:01:10. > :01:15.paramedic or driver looking after you. In fact, it is just as likely

:01:16. > :01:21.to be a private ambulance company. So now you are thinking thex have

:01:22. > :01:26.been fully vetted by the NHS. Here in the North East it seems we have

:01:27. > :01:33.not police this new frontier of health care. So I have turndd

:01:34. > :01:41.sheriff to investigate. It hs a bit like eight lawless land where anyone

:01:42. > :01:48.can do what they want. It is shocking it was allowed to get to

:01:49. > :01:54.that point. . `` it is a horrible feeling. People should not be

:01:55. > :02:00.allowed to do that. A fronther where the world of Ambulance Servhces have

:02:01. > :02:06.been open up to private companies. As in any Western, there ard good

:02:07. > :02:11.skies and bad skies. It is like the wild West out there. Last ydar the

:02:12. > :02:17.NHS spend ?50 million on prhvate ambulance firms. It is a bit like a

:02:18. > :02:23.cold rush. In the North East, the NHS paid one company more than

:02:24. > :02:30.?600,000, but it disappeared without trace, leaving a very bad t`ste Two

:02:31. > :02:36.years on and one of the men behind East Coast is back. Matthew Quigley

:02:37. > :02:41.is his name. He rolled into town in 2011. One of the heat guns `t East

:02:42. > :02:50.Coast. To start with, things went well. East Coast supply par`medics

:02:51. > :02:59.and then started running and balances. They recruited drhvers

:03:00. > :03:06.with post advertised in the job centre. I thought it was gohng to be

:03:07. > :03:14.something good. This job cale up and the wage was really good. I was

:03:15. > :03:19.delighted. Drivers were recruited, trained and ready for work. We

:03:20. > :03:22.turned up at the East Coast ambulance headquarters and ht was a

:03:23. > :03:32.parking space. The first dax we went out, the balloons would not start.

:03:33. > :03:36.Why have substandard vehiclds that were not properly equipped to run

:03:37. > :03:41.members of the public around in Because behind the scenes the wagon

:03:42. > :03:52.wheels had come off. There was a wrangle over invoices. East Coast's

:03:53. > :03:56.contract was terminated. Thdy would tell us anything, mostly by e`mail.

:03:57. > :04:05.You could not get hold of anyone on the phone. I did not care about what

:04:06. > :04:12.was going on, I just wanted my wages that I had worked for. I had

:04:13. > :04:23.nothing. Financially, I was in Paris to because I had to go cap hn hand

:04:24. > :04:29.to my partner. `` I was embarrassed. I had to ask mx father

:04:30. > :04:37.for money. He is a pensioner. They have no choice, they had to call in

:04:38. > :04:43.the law. Eight drivers took the company to court and won ?24,00 in

:04:44. > :04:50.unpaid wages. Meanwhile, Debbie Surman dog into Matthew Quigley s

:04:51. > :04:57.past. There is a paper trail that leads back to all the peopld he has

:04:58. > :05:04.dealt with. I am an ordinarx person who wanted to find out who H was

:05:05. > :05:07.dealing with. What she found out about Matthew Quigley was straight

:05:08. > :05:14.out of the movies. He was involved in a string of private ambulance

:05:15. > :05:18.companies that went belly up owing the NHS and you and me tens of

:05:19. > :05:31.thousands of pounds. He has been in the game a long time. First there

:05:32. > :05:39.was Medi`Logistics. It coll`psed in 2006, owing millions, including

:05:40. > :05:43.?67,000 to the NHS. Matthew Quigley walked away just days beford the

:05:44. > :05:50.end. His next company went the same way and again he quit days before it

:05:51. > :05:57.fell apart. He was cleared `nd cropped in 2007. Game over? No. He

:05:58. > :06:04.was back at the table with Dvolved Medical Services, a third private

:06:05. > :06:10.ambulance company. It also went down, leaving more than ?3 lillion

:06:11. > :06:20.in bets. Graphic designer Lhsa Kew was owed money. For a period it went

:06:21. > :06:27.fine and then there were waves of it not going fine and again, that

:06:28. > :06:33.company folded. He owed me puite a lot of money. She was owed 3500

:06:34. > :06:41.pounds in unpaid bills and he disappeared, or so she taught. He

:06:42. > :06:45.had the nerve to call and s`y what I do more branding for another

:06:46. > :06:51.company. I told him he must be joking. Remember, this all happened

:06:52. > :07:02.before my Matthew Quigley c`me to Newcastle. What checks had they done

:07:03. > :07:09.behind the people behind East Coast? In hindsight, I wish we had done

:07:10. > :07:14.more detailed checks. One wd investigated, we found out there was

:07:15. > :07:20.a whole catalogue of issues. It is not rocket science. I understand

:07:21. > :07:32.what you are saying. I wish the team had known about his past. What steps

:07:33. > :07:49.have been taken to warn the rest of the NHS? I have spoken to the

:07:50. > :07:57.finance team. However, therd is more that I could have done. Back in the

:07:58. > :08:01.wild West, Matthew Quigley has turned up again, touting for

:08:02. > :08:12.business online. I posed as a wealthy investor. He told md there

:08:13. > :08:24.was a company for cell in the North East. Not surprisingly, Matthew did

:08:25. > :08:30.not want to speak to the re`l me. He told me he was not investing in the

:08:31. > :08:36.North East. However, what about his creditors? He said there were no

:08:37. > :08:47.losses and he blamed the delise of these posts on another director

:08:48. > :08:57.When it comes to Matthew Quhgley, you're not going to do business with

:08:58. > :09:02.him again, you? No, absolutdly not. We would like to have a verx long

:09:03. > :09:07.chat with him about his conduct and professional ethics and how he

:09:08. > :09:16.treats people who are trying to make an honest living, and how c`n he

:09:17. > :09:19.sleep at night? The industrx is now related by the Care Quality

:09:20. > :09:25.Commission. We asked them for an interview, but they declined. I ll

:09:26. > :09:30.how from the Department of Health also did not want to be intdrviewed,

:09:31. > :09:36.but he said the CQC now has powers to remove directors who are keen to

:10:25. > :10:29.County Durham. Problem one ` Darran Green. In 2005, we caught hhm

:10:30. > :10:33.bringing puppies from Ireland to sell. People said the dogs they

:10:34. > :10:36.bought from his family were ill or worse still. We only had hil for

:10:37. > :10:43.about six hours, from start to finish, before he died. We `rranged

:10:44. > :10:50.to to buy a puppy from Darr`n's stepson Robert Emberson. Thdn this

:10:51. > :10:58.happened. Nice guy. Then thdre's problem two. Kevin Knox. For five

:10:59. > :11:06.years, customers have been telling us he's... An idiot. Among other

:11:07. > :11:10.things. We investigated him twice in 2010. He'd sold many sick ptppies

:11:11. > :11:18.too. I was just crying my exes out, I couldn't believe it. So what are

:11:19. > :11:21.these men up to now? Word is that Knox is sill selling sick and

:11:22. > :11:28.diseased puppies. And Darren Green's dogs? They are dangerous or could be

:11:29. > :11:31.dangerous in the wrong hands. I'm back in County Durham, to

:11:32. > :11:39.investigate Knox and Green. I have one question. Why can't these two

:11:40. > :11:42.men be shut down for good? Ivy Leaf Kennels. The notorhous

:11:43. > :11:46.business run by Kevin Knox. My case file has been growing since I first

:11:47. > :11:51.investigated him. The latest complaint is about a puppy called

:11:52. > :11:54.Austin. We fell in love with him straightaway, the girls absolutely

:11:55. > :11:57.loved him. But within days of bringing him home from Kevin Knox's

:11:58. > :12:04.kennels, Austin took a turn for the worse. I went with my husband, took

:12:05. > :12:08.him to the vet's. She took one look at him, he was very limp, she took

:12:09. > :12:12.one look and said he's very very poorly. The vet said Austin had

:12:13. > :12:20.symptoms of an illness similar to the deadly and infectious

:12:21. > :12:23.Parvovirus. We had to put hhm to sleep. How did that affect

:12:24. > :12:26.everybody? Horrendous. We wdre just absolutely gutted, the girls were

:12:27. > :12:36.heart broken, we were heartbroken. It was really hard. In all, how long

:12:37. > :12:42.did you have Austin? Seven days but we only had him home with us for

:12:43. > :12:45.five. Every sick dog sold by Ivy Leaf

:12:46. > :12:48.Kennels means a family emothonally distraught. Mickey had so m`ny

:12:49. > :12:51.illnesses, he had to be rehomed Bobby had to be shaved bald to treat

:12:52. > :12:55.a severe skin infection. And Mollie's problems have left her

:12:56. > :13:01.owners with vets' bills of lore than ?7,000. Customers say Kevin Knox

:13:02. > :13:09.runs a pile 'em high, sell 'em cheap operation. There was loads of

:13:10. > :13:11.different breeds, so alarm bells started going. Charlotte botght a

:13:12. > :13:15.beagle, Tetley. Then later went back for another,

:13:16. > :13:23.Petal, because she felt sorry for the dogs at Ivy Leaf. Both have had

:13:24. > :13:28.a catalogue of problems. Tetley has digestion issues and he was full of

:13:29. > :13:31.worms when we got him. Petal, she's had a lot of problems, weepx eyes,

:13:32. > :13:40.she can't sniff or breathe properly. She has a dodgy defect in hdr paw.

:13:41. > :13:45.So with all this evidence, surely Knox has been shut down. No? No In

:13:46. > :13:51.fact, it's boom time for Kevin Knox. A bonanza. Local newspapers

:13:52. > :13:55.advertise his puppies. Marc Abraham is a vet who campaigns against puppy

:13:56. > :14:00.farms. He took a look at Knox's website.

:14:01. > :14:06.There are many levels as to why this sort of website is disturbing. The

:14:07. > :14:08.last thing you expect to sed from a responsible breeder is a shopping

:14:09. > :14:11.basket icon. There's a Payp`l, there's a Google checkout.

:14:12. > :14:15.Everything on this website hs about selling high volume puppies. In my

:14:16. > :14:20.opinion, he's an irresponsible puppy seller.

:14:21. > :14:31.We've asked Kevin Knox many times for an interview. This time, again,

:14:32. > :14:36.Kevin Knox declined our offdr. He points out he's fully licensed as a

:14:37. > :14:38.pet shop. He said that all his puppies are constantly monitored and

:14:39. > :14:42.checked by a veterinary surgeon before they're handed over. Mr Knox

:14:43. > :14:44.says that even in the most well regulated businesses, there are

:14:45. > :14:47.certain unforeseen events that can and do happen.

:14:48. > :14:53.So can Kevin Knox be stopped? Two Facebook campaign groups ard trying

:14:54. > :14:56.to ask the authorities to step in. So what happens when people complain

:14:57. > :15:07.to the RSPCA? They weren't willing to go in and investigate thdmselves.

:15:08. > :15:15.They were wanting me to go hn. They asked me if I could pretend to buy a

:15:16. > :15:18.puppy and secretly film it. So can't the council step in? Well,

:15:19. > :15:21.Durham County Council actually gives Kevin Knox's business a helping

:15:22. > :15:24.hand. By allowing him both ` dog breeders' licence. And a pet shop

:15:25. > :15:28.licence. Durham County Council should be absolutely ashamed. Not

:15:29. > :15:31.only is this going on in thdir own area, but they've been alerted to

:15:32. > :15:35.it, they have been given intelligence about it. It's there

:15:36. > :15:40.for all to see. I'm chasing the council and the RSPCA. So Kdvin Knox

:15:41. > :15:46.is still trading. Meanwhile, what about my other problem ` Darran

:15:47. > :15:59.Green? I've had a tip off that even the police have been helping his

:16:00. > :16:04.business. This line of enquhry begins in the village of Toft Hill.

:16:05. > :16:07.And a complaint about anothdr puppy. We got half way home before she

:16:08. > :16:12.started bleeding from her rdar end and we went straight to the vets

:16:13. > :16:15.with her. That puppy was Alhce the bassett hound. Bought in December

:16:16. > :16:19.2012 for Sherrill's family. A dog that'll be visiting the vets for

:16:20. > :16:32.life, not just for Christmas. She's such a tiny dog. She should be twice

:16:33. > :16:35.the weight she is. She's got a chronic bowel condition. Solething I

:16:36. > :16:39.suspect she was born with which has resulted in her not being able to

:16:40. > :16:41.digest her food properly. Sherrill and her daughter Kirsty facd a

:16:42. > :16:45.heartbreaking decision. Keep Alice on medication for the rest of her

:16:46. > :16:49.life? Or have her put to sldep? If we can't get her where she's not

:16:50. > :16:53.suffering, then it's no quality of life and as a responsible pdt owner

:17:45. > :17:50.reputation. And a man who's just the same. I've spoken with many

:17:51. > :17:54.Rottweiler breeders across the north who have concerns. This bredder

:17:55. > :17:57.would only talk anonymously. Up and down the country, most of them have

:17:58. > :18:04.heard of Darran Green. The breed doesn't need people like hil.

:18:05. > :18:08.Darran Green operates out of a modest terraced house in Ivdston

:18:09. > :18:12.near Consett. And his website explains it all. He imports

:18:13. > :18:17.Rottweilers from Germany. They're bred for security work.

:18:18. > :18:21.They have a bigger temperamdnt if I can put like that. Most of them are

:18:22. > :18:24.better suited outside, to an outside environment, in kennels and they

:18:25. > :18:27.need to be worked. Where thdy perhaps aren't worked, aren't

:18:28. > :18:34.exercised, that's when they become a ticking time bomb. We've he`rd

:18:35. > :18:37.concerns Darran has sold dogs to people who aren't trained to handle

:18:38. > :18:40.them. We've had about four or five people contact us, they've `ll been

:18:41. > :18:45.with aggression/behavioural problems, unable to handle this

:18:46. > :18:49.rottweiler from Darran Green. It's not the first time I've heard that.

:18:50. > :18:58.Remember Sherrill Cockburn's chance meeting with Green? I was jtst

:18:59. > :19:01.talking to him. And I had mx hand on the wall and the Rottweiler jumped

:19:02. > :19:05.up and snacked at my fingers! He didn't tell it to bite me, no. It

:19:06. > :19:09.just felt the need! I've bedn contacted by someone else who says

:19:10. > :19:14.they were bitten by one of Darran Green's dogs. Two victims. @nd it

:19:15. > :19:18.gets worse. I've got hold of an email. It's from an estate `gent who

:19:19. > :19:27.went to the farm the Greens were renting. So they received a warm

:19:28. > :19:32.welcome? On arrival at the property. I was told by Mrs Green not to get

:19:33. > :19:36.out of the car as I would bd bitten by one of the dogs. With all the

:19:37. > :19:40.recent headlines about dog `ttacks, this is worrying. But it's hard to

:19:41. > :19:44.keep tabs on Darran Green's dogs because he's a proven liar. Nine

:19:45. > :19:47.years ago, I'd heard he sold dogs with false registration doctments.

:19:48. > :19:51.Well, now he has a criminal record. I've just been looking at the court

:19:52. > :19:54.records and they make for interesting reading. Becausd in

:19:55. > :20:00.2011, Darren Green pleaded guilty to three charges under the unf`ir

:20:01. > :20:03.trading regulations. In a nttshell, he claimed his dogs were registered

:20:04. > :20:06.with the Kennel Club when they weren't. Darran Green was fhned by

:20:07. > :20:12.the court and banned from registering dogs with the Kdnnel

:20:13. > :20:16.Club until 2018. So you might be surprised about what I've

:20:17. > :20:25.discovered. I've had a tip off that worries me. Apparently, the family

:20:26. > :20:28.business has been supported by not one but two police forces. Xears

:20:29. > :20:31.after I investigated Darran and his step`son and got some aggro for my

:20:32. > :20:39.troubles, Northumbria Policd actually paid Darran ?1,500 for

:20:40. > :20:42.services to do with dogs. Then last year, after Darran and his wife had

:20:43. > :20:45.criminal records over their dog dealing, Cleveland Police actually

:20:46. > :20:51.bought the dog in this video. But they paid the Greens' daughter,

:20:52. > :20:55.Jodie, ?900. Why would the police help the family business? Cleveland

:20:56. > :20:59.Police say the welfare of their dogs is paramount and they carry out

:21:00. > :21:01.checks to make sure dogs ard suitable for police work.

:21:02. > :21:04.Northumbria Police said thex hired Darran Green once for whelphng

:21:05. > :21:13.puppies, because there wasn't anyone else who could do it. They'd carried

:21:14. > :21:17.out a visit here to his kennels at the time and told us the prdmises

:21:18. > :21:19.and services offered at that particular time were deemed

:21:20. > :21:26.satisfactory to the immediate needs of the organisation. But surely the

:21:27. > :21:31.big question is should someone like Darran Green be allowed to sell

:21:32. > :21:39.specialist security dogs? Thme to go undercover. This is James. He's a

:21:40. > :21:44.wide boy who wants a dog to do a job. He has young kids. In short,

:21:45. > :21:48.he's about the most inappropriate owner of a working Rottweildr you

:21:49. > :21:50.can ever imagine. He's going to Darran Green's house with a view to

:21:51. > :22:05.buying a puppy. Darran Green doesn't turn hhm away.

:22:06. > :22:09.Instead, he shows James two bitches that are about to give birth.

:23:46. > :23:50.would you do? Ask them to go and buy a cat. Darran Green, Kevin Knox We

:23:51. > :23:55.wanted to ask the authoritids what they are doing about these len.

:23:56. > :24:00.Firstly, the RSPCA. We cont`cted them on the 5th of February. And the

:24:01. > :24:07.sixth. The 10th. And 11th and 1 th. Until on the 17th, they told us they

:24:08. > :24:11.wouldn't be interviewed. Thdy say anyone worried about dog brdeders

:24:12. > :24:15.should go to the council first. The RSPCA told us, as long as pdople are

:24:16. > :24:20.prepared to hand over their money for a puppy that has been bred with

:24:21. > :24:23.profit in mind, it will continue. They said where they had evhdence

:24:24. > :24:29.that animals are suffering, they will investigate. The RSPCA wouldn't

:24:30. > :24:33.comment directly on either Knox or Green. They'd only comment on

:24:34. > :24:38.individuals if they'd deciddd to prosecute. And when we asked them if

:24:39. > :24:42.they expected members of thd public to secretly film for them, we were

:24:43. > :24:46.stonewalled. They never answered the question. We also wanted an

:24:47. > :24:51.interview with Durham Countx Council. We asked them on the fourth

:24:52. > :24:56.February. On the fifth. On the 0th, the 11th and the 12th. On the 1 th,

:24:57. > :25:03.they said they wouldn't spe`k with me. Instead, they too, sent a

:25:04. > :25:06.statement. They told us Kevhn Knox is inspected every year to dnsure

:25:07. > :25:11.that the conditions attached to the licences are being complied with.

:25:12. > :25:14.They say they investigate every complaint about mis`selling or about

:25:15. > :25:17.dogs that are ill and have `lways responded appropriately basdd on the

:25:18. > :25:21.nature of the issue raised `nd evidence provided. They say their

:25:22. > :25:26.records do not show large ntmbers of complaints about Knox or Grden.

:25:27. > :25:36.Durham County Council brought the 2011 criminal charges against Darran

:25:37. > :25:39.and his wife Heather. They've since advised him and his associates of

:25:40. > :25:42.the legal responsibilities hn relation to selling animals to

:25:43. > :25:44.ensure compliance with the Consumer Protection from Unfair Tradhng

:25:45. > :25:47.Regulations In order for thd council to take action regarding alleged

:25:48. > :25:51.breaches of the criminal law they would need to be in a posithon to

:25:52. > :26:00.prove matters beyond reason`ble doubt.

:26:01. > :26:07.Darran Green himself has always avoided our questions. So wd had no

:26:08. > :26:12.choice but to catch him unawares. We've called Darran Green to a

:26:13. > :26:16.meeting. He thinks he's going to be selling me some dogs. In fact, after

:26:17. > :26:23.nine years of waiting, this will be the showdown.

:27:56. > :27:58.offer of an interview. In the nine years I've been investigating this,

:27:59. > :28:01.not once have any of the authorities agreed to be interviewed. Not the

:28:02. > :28:06.council, not the police, not the RSPCA. Of course, I'll pass my

:28:07. > :28:12.evidence to them ` again ` but the question is will they act?
