:00:27. > :00:37.There were drips of blood on the floor leading out of the main

:00:38. > :00:40.I'm Christian Fraser live in Albert Square

:00:41. > :00:46.Hundreds of people have taken part in a vigil here -

:00:47. > :00:49.to mourn the victims of last night's suicide bomb attack

:00:50. > :00:52.The Islamic State group has published a statement on social

:00:53. > :00:55.media saying one of its supporters carried out the attack.

:00:56. > :00:59.I can confirm that the man suspected of carrying out last night's

:01:00. > :01:02.atrocity is 22-year-old Salman Abedi.

:01:03. > :01:05.The priority now for investigators - to establish whether or not

:01:06. > :01:10.We'll be live in Manchester with all the latest details.

:01:11. > :01:36.As you would expect we will spend the vast majority of today's

:01:37. > :01:40.programme focused on the Manchester attack.

:01:41. > :01:44.An Ariana Grande concert had just finished -

:01:45. > :01:47.and fans were leaving the venue when a suicide bomber detonated

:01:48. > :01:51.The attacker has been named as 22-year-old Salman Abedi.

:01:52. > :01:59.22 people were killed and 59 were injured.

:02:00. > :02:07.For more, let's bring in Christian who is live in Manchester, tell us

:02:08. > :02:11.more about where you are? I am in Albert Square, we have had a fairly

:02:12. > :02:17.poignant memorial service this evening. People coming together,

:02:18. > :02:20.hundreds of people, lots of dignitaries from Manchester, the new

:02:21. > :02:34.mayor Andy Burn alongside the Home Secretary and Amber Rudd. People

:02:35. > :02:38.from the Muslim community intent on showing their solidarity, it can be

:02:39. > :02:40.on occasions like this there are divisions within communities but the

:02:41. > :02:47.Muslim people here that we have been speaking to our intent on showing

:02:48. > :02:51.there is just one voice. We have seen some of that resilience tonight

:02:52. > :02:56.in Albert Square. I was thinking it would have been about this time last

:02:57. > :03:01.night that the show would have been well underway, 21,000 people packed

:03:02. > :03:05.into the arena. It was a sell-out, many of them had had tickets for

:03:06. > :03:09.weeks and months, looking forward to it, and we all know what happened at

:03:10. > :03:13.the end of those concerts, everyone excited and happy and in high

:03:14. > :03:17.spirits. But as they started to make their way out of the conservator

:03:18. > :03:25.that is when the evening was turned on its head because Salman Abedi, 22

:03:26. > :03:27.years old, born in Manchester, a former Manchester United supporter,

:03:28. > :03:31.he went into the area you would leave the concert hall on your way

:03:32. > :03:36.to the Victoria Station and put himself in a position where he would

:03:37. > :03:40.cause maximum damage and maximum number of deaths. What has chilled

:03:41. > :03:43.people here today is that he did it knowing full well many of his

:03:44. > :03:50.victims would have been young people.

:03:51. > :03:52.Here's what we know about the sequence of events.

:03:53. > :03:55.Police were called to the venue at 10:33 in the evening.

:03:56. > :03:58.As people were leaving the explosion happened in a foyer connecting

:03:59. > :04:10.Casualties have been treated in eight hospitals in Manchester.

:04:11. > :04:13.60 ambulances from all around the north, not just here in Manchester

:04:14. > :04:17.but also North Wales as well. The Islamic State group say

:04:18. > :04:25.they are behind the attack. But we have had very little detail

:04:26. > :04:28.in the message is circulated by the so-called Islamic State.

:04:29. > :04:30.The BBC's Special correspondent Gavin Hewitt filed this

:04:31. > :04:36.Ariana Grande's concert was coming to an end when from the foyer

:04:37. > :04:47.A crowd of children, teenagers, parents heading for whatever

:04:48. > :04:53.22 people were killed near the entrance.

:04:54. > :05:05.My wife, I laid her down on the floor.

:05:06. > :05:09.She had won that slide it under her chin, and bruised.

:05:10. > :05:17.She's probably broken a femur in her left leg.

:05:18. > :05:20.Something really hot flew over and landed behind me and my sister.

:05:21. > :05:35.I thought they were behind me, so I ran out.

:05:36. > :05:37.Then I realised they weren't, so I tried to run back

:05:38. > :05:41.I shouted for my mum but I couldn't hear anything.

:05:42. > :05:45.All I could hear was screaming, shouting.

:05:46. > :05:51.Before the night was over, the police knew they were dealing

:05:52. > :05:54.with an attack by a suicide bomber with a home-made explosive device

:05:55. > :06:00.It was a deliberate attack on children and young people,

:06:01. > :06:03.timed just at the moment when parents were waiting to pick

:06:04. > :06:13.During the night, specialist teams were brought in.

:06:14. > :06:16.400 police officers were deployed, along with forensic teams.

:06:17. > :06:20.Early on, police appeared to know the identity of the bomber.

:06:21. > :06:26.Then within the last hour, an update.

:06:27. > :06:29.I can confirm that the man suspected of carrying out last night's

:06:30. > :06:32.atrocity is 22-year-old Salman Abedi.

:06:33. > :06:36.However, he has not been formally named by the coroner,

:06:37. > :06:38.and I wouldn't wish to therefore comment any further

:06:39. > :06:45.And on the street, survivors reliving a concert that

:06:46. > :06:54.We hit the corridor, when we saw masses of people running

:06:55. > :06:57.in absolute terror and panic to get out of the place.

:06:58. > :07:09.There were mothers with children, carrying them over their shoulder.

:07:10. > :07:13.There were people with even wheelchairs panicking to get out.

:07:14. > :07:18.Laura and Isabella's concert ended in a chaotic search for an exit.

:07:19. > :07:24.I don't really know which entrance we came out of.

:07:25. > :07:30.We just ran, but we also found two girls that had lost their parents,

:07:31. > :07:39.They were very scared because they were on their own.

:07:40. > :07:44.Manchester has been a city on edge today, shaken by alerts and rumours.

:07:45. > :07:52.It is now beyond doubt that the people of Manchester

:07:53. > :07:54.and of this country have fallen victim to a callous

:07:55. > :07:58.An attack that targeted some of the youngest

:07:59. > :08:03.people in our society with cold calculation.

:08:04. > :08:06.This was amongst the worst terrorist incidents we have ever experienced

:08:07. > :08:12.During the day, police raided a number of houses.

:08:13. > :08:15.A 23-year-old man was arrested in connection

:08:16. > :08:22.An attack on an event like what happened last night

:08:23. > :08:25.Preventing a determined suicide bomber is incredibly difficult.

:08:26. > :08:28.The priority now for the police will be to discover everything

:08:29. > :08:31.they can about this man - whether he is part of a wider

:08:32. > :08:37.network and whether there is a risk of further attacks.

:08:38. > :08:40.Dozens of people are still trying to trace loved ones

:08:41. > :08:48.Among the missing, Olivia Campbell, aged 15.

:08:49. > :08:51.And some of the first victims of the attack have been named.

:08:52. > :08:54.Georgina Callander was aged 18, seen here with Ariana Grande

:08:55. > :09:01.And eight-year-old Saffie Roussos was amongst those killed.

:09:02. > :09:13.It was an attack directed at young people, at innocence.

:09:14. > :09:22.As Gavin says there is an active police investigation underway.

:09:23. > :09:27.Earlier today at 23-year-old man was arrested in South Manchester, that

:09:28. > :09:35.will presumably be a line of investigation. What they are trying

:09:36. > :09:41.to learn is more about Salman Abedi, and how did he know how to make this

:09:42. > :09:46.bomb? Did somebody supply him with it? In that scenario that means

:09:47. > :09:51.there is a bomb maker still at large perhaps not known to security

:09:52. > :09:54.services and that carries a risk of further attacks. That will bring

:09:55. > :09:56.much be the focus of the investigation.

:09:57. > :09:58.Our Home Editor Mark Easton has the latest on the investigation,

:09:59. > :10:00.his report contains flash photography,

:10:01. > :10:05.Who was behind this attack on innocents?

:10:06. > :10:08.As the concert ended and the lights came up, as children left

:10:09. > :10:11.for home, music in their ears, smiles on their young faces, who

:10:12. > :10:16.chose that moment to indulge their hateful ideology?

:10:17. > :10:19.There is no need to bunch up and run.

:10:20. > :10:24.Take your time and exit the building.

:10:25. > :10:26.We now know the suicide bomber's name, Manchester-born

:10:27. > :10:35.But police think others may have been

:10:36. > :10:37.involved and today launched raids on people thought to have been his

:10:38. > :10:41.A 23-year-old man was arrested in the Manchester district

:10:42. > :10:44.A short distance away at another house in

:10:45. > :10:45.Fallowfield, a controlled explosion took place.

:10:46. > :10:48.It was like when you watch films and you hear a bomb go

:10:49. > :10:54.It was like what you see in the movie.

:10:55. > :11:00.Then we got to the end of the avenue and saw

:11:01. > :11:06.the police and it hit home that it's your doorstep.

:11:07. > :11:09.This part of the city is known to have been home to a

:11:10. > :11:12.number of Islamist extremists in recent years, some with links to

:11:13. > :11:14.Syria and Libya, some alive and some dead.

:11:15. > :11:17.To construct a viable bomb that can be safely transported,

:11:18. > :11:20.secreted through security and then detonated on command is not

:11:21. > :11:25.something an amateur can easily achieve.

:11:26. > :11:28.Police say the device was home-made, with reports that it

:11:29. > :11:34.contained nuts, bolts, ball bearings and nails.

:11:35. > :11:38.So-called Islamic State says that one of their soldiers of

:11:39. > :11:41.the caliphate attacked what a statement called "A debauched

:11:42. > :11:44.But the group frequently claims attacks in their aftermath

:11:45. > :11:48.which later proved to have no connection.

:11:49. > :11:53.This attack was planned, premeditated, and they're almost

:11:54. > :11:55.certainly will be other people involved in this attack.

:11:56. > :12:01.The most important thing is to catch them, to

:12:02. > :12:03.identify them and to bring them into custody.

:12:04. > :12:05.Until we've done that, then this attack really isn't over.

:12:06. > :12:07.Greater Manchester Police are working with the national

:12:08. > :12:09.counter-terrorism policing network, with Interpol and the intelligence

:12:10. > :12:12.services to try to find out who planned mass

:12:13. > :12:19.Our priority, along with the police counter-terrorist network and our

:12:20. > :12:22.security partners, is to continue to establish whether he was acting

:12:23. > :12:28.alone or working as part of a wider network.

:12:29. > :12:32.Almost exactly a year ago, police and emergency services in

:12:33. > :12:34.Manchester held a training exercise for just this kind of terrorist

:12:35. > :12:41.For a number of years, the threat level has been set at

:12:42. > :12:44.severe, meaning an attack is highly likely.

:12:45. > :12:50.The Prime Minister said today that that is now under review.

:12:51. > :12:57.Understandably, the city is nervous, people on edge.

:12:58. > :13:00.But there is a determination not to be cowed by terror.

:13:01. > :13:02."Manchester united" is the fitting response to a vicious attack

:13:03. > :13:23.The spirit of the North alive and well, a lot of resilience onshore.

:13:24. > :13:27.All political campaigning has been postponed and might be so for

:13:28. > :13:31.several days to come but Theresa May has been to Manchester to meet

:13:32. > :13:37.Greater Manchester Police and hear first hand how the investigation is

:13:38. > :13:48.going. Tonight she went back to Downing Street for a Cobra meeting.

:13:49. > :13:51.Let's bring in Alex Forsyth, we saw pictures of the Foreign Secretary

:13:52. > :13:57.leaving a short while ago, any update on what was discussed? Not so

:13:58. > :14:01.far, we know this was the second meeting today of the government 's

:14:02. > :14:06.emergency Cobra committee, the first took place early this morning when

:14:07. > :14:10.the magnitude of what had happened in Manchester became clear. Again

:14:11. > :14:14.the Prime Minister came back to Downing Street and around 8pm

:14:15. > :14:17.chaired another meeting of the government 's emergency committee.

:14:18. > :14:26.What would have been discussed what would have been discussed was the

:14:27. > :14:28.progress of the investigation taking place in Manchester. Theresa May and

:14:29. > :14:30.Amber Rudd meeting with Greater Manchester Police earlier on today

:14:31. > :14:32.but also a big part of those discussions would have focused on

:14:33. > :14:36.the current threat level which stands on severe as things are and

:14:37. > :14:40.Theresa May when she spoke in Downing Street earlier on said it

:14:41. > :14:45.would be continuously assessed and monitored through coming days and

:14:46. > :14:48.weeks. That also would have been the subject of discussions at the

:14:49. > :14:52.emergency committee meeting. We know it finished some time ago because

:14:53. > :14:57.the Foreign Secretary Boris Johnson was seen to leave Downing Street in

:14:58. > :15:00.a pretty sombre mood and we know the Defence Secretary Michael Fallon

:15:01. > :15:04.also left the meeting so we are currently waiting to hear what was

:15:05. > :15:12.discussed and an update on things we are expecting fairly soon. What can

:15:13. > :15:15.you tell us about the election campaign? Obviously there will be

:15:16. > :15:19.you would expect in the coming days some talk of resuming the campaign

:15:20. > :15:26.perhaps more vigorously than before to show that democracy is robust.

:15:27. > :15:29.There was no doubt in anybody's mind that when people realised what had

:15:30. > :15:35.happened in Manchester that the campaign would have two paws. The

:15:36. > :15:39.political leaders of every UK party unanimous in that from the early

:15:40. > :15:43.hours of this morning. No question the cut and thrust of political

:15:44. > :15:47.debate must take a step back as people deal with the aftermath of

:15:48. > :15:52.what happens and come to terms with the magnitude of it. But there is

:15:53. > :15:55.also a message from all of the political leaders that life must go

:15:56. > :16:01.on in the face of incidents like this, Theresa May making it very

:16:02. > :16:05.clear she did not want the values of terrorists to prevail, British

:16:06. > :16:08.values should prevail. There will be a sense that the campaigns will not

:16:09. > :16:12.resume as soon as tomorrow but in the next few days politicians of all

:16:13. > :16:21.parties will want to get back some of normality, Echo that spirit of

:16:22. > :16:25.defiance that people can get back and take part in a democratic system

:16:26. > :16:31.which at times this can be so important to a country. Absolutely,

:16:32. > :16:35.thank you. Those messages of defiance certainly coming from the

:16:36. > :16:39.stage which is currently being deconstructed behind me but a lot of

:16:40. > :16:43.politicians showing their solidarity with Manchester. The thing which

:16:44. > :16:48.struck me today listening to people is how the emergency services

:16:49. > :16:51.responded with such speed. In an incident like this and you have

:16:52. > :16:55.heard from many eyewitnesses who said they did not know what was

:16:56. > :16:59.going to happen next there is always a chance of a secondary incident but

:17:00. > :17:03.the emergency services were running up towards the arena showing some

:17:04. > :17:07.extraordinary bravery and the loudest applause we heard in the

:17:08. > :17:14.square today when it was packed with hundreds of people was for the

:17:15. > :17:17.emergency services. A lot of crying as well and I think there will be

:17:18. > :17:23.more tears as we learn the details of those killed, many of them young

:17:24. > :17:28.people, some of them children under the age of 16, the youngest eight

:17:29. > :17:33.years old. There are 59 people in hospital at the moment, a huge

:17:34. > :17:36.response from the Ambulance Service last night, 60 ambulances reacting

:17:37. > :17:39.at one point, not just from greater Manchester but also North Wales and

:17:40. > :17:47.across the Northwest. 59 patients at eight hospitals

:17:48. > :17:50.in the Greater Manchester area, including nine

:17:51. > :17:54.here at Manchester Royal Infirmary. We don't know how many of that total

:17:55. > :17:58.are seriously injured, with life-threatening conditions,

:17:59. > :18:01.we know that some of them are. Some are in intensive care and some

:18:02. > :18:04.we have been told may well be We don't know how many children

:18:05. > :18:10.or adults there are, but we do know that there are 12

:18:11. > :18:13.patients at the Royal which is for the under 16s,

:18:14. > :18:17.and there is at least one other child in hospital at another

:18:18. > :18:21.of the hospitals in this area. The sense I get from

:18:22. > :18:24.the emergency services, from North West Ambulance Service

:18:25. > :18:27.and from the local NHS, is that they have made it

:18:28. > :18:32.clear nothing can prepare you for the shock and the horror

:18:33. > :18:37.and sadness at something like this. There is a quiet sense of relief,

:18:38. > :18:44.I think, that the disaster plan they had drawn up and they had

:18:45. > :18:48.worked very carefully on, they could put

:18:49. > :18:50.into practise. They had planned for an incident

:18:51. > :18:53.just like this, and that meant that very quickly called in staff,

:18:54. > :18:58.overnight, lots of staff came in as part of that plan,

:18:59. > :19:02.and lots more did as well Some of who were told

:19:03. > :19:07.they weren't actually needed. The Ambulance Service made clear

:19:08. > :19:11.there were 300 of its staff, including the control room,

:19:12. > :19:14.who were involved in this. They had support from other

:19:15. > :19:16.Ambulance Services - the West Midlands and Yorkshire

:19:17. > :19:19.and so on. And one point that staff

:19:20. > :19:21.are wanting to make, some of them have come out to tell

:19:22. > :19:25.us is they have been overwhelmed They want to thank local people

:19:26. > :19:31.for coming in with cakes and drinks. One elderly patient,

:19:32. > :19:36.a woman in a wheelchair Local catering firms

:19:37. > :19:39.with boxes of food. There is a room in there

:19:40. > :19:43.full of these gifts, and they are trying to distribute

:19:44. > :19:45.them widely, but they by that, and for them, that sort

:19:46. > :19:49.of symbolises, as we have been hearing earlier, the spirit

:19:50. > :20:01.of Manchester today. We saw the worst of humanity last

:20:02. > :20:06.night but we have seen the best of it since that attack. It's not just

:20:07. > :20:11.people coming forward to give blood, it's the way people have reacted

:20:12. > :20:15.with ordinary selfless things they can do to help, taxi drivers

:20:16. > :20:20.offering free rides to people to get them home, I met one man, who ran a

:20:21. > :20:28.free taxi service all night, he has not been to bed yet and he ran a man

:20:29. > :20:32.to a hospital who had lost his girlfriend so he was offering

:20:33. > :20:36.comfort to some people as well. We heard from hotel that bit up

:20:37. > :20:39.children separated from their parents, families were separated in

:20:40. > :20:45.the panic and it was difficult for parents to keep hold of children.

:20:46. > :20:48.People just offering rooms, extraordinary community spirit here

:20:49. > :20:50.in Manchester and that is the heart-warming aspect of what has

:20:51. > :20:54.happened in the last 20 hours or so. Our correspondent Sophie Long

:20:55. > :20:56.reports on how the community Manchester was a city understandably

:20:57. > :20:59.on edge this morning - panic as another building

:21:00. > :21:02.in the city centre was evacuated. Smashed all the windows down

:21:03. > :21:05.in the Arndale to get out. This time it was a false alarm

:21:06. > :21:13.and while the threat is felt acutely, people here are coming

:21:14. > :21:16.together and the human spirit, No amount of evilness will ever,

:21:17. > :21:23.ever dampen any good thought Cab drivers who worked

:21:24. > :21:31.through the night, foregoing their fares,

:21:32. > :21:33.were back keeping the city Mostly the teenagers, like,

:21:34. > :21:40.8 to 16 or 14 years old, all these girls they're crying

:21:41. > :21:43.for their mothers and their parents Then we take to their home,

:21:44. > :21:49.take to the hotel, take Jump in the cab and

:21:50. > :21:54.I'll drop you there." When I asked people how they feel

:21:55. > :21:58.about what happened here, so many people have said to me -

:21:59. > :22:02.I have no words, and words have been difficult to find today as people

:22:03. > :22:05.just begin to get their heads around the atrocity that took place right

:22:06. > :22:08.in the heart of their city. What comes more easily

:22:09. > :22:13.to people here are actions. Obviously, with the tragedy that's

:22:14. > :22:18.happened, if we can help in that So it'd be nice, you know,

:22:19. > :22:23.to do something to help. I just really wanted to come down

:22:24. > :22:27.and see if I could help at all because it's such

:22:28. > :22:28.a massive tragedy. There's just been an overwhelming

:22:29. > :22:31.response on social media, so I thought I'd come down and try

:22:32. > :22:33.and give blood. People connected -

:22:34. > :22:37.in person, by phone. Even the very young

:22:38. > :22:42.were among those responding. I saw it on the news and I work

:22:43. > :22:52.in Manchester, I do security, and it just scares you really that

:22:53. > :22:55.it's so close to home and we're sat at home,

:22:56. > :22:57.so we might as well help, On the city's streets

:22:58. > :23:04.today a real sense of After what happened yesterday,

:23:05. > :23:07.there's a responsibility to do something and I just want to show

:23:08. > :23:10.people that they're loved. So we're just going around

:23:11. > :23:12.by hugging people because, ultimately, love's the only thing

:23:13. > :23:15.that we can do when That's how Manchester is responding

:23:16. > :23:38.to an inhumane, cowardly attack, I was telling you about the taxi

:23:39. > :23:43.driver I met who helped through the course of the evening, let's hear

:23:44. > :23:53.more from him, it was an interesting interview, his name was a

:23:54. > :24:01.we opened our doors to the general public who needed a bit of shelter,

:24:02. > :24:04.somewhere to get a taxi or a phone and these chaps stepped in and help

:24:05. > :24:09.wherever they could in providing the community services we are known for.

:24:10. > :24:17.You ferried home so many people from the arena last night, what stories

:24:18. > :24:23.stick in your mind? I would say the gentleman who lost his girlfriend.

:24:24. > :24:32.Just thinking about it, it makes you shiver. A child telling me she felt

:24:33. > :24:36.like she was in a war zone. Those kind of stories you would not think

:24:37. > :24:45.would come from a city like Manchester. The Manchester family

:24:46. > :24:51.are still crying. Tell me about the man who lost his girlfriend, how did

:24:52. > :24:57.you come across him and what sort of support were you able to offer?

:24:58. > :25:06.Basically I took him to the hospital and he found out his girlfriend had

:25:07. > :25:09.passed away. But he did not have a phone. He could not communicate with

:25:10. > :25:18.his family. He did not have any money. The problem I faced last

:25:19. > :25:23.night was I had a taxi sign and people assumed if you have got a

:25:24. > :25:31.taxi sign you need money. So the second journey I did I basically, I

:25:32. > :25:36.did the second journey, the third journey I got a piece of paper and

:25:37. > :25:41.literally wrote up, with a bit of Sellotape, free taxi, and stuck it

:25:42. > :25:47.on the back of my car. How many journeys do you think you did? I

:25:48. > :25:52.lost count after 14. I have not slept yet, the work is still being

:25:53. > :25:57.carried on by our skies. We are delivering food to all the emergency

:25:58. > :26:03.services, we are going around the hospitals, ensuring they have got

:26:04. > :26:08.clothes, water, food. We are going pretty much everywhere, we have over

:26:09. > :26:13.200 taxi is offering the free ride service home. It does not matter

:26:14. > :26:17.where you are, we have been to Birmingham today and Blackpool.

:26:18. > :26:22.Quickly, how many people do you think you help last night? 80 or 90

:26:23. > :26:28.who came to the temple and got something to eat and we got them a

:26:29. > :26:32.lift home and give them a hot drink. To extraordinary men among many

:26:33. > :26:37.extraordinary people who came out here in Manchester last night. Many

:26:38. > :26:41.of those people at the arena last night came to Albert Square are just

:26:42. > :26:46.a couple of hours ago, hundreds of people here standing room only,

:26:47. > :26:50.people squashed together in the square. The vigil began with the

:26:51. > :26:56.show of appreciation for the emergency services, the Lord Mayor

:26:57. > :27:00.of Manchester said it was a chance to express solidarity with the

:27:01. > :27:02.victims but I think a lot of people recognising the extraordinary work

:27:03. > :27:08.the emergency services dead last night which surely save the lives of

:27:09. > :27:10.many injured. Speaking at the vigil we also heard from the Bishop of

:27:11. > :27:21.Manchester David Walker. He believes the city 's unity have

:27:22. > :27:24.been strengthened by the diversity you can see behind me.

:27:25. > :27:32.This is an unbelievable turnout tonight, it shows

:27:33. > :27:34.that they are the very few but we are the many,

:27:35. > :27:51.As a small boy I passed this town hall every school day on my way

:27:52. > :27:57.from home to my education and it symbolised all that was great

:28:31. > :28:34.together, stand together whatever our background,

:28:35. > :28:37.whatever our religion, whatever our beliefs or our politics,

:28:38. > :28:41.we will stand together to say that this city is greater

:28:42. > :28:44.than the forces that align itself against it and as we say

:28:45. > :28:46.that we are sending a signal not just to Manchester

:28:47. > :28:50.but across the world, that you cannot defeat us

:28:51. > :28:52.because love in the end is always stronger than hate.

:28:53. > :29:10.That's certainly the Manchester message today, but there will be

:29:11. > :29:15.hundreds, thousands of people at the arena last night who will be lost in

:29:16. > :29:19.their thoughts this evening, hearing the explosion and they will know

:29:20. > :29:23.they had a lucky escape. There will be nightmares and there will be some

:29:24. > :29:28.tough things to deal with I think for a lot of people at the arena

:29:29. > :29:32.last night in the days and weeks ahead in particular as we start to

:29:33. > :29:36.hear the stories of those killed. Greater Manchester Police have been

:29:37. > :29:39.asking people who took photographs and videos last night as they were

:29:40. > :29:44.making their way out of the arena to post them on a website they have

:29:45. > :29:47.made available. They want to hear from any eyewitnesses. Judith

:29:48. > :30:10.moderates has been speaking to two of them who are cousins.

:30:11. > :30:12.I've been waiting to see her tour for about four years.

:30:13. > :30:14.So I've literally been waiting for so long,

:30:15. > :30:18.released the tour dates and we were like "We'll save up

:30:19. > :30:20.and get good tickets, because we are going

:30:21. > :30:29.She just came out, and I cried when she came out.

:30:30. > :30:34.It's just a bit overwhelming when you meet someone you've just

:30:35. > :30:37.The gig was nearly finished, or pretty much finished?

:30:38. > :30:40.Yeah, she had done an encore and she had just finished.

:30:41. > :30:44.We got up out of our seats, literally walked to the end

:30:45. > :30:46.of our aisle, and that's when we heard it happen.

:30:47. > :31:10.But it was too loud to be a gunshot, and everywhere just shook

:31:11. > :31:17.And all the stewards were just a bit like "What's going on?"

:31:18. > :31:19.No one really knew what was happening.

:31:20. > :31:21.And then we just heard people screaming and shouting "Run",

:31:22. > :31:24.and everyone was running, flooding back into the arena

:31:25. > :31:27.which was leading to the train station, I think.

:31:28. > :31:30.And then it was just like a massive stampede of people.

:31:31. > :31:36.There were a lot of huddles of people.

:31:37. > :31:39.There was someone on the floor and loads of people around them.

:31:40. > :31:45.She was sat outside the stairs of the arena and she had, like,

:31:46. > :31:48.a big gash on her chin and blood was coming down her clothes

:31:49. > :31:50.and she was just screaming and her parents were crying.

:31:51. > :31:52.As we were walking further and further,

:31:53. > :31:55.There were police and ambulances everywhere.

:31:56. > :32:01.I caught a glimpse inside the station and was

:32:02. > :32:05.You just don't ever want to see things like that.

:32:06. > :32:12.The whole station and the foyer bit was just in pieces.

:32:13. > :32:22.It's so sad to think that people have gone and then not come back.

:32:23. > :32:31.And what was going to be the best night of our lives that had been

:32:32. > :32:39.Since we booked the tickets, it was so exciting, and it's turned

:32:40. > :32:41.out into the most traumatic things that I've personally

:32:42. > :32:45.Do you feel lucky in a way to have come back OK?

:32:46. > :32:49.It's horrible to think, you know, what the families are going through.

:32:50. > :32:50.We could hear people crying and screaming.

:32:51. > :33:09.It is truly awful. Plenty of reaction round Europe and the world

:33:10. > :33:12.today. Some very moving pictures of the French President, leaving the

:33:13. > :33:16.lie say Palace there, doing away with the protocol and walking to the

:33:17. > :33:20.British embassy to sign a book that had been opened in the British

:33:21. > :33:25.embassy in Paris, of course the French know all too well about

:33:26. > :33:28.incidents like this. Emanual Macron saying is he wants to see more

:33:29. > :33:32.reaction and closer collaboration when it comes to counter-terrorism,

:33:33. > :33:37.so watch this space, probably plenty more to come on that in the days and

:33:38. > :33:40.weeks ahead. Theresa May has been up here today, through the course of

:33:41. > :33:44.the day, to be with Greater Manchester Police, and also of

:33:45. > :33:46.course to show some solidarity with those being treated in hospital and

:33:47. > :33:51.with the families of testify dead, of course as well. He is keeping

:33:52. > :33:56.abreast of that investigation, which is fast-moving and if you are just

:33:57. > :34:00.joining us, you should know they have named the attacker as

:34:01. > :34:05.2-year-old Salman Abedi, he is from Manchester, Manchester born, in fact

:34:06. > :34:08.he was a Manchester United fan, he has lived in several places around

:34:09. > :34:12.the city, they did raid a family home today, in fact there was a

:34:13. > :34:16.controlled explosion as they went into that home today, which they

:34:17. > :34:20.said was routine but they are not taking any risk, and Theresa May

:34:21. > :34:23.getting back from Manchester, having heard about that investigation to a

:34:24. > :34:27.Cobra meeting this evening in Downing Street. So let us talk to

:34:28. > :34:34.Alex Forsyth who is watching at Downing Street at the moment, to see

:34:35. > :34:38.what reaction there is likely to be. Alex, I was talking about Emmanuel

:34:39. > :34:43.Macron, who is calling for greater collaboration, when it comes to

:34:44. > :34:47.counter-terrorism. I am wonder what more collaboration there can be,

:34:48. > :34:51.because after the Paris incidents, there has been a lot of working

:34:52. > :34:56.closely together, hasn't there in the last few months and years? Yes,

:34:57. > :35:01.absolutely, and after these incidents it is so familiar for us

:35:02. > :35:04.now, sadly, to see such expressions of solidarity coming from leaders

:35:05. > :35:09.across the world, other country, even this evening not just in the

:35:10. > :35:13.statements that we are hearing, but in the symbols we are seeing in

:35:14. > :35:18.capital cities across the world, in expression of support and unity, for

:35:19. > :35:22.the UK, and I think because of the recent attacks we have seen in other

:35:23. > :35:26.country, in Brussels, Paris, there has been much work done about how we

:35:27. > :35:29.can better improve cooperation when it comes to security and terrorism,

:35:30. > :35:33.with the European Union and other partners across the world. That has

:35:34. > :35:37.been a huge focus and work that has been continuing for some time, there

:35:38. > :35:42.is of course, a common approach that everybody recognises, the level of

:35:43. > :35:45.threat that faces countries and the fact that it is all too often played

:35:46. > :35:50.out in incidents we saw like the one in Manchester last night. The UK

:35:51. > :35:53.isn't the only country to feel this, this is something that resonates

:35:54. > :35:57.with populations elsewhere as well, so, you hear from world leaders

:35:58. > :36:00.repeatedly in the aftermath of an incident like, the need to stand

:36:01. > :36:04.together, shoulder to should e of course there will be some

:36:05. > :36:07.examination in the coming weeks, as there has been before about what

:36:08. > :36:11.more can be done to collaborate, the try and reduce the threat that

:36:12. > :36:15.countries face, to somehow tackle this problem, but it is a very

:36:16. > :36:21.complicated problem as we know and one with know easy solution, so I

:36:22. > :36:23.think at this stage, all we will see is those discussions, incredibly

:36:24. > :36:29.difficult discussions continuing for some time.

:36:30. > :36:33.Keep talking because we are waiting for some sort of reaction for the

:36:34. > :36:39.Cobra meeting. I suppose want they will want to know, and what of

:36:40. > :36:44.course want to know, is a bit about Salman Abedi. Who taught him to make

:36:45. > :36:48.the bomb? Whether indeed he was supplied with the bomb, because one

:36:49. > :36:52.of the things that would be the worst case scenario of course is

:36:53. > :36:55.whether there was someone a bomb maker who is still at large who

:36:56. > :37:00.isn't known to the security services? Well, that is right, and

:37:01. > :37:05.part of the reason Theresa May went to Manchester earlier today, was to

:37:06. > :37:12.meet with Greater Manchester Police to get an update. She chaired a

:37:13. > :37:15.meeting of the xhernl city committee Cobra, with high level officials not

:37:16. > :37:18.just from the Government but the security services as well. Much of

:37:19. > :37:21.that would have focussed on the investigation, and that really key

:37:22. > :37:25.question, about whether or not this was an individual or whether he was

:37:26. > :37:29.part of a wider network. Network. And if so, what kind of question

:37:30. > :37:32.that raises as you say, Christian, about other people that may have

:37:33. > :37:35.been involved in this incident. I think we have heard from Greater

:37:36. > :37:39.Manchester Police, that that will very much be the focus of their

:37:40. > :37:43.investigation, because that is such a critical question now, in the days

:37:44. > :37:46.and weeks ahead, that will be what they are looking at and trying to

:37:47. > :37:51.make sure that whatever threat that there may or may not be still out

:37:52. > :37:54.there, that that can be dealt with as quickly as possible, and we know,

:37:55. > :37:58.of course, that Theresa May stood out here in Downing Street earlier

:37:59. > :38:01.and repeated in an interview she gave afterwards, the message that we

:38:02. > :38:06.are getting from the Government now, is that the police, that the

:38:07. > :38:10.security services will have every resource they need to continue their

:38:11. > :38:15.investigation, in Manchester, the support levels from the Government

:38:16. > :38:18.as we have seen in the aftermath of the Westminster attack not so long

:38:19. > :38:22.ago that, was message we had from Theresa May, and the Government then

:38:23. > :38:26.as well, they want to make sure that the police are resourced properly do

:38:27. > :38:29.their job, and when we have incidents of this magnitude, of this

:38:30. > :38:35.scale, then it becomes even more important, that the police are able

:38:36. > :38:40.to get on with their investigations. And two big events coming up quite

:38:41. > :38:45.quickly. You have the Europa Cup final midweek and the FA Cup Final

:38:46. > :38:48.at the weekend. Yes, I think that people will want

:38:49. > :38:52.reassurance, in fact the Prime Minister Theresa May was asked about

:38:53. > :38:55.this in her interview earlier on, they will want reassurance about the

:38:56. > :38:59.safety and security of the nation. When you have something like this

:39:00. > :39:03.happen, Andre Ayew trosty like this, it affects everybody in the country,

:39:04. > :39:07.that I suddenly start to think, you know, will I be safe when it comes

:39:08. > :39:10.to the next big event that is happening and Theresa May in, when

:39:11. > :39:13.she was asked about that, was very keen to stress that the security

:39:14. > :39:17.services and the police are doing everything that I can to ensure that

:39:18. > :39:20.people, of course, remain safe, and the message coming from the Prime

:39:21. > :39:23.Minister, Theresa May, as we have heard her say before, because of

:39:24. > :39:26.course she was Home Secretary for a number of year, before she took on

:39:27. > :39:30.the role of Prime Minister, is that she wants to be able to reassure

:39:31. > :39:34.people as much as possible. Not just reasure them when it comes to their

:39:35. > :39:39.safety and security, but reassure them they should be as much as

:39:40. > :39:42.possible in, on an occasion like this continuing with their live,

:39:43. > :39:46.going about their daily business, and trying no to disrupt people. I

:39:47. > :39:51.think we can hear from the Prime Minister now.

:39:52. > :39:54.Another meeting of Cobra, where we again discussed the callous and

:39:55. > :39:58.cowardly terrorist attack in Manchester last night. And the

:39:59. > :40:03.operational response from the security service, the police, and

:40:04. > :40:08.other emergency services. It remains the case that other than

:40:09. > :40:14.the terrorist himself, 22 people were killed in the attack. 59 people

:40:15. > :40:18.remain sqrired, and many of them have life-threatening conditions. --

:40:19. > :40:21.injured. As Greater Manchester Police

:40:22. > :40:27.confirmed earlier today, the perpetrator was Salman Abedi. A

:40:28. > :40:33.22-year-old who was born and brought up in Britain. And as the emergency

:40:34. > :40:37.services have confirmed, throughout the day, his victims were innocent

:40:38. > :40:42.children, young people, and their families.

:40:43. > :40:48.Our thoughts and prayers are with them all. I want to reiterate what I

:40:49. > :40:51.said this morning, about the professionalism of the emergency

:40:52. > :40:56.service, and the bravery of the people of Manchester. Through their

:40:57. > :41:02.actions, they proved that cowardice will always be defeated by bravery,

:41:03. > :41:07.that evil can be overcome by good and that our values, the liberal

:41:08. > :41:13.pluralistic values of Britain will always prevail over the hateful

:41:14. > :41:18.ideology of the terrorists. In my statement earlier today, I

:41:19. > :41:24.said that the police and security services need to investigate whether

:41:25. > :41:29.or not Salman Abedi wassing alone. Those investigations continue. But

:41:30. > :41:32.the work undertaken throughout the day, has revealed that it it's a

:41:33. > :41:37.possibility we cannot ignore, that there is a wider group of

:41:38. > :41:45.individuals linked to this attack. This morning, I said that the joint

:41:46. > :41:48.terrorism analysis centre, the independent organisation responsible

:41:49. > :41:52.for setting the threat level on the basis of the intelligence available

:41:53. > :41:58.was keeping the threat level under constant review. It is now concluded

:41:59. > :42:03.on the basis of today's investigations, that the threat

:42:04. > :42:07.level should be increased, for the time being, from severe, to

:42:08. > :42:11.critical. This means that their assessment is

:42:12. > :42:16.not only an attack remains highly likely but that a further attack may

:42:17. > :42:20.be imminent. The change in the threat level means

:42:21. > :42:23.that there will be additional resources is and support made

:42:24. > :42:31.available to the police, as they work to keep us all safe. As a

:42:32. > :42:34.result of the decision, the police have asked for authorisation from

:42:35. > :42:39.the Secretary of State for Defence, to deploy a number of armed military

:42:40. > :42:45.personnel, in support of their armed officers.

:42:46. > :42:49.This request is part of a well established plan known as operation

:42:50. > :42:53.testimony for a in which the Armed Forces and the police officers

:42:54. > :42:59.involved are well trained and well prepared to work in this kind of

:43:00. > :43:05.environment. The Secretary of State for Defence has approved this

:43:06. > :43:12.request, and operation Teppora is now in force. This means that armed

:43:13. > :43:16.police officers responsible for duties such as guarding will be

:43:17. > :43:19.replace by the Armed Forces which will allow the police to increase

:43:20. > :43:24.the number of armed officers on patrol in key locations.

:43:25. > :43:28.You might also see military personnel deployed at certain event,

:43:29. > :43:33.such as concerts and sports matches, helping the police to keep the

:43:34. > :43:37.public safe. In all circumstances, members of the

:43:38. > :43:41.Armed Forces who are deployed in this way will be under the command

:43:42. > :43:45.of police officers. Precisely how the military and armed

:43:46. > :43:50.police officers will be deployed, is an operational decision, for police

:43:51. > :43:54.commanders, and Assistant Commissioner Mark Rowley of the

:43:55. > :43:56.Metropolitan Police will be making a statement giving further details at

:43:57. > :44:01.New Scotland Yard later this evening.

:44:02. > :44:06.In the coming days and weeks, there will be, of course be me vents

:44:07. > :44:10.hosted up and down the country. The police will work with the organisers

:44:11. > :44:15.and hosts to come to a judgment about how they can go ahead, while

:44:16. > :44:21.making sure the people who attend them are safe and secure. I do not

:44:22. > :44:26.want the public to feel unduly alarmed. We have faced a serious

:44:27. > :44:32.terrorist threat in our country for many years. And the operational

:44:33. > :44:36.response I have just outlined is a proportionate and sensible response,

:44:37. > :44:42.to the threat that our security experts judge we face. I ask

:44:43. > :44:46.everybody to be vigilant. And to co-operate with and support the

:44:47. > :44:53.police as they go about their important work. I want to end by

:44:54. > :44:57.repeating the important message I gave in my statement earlier today.

:44:58. > :45:02.We will take every measure available to us, and provide every additional

:45:03. > :45:06.resource we can to the police and the security services, as they work

:45:07. > :45:13.to protect the public. And while we mourn the victims of

:45:14. > :45:18.last night's appalling attack, we stand defiant. The spirit of

:45:19. > :45:24.Manchester, and the spirit of Britain is far mightier than the

:45:25. > :45:26.sick plots of depraved terrorists. That is why the terrorists will

:45:27. > :45:38.never win. And we will prevail. So that is Theresa May, finishing

:45:39. > :45:43.her statement after the Cobra meeting this evening, at Downing

:45:44. > :45:47.Street and some important spoils to pull out of that. The threat level

:45:48. > :45:52.is being increased from severe to critical. It is the assessment that

:45:53. > :45:58.a further attack not only is likely but may well be imminent. And to

:45:59. > :46:03.that end, they are going to deploy soldiers alongside police at key

:46:04. > :46:10.positions, around cities, so, this operation, which is known as Tempora

:46:11. > :46:13.will mean they can increase armed police officer who will be on patrol

:46:14. > :46:19.round city centres and we have seen plenty of that today in Manchester.

:46:20. > :46:25.400 armed police officers have been on duty. What we will see is more

:46:26. > :46:28.soldiers deployed to help out with the police. The Prime Minister

:46:29. > :46:32.saying that is a proportionate and sensible response, we have been

:46:33. > :46:38.doing a quick bit of research on that, I can tell you that the threat

:46:39. > :46:45.level has been up there at critical twice before, once in 2006 during a

:46:46. > :46:49.plot, a major plot to smash, or to blow up transatlantic airliners with

:46:50. > :46:52.liquid bomb, you might remember that, there was a long running court

:46:53. > :46:57.case and it is one of the reasons we have to put our liquids into clear

:46:58. > :47:00.bags when we go to the airport. Then it was raise again the following

:47:01. > :47:05.year when the security chiefs deemed there was a plot to bomb a London

:47:06. > :47:09.nightclub, and in fact that ended with the attack on Glasgow airport,

:47:10. > :47:14.so twice before, it has been at this critical level, and it will be at

:47:15. > :47:18.critical level for the foreseeable future, at least until that I know

:47:19. > :47:25.more about Salman Abedi. -- they know. Let us bring in Alex, that

:47:26. > :47:28.won't have been a decision the Prime Minister will have taken lightly?

:47:29. > :47:32.Well, absolutely not. Because this really is quite a significant

:47:33. > :47:37.escalation of the situation, Theresa May there would not have wanted, as

:47:38. > :47:43.she said in her own words to unduly alarm anybody so this would have

:47:44. > :47:49.been a considered decision to raise the threat level. So the Secretary

:47:50. > :47:52.of State for Defence Michael Fallon approving the military armed pennel

:47:53. > :47:55.at key sites to free up more armed officers on the streets. The reason

:47:56. > :47:59.for this, Theresa May and specifically that threat level being

:48:00. > :48:04.raised to critical, is the possibility, she said of a wired

:48:05. > :48:08.network that cannot be ignored, a wider group of terrorists, rather

:48:09. > :48:12.than just an individual, Salman Abedi, acting on his own, that has

:48:13. > :48:15.been unwe of the key questions that has been considered by the police

:48:16. > :48:18.and the Government, and the security services throughout the day, and

:48:19. > :48:22.they have clearly come to the decision there is still a threat out

:48:23. > :48:26.there and the threat which had been veer, which did mean an attack was

:48:27. > :48:30.highly light likely, raised to critical which means one is expected

:48:31. > :48:34.imminently. The last time that happened was in 2007 after the

:48:35. > :48:37.attacks on Glasgow airport so a considerable time ago and the

:48:38. > :48:39.balance that will need to be struck by Government, in reaching these

:48:40. > :48:44.really difficult decisions is about making sure that the public are safe

:48:45. > :48:48.and protected, but at the same time not causing any more fear and alarm

:48:49. > :48:52.that is absolutely necessary, and in the hours since we have seen that

:48:53. > :48:55.incident in Manchester, the magnitude, the scale of the attack,

:48:56. > :48:58.the number of people that died, people will be feeling very nervous,

:48:59. > :49:01.very worried and the Prime Minister and the Government and the security

:49:02. > :49:05.services will be well aware of that, so they would not have reached this

:49:06. > :49:10.conclusion, unwill less they felt reason to do so. Theresa May, again,

:49:11. > :49:14.reiterating there, the police, the security service, the Armed Forces

:49:15. > :49:18.will get the support and resources they need. Her message still one of

:49:19. > :49:23.defiance, saying people should car I reason o and keep the, capture the

:49:24. > :49:27.spirit of Manchester in that defiant tone, nonetheless, choosing to take

:49:28. > :49:30.what would have been a carefully calculated decision to increase

:49:31. > :49:35.threat level and other measures you outline there.

:49:36. > :49:39.Yes, and reading between the lines, and we are, we will make get more

:49:40. > :49:43.from our security correspondents later, but it would tend to suggest

:49:44. > :49:46.that they might know about Salman Abedi, but they don't know about the

:49:47. > :49:50.cell around him and they particularly don't know about who

:49:51. > :49:54.has made this bomb. Bomb. It wasn't a crude bomb, I mean there is a

:49:55. > :49:59.certain level of sophistication that goes into building a vast and

:50:00. > :50:02.packing nuts and bolts as has been reported round that bomb and then,

:50:03. > :50:06.no only getting to the position are you have built it, but getting to

:50:07. > :50:09.the arena and detonating it without the security services finding out.

:50:10. > :50:15.So there is a certain sophistication in the style of the attack.

:50:16. > :50:19.We heard from Greater Manchester Police today. We heard from the

:50:20. > :50:22.Prime Minister, that the really critical question they were trying

:50:23. > :50:26.to establish because they almost immediately said they were able to

:50:27. > :50:30.identify the attacker Salman Abedi, himself, so the focus very quickly

:50:31. > :50:34.turned to whether or not he was acting as an individual or whether

:50:35. > :50:38.he was part of a wider network, we saw the police activity that took

:50:39. > :50:42.place in and round Manchester which very much focussed on that, because

:50:43. > :50:44.the crucial question is, of course, is there a continued threat from

:50:45. > :50:48.anybody that may or may not have been operating with him and what we

:50:49. > :50:51.heard very clearly from the Prime Minister, Theresa May, in the

:50:52. > :50:56.statement that she just made then, that is not a possibility they can

:50:57. > :51:00.rule out at this time, that there is a possibility that Salman Abedi was

:51:01. > :51:04.operating as part of a wider network, and so, one must assume

:51:05. > :51:08.that fed into the decision that has been reached by the Government this

:51:09. > :51:12.evening, to increase the threat level to critical, from severe, we

:51:13. > :51:16.don't know how long that will last, the threat level is constantly under

:51:17. > :51:20.review in the UK, this is never something that is just decided. This

:51:21. > :51:25.is a dynamic moving decision that will constantly be under review, and

:51:26. > :51:28.under discussion, the security services as you may imagine in

:51:29. > :51:32.Government and the police will all be feeding in now, into their

:51:33. > :51:37.decisions is in the ex-next few days about what should happen next, but

:51:38. > :51:40.the immediate focus no doubt will be on those investigations in

:51:41. > :51:43.Manchester and any other investigations that may stem from

:51:44. > :51:48.that. Yes. Alex Forsyth for the moment

:52:18. > :52:21.Theresa May in last few minute, lots of news wires coming in on that from

:52:22. > :52:25.the Prime Minister, first of all, the most significant element of her

:52:26. > :52:31.announcement, that the threat level is to be increased from severe, to

:52:32. > :52:35.critical, as Christian and Alex have been discussing, the Prime Minister

:52:36. > :52:38.said military personnel maybe deployed at public events as may

:52:39. > :52:42.armed police officer, she went out of her way to point out these

:52:43. > :52:46.military personnel will be under police command, let us see what else
