:07:18. > :07:20.sooner or later we will capture the helicopter and those who have made
:07:21. > :07:27.this armed terrorist attack against the institutions of the country. As
:07:28. > :07:39.if this complex enough, let me show you this from the US senator Rubio.
:07:40. > :07:47.In other words a senior Republican senator is sharing allegations that
:07:48. > :07:53.the whole thing was set up. To get some help on what we can be
:07:54. > :08:02.definitive about. It was stolen from a police place where this guy he was
:08:03. > :08:07.part of the police court to limit courts took it alongside another
:08:08. > :08:11.person who is seen in a video and flew it. Now there are a number of
:08:12. > :08:18.questions, how was he able to do that in an area which was protected
:08:19. > :08:22.by the government, especially drones are not allowed to fly so it is not
:08:23. > :08:27.clear but he took it from the police stalk and flipped over the city in
:08:28. > :08:31.company of another guy. He is there and he made a statement on his
:08:32. > :08:34.Instagram account and it turns out he is active on social media and has
:08:35. > :08:41.been posting allsorts. He was part of a movie a few years ago in 2013
:08:42. > :08:44.which was produced by the government and the plot had something to do
:08:45. > :08:50.with the operations of the police and he was a part of it. That is the
:08:51. > :08:56.reason why some leaders of the opposition are saying there are many
:08:57. > :08:59.strange factors around this. But do we have any hard evidence to back up
:09:00. > :09:04.these claims from the opposition that this is all a big plan to allow
:09:05. > :09:10.the President to bring the army and? Know and the government is adamant
:09:11. > :09:13.that this is part of a plot with the CIA in the United States and they
:09:14. > :09:16.are promising that they are going to capture this person and they are
:09:17. > :09:22.going to recover the helicopter but as of now there is no sign of where
:09:23. > :09:27.he is and where the helicopter is. I want to take a few minutes to put
:09:28. > :09:32.this in context, recently these are some of the protests we have seen
:09:33. > :09:36.since April, dozens of protesters have lost their lives and these
:09:37. > :09:40.people taking to the streets want the president gone, they say he is a
:09:41. > :09:43.criminal. What evidence and arguments if they make to say a
:09:44. > :09:52.democratically elected president should leave? It all went, the drama
:09:53. > :09:56.in the story which has been going on for a few years just started to get
:09:57. > :10:02.really cute. Back in March when the government decided for whatever
:10:03. > :10:08.decision, the Supreme Court decided, whatever decision the national
:10:09. > :10:12.assembly was not valid. That is when the people started to demonstrate on
:10:13. > :10:17.the street saying this is a coup d'etat, the government is now a
:10:18. > :10:22.dictatorship. The government called for a Constitutional assembly and
:10:23. > :10:29.the elections will be in July people say this won't be fair because all
:10:30. > :10:35.of the people are supporters of the governments that is the situation is
:10:36. > :10:40.escalating. We try to bring you the major global stories of the day, we
:10:41. > :10:46.have heard from the UK in Venezuela but next Syria. The UN are saying at
:10:47. > :10:54.least 300 civilians have been killed in Raqqa just this month. Raqqa is
:10:55. > :10:59.the defector capital of the Islamic State and is under severe pressure.
:11:00. > :11:08.This is from January 20 16. Everywhere in red is territory
:11:09. > :11:20.controlled by IAS. You can see that red area has considerably. Now this
:11:21. > :11:27.is the UN statement that has been put out today and in that statement
:11:28. > :11:30.it says civilians must not be sacrificed for military victories.
:11:31. > :11:38.It says it has grave concern over the fate of over 100,000 civilians
:11:39. > :11:45.who are trapped in Raqqa. Earlier on this week we were talking about
:11:46. > :11:47.civilians trapped. Here is the situation in Kinlochshiel. We were
:11:48. > :11:59.talkative -- talking about how much ceases
:12:00. > :12:04.there were a muzzle. I have been looking at the humanitarian pages
:12:05. > :12:10.and there are three concerns in Syria now in Raqqa, the discriminate
:12:11. > :12:14.attacks of the displaced people and this is exactly where the fear about
:12:15. > :12:18.the lives of those 100,000 people lies. Basically it is impossible to
:12:19. > :12:27.differentiate between the fighters and civilians if they are Arabs or
:12:28. > :12:34.looked like Arabs. So the battle of Raqqa will be difficult. Are any
:12:35. > :12:44.civilians managing to leave the territory? There are two ways to get
:12:45. > :12:46.that. One way is for a safe passage and the other is for humanitarian
:12:47. > :13:00.organisations to get into the city which is impossible for a moment.
:13:01. > :13:02.... Either taking civilians as human shields are likely disguising as
:13:03. > :13:12.civilians and running away amongst them. Whatever source you turn to no
:13:13. > :13:17.one can really be sure what is happening can they? I don't want to
:13:18. > :13:23.sound like I'm really shallow but there are actually millions of
:13:24. > :13:30.civilians, millions have Fred Sirieix and outside and Raqqa is
:13:31. > :13:33.expected to be the worst battle where the elements of the so-called
:13:34. > :13:38.Islamic fight because it is the last capital they have and if they go
:13:39. > :13:46.underground they wouldn't know where to go so they will have to look for
:13:47. > :13:51.more hiding or safe havens so that'll mean probably a third
:13:52. > :13:55.country apart from Iraq and Syria. This was the lead story last night
:13:56. > :13:58.and we will come back to it in a few minutes and stop a major global
:13:59. > :14:02.cyber attack and in the last 24 hours we'd have heard more
:14:03. > :14:03.information about the nature, who defected and who might been behind
:14:04. > :14:16.it. Here in the UK the government is
:14:17. > :14:20.seeing of a Labour attempt to call an end to the limit of public sector
:14:21. > :14:23.pay increases. They sought to do that by amending the Queen's speech,
:14:24. > :14:30.the government on the first vote on the new programme by three June 20
:14:31. > :14:37.3-3 Reginaian so a majority of 14. All Democratic Unionist MPs voted.
:14:38. > :14:42.With most of the Conservative MPs voting and most Labour MPs voting
:14:43. > :14:44.against and the opposition parties backing the amendment, Theresa May's
:14:45. > :14:50.government still had the numbers to defeat that. It was a small amounts,
:14:51. > :14:54.it goes to show how small her majority is, in future vote if there
:14:55. > :14:59.was anything controversial than a few Tory rebels could bring a policy
:15:00. > :15:13.down but certainly in this amendment, the Labour amendment to
:15:14. > :15:23.end that cap on public spending, the 1% cap, has been defeated tonight.
:15:24. > :15:30.I am Ross Atkins, the lead story is that six people are being charged
:15:31. > :15:35.with the Hillsborough disaster, 28 years after it has happened, before
:15:36. > :15:41.facing charges of former policeman. Let's spring is the main stories on
:15:42. > :15:44.BBC World Service. First of all China has launched a new type of
:15:45. > :15:47.domestically built warship. According to state media the
:15:48. > :15:52.destroyer is equipped with a host of new weaponry and the launch comes
:15:53. > :15:57.with tensions in the South China Sea is increasing. China is taking an
:15:58. > :16:09.increasingly assertive stance. The long-running dispute over Cyprus is
:16:10. > :16:16.being taking place in Switzerland. That distributed Turkish. Many
:16:17. > :16:21.people are reading the sadness at the creator of Paddington Bear has
:16:22. > :16:24.died, Michael Bond was 91 and he published his first book called the
:16:25. > :16:34.backward Paddington in 1958 and went on to write 26 more books about
:16:35. > :16:39.Paddington. Now as I mentioned, let's go back to the lead story, the
:16:40. > :16:42.global cyber attack which we first started hearing in Ukraine but then
:16:43. > :16:48.heard from lots of different countries. Users would be seeing
:16:49. > :16:53.messages of this nature. Their files had been encrypted and we know this
:16:54. > :16:57.has affected around 2000 users and that includes some of the world's
:16:58. > :17:04.biggest companies like the Russian oil firm Ross Neff, the shipping
:17:05. > :17:10.giant may ask. The systems are still down because we have to make sure
:17:11. > :17:14.that we can have the software put in place to prevent an attack occurring
:17:15. > :17:20.again and also that we don't want to get the systems back-up to see the
:17:21. > :17:24.infection start again. What has been spoken about there is a potential
:17:25. > :17:29.vaccine. That to be the creation of a single file which would stop an
:17:30. > :17:33.attack affecting a machine, also it is worth mentioning that Microsoft
:17:34. > :17:37.has put this out. A lengthy blog post on its website detailing the
:17:38. > :17:42.nature of the attack and how you might go about defending yourself in
:17:43. > :17:48.the future. A little bit earlier I spoke to Rob Graham from security
:17:49. > :17:52.firm based in Georgia in the US. I wanted to get more details from him
:17:53. > :18:02.about how so many companies have been caught out despite the warning
:18:03. > :18:06.of the last major attack. Most important weight spread was by the
:18:07. > :18:20.update for the financial software in the Ukraine. That wasn't as
:18:21. > :18:23.important as the Trojan update. In terms of a companies ought to be
:18:24. > :18:31.doing, is this quite a simple fix once you decide to do it was back
:18:32. > :18:35.there is a list of things companies need to do in order to protect
:18:36. > :18:43.themselves. Microsoft has a good list of things, rue figuring the
:18:44. > :18:55.network said things can't spread so far. You look at the FedEx
:18:56. > :19:02.subsidiary, they are completely off-line, the whole network is down.
:19:03. > :19:09.That happens in Branson were attacks when they spread like this. I also
:19:10. > :19:13.wanted to ask Rob about this. A group called Shadow brokers to offer
:19:14. > :19:17.a monthly dump service. You can see on their website that they are
:19:18. > :19:22.advertising hacking tools that we know will eat that were taken from
:19:23. > :19:26.the US national Security agency, the NSA was hacked and it is related to
:19:27. > :19:31.that. You can go on their website and you can pay for off-the-shelf
:19:32. > :19:36.hacking software that might allow you to do harm. I was surprised that
:19:37. > :19:40.this was being advertised in plain sight so Rob has been talking to me
:19:41. > :19:48.about the legality and the practicality. It's probably not
:19:49. > :19:57.legal but of course the NSA would have to admit that they own all of
:19:58. > :19:59.that. There is zero catch in order to get money, they're not getting
:20:00. > :20:06.money through banks are anything like that at the can't stop. It's
:20:07. > :20:12.not legal, regardless of if it's legal or not they can still do it.
:20:13. > :20:16.The threat of the service like this is that people that expertise can go
:20:17. > :20:27.and buy it off-the-shelf, software that can then cause problems? Right.
:20:28. > :20:32.We don't know Bert there is a good chance that something salacious will
:20:33. > :20:39.happen. Something more interesting in the future that will be put into
:20:40. > :20:43.a rant somewhere -- rant somewhere that we expect yesterday. This is
:20:44. > :20:47.the second time we have spoken about Biggs global security issue, I'm
:20:48. > :20:51.guessing this will become part of running major businesses wherever
:20:52. > :20:59.you are in the world? Rant somewhere has been growing for the last couple
:21:00. > :21:02.of years so whilst it is news, we in the security industry have been
:21:03. > :21:08.watching this growth for a couple of years now. It is something that is
:21:09. > :21:16.going to keep happening and the more material to help companies run. If
:21:17. > :21:20.next I want to play an interviewer watched a couple of hours ago and it
:21:21. > :21:26.stopped me in my tracks. A police officer who was stabbed and he has
:21:27. > :21:32.spoken about the attack and his experiences during it. He was one of
:21:33. > :21:40.the first on the scene after the attack and has been speaking to
:21:41. > :21:44.Denis Dunford. It was just after turn on the 3rd of June when three
:21:45. > :21:48.men started their attack on London Bridge. PC waymarks of the British
:21:49. > :21:55.Transport Police had just come on shift and walked out into a scene of
:21:56. > :21:59.chaos. I'm about to get on my radio and I hear this woman scream. Sort
:22:00. > :22:10.up behind me from the right-hand side. A young lady, she has been
:22:11. > :22:13.attacked. Then he told me before he collected his thoughts he saw a man
:22:14. > :22:19.knocked to the ground, and knife than standing behind him. This guy
:22:20. > :22:25.is on the floor pleading for his life and the first attacker without
:22:26. > :22:35.any mercy stands over him and continues attacking him. I take my
:22:36. > :22:43.batting with my right hand and I take a deep breath and a charge at
:22:44. > :22:50.him. I try to take the first one out in one go, I swing as hard as I can
:22:51. > :22:56.cover everything behind it and I'm aiming straight for his head. Then
:22:57. > :23:01.whilst on hitting the first I get a whack to the right side of my head,
:23:02. > :23:05.it felt metal, I thought maybe it was a metal pole or a bar at first,
:23:06. > :23:10.afterwards I realised it was a knife. He was temporarily blinded in
:23:11. > :23:13.one eye, the first attacker was still on the floor but soon the
:23:14. > :23:20.second attacker was joined by a third. I'm fighting the two of them
:23:21. > :23:24.and whilst I'm fighting my left leg starts wobbling, just waving and I'm
:23:25. > :23:32.thinking what the hell is wrong with my leg. And I look down and I see
:23:33. > :23:38.there is a knife in the side of my leg. He fought all three men before
:23:39. > :23:42.collapsing in being taken to hospital but he bought crucial time
:23:43. > :23:46.allowing people to escape, reducing the time the attackers had before
:23:47. > :23:54.they were shocked by armed officers. I just like to think that I did what
:23:55. > :24:02.I did to keep the people that saw being attacked and being hurt, keep
:24:03. > :24:08.them alive. Keep them out of danger as best as I could swallow tried to
:24:09. > :24:19.do. Just keep them alive. Get them away from danger. And you can also
:24:20. > :24:25.see that interview the BBC News website just before we finished
:24:26. > :24:28.2-mac finish this I want to play you a press briefing from the White
:24:29. > :24:37.House weather was an extraordinary exchange. If we make the slightest
