:02:36. > :02:39.North Carolina. It cannot be pushed around like this. If you want to
:02:40. > :02:48.change the law, do it through Congress and not directives from
:02:49. > :02:54.Washington. Would it suggest it would not get through Congress?
:02:55. > :02:59.Congress is their friend in this. Often Congress is the enemy. In this
:03:00. > :03:03.case, they are saying we are trampling on the constitution. If
:03:04. > :03:09.you want to make fundamental changes like this, it has to go through the
:03:10. > :03:12.legislative process and you cannot do it by edict. That is the basis of
:03:13. > :03:28.the argument the 11 states are putting. As I said, at
:03:29. > :03:30.the start, this is a new symbol, a new symbol of the battle over the
:03:31. > :03:40.social agenda in the United States. Gay marriage until recently. This is
:03:41. > :03:42.the latest in that battle between those who values over those with a
:03:43. > :03:47.more liberal leaning in this country. They are poles apart.
