:00:00. > :00:11.can get all the details on that right here in half an hour.

:00:12. > :00:13.Hello, I'm Ros Atkins, this is Outside Source.

:00:14. > :00:16.I'm not sure any of us have seen a presidential debate

:00:17. > :00:20.What you all saw and heard on Friday was Donald talking about women.

:00:21. > :00:24.If I win, I am going to instruct my Attorney General to get a special

:00:25. > :00:30.prosecutor to look into your situation.

:00:31. > :00:34.Paul Ryan is one of the most senior Republicans, he says he'll no longer

:00:35. > :00:40.There have been protests in Yemen today, demanding an investigation

:00:41. > :00:43.into an attack on a funeral in a rebel area that killed

:00:44. > :00:53.We'll hear about the 13-year-old Indian girl who died

:00:54. > :00:56.after a religious fast, and how her parents

:00:57. > :01:01.BBC Asian Network will help us cover that story.

:01:02. > :01:04.And in the last hour or so, Tiger Woods has cancelled

:01:05. > :01:27.The fall-out continues from the bombing of a wake

:01:28. > :01:39.Saudi Arabia's coalition is being blamed by many.

:01:40. > :01:41.It's been attacking anti-government rebels for 18 months.

:01:42. > :01:44.Saudi Arabia hasn't acknowledged any involvement.

:01:45. > :01:45.It says it's investigating, though given how easy

:01:46. > :01:49.it is for the Saudis to track aircraft within in the coalition,

:01:50. > :01:53.it would take minutes not days to check if its planes were involved.

:01:54. > :01:55.Whether they were or not, it's choosing not

:01:56. > :02:01.This happened in a part of the capital Sanaa that's

:02:02. > :02:06.These are pictures of a protest outside the UN

:02:07. > :02:13.They don't want a Saudi investigation, they want

:02:14. > :02:35.I asked Karim Gohary from BBC Arabic what the chances are of that.

:02:36. > :02:40.The one that wants to conduct this investigation, it saying it will

:02:41. > :02:44.cooperate with the United States. Even the UK says it wants to send

:02:45. > :02:49.its lawyers and others to investigate this. Whether or not

:02:50. > :02:52.there will be an independent one, kind of difficult I think. As long

:02:53. > :02:57.as there's still a lot of backing for Saudi Arabia from Western

:02:58. > :03:00.allies, the US, the UK and other European countries, it seems

:03:01. > :03:05.unlikely that is going to happen quickly. What we know about the

:03:06. > :03:11.people who died? As far as we know, 140 dead, over 500 injured. The

:03:12. > :03:17.likelihood of their being military or security officials there,

:03:18. > :03:21.realistically, would be quite high. This was the father of the rebel

:03:22. > :03:26.appointed interior minister. So it's likely that there were high-ranking

:03:27. > :03:33.military officials in there. There are several tweets from people who

:03:34. > :03:36.have been talking about the whole situation in Yemen, who have

:03:37. > :03:41.actually put pictures who they say were amongst the victims of this. A

:03:42. > :03:44.lot of them are military people in military attire and stuff like that.

:03:45. > :03:49.Is there any other organisation or country who might have the ability

:03:50. > :03:54.to carry out an attack of this size in this part of Yemen? Given the

:03:55. > :03:59.fact that it's really the Saudi coalition that's been doing all of

:04:00. > :04:05.the air strikes in Yemen, a coalition that does not only include

:04:06. > :04:10.Saudi Arabia but at least six - nine other Arab countries, also the fact

:04:11. > :04:17.the US, UK, France are providing military support for that, it would

:04:18. > :04:20.seem quite unlikely that another country has done that. Saudi Arabia

:04:21. > :04:24.as you mentioned hasn't acknowledged out right that it did this. It said

:04:25. > :04:30.it would investigate. There's also been some stuff on social media

:04:31. > :04:34.saying it wasn't us, it was a Houthi plan. Unlikely another country would

:04:35. > :04:37.have done that. It's not the first time there's been a strike where the

:04:38. > :04:44.majority of the victims are civilians, but this one because it

:04:45. > :04:46.is 140 people, it is a funeral hall, is why it seems to have had such a

:04:47. > :04:49.strong reaction to it. We have journalists working in over

:04:50. > :04:56.25 languages in the BBC newsrooms. Doctors treating the King

:04:57. > :04:58.of Thailand say the state His 70-year reign makes him

:04:59. > :05:01.the world's longest-reigning monarch, but his health has been

:05:02. > :05:04.a concern for months now. Jonathon Head is the BBC's

:05:05. > :05:17.correspondent in Bangkok. Over the past five months we've been

:05:18. > :05:27.receiving occasional but regular bulletins on the health of King

:05:28. > :05:32.Bhumibol. Always carefully phrased but describing a recovery to a

:05:33. > :05:35.stable condition. Now we've received one describing his condition as

:05:36. > :05:41.unstable following dialysis treatment for his failing kidneys.

:05:42. > :05:45.His doctors have also requested he sees all official duties for the

:05:46. > :05:49.first time. Although in truth he has been more or less incapacitated

:05:50. > :05:58.since last year. So what do these statements tell us about an issue of

:05:59. > :06:02.profound importance to Thailand? The King 's health is certainly fragile,

:06:03. > :06:06.more so than at any time since he was hospitalised seven years ago.

:06:07. > :06:11.His kidneys aren't working properly, he's having trouble breathing and is

:06:12. > :06:15.accumulating fluid on the brain that has to be drained. For any

:06:16. > :06:21.88-year-old man, these are serious ailments. Let's talk about why

:06:22. > :06:28.that's so important for this country. In the 71 years since he

:06:29. > :06:32.came to the throne, King Bhumibol has presided over a restoration of

:06:33. > :06:38.the monarchy to become a kind of celestial heart of a political

:06:39. > :06:40.system in which politicians, business tycoons, military generals

:06:41. > :06:48.and senior bureaucrats all jostle for power, relying on trucks limited

:06:49. > :06:52.to the Palace to confirm their position in the hierarchy. King

:06:53. > :06:57.Bhumibol has played the role of the caring but detached monarch very

:06:58. > :07:02.well. Doubling in development projects, travelling extensively in

:07:03. > :07:07.the early years of his reign, even occasionally intervening at times of

:07:08. > :07:11.crisis. No one else in this country comes close to the immense stature

:07:12. > :07:18.that he has acquired. So the prospect of his death, and of an

:07:19. > :07:23.untested they're taking over is extremely unnerving for a country

:07:24. > :07:28.that's already suffered plenty of political conflict. That edginess is

:07:29. > :07:33.compounded by the severity of the laws that restrict any critical

:07:34. > :07:42.discussion of the monarchy or of the capabilities of the next King. Thais

:07:43. > :07:48.won't talk at all about what happens when the king dies, all we have are

:07:49. > :07:49.quiet rumours, whispered conversations, and lots of

:07:50. > :07:57.uncertainty. There is the extra complication that

:07:58. > :08:02.there are very, very strict rules on what can and can't be said about the

:08:03. > :08:05.king in Thailand. If you want to understand those laws there is a

:08:06. > :08:09.lengthy explanation available on the BBC News website.

:08:10. > :08:23.He's been out for months with injury problems.

:08:24. > :08:27."I practiced the last several days in California,

:08:28. > :08:30."but after a lot of hours, I knew I wasn't ready to compete

:08:31. > :08:31."against the best golfers in the world.

:08:32. > :08:34."This isn't what I wanted to happen, but I will continue

:08:35. > :08:36."to strive to be able to play tournament golf.

:08:37. > :08:42."I'm close, and I won't stop until I get there."

:08:43. > :08:44.He will not be playing in those tournaments he was scheduled to

:08:45. > :08:49.appear at. There are nine World Cup

:08:50. > :08:51.qualifying matches today, These two will be expected to top

:08:52. > :09:03.the group come next year. I guess this really matters for the

:09:04. > :09:08.Dutch because they didn't even get to the year rose earlier this year.

:09:09. > :09:13.They've blown hot and cold, both these teams, with a win and a draw.

:09:14. > :09:16.They both still sit top of their groups. Real heavyweights playing

:09:17. > :09:23.around Europe and World Cup qualifiers. The Portuguese 16-0, the

:09:24. > :09:29.Belgians won 6-0. This one is much tighter in Amsterdam. It looks as

:09:30. > :09:35.though Paul Pogba the Manchester United player, the world's costliest

:09:36. > :09:44.player, has actually settled it. A long-range strike. It did prove to

:09:45. > :09:50.be the winner. Paul Pogba has scored the winner for France, they go top

:09:51. > :09:56.of their group 1-0 to them. The Euro runners-up, of course.

:09:57. > :09:58.England's captain Wayne Rooney has been dropped for tomorrow's

:09:59. > :09:59.World Cup qualifier against Slovenia.

:10:00. > :10:03.Here's what he had to say about that.

:10:04. > :10:13.Of course you want to play. I understand and respect the manager's

:10:14. > :10:17.decision. And I'll support the players 100% and try and help the

:10:18. > :10:23.players get three points tomorrow. I'll be ready of course to come on

:10:24. > :10:29.from the bench if needed. Hopefully we can get three points. He's just

:10:30. > :10:33.been dropped by Manchester United in the last couple of weeks, what is

:10:34. > :10:39.the reason for this happening with England? Brave decision from Gareth

:10:40. > :10:45.Southgate. He's been only given for matches in charge. His second match

:10:46. > :10:49.in charge, he says that he made his mind up before that match against

:10:50. > :10:54.Malta when Wayne Rooney was pretty ineffective, dropping deep into

:10:55. > :10:57.midfield. Saying that the way Slovenia are set up, he doesn't

:10:58. > :11:04.think Rooney is right for the role. Here is a man, there he is, 117 caps

:11:05. > :11:08.for England, tops goal-scorer with 53 goals, has played in all manner

:11:09. > :11:14.of situations for England home and away, major tournaments. His

:11:15. > :11:19.effectively been told he's not as good as Jordan Henderson, Eric Dier,

:11:20. > :11:23.coming in to that midfield role. Is Gareth Southgate just arriving at

:11:24. > :11:30.the decision Jose Mourinho came up with about a month ago now but Wayne

:11:31. > :11:40.Rooney is not playing at the highest level any more, and he has better

:11:41. > :11:44.players at his disposal? Thank you. In a few minutes...

:11:45. > :11:47.I think that he delivered the punches where he needed

:11:48. > :11:52.It's fair to say Donal Trump hasn't had the best weekend.

:11:53. > :11:55.But the BBC has spoken to a group of female supporters who say

:11:56. > :12:10.Fuel prices look set to rise by as much 5p a litre

:12:11. > :12:13.by the end of the month, that's according to

:12:14. > :12:17.The continued weakness of the pound since the Brexit vote has pushed up

:12:18. > :12:25.Here's our business editor Simon Jack.

:12:26. > :12:27.The retail industry presented its post-Brexit stall today,

:12:28. > :12:30.as the biggest importer of goods in the UK, the sector

:12:31. > :12:32.is worried costs could rise when we leave the EU.

:12:33. > :12:35.As we import goods into this country, coming from the EU

:12:36. > :12:39.or from other countries where there are trade deals, those

:12:40. > :12:45.And if as part of the exit from the EU we have new tariffs,

:12:46. > :12:50.then that will put upward pressure on prices for consumers.

:12:51. > :12:53.Once outside, the UK might have to fall back on its membership

:12:54. > :13:20.of the World Trade Organisation, which comes with its own rule book.

:13:21. > :13:23.It's too soon to know exactly what, if any, tariffs will be imposed

:13:24. > :13:26.on imports coming from places like Liverpool.

:13:27. > :13:28.The WTO rules are not the Government's preferred

:13:29. > :13:31.option but they are of course a possibility.

:13:32. > :13:34.One thing seems certain, shoppers may have to get used higher

:13:35. > :13:38.prices, if only because of the fall in the value of the pound,

:13:39. > :13:41.which makes imports coming here from the US and from Europe

:13:42. > :13:46.Here in Birkenhead, traders and shoppers seem convinced the EU

:13:47. > :13:51.wouldn't want to make life more difficult.

:13:52. > :13:56.They export more to us than we buy off them.

:13:57. > :14:01.So therefore they are going to want to do the deals

:14:02. > :14:07.So if they want to put tariffs on our cars,

:14:08. > :14:10.We won't sell their flowers, we'll buy English flowers instead.

:14:11. > :14:13.I think it definitely wasn't made obvious to the public

:14:14. > :14:16.that the prices of daily things, or gifts etc would go up.

:14:17. > :14:19.But I think it should have been something everybody should have

:14:20. > :14:26.There is another cloud appearing in consumer skies.

:14:27. > :14:29.Petrol retailers warned today a 5p a litre hike in prices was imminent,

:14:30. > :14:34.Deal or no deal, prices look likely to rise.

:14:35. > :14:49.This is Outside Source live from the BBC newsroom.

:14:50. > :14:52.Hillary Clinton and Donald Trump have traded bitter accusations

:14:53. > :14:54.in their latest presidential debate, clashing on issues including

:14:55. > :14:58.Muslims, tax and Mr Trump's attitude to women.

:14:59. > :15:18.If you're outside of the UK, it's World News America next.

:15:19. > :15:21.Here in the UK, the News at Ten is next with a report on one

:15:22. > :15:23.of the bloodiest days in British industrial history.

:15:24. > :15:26.It happened in 1984 during a miners' strike in South Yorkshire.

:15:27. > :15:29.Now a former policeman has told the BBC that officers were briefed

:15:30. > :15:36.If you're outside of the UK, it's World News America next,

:15:37. > :15:39.they have the story of one man's pursuit to get people

:15:40. > :15:42.to view maps as art, and to not only use digital maps.

:15:43. > :15:47.Last week a 13-year-old Indian girl died after undertaking

:15:48. > :15:58.Now her parents are being investigated.

:15:59. > :16:00.This happened in Hyderabad in the south of India.

:16:01. > :16:04.Local media reports that the girl consumed only boiled

:16:05. > :16:08.And her parents say it was voluntary.

:16:09. > :16:16.And that it was in line with religion, Jainism.

:16:17. > :16:20.The Indian journalist Uma Sudhir has tweeted this newspaper ad inviting

:16:21. > :16:25.people to see the breaking of the fast.

:16:26. > :16:28.To get more on this story, I spoke with Athar Ahmad

:16:29. > :16:30.from the BBC Asian network, first off some details

:16:31. > :16:37.Between four and six million Jains live around the world,

:16:38. > :16:41.most of them are based in India where this happened.

:16:42. > :16:44.Fasting is a key component of the religion, and it's often done

:16:45. > :16:47.for prolonged periods such as in this case.

:16:48. > :16:52.Would it be normal for a girl this young to fast for this long?

:16:53. > :16:56.Well, a local Jain leader has come out and said women who are pregnant

:16:57. > :16:59.and those who are unwell shouldn't be fasting, but that children can

:17:00. > :17:03.fast depending on their own personal circumstances and conditions.

:17:04. > :17:07.So it's not unusual to see a child as young as 13 like this fast.

:17:08. > :17:09.Some local commentators suggested the family would gain a great deal

:17:10. > :17:13.by having a daughter fasting in this way.

:17:14. > :17:16.There has been lots of criticism on social media and Twitter,

:17:17. > :17:18.saying the parents were celebrating the fact that they had

:17:19. > :17:21.a child who was fasting, and that it could bring

:17:22. > :17:26.And that's been one of the major concerns, that this has been

:17:27. > :17:29.celebrated, and the parents encouraged her to do so.

:17:30. > :17:32.What are the parents being investigated for, exactly?

:17:33. > :17:35.It's being investigated and claimed that the parents may have

:17:36. > :17:37.forced the 13-year-old to undertake fasting.

:17:38. > :17:40.That's something they deny, they say she voluntarily decided

:17:41. > :17:46.They say on day 51 they said, stop fasting, no more, and she decided

:17:47. > :17:51.I was watching the pictures of her funeral, it was

:17:52. > :17:55.Once again, it was something that critics and people on Twitter

:17:56. > :17:59.are saying has been celebrated, a big deal has been made out of it,

:18:00. > :18:02.and there's real concerns that this may cause other cases like this

:18:03. > :18:21.Through our touch-screen we can access all of the information coming

:18:22. > :18:25.through the BBC newsroom. Whether its wire copy or websites. The

:18:26. > :18:29.latest stills to come in from the BBC newsroom and the latest social

:18:30. > :18:37.media. I can also pull up live video feeds. This is a peak television.

:18:38. > :18:41.This is just at the end of a Donald Trump rally in Ambridge,

:18:42. > :18:47.Pennsylvania. You can see the Republican presidential candidate.

:18:48. > :18:57.His distinctive haircut visible amongst the crowd. The Rolling

:18:58. > :19:00.Stones playing in the background, he's been addressing supporters and

:19:01. > :19:07.telling them he had fun at the second presidential debate. He said

:19:08. > :19:12.Hillary Clinton's performance was "Highly overrated", she said -- he

:19:13. > :19:16.said she had no defence for his attacks and all she could do was

:19:17. > :19:19.lie. That is a significant praise because if you saw Hillary Clinton

:19:20. > :19:24.flying back to New York after her debate in Missouri she went hard on

:19:25. > :19:27.the fact that she said Donald Trump had repeatedly not told the truth

:19:28. > :19:34.during that debate. He is pushing back on that and saying she was

:19:35. > :19:41.lying. He said to the crowd that he is fighting for them. He has just

:19:42. > :19:50.wrapped that up, the candidates will pity in rally after rally after

:19:51. > :19:54.rally in the next date is the 19th of October, that is the third

:19:55. > :20:01.presidential debate taking place in Las Vegas. A couple of other things

:20:02. > :20:07.to show you. This is the BBC's website where we can get all of the

:20:08. > :20:11.different coverage we are pulling together, whether it's video, text

:20:12. > :20:16.or radio. This is the BBC's poll of polls.

:20:17. > :20:18.Two major caveats, these are polls done before the video tape

:20:19. > :20:25.was released, and before that debate last night.

:20:26. > :20:33.But it's a useful reminder that this race is far from done,

:20:34. > :20:38.and substantial amounts of Americans still want to see

:20:39. > :20:54.I'm supporting Donald Trump because I believe in his vision.

:20:55. > :20:56.I feel like he really, really speaks to

:20:57. > :21:03.In regards to the tape, I think he absolutely

:21:04. > :21:09.TRUMP: Certainly I'm not proud of it, but this is locker room talk.

:21:10. > :21:14.I think that he delivered the punches that he needed

:21:15. > :21:19.TRUMP: Bill Clinton was abusive to women.

:21:20. > :21:22.Hillary Clinton attacked those same women.

:21:23. > :21:24.Oh my gosh, he's in full form tonight!

:21:25. > :21:31.She's like, OK, wait a minute, now let's change the subject.

:21:32. > :21:35.In our society we are all apologetic about everything.

:21:36. > :21:38.I mean, it is so nice to see somebody stand up for themselves.

:21:39. > :21:43.For me personally, what I loved was in Trump's debate style today

:21:44. > :21:50.there was a refinement to it that I've really been waiting for.

:21:51. > :21:57.Name one positive thing that you respect in one another.

:21:58. > :22:01.CLINTON: His children are incredibly able and devoted.

:22:02. > :22:04.And I think that says a lot about Donald.

:22:05. > :22:06.TRUMP: She doesn't quit, she doesn't give up.

:22:07. > :22:20.He talked directly about her, and I think that was excellent.

:22:21. > :22:24.I think that showed a lot of character of his as well.

:22:25. > :22:28.Because he did give credit where credit was due.

:22:29. > :22:31.I really felt like he was fighting for us.

:22:32. > :22:48.David watching on the BBC News Channel was watching a business

:22:49. > :22:54.coverage earlier and he said "I'm loving the spider on your camera!"

:22:55. > :22:55.That wasn't planned, I promise you but it worked pretty well. Thank you

:22:56. > :23:00.for watching.
