:00:06. > :00:08.Testing education in Wales. There's a strong suggestion this evening

:00:09. > :00:13.that Wales' standing in the international table will be

:00:13. > :00:17.disappointing. But the head of the PISA tests says

:00:17. > :00:22.there's hope of improving in future. Concerns among farmers at the Winter

:00:22. > :00:27.Fair about funding from the EU. Expanding the appeal of the Urdd

:00:27. > :00:31.Eisteddfod. Are new technology and new competitions the answer?

:00:31. > :00:47.A new club for Mike Phillips. The scrum-half is on his way to Racing

:00:47. > :00:50.Metro in Paris. There is a strong suggestion tonight

:00:50. > :00:53.that there will not be an improvement for Wales in the PISA

:00:53. > :00:59.international education test results. The results compare pupil

:00:59. > :01:02.standards in reading, science and maths across the world. One expert

:01:02. > :01:07.says the missing decade following devolution is to blame for the

:01:07. > :01:16.disappointing performance. Our reporter Arwyn Jones looks at the

:01:16. > :01:22.Welsh Government's reaction to the results from three years ago.

:01:22. > :01:36.the PISA results were declared the years ago, the education minister

:01:36. > :01:45.said the results were proof that things needed to change. The results

:01:46. > :01:55.for Britain as a whole were around the average mark. But in Wales, the

:01:55. > :02:04.score was much lower. Science was down less than 500. The score for

:02:04. > :02:14.reading was down a lot on the British average. With mathematics,

:02:14. > :02:20.US result was the same as being six months behind the average.

:02:20. > :02:24.thought we were good. We had also used education successfully to save

:02:24. > :02:31.the language, a great success story from which we should learn lessons.

:02:31. > :02:39.Because we had done that people thought we could do no wrong. We did

:02:39. > :02:43.not do what others did. Most of the countries had put in place national

:02:43. > :02:54.programmes to ensure teachers had the bodies of knowledge and the

:02:54. > :03:04.approach is to be good teachers and help their children. A different

:03:04. > :03:10.system has been taken on at various schools so that they can improve.

:03:10. > :03:26.They will need to use various aspects and use everyday

:03:26. > :03:32.experiences. The bluebells are seeing a better result.

:03:32. > :03:39.practising the questions, we get more used to answering the

:03:39. > :03:44.questions. You have to make sure that you read the information

:03:44. > :03:51.carefully. Those are not the only changes that have been brought

:03:52. > :04:00.forward. Schools and output in vans according to performance. But it is

:04:00. > :04:09.not just teaching unions who believe it is not sensible to put so much

:04:09. > :04:19.emphasis on this. US government has put a lot of emphasis on seeing

:04:19. > :04:27.whales go into the top 20 in the future. That pace of progress is

:04:27. > :04:37.possible. Brazil were at the top -- bottom of the league. That the

:04:37. > :04:46.change we are seeing their could bring Wales to the top 20.

:04:46. > :04:50.results will be declared tomorrow. Arwyn joins us now. Speaking to

:04:50. > :05:01.people within the Welsh Government, they are not very hopeful of

:05:01. > :05:07.tomorrow's results. Mathematics is our poorest subject. The education

:05:07. > :05:10.Minister said we should not close our hopes too much. When we had the

:05:10. > :05:23.first results, we were disappointed because we were not as good as

:05:23. > :05:29.expected. We were even worse in 2010. Wales start to look for in

:05:29. > :05:36.relation to other countries. When it comes to the changes we have seen

:05:36. > :05:41.since 2010, perhaps it is too soon to see changes and an increase in

:05:41. > :05:46.standards. The US government has also run all kinds of courses and

:05:46. > :05:57.seminars to teach teachers how to set these exams in order to improve

:05:57. > :06:01.results will stop we should also remember that 14 years of A-level --

:06:01. > :06:04.Labour government have been seen in Wales. You can be sure that the

:06:04. > :06:10.opposition parties will have something to say and that they will

:06:10. > :06:21.be pointing a finger towards the government and the improvements have

:06:21. > :06:27.not been brought -- brought forward. In the past, we have been at the top

:06:27. > :06:35.of British results and we have also been performing poorly compared to

:06:35. > :06:44.the rest of Britain. There will not be any excuses when the next results

:06:44. > :06:47.are declared in three years time. The results will be out at ten

:06:47. > :06:50.o'clock tomorrow morning. A man has admitted killing a

:06:50. > :06:55.17-year-old girl and leaving her body in woodland in Denbighshire.

:06:55. > :06:58.Georgia Williams from Wellington in Shropshire disappeared in May. Her

:06:58. > :07:02.body was found off the Nant-y-Garth Pass between Wrexham and Ruthin.

:07:02. > :07:06.Police searched for her for five days. Jamie Reynolds, who is 23

:07:06. > :07:10.years old, will be sentenced later in the month.

:07:10. > :07:16.Two teenage boys were sentenced to a total of 13 years in a young

:07:16. > :07:20.offenders institution for assaulting a homeless man in Newport. Vladimir

:07:20. > :07:24.Kazlausks, who is 54 years old, was blinded in one eye and left in a

:07:24. > :07:32.coma. Kane Price, who is 15, and Ashley Farrow, who is 18, used a

:07:32. > :07:36.chair leg to beat him. Today was the first day of the

:07:36. > :07:41.Winter Fair in Llanelwedd and it was a busy day for food producers and

:07:41. > :07:44.sellers. The Government launched a new food strategy, but one of the

:07:44. > :07:47.main talking points was cutting direct payments to farmers. During

:07:47. > :08:00.this month, the Welsh Government should tell the EU by exactly how

:08:00. > :08:10.much it will cut payments to farmers. The show is much smaller

:08:10. > :08:22.than the summer show. Farmers fear they will be a cut in European

:08:22. > :08:31.grants this year. We know they will be 20% less in the CHP. -- CHP. You

:08:31. > :08:40.can transfer money from pillar one two pillar to. The Minister has many

:08:40. > :08:56.he has not spent from pillar one. I should he take more out quest to

:08:56. > :09:07.Mac? There has been a drop of 1.6% in the number of new rules that will

:09:07. > :09:16.be coming -- in the amount coming. In real terms, it is about 20%. On

:09:16. > :09:29.top of that, there is a threat that other 15% of that money will be

:09:29. > :09:36.moved to the rural development. Many farmers are depending on these sums.

:09:36. > :09:46.Much of the many is being earmarked for landowners to conserve their

:09:46. > :09:57.land. It is clear a lot of environmental work is needed on top

:09:57. > :10:01.of the state of nature report in May which showed nature is in poor

:10:01. > :10:11.condition and they need to be improvements such as in the quality

:10:11. > :10:19.of water. The Minister says changes are needed and he said farmers need

:10:19. > :10:23.to be patient. We have a lot of decisions to be made. Some of those

:10:23. > :10:33.decisions will lead to different decisions for the it is a process we

:10:33. > :10:42.have to follow and this is to be done through a timetable. We need to

:10:42. > :10:51.change the system in Wales and we have many decisions to take.

:10:51. > :10:58.farmers are looking forward to losing money. But the uncertainty is

:10:58. > :11:05.the worst thing. It has been eight tough year thanks to the weather.

:11:05. > :11:08.The last thing they will want now is to wait until the New Year before

:11:08. > :11:11.getting the announcement. Staying at the Winter Fair, the

:11:11. > :11:14.price of wool has increased threefold during the past five

:11:14. > :11:17.years. It is because of the demand from China. According to the British

:11:17. > :11:26.Wool Marketing Board, prices are expected to increase again next

:11:26. > :11:34.year. At the Winter show, that is well everywhere. There has been an

:11:34. > :11:38.increase in demand. It is nice because young people have an

:11:38. > :11:50.interest in Welsh blanket. They know they are getting something good for

:11:50. > :12:01.their money. People are looking for materials of quality. Before

:12:01. > :12:13.reaching the stalls, the will comes here. More than 3 million tonnes of

:12:13. > :12:22.the practice is collected by the marketing board. The places are

:12:22. > :12:27.expected to rise again over the coming months. There is strong

:12:27. > :12:39.demand and this is very positive for the industry. And increasing

:12:39. > :12:53.percentage is exported to China. sheep farmers, the fireplaces are a

:12:53. > :12:59.boost. If the places and down then people complain. The places have

:12:59. > :13:13.gone up again so we will be looking forward to next year. -- the places

:13:13. > :13:20.-- the price. It is difficult to get the place to go up for the part of

:13:20. > :13:29.the reason is the increase in demand in the market. Because of the

:13:29. > :13:38.increase in demand, we can do more. We have a chance to absorb the costs

:13:38. > :13:46.because we can sell more. There's plenty of selling at the Winter

:13:46. > :13:49.fair. At the site of the accident in

:13:49. > :13:52.Glasgow, rescue workers have managed to remove the helicopter from the

:13:52. > :13:56.roof of the pub. Nine people died in the accident, but workers are

:13:56. > :14:04.expected to find more bodies. The police helicopter fell on Clutha Bar

:14:04. > :14:07.on Friday night. Energy bills will continue to

:14:07. > :14:11.increase, but not as much as expected. British Gas and SSE will

:14:11. > :14:16.cut their bills by 50. Npower intends to freeze its prices until

:14:16. > :14:20.2015. The announcements were made after the government decided to make

:14:20. > :14:28.a change to its green levy and benefit payments for those living in

:14:28. > :14:33.Hairdressing, building walls and changing the oil in a car aren't the

:14:33. > :14:40.usual activities you'd associate with the Urdd Eisteddfod. But those

:14:40. > :14:43.skills could become a part of the youth festival in future. A special

:14:43. > :14:47.working committee has spent two years looking at how the movement

:14:47. > :14:49.should develop in time for its 100th birthday in 2022. The report

:14:49. > :14:52.recommends reviewing the current competitions and developing new

:14:52. > :15:00.competitions in different fields by working with further education

:15:00. > :15:03.colleges. The committee also suggested that those taking part in

:15:03. > :15:11.the district Eisteddfod rounds should receive a special invitation

:15:11. > :15:14.to the National Urdd Eisteddfod Maes. As well as this, targets

:15:14. > :15:16.should be set for every region to increase the number of competitors.

:15:16. > :15:33.We'll hear from the working committee's chair shortly, but

:15:33. > :15:42.first, here's the reaction from some Eisteddfod to do different things

:15:42. > :15:51.such as hairdressing. People enjoy doing things like this. It is a good

:15:51. > :15:59.thing. Then there's an idea that the festival is very much a middle-class

:15:59. > :16:09.festival. These things will help to bring different people in. We need

:16:09. > :16:20.to keep the traditional. It may become too much like Britain's got

:16:20. > :16:33.The Chair of the working committee, judge Nic Parry, is here this

:16:33. > :16:39.evening. What is wrong with the current setup? Nothing. This is

:16:39. > :16:51.coming at a time of strength. Many bodies carry out reviews when they

:16:52. > :17:00.are in decline. If we take action now we could avoid losing out.

:17:00. > :17:04.radical would you like to be? are not radical then we may see

:17:04. > :17:11.people losing interest. The young people, the further education

:17:11. > :17:22.colleges, have called for things which are relevant so that they can

:17:22. > :17:30.take part. Perhaps we will need to build bridges and was if we are to

:17:30. > :17:37.get rid of some things. You talked about creating an arena for all the

:17:37. > :17:45.preliminary rounds. That is going to be expensive. The world is changing

:17:45. > :17:54.and we have to move with it. We have to think about the world the

:17:54. > :17:58.youngsters are living in the top some of the competitors only get to

:17:58. > :18:03.perform at their school classroom. We need to offer tickets for those

:18:03. > :18:10.who do not get to the stage so that they can experience the festival as

:18:10. > :18:29.well. Roy Noble was talking about his review of the National Festival

:18:29. > :18:41.will stop. Nobody is talking about joining the festivals for setting up

:18:41. > :18:46.a permanent site. What would be the ideal festival? At the seaside with

:18:46. > :18:49.the waves producing the energy required.

:18:49. > :18:53.Welsh language campaigners have criticised a cut of 8% in the budget

:18:53. > :18:56.for Welsh for Adults courses. The cut is made as a result of a report

:18:56. > :19:00.commissioned by the Welsh Government. The Government says it

:19:00. > :19:03.would be difficult not to make cuts. Plaid Cymru argues the cut in Welsh

:19:03. > :19:06.lessons for adults is deeper than in other areas.

:19:06. > :19:12.A culture of dependency exists in Wales, which means people are

:19:12. > :19:16.unwilling to venture into business. That is what we will hear next as

:19:16. > :19:27.new figures show that Wales is behind the rest of the UK when it

:19:27. > :19:35.comes to setting-up new companies. Selling building goods of all

:19:35. > :19:39.kinds. ? Geraint established this business when he was 47 years old.

:19:39. > :19:46.He was fed up of working for others, he is now the boss, employing 22

:19:46. > :19:58.people. I can remember going to the bank and saying I wanted to start a

:19:58. > :20:03.business. I said I wanted to employee people in the local area.

:20:03. > :20:12.-- imply people in the local area. That employee people in the local

:20:12. > :20:15.area. I do not know what the answer is as to why more people are not

:20:15. > :20:18.starting businesses for the visit was easy, everybody would do it.

:20:18. > :20:21.there are fewer people doing this here than across the rest of

:20:21. > :20:40.Britain. Last year, just over 9% of Welsh businesses were new companies.

:20:40. > :20:46.The percentage for Britain was just Welsh people were more likely to

:20:46. > :20:52.start businesses than other youngsters. In Port Talbot, it isn't

:20:52. > :21:02.just steel that's being manufactured. Adam was 18 when he

:21:02. > :21:10.established a film production business. When you are a youngster,

:21:10. > :21:13.you have less to lose. You do not have a home which is at risk. You do

:21:13. > :21:19.not have as many bills because you can be living at home with your

:21:19. > :21:26.parents. It is an ideal time to start a business. Running a business

:21:26. > :21:36.is always difficult that you must use the tough times to push you

:21:36. > :21:42.forwards. But as a culture of dependency in Wales which goes back

:21:42. > :21:56.over a long period. We are looking for a good job in the public

:21:56. > :21:58.sector. But why not? In Pontardawe, this yard proves we have the

:21:58. > :22:02.necessary tools. Sport next. It's been a good day for

:22:02. > :22:03.Welsh scrum-half Mike Phillips for a number of reasons. Iwan has the

:22:03. > :22:07.details. There are two main reasons. Firstly,

:22:07. > :22:10.he will be joining Jamie Roberts and Dan Lydiate in Paris. He will be

:22:10. > :22:13.joining Racing Metro after being sacked from Bayonne more than a

:22:13. > :22:16.month ago. Secondly, Phillips will avoid any punishment despite these

:22:16. > :22:19.pictures showing him standing on Quade Cooper's hand. Wales lost to

:22:19. > :22:42.Australia for a ninth consecutive time, so what next for Warren

:22:42. > :22:51.Gatland's team? Dafydd Jones has hemisphere teams, the kick the ball

:22:51. > :23:09.too much. That is a mistake against teams like New Zealand and

:23:09. > :23:14.Australia. You have players who can be devastating. We have a scheme

:23:14. > :23:20.which has been successful in the past but it does not necessarily

:23:20. > :23:29.work against the big three. We need to get the first victory. We could

:23:29. > :23:37.have won at the weekend. We will have two play a different game with

:23:37. > :23:43.the ball and not pass it back to them on a plate. Wales might be one

:23:44. > :23:55.of the favourites in the next six Nations. Is that enough order the

:23:55. > :24:01.team needs more? -- where does the team needs more? We need to expand

:24:01. > :24:06.our game and show a little more imagination when we have the ball in

:24:06. > :24:14.hand. We created a lot of problems in the last ten minutes. But it was

:24:14. > :24:24.all too little, too late. What about Mike Phillips going to racing

:24:24. > :24:28.Metro? I know he enjoyed his time in France. I believe this club in Paris

:24:28. > :24:31.would be ideal. Next Monday night, we shall find out

:24:31. > :24:34.who the winner of the BBC Wales Sports Personality of the Year is.

:24:34. > :24:40.There are five names to consider this year. They are Gareth Bale,

:24:41. > :24:45.Aled Sion Davies, Leigh Halfpenny, Becky James and Non Stanford. We

:24:45. > :24:55.shall take a look at the men tonight and we shall take a closer look at

:24:55. > :24:59.the women on Friday's programme. Gareth Bale has been making a name

:24:59. > :25:08.for himself this year was up here has attracted a lot of attention and

:25:08. > :25:12.many. Wales have not had the best of years that the performances by

:25:12. > :25:28.Gareth Bale have been outstanding. He is now the most extensive layer

:25:28. > :25:35.was up he scored in his opening game with Real Madrid. It was a golden

:25:35. > :25:43.summer for Aled Sion Davies. He won a Paralympic gold last summer. The

:25:43. > :25:50.one at the world Championships this summer. It has been a great dream

:25:50. > :25:57.that I am very happy. I wanted to do what I achieved this year. I wanted

:25:57. > :26:04.to show that last year was not just a one off. Nobody scored more points

:26:04. > :26:14.than Leigh Halfpenny at the six Nations this year. He was also the

:26:14. > :26:20.top scorer of the British and Irish Lions talk. He has been playing very

:26:20. > :27:25.well and he does a lot of work of the pitch. He puts in a lot of work

:26:20. > :27:25.Subtitles unavailable for 1 minutes

:27:25. > :27:29.to his kicking. The work he has put We'll be concentrating on Becky and

:27:29. > :27:32.Non on Friday's programme. The main news again. There is a

:27:32. > :27:35.strong suggestion tonight that there won't be an improvement for Wales in

:27:35. > :27:38.the international PISA tests. The tests compare the reading, science

:27:38. > :27:41.and maths abilities of pupils from around the world. One expert says
