:00:08. > :00:09.Hello, I'm Ros Atkins, this is Outside Source.

:00:10. > :00:14.Donald Trump says he's deeply troubled after these photos

:00:15. > :00:20.from the scene of the Manchester bombing were leaked to the US media.

:00:21. > :00:24.piece is the culprit should be prosecuted.

:00:25. > :00:26.British police have stopped sharing intelligence with the US

:00:27. > :00:34.I will be making clear to President Trump

:00:35. > :00:37.that is shared between law enforcement agencies

:00:38. > :00:40.Eight people are now in custody after Monday night's attack

:00:41. > :00:42.as police try to hunt down the suicide bomber's

:00:43. > :00:47.We'll be live in Manchester with the latest.

:00:48. > :00:49.President Trump has addressed Nato leaders in Brussels for the first

:00:50. > :00:54.He used the occasion to remind them of their financial obligations.

:00:55. > :00:56.23 of the 28 member nations are still not paying

:00:57. > :01:01.what they should be paying and what they are supposed to be

:01:02. > :01:06.We'll be live in Brussels where the President made that address.

:01:07. > :01:09.And we'll look into the Libya connection to the Manchester

:01:10. > :01:35.Theresa May has told Donald Trump the leaks must stop.

:01:36. > :01:38.This began when US intelligence leaked the Manchester bomber's name.

:01:39. > :01:41.Then pictures of the bomb were leaked to the New York Times.

:01:42. > :01:46.The police investigating in Manchester have stopped passing

:01:47. > :02:05.It is our deepest defence and security partnership that we have.

:02:06. > :02:08.Of course that partnership is built on trust and part of that trust

:02:09. > :02:11.is knowing that intelligence can be shared confidently, and I will be

:02:12. > :02:13.making clear to President Trump today that intelligence

:02:14. > :02:15.that is shared between law enforcement agencies

:02:16. > :02:20.Donald Trump was always likely to be sympathetic.

:02:21. > :02:29.He's been on the receiving end of many leaks.

:02:30. > :02:42.Next, let's clear up just what the UK's decision means -

:02:43. > :02:54.because it doesn't affect all intelligence.

:02:55. > :02:56.I spoke to Raffaello Pantucci, counter terrorism expert

:02:57. > :02:59.with the Royal United Services Institute.

:03:00. > :03:08.I think this leaves the president make sure that the Minister has a

:03:09. > :03:11.proper investigation to see how this investigation leaked out, who is

:03:12. > :03:14.responsible and potentially buzzing it was revealed that the Obama

:03:15. > :03:18.administration, they did a lot of work in trying to root out leaks

:03:19. > :03:21.that came from departments. I imagine Trump will be trying to do

:03:22. > :03:26.from a similar here. In terms of what information is shared between

:03:27. > :03:30.the UK and the US, it is not all being stopped? It is just the

:03:31. > :03:34.information relevant to this investigation? We don't know the

:03:35. > :03:50.exact details yet, of that. One of your colleagues has got

:03:51. > :03:53.the story police appear to be restricting information which one

:03:54. > :03:55.imagines is linked to the specifics of the investigation they are

:03:56. > :03:57.undertaking. I think the broader US, UK intelligence relationship is one

:03:58. > :03:59.that goes deep and it's hard to imagine that it will be suspended.

:04:00. > :04:04.The agencies, listening agencies, GCHQ, the domestic one such as MI5

:04:05. > :04:07.and FBI, or the International like CIA and MI6 work hand in glove

:04:08. > :04:15.around the world. They stationed everywhere. All of will continue on.

:04:16. > :04:21.We will look for an now out in the incident. But it is a blockage that

:04:22. > :04:24.will be specific to the Manchester Embassy is nonetheless, it is

:04:25. > :04:31.something when it comes into the open. We are seeing it come into the

:04:32. > :04:37.open. Manchester Brazel circulating that they are the intelligence

:04:38. > :04:47.sharing. They rely on each other, the UK and US, to protect each other

:04:48. > :04:50.for. The level of trust is to the point where one side feels they have

:04:51. > :04:53.to suspend some level of sharing, that is very negative. Police have

:04:54. > :04:56.now made eight arrests. Most in Manchester itself,

:04:57. > :05:05.but also in Wigan and Nuneaton. We have no details on why these

:05:06. > :05:08.people have been arrested - but the police gave

:05:09. > :05:10.this statement earlier. These have been an intense three

:05:11. > :05:13.days for the officers and staff of Greater Manchester Police along

:05:14. > :05:15.with the national counter-terrorist policing network and UK

:05:16. > :05:20.intelligence services. I want to reassure people

:05:21. > :05:23.that the arrests we have made are significant and initial searches

:05:24. > :05:25.of premises have revealed items that we believe are very important

:05:26. > :05:33.to the investigation. Remember there have also

:05:34. > :05:37.been arrests in Libya. We talked about this yesterday on

:05:38. > :05:40.the show. The attacker's younger brother

:05:41. > :05:52.Hashem and his father Ramadan. I mentioned those operations in

:05:53. > :06:01.Wigan. The review supervisor Danny Savage is there. A couple of hours

:06:02. > :06:05.ago, the area around here was sealed off suddenly because in a side

:06:06. > :06:09.street is to left behind me, a property was raided late last last

:06:10. > :06:15.night at about 1230, say locals. Ever since then police have been

:06:16. > :06:19.about how searching it, looking for evidence following the. Suddenly,

:06:20. > :06:22.just after 6pm, they wanted us out on the street, but the initial

:06:23. > :06:26.called in to the end of the road, the bomb disposal unit turned up for

:06:27. > :06:30.you see the lorry behind me which is the bomb disposal unit. It has been

:06:31. > :06:33.head for a couple of hours. The court and was extended further and

:06:34. > :06:35.all the people living within this area have been told to get out of

:06:36. > :06:41.their houses as a precautionary measure. The police have issued a

:06:42. > :06:44.statement in the last half an hour saying, following an arrest in Wigan

:06:45. > :06:49.last night, potentially suspicious items were found at the address, and

:06:50. > :06:55.a large Gordon hasn't put in place as a bomb disposal make a

:06:56. > :06:58.assessment. That is ongoing, the operation is ongoing. As a blustery

:06:59. > :07:04.rhetoric, everyone has been moved out. It is another alarming scene in

:07:05. > :07:09.the greater -- as a precautionary measure, everyone is moved out. It

:07:10. > :07:13.is another alarming scene. Investigations continue following an

:07:14. > :07:19.arrest into the bombing. Only people has to leave their homes? -- how

:07:20. > :07:25.many people have had to leave their homes? Is probably in the dozens.

:07:26. > :07:31.One lady, the next-door neighbour of the man who arrested, her room

:07:32. > :07:34.adjoins basically. She is very alarmed if there was a controlled

:07:35. > :07:38.explosion, worried about her own possessions as well. Dozens of

:07:39. > :07:43.people have been moved out, not hundreds. Local authorities have

:07:44. > :07:49.been consulted in case people stay longer. They were told it was

:07:50. > :07:52.precautionary measure and it wouldn't be overnight, but is

:07:53. > :07:57.dragging on and it could go on longer. They are hoping to get back

:07:58. > :08:10.into their homes soon. Danny, thanks for joining us. And just seeing this

:08:11. > :08:16.tweet from Obama saying this. Also an update here from Billboard

:08:17. > :08:20.magazine in the US saying BBC's radio Festival will tighten security

:08:21. > :08:30.at many public events are seeing security tightened in parts of the

:08:31. > :08:32.UK. We have learnt more about these who lost their lives on Monday night

:08:33. > :08:42.as well as the investigation. They were loved

:08:43. > :08:43.and they are mourned. Taken by the bomb,

:08:44. > :08:45.their names keep coming. Eilidh MacLeod, 14 years old,

:08:46. > :08:48.from the Outer Hebrides, A vivacious teenager who played

:08:49. > :08:50.bagpipes and was full of fun. 19-year-old Courtney Boyle described

:08:51. > :08:52.as an amazing rock. She went to the concert

:08:53. > :08:55.with her stepdad, Philip Tron. Said to have touched

:08:56. > :09:05.the lives of so many. In her home city today friends

:09:06. > :09:07.and neighbours observed the minute's silence,

:09:08. > :09:12.joined by Wendy's relatives. She knew a lot of people shechl had

:09:13. > :09:16.a lot of friends, family. I think, even people

:09:17. > :09:21.who just knew of her, Also named today, Chloe Rutherford

:09:22. > :09:29.and Liam Curry, girlfriend and boyfriend, known

:09:30. > :09:33.to be inseparable. The teenagers from South

:09:34. > :09:36.Shields died together. Elaine, a police officer

:09:37. > :09:43.who loved music and was Flowers have been laid

:09:44. > :09:48.at Cheshire Police HQ as a Volunteer Special Constable

:09:49. > :09:52.and rose up to work She spent 20 years working

:09:53. > :09:59.for Cheshire Police. Her colleagues and friends came

:10:00. > :10:02.in to work to learn that they'd Cheshire's Chief Constable opened a

:10:03. > :10:06.book of condolence for the officer. Elaine, from all I've heard,

:10:07. > :10:08.embodied all the best traditions Somebody who cared about community

:10:09. > :10:12.and cared about victims. She left a lasting impression

:10:13. > :10:14.on those who met her, both professionally and in victims

:10:15. > :10:19.of crime she helped. The injured, so many injured, have

:10:20. > :10:37.so much to come to terms with, too. Is the families can barely take it

:10:38. > :10:45.all in. This is such a hard time for us. I had to come. At the I didn't

:10:46. > :10:53.know what to do. I don't know where Kaymer what to do. I just knew

:10:54. > :10:55.something told me to come here. And the injured have so much to come to

:10:56. > :10:56.terms with two. 15-year-old Laura Anderson has had

:10:57. > :10:59.surgery to remove shrapnel I saw everyone was

:11:00. > :11:02.rushing around me. I felt pain in my

:11:03. > :11:06.legs then, I think. We know their names

:11:07. > :11:09.and their harrowing stories, but we will never understand

:11:10. > :11:29.their terrible, unfathomable loss. As those of you watching on the new

:11:30. > :11:34.channel will know, at 11am there was a minute's silence. These were the

:11:35. > :11:39.pictures recorded on tape and's Square in Manchester. -- in Saint

:11:40. > :11:47.Anne's Square. The Queen today visited the Royal

:11:48. > :11:57.Manchester Children's Hospital. She met some of those

:11:58. > :11:59.who were injured - and some of the hospital staff

:12:00. > :12:08.who are looking after them. Bringing new and important

:12:09. > :12:13.development on the lead element of our story. The sharing of

:12:14. > :12:17.intelligence in Britain and America after two significant leaks. The BBC

:12:18. > :12:24.home affairs correspondent says they understand the period in which they

:12:25. > :12:32.were not sharing information is over. The decision was taken after

:12:33. > :12:36.assurances were received by counterterrorism officers in the UK.

:12:37. > :12:42.Earlier we said they raised the issue with Donald Trump, and Trump

:12:43. > :12:50.said he wanted to get to the bottle -- get the bottom and was taking

:12:51. > :12:54.industry. They are now saying that period has come to an end. After

:12:55. > :12:58.assurances were given to counterterrorism officers. We'll

:12:59. > :13:03.keep you up-to-date as when our colleagues have updates. I mentioned

:13:04. > :13:09.Donald Trump. In a few minutes, we'll look at his time in Brussels.

:13:10. > :13:12.He's been ruffling feathers and manhandling the odd leader as you

:13:13. > :13:30.see there. We'll get all the latest. Ukip has launched its manifesto.

:13:31. > :13:35.Paul Nuttall says it is a message to terrorists that they will not win,

:13:36. > :13:38.the up and added that the other participant too cowardly to address

:13:39. > :13:43.the problem. There was no magic formula to turning back tide. A big

:13:44. > :13:49.Islamic fundamentalism. Action needs to be taken across many policy areas

:13:50. > :14:03.and will take time to make significant progress.

:14:04. > :14:14.solved if politicians are too cowardly. Without the political will

:14:15. > :14:17.to take difficult decisions, challenge communities and secure our

:14:18. > :14:32.borders, things are only going to get worse.

:14:33. > :14:53.Earlier we reported that British intelligence has stop sharing

:14:54. > :15:07.information about the sharing of information has now resumed.

:15:08. > :15:12."@ThisWeekABC described him blasts Nato allies for not paying fair

:15:13. > :15:14.share.' The President's had a busy day.

:15:15. > :15:23.There is Juncker and double task. Remember how scathing the president

:15:24. > :15:30.has been about the EU in the past. He met the new French

:15:31. > :15:36.president, Emmanuel Macron. That went on for quite a while and

:15:37. > :15:37.has been described as a white knuckle affair of a handshake.

:15:38. > :15:40.He also opened a new Nato headquarters with Angela Merkel -

:15:41. > :15:44.that's a piece of the Berlin wall on one side, and a piece of one

:15:45. > :15:52.Trump and Merkel both spoke. There was a segment of the Twin Towers on

:15:53. > :15:53.display just outside the new headquarters.

:15:54. > :15:56.But his speech was the main event - concentrate not only

:15:57. > :16:07.on what Mr Trump says but how the leaders react.

:16:08. > :16:09.But 23 of the 28 member nations are still not paying

:16:10. > :16:12.what they should be paying and what they are supposed to be

:16:13. > :16:20.This is not fair to the people and taxpayers of the United States.

:16:21. > :16:23.And many of these nations owe massive amounts of money from past

:16:24. > :16:28.years and not paying in those past years.

:16:29. > :16:30.Over the last eight years, the United States spent more

:16:31. > :16:36.on defence than all other Nato countries combined.

:16:37. > :16:43.If all Nato members had spent just 2% of their GDP

:16:44. > :16:51.on defence last year, we would have had another

:16:52. > :16:53.$119 billion for our collective defence and for the financing

:16:54. > :17:12.Emmanuel Macron and others looking like schoolboys in trouble, not

:17:13. > :17:13.taking entirely seriously but these are serious matters.

:17:14. > :17:15.Plenty to discuss about what was in the speech -

:17:16. > :17:23.Article 5 is Nato's mutual defence pledge.

:17:24. > :17:26.It's the foundation of the idea of Nato.

:17:27. > :17:28.Doanld Trump has yet to endorse it but it was reported

:17:29. > :17:46.Here's Tom Wright from the booking Institute. The story developed

:17:47. > :17:49.further. But then later the White House

:17:50. > :17:51.release a text video confirming that the US was indeed committed

:17:52. > :17:54.to article five. Clearly these are matters

:17:55. > :17:57.of global security, where attention to detail matters -

:17:58. > :17:59.Slightly worrying then that the White House having decided

:18:00. > :18:02.to tell us it was committed didn't bother to check how

:18:03. > :18:14.committed is spelt. Jonathan Beale is in

:18:15. > :18:24.Brussels. He has, broadly speaking, got his

:18:25. > :18:28.maths right in terms of what there are only five members of the

:18:29. > :18:33.Alliance of the 28 who are paying the 2%. What he got wrong is that

:18:34. > :18:41.assumption that there are countries that have paid 2% of their GDP on

:18:42. > :18:49.defence who owe masses of money, in his words. That is not how later

:18:50. > :18:52.works. There is no enforcement of that 2%, it's a goal in the target

:18:53. > :18:56.and after each individual member how much they spend on defence. They

:18:57. > :18:59.have the commitment to work towards that 2% but essentially, that

:19:00. > :19:05.assumption that they owe money is wrong. On the issue of article five,

:19:06. > :19:10.Donald Trump did an veil or was there to unveil the statue of this

:19:11. > :19:18.new that building behind me. It has cost 1.2 billion euros. The US has

:19:19. > :19:22.contributed 22% of the cost. He unveiled that 911 twisted metal from

:19:23. > :19:28.the twin towers and he did mention that that was the time when, the

:19:29. > :19:35.only time when they invoked article five which is respectively about --

:19:36. > :19:39.effectively about collecting. He went on to say I believe in article

:19:40. > :19:43.five and will protect the country under attack. Perhaps that is why

:19:44. > :19:48.people thought he could have gone a bit further. He did mention it,

:19:49. > :19:52.though. Stay with us, have a couple more questions. Before I go back to

:19:53. > :19:55.driving, it's worth saying it will be good to see Brussels.

:19:56. > :19:58.Last year he said it was "a "hell hole" and a mess -

:19:59. > :20:05.and responded to criticism by saying I was so right!".

:20:06. > :20:12.Clearly, Brussels is not like that. I'm not sure if they raised the

:20:13. > :20:14.issue with him. Some may not have had the chance.

:20:15. > :20:19.Montenegro will be newest member of Nato in a couple of weeks.

:20:20. > :20:25.This is a little moment caught on video which tells us quite a few

:20:26. > :20:30.things. Before I play it, this is the Lithuanian leader, the

:20:31. > :20:37.Montenegro is leader, the Hungarian leader and Nato. Here is Donald

:20:38. > :20:41.Trump, look how he deals with the leader of Montenegro, a big shock,

:20:42. > :20:47.his quite pleased, he does his jacket up to say I am the leader

:20:48. > :20:50.here. It's worth a second view. Lots of people have been analysing that

:20:51. > :20:56.if there was not clarity on the pecking order, Mr Trump certainly

:20:57. > :20:59.clear that up. You've been having fun with that video, but more

:21:00. > :21:05.broadly, how have you been viewing the relations between Mr Trump and

:21:06. > :21:10.his colleagues? That video gives you an indication. It fits in with his

:21:11. > :21:18.view that America was either is paying more than it should be and it

:21:19. > :21:22.should be in the front line of any photograph. In that speech, looking

:21:23. > :21:31.at the other leaders as they listen then, there was some amusement,

:21:32. > :21:34.over, for example, -- bemusement when he said they should focus not

:21:35. > :21:38.just on Russia and terrorism, which is one of the primary reasons he was

:21:39. > :21:42.Nato to be there, you think terrorism is the number-1 thing to

:21:43. > :21:45.be focused on really. But he also said immigration. Nato is a military

:21:46. > :21:50.allowance with nothing to with immigration. That is up to

:21:51. > :21:55.individual states, the European Union as a group, for example, that

:21:56. > :22:02.is not certainly there were responsibility of Nato. There were

:22:03. > :22:06.some amusement doing this beach, some had smile -- bemusement doing

:22:07. > :22:17.this speech. Some had smiles and it could be embarrassing that Donald

:22:18. > :22:18.Trump was giving both barrels but may have understood the organisation

:22:19. > :22:24.slightly wrong. Let's talk about Donald Trump's

:22:25. > :22:30.first budget which is being scrutinised in the Senate. There is

:22:31. > :22:34.a lot on an accounting area where $2 trillion has been counted twice. A

:22:35. > :22:37.reasonably large mistake if it has been made. This is the White House

:22:38. > :22:42.budget director who is not having it. He stands by the numbers saying

:22:43. > :22:46.he went through line by line. He says President Trump on the budget

:22:47. > :22:55.rests on a reasonably optimistic but the Jackson on 3% growth. How

:22:56. > :23:00.optimistic is 3%, similar? If you think about it. Look at the Federal

:23:01. > :23:05.reserve, the US central bank. They are looking at short-term, we will

:23:06. > :23:09.see growth in the US near around 2%. If you look at the Congressional

:23:10. > :23:14.budget office, they also said that growth is going to hover around

:23:15. > :23:21.1.9%. So this idea that we will see 3% growth in the US, is really quite

:23:22. > :23:25.an optimistic view. But the White House and Mr Trump believes this is

:23:26. > :23:29.going to be achieved by the massive tax cuts you're going to see. That

:23:30. > :23:33.is going to spur growth and that is the reason they believe, they are

:23:34. > :23:37.going to see that 3% growth. Thank you. We will leave it there because

:23:38. > :23:41.we have stories to fit in before the end of this half. I want to look

:23:42. > :23:45.about the oil price which is similar has been following am sure. Look at

:23:46. > :23:53.what has happened from this grasp in Bloomberg. The organisation that

:23:54. > :23:58.represents oil-producing countries have agreed to extend production

:23:59. > :24:02.cuts, reducing production, pushing up prices. But the markets were

:24:03. > :24:06.looking for the cuts would go further and they didn't, which is

:24:07. > :24:10.why they have reacted in a disappointed fashion. You might be

:24:11. > :24:13.thinking, low oil prices is low petrol prices which is good for us.

:24:14. > :24:18.True, perhaps, but it will be tough on the countries which produce oil

:24:19. > :24:24.and rely on oil for that primary revenue. Here is Andrew Walker.

:24:25. > :24:28.There are some countries that could really do with much higher oil

:24:29. > :24:35.prices, the ones that come to mind and Venezuela. For Venezuela, it is

:24:36. > :24:38.part and parcel of a much wider, really profound economic and

:24:39. > :24:41.political crisis. There are certainly some countries you could

:24:42. > :24:47.do with prices being a great deal higher. With the kind of prices that

:24:48. > :24:52.those two countries could do with, it's not going to happen in the

:24:53. > :24:56.foreseeable future. New Zealand has successfully launched a rocket into

:24:57. > :25:04.space from the well's first private all but all launch pad. This is a

:25:05. > :25:09.little rocket, smaller than one you might see Nasa launch. Only 17

:25:10. > :25:14.metres tall. It is designed to carry a tiny cubes satellite that is

:25:15. > :25:19.revolutionising the market. They made it into space, it took three

:25:20. > :25:26.minutes to get up there, not quite into orbit. The company stressed it

:25:27. > :25:32.is just a test, it was code-named hashtag it's a test say they didn't

:25:33. > :25:35.think it is it for them. The next launch will be later this year, also

:25:36. > :25:40.a test where they will try to get into orbit. On the third test, it

:25:41. > :25:44.will take a payload. It can only carry a small load but this fast

:25:45. > :25:49.developing market is really what we want to get into. Its companies, not

:25:50. > :25:54.countries, in the space race at the moment. So it's a big leap forward.

:25:55. > :25:58.That's it for this half. I'll be back with you in a couple of

:25:59. > :25:59.minutes's time. See you
