:01:01. > :01:06.And so the clean`up begins after what many say are the worst storms

:01:07. > :01:14.they have ever seen. Our business correspondent has the story.

:01:15. > :01:21.Spectacular and shocking. This is the worst damage in Dawlish in

:01:22. > :01:27.living memory and it has made several families homeless. We have

:01:28. > :01:38.just been left with the clothes are back. I never thought that wall

:01:39. > :01:47.would going. I think I will lose my home. Things were being picked up

:01:48. > :01:55.and thrown straight up in the air. The region has racked up losses

:01:56. > :02:02.running to millions. We are looking at up to ?5 million of damage caused

:02:08. > :02:13.this back into action. But what is the long`term future? Can it last

:02:14. > :02:19.another 50 years when sea`level is predicted to rise by one foot in

:02:20. > :02:22.that time? Probably within the lifetime of our children we will get

:02:23. > :02:30.to the point when it is not feasible to have a line running along the

:02:31. > :02:35.coast. Politicians are now considering whether the ideal of a

:02:36. > :02:42.second route, in the land, dismissed as impossible until now, should be

:02:43. > :02:48.revived. The flooding on Saturday cut rail links from the West Country

:02:49. > :02:56.completely. It revealed how fragile our rail network really is. In

:02:57. > :03:00.Dawlish trouble began on Tuesday afternoon with damage to the sea

:03:01. > :03:06.wall. The line was not breached but there were predictions of a major

:03:07. > :03:12.storm to come. Families nearby are used to rough seas but are not

:03:13. > :03:17.prepared for this. I was looking through the glass door at the waves

:03:18. > :03:23.coming over. They just came right over the roof. At 11pm, the police

:03:24. > :03:30.told everybody, you have five minutes to pack a bag and go. It was

:03:31. > :03:37.an eye`opener. Lucky nobody was killed. As sightseers arrived it was

:03:38. > :03:45.clear that the nearest residents could not go home. Incredibly, one

:03:46. > :03:47.couple had not left. Richard and heavy and held out until Wednesday

:03:48. > :03:55.afternoon before taking the only route out. They cannot make you

:03:56. > :03:58.evacuate. We took a reasoned decision that high tide had already

:03:59. > :04:05.passed and there was not another one for 12 hours. There is an early

:04:06. > :04:16.warning system of marine boys that monitor tide heights and storm

:04:17. > :04:21.surge. `` buoys. Everything pointed to catastrophe. The man in charge

:04:22. > :04:25.had never seen anything like it. We had the most severe warning we

:04:26. > :04:33.received. We can clearly now see the implications. The residents were

:04:34. > :04:37.taken to safety just in time. We have taken it for granted in the

:04:38. > :04:45.last 15 years I have been here. But mother nature taught us a lesson.

:04:46. > :04:52.You can easily lose your life. The worst storms for 250 years have

:04:53. > :04:58.ruined homes and businesses. Somerset levels, coastal

:04:59. > :05:07.communities, and the myth. `` Plymouth. Commercially, I have

:05:08. > :05:14.several meetings in London over the next two weeks, this is totally

:05:15. > :05:21.disrupted my plans. It is almost as if Cornwallis closed for business.

:05:22. > :05:24.The south`west is the poor relation in terms of transport spending.

:05:25. > :05:33.Business leaders say they now need a bigger share. It is inexplicable

:05:34. > :05:40.that there is a 21st`century modern railway system being planned whilst

:05:41. > :05:48.other lines are being left dangling. You do not expect that spectacle in

:05:49. > :05:52.a modern economy. Thursday, and this family have now spent two nights

:05:53. > :05:58.away from home, desperate to know what is going on. We were told we

:05:59. > :06:06.would get a daily update. We have not been given one today, that is

:06:07. > :06:16.our worry. I am not going to cry. I was crying yesterday. Some refugees

:06:17. > :06:22.are told they can go home. We were very nervous about the outcome of

:06:23. > :06:25.this meeting. Lots of nervous people waiting for the statements to be

:06:26. > :06:35.made. But it could not have been a better result. Peter and Anne are

:06:36. > :06:44.amongst the first to return home. Her grandson is drawing takes pride

:06:45. > :06:55.lease. `` pride of place. It is the one thing I took away. Lovely to be

:06:56. > :07:02.home. What a relief. A home that we thought was going into the sea. The

:07:27. > :07:32.one route in mind for a possibly new secondary line. There is a

:07:33. > :07:38.conversation taking place regarding alternative lines. Additional,

:07:39. > :07:46.rather than alternative, I do not see it replacing this. South Devon?

:07:47. > :08:02.Or Okehampton? Okehampton in particular. Professor Shaw says it

:08:03. > :08:07.is vital, because otherwise you could only be using the line for two

:08:08. > :08:13.thirds of the year. Some of these homes will be uninhabitable for

:08:14. > :08:17.weeks. Residents have been told they need repairs to drainage, gas,

:08:18. > :08:22.electricity. The long`term is unclear. Here, residents are more

:08:23. > :08:27.fortunate, they have been told they can go back in, but everybody is

:08:28. > :08:35.placed for more bad weather and some have decided is not worth the risk.

:08:36. > :08:40.My wife has gone to my sons house. She will not return until the storms

:08:41. > :08:47.have stopped. She is upset, in a terrible state. As the town rallies

:08:48. > :08:50.around refugees everybody hopes the line will be restored in the six

:08:51. > :08:57.weeks Network Rail project that it might take. Memories of the storm

:08:58. > :09:00.will last longer. It is almost like, didn't really happen? When I

:09:01. > :09:08.look down and see that whole, it did. Some residents will not give

:09:09. > :09:12.the home for a week. ?10 million and more will be poured into repairs.

:09:13. > :09:17.They hope that the engineers will not only sure up the place they live

:09:18. > :09:24.that find a way to give this historic railway a long`term future.

:09:30. > :09:33.impossible dream for many families. But we have discovered that plans

:09:34. > :09:38.for hundreds of affordable homes have scrapped because developers say

:10:23. > :10:28.renting. We are not on benefits, sponging off the government. We work

:10:29. > :10:39.hard. The amount of money you spend on rent, it is more than a mortgage

:10:40. > :10:45.payment in some cases. We would jump at the chance to have

:10:46. > :10:50.our own four walls. East Devon council say that a top

:10:51. > :10:54.priority is to provide affordable homes for families like this. But

:10:55. > :11:02.they rely on special agreements with private developers to build. These

:11:03. > :11:06.so`called section 106 agreements are legally binding contracts which mean

:11:07. > :11:13.a certain number of affordable homes must be built on each new site. East

:11:14. > :11:17.Devon has imposed a 40% target. But a change in the law is allowing

:11:18. > :11:21.developers to strike some, or even all of those homes, off the drawing

:11:22. > :11:27.board. That is what has happened here. It has been foisted on us by

:11:28. > :11:33.government. Government changed the rules. Deputy leader Andrew moulding

:11:34. > :11:39.says he is disappointed and angry that the last large site in the

:11:40. > :11:44.town, now owned by Tesco, will have no new homes. We wanted homes for

:11:45. > :11:52.local people, affordable, that they could rent, or part by, part rent,

:11:53. > :11:59.which is a good scheme. But now we have lost the lot. With its enviable

:12:00. > :12:05.position and a world Heritage Jurassic Coast, Seaton has long been

:12:06. > :12:10.on the tourist map. What is now the Tesco site was once a holiday camp.

:12:11. > :12:15.Enjoyed by thousands every year for more than 70 years. Today, Seaton's

:12:16. > :12:19.main street has seen better days, with businesses struggling or shut.

:12:20. > :12:25.So the town has been earmarked for regeneration. On this old factory

:12:26. > :12:30.site a local firm hopes to build 90 homes. And just down the road is the

:12:31. > :12:38.old holiday campsite, now Tesco's land. The store went up in 2011. Now

:12:39. > :12:45.the rest of the land will be filled with a hotel and 222 new homes.

:12:46. > :12:50.These two schemes once included a total of 101 social homes ` 65 here

:12:51. > :12:56.and 36 at Seaton Quay. But now there will be none. Both developers used

:12:57. > :12:59.the change in the law to argue that their schemes wouldn't be worth

:13:00. > :13:02.their while building if they had to include any of those affordable

:13:03. > :13:08.homes. The cost of making the sites ready was just too much. For Tesco,

:13:09. > :13:14.costs escalated from ?9.5 million to more than ?12 million. Tonnes of

:13:15. > :13:21.material had to be pumped here from a barge at sea to make the site

:13:22. > :13:25.stable. But the process is so noisy that they were forced to change from

:13:26. > :13:33.sand and gravel to just sand. So much sand, locals now call this

:13:34. > :13:37.Tesco beach. Tesco told the council that despite this massive effort and

:13:38. > :13:39.expense, the site would not be suitable for terraced or higher than

:13:40. > :13:42.three`storey homes without prohibitively expensive piled

:13:43. > :13:50.foundations and this cut the number of homes that could be built. House

:13:51. > :13:54.prices had also dropped. Local councilor Stephanie Jones says Tesco

:13:55. > :14:01.must have known the site was going to be costly when they acquired it.

:14:02. > :14:05.I'm very disappointed because they knew from the outset they had to

:14:06. > :14:08.raise the land levels and should have taken that into their equations

:14:09. > :14:22.when they worked out their planning density. This would have been an

:14:23. > :14:27.opportunity to provide affordable housing, not just for the town but

:14:28. > :14:31.the district. We put it to Tesco that it should have known the site

:14:32. > :14:34.would be costly to develop. It didn't address the point but told us

:14:35. > :14:38.the homes that would be built would help meet housing needs and boost

:14:39. > :14:41.the local economy. The companies involved in Seaton took their cases

:14:42. > :14:43.to an independent assessor, the district valuer, who looks at

:14:44. > :14:49.surveyors' reports and confidential financial forecasts. The council

:14:50. > :14:59.says it has no alternative but to accept his decision. They concurred

:15:00. > :15:07.with the Felix of the surveyor. `` feelings. They said it was unviable.

:15:08. > :15:12.Affordable housing goes. There was nothing we could do. No appeal

:15:13. > :15:15.procedure. What's happening here in Seaton is being repeated all over

:15:16. > :15:18.the country. Using Freedom of Information requests, Inside Out has

:15:19. > :15:22.calculated that in this region, more than 400 have already been

:15:23. > :15:25.negotiated away. Indeed, the Government's own estimate is that

:15:26. > :15:28.10,000 fewer social homes will be built around the country in the four

:15:29. > :15:33.years the viability appeal window is open. The Government says that

:15:34. > :15:35.renegotiating economically unrealistic agreements will bring

:15:36. > :15:42.forward viable development and help deliver more affordable housing than

:15:43. > :15:46.would otherwise have been the case. And it says that because of this,

:15:47. > :15:57.the number of stalled sites is falling month on month. We are

:15:58. > :16:03.standing looking across this field where this housing is proposed.

:16:04. > :16:07.Richard May is overseeing this ?160 million plan for northern Plymouth.

:16:08. > :16:10.Nearly 900 homes will be built in this valley, but with 69 fewer

:16:11. > :16:13.social homes than the council wanted. The developers had

:16:14. > :16:17.threatened to pull out if it had to build more. The council had to

:16:18. > :16:20.concede. Because affordable homes are usually sold to housing

:16:21. > :16:23.associations at less than market price, they can, he says, be the

:16:24. > :16:30.difference between a builder making a profit or a loss. The sales price

:16:31. > :16:36.is where you start. You take off those costs. The costs to build it

:16:37. > :16:41.and the infrastructure. Developers usually aim for 20% profit before

:16:42. > :16:45.paying those costs. You could say, why don't they take a 10% return?

:16:46. > :16:54.But if they do that, they aren't making anything at all. And they

:16:55. > :17:00.will not do it. It's common business sense, I suppose. In Seaton, Annika

:17:01. > :17:05.and Adam check the website where all of Devon's available social homes

:17:06. > :17:12.are advertised. There's 27. But we're not eligible for most of them.

:17:13. > :17:15.There's none in Seaton. They're not alone. More than 1,500 households in

:17:16. > :17:19.East Devon are chasing an affordable home. The council says it would take

:17:20. > :17:25.at least 15 years to provide that many, even before the change in the

:17:26. > :17:31.law. This week there was none in Seaton. The closest was Exeter and

:17:32. > :17:39.that would mean changing schools and my job. Huge changes. It's something

:17:40. > :17:51.I'm not prepared to do. My families and friends are here. It sounds side

:17:52. > :17:55.but our dream is a council house. Or a housing association. At least then

:17:56. > :18:03.it's a secure tenancy, a home for ten or 20 years, if we wanted it to

:18:04. > :18:12.be. I don't live in a palace... I live in a row. I would love not to

:18:13. > :18:18.have magnolia walls. After six years of privately rented operatives. I

:18:19. > :18:22.want a home. East Devon Council has told Tesco it will claw back some

:18:23. > :18:25.money if and when this site becomes profitable to use for families like

:18:26. > :18:37.Annika's. After all, every little helps.

:18:38. > :18:48.Union Street in Plymouth. Somewhere to dance and generally do ungodly

:18:49. > :18:51.things. An unlikely location, you might think, for a religious

:18:52. > :19:02.enterprise. Except this one, say critics, isn't without sins of its

:19:03. > :19:06.own. Welcome to the pavilions! It might have the trappings of a rock

:19:07. > :19:09.concert but this event is, in fact, a religious service. And it's in

:19:10. > :19:17.downtown Devon. Our purpose is to broadcast the gospel. To share a

:19:18. > :19:21.message of hope and Christian faith. We are very fortunate we have a

:19:22. > :19:26.loyal viewer base around the world and a growing base in the South West

:19:27. > :19:30.of England. It's a version of Christianity that looks and feels as

:19:31. > :19:34.American as apple pie. But it's a message that'll soon be coming from

:19:35. > :19:39.surprisingly close to home. From this old nightclub, in fact. Because

:19:40. > :19:48.this place is now holy ground for the broadcasting phenomenon that is

:19:49. > :19:52.God TV. The Pavilions event is part of the new building's consecration.

:19:53. > :20:01.More than 1,000 people have turned up from all around the world. A

:20:02. > :20:06.wonderful God laissez... `` bless you. God TV was set up by a husband

:20:07. > :20:15.and wife team and broadcasts a range of religious programming 24 hours a

:20:16. > :20:20.day. Such a welcome to our viewers. Much of it originates from the

:20:21. > :20:29.United States. Reportedly, it includes Wayne Rooney among its

:20:30. > :20:39.British viewers. God TV's main studio is in Jerusalem. But it also

:20:40. > :20:45.has offices around here. The suburb of Linton. . And now they are in the

:20:46. > :20:55.heart of the city, converting the former Union Street nightclub into a

:20:56. > :21:01.Revival Prayer Centre. The plan is to beam regular services from here

:21:02. > :21:03.around the world. Today, some of God TV's supporters are being shown

:21:04. > :21:11.around as part of the consecration event. Father, we give you the glory

:21:12. > :21:16.that the seasoning we will have the privilege to consecrate this space

:21:17. > :21:20.before you add before our audience around the world. `` this evening.

:21:21. > :21:25.To hoteliers, this visitation is the answer to their prayers. Thanks to

:21:26. > :21:28.the God TV event, this landmark hotel was one of several to receive

:21:29. > :21:35.record bookings for January and they're expecting bigger things to

:21:36. > :21:39.come. They are quoting 50 events every year and based on the first

:21:40. > :21:44.event, which we believe is called a small event, the hotel is full and

:21:45. > :21:51.others who `` other hotels are full locally. This will be good news for

:21:52. > :21:55.the local economy. The City Council has given the plans for the new

:21:56. > :21:58.building their blessing and leader Tudor Evans has said it will give

:21:59. > :22:02.the city 100 jobs and worldwide exposure. It all sounds like good

:22:03. > :22:07.news for Plymouth. But not everyone is singing from the same hymn sheet.

:22:08. > :22:15.Critics are uneasy about some of God TV's messages and their messengers.

:22:16. > :22:23.Join me! Several of the preachers seen on God TV appear to enjoy

:22:24. > :22:26.lavish lifestyles. Back in 2007, Kenneth Copeland accepted his

:22:27. > :22:38.ministry's new jet as a gift from God. Father, we receive it. We

:22:39. > :22:41.receive it as a gift from on high. Some Christians take exception to

:22:42. > :22:44.Copeland's style of televangelism. You have this whole manipulative

:22:45. > :22:48.system, very slick, lots of media savvy types looking rather cool and

:22:49. > :22:51.trendy but actually what this is all about is getting into your wallet to

:22:52. > :23:03.help church leaders and make the church wealthy. Giles Fraser is a

:23:04. > :23:11.parish priest in a part of London that experiences high levels of

:23:12. > :23:14.deprivation. He objects to God TV giving a platform to those who

:23:15. > :23:21.preach the so`called prosperity gospel that good Christians can

:23:22. > :23:25.expect to become wealthy. I want to talk about a financial breakthrough.

:23:26. > :23:33.The key is to believe that God wants you to be financially successful.

:23:34. > :23:39.Would they say that of Jesus? He didn't drive a Porsche. He wasn't

:23:40. > :23:45.demonstrating his wealth. The holy spirit has said something... He

:23:46. > :23:50.says, he wants to show you how to prosper. Indeed, there was a great

:23:51. > :23:54.renunciation of material prosperity and throughout the scriptures and

:23:55. > :24:02.the early church there is a huge emphasis on the renunciation of

:24:03. > :24:05.material prosperity. Despite such misgivings, back in Plymouth, God TV

:24:06. > :24:11.is attracting a crowd most churches can only dream of. They've paid ?27

:24:12. > :24:23.each to see another controversial star of God TV, Pastor Benny Hinn.

:24:24. > :24:30.We did not have the money so Brigid, a prophet, said we have to go. So I

:24:31. > :24:35.telephoned Barclays for aim `` and overdraft. I phoned up Barclaycard

:24:36. > :24:42.and they said yes, we will give you some money. What you put that down

:24:43. > :24:50.to? We think God wants us to be here. We would love to have met Mr

:24:51. > :24:57.Benny Hinn. But they said no. They also did not allow us to film

:24:58. > :25:03.whatever Benny Hinn is about to do. They did provide us with edited

:25:04. > :25:07.highlights. I believe that God will always be blessed... But aspects of

:25:08. > :25:11.Benny Hinn's work have caused concern in the past. Independent

:25:12. > :25:15.film`maker Antony Thomas spent a year following Hinn and his work. He

:25:16. > :25:23.filmed him performing at what he calls his Miracle Crusades. Up to

:25:24. > :25:29.the stage when I made that film, I was someone who said my prayers

:25:30. > :25:33.every night. I was not a regular churchgoer but I think I could say I

:25:34. > :25:37.was a committed Christian. It permanently, the experiences

:25:38. > :25:45.apparently threw everything into doubt. She has never walked! Only

:25:46. > :25:48.with these home`made crutches. Antony says that he followed up

:25:49. > :25:56.seven people supposedly healed at Hinn's Miracle Crusades. I did not

:25:57. > :26:01.find one single case of any cure. Not one. Benny Hinn is reported as

:26:02. > :26:05.saying he never heals anyone but that his followers tell him they're

:26:06. > :26:09.healed when they come on stage. We made several attempts to contact Mr

:26:10. > :26:14.Hinn but received no reply. God TV says it offers its viewers a broad

:26:15. > :26:17.range of Christian views. Some of its preachers may attract

:26:18. > :26:22.controversy but what about the founders? Wendy and Rory Alec are

:26:23. > :26:29.also known as Wendy and Rory Stephen. They are not sure who ``

:26:30. > :26:33.not shy. They are often on`air, talking about the channel. But they

:26:34. > :26:37.were shy of our cameras. They didn't want to be interviewed. It would

:26:38. > :26:43.seem the prosperity gospel is working for them. They live in this

:26:44. > :26:50.splendid mansion on the outskirts of Plymouth. But finding out more about

:26:51. > :26:53.their financial affairs is tricky. Their finances are wrapped up in a

:26:54. > :26:57.complex network of charities spread across the world. We can tell you

:26:58. > :27:00.that the British charity's income for 2011`12 was more than ?7

:27:01. > :27:08.million, boosted by tax reclaimed from the Government on donations

:27:09. > :27:12.made by UK taxpayers. We also know the Stephens were paid a total of

:27:13. > :27:16.more than $300,000 that year by the US arm of God TV and that they've

:27:17. > :27:21.also received a loan from the charity of $250,000 for what are

:27:22. > :27:25.described as relocation expenses. A spokesperson for God TV told us that

:27:26. > :27:31.nearly half that loan towards the Stephens' house has now been paid

:27:32. > :27:34.off with interest. It would seem that God TV's financial house is in

:27:35. > :27:43.order and that its founders live a modest lifestyle compared to some of

:27:44. > :27:46.their star American contributors. Christians will continue to debate

:27:47. > :27:49.the content of its programming. It's actually really important that

:27:50. > :27:53.people can say things that offend me and annoy me and I really don't

:27:54. > :27:57.like. And this offends me and it annoys me. Whether they should be

:27:58. > :28:00.allowed to say it or not is a complicated question. But God TV

:28:01. > :28:07.says it's going to carry on doing the Lord's work in Union Street.

:28:08. > :28:14.This is the first facility that we have had a studio and a conference

:28:15. > :28:17.venue to allow us to broadcast the particular type of live programming

:28:18. > :28:21.our viewers around the world enjoy. The plan is to have the building

:28:22. > :28:33.ready by October. Then we'll know whether God TV will bring economic

:28:34. > :28:37.salvation, at least, to Plymouth. And that is all for this week. We
