:01:18. > :01:19.land again - in Louisiana. After devastating parts of Houston,

:01:20. > :01:22.it's been in the Gulf of Mexico, This is the projected

:01:23. > :01:39.path for the storm. Heading in an north-easterly

:01:40. > :01:42.direction through The Zorya, Tennessee and Kentucky.

:01:43. > :01:44.New Orleans should miss the worst of it -

:01:45. > :01:46.and the storm will lose intensity as it moves inland.

:01:47. > :01:49.The cities of Beaumont and Port Arthur received more

:01:50. > :01:53.than 20 inches of rain overnight and while the storm moves on -

:01:54. > :01:56.the heart of the story remains in Houston where

:01:57. > :02:04.Here's what the Texas governor said earlier.

:02:05. > :02:07.The rain that was received in the Harris County area has

:02:08. > :02:11.Now that rain has moved to the Beaumont region

:02:12. > :02:16.Approximately 15 inches of rain have already fallen in that area,

:02:17. > :02:22.The worst is not yet over for south-east Texas as far

:02:23. > :02:30.There will be ongoing challenges in the time rain continues to fall,

:02:31. > :02:40.as well as for approximately four days to a week to come.

:02:41. > :02:42.Specifically, flooding conditions that will continue to be a challenge

:02:43. > :03:04.Here are some of the pictures that have come in. Huge swathes are

:03:05. > :03:09.underwater. Many, many rescues have occurred, around 3000 people have

:03:10. > :03:13.been picked up. This is one being conducted by helicopter, with a

:03:14. > :03:18.mother and baby being picked up off a rooftop. The death toll so far

:03:19. > :03:22.with this storm is 20, but the authorities are saying that they

:03:23. > :03:28.expect this figure to rise. Many thousands of people have been left

:03:29. > :03:31.homeless. These pictures from shelters and temporary

:03:32. > :03:38.accommodation. It's estimated that around 30,000 people are in need of

:03:39. > :03:43.this type of help. With many homes empty, there are concerns about

:03:44. > :03:49.looting and crime in general, so a curfew has been introduced. Here is

:03:50. > :03:54.Houston's mayor explaining why. Frankly, no one needs to be on the

:03:55. > :03:59.road or out from ten until five. There are too many people from

:04:00. > :04:03.across our cities who are out of their homes, and they are in

:04:04. > :04:07.shelters. I don't want them to have to worry about someone breaking into

:04:08. > :04:11.their home or looting, or anything of that nature, while they are away.

:04:12. > :04:15.The BBC's Laura Trevelyan is in Houston.

:04:16. > :04:22.She updated us on the situation a short time ago.

:04:23. > :04:29.What are the practicalities for people in this neighbourhood getting

:04:30. > :04:35.around? The answer is right behind me. Can you see that boat over my

:04:36. > :04:40.shoulder? There's been a flotilla of rescue boats all day. You can see

:04:41. > :04:43.the extent of the flooding in this neighbourhood, flooding that has

:04:44. > :04:52.been exacerbated by the fact they are doing a controlled release of

:04:53. > :04:55.reservoirs. The authorities are saying that is stopping the

:04:56. > :05:00.reservoirs from completely breaking their banks. The only way to get

:05:01. > :05:04.around is by boat, but the rescue workers are taking a specific

:05:05. > :05:10.position. They are only rescuing people, not taking them back to get

:05:11. > :05:16.their belongings. We've just seen a baby being rescued, a baby coming

:05:17. > :05:21.out of this car seat covered in a blanket, because it is so hot here

:05:22. > :05:27.as well. There hasn't been very much good news in the past five days.

:05:28. > :05:32.More than 16,000 rescues have been carried out, and authorities saying

:05:33. > :05:35.it will take years to recover from this. I remember going to New

:05:36. > :05:38.Orleans Saints all years after hurricanes Katrina and visiting

:05:39. > :05:50.neighbourhoods that were not even close to recovery. Is the fear that

:05:51. > :05:55.things will not be recoverable here? People haven't got round to

:05:56. > :06:02.estimating. Behind my shoulder is an airboat. It looks like a gigantic

:06:03. > :06:06.fan, powered by the air, which means they can go faster over shallow to

:06:07. > :06:11.rain, which is what we are experiencing here. As to the damage,

:06:12. > :06:17.the clean-up, the cost, other than saying billions of dollars, no one

:06:18. > :06:24.really knows yet. Right now, Houston is still in emergency mode. National

:06:25. > :06:30.services warning that there could be catastrophic, life-threatening

:06:31. > :06:34.flooding still in Louisiana, over the next few days. Those rivers that

:06:35. > :06:43.have romcom their banks, the water begins to crest as it runs inland.

:06:44. > :06:48.We are still in a dynamic situation. There is a rescue happening right

:06:49. > :06:53.there behind me. A lady there in a green T-shirt, just getting off that

:06:54. > :06:59.airboat. One of the latest people to be rescued here in Houston. More

:07:00. > :07:04.than 16,000 rescues have taken place in the last few days. That lady

:07:05. > :07:09.there just one of the latest to be rescued, looking very relieved

:07:10. > :07:12.indeed. I spoke to a man who had been rescued, who told me they had

:07:13. > :07:28.made it since Friday. They didn't think they would need rescuing this

:07:29. > :07:30.morning, that because some areas have received more than 50 inches of

:07:31. > :07:33.rain, the flooding kept happening. Can you tell me more about what is

:07:34. > :07:38.happening behind you? Who would be co-ordinated in these rescue

:07:39. > :07:42.efforts? We have seen National Guard boats this morning and Texas police

:07:43. > :07:48.boats. We have seen a lot of volunteer boats, but an airboat is

:07:49. > :07:52.something very specific. I would think that the boat behind me is a

:07:53. > :07:57.contractor that's been hired by the government, but I don't actually

:07:58. > :08:02.know because I haven't spoken to any of the airboat operators yet. This

:08:03. > :08:09.road has been flooded, but it's been turned into a slipway, into a

:08:10. > :08:12.marina. Maybe 50 or 60 boats we have seen here this morning, because as

:08:13. > :08:20.the west point to get entrance into this hugely flooded neighbourhood

:08:21. > :08:25.behind me. Laura, fascinating to see the work going on there in Houston

:08:26. > :08:31.as Laura is talking to us. Gives you an idea of the days and weeks of

:08:32. > :08:38.work to come, because it is still a little while since the storm hit

:08:39. > :08:41.Houston, but still those problems continue, and the rescues.

:08:42. > :08:44.If you're wondering what the US position on North Korea is,

:08:45. > :08:56.In response to the North Koreans firing a ballistic missile

:08:57. > :09:01.over Japan on Tuesday, Donald Trump tweeted one

:09:02. > :09:03.'The US has been talking to North Korea,

:09:04. > :09:05.and paying them extortion money, for 25 years' and 'talking

:09:06. > :09:10.Not long after that, the US Defence Secretary spoke after

:09:11. > :09:23.We are never out of diplomatic solutions. We continue to work

:09:24. > :09:26.together, and we share responsibilities to protect our

:09:27. > :09:31.nations and our interests. That is what we are going to discuss today.

:09:32. > :09:34.The UN Security Council meeting has condemned North Korea's actions -

:09:35. > :09:57.This is the UK's Prime Minister Theresa May is in Japan.

:09:58. > :10:06.I want to work with our partners to stop these illegal tests. There will

:10:07. > :10:11.be discussions in the UN Security Council, and I'm pleased there was a

:10:12. > :10:14.united condemnation of North Korea from the UN Security Council, but we

:10:15. > :10:20.want to work with international powers to see what further pressure

:10:21. > :10:25.can be brought on North Korea, and particularly what China can do.

:10:26. > :10:29.There has been united condemnation, but that doesn't mean all the main

:10:30. > :10:35.countries agree on how to respond to North Korea. Here is Vincent Lee of

:10:36. > :10:40.BBC Chinese, explaining how China would like to see this dealt with.

:10:41. > :10:46.China's reaction has always been very standard. China wants a

:10:47. > :10:55.diplomatic rather than military solution, or tightening the sanction

:10:56. > :10:58.on North Korea. China is seemingly not very keen on imposing further

:10:59. > :11:05.sanctions against North Korea, because there is a real danger that

:11:06. > :11:09.the regime is going to collapse. China is not very keen on military

:11:10. > :11:16.action against North Korea, and China has been very worried by the

:11:17. > :11:21.recent fire and fury blasted by the US president would really cause

:11:22. > :11:26.military action against North Korea. Give us a more detailed idea of what

:11:27. > :11:32.the Chinese approach would look like if they were in charge? Many years

:11:33. > :11:38.ago there was a six party talks which involved China, Russia, the

:11:39. > :11:44.US, North Korea, South Korea and Japan. China is keen to call for the

:11:45. > :11:52.resumption of six party talks, because China thinks only through

:11:53. > :11:59.diplomacy can this issue be solved. North Korea is posing a really big

:12:00. > :12:07.problem for China domestically as well. Also relevant to this is the

:12:08. > :12:12.close relationship between America and Japan. Donald Trump and Shinzo

:12:13. > :12:17.Abe spoke earlier on the phone about North Korea, and lots of people are

:12:18. > :12:23.monitoring this situation, and particularly Japan's reaction to

:12:24. > :12:27.what North Korea are doing. There is some speculation that Prime Minister

:12:28. > :12:32.are they could use this recent test as a platform to increased Japan's

:12:33. > :12:42.military influence. I want to put the idea to Vincent from BBC

:12:43. > :12:48.Chinese, and how China would view Japan flexing its military muscles.

:12:49. > :12:53.China has always been very wary of Japanese military expansion. A few

:12:54. > :13:00.years ago, Shinzo Abe wanted to expand Japan's role of self defence,

:13:01. > :13:03.provoking fury from Beijing. Last year, on Donald Trump 's campaign

:13:04. > :13:11.Trail is, he said he would allow South Korea and Japan to go nuclear,

:13:12. > :13:15.so China is very wary of this. Don't forget, being more aggressive on the

:13:16. > :13:21.military front is a hugely contentious issue within Japan. You

:13:22. > :13:25.mentioned this issue has been basically settled since the end of

:13:26. > :13:30.the Second World War. In Japan, there is a real sense that this

:13:31. > :13:36.military expansion in Japan is coming back. A lot of people are not

:13:37. > :13:43.happy with that. In a few minutes, we will hear from BBC Arabic,

:13:44. > :13:48.updating us on the Iraqi military's efforts taking on the Islamic State

:13:49. > :13:58.group in a key stronghold of IVF in the north of Iraq.

:15:26. > :15:27.in the Amazon to commercial mining. Police in Rwanda have denied reports

:15:31. > :15:32.Diane Shima Rwigara, and her mother. Reports say that unknown armed men

:15:33. > :15:35.dressed in civilian clothes spent a night outside her home before

:15:36. > :15:37.storming in on Wednesday morning. Her family say that they don't know

:16:15. > :16:20.the Iraqi government offensive against the Islamic State group.

:16:21. > :16:28.They have recaptured an area around the city of Tal Afar. There has also

:16:29. > :16:36.been fighting in a smaller town, where some IS fighters had fled to.

:16:37. > :16:41.When Iraqi government forces say this is worse than Mosul, we know it

:16:42. > :16:47.is serious. It is. But the importance of Tal Afar, especially

:16:48. > :16:53.because most of the fighters of Islamic State skipped the fighting

:16:54. > :17:01.in Tal Afar and went to Al-Ayadiya, it means that most of the leaders

:17:02. > :17:09.who were formed after the 2003 dismantling of the Iraqi army, were

:17:10. > :17:15.actually formed in Tal Afar. That is because they were the ex-officers of

:17:16. > :17:24.the Iraqi army. They were hiding in Tal Afar after 2003, and this was

:17:25. > :17:30.captured by Al-Qaeda briefly between 2004 and 2006, and then again in

:17:31. > :17:36.2014 by the so-called Islamic State. Most of those elements were running

:17:37. > :17:40.from Tal Afar in the week that the fighting was going on. They went to

:17:41. > :17:46.this small village of Al-Ayadiya, and all the fighting is now going on

:17:47. > :17:53.in that small village, which is why the Iraqi army is running a very

:17:54. > :17:58.intense battle there. Is there any way out for the Islamic State

:17:59. > :18:03.fighters who are there, or is this a fight to the death? Experts watching

:18:04. > :18:10.Al-Ayadiya say there are two or three tunnels between Al-Ayadiya and

:18:11. > :18:20.fracker, but the Iraqi army tried to prevent them from using them. The

:18:21. > :18:23.Syrian regime and the American forces running the umbrella batter

:18:24. > :18:32.over there, they are waiting for them over there. If the battle for

:18:33. > :18:39.Al-Ayadiya, Mosul and the other battle in Iraq, if the three battles

:18:40. > :18:45.are closed for the Islamic State in Iraq, that might mean the end of IVF

:18:46. > :18:49.in Iraq. Does it get extensive coverage in Iraq, or do people

:18:50. > :18:56.become slightly immune to the fighting that continues week after

:18:57. > :19:02.week? After those three battles in Iraq, East Mosul, West Mosul and

:19:03. > :19:09.Al-Ayadiya, people are feeling for the Turkmen, because they form 90%

:19:10. > :19:16.of that local population. These people are more or less immune to to

:19:17. > :19:22.the battles. The Iraqi government say they are going to form safe

:19:23. > :19:34.passages for them. Fears are coming out from Kurdistan because they are

:19:35. > :19:39.saying that... The Iraqi government are saying that they are not going

:19:40. > :19:46.to repeat the fears that came out of the Mosul battles. All we can take

:19:47. > :19:51.is the Iraqi government's guarantees. Thank you very much

:20:20. > :20:23."What may appear to be marital rape to an individual wife,

:20:24. > :20:29.You might have thought a woman is the best judge

:20:30. > :20:32.of whether she's been raped - but that is the

:20:33. > :20:38.And adding to the outcry - the husband of the foreign minister

:20:39. > :20:42.- a former governor himself - tweeted this:

:20:43. > :20:46."Our homes should not become police stations."

:20:47. > :20:49.I asked Neha Bhatnagar from BBC Hindi if the government had offered

:20:50. > :21:00.any further justification for its stance.

:21:01. > :21:08.The government has gone on to say that they will look at trying to

:21:09. > :21:14.increase moral and social awareness about this topic, but they have said

:21:15. > :21:18.that India is unlike any other country. The whole institution of

:21:19. > :21:24.marriage is considered very sacred, and this kind of move could

:21:25. > :21:27.completely destabilise the institution of marriage, say the

:21:28. > :21:34.government, and that some wives could use it as a tool of harassment

:21:35. > :21:39.to victimise men. But of course, people are talking about it quite a

:21:40. > :21:43.lot, saying this is not the right kind of approach or attitude. Some

:21:44. > :21:50.well-known people have gone on to tweet that even our neighbours in

:21:51. > :21:56.Nepal and Bhutan have criminalised marital rape, but why is India not

:21:57. > :22:03.doing that? If it is criminalised in a country like Britain, why not in

:22:04. > :22:08.India? It is the Delhi High Court considering this, not the

:22:09. > :22:14.government. Not at this stage. Several positions are at the High

:22:15. > :22:18.Court in India about this issue. The High Court had asked the government

:22:19. > :22:27.to respond on this issue, and this is what the government has said. But

:22:28. > :22:34.the High Court is considering many angles. Men have said that there

:22:35. > :22:39.have been many cases of misuse of gender equality laws in India, and

:22:40. > :22:43.some man have sent they have felt quite harassed. The High Court has

:22:44. > :22:47.said they will look at the other side of this argument as well and

:22:48. > :22:52.see what lies ahead in India. This is a very big issue in India.

:22:53. > :22:59.Anything to do with sexual abuse or exploit meant is a big issue.

:23:00. > :23:08.Everyone is aware of the extent of this issue in India. Only 0.6% of

:23:09. > :23:14.cases of sexual abuse by their husbands are reported. Some feel

:23:15. > :23:20.that it is brushed aside, and perhaps criminalising it will bring

:23:21. > :23:24.it more to the forefront, and if a woman does feel abused in a

:23:25. > :23:29.marriage, she will then speak up, not just in a civil court of law,

:23:30. > :23:35.but in a criminal way. If it was to be done, it would have a bigger

:23:36. > :23:41.impact. When the Delhi High Court releases its judgment, we will

:23:42. > :23:44.update you. Texas is dealing with Tropical Storm

:23:45. > :23:55.Harvey. President Trump is unveiling plans to change the tax system, and

:23:56. > :24:00.slash corporate tax from 25% to 15%. Michelle, a number of questions on

:24:01. > :24:07.this. We knew he had planned to do this, didn't we? We are seeing

:24:08. > :24:28.Donald Trump launching his big push, the legislative push, to try to get

:24:29. > :24:31.tax reform done. Stephen Nugent has said he hopes to get it done by the

:24:32. > :24:34.end of the year. We heard in the past that he hopes to get it done by

:24:35. > :24:37.the summer. Now there is a real possibility that Congress is just

:24:38. > :24:39.too busy to get it done on that time frame. You mention the cutting of

:24:40. > :24:43.the corporate tax rate, and broadly speaking, that was just one of the

:24:44. > :24:49.areas he gave details. He wants it to be simple and easy to understand,

:24:50. > :24:52.he wants the tax code to be more competitive, he wants tax relief for

:24:53. > :25:05.middle-class families, and he wants to bring back offshore profits,. The

:25:06. > :25:11.details on how to get this dump will be left to Congress. This is a tough

:25:12. > :25:17.one politically. Lots of his critics on Twitter are saying that this

:25:18. > :25:22.speech should have been delayed at the very least. He started his

:25:23. > :25:26.speech talking about Texas. There had been criticism ahead of this,

:25:27. > :25:31.saying that when Donald Trump spoke yesterday, he wasn't empathetic

:25:32. > :25:37.enough with the victims of the flood. Today you saw him trying to

:25:38. > :25:42.address that when he began speaking. Then he had to make an awkward hand

:25:43. > :25:48.brake switch back to the topic of the day, which was tax reform. For

:25:49. > :25:53.some, clearly, that is a difficult switch to swallow. Michelle, thank
