:03:42. > :03:46.statement from the White House, it is that when Mr Apple was hired, Mr
:03:47. > :03:54.Trump didn't intend to get rid of his previous chief of staff. Either
:03:55. > :03:59.that or he didn't tend to get rid of him in the way it happened because
:04:00. > :04:06.Mr Trump has not said anything about the way Mr Scaramucci handled that.
:04:07. > :04:11.Mr Scaramucci was quite upfront and abrasive about that relationship and
:04:12. > :04:16.ultimately gave an interview to the New Yorker where he spoke about the
:04:17. > :04:23.former chief of staff, Reince Priebus, with very vulgar language
:04:24. > :04:30.full of profanities and that became the big story, ultimately leading to
:04:31. > :04:33.Reince Priebus's departure. We knew Mr Trump might have wanted him to
:04:34. > :04:44.depart anyway but perhaps not in that way. What we understand from
:04:45. > :04:49.some American media is that the new chief of staff, John Kelly, who is
:04:50. > :04:53.hoping to impose more discipline on the White House, so that may be one
:04:54. > :05:02.of the main factors in terms of white mistress Scaramucci is leaving
:05:03. > :05:06.now. Let's try to push the colourful characters to one side, what are the
:05:07. > :05:10.practical consequences of having this much chopping and changing
:05:11. > :05:19.within the President's working environment? The big answer to that,
:05:20. > :05:25.it means things cannot get done. You have the White House working with
:05:26. > :05:31.Congress to pass legislation and execute policy in agencies but the
:05:32. > :05:36.team in the White House, the staff and the National Security Council,
:05:37. > :05:39.are the ones who helped to push it forward and coordinate it and that
:05:40. > :05:45.needs some clear direction from the White House, it means everybody
:05:46. > :05:49.should be speaking from the same page and have a tour here in message
:05:50. > :05:56.and it needs a strong chief of staff. If the West Wing is riven by
:05:57. > :06:01.factional fighting and different ideologies and people who can speak
:06:02. > :06:04.their minds freely and wander into the oval office and tell the
:06:05. > :06:10.president what they think without going through a chain of command, it
:06:11. > :06:15.becomes difficult to do that and we saw last week the most chaotic
:06:16. > :06:21.example when that kind of infighting which had been widely reported not
:06:22. > :06:27.just between Anthony Scaramucci and Reince Priebus but between other
:06:28. > :06:32.factions, nursed out into the open. The story was broken by the New York
:06:33. > :06:38.Times. I want to pull off a tweet from a couple of hours ago, there
:06:39. > :06:42.are two types of nonfamily members entrance word, permanent and
:06:43. > :06:47.instruments. Sometimes instruments think they are permanent. There was
:06:48. > :06:54.no questioning Mr Scaramucci's commitment to Mr Trump yet it has
:06:55. > :06:59.come to nothing. It's interesting, we understand he was brought in

:07:20. > :07:25.promoting him and trying to get him good press and he liked that attack
:07:26. > :07:30.dog starts that Mr Scaramucci had, but it seems like Mr Scaramucci went
:07:31. > :07:35.too far. Mr Trump didn't say anything about his tie rate but
:07:36. > :07:40.sources were reported saying he wasn't happy to be associated with
:07:41. > :07:45.the vulgarity, but there is also speculation among reporters that he
:07:46. > :07:50.had an Icarus syndrome, flew too close to the son and his wings
:07:51. > :07:59.melted, he became the story rather than the President. You never want

:08:08. > :08:16.At stake was the make up of the constituent assembly.

:08:24. > :08:30.Venezuela but it does exist if changes to the Constitution are
:08:31. > :08:36.needed. Officials in Venezuela voter -- will tell you the turnout was
:08:37. > :08:44.over 42%, the opposition says 90% abstaining. We know voters were
:08:45. > :08:49.choosing members of a joint assembly, this assembly will look
:08:50. > :08:54.into the government's adding to the current constitution. Opposition
:08:55. > :08:59.groups fear this could mean Nicolas Maduro trying to extend his time as
:09:00. > :09:06.president and this is what we are seeing in Caracas, significant
:09:07. > :09:12.violence, ten people died and the presence of the authorities on the
:09:13. > :09:15.street was very visible. Nicolas Maduro was delighted, there he is
:09:16. > :09:21.celebrating with his supporters and we will look in a minute at his
:09:22. > :09:26.position but this is interesting, in the last few minutes we have heard
:09:27. > :09:31.the US Treasury Department would designate Nicolas Maduro for
:09:32. > :09:36.sanctions for undermining democracy. That is a congressional source
:09:37. > :09:41.talking to Reuters, saying the Treasury may look to target the
:09:42. > :09:47.president himself with sanctions. Let's talk to will ground, live in
:09:48. > :09:52.Caracas. If that report proves to be true, it's another piece of evidence

:11:09. > :11:18.his predecessor, Hugo Chavez. Mr Chavez and US, and President Obama
:11:19. > :11:24.and George Bush Junior, were at loggerheads through his time in
:11:25. > :11:29.office, Washington has a long and bloody and shameful history in Latin
:11:30. > :11:38.America, the involvement of the CAA in and doing democratic elections
:11:39. > :11:43.from 1954 in court mother right through until Cuba, who has felt the
:11:44. > :11:52.brunt of Washington policies towards it over the decades. On this, I feel
:11:53. > :11:56.like the vast majority of Venezuelans are internally moving
:11:57. > :12:03.against the government now because they are tired of his policies they
:12:04. > :12:08.don't think they are working, they are experiencing long queues,
:12:09. > :12:15.rampant inflation, rising crime, he is no Hugo Chavis but that
:12:16. > :12:21.traditional supporters of travellers are also rejecting him. If I were

:17:59. > :18:02.get into the process. What matters most to us is not who was employed
:18:03. > :18:09.in the White House but he was employed in the rest of the country,
:18:10. > :18:16.we are focused on the President's agenda of growing the economy and
:18:17. > :18:20.creating jobs. Was it a chain of command issue because Scaramucci
:18:21. > :18:24.said he had a direct line of communication to the President?
:18:25. > :18:29.There has been speculation that General Kelly may have tried to
:18:30. > :18:33.tighten up, so was it something about the chain of command or didn't
:18:34. > :18:39.have anything to do with the interview he gave last week? The
:18:40. > :18:43.president felt that Anthony's comments were inappropriate for a
:18:44. > :18:48.person in that position and he didn't want to burden General Kelly
:18:49. > :18:54.with that line of succession, as I think we have made clear over the
:18:55. > :18:58.course of the last few days, General Kelly has the full authority to
:18:59. > :19:04.operate within the White House and all staff report to him. When you
:19:05. > :19:09.say you didn't want to burden him with that line of succession, could
:19:10. > :19:15.you clarify one point about this chain of command, apparently Jarrod
:19:16. > :19:20.Kushner and Donald Trump said they look forward to following General
:19:21. > :19:24.Kelly's lead, will that conduit of people with access to the president
:19:25. > :19:29.been narrowed down or will everything flow through General
:19:30. > :19:38.Kelly? The president has given full authority to General Kelly. This
:19:39. > :19:42.statement about the White House says Mr Scaramucci felt it was best to
:19:43. > :19:46.give John Kelly a clean state to build his own team but you just said
:19:47. > :19:53.the president felt his comments were inappropriate. I don't see those as
:19:54. > :19:59.being mutually exclusive. Anthony once General Kelly to be able to
:20:00. > :20:04.operate with a clean slate grabbed the president felt his comments were
:20:05. > :20:07.inappropriate. With the new hierarchy with General Kelly, tell

:27:03. > :27:12.complex to understand the president found the remarks inappropriate. I
:27:13. > :27:18.cannot explain it further. We had some speculation about the
:27:19. > :27:23.possibility of a first strike. Is that option on the table? The

:27:34. > :27:40.table. The president signed an executive order on infrastructure,
:27:41. > :27:45.does that mean the president has no intention and will not be a tide
:27:46. > :27:50.working with Congress on the infrastructure build? Is there any
:27:51. > :27:56.discussion about moving forward with any legislation for infrastructure,
:27:57. > :28:01.especially digital? The president has been outspoken on the need for a
:28:02. > :28:06.massive overhaul to the country's infrastructure and that is still a
:28:07. > :28:14.priority in any capacity he has the ability to carry that out. We have
:28:15. > :28:19.seen the chief of staff, deputy chief of staff, communications
:28:20. > :28:24.directors and national security adviser all leave in six months. Can
:28:25. > :28:27.you tell us why there has been all this turbulence? I know you don't
:28:28. > :28:34.like to get into the process but what is going on? We are focusing on
:28:35. > :28:38.the President's agenda. We will let you know when there are staff
:28:39. > :28:43.changes but what matters to us are not the jobs in this building but
:28:44. > :28:48.the ones outside, that is why the president has been focused on
:28:49. > :28:55.growing jobs. We have created over 1 million new jobs since he took
:28:56. > :28:59.office, the lowest unemployment in 16 years. We are focused on
:29:00. > :29:06.recruiting a strong economy and growing jobs outside this building,
