:00:38. > :00:39.stories, closer to home. From all round the South East, this hs Inside

:00:59. > :01:04.served as a major lookout point during the dark days of World War

:01:05. > :01:07.II. I'm back here later, but first up, small to medium enterprhses `

:01:08. > :01:11.often with just a handful of passionate employees ` are vital to

:01:12. > :01:17.our economic recovery here hn the South East. But as Glen Campbell

:01:18. > :01:20.investigates, in the rough `nd tumble world of business, some of

:01:21. > :01:23.those SMEs feel they've been failed by the very man tasked by the

:01:24. > :01:38.Government with helping thel succeed.

:01:39. > :01:45.His name is synonymous with big business. Helping young

:01:46. > :01:48.entrepreneurs get into the larket. Former Dragons' Den investor James

:01:49. > :01:51.Caan has a fearsome reputathon when it comes to making money.

:01:52. > :01:56.Tell you what I'm going to do, guys, I'm going to make you an offer.

:01:57. > :01:59.And 2013 was a good year for him. In June the Government made hil their

:02:00. > :02:01.social mobility tsar. He was also named Chairman of the Year `t the

:02:02. > :02:05.International Business Awards and on International Business Awards and on

:02:06. > :02:09.top of that Mr Caan headed tp the Government's Start Up Loans scheme.

:02:10. > :02:12.He also headed up the Government was Which is all great.

:02:13. > :02:16.`` But, as we've discovered, when it comes to some of his own prhvate

:02:17. > :02:23.deals, well some small businesses have been left feeling less than

:02:24. > :02:28.charmed by the James Caan effect. We see James Caan a lot on Dragons'

:02:29. > :02:30.Den and he sets himself up `s a champion of entrepreneurship, and

:02:31. > :02:33.he's always in the media talking about business and the economy so

:02:34. > :02:39.you think, yeah, this seems credible. I really look up to him as

:02:40. > :02:42.a valid and proper businesslan and feel as if, yeah, he's associated

:02:43. > :02:52.with this a good thing to bd part of. `` this is a good thing to be

:02:53. > :02:59.part of. He wouldn't screw ts over. I really trusted them.

:03:00. > :03:03.It's Friday morning, and I'l on an industrial estate in Paddock Wood in

:03:04. > :03:04.Kent to visit a one`man band business that's lucky to sthll be

:03:05. > :03:15.afloat. In 2011 Ian Paull was made redundant

:03:16. > :03:22.from his printing job, so whth his pay off he decided to set up on his

:03:23. > :03:26.own. We print anything. If it's printed

:03:27. > :03:32.in any fashion or any way then I can do it. We specialise in large scale

:03:33. > :03:36.campaigns to create brand awareness. Out on his own, Ian's first task was

:03:37. > :03:42.to drum up new business, so he approached this woman an old client.

:03:43. > :03:47.Her name is Annie Prior. She told me she was now working with

:03:48. > :03:51.James Caan and there would be a need for print down the line, and that is

:03:52. > :03:54.where the relationship started. Annie Prior was a Director of a

:03:55. > :03:58.company called Prior and Partners Ltd, a firm that described htself as

:03:59. > :04:05.a creative publishing, film and digital communications comp`ny.

:04:06. > :04:08.And Prior and Partners were certainly creative especially when

:04:09. > :04:14.it came to boasting of links to major brands without their

:04:15. > :04:17.permission. As well as Annie, Prior and

:04:18. > :04:23.Partners' majority shareholder and fellow Director was James C`an.

:04:24. > :04:27.I think our job is very much to work with the client and allow hhm to

:04:28. > :04:31.maximise the impact of his brand in the market, to ensure that his brand

:04:32. > :04:38.is what stands out when the consumer is looking to buy. Or her brand

:04:39. > :04:44.Clearly, absolutely. Thank God we are in this together, Annie.

:04:45. > :04:47.Absolutely. And in it together they were, but what exactly is creative

:04:48. > :04:50.publishing? Well, Annie Prior and James Caan's

:04:51. > :04:53.business was to sell adverthsing space for anniversary year books,

:04:54. > :05:02.coffee table publications for private members' clubs essentially.

:05:03. > :05:10.In 2011 she signed up The Mdrcedes` Benz Owners Club, based herd in

:05:11. > :05:15.Weybridge, Surrey. Now, it's at this point I ask you to

:05:16. > :05:17.take on board the fact that the Mercedes`Benz the Owners Cltb should

:05:18. > :05:24.NOT be confused with Mercedds`Benz UK the car manufacturer. Thd Owners

:05:25. > :05:27.Club is a totally separate organisation made up of people who

:05:28. > :05:30.love their Mercedes`Benz cars, and when Annie Prior approached the

:05:31. > :05:31.club's President, Ian Keers, offering to pay the Club ?30,00 , Mr

:05:32. > :05:46.Keers jumped at the opportunity The agreement was simple. Prior and

:05:47. > :05:51.Partners Ltd would print a 2012 book to celebrate the Owners' Cltb's 60th

:05:52. > :05:55.anniversary. The book would have some lovely pictures of cars in it

:05:56. > :05:59.together with a history of the Club. It would also carry a lot of premium

:06:00. > :06:03.brand advertising. The premise was the book wotld be a

:06:04. > :06:07.high quality coffee table publication, of which we cotld write

:06:08. > :06:16.a hundred pages and the rest be high quality advertising. They awarded me

:06:17. > :06:26.the work and I duly set abott putting it all together.

:06:27. > :06:31.With the Mercedes`Benz Owners' Club signed up, and a launch for the book

:06:32. > :06:33.just months away Prior and Partners put into gear a huge drive to sell

:06:34. > :06:44.advertising space. They approached me saying mx brand

:06:45. > :06:53.was exclusively selected, so immediately as a brand owner you

:06:54. > :06:56.feel honoured. Denis Renty owns Romeo and Juliette

:06:57. > :07:01.champagne based in Tunbridgd Wells, Kent.

:07:02. > :07:05.They said, listen, we have this Mercedes event and we would like to

:07:06. > :07:10.order 300 bottles of champagne. Of course that changes everythhng.

:07:11. > :07:16.Denis then agreed to sign up as an advertiser. I paid to be in the book

:07:17. > :07:20.eventually ` ?3,500. A week or couple of days before the

:07:21. > :07:24.event I had to deliver the 300 bottles, they cancelled the order.

:07:25. > :07:27.Stuck with 300 bottles of champagne he'd ordered in especially for

:07:28. > :07:34.anniversary book launch, and now stuck with an advertising contract

:07:35. > :07:38.he was being forced to honotr. That's just outrageous, isn't it?

:07:39. > :07:41.Yes, it was outrageous, but I signed up, couldn't do anything. I was

:07:42. > :07:44.stuck, yeah. On top of that, when his

:07:45. > :07:50.advertisement did appear it led to... Nothing.

:07:51. > :07:56.How much new business did it create for you?

:07:57. > :07:58.None. Nothing at all. But not everyone was disappointed

:07:59. > :08:02.with the 2012 Mercedes`Benz Owners' Club book. For Annie Prior the sales

:08:03. > :08:05.campaign must have gone well, because she offered the Club another

:08:06. > :08:09.?30,000 if they agreed to ldt her produce a 2013 book. Problel is

:08:10. > :08:12.somewhat bizarrely, Prior and Partners decided to hang thhs book

:08:13. > :08:20.on the anniversary of the Mercedes`Benz SL badge.

:08:21. > :08:29.I say bizarrely because the actual anniversary for the Mercedes SL

:08:30. > :08:33.badge was in 2012, not 2013. The accompanying sales blurb for the

:08:34. > :08:40.2013 book even had the cheek to claim: "The books will also be on

:08:41. > :08:42.display at Mercedes`Benz de`lerships globally and at all Mercedes`Benz

:08:43. > :08:45.sponsored events including Formula One, Royal Ascot, The Masters,

:08:46. > :08:52.Goodwood Festival of Speed `nd the US Open.

:08:53. > :08:55.Problem is, as we've discovdred Prior and Partners hadn't bothered

:08:56. > :08:59.to ask Mercedes`Benz permission and when the car maker found out they

:09:00. > :09:13.made it all too clear they wanted nothing to do with the 2013 book.

:09:14. > :09:16.I want to be very clear and I hope this note clarifies everythhng in a

:09:17. > :09:20.concise, considered and appropriate manner. Mercedes`Benz has no

:09:21. > :09:22.intention of any support of any material like this year's 60th

:09:23. > :09:31.anniversary event for the Mercedes`Benz Club. 2013 is not the

:09:32. > :09:38.60 anniversary of the SL, this is 2012 (the car was introduced in

:09:39. > :09:40.1952). Please remove all references to

:09:41. > :09:43.Mercedes`Benz, Mercedes`Benz World or the involvement support or any

:09:44. > :09:51.other reference to our brand or brand marks.

:09:52. > :09:56.Finally, Mercedes`Benz told Prior and Partners they must: Clarify the

:09:57. > :09:59.position to the companies that have already been approached.

:10:00. > :10:08.This cannot negatively affect Mercedes`Benz in anyway.

:10:09. > :10:14.Despite these very blunt warnings, Prior and Partners did not do as

:10:15. > :10:18.they were told. These advertising clients s`y they

:10:19. > :10:21.were given the impression bx sales staff at Prior and Partners that

:10:22. > :10:26.Mercedes`Benz the car maker were involved.

:10:27. > :10:30.Jessica DeLotz works from a studio here in Farringdon. Her handcrafted

:10:31. > :10:37.designs sell as far away as Japan and the US.

:10:38. > :10:41.She led me into believing that it was the clients of Mercedes who had

:10:42. > :10:53.selected me. So you feel deceived? Very much so. Of course I do.

:10:54. > :10:57.Up in Mill Hill, North London, Mary Ann Nelson, another jewellery

:10:58. > :11:09.designer says she had a simhlar sales approach.

:11:10. > :11:13.They called saying that Annhe loved my designs, my cuff links and I

:11:14. > :11:17.thought she'd actually lookdd at my website. ?4,000 was still mx life

:11:18. > :11:28.savings, but it seemed like a no` brainer.

:11:29. > :11:32.Fashion designer Hazel Aggrey`Orleans had signed up with

:11:33. > :11:35.Prior and Partners in May 2012, and was paying in instalments. She'd

:11:36. > :11:39.agreed to advertise because she says she was told by Prior and P`rtners

:11:40. > :11:44.that Mercedes`Benz the car laker were involved.

:11:45. > :11:49.The pitch was basically that they were celebrating 60 years of the SL

:11:50. > :11:58.badge. Just a small event rtn by Mercedes`Benz, and would be an

:11:59. > :12:02.amazing affiliation for my brand. But of course no one at Prior and

:12:03. > :12:09.Partners bothered to tell H`zel that Mercedes`Benz wanted nothing to do

:12:10. > :12:13.with their 2013 book. For hdr to still continue going on and taking

:12:14. > :12:22.money off people, yes, just gave me shivers.

:12:23. > :12:27.But worse was to come. Desphte being told by Mercedes the car maker to

:12:28. > :12:31.stop using their brand name, Prior and Partners kept selling ad space

:12:32. > :12:38.and collecting money even though the firm was going bust.

:12:39. > :12:44.This e`mail, provided to thd BBC by Annie Prior, shows how at 3.01 pm on

:12:45. > :12:47.the 21st of November 2012, James Caan's investment manager explains

:12:48. > :12:50.how Prior and Partners plan was to "trade out" and "finish the projects

:12:51. > :12:59.ASAP" ready for them to "wind down" the company.

:13:00. > :13:05.He goes on to say to Annie Prior, "We need to sell so you are still

:13:06. > :13:08.trading." Another e`mail cale from the accounts department on probably

:13:09. > :13:12.Nov 20th, saying "We want to close this down quickly, we'll give you a

:13:13. > :13:15.12% discount if you make yotr last tranche, last payment now." Mary Ann

:13:16. > :13:18.was one of a number of clients offered generous discounts hf they

:13:19. > :13:20.settled their advertising invoices there and then.

:13:21. > :13:23.After seeking legal advice, a week after the "trade out" e`mail Annie

:13:24. > :13:25.Prior wrote to James Caan rdsigning as Director of Prior and Partners

:13:26. > :13:41.Ltd. Her fear ` she was possibly being

:13:42. > :13:44.dragged into wrongful trading. Prior and Partners Ltd went into

:13:45. > :13:49.administration on fourth December 2012. Many clients, small btsinesses

:13:50. > :13:56.spread across the globe, were unaware the firm had folded.

:13:57. > :14:00.I guess they just relied on us being a bit naive and a bit gullible ` oh,

:14:01. > :14:02.the company has gone into liquidation there's nothing you can

:14:03. > :14:05.do. And it wasn't just the advertisers

:14:06. > :14:13.who were left feeling duped and out of pocket.

:14:14. > :14:15.It's shy of ?14,000. It has been horrendous." James Caan, thd

:14:16. > :14:17.Government's current small business tsar, declined to appear in this

:14:18. > :14:21.programme. But both Mr Caan and Mr Stephen Mix,

:14:22. > :14:40.his manager at Mr Caan's investment firm Hamilton Bradshaw, sent us

:14:41. > :14:43.these replies to our questions. Neither James nor Stephen h`ve any

:14:44. > :14:46.recollection about the Mercddes`Benz e`mails. They are both involved in a

:14:47. > :14:50.large number of businesses. Needless to say if they were aware of any

:14:51. > :14:53.wrongdoing then it would not have been encouraged or condoned.

:14:54. > :15:00.And as for that "trade out" e`mail sent to Annie Prior: The intention

:15:01. > :15:03.was to complete the current projects and, once the majority of the

:15:04. > :15:07.creditors were satisfied, to wind up the company in an orderly f`shion.

:15:08. > :15:12.?? new line Annie Prior no longer works in any capacity with Lr James

:15:13. > :15:15.Caan. We asked her if she thought she had traded unethically `nd

:15:16. > :15:24.illegally whilst at Prior and Partners Ltd.

:15:25. > :15:28.I do not believe that Prior and Partners Ltd traded unethic`lly and

:15:29. > :16:19.illegally in the run up to ly resignation

:16:20. > :16:21.And as for the reason why she resigned immediately after receiving

:16:22. > :16:48.the "trade out" e`mail? The last words we shall leave to Mr

:16:49. > :16:50.Caan, which may offer a glilmer of hope for all those small businesses

:16:51. > :16:59.caught up in this mess. As someone who is a passion`te

:17:00. > :17:02.supporter of SMEs, I will pdrsonally arrange for Hamilton Bradsh`w to

:17:03. > :17:08.meet with them and if appropriate, we will ensure outstanding hssues

:17:09. > :17:21.are addressed. # Oh, Lord, won't you buy md a

:17:22. > :17:27.Mercedes`Benz. # that was Glen Campbell reporting. Now, 70 years

:17:28. > :17:30.ago Kent and Sussex were under attack. Terrorised by an advanced

:17:31. > :17:34.weapon that was completely out of this world. We've been lookhng back

:17:35. > :17:46.at the summer the South East was targeted by Hitler's mechanhcal

:17:47. > :17:50.monsters, the doodlebugs. It was in the early hours of the

:17:51. > :18:10.summer's morning nearly 70 xears ago. An unidentified flying object

:18:11. > :18:28.was spotted over Kent. Diver, diver, North West, 101.

:18:29. > :18:32.The descriptions at the timd said the mysterious aircraft omitted a

:18:33. > :18:35.rhythmic low tone as it flew. Travelled at a terrific spedd, with

:18:36. > :18:41.flames and bright lights tr`iling behind it. The year was 1944 and

:18:42. > :18:48.Britain was under attack by robots. The doodlebugs. The flying bomb the

:18:49. > :18:56.V1, the Buzz Bomb, call it what you will. NEWS COMMENTARY: Germ`ny's

:18:57. > :19:00.indiscriminate bombing methods. They brought horror and terror to the

:19:01. > :19:10.people of Kent and East Sussex. Nazi Germany had finally unleashdd their

:19:11. > :19:13.secret weapon. The V1, the doodlebugs, was the

:19:14. > :19:19.origin of the modern day crtise missile. In the first week of June

:19:20. > :19:22.1944, Britain was euphoric. The successful allied D Day landings

:19:23. > :19:25.across the channel in Francd, just seven ays before the first doodlebug

:19:26. > :19:31.attack had given the nation a feeling that at last we werd winning

:19:32. > :19:34.the war. But then the doodldbugs were launched from secret shtes

:19:35. > :19:46.along the French and Dutch coast. Their target, London. But the first

:19:47. > :19:51.one was a little off target. Luckily enough, it landed in open

:19:52. > :19:56.farmland in North Kent. But it was quickly followed by three other

:19:57. > :20:06.flying bombs. One blew the doors off a pig sty in Sussex, another landed

:20:07. > :20:09.in Platt, Kent. And the othdr made its way to Bethnal Green, London,

:20:10. > :20:19.and claimed six lives. The first fatalities of the bombings. On the

:20:20. > :20:27.morning of the 13th of June the 1st V1 flying bomb to strike London

:20:28. > :20:30.landed here, in Bethnal Gredn. It presaged a major offensive which at

:20:31. > :20:37.its worst was killing Londoners as the worst blitz of 1940. Thd great

:20:38. > :20:42.legend of the V1s was that the fuel ran out as they came down and it

:20:43. > :20:46.sounded like that. It was btzzing along and it would stop and the

:20:47. > :20:50.explosion would take place seconds later. The missile had a guhdance

:20:51. > :20:54.system will stop there was ` propeller trying to go around a

:20:55. > :21:00.certain number of times and when it had gone round, the elevator is on

:21:01. > :21:05.the missile altered and it began to dive. Its fuel injection system

:21:06. > :21:09.could not overcome the forcd of gravity and the engine stopped. The

:21:10. > :21:13.Germans spent time trying to stop that happening, but it prob`bly had

:21:14. > :21:18.a great morale effect because of this dreadful silence. In total

:21:19. > :21:28.2,419 doodlebugs fell on London The effect on morale was

:21:29. > :21:31.devastating. The terror of the Blitz was still fresh in the mind of many

:21:32. > :21:36.Londoners. Many people left the city believing rural areas to be a safe

:21:37. > :21:47.haven. But were Kent and East Sussex any safer than the big city? It

:21:48. > :21:53.dawned on RAF intelligence that if you used control of the Gerlan

:21:54. > :21:59.spies, we'd use that as a ddception of D`day, we would have control over

:22:00. > :22:05.every German spy in Britain and if we got them to send back misleading

:22:06. > :22:10.information, they would think weapons were overflying London and

:22:11. > :22:15.they would shorten the rangd. It was better they landed in sparsdly

:22:16. > :22:19.populated areas of Kent and Sussex, looked at coldly, rather th`n

:22:20. > :22:24.densely populated areas. It is estimated that bringing thel down in

:22:25. > :22:29.Kent and Sussex, sometimes on houses, actually saved as mtch as

:22:30. > :22:32.50% of potential casualties. So the Government were prep`red to

:22:33. > :22:45.sacrifice the lives of thosd in the countryside for London. We can for

:22:46. > :22:47.the first time publish secrdt films photographed of the killing grounds

:22:48. > :22:49.in Southern England. Intelligence plots, barrage

:22:50. > :22:52.balloons, anti`aircraft guns and fighter plane patrols made Kent

:22:53. > :23:03.Sussex and Essex the two most dangerous places to be outshde of

:23:04. > :23:06.the capital. When one nursery school in London was hit during thd night,

:23:07. > :23:10.the officials took no risks and moved the children into the Kent

:23:11. > :23:17.countryside. The children wdre moved to Weald House in Crockham Hill On

:23:18. > :23:24.June 30th, 1944, a doodlebug that had been flying overhead was shot

:23:25. > :23:29.down. It has hit a tree and been deflated and it hit a countx council

:23:30. > :23:33.children's home. The childrdn had just been evacuated from London and

:23:34. > :23:40.22 were killed, along with dight staff. They were under the `ge of

:23:41. > :23:45.two. There were little bodids mixed up with the rubble. The heavy rescue

:23:46. > :24:00.squad were there. It was a complete tragedy. It was actually Kent's

:24:01. > :24:06.worst incident during that period. Ken Munday is 83 and has lived in

:24:07. > :24:09.Westfield, Sussex all his lhfe. He's tending one very particular unmarked

:24:10. > :24:13.grave. Doris Lynch was 23 ydars old and six months pregnant when she

:24:14. > :24:16.died, on the night a doodlebug hit Westfield. An event that was etched

:24:17. > :24:26.onto the memory of a 13`year`old Ken. Suddenly there was a m`ssive

:24:27. > :24:28.explosion. There were peopld and the emergency services were just

:24:29. > :24:42.arriving. Locals were digging.. Yes, we stand there watching it

:24:43. > :24:56.Suddenly, as they are digging around, the emergency services said,

:24:57. > :25:03.`` the emergency services... I do not know if somebody tried to lift

:25:04. > :25:08.her too soon. Terrible. It wasn't just the doodlebugs that

:25:09. > :25:11.were at the forefront of technology. The RAF's Gloster Meteor was

:25:12. > :25:23.Britain's first jet fighter and had a unique way of bringing down the

:25:24. > :25:26.V1s. And one of the first doodlebugs the jet brought down crashed into

:25:27. > :25:32.this field, at a farm in He`dcorn near Maidstone. This was brought

:25:33. > :25:39.down by the pilot getting hhs wing underneath the wing of the flying

:25:40. > :25:43.bomb, which was controlled by a gyroscope will stop if you could

:25:44. > :25:49.unsettle backed, you could cause it to crash. This extreme, rem`rkably,

:25:50. > :25:54.has survived the blast and the last 70 years. If you look closely, you

:25:55. > :26:01.can see the impact marks of the shrapnel from the exploding bomb.

:26:02. > :26:04.And 70 years on, pieces of shrapnel from the exploded doodlebug can

:26:05. > :26:13.still be found in fields surrounding the crash site. That is a phece of

:26:14. > :26:20.shrapnel from the flying bolb. How do you know that? It is typhcal of

:26:21. > :26:25.shrapnel. You can see how it is distorted and bent. It has been

:26:26. > :26:30.blasted into that shape. Th`t came down in the summer of 1944. That

:26:31. > :26:37.could do serious damage, it is heavy. There was approximatdly one

:26:38. > :26:40.tonne of explosives. The flxing bomb was threaded by the explosion and

:26:41. > :26:45.would have flown several hundred yards. This was lethal, flyhng

:26:46. > :26:51.through the air. It would h`ve been white hot with the explosion. They

:26:52. > :27:01.are pretty little things. South`east England is littered with ease.

:27:02. > :27:04.On Friday, eighth September, 19 4, a rumour that Hitler had surrdndered

:27:05. > :27:11.had made its way to London. People left work early, flags began to fly.

:27:12. > :27:15.Doodlebug summer was at an dnd, the Second World War as at an end, or

:27:16. > :27:18.was it? At 6:43pm, a rocket crashed into Chiswick. Unlike the doodlebug,

:27:19. > :27:24.the rocket made no warning sound and took just five minutes to rdach

:27:25. > :27:27.London from the Dutch coast. The V2 rocket had replaced the doodlebug

:27:28. > :27:34.and brought with it even more destruction and devastation. Albert

:27:35. > :27:38.Speer, Hitler's architect, lentioned in his book that the V2s cotld have

:27:39. > :27:42.been fully operational at a much earlier date. If they had rdceived

:27:43. > :27:45.more support from Berlin. If that had happened, the outcome of the war

:27:46. > :28:06.might have been very differdnt indeed.
