:05:53. > :05:59.the Labour Government that they found the money for this but you

:05:59. > :06:03.wouldn't find the money for the families feeling this pressure.

:06:03. > :06:07.They asked Carwyn Jones, "Why can't that money be found?" He said this

:06:07. > :06:14.was George Osborne's gaffe. They would like to find the money but

:06:14. > :06:19.During last month's horrendous ..there was serious flooding

:06:19. > :06:35.Today, a report by ..explained culverts

:06:35. > :06:41...which was partially responsible What exactly has this report got to

:06:41. > :06:45.say? Well, the report says that there are a number of factors that

:06:45. > :06:50.caused these floods to happen, that the ground was so saturated because

:06:50. > :07:01.so much rain had fallen, but another factor that was responsible

:07:01. > :07:05.was that the culverts had blocked and they hadn't been cleared. The

:07:05. > :07:13.floodplains were overflowing and there was nowhere for the water to

:07:13. > :07:20.flow. This is what the Agency said. It seems that from what we

:07:20. > :07:28.understand that the culverts were blocked and the water had backed up,

:07:28. > :07:32.gone over the top and flooded the estate. Can we say who was to blame

:07:32. > :07:36.and who is answerable? No, I don't think that is possible at the

:07:36. > :07:41.moment. I have just come from the estate. I have been talking to

:07:41. > :07:47.locals and they weren't surprised that this was the conclusion of the

:07:47. > :07:58.report. They had seen that the culverts hadn't been cleared and

:07:58. > :08:08.they suggested - it reminded them of an old Welsh legend. There are

:08:08. > :08:13.When the decision was made ..a report by the Newsnight
