:00:12. > :00:16.Hello, I'm Karen generally, this is Outside Source. Hurricane Irma hit

:00:17. > :00:21.the Caribbean and heads north towards Florida. The category five

:00:22. > :00:26.storm has already passed over the Leeward Islands and the eye of the

:00:27. > :00:31.storm is over Puerto Rico. The track hazard forecasted to

:00:32. > :00:34.directly impact the Florida Keys on Sunday as a devastating major

:00:35. > :00:39.hurricane. The Florida Keys should be prepared to start feeling the

:00:40. > :00:42.effects as early as Friday night and early Saturday.

:00:43. > :00:48.Myanmar's de facto leader Aung San Suu Kyi has spoken for the first

:00:49. > :00:52.time but the exodus of Rohini and Muslims from Myanmar to Bangladesh.

:00:53. > :00:56.Vladimir Putin, the Russian president, has called for diplomacy

:00:57. > :00:59.to resolve tensions with North Korea, saying sanctions can do the

:01:00. > :01:06.job alone. And we will look at the murder of a

:01:07. > :01:20.prominent Indian journalist, a critic of the BJP party.

:01:21. > :01:25.Welcome to the programme. In the last couple of hours we have

:01:26. > :01:32.received confirmation that two people have been killed in Hurricane

:01:33. > :01:35.Irma, that was given by the French overseas Minister saying we are

:01:36. > :01:40.talking about two deadened in two seriously injured for now, obviously

:01:41. > :01:44.the situation can change very quickly. The category five hurricane

:01:45. > :01:46.has destroyed buildings and caused major flooding as trucks and caused

:01:47. > :01:52.major flooding is attracts another group of islands in the Caribbean,

:01:53. > :01:56.packing winds of up to 300 kph. The eye of the storm is sitting close to

:01:57. > :02:01.Puerto Rico at the moment, with the Dominican Republic and Haiti next in

:02:02. > :02:13.line. It is passed over the Leeward Islands, which includes Antigua and

:02:14. > :02:17.Barbuda and St Maarten. It is not known how much destruction has been

:02:18. > :02:20.there already. This is from the island of St

:02:21. > :02:25.Maarten, the French interior minister said the island has

:02:26. > :02:31.sustained Whites read -- widespread flooding and many buildings have

:02:32. > :02:41.been destroyed. Another scene from the islands, we should be able to

:02:42. > :02:45.see it. Absolute chaos, yachts in tatters, giving an indication of how

:02:46. > :02:49.bad the flooding is. We can expect to learn more about the full extent

:02:50. > :02:53.in the coming hours. Just look at what they are dealing with, this is

:02:54. > :02:58.the picture from mass of what looks like from the International Space

:02:59. > :03:03.Station, it was taken as Burma made landfall in the Caribbean, it is

:03:04. > :03:10.huge -- it was taken as Irma made landfall. The Caribbean expects Irma

:03:11. > :03:15.to hit at some point on Saturday or Sunday, these lines of vehicles

:03:16. > :03:17.lining up at petrol stations as the hurricane approaches. Forced

:03:18. > :03:22.evacuations of people living in Florida have begun.

:03:23. > :03:32.I have spoken to James fares, a British citizen living in St Kitts.

:03:33. > :03:35.Things have started to improve. (INAUDIBLE)

:03:36. > :03:42.Between five and seven a local time this morning.

:03:43. > :03:49.The wind started off at around midnight and ramped up gradually

:03:50. > :03:53.until five. And then the sun came up and you could see the full force of

:03:54. > :03:56.the storm across the bay where I live.

:03:57. > :04:02.Know you're getting a pretty complete picture of the kind of

:04:03. > :04:13.damage it has caused? Yes. Luckily the area I live in, the majority of

:04:14. > :04:18.the houses are hurricane proof. There are trees down, vegetation etc

:04:19. > :04:22.but there does not seem to be any obvious structural damage in the

:04:23. > :04:27.area that I live in, thankfully. You are part of the hurricane

:04:28. > :04:32.preparative steam for the Ross University veterinary clinic where

:04:33. > :04:37.you work? Are part of the international vet school that I work

:04:38. > :04:42.at, that is correct, we have been planning for some time. Everything

:04:43. > :04:49.seems to be going according to plan and to my knowledge everybody is

:04:50. > :04:54.safe. You could see something you thought was lightning through your

:04:55. > :04:59.curtains, but it was the live electricity cables snapping and

:05:00. > :05:06.dancing around in the wind? Yes. It was about 4:30am, five, we thought

:05:07. > :05:12.there were lightning strikes but when we looked out we could see the

:05:13. > :05:23.snapped electrical cables in the distance dancing around. We are

:05:24. > :05:28.looking at the pictures now, James. As you can imagine, it was pretty

:05:29. > :05:35.scary. Thankfully it was not in an area where a lot of people live. Now

:05:36. > :05:41.we can see it in daylight, everybody seems to be safe in that area. When

:05:42. > :05:47.you heard about the magnitude of Irma, what was the reaction, giving

:05:48. > :05:51.you were in its path? We knew there was a big storm coming since the

:05:52. > :05:58.beginning of last week, there has been an awful lot of preparation

:05:59. > :06:08.across the island, people have been storing lots of water, canned food,

:06:09. > :06:14.biscuits, these sorts of things. We have been well prepared. What are

:06:15. > :06:20.people able to do now? What sort of state have things been left in? At

:06:21. > :06:25.the moment the current advisers to stay indoors. We are experiencing

:06:26. > :06:31.high winds and rain, things are starting to slowly ease off now. We

:06:32. > :06:39.are all sitting it out and waiting for the all clear.

:06:40. > :06:43.It has just been there and it is now tracking, it is expected to take

:06:44. > :06:48.this path in the coming days. It will pass north of Haiti on the

:06:49. > :06:52.Dominican Republic on Thursday, then continue towards the Bahamas, Cuba

:06:53. > :06:57.and Florida. Florida Governor Rick Scott has held a news conference,

:06:58. > :07:00.this is a little of what he said. Hurricane Irma remains a dangerous

:07:01. > :07:06.life-threatening category five storm with winds of 185 mph. It is a big

:07:07. > :07:10.storm. I just spoke to President Trump, he offered the full resources

:07:11. > :07:14.of the federal government. This storm is massive, the storm surges

:07:15. > :07:19.are predicted to go on for miles. In some instances it can cut the

:07:20. > :07:23.homes and go very far beyond. It is travelling at about 16 mph, the

:07:24. > :07:28.track has its forecast to directly impact the Florida Keys on Sunday,

:07:29. > :07:31.is a devastating major hurricane. The Florida Keys should be prepared

:07:32. > :07:35.to start feeling the effects of the storm as early as Friday night and

:07:36. > :07:38.early Saturday. Storm surge and extreme winds are the biggest

:07:39. > :07:43.concern right now. Lots more on the BBC website. Let's

:07:44. > :07:47.turn to Myanmar, we have been talking a lot about the mass exodus

:07:48. > :07:52.of Rohini Muslims from Myanmar to Bangladesh blast the years. No

:07:53. > :07:57.Myanmar's de facto leader has spoken about for the first time. Her office

:07:58. > :08:01.posted this on Facebook, it is about if "She had with the Turkish

:08:02. > :08:06.president and here are some key codes. Aung San Suu Kyi said, quote,

:08:07. > :08:10.there was a huge iceberg of misinformation about the crisis

:08:11. > :08:13.which aimed to create a lot of problems between different

:08:14. > :08:17.communities and with the aim of promoting the interest of

:08:18. > :08:21.terrorists. She took up the theme of terrorism after meeting the Indian

:08:22. > :08:26.Prime Minister today. This has flashing images in it, this clip.

:08:27. > :08:30.I would like to thank India particularly for the strong stand it

:08:31. > :08:36.has taken with regard to the terrorist threat that came to our

:08:37. > :08:40.country a couple of weeks ago. We believe that together we can work to

:08:41. > :08:45.make sure terrorism is not allowed to take root on our soil or the soil

:08:46. > :08:48.of any further countries. Jonathan Head has written an article

:08:49. > :08:55.about the spread of fake photographs of the crisis. There is definitely a

:08:56. > :09:02.problem but are just not change the fact that the grid does not change

:09:03. > :09:05.the fact that 123,000 Rohingyas have fled in the last two weeks to

:09:06. > :09:10.Bangladesh and Aung San Suu Kyi did not seem to acknowledge this, it has

:09:11. > :09:18.provoked criticism. Sanjoy Majumder Census report from the border.

:09:19. > :09:21.That represents this report. These boats are carrying Rohingya refugees

:09:22. > :09:25.fleeing persecution in Myanmar. I am told there are several other

:09:26. > :09:31.boatloads waiting off the coast of Bangladesh. This is one fresh lot of

:09:32. > :09:40.refugees who have just arrived. They have come off this boat and they are

:09:41. > :09:44.carrying their household belongings, things they have managed to grab as

:09:45. > :09:55.they ran. Several have told me their villages were attacked, they were

:09:56. > :09:58.burned. Some people here have gunshot wounds, others have other

:09:59. > :10:02.injuries. There are extremely tired and exhausted. It is a dangerous

:10:03. > :10:06.voyage and it has taken several days to come here. From here they will

:10:07. > :10:09.move onto one of the many refugee camps that have been set up for

:10:10. > :10:15.these arrivals. There are more coming in every hour.

:10:16. > :10:24.Sanjoy Majumder on the border. As you mentioned, many of those he is

:10:25. > :10:28.talking to say they are fleeing persecution in Rakhane state. The

:10:29. > :10:32.government tells a different story. Jonathan Head has been to Rakhane

:10:33. > :10:35.and sends this report. This is the town near the band were

:10:36. > :10:39.dashed border that has been the epicentre of the violence that has

:10:40. > :10:45.erupted -- near the Bangladesh border. We are on a long and arduous

:10:46. > :10:48.journey on a government tour. The government does not normally allowed

:10:49. > :10:51.journalists or foreigners into this region without special permission

:10:52. > :10:57.because wants to challenge the narrative that the rest of the world

:10:58. > :11:03.is hearing that tens of thousands of refugees have lead to Bangladesh.

:11:04. > :11:06.They have taken is to various sites, showing examples of destruction and

:11:07. > :11:11.let us talk to people. They all sticking to the same story, which is

:11:12. > :11:16.the Muslim militants who have infiltrated Rohingya communities,

:11:17. > :11:20.they do not use the word Rohingya, it is pretty much banned in this

:11:21. > :11:22.part of the world, they say the Muslim communities where infiltrated

:11:23. > :11:28.by these militants and the militants burn down the villagers, you can see

:11:29. > :11:34.the remains of perhaps four or five houses, apparently lived in by

:11:35. > :11:40.Muslim inhabitants now being looked after in the Buddhist temple.

:11:41. > :11:45.Everyone we are speaking to, we are doing seen in the company of heavily

:11:46. > :11:49.armed police and government officials. We have heard some

:11:50. > :11:52.dissenting views that have spoken quietly to people, but the

:11:53. > :11:56.Government wants to get across the message that it is not their fault,

:11:57. > :12:01.the security forces have denied any pieces at all, those allegations of

:12:02. > :12:06.rape and shooting, they say that the hundreds of villages that have been

:12:07. > :12:09.burned down, every part of it is the responsibility of the militants are

:12:10. > :12:13.nothing to do with the Government. I think you will be very hard for

:12:14. > :12:17.people to believe that, but that is the light we are hearing. The area

:12:18. > :12:23.feels very fearful, the shops are shut, there is heavy security. There

:12:24. > :12:32.is a sense that the violence that has run over the Cerri on the border

:12:33. > :12:35.with Bangladesh is not over yet. This is prominent Indian journalist

:12:36. > :12:39.Gauri Lankesh. On Tuesday she was murdered on the doorstep of her home

:12:40. > :12:44.in the southern Indian city of Buddle at all. She was a critic of

:12:45. > :12:49.the governing BJP party and its ideology of Hindu nationalist

:12:50. > :12:52.politics. That show you the pictures of press groups and activists in

:12:53. > :12:58.India are protesting over the killing. They have called it a

:12:59. > :13:03.brutal assault on the freedom of the press. India has recently seen a

:13:04. > :13:07.rise in nationalist sentiment, with journalists increasingly targeted

:13:08. > :13:12.for showing opposing dues. BBC Hindi is following this story from Delhi.

:13:13. > :13:16.There has been a lot of uproar ever since the news broke. It has been

:13:17. > :13:22.the top trend on Twitter, on all social media platforms. Gauri

:13:23. > :13:26.Lankesh was a very prominent journalist who worked in top News

:13:27. > :13:30.publications in India in the early part of her career and was now

:13:31. > :13:37.running an independent weekly newspaper in a southern state. She

:13:38. > :13:48.was a known critic of right-wing radical fundamentalism. She is known

:13:49. > :13:53.for writing very openly against the establishment and was very, very

:13:54. > :13:59.vocal in social media and also trawled heavily on social media in

:14:00. > :14:04.the past, and this is what has caused a lot of outrage. Senior

:14:05. > :14:10.journalists have staged protests, not only in Bangla door and Delhi

:14:11. > :14:13.but in many prominent Indian cities people have taken note marchers

:14:14. > :14:18.Daesh not only in Bangalore and Delhi. Candlelight vigils are

:14:19. > :14:22.planned. Still to come, thousands are taking

:14:23. > :14:30.to the streets in the West African nation of Togo, calling for the

:14:31. > :14:34.president to step down. Theresa May has said her Government

:14:35. > :14:37.is committed to controlling immigration because of the impact it

:14:38. > :14:41.can have on public services in the poorer sections of society. She did

:14:42. > :14:45.not comment directly on the draft document which appeared in the

:14:46. > :14:48.Guardian newspaper today which suggested ministers could impose a

:14:49. > :14:54.limit on the number of low skilled migrants coming from the EU.

:14:55. > :14:58.Overall, immigration has been good for the UK, but what people want to

:14:59. > :15:03.see is control of that immigration. That is, I think, what people wanted

:15:04. > :15:06.to see as a result of coming out of the European Union. I think we are

:15:07. > :15:09.already able to exercise controls in relation to those who come into this

:15:10. > :15:14.country from outside the countries within the European Union, and we

:15:15. > :15:18.continue to believe is a Government that it is important to have net

:15:19. > :15:22.migration at sustainable levels, we believe that to be tens of

:15:23. > :15:25.thousands, because of the impact it has particularly on those that the

:15:26. > :15:39.lower end of the income scale into pressing their wages.

:15:40. > :15:44.-- in depressing their wages. You're watching outside source, live

:15:45. > :15:48.from the BBC Newsroom. Our top story, Hurricane Irma heads the

:15:49. > :15:53.Caribbean, the category five storm is currently over Puerto Rico and

:15:54. > :15:59.heading north towards Florida. Other stories being reported on

:16:00. > :16:02.around the BBC right now, UN human rights investigators have concluded

:16:03. > :16:08.that the Syrian air force carried out a chemical weapons attack on a

:16:09. > :16:12.rebel held town in April. At least 83 people died when a bomb filled

:16:13. > :16:16.with nerve agent sarin was dropped on a town. That is on BBC Arabic.

:16:17. > :16:21.Tests have shown that a woman in Spain who claim to be the daughter

:16:22. > :16:26.of the surrealist artist Salvador Dali is not related to him.

:16:27. > :16:31.Salvador Dali's body was exhumed in July for forensic testing to settle

:16:32. > :16:34.the case. Tkachev! Tkachev! This is the rather

:16:35. > :16:43.dramatic attempt by an Irishman to catch a bat which has flown into his

:16:44. > :16:49.kitchen. It was filmed in County Kerry by this man's son. You can see

:16:50. > :16:52.him chasing the bat around with a bath towel. It is rather

:16:53. > :16:56.unsuccessful at first, but you might be pleased to know that the bat was

:16:57. > :17:04.eventually captured, it was released back into the wild unharmed. An

:17:05. > :17:09.interesting night in that kitchen! These pictures show the height of

:17:10. > :17:13.the migrant crisis in Europe. Since 2014 around 1.7 million migrants

:17:14. > :17:18.have tried to make new homes in the EU. The numbers peaked in 2015, in

:17:19. > :17:22.September that year, EU leaders agreed to spread a total of 160,000

:17:23. > :17:25.migrants in clear need of international protection among

:17:26. > :17:29.member states over two years, but some countries were against the

:17:30. > :17:33.plan. Hungary and Slovakia took the fight to the European Court of

:17:34. > :17:37.Justice, today the court rejected the challenge. The Hungarians are

:17:38. > :17:41.furious. Here is Nick Thorpe in Budapest.

:17:42. > :17:45.The Hungarian Government's reaction to the court verdict was angry and

:17:46. > :17:48.immediate. The Foreign Minister described the EU verdict is

:17:49. > :17:53.appalling, irresponsible and politically motivated. European law

:17:54. > :18:00.and values had been raped, he said. The European Commissioner for

:18:01. > :18:03.migration replied that the only political element lay not in the

:18:04. > :18:08.verdict but in the stance of certain governments, as he put it. What the

:18:09. > :18:11.Hungarian government is now clearly expects to happen is that the

:18:12. > :18:14.European Commission will sue Hungary, Poland and the Czech

:18:15. > :18:20.Republic for refusing to accept a single asylum seeker under the

:18:21. > :18:25.mandatory quotas. Such a court case could take between six months and

:18:26. > :18:29.two years. Having lost the legal argument, Hungary hopes it can still

:18:30. > :18:35.influence the political argument over the future of European asylum

:18:36. > :18:37.policy. Nick Thorpe, BBC News, Budapest.

:18:38. > :18:41.Business news and lawmakers in the US have approved a bill that would

:18:42. > :18:47.allow the likes of Ford, Google at Uber to test thousands more self

:18:48. > :18:49.driving vehicles on the roads. It gives car-makers and tech giant

:18:50. > :18:54.certain exemptions from federal rules.

:18:55. > :18:58.Let's go to the US and speak to Michelle Fleury in New York. Will

:18:59. > :19:02.this mean you will suddenly be seeing a lot more autonomous

:19:03. > :19:07.vehicles on American roads? That is certainly the hope for the

:19:08. > :19:11.likes of General Motors, Ford, another company owned by Google and

:19:12. > :19:16.others developing self driving cars. The situation at the moment, it is

:19:17. > :19:22.very hard, in some states it is forbidden to test these cars on

:19:23. > :19:26.public roads, in other areas you are very least needy human being, a real

:19:27. > :19:31.person, sitting in the car ready to take over the controls in case there

:19:32. > :19:34.are any problems. The argument the car-makers have put forward to

:19:35. > :19:38.lawmakers is that to develop this technology they need to be able to

:19:39. > :19:44.test it more and more without having to jump through quite so many hoops.

:19:45. > :19:50.There will still be plenty of measures that they argue they need

:19:51. > :19:53.to be given more freedom to try and develop this and spur innovation,

:19:54. > :19:59.that is the word the lawmakers used as they passed this in one body of

:20:00. > :20:04.Congress today. How big a boost is this for the car-makers making these

:20:05. > :20:11.vehicles, this endorsement of what they are doing? Endorsement as

:20:12. > :20:16.bubbly too strong, it is the idea of innovation, that this is the future,

:20:17. > :20:20.so it is how do you make sure it is American companies developing this

:20:21. > :20:24.technology rather than, for example, other firms in other parts of the

:20:25. > :20:29.world? That is partly the arguments being made. On the other hand,

:20:30. > :20:33.consumer groups say we had to worry about safety. The opportunities are

:20:34. > :20:38.clearly that, when I have spoken in the past two or two executives the

:20:39. > :20:43.future that they point to me is one with a mix of people, in other words

:20:44. > :20:47.there will always be some who like to drive their own car, they like

:20:48. > :20:52.the feel of getting behind the wheel. Others may not want to. If

:20:53. > :20:57.you look at accidents, most are caused by human error so they hope

:20:58. > :21:00.this will lead to safer roads in the future. Thank you, Michelle Fleury.

:21:01. > :21:04.EU authorities are investigating claims that the Italian Mafia has

:21:05. > :21:08.been driving at farmers from subsidised land. It is alleged that

:21:09. > :21:13.organised crime has been pocketing funds and know some 500 million

:21:14. > :21:17.euros worth of payments are under investigation. In Sicily that have

:21:18. > :21:22.long been claims the Mafia is preying on EU subsidies, but locals

:21:23. > :21:31.are also fighting back. This report from Sicily. Land and property under

:21:32. > :21:35.attack. Fighting Sicily 's Mafia is a risky business. This car belonged

:21:36. > :21:40.to Giuseppe. Last year the Mafia try to kill him along this road. He now

:21:41. > :21:44.lives under permanent armed guards after he tried to stop the Mafia

:21:45. > :21:51.from illegally claiming public land as their own in order to get at EU

:21:52. > :21:55.from funds. TRANSLATION: A new law ensures that anybody applying for EU

:21:56. > :22:00.funds for agriculture has to have anti-Mafia certification. For many

:22:01. > :22:03.years now the Mafia has used these funds to finance itself. We have
