:02:14. > :02:18.difference would the extra money make? It would make a difference to

:02:18. > :02:24.a school in our situation. We are talking about �400 per head for the

:02:24. > :02:29.children. That is around �12,000 for our school.

:02:29. > :02:32.Without a majority the Labour Party needed the support of another party.

:02:32. > :02:35.They turned their back on Plaid Cymru's offer to deal with the Lib

:02:35. > :02:42.Dems. This is a change for the Lib Dems

:02:42. > :02:47.who are in a coalition in Westminster with the Tories. The

:02:47. > :03:00.situation is a bit different. The Labour Party have a minority

:03:00. > :03:07.Government. This agreement shows that we, even as the smallest party

:03:07. > :03:10.in Government, can effect change. Most of the money will go to the

:03:10. > :03:13.health service and there are cuts in other areas like Local

:03:13. > :03:19.Government, but the agreement with the Liberal Democrats has seen an

:03:19. > :03:22.extra �20 million for the education budget. It is a temporary agreement

:03:22. > :03:25.rather than a first step towards a coalition akor to go the Labour

:03:25. > :03:35.Party -- according to the Labour Party, but Plaid Cymru say the

:03:35. > :03:38.agreement is empty. They wanted to Growth forecasts have dropped and

:03:38. > :03:41.and lots of people are out of work and companies cannot sell their

:03:41. > :03:46.goods. Business needs support and people need to be kept in their

:03:46. > :03:50.jobs because the Government has not done that, we can't support the

:06:37. > :06:41.cook supper and then the car started to roll back, crushing

:06:41. > :06:48.Harry between the car and a stone wall. He was taken to the

:06:48. > :06:52.University Hospital of Wales in an air air ambulance, but died of head

:06:52. > :06:55.injuries. His parents heard today how he would not have been able to

:06:55. > :07:00.release the handbrake himself and police examined the the car and

:07:00. > :07:04.found nothing wrong with the brakes. The inquest heard there was a

:07:04. > :07:07.possibility that the brakes could have loosened as they cooled. The

:07:07. > :07:12.Highway Code says if a car is not in gear, it can slide and that

:07:12. > :07:16.seems to be what happened here. The coroner said it was an awful

:07:16. > :07:20.combination of a steep drive and the brake cooling system that

:07:20. > :07:23.caused the accident. He said the car was not left in first gear

:07:23. > :07:27.although it was on a slope and this could have stopped the accident

:07:27. > :07:31.from happening. Outside the inquest, Harry's father said he wanted to

:07:31. > :07:39.raise awareness of the of the dangers to stop the same thing

:07:39. > :07:43.happening to another family. We have paid a high cost to learn

:07:43. > :07:49.the consequences of parking a car on a steep slope. I would like to

:07:49. > :07:52.ask everyone to make sure they put their car in gear at all times and

:07:52. > :07:55.avoid an accident such as what happened to us. Three months since

:09:00. > :09:04.operations over Christmas and New Year, but Hywel Dda Health Board

:09:04. > :09:10.confirmed that they intend to extend that period. They say they

:09:10. > :09:14.want to concentrate on emergency services over Christmas. How does

:09:14. > :09:19.this compare to the rest of Wales? In the north, the health board says

:09:19. > :09:23.they are following the usual pattern of Christmas period

:09:23. > :09:28.operations and in Cardiff, they say they intend to increase the number

:09:28. > :09:32.of operations over the Christmas period so there will be questions

:09:32. > :09:36.tonight about why Hywel Dda Health Board is doing this.

:09:36. > :09:41.And in terms of the wider picture this is a difficult, if not dark

:09:41. > :09:48.time for the Health Service? Certainly. We heard last week that

:09:48. > :09:52.health boards in Wales have debts of some �50 million and Hywel Dda

:09:52. > :10:00.Health Board has a debt of �4 million despite emergency financial

:10:00. > :10:03.aid of �3 million from the Welsh Government. It is quite clear that

:10:03. > :10:10.the Health Minister has said that there will not be extra financial

:10:10. > :10:14.help. What is interesting about this story is that Hywel Dda Health

:10:14. > :10:19.Board has confessed that there is no option, but to cut back on

:10:19. > :10:25.operations which are not urgent. Many people are asking tonight if

:10:25. > :10:32.this is a sign of the health boards The family of a Welsh private

:10:32. > :10:34...after a meeting with the Home Secretary.

:10:34. > :10:38.Daniel Morgan was killed with an axe outside a pub in London in 1987...

:20:06. > :20:11.new strategy and local companies have also welcomed the plans.
