:02:46. > :02:56.BBC Wales has seen the business plan that was presented to the Welsh

:02:56. > :03:01.European Funding Office. The document contains figures on the

:03:01. > :03:05.profits expected from the venture and work on possible markets for the

:03:05. > :03:12.villain. In one statement, the author said he is convinced there is

:03:12. > :03:18.a market for a Pavilion in Ceredigion. But there was not a

:03:18. > :03:23.formal agreement with any company. There is also a reference to S4C and

:03:23. > :03:28.no doubt the channel would be interested in using the Pavilion,

:03:28. > :03:33.but according to the channel, there hasn't been any formal discussion

:03:33. > :03:39.before the report was drafted. We asked and expert in European grants

:03:39. > :03:45.to assess the report and figures. The problem is, while it provides a

:03:45. > :03:52.financial focus, the narrative doesn't set out the assumptions. It

:03:52. > :03:58.is difficult to determine whether or not this is a viable centre. If you

:03:58. > :04:03.take the business plan on its face value, what it projects is a profit

:04:03. > :04:13.after three years. On an initial investment of �2.8 million, that

:04:13. > :04:18.rate of retirement isn't triggered. -- return. Isn't very good.

:04:18. > :04:27.Although he says he was responsible for the figures, this man supports

:04:27. > :04:31.the research work. We were looking at about �100,000 income in the

:05:24. > :05:29.that would happen, and unfortunately these didn't come to fruition.

:05:37. > :05:43.success. It is a success. It doesn't -- it does exactly what Objective

:05:56. > :06:01.benefiting. Since Pafiliwn Cyf was dissolved,

:06:06. > :06:15.Eisteddfodau. But some would question whether it was a wise

:06:15. > :06:22.decision to spend �3 million on the Farmers could be asked to share the
