:00:11. > :00:16.Hello, I'm Ros Atkins, this is Outside Source.

:00:17. > :00:23.Bible goes straight to Belgium. Police in Brussels have shot a

:00:24. > :00:26.suspected attacker after the small explosion in the Central Station.

:00:27. > :00:31.Authorities say the situation is under control.

:00:32. > :00:34.All eyes are on the US state of Georgia as voter heads

:00:35. > :00:38.It's already the most expensive congressional race in US history.

:00:39. > :00:41.It is seen as a referendum on the presidency of Donald Trump.

:00:42. > :00:43.Manchester United manager Jose Mourinho has been accused

:00:44. > :01:07.And we'll be looking at the issue of child bride's in Sri Lanka -

:01:08. > :01:16.In case you are just joining us, a feud minutes ago, we started getting

:01:17. > :01:21.information about the security and from -- incident in Brussels. And

:01:22. > :01:22.explosion was heard at the train station prompting an evacuation of

:01:23. > :01:39.the main square. . More information started coming in.

:01:40. > :01:43.The Brussels news for the BBC told us that the train station had been

:01:44. > :01:49.evacuated. The story started to develop. We were told by Reuters

:01:50. > :01:52.that the Belgian police said they had neutralised someone, soldiers

:01:53. > :01:58.carried out that action, it was soldiers guarding the central

:01:59. > :02:02.station. The BBC spoke to the federal police directly and said

:02:03. > :02:08.that a man triggered a small explosion in the central station and

:02:09. > :02:13.has been neutralised, no one else is expected to be injured. The police

:02:14. > :02:18.say the situation is under control. Let me show you where the station

:02:19. > :02:22.is. It is right in the central of Brussels. It is a big station that

:02:23. > :02:27.caters not just for Belgium but also for people travelling all over

:02:28. > :02:34.Europe. These are the pictures coming into the BBC newsroom. Lots

:02:35. > :02:38.of security presence. An area has been cordoned off. This is not an

:02:39. > :02:49.ongoing situation and the police says it is under control. You are at

:02:50. > :02:52.the scene, what can you see? The area has been completely cordoned.

:02:53. > :03:03.There is military personnel and plenty of police and military

:03:04. > :03:10.vehicles. The metro station, all the entrances have been closed. There

:03:11. > :03:19.are more vehicles arriving whilst we are talking. And no one can get into

:03:20. > :03:26.the area which has been completely isolated. So far, little is known

:03:27. > :03:32.about the supposed attacker and the number of casualties. I spoke

:03:33. > :03:38.earlier, one hour ago, to Belgian security services that said all that

:03:39. > :03:44.they knew was that one person had been neutralised. There was a small

:03:45. > :03:50.explosion but the central station and that they had no further

:03:51. > :03:58.evidence of more casualties. They also told me they were about to

:03:59. > :04:03.gather at the crisis centre which is a panel composed of the Prime

:04:04. > :04:08.Minister and interior Minister, police and prosecutors to determine

:04:09. > :04:13.what to do next, to raise the threat level or whether to conduct house

:04:14. > :04:22.searches. We know very little at the moment. It is still ongoing. We are

:04:23. > :04:25.trying to find out more but it is still very confusing. This incident

:04:26. > :04:30.happened in the middle of the evening so presumably the station

:04:31. > :04:37.was not that busy? Definitely not rush hour. Especially since the

:04:38. > :04:44.Belgians go home quite early. Lots of people who work in the city do

:04:45. > :04:51.not work -- do not live in the city. The star to leave about 5pm. The

:04:52. > :04:59.explosion incident occurred roundabout named PM so it was not a

:05:00. > :05:04.very crowded time of the day. -- named PM. Military personnel were

:05:05. > :05:11.stationed inside the station neutralised this person immediately.

:05:12. > :05:16.There was no other people injured. It is too early to assess the number

:05:17. > :05:20.of casualties. I travelled to Brussels quite often to cover the

:05:21. > :05:25.European Union and it has been striking and the last 12 months how

:05:26. > :05:30.much more visible armed police are. It is a constant presence. We have

:05:31. > :05:38.got used to it. There is military personnel in every train station and

:05:39. > :05:43.in most metro stations. There are armoured vehicles often on the

:05:44. > :05:47.streets. When the European leaders come to the city, which by the way

:05:48. > :05:51.is going to happen Thursday and Friday, there is a bigger European

:05:52. > :05:57.summit we are all prime ministers and presidents are expected to come

:05:58. > :06:01.into town, the security is increased and you see even more military

:06:02. > :06:09.personnel patrolling the streets. And people got used to it by now.

:06:10. > :06:15.For people joining us, can you give us the size of the operation that is

:06:16. > :06:21.happening at the station now? I am circling around and what I can see

:06:22. > :06:27.is that the entire perimeter, I would say it is about 300-400 metres

:06:28. > :06:33.all around the station area is cordoned off and nobody has access

:06:34. > :06:42.to it. And more and more police cars are arriving and are cordoning the

:06:43. > :07:03.entire area. You can probably hear them in the background. You can hear

:07:04. > :07:08.them. SIRENS BLARE. They have also cordoned of a church so they are

:07:09. > :07:18.blocking off the entire area. Thank you for joining us.

:07:19. > :07:26.I understand you are also close to where the incident happened? We have

:07:27. > :07:36.just left the perimeter on our way back home. About 20 minutes ago we

:07:37. > :07:44.were let out of the restaurant where we had found shelter at the time of

:07:45. > :07:48.the explosion. Where were you at the time, you would in this restaurant?

:07:49. > :07:56.No, we were actually entering into the station to take a train, a

:07:57. > :08:01.colleague and myself. Right at that moment we saw people running out of

:08:02. > :08:10.the station and the security guards directed us in French away from the

:08:11. > :08:14.train station and it was at that moment that the doors of the

:08:15. > :08:22.restaurant were opened for us and we could enter through to find shelter.

:08:23. > :08:29.How quickly did the emergency services and security services

:08:30. > :08:34.arrived? That was really quickly. But those were found about 120

:08:35. > :08:37.seconds. And when you were eventually released from this

:08:38. > :08:41.restaurant where you had to spend a few minutes, where you given any

:08:42. > :08:51.information by the people who were looking after you as to what

:08:52. > :08:55.happened? Yes, after a while one of the restaurant personnel informed us

:08:56. > :09:01.of explosions having occurred in the train station. The well briefed and

:09:02. > :09:08.knew what was going on. In the meantime there was no signs of

:09:09. > :09:13.panic. The situation seem to be pretty much contained at the

:09:14. > :09:20.beginning. Thank you very much for speaking to us. We appreciate it.

:09:21. > :09:24.The incident was contained almost the moment it happened. The Belgian

:09:25. > :09:28.police have spoken to the BBC and said that they did do with an

:09:29. > :09:32.incident at the Central train station in Brussels, and about a

:09:33. > :09:37.person was neutralised. There have been multiple reports of a small

:09:38. > :09:43.explosion. We await more details on what happened. We know that the area

:09:44. > :09:46.has been cleared, the station was evacuated and the situation is under

:09:47. > :09:51.control. You can see the live pictures coming in now, it does

:09:52. > :09:56.remain cordoned off and the investigative work is ongoing. We

:09:57. > :09:59.will keep our eyes on that story. We will switch away to America.

:10:00. > :10:01.Huge attention in the US on a vote today in Georgia.

:10:02. > :10:05.It's for a seat in Congress - that came free after Tom Price

:10:06. > :10:14.was appointed US secretary of Health and Human Services.

:10:15. > :10:16.His replacement will either be the Democrat Jon Ossoff

:10:17. > :10:21.Republican Tom Cole sums it up neatly, "First and foremost,

:10:22. > :10:26.this is a referendum on the Trump presidency."

:10:27. > :10:28.And he's backed up by the money being spent.

:10:29. > :10:32.That makes this the most expensive house race ever.

:10:33. > :10:43.@RealDonaldTrump "Karen Handel for congress.

:10:44. > :10:45.She will fight for lower taxes, great health

:10:46. > :10:46.care strong security, a

:10:47. > :10:51.As Anthony Zurcher points out "That's now six tweets in the past

:10:52. > :10:56.Presidents with ratings as low as Trump's usually avoid injecting

:10:57. > :11:14.let us be to Anthony in Washington, DC. This does not change the numbers

:11:15. > :11:19.in the House of Representatives whatever way it goes, why are people

:11:20. > :11:26.putting in so much money? It is because this particular seat, Donald

:11:27. > :11:31.Trump won it by only just over 1%. It has been held by a Republican for

:11:32. > :11:38.decades and they think it is a chance to pick up a seat, the

:11:39. > :11:42.Democrats. It is a Sunbelt, southern state, educated. They have to win it

:11:43. > :11:47.if they want to pick up enough seats to flip the House of Representatives

:11:48. > :11:51.over to the side. There have been some special elections in the past,

:11:52. > :11:56.Kansas and Montana, they came close on but did not go over the top.

:11:57. > :12:01.Those seats Donald Trump won handily. They are focusing on the

:12:02. > :12:13.elections in 2018, seats like this one. If they can flip it it is a

:12:14. > :12:15.good sign if they cannot put that despite spending these resources,

:12:16. > :12:17.Democrats will start to second-guess the strategy and wonder if they can

:12:18. > :12:21.take the House of Representatives back next year. The Democrats have

:12:22. > :12:23.the Donald Trump worked out but have they worked out what they worked out

:12:24. > :12:30.what they're offering as an alternative? It is funny, this has

:12:31. > :12:33.been billed as a referendum on Don -- Donald Trump, the Democrat

:12:34. > :12:38.candidate has not spent a lot of time talking about a Donald Trump.

:12:39. > :12:42.He is running as a fiscal moderate. He has been talking about health

:12:43. > :12:46.care, making sure there is an affordable health care for

:12:47. > :12:51.Americans. He talked about running good government and social spending.

:12:52. > :12:56.As far as a cohesive strategy, they are going to need more than just, we

:12:57. > :13:00.are not Donald Trump. Voters like to vote for something rather than

:13:01. > :13:08.against. You saw Hillary Clinton last year run on an effectively,

:13:09. > :13:13.Donald Trump will be full, campaign was that she did not set out clear

:13:14. > :13:19.objectives and goals that she could campaign on. How long until we know

:13:20. > :13:24.who has been victorious? It is about three hours until the polls closed,

:13:25. > :13:35.if it is a fraction of percentages, it could go on for quite a long

:13:36. > :13:40.time. 5-6 hours. We'll keep a close eye on the situation in Brussels.

:13:41. > :13:43.This has been a security incident at Central Station. Police say that a

:13:44. > :13:45.man has been neutralised and that the situation is under control.

:13:46. > :14:08.Hundreds of people have attended the funeral

:14:09. > :14:10.of Olivia Campbell-Hardy, who was 15, and killed in

:14:11. > :14:13.The teenager, from Bury, was called a "true friend

:14:14. > :14:16.Olivia was one of 22 people, who lost their lives

:14:17. > :14:20.Her parents asked that the service be a celebration and thanksgiving,

:14:21. > :14:22.for her life, as Abbie Jones reports.

:14:23. > :14:25.Outside the church where Olivia came for RE lessons they gathered

:14:26. > :14:27.in solidarity, silently watching her blue coffin arrive.

:14:28. > :14:31.Mourners were also wearing blue, the teenager's favourite colour.

:14:32. > :14:33.Amongst them in a wheelchair, Olivia's friend Adam Lawler,

:14:34. > :14:40.Some here have known Olivia since she was in primary school.

:14:41. > :14:43.It is sickening, she is such a happy and bubbly girl.

:14:44. > :14:53.She was happy, she was never causing any trouble.

:14:54. > :14:55.She was the best person that anyone could ask for.

:14:56. > :14:58.For others, it was a chance to show Olivia's family

:14:59. > :15:07.It really affects me, it is like I have to be here.

:15:08. > :15:12.Draped over the teenager's coffin, a flag with a B, the symbol

:15:13. > :15:15.Unity was a key message of the service.

:15:16. > :15:18.Running through every element in it, are the threads of hope and love.

:15:19. > :15:25.The exact opposite of meaninglessness and hate.

:15:26. > :15:28.She was a girl with character and vitality.

:15:29. > :15:33.The order of service for Olivia's service says it all,

:15:34. > :15:36.her family and parents wanted this to be a celebration of her life.

:15:37. > :15:45.We want to give her a prom, the 16th, 18th, 21st,

:15:46. > :15:48.everything that she is going to miss out and that is what

:15:49. > :15:58.We want to give her the best sendoff that we can possibly give her.

:15:59. > :16:00.Olivia was a talented singer and her school choir

:16:01. > :16:38.A time for comfort for those who must live with their loss.

:16:39. > :16:43.There has been a security incident in the central train station in

:16:44. > :16:45.Brussels. Police say they have neutralised a man and that the

:16:46. > :16:50.situation is under control. Jose Mourniho has been accused

:16:51. > :16:52.of multi-million dollar The alleged fraud took place

:16:53. > :17:11.between 2011 and 2012 when Mourinho Can you give us more information on

:17:12. > :17:18.what Jose Mourinho is accused of? It all comes back to image rights from

:17:19. > :17:23.2011-12. B $.6 million for Jose Mourinho. This is ongoing in Spain

:17:24. > :17:31.with the few other players, Lyondell messy and his father who has also

:17:32. > :17:35.been accused. -- Lionel Messi. If in Spain if that is less than two years

:17:36. > :17:43.for the non-violent crime, they do not go to jail. Jose Mourinho, this

:17:44. > :17:48.$3.6 million. He has said that the government ratify his tax payers and

:17:49. > :17:55.he paid around $29 million in tax at a rate of about 41% until May 20 13.

:17:56. > :17:58.He entered into a settlement agreement with the Spanish tax

:17:59. > :18:04.authorities after the change of rules in 2015. There will be more to

:18:05. > :18:08.come on that. Cristiano Ronaldo has also been accused of defrauding the

:18:09. > :18:12.Spanish government to do with image rights. He has denied these

:18:13. > :18:19.accusations and has threatened to leave Spain. He gave evidence on

:18:20. > :18:27.this on the 31st of July. Lionel Messi and his father have been found

:18:28. > :18:33.guilty. Javier Mascherano accepted he had been found guilty and had a

:18:34. > :18:39.one-year suspended sentence. And the Brazilian Neymar will stand trial

:18:40. > :18:43.after moving from Santos and Brazil. Jose Mourinho has hit back at these

:18:44. > :18:52.details on what has came out through his agent, Jorge Benitez, who also

:18:53. > :19:02.looks after Cristiano Ronaldo. -- Mendez.

:19:03. > :19:08.Let us go to Portugal. They are still recovering from the wildfires.

:19:09. > :19:11.64 people have died since Saturday. He is the latest report from James

:19:12. > :19:24.Reynolds. This afternoon, Portugal

:19:25. > :19:25.despatched more planes The government is yet

:19:26. > :19:28.to make this region safe. The relief effort is too late

:19:29. > :19:31.for the village of Varzeas, it's lost one in five

:19:32. > :19:37.of its residents. Sisile Tina told me

:19:38. > :19:39.she knew all the victims. On Saturday afternoon, the village

:19:40. > :20:01.watched the forest catch fire. "There was a massive

:20:02. > :20:05.noise", Amal told us, "We'd never seen anything like it",

:20:06. > :20:12.said Valdemar, "it all happened Residents were then forced

:20:13. > :20:18.to take an immediate, terrifying decision -

:20:19. > :20:22.stay here and risk getting caught by the flames or drive off

:20:23. > :20:28.in search of safety. Many drove, it proved

:20:29. > :20:33.to be a fatal mistake. On this road, flames

:20:34. > :20:40.engulfed many in their cars. Mario Pinhal told Portuguese TV

:20:41. > :20:43.that his family tried His wife, Suzanna and their

:20:44. > :20:50.daughters Joanna and Margarita drove Everyone has been kind,

:20:51. > :20:59.but I just want my wife Mario and his parents barely

:21:00. > :21:12.escaped in the car behind. "We should have died",

:21:13. > :21:14.Mario mother's cries, Mario Pinhal's home remains

:21:15. > :21:32.standing, it is a shattering monument to his family's

:21:33. > :21:33.decision to flee. If they'd simply stayed put,

:21:34. > :21:36.they would have all survived. James Reynolds, BBC

:21:37. > :21:43.News, central Portugal. You can also find the report from

:21:44. > :21:50.James online on BBC News. A security incident at the Central Railway

:21:51. > :21:54.station in Brussels. We can bring any colleague from the BBC, Adam

:21:55. > :21:57.Fleming, who is live from the Brussels newsroom. Four people

:21:58. > :22:05.joining us, can you start the beginning? This security incident

:22:06. > :22:10.started a couple of years ago at the Brussels Central Station which is a

:22:11. > :22:13.stones throw from the Grand Place, the historic centre of Brussels. A

:22:14. > :22:20.couple of miles from the EU headquarters weird I am speaking to

:22:21. > :22:23.you from. This is the home to many European institutions. A man was

:22:24. > :22:29.seen at the Central Station carrying a rucksack. And reports are stating

:22:30. > :22:35.they could've been an explosive vest on his body. The let of a small

:22:36. > :22:40.explosion that caused panic in the train station. A few moments later,

:22:41. > :22:45.the man was shot by the Belgian military because the city is still

:22:46. > :22:49.filled with armed soldiers guarding key points after a series of

:22:50. > :22:53.terrorist attacks in the past few years. Belgian security sources

:22:54. > :22:56.stating that the suspect has been neutralised. We do not know if that

:22:57. > :23:09.means he has been arrested and detained, or he has been shot and

:23:10. > :23:11.killed. We will get more details in the next few minutes because the

:23:12. > :23:14.Belgian federal prosecutors office will do a press conference at the

:23:15. > :23:18.scene in the centre of Brussels. Thank you very much. To reiterate,

:23:19. > :23:21.the level of security that we would see around the Central Station now

:23:22. > :23:30.would already be reasonably significant? Yes, think back to the

:23:31. > :23:33.terrorist attack in London a few weeks ago and they flooded the

:23:34. > :23:37.streets were soldiers and that was a surprise to people in London because

:23:38. > :23:41.you do not get armed soldiers guarding places like Parliament or

:23:42. > :23:47.major train stations. In Belgium, it is a fact of life for people that

:23:48. > :23:51.live in Brussels after the series of attacks a few years ago. They come

:23:52. > :23:56.out of the train station and you will see an army vehicle, and you

:23:57. > :24:00.will see some stationary soldiers and some patrolling soldiers. When

:24:01. > :24:05.you take the Eurostar train and arrived from London, the first thing

:24:06. > :24:09.that you see your soldiers. The European Commission and Parliament,

:24:10. > :24:14.the embassies of member states of the EU, they have got soldiers

:24:15. > :24:19.posted outside. On my walk here to our office is a short while ago, the

:24:20. > :24:23.local metal station was closed with armed police and soldiers standing

:24:24. > :24:30.at the entrance and telling people not to go into the metal station as

:24:31. > :24:36.a precaution. -- metro station. Thank you for the update. When we

:24:37. > :24:40.get that statement from the police, we will show to you if you're

:24:41. > :24:46.watching BBC world News of the BBC News Channel in the UK. On Thursday

:24:47. > :24:54.and Friday, there is a major EU summit. Outside Souls will cover

:24:55. > :24:56.that. I will not speak to you from Brussels tomorrow but I will do so

:24:57. > :25:07.from Thursday.
