:00:13. > :00:19.Hello and welcome to Outside Source. We can access all the latest

:00:20. > :00:24.information. We will start in Istanbul. As suicide attack has

:00:25. > :00:30.killed ten people and the Turkish government says it is Islamic State

:00:31. > :00:35.is responsible. There were over 200 arrests in Germany last night after

:00:36. > :00:42.an anti-migrant March connected to those hundreds of attacks on women

:00:43. > :00:47.in: on New Year's Eve. We will explain how all of this is impacting

:00:48. > :00:56.on Angela Merkel's policy. Katie Watson has been to the house were El

:00:57. > :01:00.Chapo was caught. There are bullets in the walls. If you look there, it

:01:01. > :01:04.is still an active crime scene and there is blood on the floor were

:01:05. > :01:10.someone died. If you are a football fan you may remember the day when

:01:11. > :01:15.Fabry 's Mo Amber collapsed during an FA Cup game, his heart stopped

:01:16. > :01:21.working for 78 minutes. He has been talking to us about that day. We

:01:22. > :01:28.will have to talk about oil, it failed to $30 a barrel earlier. --

:01:29. > :01:45.it fell to $30. Latest figures Turkish

:01:46. > :01:46.newspaper Hurriyet. "#ISIL militant kills 10, injures 15

:01:47. > :01:49.in #Istanbul suicide attack". We can't confirm the authorities'

:01:50. > :01:54.claim that Islamic State The attack happened in one

:01:55. > :02:02.of the most popular tourist First this is Turkey's

:02:03. > :02:20.Prime Minister. TRANSLATION: We know that the

:02:21. > :02:26.perpetrator of the attack is a member of Daesh and as a foreigner.

:02:27. > :02:29.We will keep fighting the Daesh terrorist organisation and the

:02:30. > :02:32.networks and connections of the perpetrator will be big pursued and

:02:33. > :02:36.they will be punished as they deserve. Transition macro

:02:37. > :02:41.international terror chooses separately the places of attacks but

:02:42. > :02:46.its goal is always the slate -- it is our free life and communities.

:02:47. > :02:51.The terrorist enemies of all free people. Yes they are enemies of all

:02:52. > :02:55.humanity, whether it is in Sir area, Turkey or France or Germany. This

:02:56. > :03:00.freedom and our resolve to fight these terrorists with our

:03:01. > :03:09.international will continue. Let us find out more about the area about

:03:10. > :03:15.the attack. This is the oldest part of the city in the heart of this

:03:16. > :03:18.tumble. 11.6 million people visited Istanbul in 2014 and most of them

:03:19. > :03:26.would have spent much of their time in this area and many of the

:03:27. > :03:33.attractions are here. The grand Bazaar attracts up to 100,000

:03:34. > :03:40.visitors daily. The blue Mosque is in the area. It is hundreds of years

:03:41. > :03:45.old and is a hugely popular destination. The blast occurred near

:03:46. > :03:50.both. It is likely them that tourists were the main target of the

:03:51. > :03:54.attack. However the attack occurred early in the morning while the

:03:55. > :04:02.number of terrorist -- tourists were lower than usual. Another colleague

:04:03. > :04:06.is here. Thank you for joining us. What do we know if anything about

:04:07. > :04:15.the person who carried out this attack? We know that he is from

:04:16. > :04:18.Syria, born in Saudi Arabia, 28 year to years old, and militant. There

:04:19. > :04:24.are conflicting reports of whether he was on the list of possible IS

:04:25. > :04:29.members. A statement says that he recently entered from the Syrian

:04:30. > :04:35.border into Turkish territories and this is what we know so far about

:04:36. > :04:41.him. He is not a refugee who has been living in Turkey? This we did

:04:42. > :04:46.not hear about. I have heard a lot of criticism from Turkish people

:04:47. > :04:51.saying we need to focus on Islamic State not on the Kurds and the PKK.

:04:52. > :04:56.The Turkish government is still sure that the PKK are the main threat.

:04:57. > :05:05.Turkey fights on several fronts and this fight was intensified last year

:05:06. > :05:11.in July when the security forces launched an attack on IS and at the

:05:12. > :05:15.same time simultaneously on Kurdish militants, the PKK in south-east

:05:16. > :05:21.Turkey. While the criticism is whether Turkey should focus its

:05:22. > :05:27.effort in fighting against IS or the PKK but Turkey sees both, they list

:05:28. > :05:33.both as terror groups and they do not make any difference between

:05:34. > :05:37.them. It is a fight as Turkish officials see against terror in

:05:38. > :05:41.Turkey. The border between Turkey and Syria is very long, is it

:05:42. > :05:46.realistic for the Turkish government to try and secure that border to try

:05:47. > :05:51.and stop Islamic State said the militants north? It is difficult.

:05:52. > :05:56.There has been criticism on this part and they say it is an possible

:05:57. > :06:00.to have offence covering all the border but when it comes to

:06:01. > :06:05.security, and intelligence effort, Turkish officials say that there is

:06:06. > :06:14.no security gap and until recently, they even arrested few suspected

:06:15. > :06:18.Isis militants. There was obviously a gap, efforts are ongoing and it is

:06:19. > :06:25.difficult to identify, when there is a flow of refugees, up to 2 million

:06:26. > :06:30.Syrian refugees, it is difficult to identify, determine who could be

:06:31. > :06:38.possible IS members. There were Turkish origin IS members. There was

:06:39. > :06:42.the presence of certain IS cells in Turkey. It is an ongoing fight which

:06:43. > :06:48.has been going on for the last few years. There are fears that there

:06:49. > :06:52.might be more attacks. The fight in Syria is going on and Turkish

:06:53. > :06:57.officials say that as long as the fight in Syria is going on and there

:06:58. > :07:03.is a security and power gap, similar attacks might be seen more often.

:07:04. > :07:09.Thank you. Thanks to all of our colleagues reporting on this story.

:07:10. > :07:14.At half-past nine we will be speaking to a former US ambassador

:07:15. > :07:21.to Turkey to get his analysis of what is happening. We must turn to

:07:22. > :07:24.the fallout from those New Year's Eve attacks in:. The latest

:07:25. > :07:28.developers include Germany announcing plans to make it easier

:07:29. > :07:34.to throw out foreign criminals and to strip sex attackers of refugee

:07:35. > :07:39.status. This is what the Justice Minister has been saying. No one can

:07:40. > :07:43.put themselves above the law, there is no excuse for offences such as

:07:44. > :07:47.sexual attacks. Not sure anyone would disagree with that

:07:48. > :07:51.description, it is a question of what the German authorities do in

:07:52. > :08:02.response to what happened and to reiterate the scale of what took

:08:03. > :08:04.place in new -- New Year's Eve, there have been 553 criminal

:08:05. > :08:07.complaint filed by women relating to New Year's Eve. Off that almost 50%

:08:08. > :08:10.relates to sexual assault. This is hugely significant, the authorities

:08:11. > :08:15.are saying that out of the suspects they are looking out with relation

:08:16. > :08:24.to these crimes, they are almost exclusively from a migrant

:08:25. > :08:28.background. The ramifications are now being felt well beyond Cologne.

:08:29. > :08:33.On Monday night in Leipzig, protesters linked to 34 went on a

:08:34. > :08:36.march and as that was happening, a separate group of far right

:08:37. > :08:41.extremists and football hooligans went on a rampage in an area of the

:08:42. > :08:45.town south of the city centre which is thought of as being left-wing.

:08:46. > :08:52.These are some of the pictures that have come in of the aftermath. As

:08:53. > :08:58.you can see there has been extensive damage done to cars and buildings.

:08:59. > :09:06.The police say that 211 arrests were made. We're going to look further at

:09:07. > :09:10.how all of this is impacting on Angela Merkel's stance on bringing

:09:11. > :09:27.in migrants to Germany particularly during last year. This event now of

:09:28. > :09:35.course goes to the fears of those Germans about all these essentially

:09:36. > :09:42.Muslims coming in. An alien culture into this essentially Christian,

:09:43. > :09:48.western, tolerant culture. This is fodder for the right-wing populists

:09:49. > :09:53.who have been predicting this and almost wishing for it. It is leading

:09:54. > :10:00.to a split and a division in the country, the most extreme and

:10:01. > :10:04.spectacular version which you have shown on your screen. Can you

:10:05. > :10:09.describe that a bit more? The kind of splits we are seen and the

:10:10. > :10:17.political consensus around allowing this many people coming in in 2015?

:10:18. > :10:24.It aligns as follows. The German mainstream society is still split.

:10:25. > :10:31.The Germans want to atone for their past perhaps and for other reasons,

:10:32. > :10:38.has been broadly on board with the idea that most of these refugees

:10:39. > :10:43.deserve protection and shelter. They are fleeing, we do not want them to

:10:44. > :10:48.drown, they are fleeing war and the Islamic State and they deserve a

:10:49. > :10:53.place here. At the same time, in the party spectrum, we have a new party,

:10:54. > :11:07.the alternative for Germany and a new movement which is called Pegida.

:11:08. > :11:14.They are on the almost neo-Nazi fringe, playing with that, with dog

:11:15. > :11:20.whistle in coded language and clearly that is the far right. On

:11:21. > :11:27.the right, within the mainstream middle, there is a party that is

:11:28. > :11:32.allied to Angela Merkel's party, the Christian social union and they have

:11:33. > :11:40.become her fiercest and most domestic critics. We also have a

:11:41. > :11:46.national tragedy for Germany with at least nine people losing their lives

:11:47. > :11:51.in Istanbul, probably killed by an Islamic State suicide bomber, does

:11:52. > :11:57.that story connect with the responses to the attacks in Cologne?

:11:58. > :12:01.Not directly except in as that of course the fear of terrorism, the

:12:02. > :12:08.fear that terrorism could be brought in as part of these refugees is of

:12:09. > :12:14.course, more intense with every terrorist act. The Paris attacks

:12:15. > :12:18.played very much into that. One little event that almost got

:12:19. > :12:24.overshadowed by the attacks in Cologne was that a man who tried to

:12:25. > :12:29.attack a police station last week on the anniversary of the Charlie Hebdo

:12:30. > :12:33.attacks in Paris was shot down. That man had several fake identities and

:12:34. > :12:38.it turns out he was also registered as a refugee in Germany. This sort

:12:39. > :12:45.of thing is about who do we have here? Do we even know? In that way

:12:46. > :12:50.it is all connected and it is growing anxiety. It makes it

:12:51. > :12:53.increasingly, it could be a turning point in Angela Merkel's refugee

:12:54. > :12:57.policy. Very interesting. Michelle Fleury is in Detroit

:12:58. > :13:23.at the world's biggest motor show. Junior doctors have been on strike,

:13:24. > :13:27.medics say the planned changes would endanger patients. Jeremy Hunt wants

:13:28. > :13:35.to ensure that good care seven days a week. All want to promise every

:13:36. > :13:39.patient who uses the NHS the promise of the same high-quality care every

:13:40. > :13:42.day of the week. At the moment we have an NHS were if you have a

:13:43. > :13:46.stroke at the weekend is your 20% more likely to die. That cannot be

:13:47. > :13:50.acceptable and the right thing to do is not to strike but to sit around

:13:51. > :14:00.the table, talk to the government about how we deliver a truly

:14:01. > :14:02.seven-day NHS. It is a short-term disruption for a long-term goal.

:14:03. > :14:04.These contract changes undermine our ability to provide save health care

:14:05. > :14:07.and ultimately our role is to protect the health care for patients

:14:08. > :14:11.and protect the NHS as a whole and we feel we have been forced into

:14:12. > :14:22.this position and we are grateful for it. That is where we are.

:14:23. > :14:25.Welcome back. Our lead story is: Turkey's

:14:26. > :14:27.government thinks so-called Islamic State is responsible

:14:28. > :14:29.for a suicide attack which killed BBC Russian's looking

:14:30. > :14:43.at an interview that Vladimir Putin He didn't rule out the idea

:14:44. > :14:47.of giving asylum to Syria's BBC Tamil and BBC Hindi

:14:48. > :14:52.are reporting on over 40 whales which have died

:14:53. > :14:55.after getting stranded on a beach 36 more were pushed

:14:56. > :15:05.back into the sea. A small aircraft made an emergency

:15:06. > :15:08.landing on a highway in California. Two people were on board,

:15:09. > :15:18.both were fine. I've got a report from the place

:15:19. > :15:21.where the Mexican druglord This happened at the weekend

:15:22. > :15:30.in his home state of Sinaloa. He was hiding in a house

:15:31. > :15:36.in a place called Los Mochis. In fact he headed for its sewer

:15:37. > :15:39.system when the police arrived. So here's Katy Watson

:15:40. > :15:47.where the arrest happened. This house has danger

:15:48. > :15:52.written all over it. There is heavy military

:15:53. > :15:55.presence here, there also Everybody wanting a piece

:15:56. > :16:01.of El Chapo and to see It is an unbelievable story,

:16:02. > :16:05.but inside the house the gunfight between El Chapo's henchmen

:16:06. > :16:08.and the Marines seems very real. Bullet holes in the walls,

:16:09. > :16:13.the whole house turned upside down. The first thing you see

:16:14. > :16:16.when you come into El Chapo's house is this kitchen that's been

:16:17. > :16:18.totally turned upside down There are cans in there that have

:16:19. > :16:23.just exploded from the force If you look over there,

:16:24. > :16:29.it is still an active crime scene, there's blood on the floor

:16:30. > :16:32.where somebody died. But surprisingly, we were still free

:16:33. > :16:34.to explore all the rooms This may have been El Chapo's

:16:35. > :16:39.bedroom, complete with a walk-in wardrobe, go inside and there's

:16:40. > :16:41.a floor-length mirror So well hidden, in fact, the Marines

:16:42. > :16:47.did not spot it straightaway. And it was here that

:16:48. > :16:50.El Chapo escaped. Speak to people here and they can't

:16:51. > :16:53.quite believe he was hiding out About six months ago

:16:54. > :17:03.you could see mounds of earth, It has taken everybody by surprise

:17:04. > :17:10.that without even knowing, there is this hugely

:17:11. > :17:14.important person there. I have walked about a kilometre

:17:15. > :17:18.from the house that El Chapo was hiding in to what looks

:17:19. > :17:21.like a pretty ordinary junction. But when the marines came

:17:22. > :17:23.and El Chapo escaped, he escaped through the city storm

:17:24. > :17:27.drains and came up in there. It is an extraordinary tale and one

:17:28. > :17:30.the government wants to tell Every twist and turn of El Chapo's

:17:31. > :17:36.story is more bizarre than the last. Being taken on a tour of the house

:17:37. > :17:41.that just a few days ago was the scene of violent stand-off

:17:42. > :17:44.with one of the world's most wanted men just adds to the bizarre

:17:45. > :17:46.feeling of it all. Meanwhile neighbours here keep

:17:47. > :18:02.watching, fascinated If you want to see that report you

:18:03. > :18:10.can get it through the BBC News app and on the website. We can act says

:18:11. > :18:14.all of the latest information and that includes copy being fired by my

:18:15. > :18:18.colleagues around the world and we have breaking news from the

:18:19. > :18:23.Washington bureau saying that a US official is saying that Iran has

:18:24. > :18:30.confirmed reports that it has two Navy boats in custody. The ships

:18:31. > :18:33.were in the Persian Gulf area. The APA news agency is saying that the

:18:34. > :18:38.Pentagon has already received assurances from Iran that the crew

:18:39. > :18:43.and the vessels will be returned safely and probably. The US official

:18:44. > :18:49.confirming that Iran has taken two Navy boats into custody but the

:18:50. > :18:51.Americans are saying that they are receiving assurances that the boat

:18:52. > :18:58.and crew will be back in American control soon. In the meantime, let

:18:59. > :19:02.us turn to business. We have three stories relating to the oil

:19:03. > :19:03.industry. We will turn to Iran in a moment.

:19:04. > :19:23.This is the end of last year and into 2016, going further down and

:19:24. > :19:26.down. The fall in oil prices has been

:19:27. > :19:35.driven by a global oversupply. Countries cannot agree on whether to

:19:36. > :19:38.cut production and how to do it, so the market has too much or oil.

:19:39. > :19:45.BP today announced it was cutting 4000 jobs.

:19:46. > :19:50.600 of these from its North Sea operations.

:19:51. > :19:56.The companies profits are suffering from the low oil price.

:19:57. > :20:03.Following the lifting of UN sanctions on Iran -

:20:04. > :20:06.the market will become even more crowded and prices are likely

:20:07. > :20:11.Our economics editor Kamal Ahmed has been explaining

:20:12. > :20:15.could happen far sooner than we think.

:20:16. > :20:22.It looks like the day when Iran can finally join the oil market in

:20:23. > :20:28.production terms, it is going to come very soon. Possibly as early as

:20:29. > :20:33.January the 27th according to my sources in the industry. This is a

:20:34. > :20:37.really big and important moment for 2016 for the global economy as well

:20:38. > :20:41.as the politics and diplomatic issues surrounding Iran and the

:20:42. > :20:45.dropping of sanctions which have stopped Iran being part of the oil

:20:46. > :20:53.production industry or a mainstream part of that for a number of years.

:20:54. > :20:56.Anyone who was hoping that the oil price might rise any time soon is

:20:57. > :21:01.probably going to be disappointed, as Iran joins the mainstream oil

:21:02. > :21:07.market, it is hoping to double the amount of oil it is able to pump. At

:21:08. > :21:12.the moment it is about 2.8 million barrels a day and it wants to put

:21:13. > :21:17.that up above 5 million barrels a day, that is half of what Saudi

:21:18. > :21:23.Arabia produces. A supply side increase at a time when demand has

:21:24. > :21:29.been falling because of the global slowdown in the economy. That is

:21:30. > :21:34.going to keep pressure on a downward side for oil prices. We were at the

:21:35. > :21:37.big auto in Detroit's. It's the annual auto

:21:38. > :21:52.show in Detroit. Welcome to the Detroit auto show

:21:53. > :22:01.2016. Follow me on a quick with. Tour. There are lots of luxury

:22:02. > :22:08.sedans at the show but perhaps one of the most notable is this a Volvo.

:22:09. > :22:13.It is packed full of lots of new design features. The closest thing

:22:14. > :22:20.to a driverless car comes courtesy of Mercedes, the drive pilot

:22:21. > :22:25.technology. This can park itself with the help of an app on your

:22:26. > :22:31.mobile phone, it can speak between cars. It can also go hands-free at

:22:32. > :22:35.speeds of up to 100 and miles per hour. If you're feeling particularly

:22:36. > :22:45.brave, you can let go of the steering wheel. Porsche Turbo

:22:46. > :22:50.charges this with 540 horsepower. It may not be its first motor show but

:22:51. > :22:58.it wins for design of the future. This could be the motor cycle of

:22:59. > :23:02.tomorrow. I am not quite sure how that works. Lots more coverage of

:23:03. > :23:09.Detroit's through the BBC business pages online. We are going to take a

:23:10. > :23:12.look at the lives of thousands of migrants living in northern France.

:23:13. > :23:17.Later this week they could be moved to more permanent camps, but for the

:23:18. > :23:21.moment, they are in camps near Calais and that has been the case

:23:22. > :23:33.for many months, but increasingly they are living in Dunkirk up the

:23:34. > :23:34.coast and we are in winter and conditions are grim. Lucy Williamson

:23:35. > :23:38.has visited some of them. It is hard to spot the hope among

:23:39. > :23:41.the sodden blankets and broken With security tightened

:23:42. > :23:45.in Calais, Dunkirk has become A few months ago there were dozens

:23:46. > :23:49.of migrants sleeping rough here. Between them, aid workers say,

:23:50. > :24:01.they have eight taps and 20 toilets. There is not enough

:24:02. > :24:02.food to go around. This week a rare window

:24:03. > :24:05.for volunteers after weeks of heavy restrictions - police are allowing

:24:06. > :24:15.fresh supplies through. We have been unable to bring any

:24:16. > :24:18.tents or construction materials, including plastic tarps,

:24:19. > :24:19.pallets, anything like that. So we have a lot of problems trying

:24:20. > :24:23.to keep people warm and dry, and provide people with any sort

:24:24. > :24:26.of shelter because we are not The authorities have been wary

:24:27. > :24:29.of making Dunkirk too But even in conditions

:24:30. > :24:33.like this they still come. Now with the threat

:24:34. > :24:36.of a humanitarian crisis growing, permission has been given

:24:37. > :24:38.for a full-blown refugee camp The new camp on a nearby site
