:00:11. > :00:16.Hello, I'm Ros Atkins, this is Outside Source.
:00:17. > :00:23.Bible goes straight to Belgium. Police in Brussels have shot a
:00:24. > :00:26.suspected attacker after the small explosion in the Central Station.
:00:27. > :00:31.Authorities say the situation is under control.
:00:32. > :00:34.All eyes are on the US state of Georgia as voter heads
:00:35. > :00:38.It's already the most expensive congressional race in US history.
:00:39. > :00:41.It is seen as a referendum on the presidency of Donald Trump.
:00:42. > :00:43.Manchester United manager Jose Mourinho has been accused
:00:44. > :01:07.And we'll be looking at the issue of child bride's in Sri Lanka -
:01:08. > :01:16.In case you are just joining us, a feud minutes ago, we started getting
:01:17. > :01:21.information about the security and from -- incident in Brussels. And
:01:22. > :01:22.explosion was heard at the train station prompting an evacuation of
:01:23. > :01:39.the main square. . More information started coming in.
:01:40. > :01:43.The Brussels news for the BBC told us that the train station had been
:01:44. > :01:49.evacuated. The story started to develop. We were told by Reuters
:01:50. > :01:52.that the Belgian police said they had neutralised someone, soldiers
:01:53. > :01:58.carried out that action, it was soldiers guarding the central
:01:59. > :02:02.station. The BBC spoke to the federal police directly and said
:02:03. > :02:08.that a man triggered a small explosion in the central station and
:02:09. > :02:13.has been neutralised, no one else is expected to be injured. The police
:02:14. > :02:18.say the situation is under control. Let me show you where the station
:02:19. > :02:22.is. It is right in the central of Brussels. It is a big station that
:02:23. > :02:27.caters not just for Belgium but also for people travelling all over
:02:28. > :02:34.Europe. These are the pictures coming into the BBC newsroom. Lots
:02:35. > :02:38.of security presence. An area has been cordoned off. This is not an
:02:39. > :02:49.ongoing situation and the police says it is under control. You are at
:02:50. > :02:52.the scene, what can you see? The area has been completely cordoned.
:02:53. > :03:03.There is military personnel and plenty of police and military
:03:04. > :03:10.vehicles. The metro station, all the entrances have been closed. There
:03:11. > :03:19.are more vehicles arriving whilst we are talking. And no one can get into
:03:20. > :03:26.the area which has been completely isolated. So far, little is known
:03:27. > :03:32.about the supposed attacker and the number of casualties. I spoke
:03:33. > :03:38.earlier, one hour ago, to Belgian security services that said all that
:03:39. > :03:44.they knew was that one person had been neutralised. There was a small
:03:45. > :03:50.explosion but the central station and that they had no further
:03:51. > :03:58.evidence of more casualties. They also told me they were about to
:03:59. > :04:03.gather at the crisis centre which is a panel composed of the Prime
:04:04. > :04:08.Minister and interior Minister, police and prosecutors to determine
:04:09. > :04:13.what to do next, to raise the threat level or whether to conduct house
:04:14. > :04:22.searches. We know very little at the moment. It is still ongoing. We are
:04:23. > :04:25.trying to find out more but it is still very confusing. This incident
:04:26. > :04:30.happened in the middle of the evening so presumably the station
:04:31. > :04:37.was not that busy? Definitely not rush hour. Especially since the
:04:38. > :04:44.Belgians go home quite early. Lots of people who work in the city do
:04:45. > :04:51.not work -- do not live in the city. The star to leave about 5pm. The
:04:52. > :04:59.explosion incident occurred roundabout named PM so it was not a
:05:00. > :05:04.very crowded time of the day. -- named PM. Military personnel were
:05:05. > :05:11.stationed inside the station neutralised this person immediately.
:05:12. > :05:16.There was no other people injured. It is too early to assess the number
:05:17. > :05:20.of casualties. I travelled to Brussels quite often to cover the
:05:21. > :05:25.European Union and it has been striking and the last 12 months how
:05:26. > :05:30.much more visible armed police are. It is a constant presence. We have
:05:31. > :05:38.got used to it. There is military personnel in every train station and
:05:39. > :05:43.in most metro stations. There are armoured vehicles often on the
:05:44. > :05:47.streets. When the European leaders come to the city, which by the way
:05:48. > :05:51.is going to happen Thursday and Friday, there is a bigger European
:05:52. > :05:57.summit we are all prime ministers and presidents are expected to come
:05:58. > :06:01.into town, the security is increased and you see even more military
:06:02. > :06:09.personnel patrolling the streets. And people got used to it by now.
:06:10. > :06:15.For people joining us, can you give us the size of the operation that is
:06:16. > :06:21.happening at the station now? I am circling around and what I can see
:06:22. > :06:27.is that the entire perimeter, I would say it is about 300-400 metres
:06:28. > :06:33.all around the station area is cordoned off and nobody has access
:06:34. > :06:42.to it. And more and more police cars are arriving and are cordoning the
:06:43. > :07:03.entire area. You can probably hear them in the background. You can hear
:07:04. > :07:08.them. SIRENS BLARE. They have also cordoned of a church so they are
:07:09. > :07:18.blocking off the entire area. Thank you for joining us.
:07:19. > :07:26.I understand you are also close to where the incident happened? We have
:07:27. > :07:36.just left the perimeter on our way back home. About 20 minutes ago we
:07:37. > :07:44.were let out of the restaurant where we had found shelter at the time of
:07:45. > :07:48.the explosion. Where were you at the time, you would in this restaurant?
:07:49. > :07:56.No, we were actually entering into the station to take a train, a
:07:57. > :08:01.colleague and myself. Right at that moment we saw people running out of
:08:02. > :08:10.the station and the security guards directed us in French away from the
:08:11. > :08:14.train station and it was at that moment that the doors of the
:08:15. > :08:22.restaurant were opened for us and we could enter through to find shelter.
:08:23. > :08:29.How quickly did the emergency services and security services
:08:30. > :08:34.arrived? That was really quickly. But those were found about 120
:08:35. > :08:37.seconds. And when you were eventually released from this
:08:38. > :08:41.restaurant where you had to spend a few minutes, where you given any
:08:42. > :08:51.information by the people who were looking after you as to what
:08:52. > :08:55.happened? Yes, after a while one of the restaurant personnel informed us
:08:56. > :09:01.of explosions having occurred in the train station. The well briefed and
:09:02. > :09:08.knew what was going on. In the meantime there was no signs of
:09:09. > :09:13.panic. The situation seem to be pretty much contained at the
:09:14. > :09:20.beginning. Thank you very much for speaking to us. We appreciate it.
:09:21. > :09:24.The incident was contained almost the moment it happened. The Belgian
:09:25. > :09:28.police have spoken to the BBC and said that they did do with an
:09:29. > :09:32.incident at the Central train station in Brussels, and about a
:09:33. > :09:37.person was neutralised. There have been multiple reports of a small
:09:38. > :09:43.explosion. We await more details on what happened. We know that the area
:09:44. > :09:46.has been cleared, the station was evacuated and the situation is under
:09:47. > :09:51.control. You can see the live pictures coming in now, it does
:09:52. > :09:56.remain cordoned off and the investigative work is ongoing. We
:09:57. > :09:59.will keep our eyes on that story. We will switch away to America.
:10:00. > :10:01.Huge attention in the US on a vote today in Georgia.
:10:02. > :10:05.It's for a seat in Congress - that came free after Tom Price
:10:06. > :10:14.was appointed US secretary of Health and Human Services.
:10:15. > :10:16.His replacement will either be the Democrat Jon Ossoff
:10:17. > :10:21.Republican Tom Cole sums it up neatly, "First and foremost,
:10:22. > :10:26.this is a referendum on the Trump presidency."
:10:27. > :10:28.And he's backed up by the money being spent.
:10:29. > :10:32.That makes this the most expensive house race ever.
:10:33. > :10:43.@RealDonaldTrump "Karen Handel for congress.
:10:44. > :10:45.She will fight for lower taxes, great health
:10:46. > :10:46.care strong security, a
:10:47. > :10:51.As Anthony Zurcher points out "That's now six tweets in the past
:10:52. > :10:56.Presidents with ratings as low as Trump's usually avoid injecting
:10:57. > :11:14.let us be to Anthony in Washington, DC. This does not change the numbers
:11:15. > :11:19.in the House of Representatives whatever way it goes, why are people
:11:20. > :11:26.putting in so much money? It is because this particular seat, Donald
:11:27. > :11:31.Trump won it by only just over 1%. It has been held by a Republican for
:11:32. > :11:38.decades and they think it is a chance to pick up a seat, the
:11:39. > :11:42.Democrats. It is a Sunbelt, southern state, educated. They have to win it
:11:43. > :11:47.if they want to pick up enough seats to flip the House of Representatives
:11:48. > :11:51.over to the side. There have been some special elections in the past,
:11:52. > :11:56.Kansas and Montana, they came close on but did not go over the top.
:11:57. > :12:01.Those seats Donald Trump won handily. They are focusing on the
:12:02. > :12:13.elections in 2018, seats like this one. If they can flip it it is a
:12:14. > :12:15.good sign if they cannot put that despite spending these resources,
:12:16. > :12:17.Democrats will start to second-guess the strategy and wonder if they can
:12:18. > :12:21.take the House of Representatives back next year. The Democrats have
:12:22. > :12:23.the Donald Trump worked out but have they worked out what they worked out
:12:24. > :12:30.what they're offering as an alternative? It is funny, this has
:12:31. > :12:33.been billed as a referendum on Don -- Donald Trump, the Democrat
:12:34. > :12:38.candidate has not spent a lot of time talking about a Donald Trump.
:12:39. > :12:42.He is running as a fiscal moderate. He has been talking about health
:12:43. > :12:46.care, making sure there is an affordable health care for
:12:47. > :12:51.Americans. He talked about running good government and social spending.
:12:52. > :12:56.As far as a cohesive strategy, they are going to need more than just, we
:12:57. > :13:00.are not Donald Trump. Voters like to vote for something rather than
:13:01. > :13:08.against. You saw Hillary Clinton last year run on an effectively,
:13:09. > :13:13.Donald Trump will be full, campaign was that she did not set out clear
:13:14. > :13:19.objectives and goals that she could campaign on. How long until we know
:13:20. > :13:24.who has been victorious? It is about three hours until the polls closed,
:13:25. > :13:35.if it is a fraction of percentages, it could go on for quite a long
:13:36. > :13:40.time. 5-6 hours. We'll keep a close eye on the situation in Brussels.
