:01:53. > :01:58.days. But the aim of the plan announced today is to get to grips

:01:58. > :02:03.with that. So who is eligible? Up to 3,000 new homes worth up to

:02:03. > :02:08.�250,000 each will be made available to first-time buyers.

:02:08. > :02:13.They will need a 5% deposit, and it will be open to people in areas

:02:13. > :02:17.where there is a shortage of homes. The Welsh Government and building

:02:17. > :02:20.companies will guarantee the loan. Similar schemes have been run at a

:02:20. > :02:30.local level in the past, but this is the first time a national scheme

:02:30. > :02:35.has been launched in Wales. It's being created here to help the

:02:35. > :02:42.market and it has to be praised. I'd also hope that they bring in

:02:42. > :02:46.something to help people buy older houses and not just new-build

:02:46. > :02:53.houses. Gruff Davies is currently buying his first home and is glad

:02:53. > :02:58.the Government is taking action. are trying to buy a house at the

:02:58. > :03:03.moment and we've found quite a restrictive mortgage and we have to

:03:03. > :03:09.save up a lot. Not many people can save 10-20% of deposit so I welcome

:03:09. > :03:14.what the Government is trying to do but having said that, buying a

:03:15. > :03:19.completely new house won't please everyone. As well as a helping hand

:03:19. > :03:22.for those who want to buy a house, the aim is to boost the building

:03:22. > :03:25.industry. They aim to launch the scheme by spring next year and hope

:03:25. > :03:55.thousands will take advantage of the mortgages and get a foot on the

:03:55. > :04:02.What has Steve Messham said? will say on Week In Week Out that

:04:02. > :04:07.he made a mistake last week in saying that he was abused by a

:05:11. > :05:15.the content could be libelous. The head of legal services in

:05:15. > :05:23.Flintshire on behalf of North Wales Councils is getting legal advice to

:05:23. > :05:30.see if the report can be published. Some of Wrexham Councillors have

:05:30. > :05:34.published a list of 60 names of people who are claimed to have been

:05:34. > :05:38.guilty of abuse. And after all this attention over the last few weeks,

:05:38. > :05:44.people have been contacting the children's commission for Wales?

:05:44. > :05:47.Ten people have contacted -- Children's Commissioner for Wales?

:05:47. > :05:50.Ten people have contacted the office. The office has not

:05:50. > :05:58.confirmed whether the Children's Commissioner has met the head of

:05:58. > :06:02.the Agency which will lead the new inquiry. We understand tonight that

:07:12. > :07:16.Grid says more is needed. The reason is the possibility of a new

:07:16. > :07:19.reactor at Wylfa and a large wind farm off the island's north coast.

:07:19. > :07:23.The National Grid suggests a row of pylons should be placed from

:07:23. > :07:29.northern Anglesey to the substation at Pentir near Bangor. Opponents

:07:29. > :07:33.want to see underwater cables from Anglesey to Deeside - a plan the

:07:33. > :07:40.National Grid says would cost hundreds of thousands of pounds

:07:40. > :07:45.more. People at tonight's meeting say more pylons are not the answer.

:07:45. > :07:53.Some of the possible routes across the Menai go close to the village

:07:53. > :08:01.of Felinheli and that has caused local concern. The view from

:08:01. > :08:06.Felinheli would be spoilt. They will be awful to look at. They

:08:06. > :08:14.should be underground. I don't like it at all. I feel that they

:08:14. > :08:19.shouldn't be there. They should be under the sea. But the National

:08:19. > :08:24.Grid say that will be expensive. It's less distance to December side

:08:24. > :08:28.than it is from Ireland and they already do that. The National Grid

:08:28. > :08:34.stresses that a final decision has not yet been made and it is in the

:08:34. > :08:43.middle of a consultation process with locals in Gwynedd and Anglesey.

:08:43. > :08:49.Joining me now is a local council member. Do you not accept that

:08:49. > :08:56.pylons are the most rational answer? Not at all. Pylons will

:08:56. > :09:01.spoil one of the most beautiful areas in Wales. We already have

:09:01. > :09:09.pylons in this area and to think that we are so close to Snowdonia.

:09:09. > :09:16.You have to wonder how they were approved, not to mention building

:09:16. > :09:20.similar ones across Anglesey and the Menai Strait. Also, not to

:09:20. > :09:24.mention the health effects that could be connected to this. But we

:09:24. > :09:31.are talking about the huge cost of underwater cables? Wouldn't you

:09:31. > :09:34.have to add that cost to electricity bills? That is what the

:09:34. > :09:42.National Grid want us to believe. We are talking about great expense,

:09:42. > :09:47.but when you put it in context, surely you have to look at that

:09:47. > :09:53.option. At the moment, the National Grid is taking us straight down the

:09:53. > :09:57.route of pylons across the land and the Menai Strait without

:09:57. > :10:03.considering the option of putting cables under the sea. We are

:10:03. > :10:09.calling on them to look seriously at that option and to think about

:10:09. > :10:15.the economic cost, the social cost and the environmental cost of

:10:15. > :10:27.placing all these pylons and the damage to future generations that

:10:27. > :10:29.There is debate tonight after it ..by experts on the future of the

:10:29. > :10:31.In its original form, the document said that plans to reorganise...

:10:31. > :10:34...Betsi Cadwaladr University Health Board were not sustainable.

:10:34. > :10:36.But that wording was changed to be more supportive...

:10:36. > :10:38...after the chairman of the board intervened.

:10:57. > :11:03.after it became clear that this important report was rewritten

:11:03. > :11:09.after being approved and presented. The question is why did that

:11:09. > :11:15.happen? Was it an attempt to hide information, or to ensure that the

:11:15. > :11:19.process of reorganising the NHS in Wales was clear and transparent?

:11:20. > :11:26.Last year, the Health Minister set up a clinical forum of doctors to

:11:26. > :11:31.give specialist advice to the NHS. This document, an assessment of the

:11:31. > :11:36.reorganisation, was produced. At the end of last month, the panel

:11:36. > :11:42.came to the conclusion that although some elements of the

:11:42. > :11:47.changes were justified, they were unsustainable in the long-term and

:11:47. > :11:52.needed reconsidering significantly. But after the health board asked

:11:52. > :12:00.the forum to explain its opinion further, that assessment was

:12:00. > :12:06.retracted, a new version was drafted saying that the forum

:12:06. > :12:09.supported the redevelopment and it would give a high standard of

:12:09. > :12:17.service to North Wales. This man, the chairman of the forum, was

:12:17. > :12:24.responsible for the redrafting. He said he decided to do that to

:12:24. > :12:26.ensure that the answer was balanced. This is unreasonable if this has

:12:26. > :12:30.really happened. It seems like there is a private agreement

:12:30. > :12:37.between the Chief Executive of the health board and the chairman of

:12:37. > :12:42.the forum. That suggests that some kind of conversation has been

:12:42. > :12:48.happening which is not acceptable. The Health Minister today said that

:12:48. > :12:51.no member of the Government has any influence on the policies decision

:12:51. > :12:58.to rewrite the report. There's been great controversy about the plans

:12:58. > :13:01.to close local hospitals in North Wales and campaigners there have

:13:01. > :13:06.their doubts. We get these documents and public consultations,

:13:06. > :13:10.but there is no basis to them. And they use words like "unsustainable"

:13:10. > :13:15.then leave them out. And it leaves us in a very dangerous place for

:13:15. > :13:20.the future. But BBC Wales can also reveal that the chairman of the

:13:20. > :13:27.clinical forum has redrafted not just the panel's response to Betsi

:13:27. > :13:36.Cadwaladr University Health Board, but also to reorganisation in mid-

:13:36. > :13:40.Wales. I believe this is a terrible thing because it is intervention in

:13:40. > :13:53.a democratic process. It's intervening in something the Health

:13:53. > :13:56.Minister has put forward. question tonight is whether changes

:13:56. > :14:04.to this document are enough to undermine the whole reorganisation

:14:04. > :14:06.The Islamic cleric, Abu Qatada, ..in North West London

:16:56. > :17:02.us that they have ten or 15 children who haven't even been

:17:02. > :17:05.taught their own names. The Welsh Government's response is to say it

:17:05. > :17:09.acknowledges that good language skills can make a big difference to

:17:09. > :17:14.a child's life and that they are putting many schemes into place to

:17:14. > :17:21.deal with this including doubling the number of children who have

:17:21. > :17:35.helped by 2015 that the success of the programme supporting children

:17:35. > :17:41.A 23-year-old man from Slovakia has been accused of murdering another

:17:41. > :17:48.man in Bala over the weekend. He will appear in court tomorrow. The

:19:01. > :19:05.Wales. It's quiet here tonight, but within a few days, the police will

:19:05. > :19:11.face one of the biggest changes they have faced in their history.

:19:11. > :19:17.As well as a new way of supervising police work, Thursday's elections

:19:17. > :19:22.will also use a new voting system. There will be two columns on the

:19:22. > :19:26.ballot paper in areas with more than two candidates. One for your

:19:27. > :19:32.first choice and the other for your second. The second vote will only

:19:32. > :19:36.count if there is no clear winner. Absent from the ballot paper will

:19:36. > :19:40.be two of Wales' main parties. Plaid Cymru was against this

:19:40. > :19:47.measure when it went through Parliament because it gives so much

:19:47. > :19:53.control to one elected Commissioner. It is an American idea and if that

:19:53. > :20:00.person also belongs to a political party, it pretty much politicises

:20:00. > :20:05.the police and that is not acceptable to me. I was against it

:20:05. > :20:10.on principle. I don't think there should be political intervention in

:20:10. > :20:18.the police. Because I don't see it is a good

:20:18. > :20:22.thing on principle, I decided not to put candidates forward.

:20:23. > :20:27.According to some, even the candidates aren't campaigning very

:20:27. > :20:31.hard. It all seems to be a bit of a mess. I don't see any interest even

:20:31. > :20:35.amongst political activists. I talk to people who are active in

:20:35. > :20:40.political parties which are putting candidates forward. Even they are

:20:40. > :20:45.bored by it so it is not surprising the public are completely

:20:45. > :20:49.unenthusiastic. Despite the lack of interest, supporters of the new

:20:49. > :21:01.system insist that the electorate will take interest when they see

:21:01. > :21:16.There will also be a by-election ..as Alun Michael gives up his seat

:21:16. > :21:19.We can look at that battle now with The Cardiff South and Penarth

:21:19. > :21:28.constituency is the most populous in Wales. The streets and people

:21:28. > :21:31.have changed as these pictures show. The carts and trams have gone and

:21:31. > :21:36.cars and lorries have replaced them. The shop has become a Chinese

:21:36. > :21:42.restaurant but one thing has stayed the same over the decades. This is

:21:42. > :21:47.a strong Labour area and Labour members have represented it for

:21:47. > :21:53.decades. The party is also ahead in opinion polls, but going door-to-

:21:53. > :21:59.door they don't want to be overconfident. We have to work

:21:59. > :22:03.harder if anything to ensure that we get the message to the

:22:03. > :22:09.Government in Westminster. What they are doing is not right and

:22:09. > :22:14.this is how we should do it. Nick Clegg visiting the constituency,

:22:14. > :22:17.but as a result of his coalition in Westminster, the Lib Dems are

:22:17. > :22:22.losing support. If the opinion polls are to be believed that is.

:22:22. > :22:30.They have enough to be happy about according to the party. Raising the

:22:30. > :22:33.tax threshold so you have more money in your pocket, increasing

:22:33. > :22:38.pensions and investing in infrastructure to bring jobs into

:22:38. > :22:44.Wales and the UK. People see the Lib Dems making a difference in the

:22:44. > :22:47.Government. A rest for Plaid Cymru campaigners. There is is a high

:22:47. > :22:52.proportion of ethnic minorities in the area. Some believe that there's

:22:52. > :23:00.room to build on their support. It's important that we show that we

:23:00. > :23:04.as a party can represent all kinds of areas in Wales, both rural and

:23:04. > :23:07.urban. And we can talk with authority in the Government.

:23:07. > :23:12.Conservatives have been gaining ground on Labour here for a decade.

:23:12. > :23:19.But with them in power in Westminster, the concern is that

:23:19. > :23:23.their support could lessen over the next week. We can't keep on

:23:23. > :23:26.spending the amount of money we are. So people understand we need to

:23:26. > :23:34.make difficult decisions and I think we get a very positive

:23:34. > :23:42.response on the doorstep in this by-election. This was the

:23:42. > :23:46.constituency of former Prime Minister James Callaghan at one

:23:46. > :23:54.point. The campaigners will have to convince people to leave their warm

:23:54. > :23:56.In rugby, despite expectations for ..and centre Ashley Beck to be

:23:56. > :23:59...against Samoa on Friday, other injuries are causing problems...

:23:59. > :24:02...for the coaching team.
