:00:08. > :00:12.Welcome to Inside Out North West. This week we are in Liverpool where
:00:12. > :00:19.we find out about a local project helping young former football was
:00:19. > :00:23.finding their feet. More about that later. Tonight, as the number of
:00:23. > :00:27.cannabis farms on Merseyside hit a record height, we followed the
:00:27. > :00:34.efforts of the police to break up supply-chain is. There is a good
:00:34. > :00:39.set-up. Life after football. Whitey said many young players go off the
:00:39. > :00:42.rails when the bubble bursts? one of the lucky ones. Everybody
:00:42. > :00:49.thinks that they are going to make it but statistics show you that
:00:49. > :00:53.does not happen. Motor racing, model and muscleman. Find out what
:00:53. > :01:03.it takes to enter the world of Formula One. You have got to be
:01:03. > :01:13.
:01:13. > :01:18.business people and do the results Police here on Merseyside are
:01:18. > :01:23.fighting a drug war, not on the street but in the lofts and spare
:01:23. > :01:28.rooms of houses. Small and big-time criminals are cashing in on Marra
:01:28. > :01:33.one of plants growing on cannabis farms. There is money in it and
:01:33. > :01:43.links to gun crime in the area. We have got access to a dedicated team
:01:43. > :01:53.
:01:53. > :01:59.helping police to crack down on the It is the most illegal drug. I am
:01:59. > :02:09.experiencing side-effects. It is a rich cash-cow for organised
:02:09. > :02:13.
:02:13. > :02:18.OK, we are going to be doing two... 7.30 am on a cold January morning
:02:18. > :02:22.at Huyton Police Station on Merseyside. Intelligence suggests
:02:22. > :02:27.that cannabis cultivation as will be at both addresses. They are not
:02:27. > :02:31.linked. The risk of both addresses are considered low. We have not got
:02:31. > :02:39.any intelligence links to to normals. Any questions from
:02:39. > :02:44.anybody? That is becoming quite a common occurrence. Officers have
:02:44. > :02:48.just been briefed on the latest spate of cannabis farming in the
:02:48. > :02:53.area. It is a growing problem and in Merseyside the police recovered
:02:53. > :03:03.500 last year. We have come to find out why it is happening and how
:03:03. > :03:05.
:03:05. > :03:10.And they've come prepared. So why are Police finding a record number
:03:10. > :03:14.of cannabis farms? Well, one plant alone has a street value of 500.
:03:14. > :03:18.It's easy to get all the gear you need to grow them and there's a
:03:18. > :03:27.high demand for the drug. And those three things make it very
:03:27. > :03:32.attractive to criminals. It is not difference to having a green house.
:03:32. > :03:41.You need heat from dedicated lighting and ventilation. But all
:03:41. > :03:45.these things are openly available. Finally, the door gives in. Police!
:03:45. > :03:49.Upstairs officers suspect the spare room of the rented house is full of
:03:49. > :03:51.cannabis plants. Two people are arrested. Another man was also
:03:51. > :04:01.later arrested and questioned by police in connection with cannabis
:04:01. > :04:02.
:04:02. > :04:05.cultivation. While they have become skilled at seeking out and busting
:04:06. > :04:11.properties and leaving them to have harboured cannabis farms but it
:04:11. > :04:15.takes up a lot of manpower and resources and it gives many police
:04:15. > :04:20.forces big problems after budget cuts and they have had to rethink
:04:20. > :04:26.tactics. So now the force is taking on civilians to do the job and save
:04:26. > :04:29.money. This time the address is a police garage, but soon the new
:04:29. > :04:32.members of this team will be getting their hands dirty for real.
:04:32. > :04:40.They'll be dismantling the cannabis farms that are springing up all
:04:40. > :04:46.over Merseyside. But first they've got to pass their final assessment.
:04:46. > :04:50.They will enter the building and identified the initial features.
:04:50. > :04:55.far, so good. The dedicated team is thought to be one of only two in
:04:55. > :05:02.the country and come from a wide background. I support working with
:05:02. > :05:06.two people -- working with people with learning difficulties. This is
:05:06. > :05:11.completely different but I am looking forward to it. It is a
:05:11. > :05:17.tactical exercise. It will prove that they are ready to undertake
:05:17. > :05:20.this role. Back on the streets, the police have had another tip off and
:05:20. > :05:23.this time it's big. This sophisticated cannabis farm has
:05:23. > :05:33.three rooms just for growing the plants. Around 1000 in total are
:05:33. > :05:33.
:05:33. > :05:38.seized. Street value, 1.5 million. What you can see is a number of
:05:38. > :05:43.growing rooms. Each of them have got a number of plants. And you can
:05:43. > :05:46.smell it in the air. Yes, you can. Police suspect this farm is run by
:05:46. > :05:49.a Vietnamese gang - and there's evidence someone has been living
:05:49. > :05:56.here. It is linked to serious and organised crime groups. These
:05:56. > :06:00.groups will stick -- steel each other's crops and that will lead to
:06:00. > :06:05.violence on streets and communities and in Merseyside in particular
:06:05. > :06:10.there is a link between cultivation and firearms. So the dismantling
:06:10. > :06:15.team will allow police officers to get back on the beat. Because it
:06:15. > :06:19.will free up front Line staff, we will not be dealing with cannabis
:06:19. > :06:25.cultivation is any more. So on people will say it is harmless and
:06:25. > :06:30.they should focus more attention on bigger scale crime. -- some people.
:06:30. > :06:36.A lot of people think it is a harmless drug. It is actually not.
:06:36. > :06:44.There is a real sinister side. thought it was great when I started
:06:44. > :06:53.making it. It was quite cool. All my mates spent it as well. -- worse
:06:53. > :06:56.making it. -- were having Ed Balls -- were having it. Ben smoked
:06:56. > :07:02.cannabis for 14 years, but what started as a bit of fun, soon
:07:02. > :07:09.escalated. It started to make me paranoid and quite violent and
:07:09. > :07:13.aggressive. I started using L St, trips, ecstasy and cocaine and I
:07:13. > :07:18.started moving through the drugs and when I tried one something
:07:18. > :07:23.happened in my mind and it was all right to try harder drugs. How bad
:07:23. > :07:28.did it get? It took me to the stage of wanting to end my life because I
:07:28. > :07:33.could not see any way out and I could not stop. I felt bad and it
:07:33. > :07:36.was not until I asked for help that I found things turning around.
:07:36. > :07:43.Using his own experience, Ben has now started a recycling company
:07:43. > :07:47.which helps and employs former addicts. T any bodies making it, do
:07:47. > :07:53.not underestimate the power and the impact that it has got on your mind
:07:53. > :07:59.and brain. It is really strong and it does have serious consequences.
:07:59. > :08:04.And drugs workers in the city are seeing worrying trend. We are
:08:04. > :08:10.seeing a younger children having cannabis at an earlier age.
:08:10. > :08:14.that changed in your time of treating people? Yes, I have been
:08:14. > :08:18.hit seven years and that age has got gradually younger. It is more
:08:18. > :08:21.available now. And the Police are not the only ones discovering more
:08:21. > :08:25.cannabis farms. Fire fighters have also seen a rise. They have been
:08:25. > :08:34.called to 30 incidents in the last year. 18 properties were on fire,
:08:34. > :08:38.risking lives. This is effectively a commercial set up, like a small
:08:39. > :08:42.factory in a residential property. That is the risk because the
:08:42. > :08:49.chances are the rest of those people residing in that premises do
:08:49. > :08:52.not know what is going on and do not know the risks. Massive amounts
:08:52. > :08:55.of electricity are required to force the cannabis plants to grow
:08:55. > :09:02.quickly under lights and more often than not that is still than
:09:02. > :09:07.directly from the mains. -- stolen. And research done by this former
:09:07. > :09:12.police officer estimates it's a huge amount. We calculated that the
:09:12. > :09:16.amount is somewhere in the region of 200 million. If we bring in the
:09:16. > :09:19.equation that people steal electricity on a daily basis
:09:20. > :09:22.sometimes, you are talking about a considerable amount. If this
:09:22. > :09:26.warehouse operated for a year growing cannabis the electricity
:09:26. > :09:36.bill would be 130,000! And what a first day on the job for the new
:09:36. > :09:40.dismantling team. Obviously this morning was our first day and when
:09:40. > :09:46.you get something like this it is just unbelievable on the first day
:09:46. > :09:50.when this came in. It was a no- brainer. Seeing this set up you can
:09:50. > :09:58.see it is sophisticated with the lighting and how it is set up. It
:09:58. > :10:01.is a good set up. They will be here for two days. We have been put in
:10:01. > :10:06.the deep end but we have been put together because we were
:10:06. > :10:10.enthusiastic. But at least have got their work cut out when it comes to
:10:11. > :10:15.tackling this crime. But shrinking budgets can present a real
:10:15. > :10:22.challenge. But with this team in place freeing up officers on the
:10:22. > :10:27.street, they are hoping they can stay one step ahead of drug dealers.
:10:27. > :10:31.Coming up, we follow this Cheshire champion on his gruelling quest to
:10:31. > :10:41.enter the world of Formula One. need everything these days because
:10:41. > :10:53.
:10:53. > :10:59.so many people are fighting for a Go 129 footballers are in jail. It
:10:59. > :11:05.is a shocking statistic. Most of them were released by clubs who did
:11:05. > :11:13.not think they would make the grade. We asked a football manager what
:11:13. > :11:17.happened to these young lads who did not discover their dreams.
:11:17. > :11:23.Every young lad who ever signs up at a football academy likes to
:11:23. > :11:26.dream. Dream that one day he'll get to run out at the great stadiums -
:11:26. > :11:31.Old Trafford, St James' Park, or this place
:11:31. > :11:36...and who can blame them? There's no experience quite like playing in
:11:36. > :11:43.front of a full house in a fantastic arena like this. But
:11:43. > :11:52.sadly, the fact is that for 99% of those lads that dream will never
:11:52. > :11:59.come true. And that's when harsh reality kicks in. We all think we
:11:59. > :12:04.are going to make it. I was one of the fortunate ones. But statistics
:12:04. > :12:11.show it does not happen. We are Premiership club, you have to find
:12:11. > :12:14.the best, but there will be a lot of fall-out. Football academies
:12:14. > :12:19.today sign up boys as young as eight and can release them at any
:12:19. > :12:22.point if they feel they're not good enough. Some get very close -
:12:22. > :12:27.possibly a full-time contract with good wages at 18. But the ones who
:12:27. > :12:31.go all the way are exceptionally disappointment can be shattering.
:12:31. > :12:36.When they do get released, they think it is the end of the world
:12:36. > :12:41.and maybe start knocking about with the wrong groups of lads and fall
:12:41. > :12:45.into crime. That is why football should do a lot more for them or
:12:45. > :12:47.when they come out of the game. Michael Kinsella was a promising
:12:47. > :12:55.young goalkeeper. But when his football dream ended he turned to
:12:55. > :13:01.crime. I'd seen what footballers had. I thought I should have that.
:13:01. > :13:09.But the only way I could get it was through crime - selling drugs.
:13:09. > :13:13.all-conquering Liverpool Schoolboys and eventually played for Bury and
:13:13. > :13:17.Tranmere. But when he walked away from the game he walked into
:13:18. > :13:26.trouble. Drug dealing landed him in prison for seven years and that's
:13:26. > :13:30.when he realised the full extent of football's problem. And I know it
:13:30. > :13:37.is bad. I'd go and speak to lads who were playing football at
:13:37. > :13:41.different levels. Some of them are actively involved dealing drugs.
:13:41. > :13:49.The 129 are the ones that have been caught. Now fully reformed, he's
:13:49. > :13:59.whose football dreams have come to a premature end. Based at Liverpool
:13:59. > :14:00.
:14:00. > :14:04.Ministry of Justice and Liverpool City Council. My ideal world is for
:14:04. > :14:07.ONSIDE to be the safety net. If a lad signs for Liverpool, finishes,
:14:07. > :14:17.signs for Rochdale and then gets finished there, he comes to ONSIDE
:14:17. > :14:32.
:14:32. > :14:39.If they don't get back into the life and what can happen if they go
:14:39. > :14:43.has just announced his retirement to play Sunday League football with
:14:43. > :14:50.Michael. But while Michael was in jail, Jamie was winning England
:14:50. > :14:58.caps and the Champions League. of Liverpool's brightest young
:14:58. > :15:02.stars about the pitfalls that could lie ahead. Do the scene you sit
:15:02. > :15:09.down with young players at Liverpool and give them advice?
:15:09. > :15:13.It's does happen. It is my job and Steve, all the experience players.
:15:13. > :15:16.It's also difficult talking about that type of thing because you
:15:16. > :15:22.don't want them to think that you don't think they're going to make
:15:23. > :15:25.the football side of things but going to make it. If you get one
:15:25. > :15:27.out of every year group, especially at a club like Liverpool, where
:15:27. > :15:30.standards are so high. You've certainly got to be thinking about
:15:30. > :15:33.things like that. It is always in the back of your mind. You're
:15:33. > :15:38.coming to the end of your contract and you don't know what else to do.
:15:39. > :15:45.This will be a great experience for players who are not going to make
:15:45. > :15:53.it and coming out of football. ignored their education while
:15:53. > :15:56.But nowadays clubs are becoming aware of their responsibilities.
:15:56. > :16:05.Here at Sunderland they do two hours in the classroom before they
:16:06. > :16:10.get to kick a ball. We have to put things into context. We think we
:16:10. > :16:16.have a responsibility to develop them. It is not just the football
:16:16. > :16:24.side. We organise a day release programme which is for everybody
:16:24. > :16:28.part of that day, as well as coaching football, they also
:16:28. > :16:35.receive an hour's English and mathematics to replace and support
:16:35. > :16:45.the work they are doing in school. Have you ever thought about a plan
:16:45. > :16:45.
:16:45. > :16:49.mind when it comes to that time. You have got to stick in because
:16:49. > :16:59.this does help you in case you don't make it as a football player.
:16:59. > :17:00.
:17:00. > :17:03.The academy is rightly proud of the players who have made it through
:17:04. > :17:06.the ranks and into the first team. But there are also 11 who weren't
:17:06. > :17:11.given contracts who have gone on to University, with five more
:17:11. > :17:19.the vast majority won't do either and they need to be prepared for
:17:19. > :17:29.opportunity for them. They need to embrace it and enjoy it. But it
:17:29. > :17:45.
:17:45. > :17:50.doing now, but it might not sort of ground is where the
:17:50. > :17:54.majority of professionals go to level is beyond the vast majority
:17:54. > :18:04.if you're released by Fleetwood or Rochdale, Hartlepool or Carlisle,
:18:04. > :18:04.
:18:04. > :18:07.Jamie Milligan was released when he was younger but is back in league
:18:07. > :18:11.football with Fleetwood. He's already got a business set up for
:18:11. > :18:21.when he eventually retires. When you get released you blame everyone
:18:21. > :18:31.but yourself. My advice to lads would be sort it out while you're
:18:31. > :18:34.
:18:34. > :18:39.It's advice that his manager endorses. There is only so much you
:18:39. > :18:44.can do. Individuals have to take responsibility for their own lives.
:18:44. > :18:50.You have to be offered the helping hand, then it is up to you whether
:18:50. > :18:53.One of Fleetwood's newest players is Gerard Kinsella, Michael's
:18:53. > :18:56.younger brother. He was released by Everton and then got a serious
:18:56. > :19:00.injury as he was about to sign for Plymouth. He was in danger of going
:19:01. > :19:04.down the same path as his brother. I had no where to go, I had no
:19:04. > :19:09.football. A I was knocking round with the lads by ours. They weren't
:19:09. > :19:17.up to much good, so it could have easily happened. I was associating
:19:17. > :19:23.It was Michael who intervened, getting him a part-time job and
:19:23. > :19:28.some qualifications - all through ONSIDE. It's give me an education,
:19:28. > :19:35.put me through a personal training course. If football doesn't work
:19:35. > :19:39.out, I've got something to fall It's inevitable that the majority
:19:39. > :19:44.of young lads won't make it to the very top. But it's a long way down
:19:44. > :19:54.at last there are moves afoot to catch those who fall. It's
:19:54. > :19:56.
:19:56. > :19:59.He's hoping to become the next Lewis Hamilton or Jenson Button.
:19:59. > :20:09.Yes, Cheshire racing driver, Oliver Webb, is in pole position to break

:20:24. > :21:54.Apology for the loss of subtitles for 90 seconds
:21:54. > :22:00.tipped for the top. It is hard, there is always a level
:22:00. > :22:10.above and somebody is always doing better. It pushes you from every
:22:10. > :22:16.
:22:16. > :22:20.side. A I've come to the headquarters of Fortec Motorsport
:22:20. > :22:22.to find out why they've chosen Oli to drive for the team this season.
:22:22. > :22:25.Incredible determination, very strong mentally and really wants it
:22:25. > :22:29.really badly. Some years you have drivers who say they want it but
:22:29. > :22:33.deep down they don't really want it enough. So Oli's got what it takes
:22:33. > :22:35.to be a winner, but what about the car? OK, so look there's a slight
:22:35. > :22:38.difference shall we say, in our build, our weight distribution is
:22:38. > :22:47.ever so slightly different, you could hop in there very easily.
:22:47. > :22:57.Yeah, fairly easily. You are being very kind. But it wouldn't be so
:22:57. > :23:05.easy for me would it? Well, yes but it all depends. We all get seats
:23:05. > :23:11.that are moulded to our bodies. would be quite difficult for me to
:23:11. > :23:14.jump in the way you do. Just to jump in, yeah. OK. Because once
:23:14. > :23:18.you're in it's not like driving a normal car is it? You're lying
:23:18. > :23:21.virtually flat on your back aren't you? Pretty much flat on your back.
:23:21. > :23:25.Your feet are higher than your bum actually is, and they go all the
:23:25. > :23:29.way to the front of the tub here. The pedals are about here in the
:23:29. > :23:32.car. So you do use the pedals or do you use paddles? You use pedals
:23:32. > :23:36.obviously to stop and go and here on the wheel we have all sorts of
:23:36. > :23:38.different buttons, and paddles that you have on the back as a Formula
:23:38. > :23:42.One car would have. All sorts of launch control buttons, fuel
:23:42. > :23:45.settings, clutch and paddles that go on the back and all these get
:23:45. > :23:49.used by the driver while they are in the car racing. But with speed
:23:49. > :23:52.comes risk and he knows all too well about the dangers. In 2009 his
:23:52. > :23:55.team mate and friend Henry Surtees was killed in an accident at Brands
:23:55. > :23:58.Hatch. And Oli had only been in America for a matter of weeks when
:23:58. > :24:03.another British driver, Dan Wheldon, was involved in a fatal crash.
:24:03. > :24:06.I met Dan a couple of times while I was in the States and he raced for
:24:06. > :24:10.Sam Schmidt, which is the team that I was racing for and he was over
:24:10. > :24:12.there in Vegas in my first-ever Oval race. A couple of hours later
:24:12. > :24:16.obviously, the passing of Dan Wheldon occurred, and that being a
:24:16. > :24:19.UK driver coming over to the States doing what we'd all aspired to do
:24:19. > :24:22.and then passing doing that is very hard for myself and the family.
:24:22. > :24:25.What about from your own personal point of view, Oli? The thrill
:24:25. > :24:28.clearly outweighs the danger but you must always be aware of what
:24:28. > :24:31.can go wrong? Yeah, I think there's a certain amount of respect when
:24:31. > :24:34.you're driving a machine such as this, at the speeds that we're
:24:34. > :24:38.doing in such a close environment such as 200mph, 190 mph side-by-
:24:38. > :24:41.side with another car. The tracks are very safe these days and the
:24:41. > :24:44.circuits do everything they can to improve that and Renault and the
:24:44. > :24:47.Championship do everything they can to improve the cars and I've been
:24:47. > :24:50.in some pretty big crashes at pretty high speeds and got away
:24:50. > :24:54.kind of unscathed. With just weeks before the start of the new season,
:24:54. > :24:57.Oli's putting a lot of time in at the gym. But this is no ordinary
:24:57. > :25:01.workout. So why do you need to be so physical fit? To withstand the G
:25:01. > :25:05.forces is a big issue. As the guys go up the series you know from the
:25:05. > :25:09.junior circuit to possibly F1, you know, the G forces get stronger the
:25:09. > :25:12.speeds get faster. The heat in the cars is a big concern as well, or a
:25:12. > :25:15.big factor. So the fitter the guys are the more they can deal with the
:25:15. > :25:19.constraints in the car. And you look like you're in incredible
:25:19. > :25:22.shape. Is this the peak of your physical fitness? I'd say so at the
:25:22. > :25:25.moment. The winter is always good for training because not only can
:25:25. > :25:29.we afford to have more time for injury because we're not in the car.
:25:29. > :25:32.We've got five months out of the car to really go heavy and we can
:25:32. > :25:42.afford to wake up feeling a little bit sore. Can we see these muscles?
:25:42. > :25:46.No! Come on, let's have a little look. No, that's not happening.
:25:46. > :25:49.when he's not in the gym or behind the wheel of a racing car, Oli's
:25:49. > :25:53.test driving for BAC, a sports car manufacturer in Cheshire. Oli was
:25:53. > :25:56.on our radar from about two or three years ago. As a major motor
:25:56. > :26:00.sports fan he's very liked within the team, he gets on incredibly
:26:00. > :26:03.well with everybody, and it puts a spring in everyone's step the fact
:26:03. > :26:06.that he's involved in motor sport. And for some of the younger guys
:26:06. > :26:10.particularly, they do tend to look up to him in that respect. Oli has
:26:10. > :26:13.his sight sets on breaking into Formula One but if he's going to
:26:13. > :26:16.make it he knows it requires more than just driving ability.
:26:16. > :26:19.modern-day racing driver has got to be a businessman, a marketing tool
:26:19. > :26:22.and doing the results on the track, because without the results you
:26:22. > :26:26.won't get looked at by the team, but without the cash and the
:26:26. > :26:31.sponsorship they'll try and find someone else. Does it mean though
:26:31. > :26:35.that you can buy your way to the top? No, no it doesn't. You've got
:26:35. > :26:45.to be coming first for them to look at you and once they've looked at
:26:45. > :26:49.
:26:49. > :26:59.you they'll look at your bank statements. With the first race of
:26:59. > :27:00.
:27:00. > :27:03.the season just six weeks away, he has come to the simulator. But why
:27:03. > :27:06.don't they just go out on a circuit? Why don't they just go out
:27:06. > :27:10.and race and practice out on the track? Well it's very expensive to
:27:10. > :27:14.actually go and run a race car at a circuit. You have to hire a circuit
:27:14. > :27:17.and you have to take the whole team out there. But also there's lots of
:27:17. > :27:20.things you can't control. If you turn up at the circuit and it's
:27:20. > :27:23.very cold temperatures, or it's raining, you're not going to get
:27:23. > :27:27.much use from it. Whereas in the simulator OK, good job, Oliyou're
:27:27. > :27:30.your fastest lap was a 135.8, which you did on that final lap. It never
:27:30. > :27:33.rains on the track. Are you anywhere near as focussed in a
:27:33. > :27:36.simulator as you are for real? say it's kind of kudos towards the
:27:36. > :27:39.simulator really, because the better the simulator the more
:27:39. > :27:42.focussed and the easier it is to think you're actually doing it for
:27:42. > :27:46.real. And when you're actually doing it enough and you come here
:27:46. > :27:49.enough and the simulator is as good as it is, you just act like you're
:27:49. > :27:54.actually there. In a few weeks' time, Oli will be racing at Monza
:27:54. > :28:01.for real. But does he have what it takes to make it to Formula One?
:28:01. > :28:05.He's right up there. If he has the right team around him and he
:28:05. > :28:08.approaches it in the right way, then with a bit of luck he can run
:28:08. > :28:11.at the front with all the best. need pretty much everything these
:28:11. > :28:14.days, because there's so many people fighting for 22 seats on
:28:14. > :28:18.that Formula One grid and unless you've got everything, and I mean
:28:18. > :28:28.everything, then you don't really get there. How much do you want it?
:28:28. > :28:30.
:28:30. > :28:34.Everyone will say more than anyone, That's all from me in Liverpool. If
:28:34. > :28:41.you missed any of the programme you can get it again on the BBC iPlayer.
:28:41. > :28:45.I am back next Monday night at 7:30pm on BBC One.
