:00:30. > :00:34.are dead. He looked as if he was going from left to right, hitting
:00:35. > :00:38.people with a little stands. There were people shopping, basically, and
:00:39. > :00:42.people were screaming and running. Catalan police say this was a terror
:00:43. > :00:48.attack. With the past few minutes they say two people have been
:00:49. > :00:59.arrested. -- within the past two minutes.
:01:00. > :01:04.Welcome to Outside Source. We are continuing our live coverage of the
:01:05. > :01:09.terror attack in Spain, where a van has driven into crowds killing at
:01:10. > :01:14.least 12 or 13 people. To recap what we know, this happened in Barcelona
:01:15. > :01:18.in the north-east of Spain, and in fact, if I take you into the city,
:01:19. > :01:23.we can show you the area involved. Those of you who have been there
:01:24. > :01:28.will know that Las Ramblas is a real tourist hotspot, always very busy. A
:01:29. > :01:34.white van mounted the pavement and drove into pedestrians. We believe
:01:35. > :01:37.13 have been killed, more than 50 others injured. According to police,
:01:38. > :01:42.this is how it happened. The van entered an area at the top of the
:01:43. > :01:46.strip from the north side and careered down at speed coming to
:01:47. > :01:52.about halfway down the strip of Las Ramblas. To give you an idea of how
:01:53. > :01:57.busy this area always is, here is a picture from its just yesterday.
:01:58. > :02:01.Packed with residents and tourists. On Twitter they have confirmed they
:02:02. > :02:04.have arrested one person. They've also said that despite the reports
:02:05. > :02:10.that so frightened people in the city over the last few hours, there
:02:11. > :02:17.are no other gunmen in a bar and no hostage situation. Another fact we
:02:18. > :02:23.can bring you that -- that we can bring you - this man rented the van
:02:24. > :02:29.involved in the incident, Driss Oubakir. This has officially been
:02:30. > :02:34.named a terrorist attack. I just want to bring you some of the
:02:35. > :02:40.reaction coming in. Barack Obama, the former US president, of course -
:02:41. > :02:48.Michelle and I are thinking of the victims. Americans will always stand
:02:49. > :02:52.with our Spanish friends. The government and people of Ireland
:02:53. > :02:58.stand with the people of Barcelona. We offer sympathy, solidarity and
:02:59. > :03:02.support. Emmanuel Macron. Of course France has seen so much terror in
:03:03. > :03:08.the last few years. Solidarity with Barcelona and we stand with you. We
:03:09. > :03:11.are by your side. The Catalan government, we have referred to them
:03:12. > :03:17.already saying all of us will join together to defeat the violence.
:03:18. > :03:21.Barcelona is a city of peace. I was telling you just a minute ago that
:03:22. > :03:25.in Las Ramblas there are always foreign tourists. It is very
:03:26. > :03:31.popular, a very busy area, and the driver of the value exactly what he
:03:32. > :03:38.was doing when he there. -- the driver of the van knew exactly what
:03:39. > :03:48.he was doing. One witness told us what she saw. We were in a market
:03:49. > :03:54.which is on Las Ramblas and we were about to go back onto the Main
:03:55. > :03:58.Street. We stopped to look at some cakes in the bakery and suddenly
:03:59. > :04:02.there was screaming and hundreds of people just swarmed towards the
:04:03. > :04:08.screaming, and running and lots of confusion. We ran into the bakery
:04:09. > :04:12.and ran upstairs to hide. As we looked out the window people were
:04:13. > :04:16.still running through the market. There were hundreds and hundreds of
:04:17. > :04:20.people running through the market. Shutters were coming down. Lots of
:04:21. > :04:25.screaming and running. Then we waited a few minutes for things to
:04:26. > :04:30.come down and we were told we could go out, so we went back out into the
:04:31. > :04:35.market and a second wave hit, and we were told it wasn't safe, we had to
:04:36. > :04:40.get back inside. The police swept through the market with guns, and
:04:41. > :04:43.from where we were, we could see through the market, and there were
:04:44. > :04:48.about seven police officers with guns rounding around a doorway, and
:04:49. > :04:52.that's the point when we just hid under the table upstairs in the
:04:53. > :04:57.bakery and we just waited to hear. There was a woman waiting with us
:04:58. > :05:02.saying she had one off Las Ramblas and she had heard gunshots. We were
:05:03. > :05:06.there for about 40 minutes, I think, hiding, and then we were told it was
:05:07. > :05:12.safe to come out but we must move away from the area. I am just into
:05:13. > :05:17.bring you some more news coming in. This is very much developing. Two
:05:18. > :05:22.people have been arrested after the attack. This seems to have been
:05:23. > :05:27.related to what happened. The van going down Las Ramblas, the Catalan
:05:28. > :05:31.police confirming a driver ran into two policeman at a Barcelona
:05:32. > :05:37.checkpoint earlier on Thursday. This appeared to happen at a street
:05:38. > :05:41.nearby, a main thoroughfare, so we will learn more about that and it
:05:42. > :05:48.might be that that is how the driver was trying to get away. The Spanish
:05:49. > :05:52.Prime Minister, Mariano Rajoy con is on his way to Barcelona, and we have
:05:53. > :05:57.heard from the Russian president calling for the world to unite in an
:05:58. > :06:02.uncompromising battle against the forces of terror. That coming from
:06:03. > :06:07.the Kremlin. Something else I should tell you, although I am just going
:06:08. > :06:14.to tell you this has just popped up on the BBC Live page online.
:06:15. > :06:21.So-called Islamic State are claiming responsibility. That is a claim
:06:22. > :06:29.being made by the IS-linked news page. I'm not going to give that
:06:30. > :06:33.credibility. But no further claims of responsibility. For the time
:06:34. > :06:37.being, that's get you more from the ground about what is happening in
:06:38. > :06:43.Barcelona because the situation is not entirely calm and a lot of
:06:44. > :06:49.people, a lot of nerves on edge. Guy, can you tell us what you know
:06:50. > :06:54.about the situation now? I am in the capital, Madrid, at the moment. I
:06:55. > :06:58.have been following events from Madrid rather than in Barcelona. But
:06:59. > :07:07.what I can say is there is a great deal of confusion and we've also
:07:08. > :07:11.been hearing conflicting numbers of people killed, the injuries. We've
:07:12. > :07:17.heard from the Catalan regional premiere, who confirmed that figure
:07:18. > :07:22.of 13 killed. 80 people injured, he said. Several of those are serious.
:07:23. > :07:28.The latest reports we've heard from some media are that a suspect was
:07:29. > :07:37.killed in a shoot out with police after running over that police man
:07:38. > :07:39.in a control point. But a great deal of confusion and we are waiting for
:07:40. > :07:45.further confirmation from authorities. I just refer to a claim
:07:46. > :07:49.of responsibility that seems to have popped up possibly from the
:07:50. > :07:53.so-called Islamic State. We don't know yet but there must be a lot
:07:54. > :08:04.being said in Spain by politicians and the media about who this could
:08:05. > :08:08.have been. Yes, on the part of police there was some caution when
:08:09. > :08:13.the attack took place regarding whether it was a terrorist attack or
:08:14. > :08:18.not. They quite soon confirmed that it was. But in terms of authorship,
:08:19. > :08:25.we haven't heard any theories being spoken about by the authorities or
:08:26. > :08:28.by the police yet. I think, yes, it is important to say we don't know.
:08:29. > :08:32.The police haven't said anything about this and the government hasn't
:08:33. > :08:38.said anything about this yet. I take what you say about the fact that you
:08:39. > :08:43.are monitoring this from Madrid. I presume in Madrid 's security will
:08:44. > :08:46.be pretty tight, because with situations and events like this, you
:08:47. > :08:52.don't know whether there will be anything related unfolding. Exactly.
:08:53. > :08:58.That's right. I think even in Madrid, people have been rather
:08:59. > :09:05.nervous about events unfolding in Barcelona. In the last year or two
:09:06. > :09:10.we have seen a heavy police presence on the streets and in airports and
:09:11. > :09:14.in railway stations, particularly in the summer months, when there are
:09:15. > :09:17.lots of people out on the streets. We've seen a big armed police
:09:18. > :09:21.presence already so it seems to be something they are prepared for.
:09:22. > :09:26.Both in Madrid and Barcelona and other cities across Spain. So
:09:27. > :09:31.obviously people are nervous and they've been following the events in
:09:32. > :09:38.Barcelona is very closely. Many people here in Madrid. Thank you for
:09:39. > :09:42.bringing us up to date and monitoring the situation in Madrid
:09:43. > :09:46.for us, what is being said in Spain about this. If you are just joining
:09:47. > :09:50.us, I want to remind you of our main story. A van has driven into crowds
:09:51. > :09:56.killing 12 or 13 people in Barcelona, Spain, and injuring 50 at
:09:57. > :09:59.least. Tom Markwell is a tourist from New Orleans who had just
:10:00. > :10:05.arrived in the city when the attack began unfolding in front of him.
:10:06. > :10:13.This is what he saw. This afternoon, I came in on a flight and I was in a
:10:14. > :10:14.taxi just turning onto Las Ramblas and maybe just a block and a half
:10:15. > :10:20.from my hotel. I was just looking at the boulevard,
:10:21. > :10:23.from the back of the taxi. And then I heard this group
:10:24. > :10:26.of people scream at the same time. And you just don't think
:10:27. > :10:30.of this, naturally. And then I looked to my left,
:10:31. > :10:35.and I saw a white van with its front At first I thought it must be
:10:36. > :10:47.somebody just working and driving, Then I realised he was
:10:48. > :10:50.going entirely too fast. It looked to me as if he was
:10:51. > :10:53.going left-to-right, There were people
:10:54. > :10:56.shopping, basically. And all of a sudden people were just
:10:57. > :10:59.screaming and running. We knew immediately,
:11:00. > :11:06.you know, naturally, what was happening and what was
:11:07. > :11:09.going on at that moment. And my taxi driver just started
:11:10. > :11:14.saying, oh my God, oh my God. And then we just turned
:11:15. > :11:25.right around the corner, And then everyone was running
:11:26. > :11:33.into any space, of course, And they were coming
:11:34. > :11:40.into the hotel and screaming. Interestingly, I turned around
:11:41. > :11:42.and they were starting And that was when the hotel staff
:11:43. > :11:46.put me behind the front They got all of us
:11:47. > :12:04.together into a ballroom, just in the entrance
:12:05. > :12:06.of the hotel, which to me didn't feel safe at all because
:12:07. > :12:09.there was really no... There was nobody armed
:12:10. > :12:11.to protect the room of people. And for better or for worse,
:12:12. > :12:14.I left the room and I said, They gave me a key
:12:15. > :12:18.and I came upstairs. I figured I would rather be one
:12:19. > :12:21.person in hundreds of rooms As I can see everybody
:12:22. > :12:28.across at the other hotel, everybody is just watching out
:12:29. > :12:40.of their window, watching, what now? Tom Markwell, one of those witnesses
:12:41. > :12:45.who gave us his time and account of what happened. You can hear the
:12:46. > :12:49.shakiness in his voice there, and no wonder. With me again our
:12:50. > :12:52.correspondent Tom Burridge. You are staying on top of this story and the
:12:53. > :12:56.figures are changing. What is the latest? There are two different
:12:57. > :13:02.figures for the number of people who have died. It is either 12 or 13
:13:03. > :13:08.people dead. I think the latest figure seems to be 12. That is the
:13:09. > :13:11.one most Spanish news sources are giving and that comes from the
:13:12. > :13:19.Catalan government in the last hour or so. And some injured, some
:13:20. > :13:24.seriously? Yes, it can be anybody affected, so some traumatised in the
:13:25. > :13:28.area. They are talking about 80 people in hospital injured and 15 of
:13:29. > :13:31.those in a very serious condition. I've seen a couple of videos which
:13:32. > :13:37.have been sent from journalist colleagues in Spain, too graphic to
:13:38. > :13:40.show. It is really, really shocking what has happened. A lot of people
:13:41. > :13:45.clearly seriously injured. Including some children. So it is an
:13:46. > :13:53.absolutely horrible scene. Going onto the investigation, at the
:13:54. > :13:57.moment, Mossos, that is the Catalan police force, they have tweeted and
:13:58. > :14:04.confirmed this line is that a driver ran down two Mossos police officers
:14:05. > :14:09.at a police control in Barcelona. We believe that was on Diagonal, and
:14:10. > :14:15.they are saying that seem to be the case. They then located the suspect,
:14:16. > :14:19.the driver of that vehicle, in Sant Just Desvern, which is just west of
:14:20. > :14:24.the city, a couple of kilometres outside of Barcelona, and according
:14:25. > :14:27.to lots of reports on the Spanish media, trustworthy sources, there
:14:28. > :14:34.was a shoot out and one suspect has been killed. Aside from that, there
:14:35. > :14:37.are two people, coming from official information, this, coming from
:14:38. > :14:42.police custody, one of them being the man who rented the fan who ran
:14:43. > :14:49.people down on that area so popular with tourists in central Barcelona,
:14:50. > :14:53.Las Ramblas. -- who rented the van. So the running on police and the
:14:54. > :15:03.shoot out, it is not necessarily the case this was the van or the driver
:15:04. > :15:06.who shot down... We just don't know. There are reports of the van driver
:15:07. > :15:11.fleeing the scene on foot. Then there were these very confusing
:15:12. > :15:18.reports which have definitely been ruled out now about people held up
:15:19. > :15:24.in a bar, but that information seems to be incorrect. But a vehicle after
:15:25. > :15:27.the incident, possibly a few hours as a rough time scale, went through
:15:28. > :15:32.a police control, police followed the vehicle to the edge of Barcelona
:15:33. > :15:38.and there was a shoot out and the police are saying one suspect has
:15:39. > :15:42.definitely been killed. So one van involved or two vehicles. You have
:15:43. > :15:48.also been following what has been happening in Vic. We should treat
:15:49. > :15:53.this with a lot of caution at the moment but coming from a fairly
:15:54. > :15:57.decent source, the mayor of the town. It is about ten climate is
:15:58. > :16:04.outside of Barcelona and a fairly quiet place on an average day. --
:16:05. > :16:09.ten kilometres. According to the mayor it is being considered as part
:16:10. > :16:13.of the investigation for now. As time goes on, it could be that is
:16:14. > :16:19.ruled out because at this stage, the police are inevitably following
:16:20. > :16:26.every single reed and taking nothing for granted and taking no chances.
:16:27. > :16:30.Barcelona, we're hearing some Spanish journalists on the ground,
:16:31. > :16:33.Spanish radio, the city is really in lockdown and there is a heavy police
:16:34. > :16:39.presence, a lot of police controls and nervousness. Tourists and locals
:16:40. > :16:46.across the city in bars devastated about what has happened. There is
:16:47. > :16:49.going to be a minute's silence in Plaza Catalunya, just up from Las
:16:50. > :16:56.Ramblas, at 12pm local time tomorrow. The Mayoress has come out
:16:57. > :16:58.saying people should not be scared tomorrow. The people of Barcelona
:16:59. > :17:02.need to go back on the streets and show these people we are not scared.

:17:32. > :17:37.have killed another 26 suspected drug dealers and arrested dozens
:17:38. > :17:40.more and operations ordered by the president. The latest deaths mean at
:17:41. > :17:42.least 58 have been killed in the past three days as the country's war
:17:43. > :17:56.on drugs intensifies. One Knight, 26 dead. The war on
:17:57. > :18:02.drugs is back with a vengeance. As so often before, the police say they
:18:03. > :18:08.fired in self-defence. TRANSLATION: As we arrived, two men
:18:09. > :18:15.shot at and fought our officers. That's why they were killed. The
:18:16. > :18:18.police are calling this a one-time big-time anti-drugs and crime
:18:19. > :18:24.operation. Another like it the night before killed 32 people. As before,
:18:25. > :18:30.these killings occurred in poor neighbourhoods. The focus of the
:18:31. > :18:34.drug war from its start. The president was forced to suspend the
:18:35. > :18:38.campaign back in February after police officers were found to have
:18:39. > :18:47.murdered a Korean businessman. But he offered no apology for restarting
:18:48. > :18:53.it. TRANSLATION: 32 died. That's good.
:18:54. > :19:02.If we could kill 32 every day, maybe we could fix this country. When he
:19:03. > :19:06.launched his drugs war last year, the president promised to end the
:19:07. > :19:12.problem within 35 and six months. He now says he was over asked --
:19:13. > :19:19.overoptimistic. -- within three to six months. Even past the deadline,
:19:20. > :19:23.the killing goes on. And back to our main story. We are
:19:24. > :19:28.going to keep you updated with everything that is coming out of
:19:29. > :19:33.Barcelona, where we are now seeing 13 people have been killed, 50
:19:34. > :19:37.injured with a van ploughing through crowds of residents and tourists on
:19:38. > :19:42.Las Ramblas, that very popular area for residents and tourists in the
:19:43. > :19:47.heart of Barcelona. A lot of reaction coming from around the
:19:48. > :19:52.world. Just remind you, from the new president of France, Emmanuel
:19:53. > :19:57.Macron, with the French having suffered from terror attacks so much
:19:58. > :20:06.over the last few years. He says, solidarity with Barcelona. Barack
:20:07. > :20:10.Obama saying, Michelle and I thinking of the victims and their
:20:11. > :20:15.families. We will always stand with our Spanish friends. The current
:20:16. > :20:18.first Lady was very quick to say, our thoughts and prayers are with
:20:19. > :20:23.the people of Barcelona. Just to remind you what is happening
:20:24. > :20:29.there now. Still big security operations and a lot of fear on the
:20:30. > :20:36.ground. I've been talking to a correspondent from BBC Persia. The
:20:37. > :20:41.crowds were being directed out of this area up until maybe ten minutes
:20:42. > :20:46.ago. It just shows what a massive population was in that area,
:20:47. > :20:50.because, as we know, it is one of the most visited parts of Barcelona.
:20:51. > :20:55.Panic still continues to be the mood because a few minutes ago, a crowd
:20:56. > :20:59.got scared of something, we don't know what, and they started running,
:21:00. > :21:03.and behind there were police officers with guns just right behind
:21:04. > :21:07.me, following and chasing as if there was somebody in that crowd
:21:08. > :21:10.that they wanted to rest. Then everybody dissipated and wasn't
:21:11. > :21:16.clear where it all started. It just gives you a sense of how worried the
:21:17. > :21:20.population is. You know, how word gets out something is happening and
:21:21. > :21:27.it might be a mistake, but it creates panic. So there are choppers
:21:28. > :21:31.overhead in the last few hours, and, as you said, right behind here is
:21:32. > :21:36.the centre of where it all happened and there are images of police with
:21:37. > :21:40.big guns, long guns, going from street to street, especially in the
:21:41. > :21:47.old part of Barcelona, which is the other end of Las Ramblas, and
:21:48. > :21:50.chasing people and making sure every house and restaurant, making sure
:21:51. > :21:54.the person they are chasing is not there, and continuing the search. We
:21:55. > :21:58.now have reports at least one has been arrested and that one has been
:21:59. > :22:03.killed. It is not clear if this is the case. Nevertheless, the city of
:22:04. > :22:07.Barcelona, where I was seven hours ago, the place where the attack
:22:08. > :22:10.happened, has changed drastically in the last few hours, and it is just
:22:11. > :22:14.panic with many people waiting to see where it will all wrapped up,
:22:15. > :22:19.when it will all wrapped up, so they can go back to normal. Many cannot
:22:20. > :22:25.go back to their hotels because it is in a cordoned area. Many hotels
:22:26. > :22:27.are in Las Ramblas and on the boulevard where this happened, so
:22:28. > :22:33.it's affecting many tourists as well. It is ongoing with the
:22:34. > :22:39.investigation and the area that has been cordoned off for crowds. As you
:22:40. > :22:43.have been talking, I've heard the sirens and seen the blue flashing
:22:44. > :22:48.lights going by. We only have one name so far from the police, Driss
:22:49. > :22:52.Oubakir, who they say rented the van involved, but just remind us, in the
:22:53. > :22:56.last few hours, many in the city have been frightened because there
:22:57. > :23:03.were rumours about gun men, about a possible hostage. Many. In fact,
:23:04. > :23:07.many said hostage crisis was happening in a restaurant and it is
:23:08. > :23:12.ongoing and they have big guns, two of them. None of this has turned out
:23:13. > :23:16.to be true. So as you can imagine, a situation like this, not just word
:23:17. > :23:20.of mouth but on social media, things get out and they are not true and
:23:21. > :23:25.they are unconfirmed and it creates more fear in the population and you
:23:26. > :23:32.couple that with the pictures that were released and many have seen
:23:33. > :23:38.them. Very horrifying images of people on the ground bleeding, some
:23:39. > :23:40.seemed to be unconscious. Exactly in the middle of Las Ramblas, where
:23:41. > :23:47.thousands of people walk by, they know this spot, so that adds to the
:23:48. > :23:50.feeling and the reality that this might be an ongoing situation. It
:23:51. > :23:54.hasn't ended and there's the possibility of something else
:23:55. > :23:57.happening, hence this crowd that just ran across the street a few
:23:58. > :24:01.minutes ago very much panicked, not knowing why they were running but
:24:02. > :24:08.they were running because somebody said something and everybody
:24:09. > :24:11.followed. Our correspondent speaking to us from the scene on the edge of

:24:42. > :24:45.born in Morocco. There are reports of previous activities he could have
:24:46. > :24:49.been linked with -- linked with and we will try to flush that out. We
:24:50. > :24:58.will be talking with a security expert as well. -- we will try to
:24:59. > :25:02.expand that. One Belgian national is among the dead, according to the
:25:03. > :25:07.country's Foreign Minister. We also know two people have been arrested,
:25:08. > :25:11.according to the Catalan head. We will bring you all the key facts,
