:00:21. > :00:24...we're going to legislate something we have no evidence.

:00:24. > :00:32.At least 18 years in jail for the murder of a young mother.

:00:32. > :00:35.A warning that leisure will suffer...

:00:35. > :00:38...as Welsh councils come under pressure.

:00:39. > :00:42.The most sophisticated, professional and successful...

:00:42. > :00:49...doping programme in sport. Lance Armstrong's good name in tatters.

:00:49. > :00:53.The biggest surprise is the level of the deception...

:00:53. > :01:08...and his role in getting other people to join him.

:01:08. > :01:10.Good evening.

:01:10. > :01:15.The chairman of the governors at Cardiff Metropolitan University...

:01:15. > :01:18...says she's doubtful that the Education Minister...

:01:18. > :01:21...has the information he needs to force them to merge...

:01:21. > :01:22...with two other establishments.

:01:23. > :01:26.According to Barbara Wilding she hasasked Leighton Andrews three times...

:01:26. > :01:29...to explain the business plan for forcing the merger...

:01:29. > :01:32...with Glamorgan and Newport universities.

:01:32. > :01:34.They are considering referring the matter...

:01:34. > :01:37...to the Assembly's public accounts committee.

:01:37. > :01:44.$:/ENDFEED.

:01:44. > :01:45.As

:01:45. > :01:45.As the

:01:45. > :01:50.As the Cardiff

:01:50. > :01:54.As the Cardiff Met welcomed its newest students, managers are still

:01:54. > :01:58.waiting for information by the Education Minister to support his

:01:58. > :02:06.decision of abolishing the university and forcing it to merge.

:02:06. > :02:13.He said he wanted to create one university for south-east Wales by

:02:13. > :02:17.merging Newport, glam organ and the Cardiff Met - gam organ. This

:02:17. > :02:22.summer, Newport university and Glamorgan university said they

:02:22. > :02:25.would merge. The Education Minister hasn't

:02:25. > :02:31.published details of the business plan. The chairman of Cardiff Met's

:02:31. > :02:34.Board of Governors believed it doesn't exist.

:02:34. > :02:40.We have the conclusion that the minister didn't have the

:02:40. > :02:44.information about how much it was going to cost, what the taxpayer is

:02:44. > :02:49.going to have to put into this to fund the gap. He doesn't know what

:02:49. > :02:53.the risks are associated with his proposal. Cardiff Met say they are

:02:53. > :02:59.still concerned about the way the Education Minister's officials are

:02:59. > :03:02.dealing with the matter. They are considering presenting a report to

:03:02. > :03:11.the Assembly's Public Accounts Committee. They have discussed

:03:11. > :03:15.their concerns with the auditor general. The union which represents

:03:15. > :03:25.staff are of the opinion these comments won't help the university.

:03:25. > :03:28.I think the important information has come out. A report came out

:03:28. > :03:35.earlier than many other reports have come out which favour the

:03:35. > :03:48.merger of the three universities. We have a strong case for merging

:03:48. > :03:55.the three universities. The Assembly Government will

:03:55. > :04:04.consider any response to the matter. The minister has had two years to

:04:04. > :04:08.give us the evidence. The fact that hasn't been published yet makes me

:04:08. > :04:17.feel that we'll legislate on something we haven't got enough

:04:17. > :04:26.evidence on. The process is expecting to

:04:26. > :04:29.A mother of two children ..will spend 18 years in jail after

:04:29. > :04:32.The judge at Caernarfon Crown Court told Alwen Jones...

:04:32. > :04:37...that anyone who had crossed herthat night would have been in danger.

:04:46. > :04:46.Alwen

:04:46. > :04:47.Alwen Jones,

:04:47. > :04:51.Alwen Jones, on

:04:51. > :04:59.Alwen Jones, on the left, on her way to commit a murder. She Shadow

:04:59. > :05:03.a knife hidden in her clothes. The woman who died was Emma Jones, a

:05:03. > :05:09.31-year-old mother. She was in a party in these flats in Penygroes

:05:09. > :05:14.when she argued with Alwen Jones's sister. After the stabbing, she ran

:05:14. > :05:22.away with several of Emma Jones' friends following her. She was

:05:22. > :05:28.arrested soon after. Dewi Harding Jones interviewed Alwen Jones after

:05:28. > :05:34.she was arrested. It was obvious that Alwen Jones had a bad temper.

:05:34. > :05:40.She carried a knife from her house and walked for ten minutes to the

:05:40. > :05:47.flat. She intended to stab her. The judge told Alwen Jones : These

:05:47. > :05:58.were the actions of a person who was looking for trouble and ready

:05:58. > :06:03.The judge said that anyone who would have crossed Alwen Jones on

:06:03. > :06:25.that night could have been in danger.

:06:25. > :06:42.He said Emma Jones was in the wrong On Anglesey, campaigners opposing

:06:42. > :06:52...have presented a petition signed I have got a petition here that has

:06:52. > :06:57.been signed by 8,000 people. Supporters are asking for stricter

:06:57. > :07:03.legislation. We want a distance of 1.5 kilometres between a wind

:07:03. > :07:08.turbine and a home. The people of Anglesey are asking the council to

:07:08. > :07:15.do something about it. These developers come to the island and

:07:15. > :07:20.see that they can erect these wind turbines. There is fierce

:07:20. > :07:27.opposition to the windfarms. Anglesey Council says they have

:07:27. > :07:32.received 48 applications to erect wind turbines, seven have been

:07:32. > :07:41.allowed to build. They are considering other projects. A

:07:41. > :07:52.second consultation period has just finished. We hold - hope that the

:07:52. > :08:03.council is a council that listens. There were strong arguments for the

:08:03. > :08:08.first consultation period. We will look in detail at every opposition

:08:08. > :08:21.and support. We will then reach a decision on it.

:08:21. > :08:27.The guidelines aren't acceptable for the protesters behind me. One

:08:28. > :08:34.in ten of the electorate in Anglesey's sent the council a

:08:35. > :08:38.Electricity cables in Dinas Mawddwy ..in order to allow people

:08:38. > :08:41...of setting up 15 hydroelectric schemes.

:08:41. > :08:44.The wires aren't strong enough for electricity to leave the area...

:08:44. > :08:46...and the work will cost 4 million.

:08:46. > :08:49.It's hoped that Scottish Power and the Welsh Assembly...

:08:49. > :08:57...can be persuaded to pay for the work.

:08:57. > :08:58.It

:08:58. > :08:59.It rains

:08:59. > :09:04.It rains enough

:09:04. > :09:09.It rains enough in Dinas Mawddwy and one who has the energy is

:09:09. > :09:15.farmer Tegwyn Jones. He and his family are working on their third

:09:15. > :09:19.hydroelectric project. The income from the scheme's been beneficial.

:09:19. > :09:28.It's made a difference between one thing at home and two staying at

:09:28. > :09:32.home. I hope they'll both help the family in the area. But

:09:32. > :09:36.hydroelectricty projects aren't a new thing in similar rural areas.

:09:36. > :09:47.Having electricity for the first time was a blessing for many.

:09:47. > :09:53.It was very handy but a you couldn't get it any other way. It

:09:53. > :10:01.saved us a lot. Now, 15 farmers in the area under

:10:02. > :10:05.the name Egni Mawwddy want to set up the schemes in the area, it

:10:05. > :10:12.would mean investments of more than 5 million and they say the area's

:10:12. > :10:16.perfect for such plans joofplt it's a very mountainous region. There

:10:16. > :10:22.are plenty of opportunities to create electricity here. There is a

:10:22. > :10:30.lot of water flowing. It will be an opportunity for many young families

:10:30. > :10:33.here. But there is a problem. The electricity cables need upgrading.

:10:34. > :10:38.I think Scottish prower should invest with the Welsh Government

:10:38. > :10:50.helping as well. It won't just help the farmers, but the whole region.

:10:50. > :10:54.It will help the economy. Egni Mawwddy will meet Scottish

:10:54. > :11:08.Power and other companies tonight. They are happy to work with the

:11:08. > :11:12.There are concerns that leisure ..as Welsh councils' budgets

:11:12. > :11:16.According to figures obtained by BBC Wales, an average 5% less...

:11:16. > :11:20...has been spent in leisure compared with last year.

:11:20. > :11:23.The Welsh Local Government Association...

:11:23. > :11:34...the situation is expected to get worse over the coming years.

:11:34. > :11:34.After

:11:34. > :11:34.After the

:11:34. > :11:37.After the Olympics

:11:37. > :11:42.After the Olympics and the Paralympics over the summer, there

:11:43. > :11:47.was hope that more people would take part in sport.

:11:48. > :11:56.But new figures show that dream is being threatened. Councils don't

:11:56. > :12:02.have to have leisure centres. Across Wales, there's been an

:12:02. > :12:07.average drop of 5% in expenditure in leisure centres. Anglesey

:12:07. > :12:14.Council and Swansea Council have cut back, but other councils have

:12:14. > :12:18.increased their expenditure on leisure. This leisure centre is an

:12:18. > :12:23.example of investment in Pembrokeshire, but there has been a

:12:23. > :12:28.change in provision in other parts of the county. The County Council

:12:28. > :12:33.decided not to renovate the swimming pool here for monetary

:12:33. > :12:40.reasons. People had protested against the decision. In its place,

:12:40. > :12:45.a new sports hall was built at a cost of more than 1 million. It is

:12:45. > :12:55.something that will cost less to run in the future.

:12:55. > :13:03.We have decided to build new leisure centres. We would invest

:13:03. > :13:11.here. Local authorities are looking at

:13:11. > :13:18.more creative ways of providing these services. We are rooking at

:13:18. > :13:27.different models. We hope that expenditure can be cut back without

:13:27. > :13:34.those who news the service noticing. Despite that, cutting the budget is

:13:34. > :13:37.a huge concern to one of Wales's main runners. We need a boost for

:13:38. > :13:54.sport sport. We don't need money being cut. It seems the strain will

:13:55. > :14:02.You have had to make very difficult decisions. Is leisure the first to

:14:02. > :14:10.suffer all the time? No, I wouldn't say that. In your report, we have

:14:10. > :14:15.to make sure that other services are given precedent, but we have to

:14:16. > :14:24.make sure that we invest in leisure. It will mean less pressure on the

:14:24. > :14:31.NHS and other services. Instead, you are cutting 5% on

:14:31. > :14:36.average across Wales. Why won't councils invest so people? -- do

:14:36. > :14:41.people have to pay for the service? That's part of the service we need

:14:41. > :14:51.to discuss with the public. What are we to do in that situation - in

:14:51. > :14:56.leisure, it's a matter of how we can invest. Should we change

:14:56. > :15:01.services in Gwynedd, we can use natural resources as well.

:15:01. > :15:06.The Welsh Government will say next week in a draft budget how much

:15:06. > :15:14.money local authorities will have to spend. Do you think it will

:15:14. > :15:18.become harder and harder for the next decade? That is what we heard

:15:18. > :15:23.in a conference in Cardiff last Friday.

:15:24. > :15:30.We were told our budget will be cut. It is a bleak picture, but we have

:15:30. > :15:37.to offer hope in this situation. I think the way to do that is to

:15:37. > :15:42.consider what our priorities are, how the people are now our

:15:42. > :15:52.communities and assets and how we can use that asset in order to

:15:52. > :16:00.A restaurant company has apologised ..after a glass of whisky was given

:16:19. > :16:21...after pleading guilty to the manslaughter...

:16:21. > :16:24...of his best friend in Bangor.

:16:24. > :16:26.The court heard that David Swift had over-reacted...

:16:26. > :16:29...after his friend attacked him with a pole.

:16:29. > :16:33.They had both been drinking heavily.

:16:33. > :16:36.Two social workers with Wrexham Council have been found guilty...

:16:36. > :16:39...of misconduct by a Care Council for Wales conduct committee.

:16:41. > :16:44...Children and Families Assessment Team...

:16:44. > :16:48...has been removed from the social workers register.

:16:48. > :16:56.Her deputy, Sandra Dykstra, has been reprimanded.

:17:00. > :17:08.Gill Jones, seen in the green jacket, arriving for the start of

:17:08. > :17:13.the hearing last month. She faced 11 charges for a period between

:17:13. > :17:19.January 2009 and February 2010. The panel decided that one of the

:17:19. > :17:22.charges couldn't be proven but she was found guilty of ten others,

:17:22. > :17:28.including destroying or facilitating the destruction of

:17:28. > :17:35.police forms and failing to protect children. Gill Jones said she had

:17:35. > :17:40.enjoyed an unblemished record as a social worker for 20 years. It was

:17:40. > :17:50.alleged she was used as a scapegoat by a department that was full of

:17:50. > :17:56.problems. Her deputy, seen coming out of the

:17:56. > :18:01.car, was found guilty of one charge of destroying child protection

:18:01. > :18:07.documents. They had both denied they had done anything wrong and

:18:07. > :18:15.they had followed the relevant guidelines.

:18:15. > :18:30.Gill Jones has been removed from the social workers register while

:19:17. > :19:20..."professionalised and successful doping programme...

:19:20. > :19:28..."that sport has ever seen." Armstrong denies the allegations.

:19:28. > :19:28.We

:19:45. > :19:48.why he's been stripped of his seven Tour de France titles. According to

:19:48. > :19:54.the United States Anti-Doping Agency, there's no denying that

:19:54. > :20:01.Armstrong was at the heart of a huge programme of taking,

:20:26. > :20:31.But to say this is what he actually did, I was shocked.

:20:31. > :20:37.The most damning evidence comes from 11 cyclists who were members

:20:37. > :20:43.of the same team as Armstrong. Despite not contesting the charges,

:20:43. > :20:47.the American has denied them. He beat cancer and his books have

:20:47. > :20:52.inspired millions. The work of his charity Livestrong remains

:20:52. > :20:58.important. To some he's still a hero. It depend how you look at a

:20:58. > :21:04.hero. If one thing can undermine all of his good work, I think this

:21:04. > :21:10.is so terrible, there was so much deception. He's lied throughout his

:21:10. > :21:15.career. This is enough to undermine everything he's done. Lance
