:00:42. > :00:46.as most of us will have got in the last week, but after every major
:00:46. > :00:49.sporting event there is a surge in interest in participating in sport.
:00:49. > :00:52.One of the declared aims of this Olympics, and indeed of the 2014
:00:52. > :00:54.Commonwealth Games, is a legacy of more sporting excellence amongst
:00:54. > :01:00.elite athletes and greater participation amongst us mere
:01:00. > :01:10.mortals. Jamie McIvor asks if they have any real chance of achieving
:01:10. > :01:14.
:01:14. > :01:19.that. It has been a spectacular few days for me Great Britain team. It
:01:19. > :01:26.was made even sweeter for many Scots when Andy Murray defeated
:01:26. > :01:32.Roger Federer to win gold in the tennis. But will this lead to a
:01:32. > :01:42.real a legacy, a legacy of lasting sporting success, inspiring the
:01:42. > :01:46.future generations? Boys like David and Angus play tennis regularly,
:01:46. > :01:52.but what did they say to the friends who are not so keen on
:01:52. > :01:56.playing sport. It is really fun and energetic and you get a lot of good
:01:56. > :02:00.feeling playing sport. You get the rush of energy when you're doing
:02:00. > :02:08.sport, even when you are not winning, is still a great
:02:08. > :02:18.experience. It is just for the fun of it. It is not going to kill you
:02:18. > :02:27.if you do not do it. It is just for fun. The sports complex when they
:02:27. > :02:35.play will be one of the venues for the 2014 Commonwealth Games. On the
:02:35. > :02:43.badminton court, up one of the British players plays here and one
:02:43. > :02:49.of the other wants is doing the coaching. Jill Lee a man was a
:02:49. > :02:55.member of the team in the 2000 Olympics. We are this good feeling
:02:55. > :03:00.about the Olympics, it is important that we get as many people involved
:03:00. > :03:05.in sport while it is going so well for the Great Britain team. People
:03:05. > :03:11.want to play sport. You can see the courts are busy, the badminton
:03:11. > :03:16.courts are busy, the tennis courts are busy. Big sporting events have
:03:16. > :03:20.always tended to be youngsters excited for a few weeks, but the
:03:20. > :03:25.challenge is to not maintain that momentum, so that the youngsters
:03:25. > :03:29.will keep the sports up permanently or at least lead a healthier
:03:29. > :03:34.lifestyle. The there are encouraging signs ahead of the
:03:34. > :03:39.Commonwealth Games in Glasgow. There have been record attendances
:03:39. > :03:44.and sports development programmes. That best way to encourage people
:03:44. > :03:50.is to say that all these athletes out there were not born that way.
:03:50. > :04:00.The all started somewhere. The message has come to come along and
:04:00. > :04:02.
:04:02. > :04:07.try it out. There is something for But some sports may not always be
:04:07. > :04:15.so easy to get started and. Pride in the British rowing team is one
:04:15. > :04:21.thing, but many youngsters do not get the chance to try it out.
:04:21. > :04:25.the past, it may have been available to children as part of or
:04:25. > :04:31.physical education curriculum. Scottish Rowing is trapped working
:04:31. > :04:34.hard to push it back into the school curriculum and it is really
:04:34. > :04:41.important that there is this link between schools and universities
:04:41. > :04:48.and not just to rowing, but to all sports. We want kids to pick up
:04:48. > :04:54.sport at school and then be able to take it on when he reached
:04:54. > :04:58.university. The London Olympics are meant to have the legacy for the
:04:58. > :05:04.whole of the United Kingdom, salt in the same way the Commonwealth
:05:04. > :05:07.Games should have the legacy for their saw how can that happen?
:05:07. > :05:12.Getting more children into sport and nurturing those who have the
:05:12. > :05:15.potential to become world class. In a moment, I will speak to the
:05:15. > :05:18.Sports Minister, but first I am joined in the studio by former
:05:18. > :05:21.Olympic 400 metre runner Brian Whittle and from Dundee by the
:05:21. > :05:31.former First Minister Henry McLeish, who has written a report into the
:05:31. > :05:36.state of Scottish football. Henry, Scotland has done very well in
:05:36. > :05:43.terms of Olympic medals. It is very it inspiring, but when the Games
:05:43. > :05:47.come to an end, will there be much of a legacy for Scotland? A I think
:05:47. > :05:54.there may well be. It has been incredible watching these athletes
:05:54. > :05:59.achieving the success they have, but legacy is difficult to deliver.
:05:59. > :06:04.From the children's perspective, you can see the point of sport been
:06:04. > :06:08.fun, working with other people as a team. It is all about fitness,
:06:08. > :06:13.health and well-being and when you consider all of these items, plus
:06:13. > :06:18.the fact it is character-building and confidence building, frankly I
:06:18. > :06:22.do not think the nation has a choice. We have to go forward. We
:06:22. > :06:26.have to invest. But I think there is a real opportunity between the
:06:26. > :06:31.Olympic Games closing and the Commonwealth Games opening in two
:06:31. > :06:37.years' time, that we can make the progress continue that we have made
:06:37. > :06:43.in the last few years. The success we have seen in sports that very
:06:43. > :06:53.few people schoolchildren were Scottish kids will ever really
:06:53. > :06:53.
:06:53. > :07:01.participate and - rowing, canoeing, can a strained equestrian events.
:07:01. > :07:10.There is no doubt that over half of the medals won have come from
:07:10. > :07:15.people who went to private schools. We are not asking the schools to
:07:15. > :07:19.pick these sports onto their curriculum, but there are a lot of
:07:19. > :07:24.easier sports which could lead a more on that path to him more
:07:24. > :07:31.healthy lifestyle. It is not hard to include netball, hockey,
:07:31. > :07:37.athletics, swimming. We need to put these back in the curriculum and
:07:37. > :07:41.Embedding sport back into our education system. Back is the
:07:41. > :07:46.aspiration, but the problem is delivering that and making sure
:07:46. > :07:51.that state schools for a the driver for sporting success. Arguably, the
:07:51. > :07:57.are not doing that. Currently, I do not think they are doing that, but
:07:57. > :08:01.I think they have this window between 2012 and 2014 where we
:08:01. > :08:05.could get this right. I would like to see as taking a step back and
:08:05. > :08:09.taking a look at this. I do not think we have got all the answers.
:08:09. > :08:16.I think we have to start encouraging parents to get back
:08:16. > :08:21.involved with their kids and extra curricular sport. We do not have
:08:21. > :08:26.enough coaches and enough parents. For me, the first coach he could
:08:26. > :08:36.will ever have is their parents. We have to encourage parents and the
:08:36. > :08:40.back of the Olympic Games to get involved. We see the success of
:08:40. > :08:45.people like Andy Murray, who have had a very supportive family to
:08:45. > :08:53.drive them on to success. In the absence of that, what our schools
:08:53. > :09:00.not doing right which are preventing or not doing what they
:09:00. > :09:06.should be doing. They are has been a lot of talk about the great
:09:06. > :09:12.British team, but it is more about Scotland. It is about teachers and
:09:12. > :09:17.about schools. We have got a huge number of sports authorities
:09:17. > :09:20.involved. If we can get this team approach together, we cannot
:09:20. > :09:26.underestimate the fact that while sport is claiming the political
:09:26. > :09:30.agenda, it is not as high as they should be. If I think there is also
:09:30. > :09:38.a cultural problem. I hear that schools are about the mind. They
:09:38. > :09:47.should be about the mind and the body. I can see a bright future as
:09:47. > :09:53.long as me in bed and the culture to the young person and parent,
:09:53. > :09:57.plus two there communities, when we look at the likes of obesity, be
:09:57. > :10:01.know what we should be doing. I think the government are doing well,
:10:01. > :10:08.but what they have to do is to bring all these people together and
:10:08. > :10:14.make it seem Scotland as we work towards the Commonwealth Games.
:10:14. > :10:18.What the needs to change? We have seen so many medals won by private
:10:18. > :10:23.school pupils. What needs to happen in state schools for that to
:10:23. > :10:28.change? I have talked about the school estates being opened up.
:10:28. > :10:38.There are wonderful facilities lying dormant for much of the year.
:10:38. > :10:38.
:10:38. > :10:42.The other problem facing the likes of football... They have this is
:10:42. > :10:45.about team Scotland, it means everybody. When it comes to
:10:46. > :10:55.facilities and the likes of football, we are among the poorest
:10:55. > :11:00.and football. -- the poorest in Europe. People cannot stand idly by
:11:00. > :11:03.and just say it is the government's responsibility. It is all of our
:11:04. > :11:11.responsibility to ensure that every child in Scotland may not be an
:11:11. > :11:21.elite athlete and win medals, but they should have the opportunity to
:11:21. > :11:24.
:11:24. > :11:28.When you're in charge as First Minister we saw a deal that did not
:11:28. > :11:34.require teachers to participate in school sports, would you like to
:11:34. > :11:37.see that change? In the mid- 1980s when Margaret Thatcher was involved
:11:37. > :11:41.and school teachers decided they had had enough of what happened, at
:11:41. > :11:46.that point a lot of the interest went out of school sports. I think
:11:46. > :11:50.we can get it back again. The government needs to make sure all
:11:50. > :11:54.of the schools are responding. You cannot force people but after the
:11:54. > :12:00.Olympics we can see the benefit of individual success and high
:12:00. > :12:05.achievement. On the other hand, if you develop the base and a bigger
:12:05. > :12:11.pool of talent then in the end we will win more medals in the British
:12:11. > :12:19.team and in the Commonwealth Games. We will leave it there. Thank you

:14:31. > :14:35.What concrete action are you taking to convert that sense of excitement
:14:35. > :14:40.into something more permanent? First of all it was great to see
:14:40. > :14:44.some of those inspiring scenes. Team GB has done so well and of
:14:44. > :14:49.course within that the Scottish Olympians, I was working out before
:14:49. > :14:54.we went on air that out of 54 Scottish athletes, one in six is
:14:54. > :14:57.now way medalist which is tremendous. It is inspiring for a
:14:57. > :15:01.potential new generation of athletes coming through.
:15:01. > :15:06.Participation rates, if one child tries a sport that they have not
:15:06. > :15:10.tried before and so many of the athletes to one have said that,
:15:10. > :15:13.that is a really good message to young people. That is a great role
:15:14. > :15:18.model that athletes should be promoting and so many of the mark,
:15:18. > :15:22.it is good to see. Does it not worry you that we are so reliant in
:15:22. > :15:25.Scotland on people from privileged backgrounds or people with
:15:25. > :15:29.tremendous family support for our national success. Well, we are
:15:29. > :15:34.working very hard to make sure that we break down the barriers so that
:15:34. > :15:38.no matter what your background, if you're good at a sport, you can go
:15:38. > :15:44.all the way. We are doing that in a variety of ways, increasing
:15:44. > :15:48.investment in he, so we get the basics right. There is an active
:15:48. > :15:52.schools network which is a massive success story. We are opening up
:15:52. > :15:58.opportunities to children who might otherwise not have had them. We are
:15:58. > :16:02.getting good schools' links. We are opening up clubs. I visited a high
:16:02. > :16:06.school in Motherwell where they are converting 50% of their secondary
:16:06. > :16:10.schools into community sports clubs and rowing is one of the sports
:16:10. > :16:13.they are promoting. It takes a bit of time but I think we have the
:16:14. > :16:17.building blocks are beginning to be in the right places, making sure
:16:17. > :16:22.our governing bodies deliver on the participation in the sports as well
:16:22. > :16:26.as performance. All of that takes a bit of time to come through but I
:16:26. > :16:33.think the fact that we have had such success will help to clear
:16:33. > :16:36.that up somewhat. It will certainly inspired kids. A lot of them are
:16:36. > :16:40.going back to school in a few weeks so how many of them will still not
:16:40. > :16:46.be getting the basic two hours of PE every week that they should be
:16:46. > :16:51.getting? I am sure you followed the recent release of statistics on
:16:51. > :16:55.that that showed over 80% of primary schools are delivering two
:16:55. > :16:59.hours and over 90% of secondary schools are delivering two periods
:16:59. > :17:04.and I am confident that by the time we get to the Commonwealth Games we
:17:04. > :17:11.will have completed the journey on P E. He made that promise in 2007
:17:11. > :17:19.which was a long time ago. That target has been around since about
:17:19. > :17:29.1993 or something ridiculous like that. I was determined to complete
:17:29. > :17:36.that journey. It is just a part of the jigsaw. The active schools
:17:36. > :17:41.network delivers huge opportunities. 10,000 volunteers back at Look
:17:42. > :17:46.North. We have excellent links to make sure that the children can get
:17:46. > :17:51.to the clubs to get even more reform -- performance in their
:17:51. > :17:56.sports and that is beginning to happen. Is there a wider problem in
:17:56. > :18:01.our state schools, are they embracing the sporting ethos of
:18:01. > :18:05.competition and winning and losing? Some are and some are not.
:18:05. > :18:08.Leadership is very important. I have been around so many schools
:18:08. > :18:14.and what has struck me very forcibly is that way you have a
:18:14. > :18:19.head teacher told resits the value of sport, for itself, and also the
:18:19. > :18:24.academic value because we know that schools they give sport priority
:18:24. > :18:29.get an academic benefit from it as well. Where there is that
:18:29. > :18:34.leadership it really happens. you telling them to do it or is it
:18:34. > :18:37.a voluntary thing? We are all pushing in the same direction.
:18:37. > :18:42.There is a lot of encouragement around p and active schools. They
:18:42. > :18:47.are all involved in that Met work. Sport Scotland is very much at its
:18:47. > :18:51.heart and we have never had that joined-up thinking before. We are
:18:51. > :18:55.making sure what is happening everywhere in every school. That is
:18:55. > :19:01.what I want to see and that is my aim. You are currently, as a
:19:01. > :19:06.government, reviewing a implementation of a deal that was
:19:06. > :19:11.put in place to provide teachers with fair terms and conditions. Is
:19:11. > :19:15.getting them to participate more in organising school sports something
:19:15. > :19:23.that you would like to see as sports minister? A lot of teachers
:19:23. > :19:26.are already very much involved in school sports. We have to do what
:19:27. > :19:31.works and what is working really well... Would you like to see more
:19:31. > :19:36.of them involved? Of course I would like to see more schools doing that
:19:36. > :19:40.and we have to make sure that we do what works and what works is the
:19:40. > :19:45.active schools network. Teachers and parents are supporting 5
:19:45. > :19:48.million sporting opportunities last year. That is a tremendous success
:19:48. > :19:52.story. That is all voluntary, are you prepared to tell them that this
:19:52. > :19:56.is what we want from the schools. There is nothing wrong with
:19:56. > :20:01.voluntary effort from sport. Sport is based on voluntary effort and
:20:01. > :20:08.all the hours people give. That enthusiasm from those teachers and
:20:09. > :20:11.parents and coaches put across from -- to the kids is so important.
:20:11. > :20:17.They must have a good experience when they turn us up the clubbers
:20:17. > :20:21.so they are high -- so that is working. The success of that as we
:20:21. > :20:26.get towards the Commonwealth Games in two years' time will be there
:20:26. > :20:33.for all to save. The debate, like the Games, will continue. Thank you
