:01:35. > :01:39.Gary Dobson was 17 in April 1993 and David Norris was 16. According

:01:39. > :01:44.to legal guidelines, they were sentenced as if they were still

:01:44. > :01:53.that age instead of being men in their late 30s. 12 years is the

:01:53. > :01:58.shortest sentence the judge could give both, and that was mostly

:01:58. > :02:05.because the attack 18 years ago was a racist one. Neither of the men

:02:05. > :02:09.spoke in court today as they were sentenced. We have been in limbo

:02:09. > :02:22.for so long. Today is an opportunity to start moving on and

:02:22. > :02:27.try to take control of my life once more. From the start five men have

:02:27. > :02:30.been suspected of the assault. All five were named in Sir Macpherson's

:02:31. > :02:39.report, but all five denied the allegations. Two of them are now in

:02:39. > :02:50.prison. One of my greatest hopes is that these people now realise they

:02:50. > :02:57.have been found out. It is now going to lay down in their bed, and

:02:57. > :02:59.they will give up the rest of the people. Alun Michael was a Home

:03:00. > :03:10.Office Minister when Jack Straw called for a public inquiry into

:03:10. > :03:18.the murder of Stephen Lawrence. wanted to do things properly.

:03:18. > :03:32.Macpherson did go into the details, and that changed people's minds

:03:32. > :03:37.within the police force at the time. The case has led to far-reaching

:03:37. > :03:41.changes in the law and the way police react to race crimes. There

:03:41. > :03:45.is a memorial to Stephen Lawrence near the spot where he died, but

:03:45. > :03:55.that has been vandalised four times. Flowers were laid there today in

:03:55. > :03:58.This has been a case which has ..for a variety of reasons,

:03:58. > :04:00...and the developments in techniques involving evidence...

:04:00. > :04:03...and the fact sentencing has taken place many years after the crime.

:04:03. > :04:04.Ellis Roberts has been looking at some of the questions raised...

:04:21. > :04:27.The headlines emphasised how long Stephen Lawrence's family had to

:04:27. > :04:31.wait to see their boy's murderers being punished. While sentencing,

:04:31. > :04:35.the judge had to consider that David Norris and Gary Dobson were

:04:35. > :04:45.under 18 at the time, but this lawyer said the sentences are

:04:45. > :04:53.strict. The judge said today they'll have to be given life

:04:53. > :05:13.sentence, but after sentences of 14 and 15 years, they could apply for

:05:13. > :05:19.parole. It is similar to a 50 or 28-year sentence. One of the

:05:19. > :05:25.reasons they're now in prison for killing Stephen Lawrence is the

:05:25. > :05:40.development in forensic science. When this murder took place, the

:05:40. > :05:52.techniques available today were not available. Fibres and blood on the

:05:52. > :05:59.clothes could be used to find 4 -- find those involved. According to a

:05:59. > :06:06.lecturer from the Police Science Department at the University of

:06:06. > :06:16.Glamorgan, a lot has changed since the days of that attack. There has

:06:16. > :06:30.been a lot of training concerning the issue of racism within police

:06:30. > :06:33.forces. Stephen Lawrence's body was laid to rest in Jamaica. More than

:06:33. > :06:41.18 years have passed since he was killed. Some of the questions

:06:41. > :06:47.regarding his murder have now been A warning was issued today

:06:47. > :06:50.Save the Children estimates 45,000 families in Wales are eligible...

:06:50. > :06:54...to receive aid from energy companies.

:06:54. > :06:56.But many of them are not aware of this.

:07:20. > :07:25.warm home is crucial. The oil and electricity bills are the most

:07:25. > :07:32.expensive bills she has to pay. most difficult thing is finding the

:07:32. > :07:39.money to pay for these bills. It costs a lot - about �350 to fill

:07:39. > :07:44.the oil tank. That's very expensive. According to Save the Children,

:07:44. > :07:50.many parents on low incomes don't receive support from energy

:07:50. > :07:55.companies. The charities have more than 45,000 families in Wales are

:07:55. > :08:08.eligible to receive �120 under the Heating Homes Scheme, but many are

:08:08. > :08:14.not aware of this. Any help to pay these bills would be a great

:08:14. > :08:17.support for low-income families. Energy UK says the main energy

:08:17. > :08:27.companies have written to customers to inform them of the support

:08:27. > :08:30.available. According to the Save the Children Questionnaire, almost

:08:31. > :08:34.half the parents questioned said they were considering spending less

:08:34. > :08:39.on food to save on energy bills. That doesn't surprise Shelly Hobson.

:08:39. > :08:47.The children are in school full time, so that saves a lot with

:08:47. > :08:59.heating. They get meals in school, but when they are off school for

:08:59. > :09:03.awhile, the bills increase again. You want the children to eat well.

:09:03. > :09:06.For children at play, keeping a happy and content home is a

:09:06. > :09:13.pleasure, but many parents in Wales are finding the reality more

:09:13. > :09:15.The girlfriend of a soldier ..who killed himself

:09:40. > :09:45.Dan Collins was 29 and appeared to be happy man and a proud soldier,

:09:45. > :09:49.but behind the smile he had psychological scars. In 2009 as a

:09:49. > :09:54.member of the Welsh Guards, he was almost killed four times in Helmand

:09:54. > :09:57.province. He was shot twice and was caught up in two explosions. After

:09:58. > :10:04.returning home, he bought a pint for the man who was responsible for

:10:04. > :10:11.designing the protective clothing that saved his life. But losing his

:10:11. > :10:15.best friend, Lance Sergeant Dan Collins, -- Dane Elson during

:10:15. > :10:20.husband time in Afghanistan weighed heavily on his mind. On new year's

:10:21. > :10:25.day, he hanged himself. I thought he was a right bit far from it.

:10:25. > :10:31.He's suffered a lot more than a lot of people. It was a constant

:10:32. > :10:36.struggle. It's feared cases of Post Traumatic Stress Disorder may be on

:10:36. > :10:43.the increase because soldiers have been serving in countries such as

:10:43. > :10:52.Iraq and Afghanistan. We give these young people months

:10:52. > :10:56.of training before sending them out. They need months of support once

:10:57. > :11:02.they return. Those who need most support with their health should be

:11:02. > :11:09.given it. We're not giving enough. While trying to come to terms with

:11:09. > :11:15.the terms of Dan Collins, his girlfriend and close friends say

:11:15. > :11:23.they hope other soldiers can be In the USA, the first electoral

:14:46. > :14:54.councillors of every party to decide what to cut. We have to

:14:54. > :15:05.improve this budget. We have to protect some services. The museum

:15:05. > :15:13.came high on that list. We have to protect our heritage. The museum in

:15:13. > :15:22.Carmarthen is home to the old oak and a lot of other treasures.

:15:22. > :15:27.of the treasures aren't even on view to the public. We also have

:15:27. > :15:39.schools coming in to visit. They will have to go to other places.

:17:46. > :17:50.used. But why the concern? It's feared something may go wrong. The

:17:50. > :17:57.French authorities say complications may arise with a high

:17:57. > :18:01.per cent of them. The MHRA in Britain says the figure is 1%, but

:18:01. > :18:09.one private clinic in London says the figure could be 7%, but that

:18:09. > :18:19.figure was taken from a sample of 108 patients. There needs to be

:18:19. > :18:28.better regulation of the cosmetic surgery industry. Some of the

:18:28. > :18:34.necessary steps have not been taken to improve the laws so that people

:18:34. > :18:41.who receive cosmetic surgery are protected.
