:00:39. > :00:42.four`legged friends who are trained to help people with all kinds ofle
:00:43. > :00:49.disabilities. `` with all kinds of disabilities.
:00:50. > :00:53.This is Inside Out and I'm Mary Rhodes. First, they may be legal,
:00:54. > :00:57.but are they safe? The number of people dying after taking
:00:58. > :01:01.mind`altering substances or legal highs is on the increase. Sarah
:01:02. > :01:10.Sturdy finds out what they are and who is taking them.
:01:11. > :01:14.Me and legal highs. Legal highs! We take more legal highs in the UK
:01:15. > :01:20.than anywhere else in Europe. I know the dangers. I know the risks. You
:01:21. > :01:27.can get them from shops, markets, you can buy it online. It is my kind
:01:28. > :01:32.of fun. You can smoke it. You can inject it ` you can swallow it.
:01:33. > :01:37.Legal`high related deaths have risen dramatically. I know a lot of people
:01:38. > :01:43.who take them. Not just youngsters, it is old people as well. Middle
:01:44. > :01:50.aged people. You cannot stop them. It will not go away.
:01:51. > :01:57.Right, so me and legal high highs ` edon't do them all the time.
:01:58. > :02:03.(C)edoren Wright is 20 and from Derbyshire. She records herself and
:02:04. > :02:06.others doing legal highs and puts them on the internet. This man
:02:07. > :02:12.thinks he is sitting in a tree with a bear.
:02:13. > :02:22.I am scared and the bear is scared. He decides to escape the bear.
:02:23. > :02:23.Coren is lighting up with clockwork orange.
:02:24. > :02:43.Other people don't find it so funny. It was a big wake up call. Two died
:02:44. > :02:47.from an injection in the stomach which ruptured the bowls. The other
:02:48. > :02:53.committed suicide because he was not in a of fit state of mind. John
:02:54. > :02:58.Marriot believes legal highs killed three friends. Mephedrone is now
:02:59. > :03:03.banned. John said he became an addict, sleeping rough in the park
:03:04. > :03:08.in Sutton`in`Ashfield. I was selling, in position. I would sell
:03:09. > :03:12.anything to get it. I lost my hearing over it. I ended up with
:03:13. > :03:16.cancer of my neck. I don't know if it was caused by it. It might be
:03:17. > :03:22.legal, but they don't know what's in it.
:03:23. > :03:27.There are concerns the very phrase "legal high" to describe a
:03:28. > :03:33.mind`altering synthetic chemical is giving out the wrong message. The
:03:34. > :03:38.experts prefer the term new or novel psychoactive substances or NPS. If
:03:39. > :03:41.an NPS is banned, well the manufacturers they just create
:03:42. > :03:48.another one, very similar, and that is still legal.
:03:49. > :03:53.The science is moving faster than the law. Temporary bans are but in
:03:54. > :04:00.place while tests are carried out on substances causing concern.
:04:01. > :04:05.These packets, they all say, not fit for human consumption. Is that their
:04:06. > :04:09.only use? Yes. It is irrelevant. It is a get`out`clause. The people
:04:10. > :04:15.selling it, say if you take it, you are doing so at your own risk. This
:04:16. > :04:20.woman and her team of scientists try to find out who is in a new
:04:21. > :04:24.psychoactive substance. Police sends them for analysis when
:04:25. > :04:27.they are linked to a death or serious illness, like the two
:04:28. > :04:32.incidents in Lincoln where four people were found unconscious on the
:04:33. > :04:37.street it is not unusual to find illegal substances in a legal high
:04:38. > :04:42.product. In this case, it has got a large amount of ketamine in it. It
:04:43. > :04:48.is nasty material. It is a controlled substance. What is it? A
:04:49. > :04:53.horse anaesthetic. We bought our own legal highs and asked the lab team
:04:54. > :04:58.to test them. We found the packages maybe different, but the contents
:04:59. > :05:03.can be exactly the same. Like these three ` modern marketing ` ten
:05:04. > :05:08.pounds a `` ?10 a packet, but you don't know what is inside. They are
:05:09. > :05:12.things we have never seen before so we don't have a way to easily
:05:13. > :05:16.identify them. We have to work out what they are. Not only are they new
:05:17. > :05:22.to us. It means that nobody knows what effect they're going to have.
:05:23. > :05:29.The green stuff, what they put it in ` the legal high ` that is just
:05:30. > :05:34.plants. The chemical ` they spray on it ` put it in it so something is in
:05:35. > :05:43.there to smoke it. What happened when Coren took it for the first
:05:44. > :05:49.time? 30 seconds later ` poof! And my mind was full of imagination
:05:50. > :05:55.that I could not get rid of for 20 minutes. She has taken plenty more
:05:56. > :05:59.since. I love to draw when I'm on legal
:06:00. > :06:04.highs. The imagination ` what comes out of my head to the paper ` the
:06:05. > :06:09.black and whiteness ` wow! Do you not worry about the risks though? I
:06:10. > :06:13.take full responsibility for my actions. I blame myself ` if
:06:14. > :06:19.anything bad happens to me ` I blame myself. Coren has warned her
:06:20. > :06:26.Internet audience it can go wrong. I think I learnt it was another
:06:27. > :06:32.weekend. I rolled a pure spliff and to be honest I were... I've had one
:06:33. > :06:39.bad experience and I thought I would die. Your imagination will go like
:06:40. > :06:43.down, like you can't literally think of anything. You are zoning out. You
:06:44. > :06:47.are staring at something, but not thinking anything. Your friends ask,
:06:48. > :06:57.what are you doing? You are like, "I don't know! " Paul Smith is a
:06:58. > :07:01.forensic toxicologist at the Leicester Royal Infirmary. He tries
:07:02. > :07:04.to uncover exactly what patients have taken when they turn up at
:07:05. > :07:09.Accident Emergency. We had a case of five friends who
:07:10. > :07:14.turned up to A who all had taken the same substance. One of the
:07:15. > :07:25.friends had a seizure and cardiac arrest. Unfortunately, he died. Back
:07:26. > :07:32.in 2007, forensic toxicologists at the LRI didn't find any new
:07:33. > :07:37.substances in postmortems. Five years later there were deaths
:07:38. > :07:41.involving NPS. If we don't know what they are, it is difficult for the
:07:42. > :07:46.clinicians to give the correct treatment. The clinician will treat
:07:47. > :07:51.the patient as if they have taken an illegal. In the forensic toxicology
:07:52. > :07:56.department we are seeing these cases too late and the patient has already
:07:57. > :08:01.died. Hill hilling hill is one of the `` Matthew Hilton`Turner is one
:08:02. > :08:04.of the lucky ones. He was just 14 when he was rushed to hospital. He
:08:05. > :08:08.had taken illegal highs with friends. He told his dad, never
:08:09. > :08:13.again. He was one of five young people found collapsed in this area
:08:14. > :08:17.in one week after taking legal highs. I couldn't breathe. I
:08:18. > :08:23.couldn't move at all. I couldn't see my arms. I couldn't see my legs. I
:08:24. > :08:28.literally felt like I was going to die.
:08:29. > :08:30.Even if it gets banned, the clockwork orange they add another
:08:31. > :08:35.ingredient, call it something else and that will take its place.
:08:36. > :08:39.Matthew's dad has learnt a lot since he thought his son was going to die.
:08:40. > :08:44.He has been left confused and frustrated that the legal high trade
:08:45. > :08:49.is able to operate. I am 55. I cannot buy more than two packets of
:08:50. > :08:52.paracetamol in my local supper market. It is a mess. The police and
:08:53. > :08:57.the department, they have to get hold of this and sort it out it is
:08:58. > :09:02.available online. My son, who took it, could have died from it. And it
:09:03. > :09:09.is legal! It is legal ` but why? It is a struggle. Basically we are
:09:10. > :09:12.playing catch`up. The system and toxicologists are playing catch`up
:09:13. > :09:15.with the people producing these compounds.
:09:16. > :09:21.The Government will announce in the spring how it plans to deal with the
:09:22. > :09:27.trade in new psych active substances, sold not just in the
:09:28. > :09:31.internet but in so`called head shop, in a town near you. My family aren't
:09:32. > :09:36.happy with me doing this. They can't stop me. It is what I like to do for
:09:37. > :09:42.fun. There will be a time where I will just stop everything. In the
:09:43. > :09:50.mean time, I have nothing to do. I'm trying to find a job.
:09:51. > :09:55.I won't be doing it all my life. The trouble is no`one can tell her
:09:56. > :10:02.if her life, her mental or physical health has been damaged beyond
:10:03. > :10:08.repair. I used to be, not addicted ` I would smoke it all the time. I
:10:09. > :10:15.don't miss it. I really don't miss it.

:11:00. > :11:03.Next, we are on the sunshine trail to Spain investigating the property
:11:04. > :11:05.pitfalls which are reducing people's grand retirement designs to piles of
:11:06. > :11:10.rubble. David Whitely has been to meet the
:11:11. > :11:14.Weafers from Worcestershire with whose Andalucian dream hasn't come
:11:15. > :11:17.true. This is Andalusia in southern Spain.
:11:18. > :11:21.It is not hard to see why the British retire here in their
:11:22. > :11:26.thousands. The British love this region so much
:11:27. > :11:30.that many have invested their life savings to build their dream home
:11:31. > :11:34.right here in the sun. Who can blame them! The evidence of the building
:11:35. > :11:39.boom is clear to see all around here. The hillsides and valleys are
:11:40. > :11:45.peppered with flats, villas and swimming pools. It is all pretty
:11:46. > :11:48.idyllic. Much of what you see here is an illusion. Many of those who
:11:49. > :11:53.built homes here in Andalusia have been told they were put up
:11:54. > :11:56.illegally. These homes have not even been lived in. Instead of a
:11:57. > :12:00.stress`free retirement, people have had years and years of worry and it
:12:01. > :12:04.has cost them hundreds of thousands of pounds. Because if the
:12:05. > :12:09.authorities here decide your home is illegal, then you could pay the
:12:10. > :12:14.ultimate price. This British villa was bulldozed in Andalusia just a
:12:15. > :12:17.few months ago. It is a future that Bob and Yvonne from Redditch could
:12:18. > :12:22.face after they purchased a property in the same region. We had been
:12:23. > :12:26.watching all these holiday programmes, buy in this and that
:12:27. > :12:31.country and the other country. We went to Spain. We went to see
:12:32. > :12:37.several builders and several sites. We picked the one in 2 005 and we
:12:38. > :12:43.had a good plot ` not a large plot, but it was one where we could see
:12:44. > :12:46.for miles. Like many people they had always wanted to build a home
:12:47. > :12:52.abroad. Somewhere they could escape to with their family for some
:12:53. > :12:57.sunshine and relaxation. We actually had the van booked and everything to
:12:58. > :13:05.bring out all the luggage. Within days of that happening, in 2006,
:13:06. > :13:10.that would have been November, 2006, we suddenly read on the internet
:13:11. > :13:15.that the police had actually sealed the site off. Their villa is one of
:13:16. > :13:19.almost 300,000 properties in Andalusia caught newspaper a legal
:13:20. > :13:24.wrangle, declared illegal, they stand in limbo. The Weafers have
:13:25. > :13:30.invested their life savings in a property they cannot live in. Well,
:13:31. > :13:35.we have lost in the region, so far, of 250,000 euros. Most of that for
:13:36. > :13:39.the property, about 210,000. We owe the last payment for the extras. How
:13:40. > :13:43.did this all come about? For years, it seemed that people were able to
:13:44. > :13:48.build on these hillsides with little or no restriction. About ten years
:13:49. > :13:54.ago the regional authorities decided to get tough, in a bid to stop the
:13:55. > :13:58.urbanisation of the countryside. In 2003, a planning law was
:13:59. > :14:02.introduced by the regional council which meant it was illegal to build
:14:03. > :14:06.in the countryside unless for agricultural use. It is how that law
:14:07. > :14:10.is interpreted and enforced which seems to be causing a major
:14:11. > :14:15.headache. The Weafers #140u8d have moved into
:14:16. > :14:21.their `` should have moved into their home nine years ago. It has
:14:22. > :14:27.been in a battle about whether their home is legal or not. Their villa is
:14:28. > :14:32.on a small estate in the Almanzora Valley, around a 40 minute drive
:14:33. > :14:37.from the coast. Do you know what it is incredible to think this should
:14:38. > :14:42.be a blusling community of ex`pats from Britain, all enjoying their
:14:43. > :14:47.retirement, when in fact it is abandoned. There's no`one here. If
:14:48. > :14:54.you just listen... It is incredibly quiet. It is so eerie. This is just
:14:55. > :15:01.a ghost town. For the bess part of a decade a
:15:02. > :15:10.battle has been going on to get developments like this declared
:15:11. > :15:14.legal. Whose fault is this? Ultimately with the regional
:15:15. > :15:20.Government. This sort of lack of control in the planning systems
:15:21. > :15:24.happens in a vacuum. The problems occur in a vacuum where there is no
:15:25. > :15:28.control. We think that the #1i9 weighs is not good `` we think that
:15:29. > :15:32.the situation is not good for anybody. It is not good for the
:15:33. > :15:37.economy of Spain, not good for the image of Spain. It is not good for
:15:38. > :15:43.the unfortunate people who purchased these houses from developers. It
:15:44. > :15:48.just needs to have some common sense and some rational decisions made to
:15:49. > :15:53.sort this problem out. Rather than letting it drag on and
:15:54. > :15:58.on and on to the detriment of everybody concerned. Why did you
:15:59. > :16:03.join the campaign? Because I had an illegal house. I didn't know until
:16:04. > :16:06.three months after I moved in with my family. I found out from my
:16:07. > :16:10.neighbours there was a problem and I was on the list. Are you facing the
:16:11. > :16:18.possibility that you could lose your home? Yes, the ultimate is I have
:16:19. > :16:21.all the paperwork, what they call an Escatora. I have the license for
:16:22. > :16:25.everything in the house and what they call a first habation license,
:16:26. > :16:31.which allows me to live in there with all those facilities. Yes, if I
:16:32. > :16:38.lose my case it is a potential it could go to demolition and I lose
:16:39. > :16:44.everything. Bob and evn could face a deep `` E von could face a `` Yvonne
:16:45. > :16:57.could face a demolition order. Now the Weafers have not been here
:16:58. > :17:01.for years. They find it too upsetting to see all their
:17:02. > :17:05.hard`earned money which has gone to waste. I will look for them. It is
:17:06. > :17:09.shocking. In fact, it is heartbreaking. You go in ` things
:17:10. > :17:15.have been ripped out of the walls. You can picture them enjoying their
:17:16. > :17:18.retirement under this beautiful hot sun, all through the winter,
:17:19. > :17:23.enjoying their retirement. They are not here ` it sits here on the
:17:24. > :17:28.hillside, whilst all this shrub grows back over it. It is like the
:17:29. > :17:33.hillside is reclaiming the land. It is incredibly sad. I want to find
:17:34. > :17:36.out why it is taking so long to sort out this dispute. The authorities
:17:37. > :17:40.here have agreed to speak to me about the Weafers situation. A
:17:41. > :17:49.representative from the local council told me the fault lies
:17:50. > :17:53.squary with the law being changed retrospective retrospectively,
:17:54. > :17:58.making homes legal now illegal. How do you change things? Is there hope
:17:59. > :18:03.for these people in this awful situation? ? ?
:18:04. > :18:09.TRANSLATION: I have been asked to put together a legal proposition to
:18:10. > :18:13.the local Government which could change state law and legalise 65% of
:18:14. > :18:17.these properties. This must happen. There's no way we can defraud the
:18:18. > :18:26.British people, who came here in good faith. They put the blame
:18:27. > :18:30.squary on the local councils. The Town Halls did it on the whole
:18:31. > :18:34.because they were looking to prosper and felt they had to grasp the
:18:35. > :18:37.moment of the boom. They did not respect the rules and regulations
:18:38. > :18:44.which were in place as far as the state law is concerned. The regional
:18:45. > :18:48.council told us it was working on a plan which could Seaman the majority
:18:49. > :18:54.of these properties legalised. Both councils are sing from the same hymn
:18:55. > :18:59.sheet with a resolution as early as perhaps next year. Back in Redditch
:19:00. > :19:04.the Weaferses are waiting. Their `` the Weafers are still waiting. Their
:19:05. > :19:08.villa continues to deteriorate. This is where things have been taken. The
:19:09. > :19:17.bathroom which was partly in there has been ripped out by robbers.th ``
:19:18. > :19:20.They have resigned their fact they will live out their retirement here
:19:21. > :19:26.in Worcestershire. They don't expect to ever get their money back.
:19:27. > :19:30.I wouldn't believe it... Not for a millisecond do I believe there'll be
:19:31. > :19:35.a resolution to this problem. It is too big a problem. It will go on for
:19:36. > :19:41.years. A huge amount of time and effort
:19:42. > :19:46.goes into training dogs here at the guide dog training school. It pays
:19:47. > :19:53.off. They grow up to be loyal, loving and utterly depenable
:19:54. > :19:58.companions. I have found out how a centre in Leicester is teaching dogs
:19:59. > :20:02.new trikes tricks to help trans`` new tricks to help transform the
:20:03. > :20:09.lives of disabled people. And push, push, push. Good lad! If you thought
:20:10. > :20:12.this film would be all about cute dogs doing clever tricks, then you
:20:13. > :20:18.would be right. These amazing animals can open doors, go shopping,
:20:19. > :20:22.find lost keys, help with dressing and undressing and even be there
:20:23. > :20:28.when you are short of cash. Good job! But the real trick is the
:20:29. > :20:33.way they are changing lives. Now that I have got him people seem to
:20:34. > :20:38.take less notice of the chair and just see me as a person who happens
:20:39. > :20:43.to be walking a dog. It brings tears to my eyes when I see the quality of
:20:44. > :20:51.life that the dog gives back to something. She makes me smile. It
:20:52. > :20:58.has changed everything. In Leicestershire, these future
:20:59. > :21:04.life`changers are put through their paces by Canine Partners. It is a
:21:05. > :21:09.charity established 24 years ago. They see your sun glasses.
:21:10. > :21:14.It is important you play with your puppies. It is a bonding time for
:21:15. > :21:17.you and your dog. They have to be puppies. Then we develop thesmt
:21:18. > :21:21.playing with them is important `` they develop. Playing with them is
:21:22. > :21:27.important. When they have bonded they will want to do stuff for you.
:21:28. > :21:35.If I drop a phone, when he is older, he'll bring that back to me. At the
:21:36. > :21:39.moment Canine Partners places 70 dogs with people every year. They
:21:40. > :21:43.have big plans for growth. There are 1.2 million people in the UK that
:21:44. > :21:48.use wheelchairs. That is an awful lot of people. We would expect to
:21:49. > :21:56.have to grow along the same sort of lines as guide dogs for the blind.
:21:57. > :22:03.Rachel Ross is sudy udying drama and was born with cerebral palsy. Her
:22:04. > :22:08.canine partner is Chudleigh. He was an instant hit. He jumped straight
:22:09. > :22:13.on my lap and was licking me to death the first time I met him. So,
:22:14. > :22:18.I was aware that he was a bundle of energy and I really liked that about
:22:19. > :22:23.him. Fellow students at Coventry
:22:24. > :22:29.University have use used to seeing Chudleigh chilling out while Rachel
:22:30. > :22:36.studies. Occasionally helping out. Here, give... Give! Good boy. If I
:22:37. > :22:42.drop my keys on the floor, he is there to pick them up. I don't have
:22:43. > :22:46.to ring somebody. It is all the little things. Where is your lead?
:22:47. > :22:50.All that has given Rachel more independence on campus and around
:22:51. > :22:55.her student flat, which means a lot to her parents.
:22:56. > :23:03.Shut the door. Good boy! It is reassuring for us to know she has
:23:04. > :23:09.Chudleigh with her. He's kind of her bodyguard when she goes out and
:23:10. > :23:14.about at night`time. We can see a good relationship. A real good bond
:23:15. > :23:18.between them now. It has helped Rachel. People perhaps realise that
:23:19. > :23:23.a dog can unload a washing machine and can open and close a door or
:23:24. > :23:27.help get undressed. That is only part of the picture. It is the fact
:23:28. > :23:31.that dogs, being dogs, can work on your psychology. They can make you
:23:32. > :23:37.feel better. They give you a routine in life. They bring out nurturing
:23:38. > :23:42.instincts. Instead of sitting back being cared for yourself, you are
:23:43. > :23:47.now responsible for another animal. That is a powerful motivation.
:23:48. > :23:52.Canine Partners train every dog to meet the individual needs of their
:23:53. > :23:56.clients. Today Heather and Debbie are getting acquainted with their
:23:57. > :24:01.new best friends. Good girl! There is Carter a giant
:24:02. > :24:06.Goldendoodle, who has been matched with Heather. He is lovely. Just a
:24:07. > :24:14.big teddy bear actually when he came in the door.
:24:15. > :24:17.Carter was selected for his size. Heather has problemed with her
:24:18. > :24:21.balance. He is kind of a canine brace.
:24:22. > :24:25.`` problems. You know, that will be huge. That will give me the
:24:26. > :24:32.confidence to go out and do things. That is amazing ` I cannot explain
:24:33. > :24:38.how much that is going to help me! Opening doors for Debbie is Ellie.
:24:39. > :24:44.It is just incredible what they can do. She's just fantastic! We have
:24:45. > :24:49.bonded very well. Debbie and Heather will spend two weeks living with
:24:50. > :24:53.their new companions to forge a relationship that will hopefully
:24:54. > :24:59.last a lifetime. Tell him to come here. Come here!
:25:00. > :25:04.They shower the dogs with so much love, treats and toys that the bond
:25:05. > :25:10.happens fairly quickly over those two weeks.
:25:11. > :25:16.In Coventry Rachel entertains some of her fellow drama students with
:25:17. > :25:22.Chudleigh's latest tricks. Good lad! He makes it a lot easier for people
:25:23. > :25:28.to approach me because they kind of see a dog owner, as opposed to a
:25:29. > :25:31.wheelchair user. He really changed Rachel's life. He made such a
:25:32. > :25:36.difference, not just with the tasks he does for her.
:25:37. > :25:42.Open the gate for me... Good lad! He broke the ice, you know. Rachel
:25:43. > :25:47.cannot go into town without people saying, "Hello." And stopping and
:25:48. > :25:52.talking to her. It breaks that barrier.
:25:53. > :25:58.Debbie is now back home in Cardiff with Ellie. It has not all been
:25:59. > :26:05.plain`sailing. Go and get it! Good girl!
:26:06. > :26:11.Ellie! It was very difficult to start off with. I was quite anxious
:26:12. > :26:15.and rightly so. She was testing me. She was learning, well she had to
:26:16. > :26:21.re`learn everything, essentially, because from the environment she was
:26:22. > :26:26.in everything changed. But Debbie has persevered and it has
:26:27. > :26:35.paid off. Every day the bond has grown. You can see it. A lot of
:26:36. > :26:42.people have said and we just enjoy each other's company. She is helping
:26:43. > :26:48.me with lifts and she likes door buttons. She pays the cash sheer and
:26:49. > :26:53.she is starting to help me at the ATM taking out the cards and
:26:54. > :26:58.eventually the money ` just things like that. Good job! She senses my
:26:59. > :27:06.moods. She makes efforts to cheer me up. She gives me hugs regularly.
:27:07. > :27:12.Good girl. Come on! Every day she is responding to me that little bit
:27:13. > :27:14.more and it is like we have been together for much longer. She is
