:01:18. > :01:20.the price of energy has rocketed in recent times and that families are

:01:21. > :01:23.facing growing bills. Tonight, Jacey Normand reports on the extreme

:01:24. > :01:27.lengths people in the Northwest are going to to reduce their energy use.

:01:28. > :01:30.Energy price rises seem to be an inescapable part of our society and

:01:31. > :01:34.recently whilst our consumption has decreased the price we pay per unit

:01:35. > :01:37.has gone up. But there are some people across our region that are

:01:38. > :01:44.trying to reduce their bills and they're doing it in very different

:01:45. > :01:51.ways. Near Helsby in Cheshire, hidden away on a hillside, is this

:01:52. > :01:54.modest property. Viewed from the roadside it's deceptively small but

:01:55. > :02:19.it's actually a very cleverly designed and very energy efficient

:02:20. > :02:27.eco house. Nine months of the year, it is everything you can do to keep

:02:28. > :02:30.the Playschool. Steve's house is actually very large and you only get

:02:31. > :02:34.to appreciate the size of it from the air. Its 16,000 square feet in

:02:35. > :02:37.area which is the equivalent to ten four bedroomed houses, yet it

:02:38. > :02:41.consumes just a fraction of the energy. The secret to the energy

:02:42. > :02:50.efficiency is that half the house is underground. It does feel like we're

:02:51. > :02:55.in a cave. This is the whole point. We're two floors below ground now.

:02:56. > :03:00.The garden is way up there. The garden runs across the top. The

:03:01. > :03:06.interesting element is just how warm it is here and we're now outside but

:03:07. > :03:10.underground. This is the environment the house is sat in. It's sat in its

:03:11. > :03:15.own thermos, it means the house isn't naturally dissipating its heat

:03:16. > :03:18.out to the outside. It's in a very comfortable environment. This

:03:19. > :03:22.subterranean structure means the house is well insulated. The rooms

:03:23. > :03:28.are kept at a constant temperature and need very little heating to keep

:03:29. > :03:31.them warm. And this is the boiler, that does 16,000 square feet, but

:03:32. > :03:37.it's a very conventional boiler Yes. It looks about the same size as

:03:38. > :03:42.the one I have at my flat! It is. The reality is, it isn't working

:03:43. > :03:46.that hard. It's got a lot of house to look after but the house isn t

:03:47. > :03:49.calling for a great deal of heat. It's a standard piece of kit. It's

:03:50. > :03:53.not out of the ordinary. It's not what you'd think for the size of the

:03:54. > :03:56.property. The science isn't about the boiler. It's actually about the

:03:57. > :03:59.rest of the house. It's about creating an environment which

:04:00. > :04:02.requires less energy to be introduced into it. Steve works in

:04:03. > :04:05.the construction industry and believes that building better

:04:06. > :04:09.insulation into our homes is vital to energy saving. I've been in

:04:10. > :04:13.development for many years and we work on a lot of properties that are

:04:14. > :04:17.considerably smaller than this. But the technology certainly can be used

:04:18. > :04:19.and I think with today's building techniques houses are better

:04:20. > :04:23.insulated and perhaps it's finding more innovative ways that we can

:04:24. > :04:29.take elements of this and build it into any building. And innovation in

:04:30. > :04:32.home building is exactly what they're doing in Oldham. They're

:04:33. > :04:40.taking low energy housing to another level.. This is what is known as a

:04:41. > :04:43.passive house and it's home to the Momin family. It's been specifically

:04:44. > :04:48.designed to keep all the heat generated in the home. Nigel Banks

:04:49. > :04:54.from the building company explained to me how it works. This is the heat

:04:55. > :04:57.recovery unit in the property. This is used to extract warm moist air

:04:58. > :05:01.from the kitchens and bathrooms out of the house, and also bring in

:05:02. > :05:05.filtered fresh air from outside and it recovers 90% of the heat from

:05:06. > :05:08.inside the house to heat the air from outside for free. All the walls

:05:09. > :05:12.are super insulated, so there's more than 12 inches of insulation

:05:13. > :05:15.compared to four inches of a normal new build house. The windows are

:05:16. > :05:20.south facing and triple glazed to make use of as much of the free heat

:05:21. > :05:25.from the sun and keep the house warm. And how does this compare to a

:05:26. > :05:29.house that doesn't have all those adaptations. In terms of bills? So

:05:30. > :05:38.we expect the heating bill for this house to be about ?20 a year.

:05:39. > :05:41.Really? Absolutely! ?20 a year? This compares on average to a house of

:05:42. > :05:45.this size about ?700, so an enormous reduction in bills. It sounds too

:05:46. > :05:49.good to be true. So the question is why are we not building more of

:05:50. > :05:52.these properties? Currently it does cost more to build these properties,

:05:53. > :05:56.to build these homes it's about 20% to 25% extra so the question is

:05:57. > :06:00.where does that money come from So for every five houses that are built

:06:01. > :06:03.normally you could build four houses to this standard. So the question

:06:04. > :06:07.comes to what standard do you want to build you homes and how many

:06:08. > :06:10.homes do you need to build? The building of this estate was

:06:11. > :06:13.subsidised by green levy funds. This included the building of four other

:06:14. > :06:16.eco homes which have enough insulation and solar energy to keep

:06:17. > :06:20.heating costs down to around ?3 a week. So we can create the homes

:06:21. > :06:24.that save energy, but it does have a price tag. The passive houses are

:06:25. > :06:27.the first of their kind in the north west and the tenants, Abdul and

:06:28. > :06:31.Reema, certainly seem to notice the difference on their bill. Compared

:06:32. > :06:36.to how it was before from the previous address, it's almost half

:06:37. > :06:42.of what we used to pay. Do you have the heating on a lot in here? No,

:06:43. > :06:48.not that much. Winter is here and we can't even tell it's Winter. We

:06:49. > :06:51.don't have it on that much at all. I don't see why they're not building

:06:52. > :06:55.more. If I'm saving, everyone should save. Obviously, lowering your

:06:56. > :06:58.energy usage will really reduce your electricity bill but you can take it

:06:59. > :07:05.one stage further, and start generating your own power. It's very

:07:06. > :07:11.windy here today but it's not too noisy. No not noisy, the helicopter

:07:12. > :07:16.noise you can hear is the sound of the air pressure of the blades going

:07:17. > :07:19.past the pole. John Leonard lives in Saddleworth, one of the windiest

:07:20. > :07:24.parts of our region. And he's putting the local elements to work

:07:25. > :07:31.with his 10kw wind turbine. I wanted to know what motivated him to build

:07:32. > :07:35.it. Mostly green reasons. I liked the idea after Fukishima exploded.

:07:36. > :07:42.After various disasters, I thought there's got to be a better way. The

:07:43. > :07:47.turbine cost John ?50,000 to install. With a fair wind, he can

:07:48. > :07:50.expect to recover that investment within seven years. But more

:07:51. > :07:56.importantly, he'll make a substantial reduction to his energy

:07:57. > :08:00.bill. I usually use 7,000 kilowatt hours per year. I've already

:08:01. > :08:04.generated in the five o six months it's been in, 11,700, so I've

:08:05. > :08:14.already generated more than I use in a year. If you have a particularly

:08:15. > :08:20.windy month how much can it make you? On a good day up about ?35 to

:08:21. > :08:28.?40 a day. On a bad day nothing at all because it's not generating

:08:29. > :08:35.This looks like the brains of the operation. Well, there's six

:08:36. > :08:38.converters. As the turbine spins, it sends power into these converters

:08:39. > :08:41.which regulate it, into a constant stream of electricity. This

:08:42. > :08:47.electricity is then available for John to use or send back into the

:08:48. > :08:50.national grid for a profit. You always pay for a bit of electricity

:08:51. > :08:53.because it's often generating electricity when you're not using it

:08:54. > :08:56.and sometimes, you've got a house full of people, everything on,

:08:57. > :09:02.people using computers and it's not very windy. So on those days you use

:09:03. > :09:12.electricity from the grid and buy it in the normal way. What we do do is

:09:13. > :09:16.look out of the window, to see if it's going before we do washing So

:09:17. > :09:21.if you're going to put the washing machine on or the dryer you wait

:09:22. > :09:24.until it's windy. Definitely worth the investment, it's definitely

:09:25. > :09:31.saving me money on the bills, and I'm feeling smug about being green.

:09:32. > :09:34.We're trying to only use things around the house when it's windy so

:09:35. > :09:41.the environment is affecting how we live which is quite rare. All three

:09:42. > :09:45.of our energy savers have gone to extremes to reduce their costs.

:09:46. > :09:48.While we can't all build wind turbines in our back garden or build

:09:49. > :09:52.our houses underground, what is clear, is that as the cost of energy

:09:53. > :09:58.increases, we will all have to address our energy use in the

:09:59. > :10:03.future. I see it as my part of pension so we can afford to live in

:10:04. > :10:07.the house that we like and afford to heat it because energy is just going

:10:08. > :10:10.to keep costing more and it's nice to generate a little bit of your

:10:11. > :10:27.own. It's nice to put something back as well.

:10:28. > :11:36.Coming up, how you can save money on your energy bills. We are making

:11:37. > :11:39.savings of ?15 every year. Difficult economic climate equals more people

:11:40. > :11:43.feeling that this is the only way they can get their energy, I feel

:11:44. > :11:48.the trend is upwards. This is a huge problem, we believe that perhaps

:11:49. > :11:52.?500 million worth of gas and electricity are stolen a year, in

:11:53. > :11:56.terms of what that means for a customer, potentially ?30 a yore on

:11:57. > :12:02.their bills, that is a lot of money, it is money they shouldn't have to

:12:03. > :12:07.pay P For the next few day, I am riding with Piers and Malcolm, power

:12:08. > :12:10.theft investigators. The most bizarre case I think I have dealt

:12:11. > :12:18.with is probably a nursing home When we caught him it cost him 250

:12:19. > :12:23.thousand. But this is for smaller fry The first three we have are

:12:24. > :12:28.domestic. A routiner in reading has discovered a single mother of three

:12:29. > :12:34.tampering with her meter. There was a cooker hose that replaced that gas

:12:35. > :12:40.meter. Even with gas central heating they

:12:41. > :12:47.only paid ?15 last year. How many people live in the property? My mum,

:12:48. > :12:51.two sisters and myself. The meter is back but hasn't been installed

:12:52. > :12:55.correctly. Because the mother has children she is considered

:12:56. > :12:59.vulnerable and can't be cut off Potentially this will go to the

:13:00. > :13:03.police, we try to trace back who is doing it. We find trends where

:13:04. > :13:07.people are going round estates and tampering with meet meters in the

:13:08. > :13:13.same way. They will change a range of ?10 up to 5 hundred moun a time

:13:14. > :13:17.so, so they can do ten to 15 a day. If something happened there it is

:13:18. > :13:21.the adjoining properties who will be affected by potential explosion

:13:22. > :13:27.Hard up and hard times may drive some, but we are now in a very rich

:13:28. > :13:32.part of Essex, homes often sell for over a million, but the team have a

:13:33. > :13:38.tip`off about an eight bed mansion with ?300,000 worth of cars on the

:13:39. > :13:41.forecourt. But the house is suspiciously energy`efficient. Can I

:13:42. > :13:48.come in and have a look to see what you have got? OK. Thank you.

:13:49. > :13:53.Where is the light switch for this room here? Within minutes of the

:13:54. > :14:02.team's arrival the power to most of the house mysteriously goes off My

:14:03. > :14:08.suspicion is that all the back of that house and that garage is off an

:14:09. > :14:13.unMeathers supply which they have switched off. But where to look for

:14:14. > :14:20.the illegal supply? I am looking to see if any has been taken up. The

:14:21. > :14:25.owner insists the meters are the only ones outside. An hour into the

:14:26. > :14:31.search Piers finds another supply. I can see the pipe. Ah! Another

:14:32. > :14:39.electricity meter. Moments later... There we have

:14:40. > :14:43.another gas meter. All the power gas or electricity are used and is not

:14:44. > :14:46.being billed it appears so they are getting it for free.

:14:47. > :14:51.For now. But very soon it is a mansion

:14:52. > :14:58.without power. The illegal supply is cut off. It won't be restored until

:14:59. > :15:03.an estimated ?6,000 of stolen energy is paid for. These people can

:15:04. > :15:09.obviously afford to pay for their energy, yet they are not.

:15:10. > :15:14.Theft is being made all the easier by the internet. There you go. Going

:15:15. > :15:20.slow now. Video guides on stealing energy a

:15:21. > :15:29.new local scam can go global in days. It is a cat`and`mouse game.

:15:30. > :15:35.Close one scam and another quickly opens. The latest comes from Chinese

:15:36. > :15:39.community newspapers. They openly advertise telephone numbers for

:15:40. > :15:44.someone to come round, and medal with your meter.

:15:45. > :15:50.Take control of your Meath ers with these supermoney saving device.

:15:51. > :15:53.Especially suitable for take away, restaurants and households. That

:15:54. > :15:59.Chinese scam has spread across Britain. We are from British Gas,

:16:00. > :16:03.come to inspect the meter. Piers and Malcolm think they have found nit

:16:04. > :16:08.this shop. Put something on gas That is good, yes. Doesn't seem to

:16:09. > :16:12.be moving. We will take that and leave you off supply, so cut off the

:16:18. > :16:22.China, that is being uncovered in restaurants across Britain.

:18:43. > :18:47.next door so they have spurred the power from next door.

:18:55. > :18:58.cannabis possible. Power theft. Whether on cannabis farms or the

:18:59. > :19:06.chip shop it is booming, and unless detected we get the bill. A total

:21:10. > :21:15.fridge. A A lot of electricity going on, how often do you use the tumble

:21:20. > :21:23.on but no`one is in the room: Children. They can leave the TV on

:21:24. > :21:30.and walk out of the room. Yes. So that is something that needs to be

:25:49. > :25:53.washing. I have purchased a pully, an old maiden's pully, that will go

:25:54. > :25:57.up in the ceiling, if we are the heating on it will generate enough

:25:58. > :26:01.for them to be dry. If you can use that all the time, I know that might

:26:02. > :26:04.not be President Obama I `` practical, if you use it half the

:26:05. > :26:09.time you will see a massive saving when we come back. That is the my

:26:10. > :26:17.biggest downfall. In the North East electricity consumption has been

:26:18. > :26:22.going the wrong way. Plasma TVs on a much Scottish Football Associationer
