:00:07. > :00:08.Hello, I'm Karin Giannone, Welcome to Outside Source live

:00:09. > :00:14.Britain's new Prime Minister is on her first foreign trip

:00:15. > :00:16.as leader - she's having dinner in Berlin with the German

:00:17. > :00:25.Earlier Ms May had a message of unity.

:00:26. > :00:31.We are not walking away from our European friends. Britain will

:00:32. > :00:34.remain an outward looking country and Germany will remain a vital

:00:35. > :00:36.partner and special friend for us. 99 generals are charged

:00:37. > :00:38.after the attempted coup in Turkey, and the crackdown

:00:39. > :00:40.on educational The BBC understands that

:00:41. > :00:43.Sam Allardyce will be named England We'll be live at the Republican

:00:44. > :00:53.Party convention where Melania Trump's speech writer has

:00:54. > :00:55.apologized after chunks of what she said sounded exactly

:00:56. > :00:57.like Michelle Obama's And we'll report from Rio,

:00:58. > :01:05.where the man in charge of security for the Olympics has told the BBC

:01:06. > :01:08.how concerned he is about a terror Two of the world's most

:01:09. > :01:28.powerful women have met - German Chancellor Angela Merkel

:01:29. > :01:30.and British Prime Minister Theresa May held their first face-to-face

:01:31. > :01:32.talks, and while they both stressed their common values,

:01:33. > :01:35.Angela Merkel warned that uncertainty was not

:01:36. > :01:40.in anybody's interest. Ms May was greeted by Ms Merkel

:01:41. > :01:44.with a guard of honour. Both national anthems were played

:01:45. > :01:46.before the two leaders It's Prime Minister May's first

:01:47. > :02:02.overseas visit as leader, and the More significant. Germany is seen as

:02:03. > :02:03.key to Britain 's uncoupling from the EU.

:02:04. > :02:06.The two leaders both spoke to the media with Mrs Merkel

:02:07. > :02:08.stressing again that there would be no talks before the formal

:02:09. > :02:18.TRANSLATION: Right from the start, I said after the referendum was

:02:19. > :02:23.decided that it is now up to the British government to define how it

:02:24. > :02:26.wishes to see its future relationship with the European

:02:27. > :02:32.Union, and to then also pursue the following steps, particularly as

:02:33. > :02:38.regards the process leading up to invoking article 50. Only then will

:02:39. > :02:42.the proper negotiations start. I've been clear that Brexit means

:02:43. > :02:46.Brexit, and the United Kingdom is going to make a success of it, but I

:02:47. > :02:50.also want to be clear here today and across Europe in the weeks ahead,

:02:51. > :02:54.that we are not walking away from our European friends. Written will

:02:55. > :03:01.remain an outward looking country and Germany will remain a vital part

:03:02. > :03:03.and special friend for us. We have centuries of shared history, our

:03:04. > :03:08.languages and culture are deeply intertwined, in recent decades we

:03:09. > :03:12.have developed a strong alliance. This was reflected in Her Majesty

:03:13. > :03:16.The Queen's historic state visit here just over a year ago. It is a

:03:17. > :03:20.constructive is that I have come here today, to lay the foundations

:03:21. > :03:24.for a strong relationship in the hours ahead.

:03:25. > :03:28.Earlier I asked him what he made of the meeting.

:03:29. > :03:34.It was interesting hearing Mrs May described Britain as a special

:03:35. > :03:39.friend and talking about the vital partnership between Germany and

:03:40. > :03:44.Britain. Those are extremely warm words. It just goes to show that,

:03:45. > :03:48.really, Theresa May wants to prove to Berlin that the Brexit vote was

:03:49. > :03:53.not about Britain isolating itself. Theresa May also made a joke of the

:03:54. > :03:57.fact, when she was asked by journalists have the two women got

:03:58. > :04:01.on, she said we are two women, and she stressed that word, because lots

:04:02. > :04:05.of parallels are being drawn between them either press and how they will

:04:06. > :04:09.get on, who like to get down to business and effectively call a

:04:10. > :04:15.spade a spade. That is what the press has speculated, both Mrs May

:04:16. > :04:18.and Mrs Merkel have reputations for being drab Matic, nonideological,

:04:19. > :04:22.and the hope is they will be able to strike a deal, or at least get on

:04:23. > :04:26.well enough to make a good compromise. There are lots of very

:04:27. > :04:32.problematic issues in these future talks over Brexit between the EU and

:04:33. > :04:35.Britain, some of those topics came up in the press conference just now,

:04:36. > :04:37.talking to journalists, and they were not solved because we are at

:04:38. > :04:38.the beginning of that process. The BBC's political

:04:39. > :04:46.correspondent Tom Bateman Some people remark it was hard to

:04:47. > :04:53.believe his two women had not met properly before, such was the warmth

:04:54. > :04:56.of the tone of the meeting? It was extremely cordial between the

:04:57. > :04:59.leaders as they met, not just as first-time as leaders of their own

:05:00. > :05:05.respective countries but the first time they have met each other. We

:05:06. > :05:08.have had a working dinner between the two women tonight, in the last

:05:09. > :05:12.few minutes we understand that a wide range of issues were discussed

:05:13. > :05:18.between Theresa May and Angela Merkel. They discussed global

:05:19. > :05:22.challenges, Article 50 and access to the single market and immigration

:05:23. > :05:25.control. A Downing Street source said tonight that Downing Street is

:05:26. > :05:29.very encouraged either meetings with Chancellor Merkel, saying there was

:05:30. > :05:33.free-flowing conversation in the bilateral talks and the dinner,

:05:34. > :05:37.apparently they established a personal connection, according to

:05:38. > :05:41.Downing Street, and the relationship and communication channels are open.

:05:42. > :05:46.That is the key point, Downing Street is seeing this as the start

:05:47. > :05:50.of the process, a getting to know you session, getting to understand

:05:51. > :05:55.the way in which this two women will start to negotiate with each other.

:05:56. > :05:59.As we heard earlier, the press conference, it was striking how

:06:00. > :06:03.Theresa May was saying we are open to business, we want to remaining

:06:04. > :06:06.gauged with European partners, but Angela Merkel was saying, look, we

:06:07. > :06:12.need to know what the UK wants first, what it redlines and

:06:13. > :06:18.negotiating positions will be, before we make any moves. Amid that,

:06:19. > :06:22.did we get much by way of a timetable for how long the Brexit

:06:23. > :06:27.talks will go on and when they will properly begin? We have already

:06:28. > :06:32.heard from Theresa May that the article 50, the process for the very

:06:33. > :06:35.start of the negotiations, the process to withdraw, disentangle

:06:36. > :06:39.ourselves from the EU legislation, will not start before the end of the

:06:40. > :06:45.year at least. We have got no further on that in the press

:06:46. > :06:49.conference. Very clearly, the British Government position is that

:06:50. > :06:52.they want space to think first before they go into the

:06:53. > :06:56.negotiations. Theresa May say she wants to talk to the Scottish

:06:57. > :07:04.Government, Welsh and Northern Irish Assemblies, to get a full pic chip

:07:05. > :07:06.of the negotiating position. As for other positions, other countries

:07:07. > :07:10.have said they want to get things moving more quickly, we don't want

:07:11. > :07:14.you were sceptics in our own countries to start getting ideas as

:07:15. > :07:18.well -- we don't want Eurosceptics. There was not so much pressure from

:07:19. > :07:23.Angela Merkel about the timing, but it is clear that once the process

:07:24. > :07:27.begins, in theory, it should take two years to conclude the

:07:28. > :07:30.negotiations. Before Britain is effectively kicked out of the EU,

:07:31. > :07:36.unless the other 27 member states agree. But what is clear from both

:07:37. > :07:40.sides at the moment is that they both want to understand what the

:07:41. > :07:44.negotiating positions will be before anybody gives the game away about

:07:45. > :07:47.where they will start. She is meeting President Hollande in

:07:48. > :07:51.France tomorrow. Thank you, Tom Bateman.

:07:52. > :07:51.One of the issues they talked about was Turkey.

:07:52. > :07:54.Turkey has charged 99 generals and admirals in connection

:07:55. > :07:57.with the weekend's attempted coup - just under a third of the country's

:07:58. > :07:59.The government has now banned all academics

:08:00. > :08:02.from travelling abroad, as the purge of state employees

:08:03. > :08:04.suspected of being connected to the failed coup continues.

:08:05. > :08:06.So far more than 50,000 people have been rounded up,

:08:07. > :08:10.Mark Lowen reports from Istanbul - you may find some images

:08:11. > :08:22.at the start of his report upsetting.

:08:23. > :08:28.Watch the man rushing into the street, ready to die for democracy.

:08:29. > :08:33.New pictures from the coup attempt show a citizens throwing stones and

:08:34. > :08:37.then himself in front of a tank to stop it. Unbelievably, he picks

:08:38. > :08:42.himself up, another rebel tank approaches. Again, he is prepared to

:08:43. > :08:48.sacrifice himself. Again, he survives. Injured but defiant, he

:08:49. > :08:53.says it was a GT to defend his country and the president.

:08:54. > :08:56.TRANSLATION: We heard the tanks were approaching while firing,

:08:57. > :08:59.all I could do was respond with the three stones that I had,

:09:00. > :09:03.God protected our president, without the 15 minutes he had

:09:04. > :09:14.to escape, it would have been a disaster.

:09:15. > :09:18.Turkey almost slipped from President Erdogan's grasp.

:09:19. > :09:22.Discussing urgent solutions with the Security Council.

:09:23. > :09:28.Expected to widen the post to crack down.

:09:29. > :09:31.-- the post-coup crackdown on those behind it.

:09:32. > :09:33.Dragged to court, the men who tried and failed to get

:09:34. > :09:40.13 soldiers who raided his hotel minutes after he had fled.

:09:41. > :09:43.The crowd shouts for the death penalty.

:09:44. > :09:53.The justice of the victor becoming dangerously close to mob violence.

:09:54. > :09:56.Education is being purged. All university deans have been told to

:09:57. > :09:57.resign. Another 35,000 employees

:09:58. > :09:59.have been suspended. It seems a conservative

:10:00. > :10:00.government is clashing Every dean or university professor

:10:01. > :10:09.we have spoken to by phone has been too afraid to go on camera,

:10:10. > :10:12.fearing that any critical comments by an academic might be

:10:13. > :10:14.used to round them up. Free speech and thought

:10:15. > :10:16.are cherished by these universities, but the worry is that

:10:17. > :10:18.after the coup, Turkey Government supporters

:10:19. > :10:24.on the river today. But they mask the fear that

:10:25. > :10:26.an emboldened president is using what could be a moment

:10:27. > :10:28.of reconciliation to Last month was the hottest June

:10:29. > :10:41.around the world in modern history - a record that's been broken

:10:42. > :10:43.for 14 consecutive months. It was nearly one Celsius

:10:44. > :10:46.above the average for the 20th That might not sound

:10:47. > :10:49.much, but it is enough to have a significant effect

:10:50. > :10:52.on our climate as our science editor This marked the end of our

:10:53. > :11:07.very brief heatwave. And this comes as scientists reports

:11:08. > :11:10.that the world as a whole is seeing a record rise in temperatures,

:11:11. > :11:15.producing a wide range of impact. In California, firefighters

:11:16. > :11:18.struggle with blazes pushing A heatwave has hit much

:11:19. > :11:26.of continental Europe this week. This boy in Spain

:11:27. > :11:29.tries to stay cool. And many tropical coral reefs have

:11:30. > :11:32.turned white, what's called bleaching, as the waters

:11:33. > :11:37.get too warm for them. So what do the latest figures

:11:38. > :11:39.about rising temperatures tell us about a planet

:11:40. > :11:43.that is getting hotter? This graph from the American weather

:11:44. > :11:46.agency shows the period January Below average in the first-half

:11:47. > :11:53.of the century, and then In the past six months

:11:54. > :11:58.it was more than a degree If we take a closer look,

:11:59. > :12:03.we can see why scientists are surprised at the scale

:12:04. > :12:05.of the increase. They say this is partly driven

:12:06. > :12:08.by the weather pattern El Nino, with warm water in the eastern

:12:09. > :12:11.Pacific, but also by the greenhouse gases from our pollution,

:12:12. > :12:14.which the Paris Agreement on climate Scientists researching the climate

:12:15. > :12:21.say that they have been warning for years that unless those

:12:22. > :12:23.greenhouse gases are cut, And the impacts are likely

:12:24. > :12:30.to become more severe. I think we are scarily close

:12:31. > :12:32.to dangerous levels We have a Paris Agreement now that

:12:33. > :12:37.says we should not be exceeding 1.5 centigrade of climate change

:12:38. > :12:40.but unless we start removing emissions over the next decade

:12:41. > :12:43.or so, that is a threshold that The fear is of more scenes

:12:44. > :12:50.like this, extreme weather It made this town

:12:51. > :12:55.look like a war zone. Scientists say a warmer world is set

:12:56. > :13:00.to see more violent rainfall and this year is on course to be

:13:01. > :13:03.the hottest on record. We'll hear from BBC Russian in a few

:13:04. > :13:18.minutes with the latest We've heard today that the Russian

:13:19. > :13:21.team won't boycott the Olympics, but we don't know yet

:13:22. > :13:39.if they will be allowed to compete. Theresa May gave a confident

:13:40. > :13:42.performance at PMQs earlier comments or sting she would like to build a

:13:43. > :13:47.better country for everyone. She clashed with Jeremy Corbyn of Labour

:13:48. > :13:50.and offered a few thoughts on his style of leadership.

:13:51. > :13:55.Interesting that he refers to the situation of some workers who might

:13:56. > :13:59.have some job insecurity, and potentially unscrupulous bosses. I

:14:00. > :14:02.suspect there are many members on the opposition benches who might be

:14:03. > :14:06.familiar with an unscrupulous boss. LAUGHTER

:14:07. > :14:09.A boss who doesn't listen to his workers, a boss...

:14:10. > :14:13.CHEERING A boss who requires some of his

:14:14. > :14:20.workers to double their workloads. LAUGHTER

:14:21. > :14:24.And maybe even a boss who exploits the rules to further his own career.

:14:25. > :14:34.Remind him of anybody? This is Outside Source live

:14:35. > :14:36.from the BBC newsroom. The German Chancellor, Angela Merkel

:14:37. > :14:40.and the British Prime Minister, Both said they want an orderly

:14:41. > :14:48.British departure from the EU. Other stories making headlines

:14:49. > :14:52.around the BBC. A prominent journalist in Kiev has

:14:53. > :14:55.been killed by a bomb planted Pavel Sheremet was originally

:14:56. > :14:59.from Belarus, but was working in Ukraine for a popular

:15:00. > :15:02.news website. BBC Ukrainian has

:15:03. > :15:05.more on that story. French president Francois Hollande

:15:06. > :15:08.has confirmed that three French It's the first time France admitted

:15:09. > :15:14.to deploying forces in the country. A fire started in a 75-storey Dubai

:15:15. > :15:21.apartment block on Wednesday, There were no immediate

:15:22. > :15:28.reports of injuries. You can see more of these pictures

:15:29. > :15:44.on the BBC News app. An update now on the

:15:45. > :15:46.Russia doping scandal. The International Olympic Committee

:15:47. > :15:48.has announced it will make a decision on whether to ban

:15:49. > :15:51.all Russian athletes from the upcoming Rio Olympics

:15:52. > :15:53.within the next week. It follows a report

:15:54. > :15:55.from the World Anti-Doping Agency which found evidence of widespread

:15:56. > :15:58.state-sponsored doping in Russia. Meanwhile, the head

:15:59. > :16:01.of the Russian Olympic Committee has said that Russia would not

:16:02. > :16:08.boycott the Olympic Games. Famil Ismailov from the BBC's

:16:09. > :16:17.Russian Service told me more. Lots of things will depend on what

:16:18. > :16:23.the arbitration court in Lausanne, the sports arbitration court, what

:16:24. > :16:27.verdict they will give tomorrow, on Thursday. From that we will have an

:16:28. > :16:31.indication what kind of decision we should expect from the International

:16:32. > :16:35.Olympic Committee. The worst-case scenario for Russia is a complete

:16:36. > :16:38.ban on all athletes? I think the worst case scenario would be a

:16:39. > :16:43.political boycott of the Olympic Games by Russia, that will not

:16:44. > :16:47.happen, as the head of the Russian national Olympic Committee,

:16:48. > :16:54.indicated. That is an important point, it means Russia is trying to

:16:55. > :16:57.find a conciliatory tone, trying to see if they can move ahead without

:16:58. > :17:04.exaggerating the whole thing all over again. We also heard that Mr

:17:05. > :17:09.Putin is not meeting the team before it goes to Rio de Janeiro, another

:17:10. > :17:14.indication that Russian authorities understand that this is a really bad

:17:15. > :17:18.situation and they are at fault. We mentioned the worst-case

:17:19. > :17:22.scenario, what would be the best case? How could Russia get out of

:17:23. > :17:27.this and make the best of it? The best case an aria with the fresh

:17:28. > :17:30.and athletes, those from the Russian team who were not implicated in the

:17:31. > :17:36.scandal, so-called clean athlete is not involved in doping scandals, if

:17:37. > :17:40.they would be allowed to take part in the Rio Olympic Games under the

:17:41. > :17:41.Russian flag. If that happened, that will probably be the best scenario

:17:42. > :17:46.for Russia at this moment. A senior British executive at HSBC

:17:47. > :17:49.has been arrested and charged Mark Johnson, the company's global

:17:50. > :17:53.head of foreign exchange trading, was arrested on Tuesday night

:17:54. > :17:56.and is due to appear in court later. A former colleague, Stuart Scott,

:17:57. > :18:00.has also been charged Let's get more from Michelle

:18:01. > :18:12.Fleury in New York. What they of? This all has to do

:18:13. > :18:19.with foreign exchange ringing. -- what are they accused of? Apparently

:18:20. > :18:21.they misused information to make a profit of around 8 million US

:18:22. > :18:26.dollars, this is from a transaction they carried out. Mark Johnson

:18:27. > :18:33.appeared in a Brooklyn court within the last two hours. At the heart of

:18:34. > :18:38.this is information to make a profit in the currency markets. That point

:18:39. > :18:43.is important, criminal charges against high-ranking executives, we

:18:44. > :18:48.have not seen much of that before, it marks a new turn, if you like, in

:18:49. > :18:52.the US Government 's long-running efforts to clear up currency

:18:53. > :18:56.trading. Last year, five banks pay billions of dollars to settle claims

:18:57. > :19:02.they had colluded to fix currency prices. Have we heard from HSBC

:19:03. > :19:05.about this? They have not made any comments yet. It has been hard to

:19:06. > :19:11.try to find out more information, both from HSBC or even just waiting

:19:12. > :19:17.for this complaint to be made public. We had to wait... Even

:19:18. > :19:21.though Mr Johnson was picked up at JFK airport on Tuesday we had to

:19:22. > :19:25.wait until the charges were unsealed in court in Brooklyn a couple of

:19:26. > :19:29.hours ago to find out to be exact details of what he has been charged

:19:30. > :19:31.with. Then he very much, Michelle Fleury, bringing the latest from New

:19:32. > :19:34.York. -- thank you, very much. Here in London, Uber has been taken

:19:35. > :19:37.to court by two of its drivers who claim it's acting unlawfully

:19:38. > :19:39.by not offering There are tens of thousands of Uber

:19:40. > :19:52.drivers in the UK. James has been an Uber driver for

:19:53. > :19:57.almost a year. Like all the others, he is self-employed. Now he is part

:19:58. > :20:00.of a group taking legal action against the company in what could be

:20:01. > :20:06.a landmark case. The flexibility is really great, you can switch on the

:20:07. > :20:12.Apple and work whenever you want. You can stop whenever you want and

:20:13. > :20:16.go home. The only problem is that if you are not working, you are not

:20:17. > :20:23.earning, and the earnings are so much lower than I expected, and it's

:20:24. > :20:28.really starting to bite now. You are noticing it change? Is it more

:20:29. > :20:33.difficult to make money now than six months ago? Most definitely. The

:20:34. > :20:37.effect is that there is a certain amount of money you need to earn

:20:38. > :20:38.each day, you have to stay out longer and longer until you do.

:20:39. > :20:41.The BBC's transport correspondent has more on exactly what judges

:20:42. > :20:49.They will basically decide, when given all the evidence about how

:20:50. > :20:53.these people operate, whether they are workers of the company, which

:20:54. > :20:58.would mean you would get more rights, things like guaranteed

:20:59. > :21:02.breaks, holiday pay, sick pay etc, or whether they are self-employed,

:21:03. > :21:06.in which case Uber argue that they get fantastic flexibility, they can

:21:07. > :21:10.choose when they were, no set hours, but they are not entitled to things

:21:11. > :21:15.like holiday pay and sick pay. It revolves around pay as well, there

:21:16. > :21:19.is a minimum wage in the UK. Uber says they get the minimum wage, the

:21:20. > :21:24.union say they don't. If you take into account things like the running

:21:25. > :21:28.costs of the car. There are lots of details to go to. It comes down to

:21:29. > :21:35.how much these people will be paid for doing the job.

:21:36. > :21:39.We can take you straight to Ankara, let's hear from President Erdogan.

:21:40. > :21:43.TRANSLATION: One of its most critical days in history. The

:21:44. > :21:49.Turkish Armed Forces, within the Turkish Armed Forces, which is the

:21:50. > :21:53.pride of our nation and country, a group nestled in the Turkish Armed

:21:54. > :21:57.Forces break -- broke the chain of command and attempted a coup. Those

:21:58. > :22:03.individuals in this group, understood to be members of a

:22:04. > :22:07.terrorist organisation, attacked its state and its nation using planes,

:22:08. > :22:15.helicopters, tanks and all kinds of weaponry. The presidential complex

:22:16. > :22:20.and the Grand National assembly of Turkey, the premises of the officers

:22:21. > :22:26.of the Prime Minister, the chief of staff, the General command, the

:22:27. > :22:29.campus of the Turkish national intelligence agency, the Bosphorous

:22:30. > :22:36.Bridge and various military units were heavily attacked.

:22:37. > :22:43.Thanks to the determined stance of me and my Government and, of course,

:22:44. > :22:47.the fact that our nation stood in the way of the coup plotters and, as

:22:48. > :22:53.a result of the effective interventions of security forces,

:22:54. > :23:02.this attempt never succeeded. And in the face of our nation taking

:23:03. > :23:06.ownership of its country and its determination, the weapons, tanks,

:23:07. > :23:10.helicopters and planes of the coup plotters amounted to nothing.

:23:11. > :23:17.Against terrorists in military fatigues, the people stood upright

:23:18. > :23:25.and took ownership of their homeland and their future, and our nation

:23:26. > :23:30.wrote epics of heroic bravery throughout the night. We have the

:23:31. > :23:35.young, the old, the employers, the bosses, the villagers, the urban

:23:36. > :23:40.settlers, every member of our nation came together as one entity in the

:23:41. > :23:51.face of this attempt. Our citizens that said no to this Sauternes of

:23:52. > :23:54.people being shot -- saw tens of people being shot and motorised in

:23:55. > :23:59.front of their eyes, they saw the arrest people being wounded and

:24:00. > :24:06.injured. They tried to save those people and those dying... Under

:24:07. > :24:12.those dire circumstances, continuing resistance until the early hours of

:24:13. > :24:17.the morning. Thanks to God, everyone that feels themselves to be a member

:24:18. > :24:26.of this homeland and nation stood in the face of this attempted coup. Our

:24:27. > :24:31.nation have the sorrow of not being able to save one man and his friends

:24:32. > :24:37.and colleagues in the aftermath of the coup in 1960. In the aftermath

:24:38. > :24:41.of the coup in 1980, young people were executed, abiding by the idea

:24:42. > :24:49.of one from the right and one from the left, and those sufferings are

:24:50. > :24:54.still fresh in memory. The 15th of July 2016 is a turning point when

:24:55. > :24:59.the nation put an end to this ill fate. For the first time in the

:25:00. > :25:06.history of our country, and armed coup attempt was crippled by the

:25:07. > :25:11.nation itself. Turkey actually proved its allegiance to democracy

:25:12. > :25:19.and to the rule of law by paying a very high price, which is the lives

:25:20. > :25:27.of its citizens as a result of the fire and shootings of the coup

:25:28. > :25:33.plotters. 246 innocent citizens, police officers and military

:25:34. > :25:41.personnel, lost their lives, 15 -- 1536 innocent citizens were also

:25:42. > :25:47.wounded. On this occasion, I would like to honour the memory of the

:25:48. > :25:51.fallen, and I would like to wish speedily DaMarcus Beasley recovery

:25:52. > :25:55.to the wounded, I would like to convey condolence to relatives and

:25:56. > :26:01.families of those who lost their lives. I want to be very clear. It

:26:02. > :26:06.is no time to be dwelling on this or that political party. As the

:26:07. > :26:12.president of this nation I am proud of my country, my people, and I

:26:13. > :26:18.believe that with the nation we will overcome all of these obstacles, and

:26:19. > :26:22.this will go down in the history of democracy. It will be an heroic act

:26:23. > :26:27.of bravery from the hand of the Turkish nation.

:26:28. > :26:33.My bill of its citizens, starting from the first moment the coup

:26:34. > :26:38.attempt became clear, the president, myself, the Prime Minister and the

:26:39. > :26:42.ministers, security forces and the commanders of the Armed Forces that

:26:43. > :26:48.stood against the coup plotters, we all came together and worked in very

:26:49. > :26:52.close collaboration. Despite all dangers and all threats, I headed

:26:53. > :26:59.out to Istanbul immediately and with my nation, of course, stood against

:27:00. > :27:07.the coup potters. In the face of the determination and the will of my

:27:08. > :27:12.nation, the attempt was completely stopped before the evening of the

:27:13. > :27:16.following day. And today, on the 20th of July, we had a meeting of

:27:17. > :27:20.the National Security Council, followed by a meeting of the Council

:27:21. > :27:28.of ministers. The members of the National Security Council came

:27:29. > :27:34.together, they did comprehensive assessment is and we decided to

:27:35. > :27:41.recommend to the Government that a state of emergency be declared, as

:27:42. > :27:46.per Article 120 of the Constitution, in order for us to be able to

:27:47. > :27:50.speedily and swiftly do the deal with the elements of all the

:27:51. > :27:56.terrorist organisation. The Council of ministers also abided by that

:27:57. > :28:03.recommendation and decided to declare a state of emergency for a

:28:04. > :28:11.duration of three months. As it is now, Article of the 120 Constitution

:28:12. > :28:19.allows for a state of emergency to be declared in the event of acts of

:28:20. > :28:21.violence that aim to abolish democracy and cripple fundamental

:28:22. > :28:26.freedoms. The purpose of the declaration of the state of

:28:27. > :28:33.emergency is, in fact, to be able to take the most efficient steps in

:28:34. > :28:37.order to remove this threat as as soon as possible, which is a threat

:28:38. > :28:45.to democracy, the rule of law and the rights and freedoms of citizens

:28:46. > :28:48.in our country. This practice is absolutely not against a democracy,

:28:49. > :28:54.the rule of law and freedoms. Quite the contrary, it has the purpose of

:28:55. > :29:05.strengthening and protecting these values. The attempted coup that we

:29:06. > :29:10.experienced clearly showed who is on the side of democracy and rule of

:29:11. > :29:18.law in Turkey by risking their lives, and who is trying to impose

:29:19. > :29:22.their dictatorship. Our Government, our political parties, civil society

:29:23. > :29:26.and the chain of command under the Turkish Armed Forces and, most

:29:27. > :29:30.important of all, our nation, has always... They have always shown

:29:31. > :29:38.that their preference is on the side of democracy. On this occasion, I

:29:39. > :29:44.would like to also convey my deepest gratitude to my citizens that took

:29:45. > :29:51.to the streets, starting from the night of the 15th of July, that went

:29:52. > :29:58.to the squares and stayed there. Regardless of their political party,

:29:59. > :30:08.political thought or faith, all of my citizens stood in the way of

:30:09. > :30:13.tanks, they are to be likened to the heroes of the Gallipoli battles.

:30:14. > :30:20.They are to be likened to the Lions, as described by the poet. They stood

:30:21. > :30:24.in the way of the tanks, and with all of their courage, and they even

:30:25. > :30:42.reached -- risked being martyrs. And unfortunately we had to part

:30:43. > :30:53.ways with friends of many years who were killed during the incidents.

:30:54. > :31:02.So... A lady of 32 years of age was also killed after she was crushed by

:31:03. > :31:11.a tank. So these people are so heinous as to crash and squash a

:31:12. > :31:21.young woman by using a tank. That is how cruel these people are so that

:31:22. > :31:27.lady is now a marker. They did not content with that, they did not

:31:28. > :31:32.stop, my nation, our nation did not stop, people were shot and wounded,

:31:33. > :31:37.citizens did not leave their positions and they have proven that

:31:38. > :31:46.they are indeed the descendants of the war of independence. There were

:31:47. > :31:51.warplanes flying at low altitude, is fired using heavy weaponry and the

:31:52. > :31:55.streets were flooded by terrorists in military fatigues. Despite all of

:31:56. > :32:00.these things, my brothers and sisters did not leave or desert the

:32:01. > :32:08.streets and heroism, there is no word to describe it. And although

:32:09. > :32:16.the attempt has now been brought to an end, my citizens have also been

:32:17. > :32:20.occupying the streets and squares on democracy watch so that the same

:32:21. > :32:28.thing cannot be attempted again and names will go down in golden letters

:32:29. > :32:33.in the memory and the history of democracy so even today, starting

:32:34. > :32:39.from 4pm, people started flocking to the square, there are thousands of

:32:40. > :32:42.them, tens of thousands of people are elsewhere and we will have a

:32:43. > :32:49.video conference session with them and I will be addressing those

:32:50. > :32:56.crowds. One very important point is the following. Ankara, the police

:32:57. > :33:04.special operations unit and the Ankara police headquarters came

:33:05. > :33:08.under heavy fire by the coup plotters and despite that they'd

:33:09. > :33:14.never hesitated and they continued serving their nation and the police

:33:15. > :33:21.officers and those others who remain in their positions and who fought

:33:22. > :33:24.until the end is worth of praise. Also we have soldiers within the

:33:25. > :33:30.Turkish Armed Forces that stood against the attempted coup and some

:33:31. > :33:31.of them lost their lives and our nation will never forget their

:33:32. > :33:57.bravery and sacrifice. And there was also a case of a

:33:58. > :34:03.non-commissioned officer that killed a coup plotter because he could not

:34:04. > :34:11.obey by an order given to him, he himself was then killed by the

:34:12. > :34:14.plotters. The governors, the municipalities, starting from the

:34:15. > :34:18.moment they were notified of this attempt, they used all of their

:34:19. > :34:22.forces to side with donation, I would like to congratulate all of

:34:23. > :34:28.the administrators and executives in those places. Similarly I would like

:34:29. > :34:33.to convey my gratitude to all media outlets and civil society

:34:34. > :34:39.organisations that sided with the will of the nation against the

:34:40. > :34:42.attempted coup. My dear nation, fraternity has played the strongest

:34:43. > :34:50.unity between the state and nation in the face of the attempted coup of

:34:51. > :34:56.the 15th of July. The state came to UNISON with the nation and the

:34:57. > :35:01.nation did the same, the exact thing. Notes citizen should have or

:35:02. > :35:06.no institution should have the slightest concern with regard to

:35:07. > :35:11.democracy, the rule of law and the fundamental rights and freedoms, the

:35:12. > :35:14.state of emergency declared by our government has the purpose of

:35:15. > :35:21.protecting those furry values from attacks against those, that is the

:35:22. > :35:28.main principle. -- those very values. We took similar steps in the

:35:29. > :35:32.face of terrorist incidents, we simply cannot be compared to what

:35:33. > :35:36.has happened in Turkey and those who did not voice their concerns in the

:35:37. > :35:41.face of those incidents have no right to criticise this decision

:35:42. > :35:50.that we have made, they should first look at their own cells, we do not

:35:51. > :35:57.want the appreciation of anyone, they should simply stay out of our

:35:58. > :36:02.way. This nation has the might to determine its own destiny, everyone

:36:03. > :36:05.should know that. And I would like to especially underlying that the

:36:06. > :36:10.declaration of the state of emergency has the sole purpose of

:36:11. > :36:16.taking the necessary measures in the face of terrorist threat that our

:36:17. > :36:19.country is facing and also protecting democracy, the rule of

:36:20. > :36:28.law and the fundamental rights and freedoms. Especially the domestic

:36:29. > :36:32.and international actors of our economy shouldn't have the slightest

:36:33. > :36:35.concern with regard to the implementation of the state of

:36:36. > :36:47.emergency, they should have no hesitation whatsoever. Now, SNP

:36:48. > :36:54.might have downgraded Turkey's credit rating from static negative,

:36:55. > :36:59.the outlook, but what do you have to do with Turkey, Turkey is not a

:37:00. > :37:03.member of yours, this organisation, the institution, did similar things

:37:04. > :37:08.previously and we told them we no longer wanted to have ties with them

:37:09. > :37:12.and we put an end to those ties. Now they are declaring a political

:37:13. > :37:19.decision in their own mind, their own consideration, it is a way for

:37:20. > :37:25.them of thinking maybe this will sort out the investment in Turkey,

:37:26. > :37:28.you had better not to meddle with Turkey, not mess with Turkey, you

:37:29. > :37:33.did the same thing in the past, it did not work and it will not work

:37:34. > :37:36.this time because we will remain determined, we will continue the

:37:37. > :37:44.investment and you will see this is the case. We inaugurated the bridge

:37:45. > :37:51.under the 26th of August we will be inaugurating the other bridge, on

:37:52. > :37:55.the 20th of centre, God willing, we will be inaugurating the Eurasian

:37:56. > :38:02.tunnel crossing under the sea in the Bosporus so... This decision of

:38:03. > :38:07.yours will not mean anything because we will continue with these

:38:08. > :38:13.investments and these inaugurations. So this assessment does not impact

:38:14. > :38:21.the reality of the Turkish economy, in these times, they can do

:38:22. > :38:28.anything. They, in fact, wait for and look for these kinds of Mormons.

:38:29. > :38:32.-- moments. They will start spreading viruses in the markets,

:38:33. > :38:40.they will start taking different kinds of steps. But let me be very

:38:41. > :38:44.clear about one point. Turkey in the upcoming period, will continue its

:38:45. > :38:50.economic reforms without any interruption, especially incentives

:38:51. > :38:57.with regard to increasing savings. The Central Bank also had very nice

:38:58. > :39:03.news, good news to share. It alleviated some concerns and removed

:39:04. > :39:07.some obstacles and I think it will continue in the same vein, there

:39:08. > :39:13.will be no problem of liquidity in the market, it isn't the case, it

:39:14. > :39:19.will not happen. And we will remain very sensitive with regard to the

:39:20. > :39:28.markets functioning and we will pursue a rational economic policy so

:39:29. > :39:32.we will never sacrifice from financial discipline and we will

:39:33. > :39:36.continue as always. I would like to wish that the national security

:39:37. > :39:40.council meeting that we held today and the meeting of the Council of

:39:41. > :39:48.ministers that followed, will be beneficial for our nation and what I

:39:49. > :39:51.have a to my nation is this. People should not say, oh no, there is a

:39:52. > :40:01.state of emergency that has been declared. Well Governor step out of

:40:02. > :40:05.office and will be Armed Forces take control? No, of course not, it will

:40:06. > :40:09.not happen, quite on the contrary, the powers and the authorities of

:40:10. > :40:16.our governors will be further expanded and reinforced. The Armed

:40:17. > :40:20.Forces will be in the service of our governors and under their command

:40:21. > :40:27.and control and they will be part of the process. And we have never

:40:28. > :40:36.sacrificed anything from democracy and we will never do so in the

:40:37. > :40:41.future. And the Armed Forces remain under the instructions of the

:40:42. > :40:46.government and they will act in unison with the government. And as

:40:47. > :40:55.for the provision of our Constitution... As the President

:40:56. > :41:06.elected to office by this nation, as the commander-in-chief, I will also

:41:07. > :41:11.attend to it so that all of the viruses within the Armed Forces will

:41:12. > :41:14.be cleansed, if other institutions, the Turkish national police and

:41:15. > :41:20.others, as you have been observing, the cleansing is continuing and we

:41:21. > :41:23.will remain very determined in cleaning all of these institutions

:41:24. > :41:29.from these elements because it is very similar to a cancer virus. It

:41:30. > :41:33.is like a metastases that is going on in the body that has Turkey, that

:41:34. > :41:37.has this nation and we will clean it out so that the nation will continue

:41:38. > :41:43.to live in peace and tranquillity and will remain hopeful of their

:41:44. > :41:48.future. I would like to remind this to my people, to my nation. Do not

:41:49. > :41:58.have any concerns. There is no reason to have any concerns. Turkey

:41:59. > :42:02.has overcome this challenge. And Turkey will continue, will come out

:42:03. > :42:09.of that as a stronger nation by investing more. And I would like to

:42:10. > :42:13.again, convey my heartfelt emotions to all of you, may Allah protect all

:42:14. > :42:22.of you. APPLAUSE

:42:23. > :42:30.The Turkish President Erdogan are doing a live address on television.

:42:31. > :42:34.In that he has after many hours of meetings with his security council

:42:35. > :42:39.declared a three-month state of emergency. He said, to be able to

:42:40. > :42:44.situation following the attempted situation following the attempted

:42:45. > :42:48.coup in Turkey on Friday night. He said thanks to the determined stance

:42:49. > :42:55.of him and his government, the coup plot did not succeed, it amounted to

:42:56. > :42:59.nothing, the citizens of Turkey said no but many thought he might,

:43:00. > :43:02.President Erdogan announcing a three-month state of emergency. He

:43:03. > :43:07.said, don't be frightened, scared of the state of emergency, there is no

:43:08. > :43:11.reason to have any concerns, Turkey will emerge as a stronger nation. We

:43:12. > :43:16.will have plenty more on the situation in Turkey and reaction to

:43:17. > :43:17.that speech by President Erdogan here on Outside Source in a few
