:00:24. > :00:35.at least 30 people are dead. It looked to me as if he was going

:00:36. > :00:36.left to right hitting people at the little stands, all

:00:37. > :00:44.sudden people were screaming and running. Catalan police say this is

:00:45. > :00:48.a terror attack. They said two people have been arrested. They have

:00:49. > :00:50.dismissed early reports that two gunmen were holed up in a bar in the

:00:51. > :01:11.city possibly with a hostage. Welcome to Outside Source. We are

:01:12. > :01:16.continuing the BBC's live coverage of the terror attack in Spain, where

:01:17. > :01:21.Ivan has driven into crowds, killing at least 13 people. -- where a van.

:01:22. > :01:25.This happened in Barcelona in the north-east of Spain. If I take you

:01:26. > :01:29.into the city, you can see that we have highlighted the area where it

:01:30. > :01:34.occurred. Las Ramblas. This is a real tourist hotspot in the heart of

:01:35. > :01:42.Barcelona. A white van mounted the pavement and drove into pedestrians.

:01:43. > :01:45.As we said, 13 people have been killed. We are hearing that more

:01:46. > :01:47.than 80 others have been injured and 50 may have been hospitalised. The

:01:48. > :01:50.numbers are changing as we report it. According to police, what

:01:51. > :01:57.happened on Las Ramblas was that the fan entered to the north of the area

:01:58. > :02:02.into the pedestrian zone. It sped down at a great pace, coming to a

:02:03. > :02:06.halt about halfway down the strip, charging through people. Just to

:02:07. > :02:13.give you an idea of how busy this always is, this picture was taken

:02:14. > :02:16.only yesterday. It is a very popular tourist spot. Police confirmed on

:02:17. > :02:20.Twitter they have arrested two people and said that despite earlier

:02:21. > :02:23.reports there is no hostage situation and there are no other

:02:24. > :02:26.gunmen in the city. That is something that was really

:02:27. > :02:29.frightening people in Barcelona. They have released one picture, a

:02:30. > :02:35.picture that I want to show you. This man is Driss Oukabir. He rented

:02:36. > :02:41.the van involved in the incident. This is the Catalonia police, the

:02:42. > :02:53.Catalan police Twitter account. They are calling it a terrorism attack.

:02:54. > :02:55.Now, Aamer Ansar was in Barcelona and he told us about it. He spoke to

:02:56. > :03:01.the BBC by phone. Las Ramblas is right in the heart

:03:02. > :03:06.of the city, it is jam-packed I was about to sit down

:03:07. > :03:10.for something to eat. Then I decided to walk

:03:11. > :03:12.down a bit further. Next thing, literally seconds later,

:03:13. > :03:14.heard a crashing noise. The whole street, I started

:03:15. > :03:16.hearing screaming. Everybody started to run,

:03:17. > :03:19.so I started to run in the direction Families were screaming, their kids,

:03:20. > :03:22.they were taking them out Within seconds, police

:03:23. > :03:37.officers were out. I noticed yesterday when I arrived

:03:38. > :03:39.in the city that, you know, Guns were out,

:03:40. > :03:42.ambulances, fire engines. You could see at the top

:03:43. > :03:48.of the street, a sort of like vans. And then I spoke to someone

:03:49. > :03:52.and tried to get into a shop, There was a shopkeeper

:03:53. > :03:56.who was speaking, said I tried to ask him,

:03:57. > :04:01.and he said that a van had driven into the crowd,

:04:02. > :04:04.and six people were very At that point, the ambulances,

:04:05. > :04:10.Fire Brigade, police officers were on the scene with machine guns

:04:11. > :04:13.and guns, very quickly. They were very jittery

:04:14. > :04:15.and people were panicking. And then we were pushed back again,

:04:16. > :04:18.and then pushed further back. The police are absolutely

:04:19. > :04:29.everywhere at the moment. Also listening to Spanish radio and

:04:30. > :04:32.reading media report is Tom Burridge, former Spanish

:04:33. > :04:37.correspondent in Spain. We have one name and picture so far of somebody

:04:38. > :04:42.involved. We have been shown the photo of Driss Oukabir. He,

:04:43. > :04:47.according to Spanish media, is basically a guy who was born in

:04:48. > :04:51.Morocco, he had legal residency in Spain. There is various bits of

:04:52. > :04:56.information coming out about him in the Spanish media. I think

:04:57. > :04:59.everything I say from here onwards, you know, take with a bit of caution

:05:00. > :05:06.at the moment and tell it comes out officially from official sources.

:05:07. > :05:10.Some media are saying that this guy had spent time in prison in Spain

:05:11. > :05:16.previously, and was released in 2012, according to some reports. An

:05:17. > :05:21.clear from what offences. And some reports suggest that he travelled to

:05:22. > :05:25.Morocco recently and returned to Barcelona and Catalonia not long

:05:26. > :05:27.ago. But then another report in the Spanish newspaper is saying that

:05:28. > :05:35.this guy turned himself into the police and is claiming that his ID

:05:36. > :05:40.was stolen. So he is a victim too is his story possibly? That could be

:05:41. > :05:44.his line to the police, whether or not that is true, the police are

:05:45. > :05:49.investigating. Things are developing. What we can say for

:05:50. > :05:56.certain is that there was a vehicle out on that next diagonal, another

:05:57. > :05:58.main avenue in Barcelona, not far from Las Ramblas. A car broke

:05:59. > :06:07.through a police checkpoint hours after the attack and made a on Las

:06:08. > :06:11.Ramblas. It could be another cart. It made an attack. A different

:06:12. > :06:15.vehicle broke through the police cordon and was tracked down to an

:06:16. > :06:17.area outside the city, two or three kilometres to the west of Barcelona.

:06:18. > :06:22.According to Spanish media, there was a short so bright shoot out

:06:23. > :06:26.that, and one people have been killed -- there was a shoot out on

:06:27. > :06:29.one person has been killed. Two people arrested, one of them was

:06:30. > :06:37.this man, Driss Oukabir. They will be questioning him now. We are

:06:38. > :06:41.talking about the van that ploughed through Las Ramblas and a separate

:06:42. > :06:46.car hit the two police officers and there was a shoot out. We know that.

:06:47. > :06:51.There is also a watch on another town outside of Barcelona. Which may

:06:52. > :06:57.be connected, maybe not. Hello there is another vehicle. According to one

:06:58. > :07:02.Spanish media, they are insinuating that that vehicle was involved in

:07:03. > :07:09.the attack somehow. That it had also been rented. Now, it is definitely

:07:10. > :07:13.the case, I think, from quite a good source of information, the Mayoress

:07:14. > :07:17.of that town in Barcelona, it is a limit is outside of Barcelona, the

:07:18. > :07:23.Mayoress said that vehicle is part of the investigation. Whether or not

:07:24. > :07:27.it is will become clear in time. We have clearer figures of the scale of

:07:28. > :07:31.this attack, and sadly how many people have been caught up in it.

:07:32. > :07:34.They are talking about 90 people caught up in it, 80 people in

:07:35. > :07:39.hospital, 12 people seriously injured. We were talking earlier, it

:07:40. > :07:42.was interesting, you know, about the security. Yes, Madrid a few years

:07:43. > :07:45.ago when I was there, there was suddenly a big change when there are

:07:46. > :07:52.so back were other terror attacks outside of Europe -- when there were

:07:53. > :07:55.other terror attacks. There was a heavy police presence with

:07:56. > :08:02.impressive weaponry standing outside by Art Gallery and ring station.

:08:03. > :08:05.That was a sea change in Spain. But the headache problem for the

:08:06. > :08:11.security services around Europe and around the world is, how do you stop

:08:12. > :08:14.someone a van and driving it into a crowded area is what somebody hiring

:08:15. > :08:20.a van. We haven't got any information, Birmingham weaponry --

:08:21. > :08:24.we haven't got any information concerning weaponry aside from a

:08:25. > :08:29.van. That is the difficulty, it is a crowded area in the heart of the

:08:30. > :08:34.city, a network of small streets off it. The driver of that vehicle, who

:08:35. > :08:38.reports the fled on foot, it is unclear whether he is still at large

:08:39. > :08:42.or whether he is one of the two people detained by the police. We

:08:43. > :08:47.will be talking to another security expert later in this edition of

:08:48. > :08:50.Outside Source. We should say that already in terms of intelligence

:08:51. > :08:55.gathering, cooperation with other countries, there is of course the EU

:08:56. > :08:58.coming together over this. The Americans, Rex Tillerson the

:08:59. > :09:02.Secretary of State has already said we will put resources at your

:09:03. > :09:06.disposal. It is not just one government that swings into action

:09:07. > :09:10.when something like this happens. Definitely not. There is all of the

:09:11. > :09:14.messages of solidarity from around the world, across Europe, very

:09:15. > :09:18.clear. On a security level, Spain works in close conjunction with

:09:19. > :09:21.police forces across Europe, particularly in France, obviously.

:09:22. > :09:25.France and Belgium who have faced the Mueller threats. They work with

:09:26. > :09:30.police here in Britain on certain issues -- similar threats. When I

:09:31. > :09:36.was living in Spain, I left about three or four years ago, you know,

:09:37. > :09:41.there were multiple incidents. It was quite regular that people were

:09:42. > :09:43.being arrested at suspected of travelling to join the so-called

:09:44. > :09:48.Islamic State group in Iraq or Syria. You know, this is an issue

:09:49. > :09:51.that the Spanish government, the Interior Ministry there, have been

:09:52. > :09:54.working to get on top. The interesting thing to mention is

:09:55. > :09:58.that, you know, actually, if you step back from it and look at the

:09:59. > :10:02.politics, Catalonia has its own government with a lot of devolved

:10:03. > :10:05.powers. But that government is pushing to hold a referendum at the

:10:06. > :10:09.beginning of October. They want to go ahead with it. The Spanish

:10:10. > :10:13.governor, they are saying, you can't do that, it is illegal under the

:10:14. > :10:16.Constitution. This saga has been rolling on for years, and it is

:10:17. > :10:21.coming to a head in October. The Spanish president is on his way up

:10:22. > :10:29.to Catalonia. At such a sad, tragic time there will be a big show of

:10:30. > :10:30.solidarity between the Spanish government and the Catalan

:10:31. > :10:32.government, who politically have been at loggerheads, and strong

:10:33. > :10:37.statements coming up from McCain tonight, King Philippe, saying, we

:10:38. > :10:42.are all Barcelona -- coming from the King. Let me know if anything is

:10:43. > :10:47.coming through from your Spanish sources. A reminder of our mains

:10:48. > :10:52.worry an Outside Source to like a fan has driven into crowds killing

:10:53. > :10:55.13 people in Barcelona -- our main story on outside sourced... An

:10:56. > :11:00.American tourist had just arrived in the city when the Sitak began

:11:01. > :11:04.unfolding. -- when this attack began unfolding.

:11:05. > :11:07.This afternoon I came in on a flight, and I was in a taxi

:11:08. > :11:12.Maybe just a block and a half from the town.

:11:13. > :11:22.I was just looking at the boulevard, from the back of the taxi.

:11:23. > :11:27.And then I heard this group of people scream at the same time.

:11:28. > :11:29.And you just don't think of this, naturally.

:11:30. > :11:33.And then I looked to my left, and I saw a white van with its front

:11:34. > :11:41.At first I thought it must be somebody just working and driving,

:11:42. > :11:45.Then I realised he was going entirely too fast.

:11:46. > :11:48.It looked to me as if he was going left-to-right,

:11:49. > :11:54.There were people shopping, basically.

:11:55. > :11:57.And all of a sudden people were just screaming and running.

:11:58. > :12:02.We knew immediately, you know, naturally,

:12:03. > :12:06.what was happening and what was going on at that moment.

:12:07. > :12:11.And my taxi driver just started saying, oh my God, oh my God.

:12:12. > :12:17.And then we just turned right around the corner,

:12:18. > :12:28.And then everyone was running into any space, of course,

:12:29. > :12:34.And they were coming into the hotel and screaming.

:12:35. > :12:36.Interestingly, I turned around and they were starting

:12:37. > :12:41.And that was when the hotel staff put me behind the front

:12:42. > :12:51.They got all of us together into a ballroom,

:12:52. > :12:56.just in the entrance of the hotel, which to me didn't

:12:57. > :13:00.feel safe at all because there was really no...

:13:01. > :13:05.There was nobody armed to protect the room of people.

:13:06. > :13:08.And for better or for worse, I left the room and I said,

:13:09. > :13:14.They gave me a key and I came upstairs.

:13:15. > :13:17.Because I figured I would rather be one person in hundreds of rooms

:13:18. > :13:22.As I can see everybody across at the other hotel,

:13:23. > :13:31.everybody is just watching out of their window, watching, what now?

:13:32. > :13:36.We are going to keep you up-to-date on what is happening in Barcelona.

:14:14. > :14:17.is supposed to arrive, but people are going hungry and they do not

:14:18. > :14:21.have sheltered. I'm with somebody from the community who was affected

:14:22. > :14:25.by this disaster. Your name is Francis, sir. What does your

:14:26. > :14:37.community need? We need shelter. We need shelter, food, community and

:14:38. > :14:45.government. Everything has washed away. Some of us escapes, we managed

:14:46. > :14:50.to escape. Has any assistance got through? There has been a trickle of

:14:51. > :14:55.assistance, but not enough? We have assistance, but not enough. Because

:14:56. > :15:00.we are too many. Too many, but still, we have enough in this

:15:01. > :15:03.community, we have nowhere to go now, we don't have sheltered, I

:15:04. > :15:07.don't think we will also arrive. I don't know what we will do. Please,

:15:08. > :15:09.we are begging the governments, NGOs, other bodies to help us. If

:15:10. > :15:23.not... I don't know. I don't this is a community that needs more

:15:24. > :15:27.resistance. I saw dozens of families living in a unfinished home. People

:15:28. > :15:29.don't have sheltered, many are going hungry, and they say their own

:15:30. > :15:34.government, as well as others, are standing by.

:16:33. > :16:38.killed in Barcelona in Spain when a van drove into a crowded forest

:16:39. > :16:46.area. I want to just -- crowded tourist area. We have got the BBC

:17:17. > :17:20.are across all of the news sources. We have had this from the Foreign

:17:21. > :17:24.Minister of Belgium. Among the 13 who died it is believed one Belgian

:17:25. > :17:29.national was killed in this van attack. The Prime Minister, Mariano

:17:30. > :17:33.Rajoy, has said he is en route to Barcelona and he will coordinate

:17:34. > :17:36.efforts to reinforce security. There is not only an investigation going

:17:37. > :17:39.on, people ask Ed, they are very worried about what is happening

:17:40. > :17:46.there and what could still happen -- people are worried. Former Spain

:17:47. > :17:52.correspondent Tom Ridge, for people who are just joining us, I have said

:17:53. > :17:57.that 13 people dead and 50 hospitalised. But we have got a

:17:58. > :17:59.number of different stories? So, the main terrorist attack in Las

:18:00. > :18:04.Ramblas, such a crowded area this time of year. They are talking about

:18:05. > :18:12.90 people being affected, but we can say 80 in hospital. So 80 people

:18:13. > :18:17.injured, potentially. 15 of those in a serious condition. As you say, 13

:18:18. > :18:23.people dead. Police are saying they have so far arrested two people. One

:18:24. > :18:27.of them is this man called Driss Oukabir, who, according to Spanish

:18:28. > :18:32.media, rented the van. There is one confusing report of him claiming he

:18:33. > :18:39.handed himself in to the police and had his ID stolen. Let's see whether

:18:40. > :18:42.that is borne out to be true or not. The identity of the other person in

:18:43. > :18:49.police custody we are unclear about. Are we from Las Ramblas we have got

:18:50. > :18:53.Diagonal, a main avenue running through Barcelona, eight Avenue in

:18:54. > :18:57.terms of traffic there. Las Ramblas has traffic down the edge of it but

:18:58. > :19:03.it is a pedestrianised area. Diagonal, a car, hours after the

:19:04. > :19:06.official attack, it went through a police cordon or checkpoint which

:19:07. > :19:12.had been set up following the attack. That car was followed to an

:19:13. > :19:16.area outside of Barcelona west of the city by a couple of kilometres.

:19:17. > :19:20.According to Spanish media, there was a shoot out there and one

:19:21. > :19:24.suspect was killed. We are seeing live pictures from Barcelona now. If

:19:25. > :19:28.you are there, you are still in, you don't know what is happening,

:19:29. > :19:32.obviously there are still a lot of security around, Tom? Yes, the main

:19:33. > :19:37.tourism organisation there is saying about trying to find hotels for

:19:38. > :19:42.freak if people are basically stranded anywhere. There is a lot of

:19:43. > :19:47.lockdown in various parts of the city. I've been listening to Spanish

:19:48. > :19:53.radio. A huge police presence on the streets. Loads of tourists out for a

:19:54. > :19:57.night in the city on holiday, caught up. The height of the summer season.

:19:58. > :20:02.Barcelona is alive at this time of year. It is a great city, I'm sure

:20:03. > :20:06.loads of people know it. It's got a really great and Brazil. Las Ramblas

:20:07. > :20:09.is one of the hotspots. It does appear that that has been targeted

:20:10. > :20:15.deliberately -- it is a really great area. I have discussed this early in

:20:16. > :20:20.the programme, what can be done, can it? Ultimately up until now we only

:20:21. > :20:25.have confirmed that the only weapon in this attack at the moment is a

:20:26. > :20:29.van that was rented. You know, and that is the headache for the

:20:30. > :20:32.security services. After geese and Westminster Bridge, you know, in

:20:33. > :20:40.Brussels, we have always had this, is Asian -- after Nice. -- we have

:20:41. > :20:43.always had this conversation. This is the headache for the

:20:44. > :20:48.counterterrorist authorities. What the security services in Spain are

:20:49. > :20:52.trying to establish is the number of people who are involved in this

:20:53. > :20:55.attack. At the moment we have got two playbook in police custody, but

:20:56. > :20:59.you can't read into that too much at this stage -- two people. It could

:21:00. > :21:04.be that those people are released and found not to be connected with

:21:05. > :21:06.the attack. But, you know, there seems to be some anecdotal evidence

:21:07. > :21:12.that points towards more than one person involved. You know, we've got

:21:13. > :21:16.reports of the driver of the van fleeing the scene on foot. We've got

:21:17. > :21:19.this incident on the edge of Barcelona where one person is shot

:21:20. > :21:26.dead. We don't know whether that is the same person or not. We also have

:21:27. > :21:28.a van in thick, tens of kilometres outside of Barcelona, apparently

:21:29. > :21:33.being investigated as part of the attack -- this van in Vic. The

:21:34. > :21:36.information is coming from the Mayor of that town. There seems to be

:21:37. > :21:39.various strands of the investigation. The police in

:21:40. > :21:45.Barcelona and Catalonia saying their investigation is very much the lack

:21:46. > :21:48.of. Thanks, Tom, for keeping us up-to-date -- is very active. We

:21:53. > :21:56.you what we know and what we don't know. Even though we are going to

:21:57. > :21:59.give across the situation in Barcelona, we're going to get you

:22:05. > :22:06.Trump, Charlottesville, where the fallout from the violence in

:22:07. > :22:14.Virginia at the weekend continues will stop there was a tweet sent by

:22:15. > :22:18.Donald Trump today, which rubbed salt in the wounds reopened by the

:22:19. > :22:24.death and injuries in Virginia at the weekend. What he said was that

:22:25. > :22:31.it was that, in his words, to see the history and culture...

:22:32. > :22:37.For some people, that is an incendiary tweet, because Donald

:22:38. > :22:43.Trump is referring to the age-old debate over relics of the proslavery

:22:44. > :22:47.southern Confederacy, the side that was defeated in America's support

:22:48. > :22:51.war. That started the trouble in Charlottesville, an organised

:22:52. > :22:54.protest against the removal of the statue of a Confederate general.

:22:55. > :22:58.There are dozens more modern units like this around the United States.

:22:59. > :23:02.In fact, there is a map in the New York Times, this shows the location

:23:03. > :23:08.of some of them. The marks in red show you where statues have been

:23:09. > :23:13.removed from public grounds. The marks in grey showing where statues

:23:14. > :23:19.and monuments are due to be taken down, taken out of public sight. We

:23:20. > :23:22.can go to Anthony Zurcher, our correspondent in Washington.

:23:23. > :23:26.Anthony, I don't know if I've quite explain properly just how dramatic

:23:27. > :23:33.that tweet was, that fresh intervention from the president?

:23:34. > :23:38.Yes, as you mentioned, the removal of the statue was the reason for the

:23:39. > :23:43.march in Charlottesville on Saturday. It's why there was that

:23:44. > :23:51.torchlight parade of white nationalists, white supremacist, who

:23:52. > :23:58.were taunting, blood and soil, and "dues will not replace us". It led

:23:59. > :24:05.to violent protests and the death of one of the counter-productive. --

:24:06. > :24:08.one of the counter protesters. A few days later, Donald Trump essentially

:24:09. > :24:15.in Tost the reason for the march, the argument that the marchers were

:24:16. > :24:19.making. It is coming down with both feet on one side of this debate at a

:24:20. > :24:27.time when, as you mentioned, nerves are still very war. -- very raw. The

:24:28. > :24:30.bloodshed has only recently passed. It is a pretty remarkable action for

:24:31. > :24:34.a president usually at times like these, presidents and that you as

:24:35. > :24:39.some sort of a cohesive bonding of the wounds, bringing the nation

:24:40. > :24:42.together. That is not what Donald Trump is done here. It is a

:24:43. > :24:48.decidedly different way to respond to what they tragic national event.

:24:49. > :24:54.Anthony, I'm going to show our viewers with a minute left on this

:24:55. > :25:00.programme a tweet from sensitive Cullen -- representative Cullen, a

:25:01. > :25:03.Democratic politician, saying he will be introducing articles of

:25:04. > :25:08.impeachment against Donald Trump. He said there are no good Nas is all

:25:09. > :25:13.Klansmen. You expect the Democrats to be outraged, and is opposed since

:25:14. > :25:17.Republicans are in control of the house of Congress, that won't go

:25:18. > :25:22.very far, but it is symbolic and interesting. It is symbolic, but it

:25:23. > :25:28.is not going to get anywhere as long as there is no Bayern from the
