:00:00. > :00:00.Have you ever wondered how criminals can get access to your bank details?
:00:00. > :00:08.Well, coming up we track down the gang using these to get
:00:09. > :00:26.I am from the BBC in the UK. I have a few questions for you. Are you
:00:27. > :00:29.making a lot of money out of this? I'm Andy Akinwolere,
:00:30. > :00:50.this is Inside Out First tonight,
:00:51. > :00:52.this is the Inside Out team and they've been working hard all summer
:00:53. > :00:55.- infiltrating a criminal gang 3,000 Because the gang have been targeting
:00:56. > :00:58.West Midlands bank accounts Here's Jonathan Gibson with
:00:59. > :01:02.our exclusive report. It's Friday night and for most of us
:01:03. > :01:06.the weekend's started - me included. A few drinks and some food out and,
:01:07. > :01:13.if like me, you've never got cash, For ten years now we've all been
:01:14. > :01:25.using these - Chip-and-PIN machines And the place I've come
:01:26. > :01:31.for dinner is no different. Remember when we used to sign
:01:32. > :01:33.for things in shops? The banks told us Chip
:01:34. > :01:39.and PIN would be much safer. Well, try telling Julie Cleaver
:01:40. > :01:43.that. We went to buy fuel at a local
:01:44. > :01:46.petrol station and apparently there was a camera set up in the ceiling
:01:47. > :01:49.that was looking down onto the machine, recording us as we were
:01:50. > :01:52.putting in our PIN numbers, and then obviously putting that together with
:01:53. > :01:55.the card details afterwards The thieves who stole Julie's
:01:56. > :02:01.cash were caught red-handed. You see, when
:02:02. > :02:08.the banks introduced Chip-and-PIN machines, so long as you protected
:02:09. > :02:11.your PIN, they were pretty much Not according to this lot online -
:02:12. > :02:20.all say they're victims That's the thing with
:02:21. > :02:25.the internet - there are the good people on there like the innocent
:02:26. > :02:30.victims and then there are the bad. I'm talking to
:02:31. > :02:32.a man who knows all about stolen numbers because he steals them,
:02:33. > :02:40.and he's looking for a new partner. Funnily enough, I haven't
:02:41. > :02:44.mentioned I'm a journalist. He thinks I own
:02:45. > :02:46.a restaurant with card paying customers, but I need to gain
:02:47. > :02:52.his trust and that's taking months. But one day he tells me
:02:53. > :02:56.a parcel's in the post. I still don't know who this guy is,
:02:57. > :03:00.so I've told him to send it here, If he's as dodgy as he sounds,
:03:01. > :03:09.I'm not giving him my address! It's a Chip-and-PIN machine. And
:03:10. > :03:13.not just any Chip-and-PIN machine. According to its maker,
:03:14. > :03:22.one of the most security conscious. I've already spent months gaining
:03:23. > :03:29.this criminal's confidence, but he He's finally agreed to chat,
:03:30. > :03:35.but is banking on staying anonymous Yeah,
:03:36. > :03:48.good thanks I've got it with me. He tells me the machine he's sent me
:03:49. > :03:57.remembers people's card numbers. Once you've swiped it
:03:58. > :03:59.the data's already been saved from the first swipe, but now, when
:04:00. > :04:02.you enter the PIN, the PIN is stored That's
:04:03. > :04:08.so he can steal it afterwards. It's been customised now to
:04:09. > :04:10.collect data which it wasn't Then he explains how I'll con
:04:11. > :04:16.my customers Do it like how And because he thinks I own
:04:17. > :04:23.a restaurant, he's told me to put this error message on the bottom
:04:24. > :04:26.of the receipt so my customers will That's so I can swap it
:04:27. > :04:31.for my normal one to take But it's actually got all
:04:32. > :04:37.of the data in there, right? When you swiped your card
:04:38. > :04:42.and entered your PIN it all saved. I mean, he claims that this machine
:04:43. > :04:55.will basically collect credit card and PIN numbers and store them
:04:56. > :04:58.so he can then steal them. What I need to work out is a way
:04:59. > :05:03.of putting that to the test. They're a bit
:05:04. > :05:10.like mobile phone top-ups. You can only spend what you put
:05:11. > :05:14.on them. I need him to think they belong to
:05:15. > :05:21.my customers, but will it work? He's told me I'll need to
:05:22. > :05:23.download the data using some Can you just plug that
:05:24. > :05:29.into your laptop? A couple more connections
:05:30. > :05:33.and we're ready to rock. Yep, it's receiving stuff. Yeah, OK,
:05:34. > :05:44.so when it's done downloading, just How long will it take
:05:45. > :05:52.for you to unencrypt it? And then he shows me
:05:53. > :06:06.the proof - 5445 2110 0158 8. I mean, that's amazing and really
:06:07. > :06:09.worrying at the same time. He's just emailed me through
:06:10. > :06:14.the rest of the card numbers and the PINs that go with them
:06:15. > :06:21.for these cards here. In a couple of minutes,
:06:22. > :06:23.he's got everything he needs to make exact copies of all these cards
:06:24. > :06:26.which he can then use in cashpoints and he says he's done
:06:27. > :06:39.that already time and time again. She had her card cloned
:06:40. > :06:43.at the garage. I want to show her how Chip-and-PIN
:06:44. > :06:47.fraud has moved on. And there's the receipt,
:06:48. > :06:49.what do you think? Well, it's just the real thing,
:06:50. > :06:52.isn't it? I mean, if I was in a restaurant
:06:53. > :06:55.and somebody gave me this I would just accept that my payment had
:06:56. > :06:58.been cancelled and be none the wiser, I think, and probably
:06:59. > :07:01.quite happy to give my card over But if Julie's shocked,
:07:02. > :07:04.what will the banks think? I think the encouraging thing to say
:07:05. > :07:08.is that these frauds are very rare, we've only seen one recent instance
:07:09. > :07:10.of them and we're seeing convictions in the old bailey in respect
:07:11. > :07:13.of that at the moment. The industry's existing advice to
:07:14. > :07:16.consumers is to protect your PIN. Well, with something like that,
:07:17. > :07:23.there's no point is there? Well, I think
:07:24. > :07:25.the first reassurance to give everybody when it comes to this type
:07:26. > :07:29.of fraud which is a very rare type of crime is that, even if you are
:07:30. > :07:32.the victim of it, you'll receive a But we always advise customers
:07:33. > :07:42.to check their statements. As all the pay-as-you-go debit cards
:07:43. > :07:48.are in my name I can also check They've never left my wallet,
:07:49. > :07:54.but according to the transaction history, they've been emptied
:07:55. > :08:00.of cash in the PhilipPINes. So, either he's stealing
:08:01. > :08:03.my money or someone he knows is. But he's also sent me
:08:04. > :08:06.a second machine, He's taking cash out
:08:07. > :08:12.in the PhilipPINes, I've also sent money to Canada
:08:13. > :08:19.for the cables he's posted. He could be on either side
:08:20. > :08:24.of the world! How about I tell him I've busted
:08:25. > :08:34.the machine? I'm hoping he'll ask me to send it
:08:35. > :08:37.for repair and if he trusts me enough,
:08:38. > :08:40.he might give me an address though He's taken
:08:41. > :08:44.the bait telling me to send it to But this is one parcel I
:08:45. > :08:52.plan to deliver by hand. I'm heading out of town - 25 miles
:08:53. > :09:12.along the freeway to Pickering. Is the guy we've been given
:09:13. > :09:15.the address for the guy that's been on Skype, that we've been talking
:09:16. > :09:21.to for, what, months now? But, as I'm chasing him,
:09:22. > :09:24.he's chasing me. Well, I've just got a message
:09:25. > :09:27.from the man we're after getting But is Marcus Montague the man
:09:28. > :09:36.on Skype? Then I get a glimpse
:09:37. > :09:45.of who's inside. The guy that's in the house has just
:09:46. > :09:50.come out and checked the post. He's realised that
:09:51. > :09:52.our package isn't in the post because we've still got it and, as
:09:53. > :09:55.soon as he went back in, I received I'm now more convinced that
:09:56. > :10:00.the person we're watching is But there's only one way to be sure
:10:01. > :10:08.and that means me playing postie. Yes, we're happy to help at
:10:09. > :10:17.TRN Couriers. OK, so the accent needs work, but
:10:18. > :10:20.I'm hoping the uniform will shine. We've put a tracker
:10:21. > :10:22.inside the machine. Yep,
:10:23. > :10:37.it's Marcus Montague and he's signed I mean,
:10:38. > :10:48.I don't know what he thought of the It is two days before I hear
:10:49. > :11:00.from him again. The machine hasn't moved,
:11:01. > :11:04.but what if he does? I think that delivery
:11:05. > :11:08.has spooked him! I'm worried he might do a runner
:11:09. > :11:14.- so it's time to confront him. Producer Vic is watching
:11:15. > :11:22.the house? But, That looks like it could have
:11:23. > :11:28.been him leaving, actually. But, ten minutes later, he's back on
:11:29. > :11:38.the drive. Oh, no, he's in the car. Yep, he's just leaving,
:11:39. > :11:41.he's doing something. This time I'm not
:11:42. > :11:45.taking any chances. I'll say I've got
:11:46. > :11:59.the courier delivery. Montague, I've got a delivery
:12:00. > :12:04.for you mate, a delivery for you? No, I can't accept, I can't accept
:12:05. > :12:19.if I don't know about it, you know? Actually, mate, I'm from the BBC,
:12:20. > :12:24.BBC television in the UK and I'd like to ask you a couple
:12:25. > :12:26.of questions about your involvement I think you do because we've been
:12:27. > :12:33.sending deliveries to your address We're asking you a few questions
:12:34. > :12:40.here, don't run us over. No, no,
:12:41. > :12:42.I'm not trying to run you over. We just need to know, mate, your
:12:43. > :12:46.involvement with Chip-and-PIN fraud? Who are you actually involved with,
:12:47. > :12:49.then? Who are you actually working with,
:12:50. > :12:52.then? Are you making a lot of money out
:12:53. > :12:56.of it? Well, not many answers - it raised
:12:57. > :13:02.a few more questions, perhaps. But, whatever the case, he wasn't
:13:03. > :13:09.very keen to hang around, was he? I think that's probably the last
:13:10. > :13:23.we'll see of him, at least for now. But he's not
:13:24. > :13:25.the only one avoiding my questions. Verifone, which makes the machines,
:13:26. > :13:28.is also the market leader. It decided
:13:29. > :13:34.on a statement saying the fraud is a result of criminal collusion, that
:13:35. > :13:37.it takes the security of consumer data very seriously, it works with
:13:38. > :13:40.the authorities to uncover fraud That'll be ?5.80 please. Do you
:13:41. > :14:21.know what, I think I'll leave it. and pin fraud, dude drop me a line.
:14:22. > :14:33.It will be great to hear from you. Next, an exclusive investigation
:14:34. > :14:40.into wrongly fitted water meters. Water. We can't live without it. But
:14:41. > :14:46.when it comes to piping it into our homes, are we paying the right
:14:47. > :14:56.price? I've come to meet one woman from Coventry who certainly wasn't.
:14:57. > :15:04.You must be Doreen. I am. Nice to meet you. Will July to come into the
:15:05. > :15:08.kitchen? The water meter was fitted on the pavement outside the
:15:09. > :15:13.bungalow. For a while, the bills were fine and then they started
:15:14. > :15:23.coming in with vast amounts of money. How much were you paying?
:15:24. > :15:29.?700. ?800. ?400. It amounted to a tremendous amount of money. And
:15:30. > :15:33.there was good reason for that because Doreen wasn't just think
:15:34. > :15:37.that the water she was using, she was being built for two of her
:15:38. > :15:41.neighbours. But why? Well, on a typical street the mains pipe
:15:42. > :15:47.carries the water in and smaller pipes of it into people was back
:15:48. > :15:51.home is. But eager water company fits the meter in the wrong place,
:15:52. > :15:55.you can pay for your neighbour's water and your own. Inside Out
:15:56. > :16:06.discovered that is happening in thousands of cases. Graham Mann is a
:16:07. > :16:13.water cost reduction consultant. What you might call a water
:16:14. > :16:16.detective, and no, I had no idea such people existed either. What
:16:17. > :16:23.exactly do you do? We reduce water charges. But you don't work for the
:16:24. > :16:27.water company. We work in the interest of customers. It's a market
:16:28. > :16:34.that is worth billions. Let's see what Neil's problem is. More than a
:16:35. > :16:38.third of us now have water meters. Neil Jones is one of them, but he
:16:39. > :16:44.suspects it is costing him more than it should. Does he have the same
:16:45. > :16:50.problem? Hello, you must be nailed. This is Graham. Tell us about your
:16:51. > :16:55.problem. My water bill has gone up from ?46 a month, which was high
:16:56. > :17:02.enough, to ?80 a month. Graham, what can we do to help? We need to check
:17:03. > :17:08.the water meter. We could be 40. It might be installed incorrectly or
:17:09. > :17:13.they could be a leak. ?80 seems a lot. The average is half that. So
:17:14. > :17:20.first things first, turn everything off. Here it is, the moment of
:17:21. > :17:27.truth. Here it is. What is this saying? Basically, it's registering
:17:28. > :17:33.consumption. Have you anything on? Everything is off. That doesn't make
:17:34. > :17:44.sense. We are looking for a leak? Yes. Everything is switched off. I
:17:45. > :17:55.can't have any water dripping. There is water being used. If you put your
:17:56. > :18:02.ear to that, it's on the tap. There is a water leak. Sony's problem was
:18:03. > :18:07.down to a leak and not a Romney fitted meter, but Doreen's water
:18:08. > :18:14.company did put a meter in the wrong place and says it gets reports of
:18:15. > :18:20.about 50 cases like hers every year. But it's certainly not the worst.
:18:21. > :18:25.Yorkshire water told us it dealt with 1600 enquiries and across
:18:26. > :18:32.England as a whole, figures we have tamed show many more. So why does it
:18:33. > :18:37.keep happening? -- we have obtained. That's what I wanted to ask the
:18:38. > :18:43.water companies, but water UK did not want to do an interview. They
:18:44. > :18:48.sent this statement saying, it's unusual for water meters to be
:18:49. > :18:53.incorrectly connected. They working hard to stop this from happening.
:18:54. > :18:59.But the man who represents their customers did agree to talk. So what
:19:00. > :19:05.does he think of our figures? Generally, companies see a handful
:19:06. > :19:09.of these cases, but we expect them to take it seriously and carry out
:19:10. > :19:14.thorough investigations to find out what the causes. Some companies say
:19:15. > :19:19.they are solving the problem by changing the way they operate, but
:19:20. > :19:24.with thousands of cases still being operated each year, I wanted to
:19:25. > :19:29.speak to the water regulator. And there they are. But guess what? Just
:19:30. > :19:36.like the industry they are supposed to be keeping an eye on and being
:19:37. > :19:41.based opposite our offices, they refused to do an interview. They did
:19:42. > :19:44.send us another statement saying, if companies are underperforming, it is
:19:45. > :19:51.the companies are not the customers that should pay the price. Doreen's
:19:52. > :19:57.meter is now in the right place. Seven Trent also apologised to her
:19:58. > :20:00.for taking years to move it. But with thousands of cases being
:20:01. > :20:05.investigated across the country each year, some of us are probably paying
:20:06. > :20:13.for our neighbour's water right now without knowing it.
:20:14. > :20:20.You are watching Inside Out for the West Midlands. Coming up next, the
:20:21. > :20:24.big sugar debate. It's certainly been grabbing headlines and getting
:20:25. > :20:30.people talking. In the past it seemed fat was the baddie, but has
:20:31. > :20:33.sugar taken its place? Evidence shows most of us eat more sugar than
:20:34. > :20:40.is recommended in the UK, with adults consuming nearly 60 grams of
:20:41. > :20:45.added sugar everyday. Earlier this year we were advised that sugar
:20:46. > :20:53.should make up just 5% of our daily calorie intake. That's half the
:20:54. > :21:01.previous recommendations. We challenged a Brummie to see what's
:21:02. > :21:08.such an intake would do to his mind and body. It also required and early
:21:09. > :21:13.start. They said I should be at the park at 6am in the morning. I've
:21:14. > :21:21.also been told I should be prepared to sweat. What have I let myself in
:21:22. > :21:35.for? Well done. Keep it going. Andy, let's go. Act at the start, feet
:21:36. > :21:37.together, squat down. This fitness trainer has a no-nonsense approach.
:21:38. > :21:47.When it comes to food, he's even tougher. No thank you, not for me.
:21:48. > :21:52.Sweetness used to be his weakness. That's me at about 18 stone. That's
:21:53. > :21:57.me at 27 just before I started my journey. That was a couple of weeks
:21:58. > :22:01.before I started using weight. I can't believe it is the same person.
:22:02. > :22:05.What was the hardest thing about giving up sugar? It was just the
:22:06. > :22:12.dependency of not including it everyday. If you are up for it, we
:22:13. > :22:20.would like you to take part in a sugar -based experiment. Are you up
:22:21. > :22:27.for it? I am. There's a man I want you to talk to. For one month John
:22:28. > :22:37.has agreed to face his old Demons and go back on sugar. Q dietician
:22:38. > :22:41.Paul McArdle. Your diet is quite strict. It is. I'm going to propose
:22:42. > :22:48.that we aim for something that is more like what the normal person
:22:49. > :22:59.does. This is like introducing meat into a vegetarian's died. Is there
:23:00. > :23:11.anything we can see in terms of what he will be eating? Well, John had to
:23:12. > :23:17.three teaspoons and it's going up to 13. You might change how you feel
:23:18. > :23:23.physically and how you feel towards food. It's going to be interesting
:23:24. > :23:26.to see if your preferences change. All we can say now is good luck and
:23:27. > :23:37.try to enjoy this experience, I guess. Thank you. For a sugar folk,
:23:38. > :23:44.John seems happy enough, he's upping his intake so it's in proportion
:23:45. > :23:46.with the average intake in the UK. To be clear, that means we have
:23:47. > :23:53.triple the amount of sugar he will be eating over the next month. When
:23:54. > :23:56.he has finished, we will find out the effect it has had on his body.
:23:57. > :24:04.Why be infatuation with the sweet stuff? What are we looking at? This
:24:05. > :24:10.shows the brain showed from an MRI scanner when someone has had sugar.
:24:11. > :24:16.You can see the dopamine that is released in the brain. The more
:24:17. > :24:27.people sugar -- the more sugar people are used to, the more
:24:28. > :24:39.dopamine is produced, but they need to take in more to meet the rush. As
:24:40. > :24:46.you can see from this picture, this little boy in has bitten into a
:24:47. > :24:51.lemon. It's nature 's way of saying to us not to eat better food because
:24:52. > :24:56.it is probably spoiled, so we are compelled towards eating sweet
:24:57. > :25:03.things because that's nature's way of saying they are safe. With all
:25:04. > :25:11.this information we have, does there need to be some control exercise
:25:12. > :25:20.over sugar? Well, we shouldn't go to a sugar tax just yet because sugar
:25:21. > :25:27.is good in moderation. Craig thinks balance is the key. Let's see if our
:25:28. > :25:31.sugar any pig agrees. After the first day I did feel a little bit
:25:32. > :25:38.more energetic in terms of towards the end of the day. I did a hike
:25:39. > :25:45.because I had more sugar in terms of fruit. Is it me or has he sped up. I
:25:46. > :25:52.feel OK to be honest. I don't feel a lot different. I'm not eating as
:25:53. > :26:02.much fat, but I am getting more sweet cravings. All in all, it's
:26:03. > :26:09.going all right. I went for a ten mile run in an hour and 20 minutes,
:26:10. > :26:15.which worked out at seven minutes a mile. My performance has not been
:26:16. > :26:18.hindered. A lot of that day of my sugar experiment. Here are the rice
:26:19. > :26:26.cakes with the jam, which are quite nice. So, it's been a month. My
:26:27. > :26:36.weight has gone up slightly. For today, I feel all right. John has
:26:37. > :26:42.come to the end of his diet. I can't wait to see the results. The moment
:26:43. > :26:48.of truth. Time for the big way in. Your weight has gone up a little
:26:49. > :26:55.bit. You have gained about ?3. Your percentage body fat has gone up. You
:26:56. > :27:00.have gained about 2%. These tests show us there has been some change
:27:01. > :27:06.in your body composition. So the ?3 that you have gained probably is
:27:07. > :27:13.body fat rather than muscle. Do you feel relieved there has not been any
:27:14. > :27:16.drastic changes? Definitely. I was concerned. Going back to the point
:27:17. > :27:23.of being overweight for most of my life, you always think about putting
:27:24. > :27:31.the wake of con. I'm relieved that it's nothing that can't be fixed
:27:32. > :27:35.quickly. I feel like a parent waiting for their child to come out
:27:36. > :27:40.of the doctors. How was that chap? It was very interesting. I put on a
:27:41. > :27:48.bit of weight. Moving forward, what will you changing your diet? I was a
:27:49. > :27:53.bit dogmatic on certain foods. Going back to the level of activity that I
:27:54. > :27:58.do, my previous diet wasn't conducive to that. I could not have
:27:59. > :28:06.done what you did. Well done. There to moving forward. Even though John
:28:07. > :28:11.exercises on to 15 hours a week, his body fat went up because of the
:28:12. > :28:17.sugar diet. We increased his intake to be in keeping with guidelines.
:28:18. > :28:22.However, many of us are still eating far too much sugar and we should. If
