:00:10. > :00:22.An MP says a report drafted 20 years Ann Clwyd claims the report that

:00:22. > :00:34.Where is that evidence? I'm sure That's why I'm asking if someone

:00:34. > :00:43.Plaid Cymru support Labour's budget An investigation is launched after a

:00:43. > :00:47.We'll bring you the latest on the ash dieback.

:00:47. > :00:51.A fungus that can destroy all the ash trees in Wales.

:00:51. > :00:56.Six samples are being tested.

:00:56. > :01:01.Wales's National Learning Disabilities Football Team...

:01:01. > :01:15...makes history by playing their first international match.

:01:15. > :01:17.Good evening.

:01:17. > :01:21.Pressure is mounting for answers surrounding new allegations...

:01:21. > :01:24...of abuse at children's homes in North Wales.

:01:24. > :01:28.Today a Welsh MP called for a report written in the 90s...

:01:28. > :01:31...to be published.

:01:31. > :01:33.That was written following an investigation...

:01:33. > :01:36...under Clwyd County Council but it was never seen by the public.

:01:36. > :01:37.

:01:37. > :01:46.According to Ann Clwyd the report mentions children being tortured.

:01:46. > :01:47.It

:01:47. > :01:47.It the

:01:47. > :01:52.It the report

:01:52. > :01:56.It the report but was never published, the Jillings Report, but

:01:56. > :02:00.was about the heart of Clwyd County Council but it is not known whether

:02:00. > :02:06.or a copy exists. Legal advice other times said the content could

:02:06. > :02:16.be libellous. But Ann Clwyd says she saw a copy in the 1990s and it

:02:16. > :02:20.contains allegations of rape and torture. They took something like

:02:20. > :02:25.2,600 pieces of evidence from individuals. Where is that evidence

:02:25. > :02:30.now? I am sure it is available somewhere. I am asking anyone if

:02:30. > :02:39.they have a copy of the report to post it to me at the House of

:02:39. > :02:44.Commons. The Jillings Inquiry considered cases of abuse in

:02:44. > :02:49.children's homes in North Wales, including Bryn Estyn in Wrexham. If

:02:49. > :02:54.a copy exists in the archives, Flintshire Council says it should

:02:54. > :02:57.be published in accordance with the principles of freedom of

:02:57. > :03:03.information. David Cameron was presented with a list of

:03:03. > :03:08.Conservative members, who were alleged to be suspected. The Prime

:03:08. > :03:13.Minister had a warning. This is a danger this could turn into a sort

:03:13. > :03:17.of witch hunt, particularly against people who are gay. I am worried

:03:17. > :03:23.about the sort of thing you are doing now, giving me a list of

:03:23. > :03:26.names you have taken off the internet. He said -- anyone with

:03:26. > :03:31.information should contact the police. Several inquiries are

:03:31. > :03:37.taking place at the moment. According to a children's charity,

:03:37. > :03:45.a further review will be needed to see what lessons can be learnt.

:03:45. > :03:50.There are so many inquiries going on. There will be a message, in all

:03:50. > :03:55.of them at the end of this. We should look at the lessons that

:03:55. > :03:59.arise from every inquiry. We have to do something about that.

:03:59. > :04:06.Home Secretary has announced that an inquiry will be led by Keith

:04:07. > :04:18.Bristow, head of the National Crime Agency. BBC Wales understands he

:04:18. > :04:29.The NSPCC has a helpline ..or who has information.

:04:29. > :04:33.The Welsh Government has reached an agreement with Plaid Cymru...

:04:33. > :04:36...that ensures their budget will be passed in the Assembly.

:04:36. > :04:40.Labour ministers have agreed to spend more on apprenticeships...

:04:40. > :04:44...and to fund a new science park to be developed by Bangor University.

:04:44. > :04:47.But the Liberal Democrats have said they are disappointed...

:04:47. > :04:50...and the gap will now open between spending on pupils...

:04:50. > :04:59...in England and Wales.

:04:59. > :04:59.Last

:04:59. > :05:00.Last year

:05:00. > :05:03.Last year there

:05:03. > :05:07.Last year there would two parties in the frame and plenty of the

:05:07. > :05:11.speculation as to who would support Labour's budget. The answer then

:05:11. > :05:19.was the Liberal Democrats. This year the race was between the same

:05:19. > :05:25.two parties. The Liberal Democrats last year wanted more to be spent

:05:25. > :05:29.on underprivileged pupils but the bargain was signed by Plaid Cymru

:05:29. > :05:34.this year. Plaid Cymru has agreed to withhold their vote in order for

:05:34. > :05:40.the budget to win a majority. Laver -- Labour have agreed to spend 20

:05:40. > :05:46.million on apprenticeships, mainly for those aged between 16 and 24 as

:05:46. > :05:55.well as giving 10 million to Bangor and Aberystwyth universities,

:05:55. > :06:02.to form a new science park. We were aware that there was a problem with

:06:02. > :06:05.youth unemployment, especially those between 16 and 24. They have

:06:05. > :06:10.been affected by this recession. We felt we had to do something for

:06:10. > :06:20.them. We have 20 million to help them next year and the following

:06:20. > :06:28.year. Last year Labour had to agree to spend 20 million on

:06:28. > :06:34.underprivileged pupils. We rejected that some because we did not feel

:06:34. > :06:40.it would help people who have lost their jobs. This year the same

:06:40. > :06:43.combination of -- is made by the Conservatives' Darren Millar

:06:43. > :06:54.pleaded that Plaid Cymru, who were Labour's former coalition

:06:54. > :07:02.government partners was like a dog An investigation has been launched

:07:02. > :07:04.It appears she was waiting to be moved...

:07:04. > :07:06...from Ysbyty Ystrad Fawr in Ystrad Mynach...

:07:06. > :07:13...to the Royal Gwent in Newport for an emergency caesarean.

:07:13. > :07:14.What

:07:14. > :07:14.What more

:07:14. > :07:18.What more do

:07:18. > :07:24.What more do we know? This is a very sad case. The woman was

:07:24. > :07:30.supposed to give birth in a midwife lead -- and a midwife LED unit, but

:07:30. > :07:36.there were problems so they decided to transfer her to a larger

:07:36. > :07:40.hospital, the Royal Gwent Hospital in Newport. But as we understand

:07:40. > :07:48.things, she had to wait two hours for an ambulance. The baby later

:07:48. > :07:53.died in Newport. The details were discussed yesterday on the Assembly

:07:53. > :07:57.for but tonight it has been confirmed that there will be an

:07:57. > :08:03.inquiry between the local health board and the ambulance service.

:08:03. > :08:10.The health board has said they are offering the family every support.

:08:10. > :08:17.Also today, a Health Minister has set stricter targets for ambulance

:08:17. > :08:24.response times and Wales. Yes, there is no connection between the

:08:24. > :08:31.incident we have just mentioned. Lesley Griffiths will catch -- will

:08:31. > :08:36.look at the structure of the service and how it is funded. The

:08:36. > :08:40.ambulance service is expected to respond to 65% of emergency calls

:08:40. > :08:46.within eight minutes. Lesley Griffiths wants to increase that to

:08:46. > :08:55.70%. The problem is the ambulance service is not reaching their

:08:55. > :09:12.Tests are being held in areas of ..of the disease which affects

:09:12. > :09:19.Throughout Britain the fungus These trees in Norfolk have been

:09:19. > :09:23.affected with the dieback. It attacks believes and also the bark.

:09:23. > :09:33.Only one site in Wales has been affected but all for up -- but

:09:33. > :09:41.authorities expect more. If it does spread it will affect all areas. I

:09:41. > :09:46.am thinking about the Gower peninsula and the Lower Wye valley.

:09:47. > :10:00.With winter coming agencies have time to deal with this problem but

:10:00. > :10:08.the fungus is less likely to live on as the trees lose their leaves.

:10:08. > :10:16.We are going to plant other species of trees instead of the ash. We

:10:16. > :10:28.have to change our plans. These trees are healthy and only one case

:10:28. > :10:32.of the fungus has been seen in Carmarthenshire. After a survey

:10:32. > :10:41.right across Wales last weekend, it is believed that the fungus is much

:10:41. > :10:49.more common. But the headache for the authorities in Wales and the

:10:49. > :10:55.rest of Britain is to agree on a policy on how to treat the streets.

:10:55. > :11:02.-- these trees. Tonight, six samples from Wales are still being

:11:02. > :11:09.tested. Ireland correspondent joins us tonight. What more do we know?

:11:09. > :11:13.Let me tell you these trees behind me are healthy. There are many ash

:11:13. > :11:18.trees in this part of Carmarthenshire. The problem has

:11:18. > :11:26.been detected in another part if the county. We don't know who owns

:11:26. > :11:30.those trees but we know the Forestry Commission will prevent

:11:30. > :11:39.people from walking in that area. They don't want it to be

:11:39. > :11:43.transferred to another area. Otherwise the picture throughout

:11:43. > :11:51.Britain, it could be a week or so before a national scheme on how to

:11:51. > :11:58.deal with this dieback will be announced. We heard in the report

:11:58. > :12:07.how shocking -- how shockingly common these trees are. What signs

:12:07. > :12:11.should people look for? We have got a young tree here next to me. Some

:12:11. > :12:18.of the old trees have lost their lives now. What you should look for

:12:18. > :12:28.on the sleeves -- on these leaves are black marks on the tip of the

:12:28. > :12:37.leaf. If there is a diamond shape on the bark, but also shows the

:12:37. > :12:43.fungus is present. Those are the The row over this summer's GCSE

:12:43. > :12:47...of helping to create the chaos by not stepping in earlier...

:12:47. > :12:50...into the row over the grading of English language papers.

:12:50. > :12:54.Mr Andrews said he didn't interfere incase he was...

:12:54. > :13:03..."crucified by the media".

:13:04. > :13:04.Rarely

:13:04. > :13:04.Rarely has

:13:04. > :13:07.Rarely has any

:13:08. > :13:12.Rarely has any GCSE results caused such a row. Pupils and teachers

:13:13. > :13:18.were disappointed after receiving lower than-expected grades. The

:13:18. > :13:25.Education Minister blamed unfair grading system and ordered the

:13:25. > :13:30.English language paper to be regraded. But at the Senedd

:13:30. > :13:34.Children's Committee, members questioned the minister why his

:13:34. > :13:38.offices had agreed to use systems used by England's exam board.

:13:38. > :13:42.had evidence this system was not going to work for pupils in Wales,

:13:42. > :13:46.that is enough evidence for us not to follow the same path. There were

:13:46. > :13:56.plenty of signs there. The department was not ready to see

:13:56. > :14:00.those signs. This led to complete chaos. Mr Andrews said he was

:14:00. > :14:04.concerned to the media and the Assembly Members would crucify him

:14:04. > :14:09.if he had insisted on using different grading systems for Wales.

:14:09. > :14:13.If I had done that I think I would have been probably crucified by the

:14:13. > :14:22.media and members here. I would have had little evidence on which

:14:22. > :14:25.to base that judgment. What will happen next here? The WJEC has

:14:25. > :14:29.confirmed the new English language GCSE is ready to be taught in

:14:29. > :14:38.schools. This qualification will put more emphasis on the exam

:14:38. > :14:41.Once again, concerns about ..has led to delays in the

:14:41. > :14:43...of the former Stradey Park in Llanelli.

:14:43. > :14:45.The Welsh Government has decided to interfere in the plan...

:14:45. > :14:52...for the third time.

:14:52. > :14:52.The

:14:52. > :14:52.The land

:14:52. > :15:00.The land that

:15:00. > :15:04.The land that was once home to a famous rugby team is now derelict.

:15:04. > :15:10.The story of Stradey Park is one that refuses to go away.

:15:10. > :15:14.Councillors met to date change part of the planning permission given in

:15:14. > :15:17.2007 for 450 homes. Members of the planning committee backed the

:15:17. > :15:21.application, but the head of the planning department announced the

:15:21. > :15:27.Welsh Government would prevent the authority from giving final

:15:27. > :15:31.permission if -- it is the third time the government has interfered.

:15:31. > :15:34.As a planning committee who wants to see this development go on I am

:15:34. > :15:42.very disappointed we are being criticised by the Welsh Government.

:15:42. > :15:46.Yet again this happened. This is the third time. In this morning's

:15:46. > :15:52.meeting, local residents voiced their concerns about the risk of

:15:52. > :15:57.flooding on the site. The sewage situation has worsened, according

:15:57. > :16:05.to the group that opposes the development. Models change of the

:16:05. > :16:11.flood maps, half the site is in a flood plain. Taylor Wimpey has

:16:11. > :16:16.detailed planning permission for 355 units and they can start the

:16:16. > :16:31.work at any time. But the company and the council have to wait to see

:16:31. > :16:39.if they will have more time to build up to 450. The row over the

:16:39. > :16:43.Stradey Park site has been a long and bitter. Planning permission was

:16:43. > :16:48.given in April 2007 following a public consultation, but no houses

:16:48. > :16:56.have been built here since then. Taylor Wimpey say they will start

:16:56. > :17:04.on the building work within the In the High Court, campaigners in

:17:04. > :17:10...to keep the Abergavenny livestock They opposed moving the 150 year old

:17:13. > :17:15...that has planning permission for a supermarket and a library.

:17:15. > :17:18.The programming agreement between the BBC and S4C...

:17:18. > :17:21...has been extended for another four years, until the end of 2017.

:17:21. > :17:25.The BBC will provide at least 520 hours a year for S4C...

:17:25. > :17:28...as well as other joint productions.

:17:28. > :17:32.The Urdd is to receive $10,000 from Welsh Church of Los Angeles.

:17:32. > :17:35.It's good news for the organisation but the reason for the gift is...

:17:35. > :17:39...the chapel is closing after 125 years.

:17:39. > :17:41.The fall in the number of members is being blamed.

:17:41. > :17:44.According to the Urdd the money, about 6,000...

:17:44. > :17:49...will be used to buy equipment for Glan-llyn and Llangrannog.

:17:49. > :17:53.A day after a sailor from North Wales and his partner...

:17:53. > :17:57...went into difficulties in the South Pacific...

:17:57. > :17:59...his family are still waiting for news.

:17:59. > :18:03.Stephen Jones, originally from Llandudno Junction...

:18:26. > :18:30.They started the engine this morning. I heard that. They can use

:18:30. > :18:41.the pump in order to get the water out of the yacht. They were

:18:41. > :18:50.expecting the boat to sink last The first ever election to choose

:18:50. > :18:52.For the first time individuals ..will be responsible for

:18:52. > :18:55.We've already looked at the race in three areas...

:18:55. > :19:00...and tonight we'll look at South Wales Police.

:19:00. > :19:01.This

:19:01. > :19:01.This is

:19:01. > :19:06.This is the

:19:06. > :19:09.This is the most highly populated area in Wales, it includes the

:19:09. > :19:14.cities of Swansea and Cardiff. More than 40% of the Welsh population

:19:14. > :19:21.live here. Something which is unique to South Wales Police is

:19:21. > :19:24.policing huge events. Especially on the sporting field. Over the next

:19:24. > :19:29.few years, the police will have to do this as well as their day-to-day

:19:29. > :19:33.work, Tata type -- and a tighter budget. Next year South Wales

:19:33. > :19:36.Police will face a budget cut of 8 million. These are the four who

:19:36. > :19:41.want to be the commissioner. Michael Baker is a former police

:19:41. > :19:46.officer and a lawyer. Politics should be kept out of policing. We

:19:46. > :19:52.know that if -- we know there is politics in life but there is place

:19:52. > :19:55.for politics. That is in Parliament, in Westminster, in local borough

:19:55. > :20:03.council halls or the Welsh Assembly government, not in the police

:20:03. > :20:09.service. The other independent candidate is Tony Verderame. That

:20:09. > :20:14.money needs to be spent to co- ordinate before the crime is

:20:14. > :20:20.committed. This is my philosophy. This is the prudent way and

:20:20. > :20:29.intelligent way to spend the money. The former MP and Home Office

:20:29. > :20:34.Minister Alun Michael is standing for the Labour Party. I thought I

:20:34. > :20:39.could carry on being MP for the next few years, but I thought that

:20:39. > :20:46.this is too important. With local support I decided to do something

:20:46. > :20:52.positive. The Conservative candidates, Caroline Jones, is a

:20:52. > :20:54.business owner in Porthcawl at Bridgend. She is a local person and

:20:54. > :21:01.understands what effects -- and understand what affects local

:21:01. > :21:07.people. She has personal experience of working in the Prison Service.

:21:07. > :21:14.We are telling people this is the people who can represent them

:21:14. > :21:21.unsecured transparency in the service. All four will know in a

:21:21. > :21:26.week's time who will be the Jamie Roberts will leave the Cardiff

:21:26. > :21:29...it's thought the Wales and Lions player will move to Paris...

:21:29. > :21:32...to join Racing Metro.

:21:33. > :21:36.Finally tonight, a bit of a sporting milestone.

:21:36. > :21:39.10 years since the Football Association of Wales...

:21:39. > :21:43...announced its strategy for players with disabilities...

:21:43. > :21:47...Wales' Learning Disabilities Teamhave played its first international.

:21:47. > :21:58.They faced Northern Ireland in Bangor.

:21:58. > :21:58.These

:21:58. > :21:58.These are

:21:58. > :22:05.These are the

:22:05. > :22:10.These are the latest players to have the honour to wear the red

:22:10. > :22:13.shirt on important day for the FAW. We have been working day -- we have

:22:13. > :22:19.been working hard to make sure we have the support. These young lads

:22:19. > :22:24.are between 16 and 28, so I hope they will be playing together for a

:22:24. > :22:31.while. The structure is there for the game to grow at this level.

:22:31. > :22:37.More work has to be done to catch up with countries like Northern

:22:37. > :22:43.Ireland. It is nice to see a Wales team playing locally. Everybody

:22:43. > :22:47.should have the opportunity if they enjoy it. The best of luck to them.

:22:47. > :22:53.It does not matter if you have got as a disability, you should be able

:22:53. > :23:03.to just carry on and do everything. Wales lost in their first

:23:03. > :23:08.international. We had already -- we are already looking for an

:23:08. > :23:13.international team for death players. Hopefully they will be

:23:13. > :23:18.supported as well. Northern Ireland proved to be too strong and too

:23:18. > :23:26.experienced for Wales and the end. Their next challenge in the new

:23:26. > :23:29.Let's have a look at tonight's Pressure is increasing for answers

:23:29. > :23:32...of abuse at children's homes in north Wales.

:23:32. > :23:35.Ann Clwyd MP has called for a reportprepared for Clwyd County Council...

:23:35. > :23:37...in the 1990s to be published.

:23:37. > :23:40.The Welsh Government has been supported by Plaid Cymru...

:23:40. > :23:42...in order to pass the budget.

:23:42. > :23:44.Plaid Cymru say they have been pledged 25 million...

:23:44. > :23:46...by the Welsh Government.
