:00:32. > :00:37.shouted at everyone to just run and was a really loud crashing noise but
:00:38. > :00:41.I didn't stop to look back. It was just a kind of immediate stampede in
:00:42. > :00:46.the opposite direction. Catalan police are treating this as a terror
:00:47. > :00:50.attack. Two people have been arrested. They dismissed earlier
:00:51. > :01:05.reports that gunmen were holed up in a bar in the city.
:01:06. > :01:12.Welcome to Outside Source. We are continuing the BBC's live coverage
:01:13. > :01:16.of the terror attack in Spain, where a van has driven into crowds killing
:01:17. > :01:19.at least 13 people. This happened in Barcelona in the north-east of
:01:20. > :01:24.Spain, and we can take you into the city to show you exactly where it
:01:25. > :01:29.occurred. Down here, this is Las Ramblas, a real tourist hotspot in
:01:30. > :01:34.the city, and a white van mounted the pavement and drove apparently
:01:35. > :01:41.crazily at high speed into pedestrians. As we said, 13 have
:01:42. > :01:43.been killed and more than 80 others have been injured. According to
:01:44. > :01:49.police, what happened with the van was that it entered Las Ramblas at
:01:50. > :01:55.the top of the pedestrian zone here, came to a halt after driving at high
:01:56. > :01:59.speed about halfway down the pedestrian strip, and to give you an
:02:00. > :02:05.idea of how busy the area is, the picture just popped up there, and
:02:06. > :02:08.this was a picture taken just yesterday in Las Ramblas. It is very
:02:09. > :02:12.popular with tourists and the driver of the van would have known that.
:02:13. > :02:16.The police have confirmed on Twitter that they have arrested two people
:02:17. > :02:20.and they have also put as clear about reports about a hostage
:02:21. > :02:25.situation with gunmen. Police are saying that is not happening
:02:26. > :02:29.although there is an ongoing surveillance and security situation
:02:30. > :02:37.in the city. They have released one picture, a picture of a man called:
:02:38. > :02:46.Mac. He is understood to be in his 20s and of Moroccan birth. -- a man
:02:47. > :02:50.called Driss Oubakir. It is said he rented the van in the incident, an
:02:51. > :02:55.incident they are saying is a terrorist attack, and the police are
:02:56. > :03:00.saying this man is in custody. So more about him in the next few
:03:01. > :03:06.hours. We have been talking to eyewitnesses throughout the last few
:03:07. > :03:09.hours. Tom lives near to where the attack happened and talk to us about
:03:10. > :03:18.what he saw in the minutes that followed that attack. I had left my
:03:19. > :03:26.flat and I was walking up to Las Ramblas in order to go to a metro
:03:27. > :03:31.station. When I was about a few minutes from the end of my road, I
:03:32. > :03:34.heard the screams and a couple of crashes and I'm guessing that was
:03:35. > :03:38.the moment when the van had mounted the pavement and probably knocked
:03:39. > :03:43.over... You know, there are all kinds of stalls and that kind of
:03:44. > :03:50.thing. That's when I saw the crowds parting because there was a massive
:03:51. > :03:54.group of people on the road itself, and there were people passing, and
:03:55. > :03:58.that's when I saw the van going at full speed down the middle of Las
:03:59. > :04:02.Ramblas, and when I saw the fact that it wasn't slowing down, that's
:04:03. > :04:08.when I realised that, yes, there was something obviously very, very
:04:09. > :04:13.wrong. As soon as I saw the velocity of it, I thought, my God, this is an
:04:14. > :04:20.attack, it's not just a van that was slightly out of control. Everybody
:04:21. > :04:25.was running into the shops, the bars, everyone put their shutters
:04:26. > :04:31.down. Armed police have cordoned off my road entirely. It's always packed
:04:32. > :04:36.in summer in Barcelona. It is the ultimate tourist attraction. It's
:04:37. > :04:42.are walking pace down Las Ramblas because it's always so busy. -- it
:04:43. > :04:49.is always hard looking at pace down Las Ramblas. When I moved here it
:04:50. > :04:56.was one of those things that I thought, at least they don't have
:04:57. > :05:01.terrorism in Spain. Apart from ETA. But it is such a happy place,
:05:02. > :05:07.Barcelona. And for this kind of thing to happen is in contrast so
:05:08. > :05:12.much of what the city stands for. We can talk to Guide, who is monitoring
:05:13. > :05:17.events from Madrid. Our eyewitness there said Barcelona is such a happy
:05:18. > :05:21.place and those who commit terrorist attacks like this, they tend to
:05:22. > :05:25.commit the lively, thriving cities, whether you are talking about
:05:26. > :05:30.London, Manchester, Paris, and now Barcelona. Yes, it has the
:05:31. > :05:35.reputation and to such a big draw to tourists for that reason. Ironically
:05:36. > :05:38.there has been a big debate recently about whether or not Barcelona is
:05:39. > :05:42.drawing too many tourists, whether it had become too much of a tourist
:05:43. > :05:46.hub, and some people were worried it was losing its identity for that
:05:47. > :05:55.reason, but, guess, it draws millions of people every year and
:05:56. > :05:59.that central area in Barcelona around Placa de Catalunya and the
:06:00. > :06:05.Las Ramblas Boulevard, which is connected to the Placa de Catalunya,
:06:06. > :06:08.where the attack took place, that is possibly the first place tourists
:06:09. > :06:12.head to when they go to Barcelona. It is very famous in the
:06:13. > :06:16.architecture around there is well known, so they had there and it is
:06:17. > :06:20.always full up, particularly in the summer months. It is always heaving
:06:21. > :06:25.in July and August, so it would seem to be perhaps the logical place for
:06:26. > :06:31.a terrorist attack to take place. That might explain why we saw such a
:06:32. > :06:34.swift response from the police and the medical crews after the attack,
:06:35. > :06:40.that they were perhaps ready for this. You could say police forces
:06:41. > :06:44.across Europe are on alert for this kind of incident but what would you
:06:45. > :06:50.say about security levels in Spain Germany? Spain hasn't had a
:06:51. > :06:58.terrorist attack since 2004. In Spain generally? Since that attack
:06:59. > :07:06.in Madrid on the capital. Since then, the authorities have clamped
:07:07. > :07:12.down on terrorist activity. That attack came as a huge shock in 2004.
:07:13. > :07:16.They weren't prepared for it. They had handled the Basque separatists
:07:17. > :07:20.of ETA for many years but they weren't used to this new terrorism.
:07:21. > :07:24.They've now had more than a decade to get used to that. They have made
:07:25. > :07:30.dozens of arrests of suspected jihadistss. They have tightened
:07:31. > :07:35.security with Morocco in the south, to try to tighten up their
:07:36. > :07:39.anti-terror actions, and so they feel that in that sense, things are
:07:40. > :07:44.much more under control than they were perhaps a few years ago. But at
:07:45. > :07:50.the same time, they know they can't stop an attack like this happening
:07:51. > :07:55.necessarily, no matter how heavily patrolled the streets are, how much
:07:56. > :08:00.the intelligence knows, how much intelligence they have, and there
:08:01. > :08:04.are too many places in Spain where there are lots of people out on the
:08:05. > :08:08.streets, with these pedestrianised areas that are near roads, where
:08:09. > :08:14.cars can mount the pavements. It's a very difficult task for the security
:08:15. > :08:20.forces. You talked about the devastating attack back in 2004. I
:08:21. > :08:23.was at a railway station that night and there was a huge amount of
:08:24. > :08:28.confusion about what had happened and who had done it. And I suppose
:08:29. > :08:34.one of the lessons that has been learned is a great deal of caution
:08:35. > :08:42.about claims and speculation as to who could be responsible. Well,
:08:43. > :08:45.that's right. So-called Islamic State has apparently issued a
:08:46. > :08:50.statement taking responsibility for this attack but that, as ever, is
:08:51. > :08:54.being treated with caution. The authorities have not verified that
:08:55. > :09:02.claim and I think frankly at the moment, they are just responding to
:09:03. > :09:07.the crisis of the latest unfolding events rather than talking about who
:09:08. > :09:12.carried this out yet. But I'm sure in the coming days, we will hear
:09:13. > :09:16.more about that and more about intelligence and who might be behind
:09:17. > :09:24.this, whether it is so-called Islamic State or somebody supposedly
:09:25. > :09:27.working for them or elsewhere, but inevitably there is a huge amount of
:09:28. > :09:33.confusion in the wake of an attack like this. As you say, in 2004, I
:09:34. > :09:36.was here for that attack and it was enormously confusing. Nobody really
:09:37. > :09:40.knew who had carried it out and the events surrounding it were confusing
:09:41. > :09:48.as well. Today we have seen a similar picture, really. Guy in
:09:49. > :09:51.Madrid, thank you. We're being honest on the BBC here about what we
:09:52. > :09:55.don't know as well as what we do know, bringing you up-to-date on the
:09:56. > :10:00.facts and what the police are trying to piece together. By saying there
:10:01. > :10:02.there is an ongoing security situation before we even get to the
:10:03. > :10:08.question of who was behind the attack and how big a network that
:10:09. > :10:13.could have been or otherwise. -- our correspondent saying there. We are
:10:14. > :10:14.also keeping you up-to-date with other stories around the world

:10:55. > :10:58.hungry. I would somebody from the community who was affected by this

:11:11. > :11:15.shelter. We need shelter, food from the community and the government.
:11:16. > :11:22.Everything we have been given has been washed away. Some of us managed
:11:23. > :11:26.to escape. Has any assistance got through? There has been a trickle
:11:27. > :11:31.but not enough. We are having assistance but not enough because we
:11:32. > :11:38.are too many. Too many have gone but still we are enough in this
:11:39. > :11:42.community. We have nowhere to go now and if we don't have shelter I don't
:11:43. > :11:45.think we will survive. I don't know what to do, so, please, we're
:11:46. > :11:53.begging the government and other bodies to help us. If not... Thank
:11:54. > :11:58.you, Francis. We have a powerful message there. This is a community
:11:59. > :12:01.that needs more assistance. I saw dozens of families living in an
:12:02. > :12:05.unfinished home. People don't have shelter and many are going hungry,
:12:06. > :12:13.and they say their own government as well as others must do more.
:12:14. > :12:17.Police in the Philippines say they've killed another 26 suspected
:12:18. > :12:23.drug dealers and arrested hundreds more in operations ordered by the
:12:24. > :12:27.President. The latest deaths mean at least 58 people have been killed in
:12:28. > :12:36.the past three days as the country's war on drugs intensifies.

:12:43. > :12:49.vengeance. As so often before, the police say they fired in
:12:50. > :12:53.self-defence. As we arrived here in San Pedro, this police officer
:12:54. > :12:59.explained two shot at and for their offices. That's why they were
:13:00. > :13:03.killed. The police are calling this a one-time big-time anti-drugs and
:13:04. > :13:10.crime operation. Another like it the night before killed 32 people. As
:13:11. > :13:16.before, these killings occurred in poor neighbourhoods, the focus of
:13:17. > :13:20.the drug war from the start. The president was forced to suspend the
:13:21. > :13:24.campaign back in February after police officers were found to have
:13:25. > :13:30.murdered a Korean businessman. But he offered no apology for restarting
:13:31. > :13:37.it. TRANSLATION: The 32 who died, that's
:13:38. > :13:47.good. If we could kill 32 every day, maybe we could fix this country.
:13:48. > :13:52.When he launched his drug war last year, the president promised to end
:13:53. > :13:56.the problem within three to six months. He now says he was

:15:48. > :15:51.President, as the French know only too well what it is like to be
:15:52. > :15:56.attacked by terror. We love you, we are with you, by your side. This is
:15:57. > :15:59.the message coming from Barcelona and the Catalan government, saying,
:16:00. > :16:04.all of us will join together to defeat those who use violence.
:16:05. > :16:07.Barcelona is a city of peace. Tom Burridge was telling us earlier that
:16:08. > :16:10.there will be a minute's silence at noon tomorrow and the local
:16:11. > :16:17.government is saying to everyone, don't be scared, come out on the
:16:18. > :16:21.streets and show them. We have pictures of the van we
:16:22. > :16:26.believe was used in the Barcelona attack. As you can see, it is
:16:27. > :16:32.surrounded by police and I think if we get in a bit closer we might be
:16:33. > :16:37.able to see the van is significantly damaged, the front of the van. We
:16:38. > :16:41.know it entered Las Ramblas from the north, stopped halfway down the
:16:42. > :16:47.tourist strip after weaving through at some speed, and that area, as you
:16:48. > :16:49.would expect, is in with heavy police presence as the
:16:50. > :17:00.investigations continue. Edit earlier I spoke to BBC Persian.
:17:01. > :17:06.-- a bit earlier. He told me what it is like there tonight.
:17:07. > :17:10.The crowd were being directed out of this area up until about ten minutes
:17:11. > :17:14.ago. It shows you what a massive population was in that area, because
:17:15. > :17:18.as we know, it is one of the most visited parts of Barcelona, but
:17:19. > :17:23.panic still continues to be the mood, because a few minutes ago,
:17:24. > :17:27.crowds got scared of something, we don't know what, and they started
:17:28. > :17:31.running, and then behind them were police officers with guns right
:17:32. > :17:35.behind me, following, chasing, as if there was somebody in that crowd
:17:36. > :17:39.that they wanted to arrest. Then everybody dissipated. It was unclear
:17:40. > :17:44.where it all started. It just gives you a sense of how worried the
:17:45. > :17:49.population is and how word gets out that something is happening and it
:17:50. > :17:55.might be a mistake, but it creates panic. So there are choppers
:17:56. > :18:00.overhead in the last few hours, and, as you said, right bind here is the
:18:01. > :18:04.centre where it all happened and there are images of police with big
:18:05. > :18:08.guns, long guns going street to street, especially in the old part
:18:09. > :18:14.of Barcelona, which is the other end of Las Ramblas, and chasing, making
:18:15. > :18:21.sure every house, restaurant, making sure the person they are chasing is
:18:22. > :18:24.not there, and continuing the search now, we have reports that one has
:18:25. > :18:29.been arrested and one has been killed. It is unclear which is the
:18:30. > :18:33.case. Nevertheless, the city of Barcelona, where I was seven hours
:18:34. > :18:39.ago, the place where the attack happened, has changed drastically in
:18:40. > :18:43.the last few hours, with panic, and many just waiting to see when it
:18:44. > :18:48.will wrap up, so they can go back to normal. Many cannot reach their
:18:49. > :18:55.hotels because it is in a cordoned area. Many of the hotels are on the
:18:56. > :19:01.boulevard where this all happened of Las Ramblas, so it is affecting many
:19:02. > :19:05.tourists as well. The area has been cordoned off for the crowds. As
:19:06. > :19:08.you've been talking, I've heard the sirens behind you and seen the blue
:19:09. > :19:14.flashing lights go by. We only have one name released so far by the
:19:15. > :19:19.police - Driss Oubakir - who they say rented the van involved, but
:19:20. > :19:22.just remind us, in the last few hours, many in the city have been
:19:23. > :19:27.terribly frightened because there were rumours about gun men and a
:19:28. > :19:33.possible hostage. Many. In fact many people saying a hostage crisis was
:19:34. > :19:37.happening in a restaurant, it is ongoing, they have big guns, there
:19:38. > :19:43.are two of them. None of this has turned out to be true, so as you can
:19:44. > :19:48.imagine with a situation like this, word of mouth, social media, things
:19:49. > :19:52.get out and they are not true, they are unconfirmed, and it creates more
:19:53. > :19:58.fear in the population, and you couple that with the pictures that
:19:59. > :20:02.were released and many have seen them, very horrifying images of
:20:03. > :20:07.people on the ground bleeding, some seemed to be unconscious, exactly in
:20:08. > :20:13.the middle of Las Ramblas, where thousands of people walk by, they
:20:14. > :20:16.know this part, so that adds to the feeling and the reality that this
:20:17. > :20:19.might be an ongoing situation that has not ended and there is a
:20:20. > :20:24.possibility of something else happening, hence this crowd that
:20:25. > :20:28.just ran across the street a few minutes ago very much panicked, not
:20:29. > :20:30.knowing why they were running, but they were running because somebody
:20:31. > :20:38.said something and everybody followed.
:20:39. > :20:42.Our correspondent speaking to us from Barcelona very close to where
:20:43. > :20:45.the attack happened. The Spanish minister of the interior has said
:20:46. > :20:49.the death toll may rise. At the moment we are saying 13 have been
:20:50. > :20:55.killed. That could rise. We're staying across that story for you.
:20:56. > :21:00.One of the story I want to bring new on Outside Source, and that is from
:21:01. > :21:05.North Korea. Steve Barron, the White House chief strategist, mentioned in
:21:06. > :21:10.an interview in a magazine earlier today that, as he put it, there is
:21:11. > :21:15.no military solution to North Korea's nuclear threats. Forget it!
:21:16. > :21:20.That is some thinking in the White House. You can imagine that didn't
:21:21. > :21:33.go down very well with Joseph Dunford, the top US military
:21:34. > :21:37.official. This was his reaction. You can imagine he might be particularly
:21:38. > :21:40.frustrated as he happens to be in China at the moment trying to
:21:41. > :21:45.develop some sort of military option. Let's also think about
:21:46. > :21:49.what's happening in South Korea, because that's where the country's
:21:50. > :21:53.new president used the occasion of his first 100 days in office to
:21:54. > :21:59.comment on this very intense situation yet again.
:22:00. > :22:03.TRANSLATION: There cannot be a second war in the Korean Peninsula,
:22:04. > :22:07.I can guarantee that. After the Korean War, all the people of the
:22:08. > :22:13.nation worked very hard to build the nation and war cannot happen on the
:22:14. > :22:19.Korean Peninsula. Let's bring you this analysis. I
:22:20. > :22:24.think this was a political event very much aimed at the domestic
:22:25. > :22:27.audience. He is only 102 days into office but there's no doubt he is
:22:28. > :22:32.doing all he can to dampen down the tension after what has been an
:22:33. > :22:34.incendiary week with comments coming from President Trump and United
:22:35. > :22:38.States. He is not just confident there won't be another war, he said
:22:39. > :22:42.he can guarantee there won't be another war on this peninsular. Now,
:22:43. > :22:47.that's not surprising, because he in particular is a man who was elected
:22:48. > :22:52.with a much more conciliatory tone towards the North. He has talked
:22:53. > :22:55.about expanding the diplomatic effort and about reuniting families
:22:56. > :23:00.and trying to reunify at some point the whole of this peninsular. In
:23:01. > :23:04.terms of Donald Trump, well, I think it was interesting because he said
:23:05. > :23:09.he doesn't think the US president intends to use military action here.
:23:10. > :23:13.He also repeated his assertion that there can't be any military action
:23:14. > :23:17.on this peninsular without South Korea's OK. In fact, he went a bit
:23:18. > :23:22.further. He said Donald Trump had told him he would seek and get South
:23:23. > :23:26.Korea's approval if the US did want to take any military action.
:23:27. > :23:30.Let me bring you up-to-date with what is happening in Barcelona.
:23:31. > :23:33.There has just been a news conference with the Ministry of the
:23:34. > :23:38.two are now saying there are more than 100 people injured from the
:23:39. > :23:46.Barcelona van attack. -- ministry of the interior. 13 people dead but

:23:51. > :23:54.associate at the Barcelona centre for international affairs. I would
:23:55. > :24:06.like to know your thoughts on this attack. Well, my thought is that
:24:07. > :24:12.this attack in Barcelona follows a series of attacks in Europe where
:24:13. > :24:18.large cities have been attacked as symbols by Isis or by Isis-inspired
:24:19. > :24:23.militants. We don't really know if there is a connection with Isis but
:24:24. > :24:30.we know individuals have carried out these attacks with very little
:24:31. > :24:35.technology and they have been inspired by Islamic State or Daesh.
