:00:14. > :00:19.Welcome back to Outside Source. North Korea Claims It Has

:00:20. > :00:27.Successfully Tested A Hydrogen Bomb. There Has Been Wide-ranging And

:00:28. > :00:33.condemnation. And scepticism. The initial analysis conducted is not

:00:34. > :00:38.consistent with North Korean claims of a successful hydrogen bomb test.

:00:39. > :00:42.German police are coming under fire in Cologne because of the way they

:00:43. > :00:49.handled notable allegations of sexual assaults on New Year's Eve.

:00:50. > :00:53.Double Top I Will Play Good Dan Roan's Interview With Prince Ali,

:00:54. > :00:56.One Of The Main Contenders To Take Over From Sepp Blatter As The Head

:00:57. > :01:03.Of Fifa. We'll get into the strange story of

:01:04. > :01:04.how Coca-Cola's Christmas advert campaign got it into trouble first

:01:05. > :01:30.in Russia and then in the Ukraine. Since 2006, North Korea has tested

:01:31. > :01:34.atomic bombs three times. This fourth one is, according to North

:01:35. > :01:39.Korea, a more powerful hydrogen bomb. That is very much disputed.

:01:40. > :01:43.This is not just about the type of bomb North Korea has, it is about

:01:44. > :01:52.whether it can make a bomb small enough to put onto a missile which

:01:53. > :01:59.is why this image is so relevant. As you can see, it is substantial. This

:02:00. > :02:21.is one reason why this story has generated some interest.

:02:22. > :02:29.We clearly do not know what is in the North Korean Arsenal. This would

:02:30. > :02:34.be simpler than the devices they have tested in the past. It would

:02:35. > :02:38.give them a much more powerful bomb. There is much scepticism about this

:02:39. > :02:42.North Korean claims, but what this test does show is that the North

:02:43. > :02:46.Korean programme is still very much in business and they have the

:02:47. > :02:55.ambition to develop it significantly further. They're always domestic

:02:56. > :03:01.aspects to what the North Koreans do. This is the means for Kim Jong

:03:02. > :03:04.Un to signal both North Korea's technical proficiency but also to

:03:05. > :03:11.signal to his own people that he is firmly in control, seeing down all

:03:12. > :03:17.external enemies. That is important. The timing is a little curious

:03:18. > :03:21.between his New Year message and official birth date. Nonetheless, he

:03:22. > :03:23.believes this will show that he is firmly in control of the reins of

:03:24. > :03:38.power in Pyongyang. Ever since North Korea's first

:03:39. > :03:41.nuclear test, there have been efforts by the international

:03:42. > :03:45.community to constrain what North Korea is doing, principally by

:03:46. > :03:50.economic sanctions. The problem is, this is a very isolated country

:03:51. > :03:54.anyway. Sanctions do not appear to have worked. China is one of the few

:03:55. > :03:59.countries which has anything like a close relationship with North Korea,

:04:00. > :04:01.but the North Koreans do not necessarily listen to Beijing

:04:02. > :04:09.either. There is no course of military action. I think there will

:04:10. > :04:11.be a lot of concern about this test, because it shows and this is the

:04:12. > :04:16.increasing view of experts, that North Korea's programme is not as it

:04:17. > :04:19.might have been in the past, an attempt to irritate the Americans

:04:20. > :04:23.and weighs a big flag and get attention from the international

:04:24. > :04:31.community. We may see strengthened sanctions and there may be things

:04:32. > :04:39.which could be tightened up. It will gain an increased nuclear capability

:04:40. > :04:46.and that is where it is heading. Thank you for that report. Now it is

:04:47. > :04:56.time for outside -- Outside Source sport. One of the men who wants to

:04:57. > :05:00.succeed Sepp Blatter as president of Fifa is Prince Ali bin Hussein. Dan

:05:01. > :05:16.Roan has been to meet him. It was a year to

:05:17. > :05:18.forget for football. A series of raids, arrests

:05:19. > :05:20.and corruption investigations The wrongdoing went to the very top

:05:21. > :05:24.with President Sepp Blatter kicked out of the organisation

:05:25. > :05:26.that he ruled But the New Year offers

:05:27. > :05:31.a chance to turn the corner, and one of the favourites

:05:32. > :05:33.for the presidential election this month told me that he

:05:34. > :05:36.must win, or else. It is the last chance

:05:37. > :05:39.to save the organisation and to get it back in the right shape and then

:05:40. > :05:42.to focus on what my real goal is, which is total development

:05:43. > :05:45.of football around the world. I don't want to see a day coming

:05:46. > :05:48.in a future where we have another situation with scandals coming up

:05:49. > :05:51.in the next year or two. Prince Ali was the sole challenger

:05:52. > :05:53.in the May election. He lost, but days later,

:05:54. > :05:55.Sepp Blatter stepped down Now, the Jordanian is back

:05:56. > :05:59.and presenting himself We need fresh blood and new thinking

:06:00. > :06:03.and a new way of dealing With the greatest respect,

:06:04. > :06:07.you have served on that executive For sure I am, and my track

:06:08. > :06:11.record speaks for itself. These are the men who

:06:12. > :06:30.stand in his way... Yesterday, it was announced that

:06:31. > :06:34.Sepp Blatter's former right-hand man Jerome Valcke faces a nine-year ban

:06:35. > :06:36.for violating ethics rules. The question, now, it seems,

:06:37. > :06:39.is whether anyone can be trusted. Can you give us a cast-

:06:40. > :06:41.iron guarantee that we will not discover anything about you in

:06:42. > :06:44.the future that makes I can guarantee that I am the right

:06:45. > :06:50.person for this job. And I do, my track record is that

:06:51. > :06:53.I keep with my word Fifa has been notoriously resistant

:06:54. > :07:01.to change and for Prince Ali, overcoming that hurdle will be one

:07:02. > :07:04.thing, but even if he does, then repairing the damage done

:07:05. > :07:24.by the Sepp Blatter era The football elections next month.

:07:25. > :07:31.Now another story, the row between Jose Mourinho and the club doctor.

:07:32. > :07:35.That has taken another step forward. The former Chelsea Doctor Eva

:07:36. > :07:39.Carneiro has appeared at her constructive dismissal tribunal

:07:40. > :07:43.hearing. That is something she has brought against Chelsea football

:07:44. > :07:47.club. She has also brought a separate but connected claim against

:07:48. > :07:52.Mourinho for alleged discrimination. You can see more coverage of that on

:07:53. > :08:04.the BBC sport website. The semifinal of the English League

:08:05. > :08:09.Cup is under way. It has just become too -1 to Everton. Manchester City

:08:10. > :08:14.were dominating, then Everton sprung to life. They had two goals

:08:15. > :08:24.disallowed for offside. Then there was a stinging attack on Ross

:08:25. > :08:29.Barkley. The second half has been a different story. City have been on

:08:30. > :08:35.the attack and it was Jesus Navas who equalised for City in the 75th

:08:36. > :08:40.minute. Three minutes later Everton completely took Man City by surprise

:08:41. > :08:45.and they got the advantage back. It is now 2-1 and they have scored

:08:46. > :08:51.through Romelu Lukaku. For people who do not follow English football

:08:52. > :08:54.in detail, this is the second most important cup. Given that these

:08:55. > :08:58.teams are often in European competition as well, I often wonder

:08:59. > :09:02.with the League Cup where it fits in with their list of priorities. You

:09:03. > :09:07.are right, it is not seen as prestigious as the FA Cup, but the

:09:08. > :09:17.two big teams in this are Liverpool and Manchester City and they seem to

:09:18. > :09:21.be taking it pretty seriously. Last night Liverpool had a full strength

:09:22. > :09:26.side and city have a full strength side today with Yaya Toure and their

:09:27. > :09:33.star striker Sergio Aguero who they have relied on for many a season to

:09:34. > :09:41.score their goals. Recently, he has been struggling with injury. Today

:09:42. > :09:46.they started with Aguero. Pellegrini is playing to win this.

:09:47. > :09:52.Thank you. Full coverage through the BBC sport website. There is a trip

:09:53. > :09:55.to Wembley at the end. That is why the big teams are taking this

:09:56. > :10:00.seriously. Now the cricket. It ended up a draw

:10:01. > :10:06.between South Africa and England. England had a large wobble in their

:10:07. > :10:11.second innings. They reached 116-6 at one point that they calmed down

:10:12. > :10:18.and saw it through until bad light ended play. The big story is that

:10:19. > :10:26.Hashim Amla stepped down the South African captain. He scored a double

:10:27. > :10:29.century, one of the best batsman in the world. He says he needs to find

:10:30. > :10:35.his form and putting the captaincy aside may help with that. England

:10:36. > :10:38.are 1-0 up in the series. This is a strange story.

:10:39. > :10:47.Coca-Cola's PR in Eastern Europe has probably had better weeks.

:10:48. > :10:56.We will explain more in a few minutes time.

:10:57. > :11:01.It is exactly a month ago today that Storm Desmond caused widespread

:11:02. > :11:06.flooding in Cumbria. In Carlisle, the floodwaters may have receded but

:11:07. > :11:07.the clean-up is far from over. Our north of England correspondent Danny

:11:08. > :11:29.Savage has been back there. A month ago today you would have

:11:30. > :11:32.needed a boat to get Now it is littered with the remains

:11:33. > :11:35.of a Christmas past. Wayne is clearing out

:11:36. > :11:39.his parents' home. Like many people, he provided

:11:40. > :11:40.emergency accommodation. My mum was downstairs

:11:41. > :11:42.with my disabled brother and my partner had to move out

:11:43. > :11:46.into a touring caravan on the drive. So we gave up our house

:11:47. > :11:48.really for my parents It was the first day of term

:11:49. > :11:52.today for many pupils, So staff and 650 pupils have been

:11:53. > :12:00.moved to a mothballed primary school The most important thing was to get

:12:01. > :12:03.some kind of normality back into the lives of the children

:12:04. > :12:06.and their families. And as you can see this is the only

:12:07. > :12:12.source of running water, And your work surface

:12:13. > :12:15.is this trolley? This is the only work surface

:12:16. > :12:18.there is, so this is where I do Janet is recovering

:12:19. > :12:21.from a hip operation, If you could sit down

:12:22. > :12:26.with the people in power, Well, I don't think any of us

:12:27. > :12:30.here expected it to flood again. And I think now the whole question

:12:31. > :12:35.of flooding needs to be looked at very carefully, because water

:12:36. > :12:37.has to go somewhere. It is not just a question

:12:38. > :12:40.of building the defences Businesses have set up temporary

:12:41. > :12:44.kiosks on the street. In the ruins behind closed doors

:12:45. > :12:47.there is no time for political It is all right looking at it

:12:48. > :12:55.the television and seeing everybody They just sit there in their little

:12:56. > :13:02.House of Commons and shout things out to each other and nothing

:13:03. > :13:05.seems to get done. People just don't want

:13:06. > :13:09.their concerns swept away. And it is the effect

:13:10. > :13:38.on mortgages and house prices This is Outside Source. Our lead

:13:39. > :13:42.story is that North Korea says it has successfully carried out the

:13:43. > :13:46.test of a nuclear bomb. People in pure Yanks are celebrating but the

:13:47. > :13:50.White House and many others are sceptical that this was a hydrogen

:13:51. > :13:55.bomb test. Let me tell you what is coming up

:13:56. > :14:02.after Outside Source. If you are tuning in outside the UK, BBC World

:14:03. > :14:07.News America is questioning Donald Trump's rival Ted Cruz. He was born

:14:08. > :14:15.in Canada. The issue is whether he is eligible to stand for president.

:14:16. > :14:20.In the UK it will be the News at Ten. We will report a month on from

:14:21. > :14:25.the beginning of the floods. Let's return to a story we have covered

:14:26. > :14:30.all week. Qatar is the latest country to react to the row between

:14:31. > :14:37.Saudi Arabia and Iran. It is withdrawing its ambassador in Tehran

:14:38. > :14:41.and that follows Bahrain, Kuwait, UAE and Saudi Arabia itself, either

:14:42. > :14:46.cutting or downgrading diplomatic relations. This all began with the

:14:47. > :14:52.execution of a prominent Shia cleric in Saudi Arabia. Then the Saudi

:14:53. > :14:55.embassy in Iran was ransacked and these diplomatic moves have

:14:56. > :15:01.followed. For a range of reasons, not least geographical, Iraq

:15:02. > :15:07.sandwiched between these two countries is taking a keen interest.

:15:08. > :15:11.The latest report from Thomas C is all about these stories and the

:15:12. > :15:20.reactions he has been hearing. -- Thomas Vessey. Iraq sits between

:15:21. > :15:25.Iran and Saudi Arabia. It has a majority Shia population but it has

:15:26. > :15:29.a significant sunny population who feel under threat. This is a country

:15:30. > :15:35.where thousands of people have been killed by sectarian violence in the

:15:36. > :15:40.past decade. The protest here against the execution of a cleric

:15:41. > :15:46.have been peaceful so far but there are fears this could change with the

:15:47. > :15:49.tensions -- id. The tensions escalate further. We are now in a

:15:50. > :15:57.neighbourhood south of central Baghdad. It is here that Al-Qaeda

:15:58. > :16:02.gained ground into the capital in 2006, when the conflict took a

:16:03. > :16:07.violent sectarian turn. And yet it is a local defence force backed by

:16:08. > :16:11.the Americans which succeeded in turning information around, exactly

:16:12. > :16:14.the kind of assistance that the current Shia government requires to

:16:15. > :16:23.defeat Islamic State in the regions it controls. This is a market which

:16:24. > :16:29.has been targeted in suicide bomb attacks in recent years, causing

:16:30. > :16:34.mass casualties. Mohammed here has been working at this market for 30

:16:35. > :16:42.years, but he says he is now worried about the growing tension between

:16:43. > :16:48.Saudi Arabia and Iran. TRANSLATION: What is going on between Saudi

:16:49. > :16:53.Arabia and Iran will create problems here in Iraq because those countries

:16:54. > :16:58.are backing different groups in the country. This could spark sectarian

:16:59. > :17:03.clashes, just like it was in 2007. We are very scared of that but there

:17:04. > :17:08.is nothing we can do. We have now come to a Shia neighbourhood and the

:17:09. > :17:12.scene of many past attacks as well. Shia fighters have vanished from the

:17:13. > :17:17.streets here but they still remain powerful across the country and they

:17:18. > :17:24.will clearly have a say in what happens next. I am here with a man

:17:25. > :17:29.who works in a nearby shop but he is having a break now. TRANSLATION:

:17:30. > :17:34.Those who will benefit from these tensions between Saudi Arabia and

:17:35. > :17:37.Iran are the Americans. Sectarian problems are bound to return now

:17:38. > :17:43.because we have a good relations with Iran and there are strong

:17:44. > :17:50.religious differences in Iraq. Saudi Arabia is creating these tensions.

:17:51. > :17:56.Thank you. Now a story I was mentioning a few

:17:57. > :18:00.minutes ago. Coca-Cola's PR in Eastern Europe has

:18:01. > :18:03.probably had better weeks. Ukrainian politicians are calling

:18:04. > :18:06.for a boycott of Coke. This started when Coca-Cola

:18:07. > :18:13.in Russia posted this map. To widespread international

:18:14. > :18:23.condemnation. Some Russian social media

:18:24. > :18:52.users made their feelings That is the one that Coke decided

:18:53. > :18:54.would get the Russian customers on side.

:18:55. > :18:56.You can imagine that didn't go down well in Ukraine.

:18:57. > :18:59.Now both maps have been withdrawn - and an apology issued.

:19:00. > :19:10.Mustafa Nayem is a Ukrainian MP, he spoke

:19:11. > :19:22.They apologised for joining Crimea to Russia. I don't think it was a

:19:23. > :19:29.good idea to say we were misunderstood and we want to join

:19:30. > :19:34.Crimea to Russia. They did it on social media. All countries which

:19:35. > :19:38.are the main market of Coca-Cola like the European Union, United

:19:39. > :19:44.States, they recognise Crimea as a part of Ukraine and they have put

:19:45. > :19:49.sanctions against Russia. I think that a company like Coca-Cola which

:19:50. > :19:56.is an international country, they should follow these rules and

:19:57. > :20:01.recognise the same. Our people have the right and they should recognise

:20:02. > :20:06.our Constitution. I should remind people that we have a war. Many

:20:07. > :20:12.people lost their sons, children and houses. We have many displaced

:20:13. > :20:14.people as a consequence of this war. They are very sensitive to these

:20:15. > :20:22.issues. I imagine Coca-Cola are wishing they

:20:23. > :20:29.had never released those maps. Now we can go to California. It has

:20:30. > :20:35.been experiencing a slow-moving and indivisible environmental disaster.

:20:36. > :20:42.Huge amounts of methane gas are leaking from a well. Thousands of

:20:43. > :20:48.families have been displaced. We have had an update in the last few

:20:49. > :20:53.minutes. Reuters are telling us the California governor is declaring

:20:54. > :21:00.this a state of emergency and vowing to protect public health. We have a

:21:01. > :21:06.report on the story. On October 23, there was a well, one

:21:07. > :21:10.of the nation's largest natural gas storage facilities. It broke about

:21:11. > :21:15.1000 feet under the ground and it has been pumping natural gas methane

:21:16. > :21:19.into the atmosphere ever since. When you look at it with a naked eye, it

:21:20. > :21:23.is totally invisible. But when you look at it through an infrared

:21:24. > :21:27.camera, you can see it emerge as a black cloud. If you were able to see

:21:28. > :21:36.that over Los Angeles, you would see a black cloud of methane blanketing

:21:37. > :21:41.the metropolitan area. The people live right next to this facility.

:21:42. > :21:49.This is like a happy-go-lucky community which has been upset by

:21:50. > :21:53.the big giant. On a regular Saturday or Sunday you could come out of this

:21:54. > :21:57.park and there would be hundreds of kids out here playing, playing

:21:58. > :22:01.soccer, baseball, riding scooters, chasing each other around and

:22:02. > :22:07.playing on the slides over there. Now there is hardly anybody here.

:22:08. > :22:12.Everybody has gone. They have been relocated. What has happened to the

:22:13. > :22:16.community due to the methane leak is people have been getting sick. Their

:22:17. > :22:22.animals have been getting sick. Dogs have been throwing up and getting

:22:23. > :22:26.lesions. I have heard of animals dying. Southern California gas

:22:27. > :22:30.company, the company which owns the canyon have tried to stop it. They

:22:31. > :22:36.have tried six or seven attempts to pump fluid into the well to kill it.

:22:37. > :22:39.It has not worked. Methane is coming out in volumes which essentially

:22:40. > :22:45.equal the climate pollution right now of running 4.5 million cars

:22:46. > :22:50.side-by-side everyday. I think people are sad, I think people are

:22:51. > :22:53.angry. They are torn. Some people would like it just to be cleaned up.

:22:54. > :22:58.Some people would like it to be shut down tomorrow.

:22:59. > :23:10.That is it for today's Outside Source. See you tomorrow.

:23:11. > :23:19.Hello, I am having a look at the stories coming up in Sportsday. We

:23:20. > :23:21.will have a full report on
