > :19:01.indication of how much heat is being lost through the walls. It is not

:19:02. > :19:07.entirely scientific. The red shows the heat coming out of the house.

:19:08. > :19:11.And any heat lost is wasting money. People buying new homes are more

:19:12. > :19:18.keen than ever to have an eco`friendly properties. On average,

:19:19. > :19:22.it costs ?1200 to heat a house per year. But I have heard of a style of

:19:23. > :19:25.house that is much cheaper to run. I am trying to find the ultimate

:19:26. > :19:28.energy`saving house. Research into the most efficient way to build

:19:29. > :19:32.houses has gone on for decades. These ones in Milton Keynes were

:19:33. > :19:38.built in 1980. They were pioneering. The view is impressive...

:19:39. > :19:41.The Pennyland and Linford Experiment involved building nearly 200 homes

:19:42. > :19:45.with technical expertise from experts at the Open University. The

:19:46. > :19:49.efficiency of the houses was monitored. Scientist Bob Everett

:19:50. > :19:59.explained how each house was insulated. Once the solar radiation

:20:00. > :20:02.is into the house, it is stored in the thermally massive dense concrete

:20:03. > :20:09.inner skin. And it is prevented from escaping by the thick insulation. As

:20:10. > :20:15.well as double glazing. 30 years on and Bob has come to explain what

:20:16. > :20:19.they were trying to discover. This estate was part of a project to

:20:20. > :20:24.analyse insulation levels. Use of better gas boilers. And also the

:20:25. > :20:31.solar aspects, which were what really interested me. Laying houses

:20:32. > :20:37.out to make use of sunshine just shining through the windows. Rather

:20:38. > :20:44.than through solar panels and storing it in the big storage tank

:20:45. > :20:56.inside the house. These windows seem very small on this side? Yes,

:20:57. > :21:00.designed small windows on the north. And large ones on the south. There

:21:01. > :21:06.is sufficient room between the rows of houses. Then the sunshine, if

:21:07. > :21:10.there was any, could graze over the roof line of this row of houses and

:21:11. > :21:15.into the garden and living rooms of that set of houses. But the main

:21:16. > :21:19.revelation was insulation. Up until then, there was hardly any in

:21:20. > :21:24.houses. But now, we take it for granted. The result was that Milton

:21:25. > :21:29.Keynes went on to develop their own building regulations. They insisted

:21:30. > :21:34.that all new houses built in Milton Keynes after this were built to good

:21:35. > :21:37.insulation standards. But did the experimental houses save on fuel

:21:38. > :21:45.bills? Steven Jackman moved here in 1981. As far as your heating bills

:21:46. > :21:48.are concerned, do you think the house saved you a fortune? Yes.

:21:49. > :21:52.Definitely. The living quarters have got the bigger windows. The sun

:21:53. > :21:56.rises and sets. So that is actually the heat coming in the windows which

:21:57. > :22:00.is warming your house up in winter. So when you have a winter day, which

:22:01. > :22:04.is bright and sunny, we are quids in. At current gas prices, they

:22:05. > :22:11.probably save between ?450 and ?500 per year. These houses used about

:22:12. > :22:17.half of the gas of Brand X houses on the other side of the road.

:22:18. > :22:22.So how does the installation in the house stack up against the thermal

:22:23. > :22:26.imaging camera? This is not exactly scientific, but I thought we would

:22:27. > :22:32.look at how much heat is being lost from the houses here in Milton

:22:33. > :22:39.Keynes. A lot of red around the door and the windows. Is that what you

:22:40. > :22:43.would expect? Yes. I would also expect to have some more out of the

:22:44. > :22:50.slightly open window at the top. I would expect a plume of warm air

:22:51. > :22:54.coming out of there. But overall, it looks from this that the work you

:22:55. > :23:03.and your colleagues did 30 years ago is still working. I would hope so.

:23:04. > :23:07.House building regulations only came up to the standard of the Milton

:23:08. > :23:12.Keynes experimental homes in 2002. So they were 20 years ahead of their

:23:13. > :23:15.time. Now house`builders like Persimmon, one of the biggest, say

:23:16. > :23:21.making fuel`efficient homes is part of their ethos. Our customers are

:23:22. > :23:24.looking for fuel efficiency, really. With the rising price of utility

:23:25. > :23:30.bills, gas and electric, the focus is on thermal efficiency. We look to

:23:31. > :23:38.enhance our wall, floor, roof, windows. Put thermal efficient

:23:39. > :23:45.boilers in. The ensure we can keep fuel prices down for purchasers.

:23:46. > :23:50.But look at these houses. A three`bedroom one can be heated for

:23:51. > :23:55.as little as ?120 per year. This type of house is a Passivhaus and is

:23:56. > :24:00.seen by many as the eco`home of the future. It is built with lots of

:24:01. > :24:05.installation, triple glazing and reuses the heat generated by

:24:06. > :24:09.appliances and people inside. This Passivhaus development in Tye Green

:24:10. > :24:14.near Saffron Walden was commissioned by a housing association and built

:24:15. > :24:21.three years ago. What makes the Passivhaus so energy efficient? It

:24:22. > :24:27.is insulation. We wrap the house in a tea cosy of installation so it is

:24:28. > :24:34.wrapped up and kept nice and warm. We use high`performance windows and

:24:35. > :24:37.doors, triple glazing, insulate it door framing, and which we have

:24:38. > :24:42.elements join each other, walls and roofs, we try and make sure they are

:24:43. > :24:48.wrapped up with installation. A good example would be the letterbox.

:24:49. > :24:51.Those outside on the porch, so they do not penetrate the insulation

:24:52. > :24:57.layer. We can keep the house well wrapped up. We can look inside one.

:24:58. > :25:03.You can see how comfortable they really are. Probably in further

:25:04. > :25:08.shock. It is cold out here now. But inside, it should be nice and warm?

:25:09. > :25:11.It will be lovely. Come on in. Instantly, you feel it is very warm.

:25:12. > :25:18.A very comfortable environment. No radiators, no conventional heating.

:25:19. > :25:22.How is it heated? A special piece of kit doing a lot of work.

:25:23. > :25:26.As stale air is extracted from the house, the warmth is transferred to

:25:27. > :25:29.the fresh air coming in. A small, separate device, a bit like a

:25:30. > :25:36.boiler, adds heat if necessary. What is it like living here? I love

:25:37. > :25:43.it. It is great. It is always warm. Do you have hefty bills? No, they

:25:44. > :25:55.are about ?30 per quarter. ?30? ! yeah. So about ?120 per year? Yeah.

:25:56. > :26:00.Incredible! I am in winter coat, you are in a summer dress. Is it always

:26:01. > :26:03.this ambient temperature? Yeah, it does not really drop below. If

:26:04. > :26:07.anything, it gets hotter, such as in summer. So it is nice. I cannot

:26:08. > :26:12.imagine living in a normal house now.

:26:13. > :26:16.Let us look at the Passivhaus with the thermal imaging camera.

:26:17. > :26:21.That looks pretty impressive. Not much heat coming out. A bit at the

:26:22. > :26:27.door. Some of the door, some around the window edges. Disappointing

:26:28. > :26:33.around the window. One of the areas we try to avoid any heat loss. Not

:26:34. > :26:39.too bad, given the house is three years old. Incredible. Someone has

:26:40. > :26:47.come to the door and you can see all the heat. But everywhere else, it is

:26:48. > :26:52.not showing. A good image. Showing the heat loss from the open door.

:26:53. > :26:54.That isn't great. But once the doors closed, the house will be efficient

:26:55. > :27:00.again. Not affecting the temperature? Not over reasonable

:27:01. > :27:04.periods. The house has what we call thermal mass. It retains the heat

:27:05. > :27:09.within the fabric for a while. It keeps the comfort level. So the idea

:27:10. > :27:14.you cannot open windows in a Passivhaus is not true. So if the

:27:15. > :27:19.design of the Passivhaus is so good, why aren't more housing developments

:27:20. > :27:25.made to these specifications? Why aren't companies like Persimmon

:27:26. > :27:28.building Passivhaus? The problem there is that you can spend about

:27:29. > :27:31.10`15% extra on constructing a Passivhaus over and above a standard

:27:32. > :27:38.home. And it is really getting customer perception. Making people

:27:39. > :27:46.aware of what they are buying into. Why they are paying extra for that.

:27:47. > :27:51.I think we are on the way to delivering that nature of products.

:27:52. > :27:55.It is one step at a time. We are trying to educate people we are

:27:56. > :28:01.producing them and what their benefits are. But in time, we will

:28:02. > :28:08.head towards a type of that house. It may cost 15% more. But if energy

:28:09. > :28:16.bills continue to climb as they have been. It will not be too long before

:28:17. > :28:21.you get your money back. And at the moment, there are only

:28:22. > :28:25.about 200 of Passivhaus on the whole of the UK. That is all for this
