:00:13. > :00:20.Hello and welcome back to Outside Source. I lead story is about a
:00:21. > :00:26.report that is claiming the air we breathe is responsible for one in
:00:27. > :00:28.ten deaths worldwide. Barely six months of do the European Union and
:00:29. > :00:36.Turkey struck a deal to stop migrants travelling into Europe,
:00:37. > :00:39.60,000 migrants are stuck in Greece. We will be discussing the
:00:40. > :00:44.Paralympics and Olympics and looking at the world though Mac games. They
:00:45. > :00:51.are happening at the moment in Kurdistan. The BBC is there. In a
:00:52. > :01:03.moment we will speak to our Washington correspondent. We'll be
:01:04. > :01:09.talking about one of the Republican candidates who does not know where
:01:10. > :01:15.Aleppo is. Want to return to breaking news that has been coming
:01:16. > :01:20.in since we have been on air. This again from Reuters. It is from
:01:21. > :01:24.France, Paris, where three women have been arrested in connection
:01:25. > :01:31.with a car laden with gas canisters. That was found abandoned near Notre
:01:32. > :01:36.Dame at the weekend. The authorities are saying the people involved with
:01:37. > :01:41.the car were probably planning what the authorities are calling an
:01:42. > :01:46.imminent attack. Yesterday, two other people were arrested in
:01:47. > :01:50.connection with this car. One of them was already on a watch list for
:01:51. > :01:58.people who may have been radicalised. The story is growing in
:01:59. > :02:03.one of the significant aspects is what were the gas canisters doing in
:02:04. > :02:07.the car. Authorities are saying that they were likely to be part of a
:02:08. > :02:14.plan to carry out a terrorist attack. Bits and bobs coming in on
:02:15. > :02:19.that story, so we will leave it there. When Moore does come in, I
:02:20. > :02:22.will bring it to you. In the meantime, let us go to the US
:02:23. > :02:27.because there are no shortage of things to talk about in the
:02:28. > :02:32.presidential campaign. Donald Trump and Hillary Clinton held a
:02:33. > :02:41.question-and-answer session with military veterans on an aircraft
:02:42. > :02:47.hangar. Hillary Clinton was asked about the e-mail scandal and Donald
:02:48. > :03:10.Trump was asked about Vladimir Putin.
:03:11. > :03:17.The question and answer session was held in an aircraft hanger of all
:03:18. > :03:20.places. Hillary Clinton was asked about the e-mail scandal. It is
:03:21. > :03:24.something that should not have been done, it was a mistake. It was not
:03:25. > :03:30.good enough for this veteran in the audience. You have corrupted our
:03:31. > :03:35.national security. I communicated about classified material on a
:03:36. > :03:41.wholly separate system. I took it very seriously. Please welcome the
:03:42. > :03:46.Republican nominee for president, Donald Trump. As a potential
:03:47. > :03:51.commander-in-chief, the billionaire faces questions about his knowledge,
:03:52. > :03:57.temperament and also what some see as his romance with Vladimir Putin.
:03:58. > :04:03.If he says great things about me, I will say great things about him. I
:04:04. > :04:07.have said that he is a leader and has strong control over his country.
:04:08. > :04:12.It is a different system and I don't like it, but in that system he has
:04:13. > :04:24.been a leader for more than our president has been a leader. He was
:04:25. > :04:33.also asked about Isis. I think under the leadership of President Obama,
:04:34. > :04:40.leaders have been reduced to rubble. It's embarrassing. There was also
:04:41. > :04:49.widespread criticism from the news anchor for not challenging more of
:04:50. > :04:55.Donald Trump is not assertions. Things should have been followed up.
:04:56. > :05:00.That was a lot of contradiction. Isn't this exchange with the
:05:01. > :05:06.libertarian candidate Gary Johnson. What would you do about Aleppo if
:05:07. > :05:17.you were elected? And what is Aleppo? Are you kidding? No. Aleppo
:05:18. > :05:23.is in Syria. It is the epicentre of the refugee crisis... OK, got it.
:05:24. > :05:28.But that is a sideshow. It's the two main candidates who are vying to
:05:29. > :05:33.become commander-in-chief. Hillary Clinton was slammed for the use of a
:05:34. > :05:39.private e-mail server. Donald Trump praise Vladimir Putin, but criticise
:05:40. > :05:46.the US generals he hopes to lead. They hope to project their
:05:47. > :05:51.strengths, but instead they highlighted the weaknesses.
:05:52. > :05:58.Let us work through some of these issues. Kathie Kay is with us. Let
:05:59. > :06:04.us start with Hillary Clinton. I guess the problem is that every
:06:05. > :06:10.question directed about her private e-mails means they are not talking
:06:11. > :06:16.about positive aspects of her campaign. Even Hillary Clinton
:06:17. > :06:20.supporters are frustrated because she has spent a third of her time in
:06:21. > :06:24.that forum talking about the e-mail server and they are frustrated that
:06:25. > :06:31.she has not found a better way to put this to bed. One Democratic
:06:32. > :06:35.senator I spoke to who is a big fan of Hillary Clinton said she needs
:06:36. > :06:41.the come out so sorry, wishes it has never happened, won't do it again
:06:42. > :06:44.and has done everything she can to protect American security and keep
:06:45. > :06:48.saying that every day until we are bored of talking about it and people
:06:49. > :06:55.are bored of hearing it. As much as the e-mail server issue itself has
:06:56. > :07:04.gone on, there are issues that has handled it. Donald Trump asked to
:07:05. > :07:08.lee-macro was asked questions about temperament and knowledge. Did he
:07:09. > :07:12.manage to answer them? There has been a lot of criticism of Donald
:07:13. > :07:16.Trump is my performance. Several people pointed out the fact that he
:07:17. > :07:23.said he had always been opposed to the Iraq war, where as in 2002 he is
:07:24. > :07:27.on tape saying he thought America should invade Iraq. That comment
:07:28. > :07:35.about his relationship with Vladimir Putin as well. Hillary Clinton gave
:07:36. > :07:39.a press conference today to rebut that and said that he was
:07:40. > :07:44.disrespectful to American generals and it was an unsafe thing to do.
:07:45. > :07:50.There has been a lot of criticism of his performance, but the general
:07:51. > :07:54.analysis is he had an easier ride than she did. You and I both know
:07:55. > :07:57.live broadcasting is never guaranteed to go to plan, but you
:07:58. > :08:08.know when you're having a bad day when the president is criticising
:08:09. > :08:18.how you anchor something. That journalists has had a roasting.
:08:19. > :08:24.That's right there some stated -- -- that is right and it has been said
:08:25. > :08:29.that he did not give a good performance. The issue is how the
:08:30. > :08:34.candidates performed well and not the moderator. It's about what we
:08:35. > :08:40.decide in the run-up at the American voters decide. In that respect,
:08:41. > :08:45.those asking questions should push and make sure the facts are right,
:08:46. > :08:51.but that is less important than who is answering the questions. One last
:08:52. > :08:56.question about Gary Johnson and Aleppo. Apart from it being an auger
:08:57. > :09:02.bit of television, did we learn anything from that? He does not know
:09:03. > :09:05.where Aleppo is what it is. He put out a statement saying he
:09:06. > :09:09.misunderstood and that he had not heard the question clearly. The
:09:10. > :09:14.question was clear, they could not be much debate about the fact he was
:09:15. > :09:19.being asked about Aleppo and he did not know what it was. He said in a
:09:20. > :09:23.statement that he thought it was an acronym for something else. As Nick
:09:24. > :09:29.said, it is a sideshow. He won't be the next president of the United
:09:30. > :09:33.States. Hillary Clinton of Donald Trump well and neither of them had
:09:34. > :09:40.good performances last night. Good to speak to you. That was Kathie Kay
:09:41. > :09:45.live from Washington, DC. Sport now and then Sarah Storey has become the
:09:46. > :09:57.most successful female Paralympian of all time. Nothing is thought is
:09:58. > :10:00.going to got -- nothing is sport is guaranteed, but this is pretty full
:10:01. > :10:03.on. On the first day of competition of
:10:04. > :10:15.the 11 days of Paralympic sports in Rio de Janeiro, she was up against a
:10:16. > :10:20.fellow Briton. They were guaranteed gold and silver, but doing so the
:10:21. > :10:25.story, she cruised to victory to make it 12 Paralympic gold medals.
:10:26. > :10:34.She was tied with the great Baroness Panny Grey Thompson on 11, but now
:10:35. > :10:44.she holds that record. -- Baroness Panny Grey Thompson. The time trial
:10:45. > :10:50.on the road and the road race. 12 Paralympic golds, a British record.
:10:51. > :10:55.Expect that to be 13, 14, maybe 15 by the end of the games. Great to
:10:56. > :11:00.see history being made on the Thursday the Paralympics proper. I
:11:01. > :11:17.wanted to ask about the story that at first glance is dry, but it is
:11:18. > :11:21.important. Fifa have held up a banner all Atletico Madrid not being
:11:22. > :11:29.able to sign players in the next two windows. That's right. This goes
:11:30. > :11:36.back to signing under age players, and 18s from different countries.
:11:37. > :11:41.Fifa world investigating Atletico Madrid and Real Madrid regarding
:11:42. > :11:47.transfers over an eight-year period. Both clubs bought themselves a
:11:48. > :11:52.little bit of time by appealing. Today Fifa has thrown out the
:11:53. > :11:57.appeals and the band stands for the next two transfer windows, but they
:11:58. > :12:02.are saying it is unjust. They are going to try to get it overturned by
:12:03. > :12:05.the Court of Arbitration for Sport. Barcelona tried the same thing when
:12:06. > :12:14.they got the banned from Fifa for doing the same thing. It did not
:12:15. > :12:19.stand at all. They said no, Fifa are correct. Expect Gareth Bale,
:12:20. > :12:24.Cristiano Ronaldo not to have any competition for places over the next
:12:25. > :12:31.14 months. I am sure Real Madrid will cope. Let's talk about not the
:12:32. > :12:34.Paralympics but the Olympics because Ryan Doherty the Olympic swimmer has
:12:35. > :12:45.been banned for ten months because he lied about that robbery at
:12:46. > :12:51.gunpoint June the Olympics. It emerged that there was not a
:12:52. > :13:03.robbery, he and his team-mates were involved in vandalism. This
:13:04. > :13:11.punishment means that Lochte will not be able to qualify for the 20
:13:12. > :13:20.17th world swimming Championships. Boxing and Kell Brook is fighting
:13:21. > :13:34.Golovkin. Tickets sold out in 11 minutes and here is why. No one --
:13:35. > :13:38.neither of them have been beaten. Brooke is no slouch, he is world
:13:39. > :13:42.welterweight champion. He has had to come up the couple of weights and is
:13:43. > :13:58.the underdog. Here is how he has been training.
:13:59. > :14:07.We're going to hit the numbers and the pass them. Preparation is key. I
:14:08. > :14:13.can't wait for September the tenth to get here. I want to show the
:14:14. > :14:28.world and shocked the world. Only 20 minutes. This is passive fitness.
:14:29. > :14:37.Using hot bath to get the extra percentage is to make sure he is
:14:38. > :14:44.nice and fit. Very tough, solid performer, good defence. He is a
:14:45. > :14:56.quality kit. This will give us a good measure of where he is. It's
:14:57. > :15:03.good sparring for both of us. It is very hard work. Your body is dying
:15:04. > :15:10.to get some oxygen and that room is not letting you. You had two drag
:15:11. > :15:29.yourself. These skies know what they are on about, science wise. -- these
:15:30. > :15:36.people. Lots of boxes don't necessarily do the training to
:15:37. > :15:41.optimise themselves. Kell Brook will be a better middleweight than he was
:15:42. > :15:45.at welterweight. I'm fighting Golovkin. I think about it every
:15:46. > :15:55.day, about the fight and how it will map out. . It has been tough. We
:15:56. > :16:00.have been pushed very hard and we have mastered it. We will come with
:16:01. > :16:06.the goods, the signs are hard work. We are going to get the titles. You
:16:07. > :16:10.can get live commentary of that fight on BBC radio five live and
:16:11. > :16:18.where ever you are you can follow the match through a live page on the
:16:19. > :16:31.BBC sport at. This video was posted by an amateur cyclist when this
:16:32. > :16:35.happened. . Idiot idiot! He is making his feelings clear. That was
:16:36. > :16:44.the Team Sky coach going past him very close. You can see just how
:16:45. > :16:52.close it gets to him, about a metre away before it cuts in to avoid a
:16:53. > :16:58.lorry coming in the other direction. Not ideal by any means. Team Sky
:16:59. > :17:07.didn't waste any time by replying to the video. They said we are sorry
:17:08. > :17:14.and we have already spoken to the driver. By the way, they were on the
:17:15. > :17:20.road for the Tour of Britain. Jack Bauer won the fifth stage today. In
:17:21. > :17:26.a few minutes time a different sporting event to tell you about.
:17:27. > :17:37.The world nomad games in Kurdistan. Some interesting sports that we will
:17:38. > :17:43.be looking at. In the UK an extra ?12.5 million will be spent on
:17:44. > :17:50.mobile devices and pumps for Northern Ireland. It follows the
:17:51. > :17:57.floods last year. -- northern England. Having looked at the report
:17:58. > :18:03.for the first time today, I have to say I am a bit disappointed that
:18:04. > :18:07.there isn't more substance in it. They have identified the key issues
:18:08. > :18:12.in terms of managing the catchment areas and to look at the resilience
:18:13. > :18:21.of the infrastructure, for example, but I'm afraid a lot of this comes
:18:22. > :18:25.down to funding. We have had a group in Cumbria looking at the issues
:18:26. > :18:31.that are particular to Cumbria and a lot of the recommendations are going
:18:32. > :18:36.to require funding. We have had funding from the government, but it
:18:37. > :18:40.is generally accepted that if we are going to make the infrastructure
:18:41. > :18:45.resilient we will need more funding, and I guess that is true of other
:18:46. > :18:49.places in the country. What indication is there that you will
:18:50. > :18:54.get the funding? The Chancellor in the budget earlier this year
:18:55. > :19:00.announced an extra ?7 million for flood defences across the country
:19:01. > :19:04.and as far as I can see, what has been announced today is ?12.5
:19:05. > :19:09.million out of that total which is to be used to increase the supply of
:19:10. > :19:14.temporary flood barriers, which have their place in some circumstances,
:19:15. > :19:21.but they're not really the solution to a lot of the problems we face
:19:22. > :19:26.here in Cumbria. -- 700 million. As we head into winter, do you feel the
:19:27. > :19:31.government has given you enough support to be ready for winter? We
:19:32. > :19:35.have had a lot of support from the government and I don't want to
:19:36. > :19:39.underplay that, particularly in terms to the damage of our
:19:40. > :19:45.infrastructure, but most of the money was used to repair the damage
:19:46. > :19:49.caused to the infrastructure. Making it truly resilient, for example,
:19:50. > :19:57.bridges that have pillars on the riverbed, particularly prone to
:19:58. > :20:02.blocking steering heavy rainfall which contributes to flooding. The
:20:03. > :20:06.solution is to replace them with single span bridges, but that costs
:20:07. > :20:14.a lot of money that has not been made available to us. This is
:20:15. > :20:22.Outside Source, where live in the BBC newsroom. A lead story is about
:20:23. > :20:31.air pollution. The report says one in a hundred people die because of
:20:32. > :20:34.it. More information on the US elections, particularly focusing on
:20:35. > :20:39.the foreign policy credentials of the two main candidates. In the UK
:20:40. > :20:42.the news at ten is next. Millions of pounds will be invested in new flood
:20:43. > :20:49.barriers in England in response to the flooding last year. More on that
:20:50. > :20:53.with Huw Edwards. We have been talking about the Olympics and
:20:54. > :21:06.Paralympics, but let's leave that to one side a focus on the Nomad Games.
:21:07. > :21:21.They are being hosted in Kurdistan. It offers a broad palette of sports.
:21:22. > :21:25.Our correspondence is there. This sports requires good
:21:26. > :21:32.horsemanship. The aim is to pull your opponent off the horse.
:21:33. > :21:42.Athletes from 50 countries have come here to celebrate the heritage of
:21:43. > :21:46.nomads. Other sports at the games demand precision, coordination and
:21:47. > :21:54.strategic thinking. The aim of this game is to knock a collection of
:21:55. > :22:02.knuckle bones out of a ten metre wide circle. It is a metaphor that
:22:03. > :22:11.expresses the attitude of people to the rulers. The little bones are the
:22:12. > :22:15.players and the big bones are the rule of President. The game
:22:16. > :22:18.replicates the overthrowing of a rule, something the Kurdish people
:22:19. > :22:29.have done twice in the last ten years. These competitions represent
:22:30. > :22:34.a revival of nomadic lifestyle that was suppressed when the country was
:22:35. > :22:44.part of the soviet union. Now these curves are proudly showing off the
:22:45. > :22:48.tents, made from felt and would without a single nail. They erected
:22:49. > :22:52.within minutes when there is time to go, they leave no footprints. It is
:22:53. > :23:02.a way of life that has flourished again since Kurdistan gained its
:23:03. > :23:09.independence in 1991. This teacher is keen to pass on the traditions to
:23:10. > :23:12.her students. In those times our custom started to fade away and now
:23:13. > :23:21.we are trying to revive them. I can't say all the youngsters will
:23:22. > :23:25.choose to live like this. The only just starting to appreciate the
:23:26. > :23:30.nomadic life. Kurdistan has spent a huge amount of money on the games.
:23:31. > :23:34.Its economy is struggling, but the government believes it is more
:23:35. > :23:46.important to preserve this way of life for the world's benefit.
:23:47. > :23:54.Some sad news from Florida. The Jamaican singer Prince Buster has
:23:55. > :24:02.sadly died. He was responsible for a lot of great tracks. Lots of people
:24:03. > :24:03.have been paying tribute. Mick Hucknall said he was a scar reggae
:24:04. > :24:16.pioneer. -- ska reggae pioneer. Here he is on
:24:17. > :24:30.top of the Pops.
