:00:15. > :00:22.These are some of the main stories in the BBC newsroom. Jeff Sessions
:00:23. > :00:26.has recused himself from an investigation into contact between
:00:27. > :00:31.Russian officials and the Donald Trump campaign during the election
:00:32. > :00:43.campaign. Donald Trump had said he has total confidence in his Attorney
:00:44. > :00:48.General. Total. We will report from Brussels, $200 billion have been
:00:49. > :00:51.raised her family planning schemes in developing countries to counter
:00:52. > :01:01.cuts introduced by Donald Trump. And the latest in the build-up to
:01:02. > :01:11.Saturday's showdown between David Haye and Tony Bellew.
:01:12. > :01:18.As I was just mentioning, $200 million have been raised to counter
:01:19. > :01:21.cuts Donald Trump has made to the funding of abortion services in
:01:22. > :01:31.developing countries. It has happened in Brussels at a
:01:32. > :01:34.multinational conference called She Decides. This is Donald Trump
:01:35. > :01:43.signing the executive board that and it is estimated $500 million a year
:01:44. > :01:47.has been cut by Donald Trump to campaigns. The Belgian Deputy Prime
:01:48. > :01:52.Minister was the host of this confidence and here he is. The
:01:53. > :01:58.impact could be very severe for millions of women and girls, too
:01:59. > :02:03.often we would see a 12-year-old who would not have the choice to see I
:02:04. > :02:08.do not want to get pregnant, I do not want to marry a person who is
:02:09. > :02:11.three times older than me and I would love to continue to go to
:02:12. > :02:16.school and become an independent person who is able to ship my own
:02:17. > :02:21.future. F family planning is not being provided, it would mean that a
:02:22. > :02:26.tremendous progress we have had throughout the world over the last
:02:27. > :02:29.20 years would be reversed and it would be a very bad thing for
:02:30. > :02:40.eradicating poverty throughout the world. One place this funding cuts
:02:41. > :02:45.will have an impact as Nepal and/or reported as they are. She has come
:02:46. > :02:49.here to get an abortion. It is not illegal in Nepal but there is
:02:50. > :02:55.extreme social stigma and so she does not want to show her face. For
:02:56. > :03:02.women like, a proper medical facility like this one run by a
:03:03. > :03:06.charity is a refuge. Many end up going to the legal clinics. This man
:03:07. > :03:14.lost a loved one to an unsafe abortion. Miles away from his
:03:15. > :03:20.village, he agrees to meet us. His wife's sister died after taking
:03:21. > :03:29.pills given to enter pregnancy. She was just 19. The clinic she went to
:03:30. > :03:32.didn't even have a sign. Someone who looked like a nurse gave her
:03:33. > :03:36.medicine and told her she would be fine in a couple of days. That
:03:37. > :03:40.evening she started bleeding heavily. We tried to rush to a
:03:41. > :03:47.proper hospital but she bled to death. Nearly half of all
:03:48. > :03:52.pregnancies in Nepal are unintended which means safe abortion services
:03:53. > :03:56.are crucial. This country depends heavily on charities to provide
:03:57. > :04:03.them. Now those organisations will no longer be able to get a from
:04:04. > :04:07.America if they continue to perform abortions. The US government doesn't
:04:08. > :04:12.directly fund abortion services in any country. Here, a lot of money
:04:13. > :04:18.goes towards family planning activities provided by NGOs.
:04:19. > :04:22.Typically, large charities offer both and now they stand to lose US
:04:23. > :04:28.aid money which could leave a big hole in their finances. President
:04:29. > :04:31.Trump's order goes one step further than previous Republican
:04:32. > :04:37.governments. Organisations will not even be able to tell women that
:04:38. > :04:41.abortion is an option. Marry Stokes, which runs the centre, say the
:04:42. > :04:46.simplest and agree to those terms and soul the family running services
:04:47. > :04:53.they provide with US money could be severely impacted. If we lose that
:04:54. > :04:59.funding, one in four women one family planning and can access it
:05:00. > :05:04.and the reality is they will need abortion services at some point. We
:05:05. > :05:08.estimate that around 80,000 women will actually seek abortion due to
:05:09. > :05:12.this, of which half of those, through no fault of their own, not
:05:13. > :05:20.knowing where the safe providers are, will go to an unsafe provider.
:05:21. > :05:23.It is a move that is made to the anti-abortion but they would end it
:05:24. > :05:33.in countries like this one. They could become more unsafe. We are
:05:34. > :05:38.going to begin the sport by talking about cycling because the head of
:05:39. > :05:42.British cycling has apologised her feelings following accusations of
:05:43. > :05:45.bullying and sexism against top level cyclists. There has been an
:05:46. > :05:50.investigation into the culture of British cycling and a report is
:05:51. > :05:57.imminent. Its chairman says riders will be better curable. He has been
:05:58. > :06:03.speaking to our sports editor. For years, the story was one of success,
:06:04. > :06:07.defined by medals and glory, but they'd is now an image crisis amid a
:06:08. > :06:12.damaging tide of allegations, all been eyed but today the man tasked
:06:13. > :06:19.with salvaging the governing body's reputations as it is time for
:06:20. > :06:22.cycling to say sorry. We have already met with groups of riders
:06:23. > :06:26.and staff and have made it clear that we are there have been feeling
:06:27. > :06:33.is we apologise and we recognise that what we will do something about
:06:34. > :06:36.it. So there was a bullying culture? There have been some well reported
:06:37. > :06:43.instances where behaviour was unacceptable. With training going as
:06:44. > :06:48.normal British cycling unveiled a 35 point action plan to overhaul
:06:49. > :06:51.governments and athlete welfare. It all stems back to last year when a
:06:52. > :06:56.former sprint cyclist complained about sexism and bullying amid a
:06:57. > :07:02.culture of fear in the high-class performance programme. A decade ago
:07:03. > :07:07.Jenny was national Mountain biking champion and says she was also a
:07:08. > :07:10.victim of discrimination. I have certainly know that staff who have
:07:11. > :07:14.said to me down the years particularly when I retired that
:07:15. > :07:21.they supported and they had felt bad for my situation but hadn't been
:07:22. > :07:26.able to see anything. They were worried about their job. The idea of
:07:27. > :07:33.job preservation was almost a joke amongst riders in the way managers
:07:34. > :07:37.behaved and decisions were made. British cycling's credibility was
:07:38. > :07:43.further damaged yesterday when MPs have about a failure to keep medical
:07:44. > :07:46.records of riders. The man at the centre of the storm, Bradley
:07:47. > :07:52.Wiggins, today refusing to speak about the contents of the now famous
:07:53. > :07:57.medical package delivered to him in 2011 but those who funded the sport
:07:58. > :08:03.and unimpressed. The governing body is in crisis, isn't it? That is a
:08:04. > :08:07.lot going on with a number of fires that seem to be going off in
:08:08. > :08:11.different areas and it is difficult for them at this point in time. I
:08:12. > :08:15.was shocked and disturbed by what they heard yesterday particularly
:08:16. > :08:21.around the area of medical management and record-keeping. These
:08:22. > :08:24.are dark days for the sport and with publication of what is known to be
:08:25. > :08:29.an expose of report into cycling culture expected in the next few
:08:30. > :08:36.weeks, lifting the gloom not be easy. In boxing, definitely no love
:08:37. > :08:39.lost between these two men, Tony Bellew and David Haye. They will
:08:40. > :08:43.fight this Saturday in London, and if you missed that this is what
:08:44. > :08:49.happened at their press conference a few days ago, and it is fair to say
:08:50. > :08:56.people in charge of leaping clips have been busy looking after this
:08:57. > :09:04.one. This right-hander is going through your BLEEP. You are going to
:09:05. > :09:17.mess. All of these BLEEP now it as well. All of you BLEEP. All of you!
:09:18. > :09:26.All of you! You'll see. Go and sit down now. And you, all of you.
:09:27. > :09:30.BLEEP. Go and sit down. In one of the least surprising developments of
:09:31. > :09:34.the week the period were both warned to tone down their behaviour. They
:09:35. > :09:46.had another press conference to see and hear is how they got on. I
:09:47. > :09:49.promise you I will. I am hoping for that because if you don't get up and
:09:50. > :09:53.make sure your little rat coach doesn't throw in the towel to save
:09:54. > :09:58.the day because it will be no other way. I promise you. This is the last
:09:59. > :10:09.day for you. Enjoy your last couple of days. Boxers do this but this
:10:10. > :10:13.feels real? And it goes back a few years, a lot of people around this
:10:14. > :10:18.fight see it is genuine, the hatred between the two men. Tony Bellew,
:10:19. > :10:23.the cruiserweight champion, has said that he has said a lot of things and
:10:24. > :10:27.spent time with David Haye who had in the past said some incredibly
:10:28. > :10:32.rude, offensive and distasteful things in the lead up to many of his
:10:33. > :10:38.fights. I spent a lot of time with David Haye, I was around his world
:10:39. > :10:42.title fight when he took the heavyweight crown, he said some
:10:43. > :10:48.nasty things then and about Vladimir clips call, but he was also a
:10:49. > :10:53.fantastic cruiserweight champion. He is very early light and knows all
:10:54. > :10:59.about his sport, but once you get into the build-up of the fight,
:11:00. > :11:03.especially that week, he changes, he flips, and it is very calculated as
:11:04. > :11:08.well, because there is now built on the line saw how do you sell it? You
:11:09. > :11:12.sell out of the characters of these two men, and they know that the
:11:13. > :11:16.people watching have got to pay for the very expensive subscription to
:11:17. > :11:21.watch it on the television, and it is expensive to watch in person,
:11:22. > :11:27.this one at the O2 arena, they are selling this fight, but in a year in
:11:28. > :11:31.which we have had a lot of tragedies in boxing, hemmed talking about the
:11:32. > :11:36.damage that he wants to inflict on Tony Bellew, it leaves a bad taste
:11:37. > :11:41.in the mouth, and the British boxing board of control sets to calm it
:11:42. > :11:44.down, but we still have a weekend tomorrow and that could lightly.
:11:45. > :11:50.They are selling this fight but at the heart of it there is a genuine
:11:51. > :11:54.hatred and dislike between the two men, so far all the talk, a lot of
:11:55. > :11:59.people are talking about this fight and I certainly want to know how
:12:00. > :12:04.they will get in the late back on in the ring on Saturday night. And if
:12:05. > :12:09.you don't want to pay for the fight you can get the BBC live page
:12:10. > :12:15.throughout the boat. Let's go to Japan because we want to talk about
:12:16. > :12:23.the Twenty20 Olympics, I have highlighted the country club, you
:12:24. > :12:27.can see all 18 holes, selected to host the golf in the Olympics, but
:12:28. > :12:30.there's a snag because modern life has not caught up with this
:12:31. > :12:35.particular club, they don't allow women. That has been noted by the
:12:36. > :12:43.International Olympic Committee and he had its vice president. It's
:12:44. > :12:48.heading in the right direction, for them to have a non-discriminatory
:12:49. > :12:52.membership. Procedure by lot in their club, and it would appear we
:12:53. > :13:02.will be able to have this resolved by the end of June, but as I say,
:13:03. > :13:09.got to be very careful, because we are going there by the grace, and
:13:10. > :13:14.they have to want to have us the and I suspect it is a private club, but
:13:15. > :13:20.they certainly understand that our position is non-discrimination. A
:13:21. > :13:26.story from Tokyo and we will go across the Pacific to the west coast
:13:27. > :13:31.of America. We will be live to talk about snap chat, the company that
:13:32. > :13:32.owns it has been floated today on the New York Stock Exchange and the
:13:33. > :13:43.stock has gone up and up. The chief inspector of hospitals in
:13:44. > :13:48.England has given a stark warning about the state of the NHS saying it
:13:49. > :13:53.is standing on a burning platform with four out of five trusts needing
:13:54. > :13:56.to improve patient safety. The professor says the traditional model
:13:57. > :14:02.of caring for patients is no longer capable of delivering the needs of
:14:03. > :14:03.today's population. Our health editor is as ever following this
:14:04. > :14:15.story. A new birth today and a new
:14:16. > :14:21.beginning for this hospital in Cambridge. Maternity and other
:14:22. > :14:25.services were rated inadequate by the regulator, Care Quality
:14:26. > :14:29.Commission, in 2015. The trust was put into special measures but it has
:14:30. > :14:36.now tackled the problem is and is rated good. It was a very big shock
:14:37. > :14:39.for patients. The boss who helped steer the hospital from the low
:14:40. > :14:44.point back to where it should be told me how they went about it. The
:14:45. > :14:50.wider leadership team invested a huge amount of time, well over two
:14:51. > :14:53.days a week, in going out to front-line clinical areas and
:14:54. > :14:59.talking to staff and listening to them and listening to patients about
:15:00. > :15:01.what needed to improve. The Care Quality Commission makes clear that
:15:02. > :15:04.while there are successful turnaround is like at this hospital
:15:05. > :15:10.there are others where there is cause for concern and we are falling
:15:11. > :15:15.short. The sea QC report said that across major hospital trusts, 62%
:15:16. > :15:22.were rated as adequate and needing improvement. 61% needed to improve
:15:23. > :15:27.safety but 93% were praised for the caring attitude of staff, but those
:15:28. > :15:30.are things were done before this winter's extreme pressure on
:15:31. > :15:35.hospitals and the sea QC said the whole system needs a complete or a
:15:36. > :15:38.whole. Of course I have concerns about what is happening and we need
:15:39. > :15:43.to take a long look at that to see what more can be done in terms of
:15:44. > :15:47.improving the acute care model from emergency admission through the
:15:48. > :15:52.hospital, through to discharge, so we need to look across the country
:15:53. > :15:56.at all of those things but some hospitals are managing it better
:15:57. > :16:00.than others. The system as a whole is under strain but for some
:16:01. > :16:03.hospitals the mood is more relaxed, those who have had a bad inspection
:16:04. > :16:21.have turned things around and got high marks for patient care.
:16:22. > :16:27.Thanks for joining me on today's outside source and the lead story is
:16:28. > :16:31.that the US Attorney General Jeff Sessions says he will recuse himself
:16:32. > :16:35.on investigations into alleged Russian interference and to the
:16:36. > :16:40.presidential election. Coming up after outside source, outside of the
:16:41. > :16:43.UK, world News America with lots more on the political drama in
:16:44. > :16:48.Washington and also we look back at the love life of Jackie Kennedy. If
:16:49. > :16:59.you are watching in the UK it is the News at ten next with a Special
:17:00. > :17:05.Report from China on one person's experience of official efforts to
:17:06. > :17:09.silence them. As I was mentioning, the company who own snap chat
:17:10. > :17:16.debuted on the stock market today in New York. If you got some of those
:17:17. > :17:23.shares you are doing well. Here is a copy sent into the newsroom. He says
:17:24. > :17:28.Snap closed its first day of trading at $24, up 44% on the opening price.
:17:29. > :17:38.Before we get carried away, here is a tweet saying, let's not be Dom.
:17:39. > :17:44.Twitter had a 73% B1 pop and says it means nothing. He is life with us
:17:45. > :17:46.now from San Francisco. Should we respond to that advice and pay no
:17:47. > :17:54.attention whatsoever to what happens on B1? Day one will be full of lots
:17:55. > :17:59.of excitement and people wanting to get in heavily on this new much
:18:00. > :18:03.anticipated technology stock, so it is always going to be slightly
:18:04. > :18:10.inflated but it is worth paying attention to, mostly because many of
:18:11. > :18:17.the stocks sold have got a year lock in period so the price will not
:18:18. > :18:20.fluctuate too much. Although it is much higher than the initial
:18:21. > :18:26.starting price, they will be pleased and should see it as a positive
:18:27. > :18:29.start. A lot of first they excitement but as to be expected so
:18:30. > :18:33.it looks like it will stay quite steady. These people are investing
:18:34. > :18:41.plenty of money because they think it will make money in the long run.
:18:42. > :18:44.What is the plan to do that? The strategy is to sell advertising and
:18:45. > :18:49.it is doing that at the moment, not making money at the moment whether
:18:50. > :18:53.losses increasing, so they are going in the wrong direction as far as
:18:54. > :18:57.profitability is concerned, but silicon valley companies, many of
:18:58. > :19:02.them don't make money, Twitter has never made money, and investors
:19:03. > :19:07.don't worry about that too much, it is the potential to make money, and
:19:08. > :19:13.the selling point of snap chat as many of its users, around 150
:19:14. > :19:16.million, are teenagers, young, and that is very lucrative to
:19:17. > :19:21.advertisers, so investors hope they will capitalise on that and build
:19:22. > :19:26.this enormous potential advertising business and that is how the company
:19:27. > :19:30.will start making money. They have got a big challenge if they are
:19:31. > :19:34.going to achieve that particularly because Facebook which owns and
:19:35. > :19:37.figure, they are hot on the heels and introducing many features that
:19:38. > :19:42.snap chat had on their platform first. Instead grammar is copying
:19:43. > :19:47.them and there are many users that may be migrating from snap chat in
:19:48. > :19:54.Saddam and that continues it is a big problem. -- Instagram. Thank
:19:55. > :19:59.you. What looks like a very nice lunchtime in the Bay Area. Some
:20:00. > :20:04.developments to tell you about connected to the Marder of the
:20:05. > :20:12.half-brother of the North Korean leader. This North Korean man has
:20:13. > :20:17.been held in connection with the Mark Duggan will be released and the
:20:18. > :20:26.poor third. His attorney says David insufficient evidence. While that is
:20:27. > :20:30.a lot of suspicion that North Korea orchestrated the use of a nerve
:20:31. > :20:37.agent for the murder, the North Koreans are offering a very
:20:38. > :20:44.different explanation. The word belongings with the medicines
:20:45. > :20:50.related to the disease of diabetes. Heart disease and high blood
:20:51. > :20:59.pressure. They concluded he is not in a position to be without several
:21:00. > :21:06.medicines, therefore this is a strong indication that the cause of
:21:07. > :21:10.the death is a heart attack. The North Koreans say heart and the
:21:11. > :21:14.Malaysians a nerve agent and we will have to wait for the investigation
:21:15. > :21:23.to play out. While that is going on we are learning more about the Kim
:21:24. > :21:29.family and we have spoken to the brother of Kim Jong-Nam. To
:21:30. > :21:38.understand North Korea you have to think of it as being an absolute
:21:39. > :21:42.monarchy, the Kim dynasty. The dynasty was founded after the Second
:21:43. > :21:48.World War and when he died in 1984, his son as ended the throne. He died
:21:49. > :21:54.five years ago and his son then became the new young King, but he is
:21:55. > :22:00.very young, very inexperienced and very insecure, and since he came to
:22:01. > :22:04.power, he has been killing lots of people. Why was he killed? You don't
:22:05. > :22:25.know? Has power is not stable. The people that he seems to feel
:22:26. > :22:29.most threatened by his own family. There are several key figures in
:22:30. > :22:37.this story. The most important and most powerful was his uncle, at the
:22:38. > :22:42.time he came to power, he was the most powerful man in North Korea. A
:22:43. > :22:49.network of allies across the country and throughout the region. One of
:22:50. > :22:55.them was his own net you who was the ambassador in Malaysia. -- nephew.
:22:56. > :23:06.Through him he was able to keep in touch with his other nephew Kim
:23:07. > :23:11.Jong-Nam. But in 2013, Kim Jong-Un began the biggest purge in 50 years
:23:12. > :23:15.beginning with his uncle. He was arrested and executed by firing
:23:16. > :23:20.squad. His whole family was rounded up including his nephew the
:23:21. > :23:23.ambassador who was executed. That left Kim Jong-Nam, isolated and
:23:24. > :23:58.alone without any support. As a boy, Kim Jong-Nam was his
:23:59. > :24:04.father's favourite son, but this family photo tells a chilling story.
:24:05. > :24:09.His cousin, shot in the head, his aunt and a daughter in exile in
:24:10. > :24:14.hiding and now Kim Jong-Nam killed with a band nerve agent. In North
:24:15. > :24:20.Korea membership of the Royal family is no guarantee of a long and happy
:24:21. > :24:24.life. A reminder of what the US Attorney General Jeff Sessions
:24:25. > :24:31.within the last hour. My staff recommended refusing. They said that
