0:01:18 > 0:01:22hours ago. It is of course of the president of Zimbabwe, Robert
0:01:22 > 0:01:32Mugabe. He is standing next to the man who has placed him under house
0:01:32 > 0:01:36arrest. They've been holding talks in Harare but we don't know the
0:01:36 > 0:01:40outcome of the talks. So we don't know if that means President Mugabe
0:01:40 > 0:01:46will step down or not. Meanwhile on the streets of the country, in
0:01:46 > 0:01:51particular the capital, there are still troops but the situation is
0:01:51 > 0:01:56being described as calm at the moment. Meanwhile other countries
0:01:56 > 0:02:00are becoming involved in what is happening in Zimbabwe. South Africa
0:02:00 > 0:02:07has sent a special envoys. They were in the talks in Harare. In another
0:02:07 > 0:02:10emergency meeting, in Botswana, the Southern African development
0:02:10 > 0:02:15community has its own emergency meeting and we received an update
0:02:15 > 0:02:19about this particular meeting which ended with the recommendation of an
0:02:19 > 0:02:24extraordinary emergency summit. Frankly, another meeting, following
0:02:24 > 0:02:29that meeting. It is to be attended by all heads of state. In other
0:02:29 > 0:02:35words we really have no decision yet. Let's get the very latest. My
0:02:35 > 0:02:40colleague Ben Brown is in Zimbabwe. No real decisions yet from the
0:02:40 > 0:02:47meeting that Robert Mugabe held?We don't exactly know what's going on
0:02:47 > 0:02:52inside those talks. It is fascinating. You have what looks
0:02:52 > 0:02:56like a coup d'etat, a military takeover, and then suddenly today we
0:02:56 > 0:03:00see these pictures of the man who led that military takeover, whatever
0:03:00 > 0:03:06you want to call it, the commander of the Zimbabwean defence forces,
0:03:06 > 0:03:09General Constantine Ojha Wenger, sitting on a sofa with Mr Mugabe.
0:03:09 > 0:03:13They both seem to be smiling and looking relaxed. We don't know
0:03:13 > 0:03:18exactly what they are talking about. South African mediators were there,
0:03:18 > 0:03:27to try to mediate. One school of thought says Mr Mugabe is trying to
0:03:27 > 0:03:32cling on to power, he's had power for 70 years, he's a wily fox and
0:03:32 > 0:03:37nobody would bet against him getting out of this. A lot of reports on the
0:03:37 > 0:03:44other hand suggest that what he is trying to do now is get some of
0:03:44 > 0:03:48safety and security for him and his family way he would step down in an
0:03:48 > 0:03:53orderly process and there would be a new transitional government with his
0:03:53 > 0:03:57former vice president, now his president and also Morgan
0:03:57 > 0:04:01Tsvangirai, the Leader of the Opposition movement, as Prime
0:04:01 > 0:04:12Minister.Fascinating. What of Robert Mugabe's wife, Grace.Grace
0:04:12 > 0:04:15's decades younger than her husband. She is really the reason this
0:04:15 > 0:04:21happened. The military was fed up with her, this is up power struggle
0:04:21 > 0:04:34within the ruling Zanu-PF movement. It was a struggle with the former
0:04:34 > 0:04:36prior vice president, Emmerson Mnangagwa, that has brought this to
0:04:36 > 0:04:41a boil. The military side with him, President Mugabe wanted her, it
0:04:41 > 0:04:47seems, effectively to take over when he died. So there was this power
0:04:47 > 0:04:51struggle within Zanu-PF. That's why the military stepped in now. If you
0:04:51 > 0:04:55talk to people on the streets in Zimbabwe, a lot of people are
0:04:55 > 0:04:59quietly hoping that this will mean real change, that Zimbabwe is now at
0:04:59 > 0:05:06a crossroads. Although they are now wondering that even if Mugabe goes,
0:05:06 > 0:05:11would this man, Emmerson Mnangagwa, his former vice president, who was
0:05:11 > 0:05:15also a fighter alongside Robert Mugabe, who has been accused by many
0:05:15 > 0:05:21of carrying out massacres in Matabeleland in years gone by, would
0:05:21 > 0:05:27he be that much better? So that are huge questions still to be answered
0:05:27 > 0:05:30here in Zimbabwe.Of course Ben. Thank you very much for the time

0:06:15 > 0:06:20man they have ever known in charge of this country, is on the cusp of
0:06:20 > 0:06:25stepping down so there is this feeling that people want to
0:06:25 > 0:06:28celebrate, and yet so many people have learned the hard way that
0:06:28 > 0:06:34politics is a very dangerous business. People get arrested and
0:06:34 > 0:06:37disappear, the beatings and killings. This has been a reality in
0:06:37 > 0:06:42Zimbabwe for many years. So people are waiting. They are waiting for it
0:06:42 > 0:06:49to become official. They are waiting either for the president to go on TV
0:06:49 > 0:06:55and announces resignation or perhaps Emmerson Mnangagwa, his former
0:06:55 > 0:07:00busted deputy, now back on the back of this military coup, to go on TV
0:07:00 > 0:07:04himself and say it's over. And then I think we will see people relaxing
0:07:04 > 0:07:10and perhaps taking to the streets to mark this extraordinary moment.So a
0:07:10 > 0:07:15lot of different possible scenarios. We do get a sense from Andrew that
0:07:15 > 0:07:18headlines like these are not ones that many people in Zimbabwe thought
0:07:18 > 0:07:23they would ever see. So if Robert Mugabe does resign, who will take
0:07:23 > 0:07:33over? As Ben was saying, one of the main people was this sacked vice
0:07:33 > 0:07:40president, Emmerson Mnangagwa. He is with the Zanu-PF and is thought to
0:07:40 > 0:07:44have engineered the army takeover. From what the African union says,
0:07:44 > 0:07:50his taking office could actually satisfy regional powers who don't
0:07:50 > 0:07:53want instability in Zimbabwe. Earlier the chief of the African
0:07:53 > 0:07:57union said that while they respect the constitution, we want to return
0:07:57 > 0:08:01to order and will never accept the military coup d'etat. They added
0:08:01 > 0:08:07that they know that there are internal problems which need to be
0:08:07 > 0:08:12solved but not with an army intervention. Now for many people
0:08:12 > 0:08:19one Zanu-PF leader taking over from another will not be good enough. A
0:08:19 > 0:08:23leader of one of the opposition parties is concerned that they are
0:08:23 > 0:08:35not involved in the talks that result the images from.We have a
0:08:35 > 0:08:38constitution, you can become the leader of the country, that would be
0:08:38 > 0:08:45against the constitution. The coup itself was a conflagration of the
0:08:45 > 0:08:51constitution. Certainly the Southern African community, which is
0:08:51 > 0:09:03negotiating, cannot be party to an attempt to deconstruct and
0:09:03 > 0:09:09delegitimise the constitution. What is key is for a road map to be
0:09:09 > 0:09:13designed to restore legitimacy in this country. It must be a clear
0:09:13 > 0:09:21signpost that leads to a free, fair, and contested election.It is the
0:09:21 > 0:09:25hope that if a free election does not happen because of these events
0:09:25 > 0:09:29is another possibility is a negotiated transitional government.
0:09:29 > 0:09:33The main opposition party says it would consider being part of one.
0:09:33 > 0:09:38Morgan Tsvangirai leads the MDC. He is a long-time rival to President
0:09:38 > 0:09:43Mugabe.Mr Mugabe needs to resign, stepped down in line with national
0:09:43 > 0:09:49sentiment and expectation, taking full regard of his legacy and the
0:09:49 > 0:09:59contribution to Zimbabwe. The baby in negotiated, all inclusive

0:15:04 > 0:15:07perhaps to the Republican leadership in the Senate, Mitch McConnell
0:15:07 > 0:15:11saying he should step aside. The White House hasn't said that
0:15:11 > 0:15:16emphatically. In the last few moments the Alabama Republican
0:15:16 > 0:15:19steering committee has issued a statement saying they are standing
0:15:19 > 0:15:24behind Roy Moore. They met yesterday to decide whether or not they should
0:15:24 > 0:15:28take any sort of action. They could have decertified him as a candidate.
0:15:28 > 0:15:34But they have weighed in this evening, saying they fully support
0:15:34 > 0:15:37his candidacy, and not long ago we did hear from Roy Moore. He was
0:15:37 > 0:15:44speaking at an event with faith leaders. He emphatically denied the
0:15:44 > 0:15:47allegations, eight women have now come forward alleging sexual
0:15:47 > 0:15:54misconduct, these are historic allegations yet Ryan Moore
0:15:54 > 0:15:56emphatically denied those allegations. He said he was not
0:15:56 > 0:16:01going anywhere and did not intend to quit the race. He said, I'll quit
0:16:01 > 0:16:06standing when they put me in a box and Lamy in the ground.You've
0:16:06 > 0:16:10spoken to the voters and they are predominantly emphatically
0:16:10 > 0:16:16supportive of Ryan Moore, aren't they.It depends, I was in
0:16:16 > 0:16:22Montgomery yesterday and spoke to a group of Republican voters there
0:16:22 > 0:16:27very outspoken in the support of him, questioning the allegations,
0:16:27 > 0:16:33asking why the women are making these allegations when the alleged
0:16:33 > 0:16:37assaults took place years ago and they believe it could be applied by
0:16:37 > 0:16:41the Democrats to undermine the candidacy of Mr Moore. Today I am in
0:16:41 > 0:16:45Birmingham, Alabama I spoke to some Republican voters earlier and every
0:16:45 > 0:16:51one of those said they believed that Ryan Moore should step aside. When I
0:16:51 > 0:16:54ask, does that mean they would vote for Democrats next month, some of
0:16:54 > 0:17:00them said that they were not sure. That could be the issue in terms of
0:17:00 > 0:17:05whether he does well or not. Some of these voters on the fence said they
0:17:05 > 0:17:13would rather vote for a Republican like a Ryan Moore or a Democrat. The
0:17:13 > 0:17:18latest polls we saw suggested that the Democratic candidate, Debbie
0:17:18 > 0:17:22Jones, was doing quite well, he was even put a hat which was astonishing
0:17:22 > 0:17:28because Alabama is a solidly Republican state.Thank you very
0:17:28 > 0:17:38much. Another US politician fighting for his political career is the
0:17:38 > 0:17:43Democrat Al Franken. He has apologised to a woman, a TV host,
0:17:43 > 0:17:48who alleges that Al Franken groped her as she slept. She published this
0:17:48 > 0:17:53picture together with an article that she road alongside Ed for the
0:17:53 > 0:17:57radio station K ABC. She claims the senator forcibly kissed her day ring
0:17:57 > 0:18:03a rehearsal for a comedy skit. -- during a rehearsal. These
0:18:03 > 0:18:07allegations date back to the thousand six when Al Franken, then a
0:18:07 > 0:18:11comedian, was on a tour of the Middle East with the TV host. They
0:18:11 > 0:18:17were entertaining Army personnel. In the article she says that she could
0:18:17 > 0:18:20not believe it, he groped her without her consent while she was
0:18:20 > 0:18:25sleeping, adding how dare anybody grab her breasts and think it is
0:18:25 > 0:18:33funny. It is important to say that Al Franken has responded, saying
0:18:33 > 0:18:37that he doesn't remember the rehearsal, one of the two
0:18:37 > 0:18:40allegations, in the same way but he does send his sincere apologies to
0:18:40 > 0:18:46Leanne. He suggests that it was meant to be funny, it clearly was
0:18:46 > 0:18:51not, he says he should not have done it. A full length apology from Al
0:18:51 > 0:18:59Franken can be found online. I spoke to our Washington correspondent and
0:18:59 > 0:19:06asked if Al Franken could survive this. You have to say this in the
0:19:06 > 0:19:12context of the Me Too campaign were a lot of leading men have been
0:19:12 > 0:19:14accused of sexual assault, and in the light of the Roy Moore
0:19:14 > 0:19:19controversy which we've heard about, a lot of Democrats have come out and
0:19:19 > 0:19:23condemned Roy Moore to say that he should withdraw from the race, many
0:19:23 > 0:19:26Republicans as well, and that he shouldn't be seated in the Senate if
0:19:26 > 0:19:30he wins that race. So now the Democrats are in a difficult
0:19:30 > 0:19:34position where they have to talk about one of their own, facing this
0:19:34 > 0:19:40type of accusation. This could be challenging for Al Franken, he has
0:19:40 > 0:19:47apologised and taken responsibility for this. A lot of politicians, both
0:19:47 > 0:19:49Democrats and Republicans, think this should be handled by an ethics
0:19:49 > 0:19:55committee investigation in Congress. We haven't yet heard any Democrats
0:19:55 > 0:19:58call for Al Franken to resign. At least not Democratic officeholders.
0:19:58 > 0:20:07We've heard some liberal pundits, saying this is a chance for the left
0:20:07 > 0:20:15to show that they should put their money where their mouth is. We were
0:20:15 > 0:20:21speaking about Ryan Moore in Alabama, he has called into question

0:20:38 > 0:20:44comes to Ryan Moore he says there is zero evidence, the allegations were
0:20:44 > 0:20:49rejected, yet Mitch says that Ryan Moore must quit. These allegations
0:20:49 > 0:20:57have yet to be disproved that the article, in the Washington Post, was
0:20:57 > 0:21:01substantiated in talking to people who need the accusers. That will be
0:21:01 > 0:21:05a strategy taken by Ryan Moore, saying he is being handled
0:21:05 > 0:21:13differently than Mitch McConnell, at to get him in particular.Anthony in

0:24:00 > 0:24:06colleague about this catastrophe.It is not easy. We are making a lot of
0:24:06 > 0:24:10effort, first trying to make sure that the doors reopened for
0:24:10 > 0:24:15humanitarian assistant because we have enormous difficulties for
0:24:15 > 0:24:26publishing in extreme danger.Three more UN reports talking about the
0:24:26 > 0:24:43potential...It allows for humanitarian assistance, immediate
0:24:43 > 0:24:46needs, and will be able to reach out and go on insisting but beyond that
0:24:46 > 0:24:52we need peace. We need to engage in parties and make the parties
0:24:52 > 0:24:58understand that this is a stupid war that nobody is winning and it is a
0:24:58 > 0:25:04terrible price.So many of your supporters say amazing things about
0:25:04 > 0:25:11your ability to make deals, but criticism, they say that his style
0:25:11 > 0:25:15is to make general statements but not to directly challenge
0:25:15 > 0:25:21governments on their actions. Have you directly challenged them on
0:25:21 > 0:25:36this?We have published a report in which there was strong opposition,
0:25:36 > 0:25:40challenging, we have no problem challenging any government but our
0:25:40 > 0:25:44objective is to create the conditions for peace. So we had to

0:31:20 > 0:31:23This is important because it leaves the government with no
0:31:23 > 0:31:24significant competitor ahead of next year's elections.
0:31:24 > 0:31:27This is the moment the announcement was made.
0:31:27 > 0:31:31TRANSLATION:The Supreme Court announced firstly it and there's the
0:31:31 > 0:31:36lawsuit of the Ministry of the interior, secondly it decided to
0:31:36 > 0:31:38dissolve the Cambodia National Rescue Party from now on Word, and
0:31:38 > 0:31:43thirdly it decided to ban 180 members of the CNRP from political
0:31:43 > 0:31:50activities for five years. -- 118 members.
0:31:50 > 0:31:52The official reason for doing this is that the Cambodia
0:31:52 > 0:31:54National Rescue Party, the CNRP, the country's only
0:31:54 > 0:31:56significant opposition party, conspired with foreigners

0:32:37 > 0:32:42only credible opposition in Cambodia and we will continue to walk toward

0:34:12 > 0:34:18Many think that Hun Sen did it now because he is not confident
0:34:18 > 0:34:20that his party is going to win next year's election.

0:34:27 > 0:34:34The conditions are mature for him to actually terminate and eradicate the
0:34:34 > 0:34:37position from political life in Cambodia this time.But he has not
0:34:37 > 0:34:41done it before. Was he slightly shocked by the result of the last
0:34:41 > 0:34:46election, how well the opposition did?I think he was actually quite
0:34:46 > 0:34:50surprised that the opposition party, the Cambodia National Rescue Party,
0:34:50 > 0:34:54was that popular. I actually went to Cambodia after the election and
0:34:54 > 0:35:01attended a few rallies. I also spoke to Sam Rainsy, the former president,
0:35:01 > 0:35:06and Mu Sochua, and I could see how popular they were. The Cambodia
0:35:06 > 0:35:09National Rescue Party was extremely popular, especially among the young
0:35:09 > 0:35:14population who want to change. Obviously Hun Sen site as a
0:35:14 > 0:35:19challenge, and now when he can he just is determined to eradicate them
0:35:19 > 0:35:24-- he saw it as a challenge.It is also a question of money as well as
0:35:24 > 0:35:26one of the election.

0:36:03 > 0:36:06of Hun Sen and Donald Trump, where they were smiling and making
0:36:06 > 0:36:08that thumbs up sign together, but inside, Hun Sen actually sent
0:36:08 > 0:36:10a message to the US saying, don't interfere
0:36:10 > 0:36:20with our internal affairs - we don't need your money that much.
0:36:30 > 0:36:38So what happens in the election, if there is no credible opposition?
0:36:38 > 0:36:42Well obviously one of his answers is that the ruling party is going to
0:36:42 > 0:36:47win, and they are going to win big. But the reaction of the
0:36:47 > 0:36:49international communities and foreign countries, it is something
0:36:49 > 0:36:56that we are awaiting to see. What Western countries are going to
0:36:56 > 0:36:59say, what the United States is going to say, because at the end of the
0:36:59 > 0:37:04day it is also the desire of the population there, that they have
0:37:04 > 0:37:07developed and democratic society.

0:40:40 > 0:40:42daily chores yesterday with shops, banks and the transport system

0:40:52 > 0:40:57state appointed commission. Police regularly arrest and deport foreign
0:40:57 > 0:41:05journalists. Looking at the private press, for their part, they are more
0:41:05 > 0:41:14daring. They are now speaking about the possible end of Robert Mugabe's

0:43:50 > 0:43:54foreign media, foreign affairs specialist media in China, the

0:43:58 > 0:44:03has been going on in Zimbabwe, but actually the sense in the Chinese
0:44:03 > 0:44:07media is it is being quite played down. A lot of the papers, they have
0:44:07 > 0:44:15not called thisa, and they have actually been saying that the Army
0:44:15 > 0:44:22peacefully took over Zimbabwe. The military are very keen to stress
0:44:22 > 0:44:25they have not staged a coup, so it looks like the Chinese press are
0:44:25 > 0:44:30following that?They are, but one thing coming out very strongly in
0:44:30 > 0:44:34the media is that people are safe. One of the newspaper headlines
0:44:34 > 0:44:38today, Global Times, it English edition had a picture of a tank on
0:44:38 > 0:44:42its front cover but actually in the foreground you can see a child
0:44:42 > 0:44:46walking to school, and they appear to be safe. They are walking by
0:44:46 > 0:44:51themselves, not with their parents. And on social media a lot of people
0:44:51 > 0:44:55have been talking about their concerns about the Chinese people
0:44:55 > 0:44:59based within Zimbabwe, and whether or not they are safe, but this has
0:44:59 > 0:45:06been alleviated by official media by saying that people can take
0:45:06 > 0:45:10precautions within Zimbabwe by ringing the embassy.Kerry

0:45:28 > 0:45:36since the early 2000s, 2003, relations with Robert Mugabe were
0:45:36 > 0:45:42extremely strong, particularly on trade. So China, I mean China has a
0:45:42 > 0:45:45large expansion plan anyway with Africa. There is a lot of trade, not
0:45:45 > 0:45:49just in Zimbabwe but in the wider continent, so China sees this
0:45:49 > 0:45:55relationship is crucial and has been trying to tell people this morning
0:45:55 > 0:45:58not to be concerned about their own investment interests within the
