:00:12. > :00:20.Tonight's headlines - the number of people out of work in Wales is

:00:20. > :00:25.higher than it's been for almost 20 years. The number of young people

:00:25. > :00:32.without a job has gone past the one million mark. Four years of jail

:00:32. > :00:38.for the man who encouraged people to cause riots in Wales. 2.5

:00:38. > :00:55.million to boost the town of Aberystwyth, but is the money being

:00:55. > :01:00.spent carefully? Doctors say that Unemployment levels

:01:01. > :01:03.There are now 137,000 people in Wales out of work.

:01:03. > :01:05.That's an increase of 14,000 over a period of three months.

:01:05. > :01:07.Throughout the UK, the total has long passed 2.5 million...

:01:07. > :01:10...and there's been an increase of over 100,000.

:01:10. > :01:14.But maybe the biggest concern...

:01:14. > :01:17...is that a million young people are now out of work.

:01:17. > :01:20.The governor of the Bank of England warned today...

:01:20. > :01:24...that the economy will not grow as much as expected this year.

:01:24. > :01:34.Ellis Roberts reports.

:01:34. > :01:34.Although

:01:34. > :01:35.Although he

:01:36. > :01:39.Although he has

:01:40. > :01:45.Although he has a Masters in design, Ifan Gwilym has not yet found a

:01:45. > :01:49.permanent job, he's only had bits and pieces of work so far. How

:01:49. > :01:55.difficult is it? I find it very difficult. I haven't had any

:01:55. > :02:01.interviews yet. Very often I don't even get a response. How many jobs

:02:01. > :02:10.have you tried for? Around 15. It's difficult to say, because I've lost

:02:10. > :02:14.count. A lot of work is advertised and I try for that, but now I just

:02:14. > :02:18.go for the applications and send letters to companies asking for

:02:18. > :02:21.work. More than one million young people now needs jobs. Some after

:02:21. > :02:25.leaving college and some after leaving school. Those who are

:02:25. > :02:33.trying to help the young people know how difficult it is. There is

:02:33. > :02:38.a lack of work in the economy. The education system is concentrating

:02:38. > :02:43.on skills among young people. What we are hearing is that there are no

:02:43. > :02:49.jobs for young people when they finish their courses. One option is

:02:49. > :02:55.to spend time as an aspren tis. Gwenno Jones is doing that --

:02:55. > :03:08.apprentice. Gwenno Jones is doing that with theatre clothes. I enjoy

:03:08. > :03:12.it actually. I knew this is what I wanted to do from a young age. I'm

:03:12. > :03:18.hoping to go to university next year to study costume construction.

:03:18. > :03:25.This is a different way to lead up to that. Through this I'm getting

:03:25. > :03:28.industry experience. The economy has been in better shape. It will

:03:28. > :03:34.not grow as much as expected this year, according to the governor of

:03:34. > :03:37.the Bank of England. He predicts a growth of 1%. And the same for next

:03:37. > :03:40.year. The Welsh Government announced two new funds for

:03:40. > :03:46.businesses, loans and grants will be available and the aim is to

:03:46. > :03:51.create up to 5,000 jobs. It's difficult for businesses at the

:03:51. > :03:57.moment. The economy is difficult. Small businesses in particular have

:03:58. > :04:01.suffered. But they know how to operate. It is hard in difficult

:04:01. > :04:05.times. They want to employ people and they want investment and we

:04:05. > :04:10.welcome the fact that the Government has invested. British

:04:10. > :04:13.Gas is getting rid of 800 jobs in order to cut costs, but there will

:04:13. > :04:26.be to redundancies in the Cardiff office. However, unemployment

:04:26. > :04:32.levels in Wales are higher than they've been for almost 20 years.

:04:32. > :04:38.Our reporter has joined us in the studio. One million people are out

:04:38. > :04:43.of work. That's a huge concern? that's the number of young people

:04:43. > :04:49.and the Government has said that during this financial year it will

:04:49. > :04:52.spend 1.5 billion on apprenticeship schemes. The Welsh

:04:52. > :04:59.government has a fund and over three years it hopes to create

:04:59. > :05:05.4,000 jobs a year for young people. And things are not set to improve

:05:05. > :05:08.according to the latest statement from the Bank of England?

:05:08. > :05:13.Mervyn King has mentioned several things, but the main concern is

:05:13. > :05:19.what is happening with the euro. 40% of British exports go to the

:05:19. > :05:24.eurozone, so if that market is weak it will have an affect on us here.

:05:24. > :05:29.The main concern is that if countries like Greece and Italy

:05:29. > :05:40.can't pay their debts, then the banks will lose their money and

:05:40. > :05:44.they will not want to lend money to businesses here in Britain. George

:05:44. > :05:53.Osborne will make a statement in a fortnight. Will there be a change

:05:53. > :06:02.of direction or will he hold his ground? Well, is George Osborne in

:06:02. > :06:17.favour of reducing British debt? That is if it harms growth. He will

:06:17. > :06:22.not want Britain to get into the A man from Cardiff has been

:06:22. > :06:24.25-year-old Jamie Counsel # created a page on Facebook...

:06:24. > :06:26...in order to encourage rioting in Cardiff and Swansea.

:06:26. > :06:29.The judge said that the sentence would be a warning to others.

:06:29. > :06:47.Gwenfair Griffith is in our newsroom. What crime did Jamie Counsel commit?

:06:47. > :06:50.Jamie

:06:50. > :06:50.Jamie Counsel

:06:51. > :06:53.Jamie Counsel created

:06:53. > :06:59.Jamie Counsel created a Facebook page in August this year, calling

:06:59. > :07:05.for the riots to come to Cardiff and later on he changed the title

:07:05. > :07:09.to, "Bring the riots to Swansea." This was during a time when we had

:07:09. > :07:12.the worst riots in London and other areas in England. Pictures of the

:07:12. > :07:18.riots were broadcast around the world and over five people were

:07:18. > :07:22.killed. The riots did not cross the border into Wales, but that is what

:07:22. > :07:27.Jamie Counsel was encouraging on his website. He also noted a date

:07:27. > :07:33.and time for people to meet to break the law. How much of an

:07:33. > :07:45.effect did this page have? Around 30 people joined the website to

:07:45. > :07:49.start with. After he chained the title, another 30 people joined.

:07:49. > :08:01.People noticed the website and told the police about it, so Jamie

:08:01. > :08:07.Counsel was arrested at his home. The website did not lead to riots

:08:07. > :08:13.in Cardiff or Swansea. What did the judge say? The judge said that the

:08:13. > :08:19.riots in England frightened people and that what Jamie Counsel did was

:08:19. > :08:24.disgraceful. He could have received a sentence of six years in prison,

:08:24. > :08:30.but he pleaded guilty very early. The judge said that the four-year

:08:30. > :08:39.sentence would warn anybody who uses social networking sites that

:08:39. > :08:50.they could face severe punishment You're watching Newyddion on S4C.

:08:50. > :08:56.The appeal to raise 1 million We have succeeded. Thank you all

:08:56. > :09:03.for your contributions. We have rescued a very special farm in the

:09:03. > :09:11.heart of Snowdonia. You have raised 1 million. The National Trust will

:09:11. > :09:16.now protect this special place Wales' largest teaching union has

:09:16. > :09:18...which is having a detrimental impact...

:09:18. > :09:21...on teachers' ability to do their jobs.

:09:21. > :09:23.According to the NUT union...

:09:23. > :09:25...the new assessment plans for primary schools...

:09:25. > :09:27...will add to the workload of teachers...

:09:27. > :09:40...and keep them from the classroom for weeks.

:09:40. > :09:40.The

:09:40. > :09:40.The foundation

:09:40. > :09:44.The foundation phase

:09:44. > :09:47.The foundation phase was launched by the previous Welsh Government in

:09:47. > :09:51.2008. The intention was to transform early years education

:09:51. > :09:55.with an emphasis on learning through play. Three years later and

:09:55. > :10:04.the current Government have announced a new element, called the

:10:04. > :10:06.child velt assessment profile. -- child development assessment

:10:06. > :10:13.profile. Every pupil is assessed using questions like, how able they

:10:13. > :10:22.are to stand on one leg for two seconds. However, the assessments

:10:22. > :10:28.are far from popular. Beth Davies is a headteacher in Pontyberem and

:10:28. > :10:32.a member of the NUT management board. She says teachers have been

:10:32. > :10:41.absent because the assessments have added an administrative burden.

:10:41. > :10:53.NUT is working on the concerns that were expressed by members. These

:10:53. > :11:00.tests are an administrative burden on schools. Teachers have not been

:11:00. > :11:03.able to teach for six weeks because they have been assessing pupils.

:11:03. > :11:06.The Welsh Government says the NUT's concerns have been noted and the

:11:07. > :11:11.Government minister has already made a public promise to teachers,

:11:11. > :11:13.that the Government would review the early lessons from the scheme.

:11:13. > :11:25.However, we have received encouraging feedback from teachers

:11:25. > :11:29.who welcomed the profile. The NUT's concerns have been echoed by the

:11:29. > :11:31.National Union of Head Teachers. It says the system creates another

:11:32. > :11:37.burd on teachers and didn't sit comfortably with the foundation

:11:37. > :11:45.phase. However, the Welsh Government says the scheme has been

:11:45. > :11:52.developed in co-operation with The Old Bailey in London today heard

:12:11. > :12:16.eyewitnesses have been shedding light on what happened at this bus

:12:16. > :12:22.stop in Eltham in south-east London 18 years ago. It was here on a cold

:12:22. > :12:25.April night, that a handful of people were waiting for a bus.

:12:25. > :12:29.Royston Westbrook described how a group of youths started running to

:12:29. > :12:33.Stephen Lawrence and his friend. He said Stephen fell down. There were

:12:33. > :12:41.so many of them. It all happened so quickly. I thought he had been hit.

:12:41. > :12:45.It only lasted ten seconds. It was completely unprovoked in my opinion.

:12:45. > :12:49.The prosecution is not only basing its case against Garry Dobson and

:12:49. > :12:55.David Norris on eyewitnesses. Not one eyewitness has recognised them

:12:55. > :12:59.from the night. Four years ago, scientists took another look at the

:12:59. > :13:02.clothes the two defendants were wearing and collected by the police

:13:03. > :13:06.weeks following the murder. According to the prosecution, there

:13:06. > :13:10.are traces of blood and hair fibres and that links the two defendants

:13:10. > :13:14.to the crime. The defence insists that the clothes have been

:13:14. > :13:18.contaminated in the years that have passed since the alleged murder.

:13:18. > :13:22.Stephen's parents are expected to be present throughout the trial,

:13:22. > :13:35.despite the fact they have now separated. Garry Dobson and David

:14:16. > :14:19.The intention is to transform this site. So that the town makes the

:14:19. > :14:30.best possible impression on visitors. A new port for

:14:30. > :14:36.Aberystwyth is the aim. We have been criticised in the past because

:14:37. > :14:40.areas of the town don't look at their best. Aberystwyth is one of

:14:40. > :14:44.transport gateway areas that are receiving money from the Government.

:14:44. > :14:49.The others are Anglesey, the North Wales coastline and West Wales

:14:49. > :14:52.valleys, the heads of the valleys and Swansea and Barry. As well as

:14:52. > :14:56.2.5 million is there is another 200,000 available for improvements

:14:56. > :14:59.to the promenade. The people here will have the opportunity to put

:14:59. > :15:08.forwards their own ideas. Why don't they put the money into the

:15:08. > :15:15.hospital? I would prefer to see it going to the hospital. What about

:15:15. > :15:20.the promenade? I don't agree with it. You only have to walk down the

:15:20. > :15:25.main street and you can see a lot of shops have closed. We do need

:15:25. > :15:36.money coming into the place. There are further plans to improve the

:15:57. > :15:59.After investigating the possible dangers...

:15:59. > :16:02...the BMA says the smoking ban should be extended to include cars.

:16:02. > :16:05.However, a committee of MPs has suggested...

:16:06. > :16:19...that other options should be considered first.

:16:20. > :16:21.Defending

:16:21. > :16:26.Defending people from

:16:26. > :16:33.Defending people from second-hand smoke is the aim of the BMA. The

:16:33. > :16:40.toxins can be 20 times higher in a car than in a bar full of smokers.

:16:40. > :16:44.I support this. As a doctor, we are aware of the harm smoking causes.

:16:44. > :16:49.Especially fragile people like the elderly or children. This is quite

:16:49. > :16:53.a dramatic call, but the question is to what extent should we be

:16:53. > :16:58.interfering with the freedom of the individual to save lives? But not

:16:58. > :17:01.everybody is in favour of using the law to place a ban. According to a

:17:02. > :17:05.Parliamentary committee on smoking and health, consultation is needed

:17:05. > :17:12.to discuss the best way to deal with smoking in cars. It says that

:17:12. > :17:17.calling for a ban could be harmful before public support is secured.

:17:17. > :17:25.Everything else is being stopped, like mobile phones and eating, so I

:19:28. > :19:32.It's important for us that the people are comfortable with the

:19:32. > :19:37.language. 75% rise in the number of people suffering from dementia is

:19:37. > :19:41.expected within the next 20 years. That's the challenge. The company

:19:41. > :19:46.is hoping for permission to demolish the old Bryn Seinot

:19:53. > :20:00.100 jobs. The response to the Welsh aspect was encouraging. But, this

:20:00. > :20:05.is competition for the current homes. There is huge increase

:20:05. > :20:12.forecast for the next few years, so there will be competition between

:20:12. > :20:19.the current homes. Months after the specialist centre in Wexham was

:22:09. > :22:23.decided to sell the farm, Ken Owen wanted to see the land and farm

:22:23. > :22:29.protected. We have been in this farm for a long time. But not all

:22:29. > :22:34.the Trust policies are supported. A number of farmers are uncomfortable

:22:34. > :22:37.with the emphasis on protecting the environment. They say there's not

:22:37. > :22:43.enough emphasis on producing food. You can enjoy heritage, but it is

:22:43. > :22:56.something to enjoy if you don't have food in the world you won't be
