:00:14. > :00:19.Hello and welcome to Outside Source live from the BBC Newsroom Live.
:00:20. > :00:22.Just over a 24-hour since the brutal attack on a Christmas market in
:00:23. > :00:25.Berlin, police have released the suspect they have been questioning,
:00:26. > :00:29.indicating the attacker is still at large.
:00:30. > :00:35.Candlelit vigils are being held in Germany for the 12 people who died.
:00:36. > :00:41.Russian investigators have arrived in Turkey after the murder of the
:00:42. > :00:44.Russian ambassador on Monday. Turkish police have arrested several
:00:45. > :00:46.members of the attacker's family. If you want to get in touch with us
:00:47. > :01:08.about any story, you can. The person responsible for the
:01:09. > :01:12.Berlin truck attack is likely to still be at large. A man who had
:01:13. > :01:17.been detained by German police on Monday night has been released due
:01:18. > :01:20.to lack of evidence. 12 people died and 48 others were wounded when the
:01:21. > :01:27.Lawrie was driven into the market. Let's bring you this, and unnamed
:01:28. > :01:34.police chief has said that they have the wrong man:.
:01:35. > :01:41.Damian McGuinness will explain how this happened.
:01:42. > :01:48.What seems to have happened is that the eyewitness who had given chase
:01:49. > :01:52.very bravely to the man suspected of carrying out this dreadful atrocity,
:01:53. > :01:58.he lost sight of him a couple of times. Then police detained him. It
:01:59. > :02:03.might well be that in fact there was some confusion over the identity of
:02:04. > :02:07.the man who had given chase. The suspect had always denied that he
:02:08. > :02:13.had any involvement with this atrocity, with this crime, and he
:02:14. > :02:17.also, according to police, there seemed to be no evidence adjusting
:02:18. > :02:22.that he could have been in that Laurie, particularly given that
:02:23. > :02:27.there was quite horrific, a murder seems to have been carried out in
:02:28. > :02:32.the cabin, by the original driver. Some speculation that it would have
:02:33. > :02:37.been difficult for someone to have carried out that murder, to have
:02:38. > :02:42.killed the original driver, to have been in that cabin, and then to have
:02:43. > :02:48.escaped and had no forensic DNA evidence which would link him to the
:02:49. > :02:52.Laurie. -- Lawrie. Police say there is not a strong enough case to
:02:53. > :02:57.officially arrest him. Police can only officially hold him until
:02:58. > :03:02.midnight tonight. They released him earlier than they needed to, with no
:03:03. > :03:06.proof. Having said that, they said they would keep an eye on the
:03:07. > :03:09.suspect. There is no guarantee that he is not involved in some way
:03:10. > :03:15.either. In the last hour, we have had this
:03:16. > :03:20.as well, coming from Islamic State news agency, if you like, that the
:03:21. > :03:24.Berlin truck attacker IS soldier targeting citizens of the Crusader
:03:25. > :03:27.Coalition. So-called Islamic State have in the past claimed responsibly
:03:28. > :03:32.for many similar attacks but without providing any evidence.
:03:33. > :03:38.Let's recap on what we do know. This is the vehicle used in the attack.
:03:39. > :03:42.It is registered in Poland. A Polish man was found dead in the passenger
:03:43. > :03:47.seat. He had been shot. He is confirmed as the truck's 's will
:03:48. > :03:57.driver. The truck was full of steel beams, due to be unloaded.
:03:58. > :04:02.TRANSLATION: I found him yesterday at noon and told him that after an
:04:03. > :04:05.loading in Berlin, he should go directly to load the good and go on
:04:06. > :04:09.tour for the last time before Christmas. He was asking whether he
:04:10. > :04:12.would be able to return before Thursday evening, because he had to
:04:13. > :04:18.buy his wife a Christmas gift. That never happened. The next thing
:04:19. > :04:26.we know is that at age: 15 local time, the truck ploughed into the
:04:27. > :04:31.Christmas market. It had travelled to in 50 to 80 metres through the
:04:32. > :04:38.market on this route. Witnesses say they thought it was travelling at 60
:04:39. > :04:46.kph before coming to a halt. Here is some of what some witnesses saw.
:04:47. > :04:51.We heard this massive noise, to the extent, it was so loud, and it
:04:52. > :04:57.sounded like a massive explosion, like gunshots. Our instant reaction,
:04:58. > :05:01.the same as everyone else around us, was to get up and look, and try to
:05:02. > :05:06.help. A lot of people were very shocked.
:05:07. > :05:10.Some people were staring at the scene in front of us. A few people
:05:11. > :05:17.were putting people into recovery positions. Mothers and their
:05:18. > :05:21.children were trying to be taken away from the scene.
:05:22. > :05:26.It was absolutely horrific. I don't think we can really put it into
:05:27. > :05:32.detail with enough words how devastating the scene was.
:05:33. > :05:37.It was a situation where we did not realise at the specific time that it
:05:38. > :05:43.was a truck that went through. It hit about five Christmas stalls. The
:05:44. > :05:48.stall that we saw, there were people mining on the floor. We weren't sure
:05:49. > :05:55.if it was red wine or if it was blood, but we did see, I remember
:05:56. > :06:02.people picking up the stalls, trying to lift it up, and we realised that
:06:03. > :06:05.unfortunate the people underneath were already passed.
:06:06. > :06:10.German police say that six of those who died were German nationals. We
:06:11. > :06:17.are told the suspect had fled on foot, and was arrested near victory
:06:18. > :06:20.column. But now he has been released and the police are back to square
:06:21. > :06:23.one. Meanwhile, the city of Berlin is in
:06:24. > :06:27.mourning. Angela Merkel has paid tribute this morning. She has given
:06:28. > :06:31.a statement. This is a little of what she had to say.
:06:32. > :06:36.TRANSLATION: Millions of people including me asking this morning,
:06:37. > :06:39.how can we live with the fact that at a Christmas market, a place where
:06:40. > :06:43.we celebrate life, a murderer can bring death to so many. Even I don't
:06:44. > :06:48.have any easy answers to that. I only know that we cannot and we will
:06:49. > :06:53.not give up Christmas markets, enjoying time with our family and
:06:54. > :06:57.friends, outside in our squares. We do not want to live with the fear of
:06:58. > :07:00.evil paralysing us, even when that is hard. We will find the strength
:07:01. > :07:06.to live as we in Germany want to live, free together and open.
:07:07. > :07:08.Robert Hall has been among the crowds in Berlin, paying tribute to
:07:09. > :07:12.the victims of the attack. In the week leading up to Christmas,
:07:13. > :07:15.this part of Berlin would normally Tonight, the streets
:07:16. > :07:21.around the Kaiser Wilhelm Tonight, the streets around the
:07:22. > :07:23.Kaiser Wilhelm People throughout the day
:07:24. > :07:28.and into this evening have been coming together to offer a tribute
:07:29. > :07:31.to show solidarity with those who have lost their lives,
:07:32. > :07:33.with families who are still grieving, and families
:07:34. > :07:37.who are still desperately worried about the victims that are seriously
:07:38. > :07:39.injured and in hospital. Earlier this evening,
:07:40. > :07:43.there was a candlelit vigil There is a determination here that
:07:44. > :07:52.Berlin's life will not be disrupted by acts of terror
:07:53. > :07:56.by attacks of this kind. Away from here,
:07:57. > :08:00.the police investigation continues. But the mood in Berlin tonight
:08:01. > :08:11.is one of remembrance. Robert Hall in Berlin. Let's update
:08:12. > :08:16.you on another big story from Monday. The assassination of the
:08:17. > :08:20.Russian ambassador to Turkey. We reported it yesterday. You will have
:08:21. > :08:24.pictures of the attacker and shouting in the moments after the
:08:25. > :08:28.shooting. Let's show you pictures that have emerged, showing the
:08:29. > :08:31.moments before the attack. You can see the gunman standing at
:08:32. > :08:37.the back of the room, pacing a little bit, and finally he reaches
:08:38. > :08:43.for his gun and shoots dead the ambassador Andrey Karlov on the
:08:44. > :08:48.right of the picture. We stopped just before that moment, of course.
:08:49. > :08:52.The ambassador's be has been flown home, Russian investigators have
:08:53. > :08:54.concluded their investigation, and backing Turkey, six members of the
:08:55. > :09:00.gunman's family have been arrested. The gunman was protesting against
:09:01. > :09:03.Russia's involvement in Syria, especially in Aleppo. That
:09:04. > :09:07.involvement has been discussed today by the Foreign Minister 's of
:09:08. > :09:10.Russia, Iran and Turkey. Sergey Lavrov has said the three countries
:09:11. > :09:12.are ready to achieve a deal between the Syrian government and
:09:13. > :09:20.opposition, and widened the Aleppo ceasefire. The latest on the
:09:21. > :09:24.investigation. What we know now is that Russian
:09:25. > :09:26.investigators are in Turkey. They are working with
:09:27. > :09:34.Turkish counterparts. The plane that brought
:09:35. > :09:42.them to Turkey took away to Russia the body back to rush
:09:43. > :09:44.of the ambassador. It will probably be
:09:45. > :09:46.given to the biggest and It has never happened before,
:09:47. > :09:50.the leader of the Russian Orthodox Church will lead the memorial
:09:51. > :09:54.service for the ambassador. There are so many questions,
:09:55. > :10:00.the main question is, was it a lone wolf attack
:10:01. > :10:04.or a sinister reason behind it? There is a secret cell, a military
:10:05. > :10:08.cell or something more than that? That is the main thing to find out
:10:09. > :10:10.for the investigators. Given the way Russian
:10:11. > :10:12.relations have been with Turkey for the last year or so,
:10:13. > :10:15.one might have expected them to be soured by what happened yesterday.
:10:16. > :10:21.But we have seen anything but. In 2015, when the Russian jet
:10:22. > :10:32.was shot down over Turkey, just when the Syrian operation
:10:33. > :10:44.started, the main angry response response from Russia,
:10:45. > :10:47.from Putin personally, is why the president didn't call him
:10:48. > :10:49.in Moscow to tell him This time, nothing
:10:50. > :10:54.like that was seen. They both immediately went
:10:55. > :11:04.to talk to each other, to make sure that the relationship
:11:05. > :11:06.between the two We will see it later
:11:07. > :11:11.with the meeting of the ministers of foreign affairs,
:11:12. > :11:13.when Lavrov, the Russian minister and his counterparts
:11:14. > :11:15.from Turkey and Iran, standing with journalists shoulder
:11:16. > :11:17.to shoulder, saying it is the best framework to find
:11:18. > :11:20.a solution for the Syrian war. It it interesting
:11:21. > :11:22.that there is no Syrian We will wait to see how the talk
:11:23. > :11:26.between the three ministers will reflect on the situation
:11:27. > :11:28.on the ground. Remember that Russia and Turkey are
:11:29. > :11:31.on opposite sides. Again, it was said this was the best
:11:32. > :11:35.framework for a solution. The United States were
:11:36. > :11:39.welcomed to join them. Remember, Turkey after
:11:40. > :11:43.all is a Nato member, a close ally
:11:44. > :11:52.to the United States. In Aleppo, the evacuations from the
:11:53. > :11:56.east of the city are continuing, but there is a warning from the Syrian
:11:57. > :12:00.army, saying two civilians and rebel fighters, get out as soon as
:12:01. > :12:05.possible before they go in. We are not sure about the numbers in
:12:06. > :12:10.Aleppo, but the Red Cross is saying that 25,000 people have been
:12:11. > :12:11.evacuated from the city since last Thursday. However, the United
:12:12. > :12:30.Nations says:. No details on how the evacuation is
:12:31. > :12:33.going. We haven't heard much today about
:12:34. > :12:40.how it has been progressing. Yesterday, a large amount, but today
:12:41. > :12:46.there has not been information. Two villages, part of the deal which are
:12:47. > :12:49.in areas controlled by the rebels, with more people coming out of
:12:50. > :12:53.there, but the other thing that makes, gave the process and make it
:12:54. > :12:59.last longer, the Russian Foreign Minister said that it will be over
:13:00. > :13:03.in the next couple of days. It may go on for longer. Another part of
:13:04. > :13:06.the deal, two other towns, controlled by the rebels, but
:13:07. > :13:10.surrounded by the government, the rebels want that to be part of the
:13:11. > :13:14.deal as well. There has been no movement on that. We have heard from
:13:15. > :13:15.rebels in eastern Aleppo and they say they won't go until that begins
:13:16. > :13:20.to happen. In terms of the politics going on,
:13:21. > :13:25.we know Russia, Iran and Turkey are meeting, but noticeably absent as a
:13:26. > :13:31.power broker at all, the United States simply not there.
:13:32. > :13:33.Yes, the United States has been left on the sidelines, partly maybe
:13:34. > :13:42.because the transition is going on. Resident Obama hung his colours on
:13:43. > :13:46.the idea that President Assad was non-negotiable, he has to go. That
:13:47. > :13:51.seems to be changing. The statement that came out from the Russians,
:13:52. > :13:55.Turks and Iranians was that the priority was not regime change. Once
:13:56. > :13:58.upon a time, that was the tune that Turkey was singing. They have
:13:59. > :14:04.changed a bit as their relations with Russia have warmed again,
:14:05. > :14:08.saying that the priority for Sergey Lavrov is fighting the terrorists
:14:09. > :14:12.there. As far as the Russians are concerned, that is anyone that is
:14:13. > :14:16.against Russia. Is the aim to get the ceasefire
:14:17. > :14:21.spreading further? That is what they were saying today,
:14:22. > :14:24.what Sergey Lavrov was saying, what the Foreign Minister is worth
:14:25. > :14:29.saying. That is obviously a wish. Whether it can be fulfilled in any
:14:30. > :14:32.way is difficult to say, because the rebels still have strong holdouts
:14:33. > :14:37.where many of the people have been going from eastern Aleppo in the
:14:38. > :14:45.south of the country. There is still a battlefield there. And we have the
:14:46. > :14:48.Isis problem in the north-east. Talk of ceasefire, talk of negotiations,
:14:49. > :14:52.all of that at the moment is a vacuum, because the opposition and
:14:53. > :14:58.the rebels are to be included. The UN has said they are planning a new
:14:59. > :15:01.attempt to get a general talk under way again in Geneva, as we have seen
:15:02. > :15:08.a couple of times already a couple of months into the New Year. The
:15:09. > :15:11.Russian agenda seems to be on a separate track to that, but
:15:12. > :15:15.presumably, they are meant to intermingle. The Russians now are
:15:16. > :15:19.calling the shots to some extent, but can't govern what the rebels do
:15:20. > :15:24.or say. The rebels, we don't know if they will feel we have reached the
:15:25. > :15:28.end of the road, we are not going to win any more. It is time for us to
:15:29. > :15:31.sit down. At the moment, there is no sign of that.
:15:32. > :15:35.A quick update on a story that was overshadowed last night by what was
:15:36. > :15:38.going on in Berlin, a man that shot and wounded three people at an
:15:39. > :15:42.Islamic centre in Zurich in Switzerland on Monday night has been
:15:43. > :15:47.found dead. The 24-year-old walked into the centre near Zurich Central
:15:48. > :15:51.Station and opened fire before running away. His body and a gun
:15:52. > :15:57.were found later under a bridge a short distance away. All three
:15:58. > :16:01.victims are in a stable condition. The man's DNA matched that found at
:16:02. > :16:06.another crime scene, and that was a stabbing at a playground to the
:16:07. > :16:10.north-east of Zurich on Sunday. Police say they don't know why the
:16:11. > :16:15.man carried out the attacks. This is what the Zurich police chief has
:16:16. > :16:19.said. TRANSLATION: 'S what can say is that
:16:20. > :16:23.there is no indication of any kind of terrorist connection. Either to
:16:24. > :16:26.the Islamic State group or any Islamic radicalisation of the
:16:27. > :16:31.suspect. This is what we know so far.
:16:32. > :16:35.Still to come on Outside Source, we are on the streets of Beijing
:16:36. > :16:36.testing the air quality. Authorities are taking drastic measures to try
:16:37. > :16:49.to tackle the pollution crisis. Here in the UK, a court has ruled
:16:50. > :16:52.that doctors should stop providing life-support treatment to a
:16:53. > :16:56.policeman left in a minimally conscious state after a road
:16:57. > :16:59.accident. Paul Briggs suffered a brain injury in a motorcycle crash
:17:00. > :17:04.last year while serving with Merseyside Police.
:17:05. > :17:06.The judge ruled that this life-sustaining treatment should be
:17:07. > :17:10.withdrawn and it could be legally withheld, and he said at the end
:17:11. > :17:13.of this judgment that it means the court is doing on behalf
:17:14. > :17:16.of Mr Briggs what he would have wanted and done for himself
:17:17. > :17:20.in what he thought was his own best interests.
:17:21. > :17:23.But this may not be the end of the case, because there
:17:24. > :17:27.could still potentially be an appeal.
:17:28. > :17:32.A statement was read out on behalf of Lindsey Briggs by her solicitor
:17:33. > :17:34.Matthew Culverhouse at the end of today's judgment.
:17:35. > :17:39.We are therefore dismayed to learn that this decision may be appealed.
:17:40. > :17:54.We feel overwhelming despair and sorrow.
:17:55. > :18:02.This is Outside Source live from the BBC Newsroom Live. Our top story,
:18:03. > :18:08.police in Germany have released a Pakistani asylum seeker detained
:18:09. > :18:09.after the truck attack. There is insufficient evidence to continue

:22:22. > :22:26.Absolutely. We will not put people down the path of storing stuff if

:23:57. > :24:01.good faith. Let's try to explain this further. What is happening?
:24:02. > :24:06.In 2014, Facebook had acquired WhatsApp. One of the big conditions
:24:07. > :24:12.for this was that the EU wanted to make sure that what sat -- Outside
:24:13. > :24:21.Source and Facebook could not merge and share information. Now we see
:24:22. > :24:25.that Facebook and Outside Source are sharing their information about some
:24:26. > :24:30.of their customers. Facebook, however, says that it is not true
:24:31. > :24:34.what the EU is saying, and they did not mislead the EU. In 2014, they
:24:35. > :24:39.said they did not know they have the technology to be able to share that
:24:40. > :24:44.kind of information. Furthermore, from Facebook's Spectre, they say,
:24:45. > :24:51.look, what the EU back in 2014 was worried about was cross-platform
:24:52. > :24:57.usage. Imagine using WhatsApp and that connects directly to Facebook,
:24:58. > :25:01.and you can chat using either system simultaneously, really. Well, that
:25:02. > :25:07.is still not possible. That is the real risk. That was the risk that
:25:08. > :25:10.the EU was asking about back then. Briefly, the European Commission has
:25:11. > :25:14.been active in its pursuit of tech companies recently, hasn't it?
:25:15. > :25:24.It has. Facebook is facing some other issues with regards to other

:25:37. > :25:38.This is part of a wider scene that we are seeing with regards to these
