:01:07. > :01:09.capital's most recognisable icons. But it is one that is under threat
:01:10. > :01:13.because the cabbies who drive them reckon that not enough is bding done
:01:14. > :01:15.to protect their livelihoods And we are part of the problem too
:01:16. > :01:20.because too many of us are jumping into unbooked minicabs, oblhvious to
:01:21. > :01:23.the safety risks we are running. We sent Louise Hulland
:01:24. > :01:25.to investigate London's London's black taxis are ranked
:01:26. > :01:37.the safest in the world. We take for granted hailing
:01:38. > :01:40.down a cab and getting to But what if anyone could stop
:01:41. > :01:49.and pick you up? There are two sexual
:01:50. > :02:03.assaults every week. Touting is now
:02:04. > :02:05.an enormous problem in the capital. Touts are minicab drivers,
:02:06. > :02:07.some even bogus. I am just being attacked
:02:08. > :02:09.by a minicab driver here. Soliciting would`be passengers
:02:10. > :02:11.on the street. She has no idea what
:02:12. > :02:13.she's getting into. This is illegal, whether the touts
:02:14. > :02:16.are licensed minicab drivers or not. You have approached this lady
:02:17. > :02:20.in the street. The dangers of getting
:02:21. > :02:26.into an un`booked cab is th`t it is We have no real idea who
:02:27. > :02:31.the vehicle is. You don't know the operator
:02:32. > :02:33.and it is a risk. We have discovered
:02:34. > :02:35.a clandestine group of black taxi drivers who are trying to rdclaim
:02:36. > :02:38.the streets for safety and topple It is Friday night
:02:39. > :02:41.and London is buzzing. But when the pub goers
:02:42. > :02:44.and clubgoers start looking for a ride home, I will be joining
:02:45. > :02:47.a secret band of licensed black cabbies, the hit squad,
:02:48. > :02:52.who are out to confront the touts. Jonathan is an enthusiastic
:02:53. > :02:55.member of the group. And they are going
:02:56. > :02:57.into action tonight. We are off to meet up,
:02:58. > :03:02.to go in convoy, just after midnight Cab after cab gathers
:03:03. > :03:08.at this pre`hit assembly point, We have got 120`150 drivers that are
:03:09. > :03:16.going to go around to We want to stop these touts getting
:03:17. > :03:27.outside the clubs They have sent a couple
:03:28. > :03:36.of colleagues in ahead to scout the area and they
:03:37. > :03:39.have confirmed illegal activity The location has been tweeted to all
:03:40. > :03:42.and they are going in, in force The 130 cab strong hit squad swoop
:03:43. > :03:46.on the very heart of West End Within minutes,
:03:47. > :03:48.and with their for hire lights deliberately off, they form a new
:03:49. > :03:53.military criss`cross blockade. From north to south on
:03:54. > :03:56.Wardour Street and East to West Although it is just
:03:57. > :04:06.a one`hour protest, Some of them are saying that the
:04:07. > :04:10.cabs around there are going mad. Tempers are rising but the cabbies
:04:11. > :04:19.are determined to make their point. There is absolutely no enforcement
:04:20. > :04:25.in the West End whatsoever It is causing us problems
:04:26. > :04:30.because we cannot get to While the touts lay low this time,
:04:31. > :04:35.they have been known to be Excuse me,
:04:36. > :04:42.this is a criminal offence to tout. It is about making awareness
:04:43. > :05:07.of the problem because therd are still significant misunderstanding
:05:08. > :05:09.among sections of the public, around the legality of using
:05:10. > :05:13.unlicensed minicabs and so on. Taxi drivers work hard to do
:05:14. > :05:15.the knowledge, We go through the ringer to get
:05:16. > :05:19.a licence. We do five years on the knowledge,
:05:20. > :05:23.learning London. It is not just the black cabbies
:05:24. > :05:31.that say touting is an issue Kerry runs a respected family
:05:32. > :05:34.minicab firm in Shoreditch. We get quite a lot of touts
:05:35. > :05:38.around here. We have had to physically shoo
:05:39. > :05:41.them away from the office. They will see a queue outside
:05:42. > :05:44.the office, people waiting, and We had a young lady come
:05:45. > :05:48.into the office for a minic`b. She was a bit drunk and did not
:05:49. > :05:52.want to wait and she did not want And the next thing we know, we had
:05:53. > :05:57.heard she had actually got hnto So London's touting epidemic is not
:05:58. > :06:06.just a question of threatendd Marcus bravely agreed to come
:06:07. > :06:13.forward to tell his story, but he He admitted he was under
:06:14. > :06:17.the influence when he flagged Marcus says he was repeatedly raped
:06:18. > :06:35.but was too scared to tell He said if I did not do it,
:06:36. > :06:38.he was going to kill me. I was really
:06:39. > :06:42.in a dreadful condition. With 104 cab related sexual assaults
:06:43. > :06:51.reported last year alone, it is an issue of real concdrn
:06:52. > :06:54.in the capital. It is to the case
:06:55. > :06:58.and fortunately that a large number of people, nearly half the xoung
:06:59. > :07:00.women we interviewed in our survey, still will consider using
:07:01. > :07:03.an unlicensed vehicle at night. But do the public know
:07:04. > :07:07.the difference or care? The difference
:07:08. > :07:09.between a black cab and a minicab. No, I do not know the difference
:07:10. > :07:13.between a black cab and a mhnicab. The differencesi black taxis can
:07:14. > :07:32.pick you up If they do, they are breaking
:07:33. > :07:37.the law, even if they are licensed. I spoke with one reformed ex`tout,
:07:38. > :07:41.he did not want to be identhfied but He does not even have
:07:42. > :07:50.a clue how to dial his phone. It is people
:07:51. > :07:52.like us that take them home. But yet, you would not report
:07:53. > :07:55.someone that you knew was I am not endorsing it
:07:56. > :07:58.but I am just explaining, it is out of necessity that some of
:07:59. > :08:02.them come out to do what thdy do. Back in the West End,
:08:03. > :08:05.the hit squad have finished I think we highlighted
:08:06. > :08:09.the problem by bringing We regularly take part in both overt
:08:10. > :08:20.and covert operations to target What are you doing
:08:21. > :08:23.with this young lady? Can you tell me what happendd,
:08:24. > :08:27.please? He pulled up alongside me
:08:28. > :08:29.and asked if I wanted a taxi. He offered me a fare of ?22
:08:30. > :08:34.and he tried to usher me You are going to be arrested
:08:35. > :08:38.for that. I think that demonstrates
:08:39. > :08:42.our commitment to clamping down Things get worse for the suspect
:08:43. > :08:45.when the unit examine his licence. Because you amended
:08:46. > :08:49.the public carriage office disc, I am going to further arrest you
:08:50. > :08:52.on the suspicion of fraud. No further action was taken
:08:53. > :08:55.regarding the fraud allegathons but the touting charges are still

:09:14. > :09:19.minicabs when we are outsidd a club. Alcohol makes you think
:09:20. > :09:21.that everything is fine. I know it is really bad when
:09:22. > :09:24.sometimes you have not got luch money and one of the fake minicabs
:09:25. > :09:28.says I will do it for a tenner. You are kind of desperate
:09:29. > :09:30.at the time. You just want to get into anything
:09:31. > :09:33.that you see and get home. Touting is clearly a huge problem
:09:34. > :09:35.but law`abiding drivers from both black taxi and minicab
:09:36. > :09:59.communities believe a lot more needs I was pronounced dead and I was
:10:00. > :10:01.about to be put in a coughing and my medical staff felt that I h`d a
:10:02. > :10:08.medical staff felt that I had a slight pulse. You owe everything to
:10:09. > :10:12.When chip and pin machines were first introduced in shops,
:10:13. > :10:15.we were told they would help keep our credit card secure.
:10:16. > :10:16.But now an investigation has discovdred that
:10:17. > :10:19.criminal gangs are using specially adapted machines to steal fhrst bank
:10:20. > :10:23.For the last nine months, we have been working undercover to
:10:24. > :10:25.gain access to a fraudster with global connections.
:10:26. > :10:31.Jonathan Gibson has this exclusive report.
:10:32. > :10:34.It is Friday night and for lost of us, the weekend has started.
:10:35. > :10:44.A few drinks and some food out and if like me you've never got
:10:45. > :10:49.For 10 years now, we have all been using these, chip and pin m`chines.
:10:50. > :10:57.And the place I have come for dinner is no different.
:10:58. > :11:00.Remember when we used to sign for things in shops?
:11:01. > :11:02.The banks told us chip and pin would be much safer.
:11:03. > :11:10.Well, try telling Paul from Harrow that.
:11:11. > :11:12.These chip and pin machines can be compromised.
:11:13. > :11:14.There was a message on the answering machine
:11:15. > :11:19.When I rang them, they listed some attempted purchases on my c`rd
:11:20. > :11:30.One of them was quite a substantial amount, over ?1000.
:11:31. > :11:32.Barclaycard made sure Paul was not left out of pocket,
:11:33. > :11:41.but a quick look online shows there are many more victims.
:11:42. > :11:45.There are good people on thdre, like the innocent victims,
:11:46. > :11:50.I am talking to a man who knows all about stolen pin
:11:51. > :11:59.numbers because he steals them and he is looking for a new partner
:12:00. > :12:02.Funnily enough, I have not mentioned I am a journalist.
:12:03. > :12:04.He thinks I own a restaurant with card paying
:12:05. > :12:09.customers but I need to gain his trust and that is taking months.
:12:10. > :12:13.But one day, he tells me a parcel is in the post.
:12:14. > :12:23.And it is not just any chip and pin machine.
:12:24. > :12:31.I have already spent months gaining this criminal's confidence but he
:12:32. > :12:35.He has finally agreed to chat, but is banking on staying anonymous
:12:36. > :12:47.He tells me the machine he has sent me remembers people's card numbers.
:12:48. > :12:50.Once you have swiped it, the data is already saved from the first swiped.
:12:51. > :12:53.But now when you enter the pin, the pin is stored
:12:54. > :12:59.That is so he can steal it afterwards.
:13:00. > :13:01.Do it like how the restaurant's receipt looks.
:13:02. > :13:05.And because he thinks I onlx restaurant, he has told me to put
:13:06. > :13:08.this error message on the bottom of the receipt so my customers will
:13:09. > :13:13.That is when I can swap it for my normal one to take
:13:14. > :13:20.What I need to work out is a way of putting that to the test.
:13:21. > :13:24.We are a bit like mobile phone top ups.
:13:25. > :13:27.You can only spend what you put on them.
:13:28. > :13:33.I need him to think they belong to my customers, but will it work?
:13:34. > :13:38.He has told me I will need to download the data using some
:13:39. > :13:44.Can you just plug that into your laptop?
:13:45. > :13:50.So when it is done downloading, just send me that file and it is done.
:13:51. > :13:57.He has e`mailed me through the rest of the card numbers
:13:58. > :14:00.and the pins that go with them for these cards here.
:14:01. > :14:03.In a couple of minutes, he has got everything he nedds to
:14:04. > :14:06.make exact copies of all these cards, which he can then usd in cash
:14:07. > :14:15.points and he says he has done that already time and time again.
:14:16. > :14:19.I think the encouraging thing to say is that these frauds are very rare.
:14:20. > :14:22.We have only seen one recent instance of them and we are seeing
:14:23. > :14:25.convictions in the Old Baildy in respect of that at the moment.
:14:26. > :14:27.The industry's existing advhce to customers is to protect
:14:28. > :14:32.Well, with something like that, there is no point, is there?
:14:33. > :14:34.Well, I think the first reassurance to
:14:35. > :14:38.give everybody when it comes to this type of fraud, which is a very rare
:14:39. > :14:42.type of crime, is that even if you are a victim of it, you will receive
:14:43. > :14:51.But we always advise customdrs to check their statements.
:14:52. > :14:56.As all the pay`as`you`go debit cards are in my name, I can also check
:14:57. > :15:04.They have never left my wallet, but according to the transaction
:15:05. > :15:06.history, they have been emptied of cash in the Philippines.
:15:07. > :15:11.So either he is stealing my money or someone he knows is
:15:12. > :15:13.But he has also sent me a second machine,
:15:14. > :15:27.He is taking cash out in the Philippines
:15:28. > :15:33.I have also sent money to C`nada for the cables he posted.

:18:37. > :18:38.devices and requires the collusion of two criminals.
:18:39. > :18:41.The company says it takes the security of consumer data very
:18:42. > :18:43.seriously, it works with authorities to uncover fraud
:18:44. > :19:00.Jonathan Gibson investigating there. And I can confirm that the police
:19:01. > :19:08.are promising to act on the evidence collected in his report.

:22:33. > :22:36.couple of days later, I was in the meds centre because right the way up
:22:37. > :22:42.Well, that must be why I like the colour purple because my legs tend
:22:43. > :22:46.I got diagnosed with compacts regional pain syndrome and that
:22:47. > :22:52.Kind of finally finding where I wanted to be,
:22:53. > :22:55.finally finding something I was good at, found something that I was truly
:22:56. > :22:58.a part of and suddenly told you are never going to walk again.
:22:59. > :23:02.I joined the army to have something and now the army was telling me that
:23:03. > :23:12.I remember the day I was discharged, being told by the doctors, claim
:23:13. > :23:16.benefit, get a really good NHS GP, just to take the drugs, just do what
:23:17. > :23:19.you can to stay as mobile as you can, do not plan to much because in
:23:20. > :23:45.10 or 15 years from now, you're not going to be able to do anything
:23:46. > :24:03.I remember it so well because I was conscious for two hours aftdr
:24:04. > :24:09.It happened very early in the morning.
:24:10. > :24:11.There were three of us in the vehicle.
:24:12. > :24:14.A driver, a gunner in the front, and I was the gunner in the back.
:24:15. > :24:17.The rear right wheel of the Land Rover, which was not armoured,
:24:18. > :24:19.stepped onto a hidden 44 gallon drum and inside
:24:20. > :24:23.the 44 gallon drum, the enemies had placed two anti`tank mines `nd they
:24:24. > :24:25.filled up the drums with hundreds and hundreds of ballbearings.
:24:26. > :24:29.So not even a second when the vehicle, myself and my two
:24:30. > :24:32.colleagues were up in the air, all I could remember was the scre`ming.
:24:33. > :24:35.Other colleagues of mine were screaming and shouting at the time.
:24:36. > :24:37.The explosives in our vehicle were going off as well.
:24:38. > :24:41.I was pronounced dead in Camp Bastion and I was about to be
:24:42. > :24:46.put in a coffin when the medical staff felt I had a slight pulse.
:24:47. > :24:52.So just so I can picture it, you are about to be put in a coffin, in a
:24:53. > :25:03.body bag, and last`minute, one last check they find this sign of life.
:25:04. > :25:15.Meeting somebody who actually escaped from a body bag really makes
:25:16. > :25:23.you realise what the sports men and women once went through.
:25:24. > :25:31.Life often seemed meaningless until athletics came along
:25:32. > :25:34.Before my accident, I was studying for a degree and after that, I could
:25:35. > :25:36.not carry on as my concentr`tion levels were quite low.
:25:37. > :25:39.And it was actually another injured Royal Marine who got me
:25:40. > :25:42.into sport and kind of started by trying to get me to squat then,
:25:43. > :25:45.to try and run properly and then, I was quite good at running.
:25:46. > :25:51.I can witness firsthand, you are a pretty good runner.
:25:52. > :25:57.How proud will you be running in that Great Britain vest?
:25:58. > :26:00.To compare where I was three years ago after my injury, yes,
:26:01. > :26:03.it is going to be a proud day for me, the team and my famhly
:26:04. > :26:12.So you are going to be doing the 100, the 200 and the 400.
:26:13. > :26:17.Yes, I am going to get some pointers off you.
:26:18. > :26:23.On the Wednesday, this wheelchair arrived and an hour later, the
:26:24. > :26:25.Paralympics opening ceremonx started not 500 yards from my front door.
:26:26. > :26:29.It was that kind of moment when I realised that other people with
:26:30. > :26:30.my condition were racing and were taking part
:26:31. > :26:51.You are in that body bag and you recover from that.
:26:52. > :26:54.Do you have to pinch yours elf sometimes to think you are going
:26:55. > :26:56.to be competing in several events at these games?
:26:57. > :26:59.I am doing discus and shot because they are my main events.
:27:00. > :27:02.And then I will try out a bht of running as well.
:27:03. > :27:08.I am just so thankful to be alive tod`y.
:27:09. > :27:11.Losing my lower limbs, it is not really a big thing.
:27:12. > :27:14.It is just a scratch and being part of the
:27:15. > :27:17.British Armed Forces team in the games in four different disciplines,
:27:18. > :27:20.I am looking forward to it `nd I will try to make us all proud.
