:00:26. > :00:29.We take to the road with the teams cracking down on energy themes. We

:00:30. > :00:35.have come to inspect the gas meter. It doesn't seem to be moving. It has

:00:36. > :00:39.teeth that have been taken off so only a fraction of the gas is

:00:40. > :00:44.recorded. We challenge two northern families to see how much they can

:00:45. > :00:49.save on their fuel bills. A lot of electricity going on in here. How

:00:50. > :00:52.often do you use the tumble drier? Average, three times a day. This is

:00:53. > :01:11.Inside Out. It is cold. It is dark. So I hope

:01:12. > :01:16.you're watching this somewhere snug. Last year, an extra 31,000 people

:01:17. > :01:22.died due to the winter cold. That's the highest figure for four years.

:01:23. > :01:25.Fuel bills are on the up so for some that means it is cold inside as well

:01:26. > :01:30.as out. Tonight, we put homes in County

:01:31. > :01:34.Durham, one of the north's fuel poverty black spots to the test and

:01:35. > :01:40.ask are we getting enough help to stay warm?

:01:41. > :01:43.There is a grave danger of your electricity being cut because you

:01:44. > :01:49.are using too much at home during peak hours. An old message given a

:01:50. > :01:56.new residence by rocketing fuel bills. Do try and cut it down,

:01:57. > :02:01.please. 51,000 households in County Durham

:02:02. > :02:06.are in fuel poverty. It means they earn than ?16,000 a year and spend

:02:07. > :02:13.over ?1200 on energy. It is claimed one of the main reasons for fuel

:02:14. > :02:17.poverty is cold, leaky homes. Is that true? Surely after years of

:02:18. > :02:21.lagging lofts and draft proofing doors that's a thing of the past.

:02:22. > :02:26.Well, we're putting houses in County Durham to the test to find out.

:02:27. > :02:31.Neville Parade, using an infrared camera, we map heat lost through bad

:02:32. > :02:34.insulation. They are the reds and yellows on screen. There is a

:02:35. > :02:39.problem. Time to tell the householder. Is your place difficult

:02:40. > :02:42.to heat? It is very difficult. We might have spotted where it is

:02:43. > :02:49.coming out of your house. Do you want to look? Yeah, I wouldn't mind.

:02:50. > :02:53.Come and have a look. The yellows and the whites and the reds so you

:02:54. > :02:57.can see around the windows, there is lots of yellow. Increased

:02:58. > :03:03.temperature here and the glazing itself. I don't know what to say,

:03:04. > :03:07.you know. It's shocking. Sharon's ground floor flat has no insulation.

:03:08. > :03:17.The yellow shows the heat leaking through its wall, of ?71 she gets on

:03:18. > :03:23.Jobseeker's alounsance, for than a third goes on energy. I pay top

:03:24. > :03:28.whack. You are either cold or hungry or sometimes I'm both. I only put

:03:29. > :03:33.the gas on to warm the house up. Like the boiler on an

:03:34. > :03:37.hour`and`a`half a day. The energy companies must provide financial

:03:38. > :03:42.help to low income customers. Sharon probably qualifies for warm home

:03:43. > :03:46.discount, ?135 off her electricity bills. Vulnerable pensioners get it

:03:47. > :03:50.automatically, but people like Sharon must apply for it. How does

:03:51. > :03:53.that make you feel knowing there is this money available, but you didn't

:03:54. > :03:57.know? Stupid. I could put the heating on for a couple more hours

:03:58. > :04:03.instead of an hour`and`a`half. The Government has a scheme to insulate

:04:04. > :04:09.homes like Sharon's by could slash fuel bills. Houses on the same

:04:10. > :04:15.street, the yellow ones are uninsulated, the but ones insulated.

:04:16. > :04:19.It is claimed the Government scheme to insulate the homes of those in

:04:20. > :04:24.fuel poverty isn't enough. It is not meeting the scale of the problem. We

:04:25. > :04:28.are urging them to bring forward much higher levels of funding to

:04:29. > :04:35.help us really drive home the energy efficiency measures that are needed.

:04:36. > :04:40.The Government disagrees. Last autumn, the Chancellor announced

:04:41. > :04:45.more funding and it was extending it out to 2017. We have got a five year

:04:46. > :04:54.programme. That's the longest we have ever seen an insulation

:04:55. > :04:57.programme like this. In County Durham, more and more

:04:58. > :05:03.people are going back to old`fashioned coal, they are so

:05:04. > :05:06.desperate to reduce bills. Coal merchants are doing a roaring trade.

:05:07. > :05:14.The fires give out a good heat in the house. They don't have to use as

:05:15. > :05:21.much central heating. The costs are being cut by half.

:05:22. > :05:30.The bomb houses built for workers. They have solid, concrete, walls and

:05:31. > :05:35.floors and flat roofs. A lot of red above the window. There is a big red

:05:36. > :05:40.patch. It could be a radiator or something. That's money that's being

:05:41. > :05:46.wasted easily? Yeah. We have got bad news to deliver. Janice works

:05:47. > :05:53.part`time and gets less than ?250 a week. ?25 go on heating much of it

:05:54. > :05:59.leaking through the red walls. There does seem to be a lot of reds and

:06:00. > :06:04.yellows. So basically, I'm heating the street? Yes, effectively. I'm

:06:05. > :06:12.gutted. I'm shocked to see how much is coming out. Inside, Janice's home

:06:13. > :06:17.is plagued by drafts shown by the blue. That's shocking are, isn't it?

:06:18. > :06:22.When it is windy, the blinds move. Black mould is a problem. There are

:06:23. > :06:29.plans to insulate the houses, but Janice may qualify for Warm Home

:06:30. > :06:34.Discount, but... No, I never heard of that. Nobody told us about it.

:06:35. > :06:39.A pattern emerges. Many who may qualify haven't heard of it. Those

:06:40. > :06:44.who have, often have problems getting it. I have applied several

:06:45. > :06:48.times. I haven't got it yet. I am just keeping my fingers crossed.

:06:49. > :06:55.Even the energy suppliers, who pay it, appear confused. We asked the

:06:56. > :07:01.big six how many customers in Durham were eligible to claim Warm Home

:07:02. > :07:08.Discount, NPower had figures. It estimates between 6,500 and 9,500 of

:07:09. > :07:14.its customers are part of the group eligible for WHD. But over half

:07:15. > :07:19.claim it. If that was typical for all energy companies then between

:07:20. > :07:23.19,000 and 20,000 households in Durham could be moving out. The

:07:24. > :07:27.Government are not much help. I asked the Department for Work and

:07:28. > :07:31.Pensions who ensures people get it? And who monitors the take`up rate?

:07:32. > :07:36.Try the Department of the Environment they said. Not us said

:07:37. > :07:42.environment. Try the department for energy and climate change. Don't

:07:43. > :07:46.think so said Energy. Try the Department for Work and Pensions. So

:07:47. > :07:50.back to square one. In fact, I never got a straight answer. It is

:07:51. > :07:54.shocking, but the real problem has been that there has been a lack of

:07:55. > :07:59.action on the ground by local councils to promote the scheme. They

:08:00. > :08:02.have all that information, but certainly in County Durham and I

:08:03. > :08:08.imagine across the rest of the north`east, not enough has been done

:08:09. > :08:13.to promote that. We refute that. As a council we have got a fantastic

:08:14. > :08:18.record of assisting people in energy efficiency. In the last four years,

:08:19. > :08:22.we have helped over 54,000 residents with energy efficiency.

:08:23. > :08:28.It is claimed the real problem is Government which appears confused

:08:29. > :08:32.and could pay WHD automatically, not just to pensioners, but to everyone

:08:33. > :08:35.who qualifies. It does say something about the way this is happening. If

:08:36. > :08:40.the Government departments don't know who is responsible for this?

:08:41. > :08:45.Well, I'm clear that we are managing this with DWP, but the fact of the

:08:46. > :08:51.matter is over half of the people who will benefit from the Warm Home

:08:52. > :08:56.Discount will not have to take action. Why not give it

:08:57. > :09:00.automatically to those who qualify rather than people having to apply?

:09:01. > :09:03.Where it is clear cut. Many of the hundreds of pensioners that qualify,

:09:04. > :09:10.they automatically get it. That's easy, if you are above 65 that's

:09:11. > :09:14.indisputable. There are over people whose circumstances are slightly

:09:15. > :09:17.different to that, people with children, or disabilities, things

:09:18. > :09:24.that can change. Children can grow up. People who are ill can get

:09:25. > :09:27.better hopefully. So where there are variable circumstances, it is more

:09:28. > :09:31.tricky, but we are trying it make it as simple as possible and I hope

:09:32. > :09:36.this year more people than ever will get it automatically.

:09:37. > :09:40.The Government has a target to eliminate fuel poverty by 2016. We

:09:41. > :09:45.have highlighted some measures that could help. Critics say as energy

:09:46. > :09:50.prices rise the target won't be reached. We will soon find out.

:10:30. > :10:35.Energy prices are making headlines as our bills hit an all time high.

:10:36. > :10:41.Honest households pay up, but ?30 a year of our bill is paying for

:10:42. > :10:47.stolen power. The meter has been interfered with because it has a

:10:48. > :10:51.fake seal. This is the story of the power thieves and the people who

:10:52. > :10:57.track them down. The British Gas training academy in

:10:58. > :11:01.Leicester. Here engineers learn how to spot tampering of gas and

:11:02. > :11:07.electric supply. It has never been more needed. A difficult economic

:11:08. > :11:11.climate equals more people feeling this is the only way they can get

:11:12. > :11:17.their energy. I feel the trend is upwards.

:11:18. > :11:24.For the next few days, I am riding along with Pierce and mall olm. The

:11:25. > :11:29.most bizarre case I have dealt with is a nursing home. When we caught

:11:30. > :11:34.him, it cost him ?25,000. This morning's call is for smaller fry.

:11:35. > :11:39.The first three we have got are domestic. A routine meter reading

:11:40. > :11:43.discovered a single mother of three tampering with her gas meter. There

:11:44. > :11:48.is what appears to be a cooker hose at the time that replaced that gas

:11:49. > :11:55.meter. Even with gas central heating, they

:11:56. > :12:01.only paid ?15 last year. How many people live in the property? My mum

:12:02. > :12:06.and two sisters and myself. The meter is back, but hasn't been

:12:07. > :12:09.installed and because the mother has children she is considered

:12:10. > :12:12.vulnerable and can't be cut off. This one will go to the police and

:12:13. > :12:15.we try to trace back who is doing this? We find trends of where people

:12:16. > :12:19.are going around estates and tampering with the same meters in

:12:20. > :12:25.the same way. These people will charge a range, we have heard from

:12:26. > :12:30.?10 up to ?500 a time. They can do ten to 15 a day. This they are not

:12:31. > :12:34.putting themselves at risk. If something happened, it is everyone

:12:35. > :12:39.in the ajoining properties who will be affected by a potential

:12:40. > :12:45.explosion. Is the scene that people woke up to this morning. Gas

:12:46. > :12:50.explosions can be deadly. A suspected gas explosion. In

:12:51. > :12:56.Sheffield last year, this house was blown apart. No one died. But it is

:12:57. > :13:00.a chilling reminder of the dangers of gas. The damage of that explosion

:13:01. > :13:06.was so great that authorities were never able to pinpoint the exact

:13:07. > :13:11.cause. Emergency services were worried about other dangers so they

:13:12. > :13:15.decided to conduct a test. The police were on site and the networks

:13:16. > :13:20.were on site and they asked us to whether or not we felt it was right

:13:21. > :13:24.to have a look at the other supplies in the street and yes, from looking

:13:25. > :13:29.at about 20 houses in a single terraced street sure enough we find

:13:30. > :13:33.five gas thefts and two electricity thefts.

:13:34. > :13:40.It is a great example of what the scale of the issue is. Little shocks

:13:41. > :13:44.Mark, he has seen all sorts of dangerous ways of stealing power.

:13:45. > :13:48.This is one that really impacts on safety. A bicycle in a tube and they

:13:49. > :13:52.have used it to bridge their gas meter so instead of gas meter being

:13:53. > :13:57.here, this tube would be across here like that.

:13:58. > :14:04.We have come here to inspect the electricity meter, OK?

:14:05. > :14:13.This flat's bill of just ?5 for last year led them to find this dangerous

:14:14. > :14:20.by`pass. Malcolm prepares evidence for prosecution and the bill for

:14:21. > :14:25.years of stolen electricity. It was back billed from 2008 from when the

:14:26. > :14:29.account started. It is going to be a big bill? It will be, yes. Hard up

:14:30. > :14:37.and hard times may drive some, but we are in a rich part of Essex.

:14:38. > :14:43.Homes here sl for over ?1 million. But the team have a tip`off with an

:14:44. > :14:49.eight bedroomed mansion with ?300,000 worth of cars on the

:14:50. > :14:52.forecourt, but the house is suspiciously energy efficient. Can I

:14:53. > :14:58.come in to have a look to see what you have got? Where is the light

:14:59. > :15:06.switch for this room here? Within minutes, the power to most of the

:15:07. > :15:14.house goes off. My suspicion is that all the back of that house and that

:15:15. > :15:18.garage is off an unmetered supply which they have switched off. But

:15:19. > :15:22.where to look for the illegal supply? I am just looking to see if

:15:23. > :15:26.any of it has been taken up recently. The owners insist the only

:15:27. > :15:32.meters are the ones outside, but an hour`and`a`half into the search,

:15:33. > :15:37.Pierce finds another supply. I can see the pipe. Another electricity

:15:38. > :15:45.meter. Moments later... There we have

:15:46. > :15:49.another gas meter. All the powe be it gas or electricity used through

:15:50. > :15:55.these meters is not being billed it appears so they are getting it for

:15:56. > :16:01.free, for now. Soon it is a mansion without power. The illegal supply is

:16:02. > :16:07.cut off. It won't be restored until an estimated ?6,000 of stolen energy

:16:08. > :16:15.is paid for. These people can afford to pay for their energy and yet they

:16:16. > :16:22.are not. Theft is being made all the easier by the internet. There you

:16:23. > :16:32.go. It's going slow now. Video guides on stealing energy. A new

:16:33. > :16:37.local scam can go global in days. It is a cat and mouse game, close one

:16:38. > :16:41.scam and another quickly opens. The latest comes from Chinese dmaount

:16:42. > :16:46.newspapers. They open `` community newspapers. They openly advertise

:16:47. > :16:51.numbers for someone to come around and meddle with your meter. Take

:16:52. > :16:56.control of your meters with this super money saving device. It is

:16:57. > :17:00.suitable for takeaways and restaurants and households. That

:17:01. > :17:06.Chinese scam has spread across Britain. We are from British Gas. We

:17:07. > :17:12.have come to inspect the gas meter. Pierce and Malcolm think they have

:17:13. > :17:17.found it in this fish and chip shop. It doesn't seem to be moving. We are

:17:18. > :17:23.going to take that meter and cut off the gas.

:17:24. > :17:28.Pierce unravels the crude scam from China that's being uncovered in

:17:29. > :17:33.restaurants across Britain. Remove that. Now, I am going to remove the

:17:34. > :17:37.index mechanism. He exposes the cogs that drive the meter mechanism, it

:17:38. > :17:42.is the moment of truth. I don't know if you can see that, it has got

:17:43. > :17:49.teeth that have been taken off. Cut off half the teeth and a you halve

:17:50. > :17:52.the bill. This one has just a single tooth left. So only a fraction of

:17:53. > :17:57.the gas has been recorded on that index and you don't know anything

:17:58. > :18:03.about it? You don't know when that could have happened or who could

:19:12. > :19:15.included. There is one area of power theft

:19:16. > :19:22.where police, not power companies, take the lead. Nationwide police

:19:23. > :19:28.uncover over 20 cannabis farms a day. Most stealing their

:19:29. > :19:31.electricity. Essex Police raid up to six a week.

:19:32. > :19:35.It is thought a third of the electricity stolen in Britain goes

:19:36. > :19:39.on cannabis farms. So they follow the wires around the

:19:40. > :19:46.house and they think that this electricity is being stolen from the

:19:47. > :19:50.neighbours. Power theft. Whether on cannabis farms or on the chip shop,

:19:51. > :19:57.it is booming and unless detected, we get the bill. The total invoice

:19:58. > :20:01.amount is ?7702. Catching the thieves is costly. Few will ever see

:20:02. > :20:12.prison. Here, cheeky enough to ask for a discount! We don't offer

:20:13. > :20:21.discount. The lights may go out, but the bill is still on us. Put the

:20:22. > :20:27.electricity on. OK. So are there legitimate ways to cut

:20:28. > :20:31.the cost of energy? The answer maybe quite simple. Michelle Ackerley

:21:45. > :21:49.ice making machine? An ice making machine and another fridge. A lot of

:21:50. > :21:53.electricity going on in here. How often do you use the tumble drier?

:21:54. > :21:56.Average, three times a day. I notice, we just walked into this

:21:57. > :22:01.room and the TV was on, but no one is in the room. Children.

:22:02. > :22:07.Under floor heating on. How often do you have this on? All day. All day?

:22:08. > :22:12.Yeah. The only reason it is on all day, I don't know how to programme

:22:13. > :22:17.it to go off. This is not good. This is an energy hungry family, even

:22:18. > :22:21.Ruby uses electricity. How is Ruby going to be involved? When we go out

:22:22. > :22:28.to work, we leave the radio on for Ruby so she has company. She can

:23:38. > :23:43.of power. There is just so much going on that I hadn't realised it

:23:44. > :23:48.draws so much power. It is just eating up energy. What's the plan to

:23:54. > :23:58.stand`by and using power. I think we will be using a timer. How often do

:24:04. > :24:07.on a Sunday. All day? Yeah. It goes from first thing in the morning

:25:42. > :25:49.have the new modern LED lights. You can save 85% by using that much less

:25:50. > :25:56.electricity. The LED compared to the traditional. Debs has not worked out

:25:57. > :26:02.the timer for the underfloor heating in the bathroom. She does have a

:26:03. > :26:07.money saving plan for her washing. I have purchased a pulley, an old

:26:08. > :26:11.maiden's pulley. That's going to go up in the ceiling. If we have got

:26:12. > :26:16.the heating on, it will generate enough heat for the clothes to be

:26:17. > :26:20.dry within 24 hours. Even if you did half the time then I think you will

:26:21. > :26:24.see a massive saving when we come back. That's my biggest down fall.

:26:25. > :26:31.In the north`east, electricity consumption has been going the wrong

:26:32. > :26:36.way. Plasma TVs on a smaller scale so maybe half the size would cost

:26:37. > :26:42.?95 a month to run with electricity. Switching two an LCD TV would knock

:26:43. > :26:54.two`thirds of that bill off. David has promised to fit a timer to his

:26:55. > :26:58.monster TV. Washing on 30 degrees can bring the cost down. In the

:26:59. > :27:04.bathroom, there is a big saving to be made. My son likes to be in the

:27:05. > :27:10.shower longer than I. What a lot of people don't realise is within one

:27:11. > :27:18.day, if someone saved off one `` shaved off one minute per shower per

:27:19. > :27:21.se, that's ?15 off someone's energy bill per year. And back to see if

:27:22. > :27:27.they have listened. Do you think you have won the challenge? I would like

:27:28. > :27:33.to think we have. The drier has done it. Yeah, the tumble drier doesn't
