0:00:28 > 0:00:32Panorama investigates these last chance mums.

0:00:42 > 0:00:45It's thought that one in 20 pregnant women in the UK

0:00:45 > 0:00:47are addicted to drugs or alcohol.

0:00:50 > 0:00:53If they don't get clean, their children can be taken into care.

0:00:56 > 0:00:59Almost half of drug-using mums

0:00:59 > 0:01:01don't have their children living with them.

0:01:02 > 0:01:05But research has shown that mothers who are allowed to remain

0:01:05 > 0:01:09with their kids are much more likely to try and fight their addiction.

0:01:11 > 0:01:15About 10 years ago, there were quite a lot of rehabs that worked

0:01:15 > 0:01:20with women and children, but over the years, due to funding cuts

0:01:20 > 0:01:23and various other reasons, one by one, they've closed.

0:01:23 > 0:01:27In terms of a unit that's just working with mothers and children,

0:01:27 > 0:01:29I believe we're the only one.

0:01:32 > 0:01:37Trevi House in Plymouth is one of the last rehab units in the UK

0:01:37 > 0:01:39that allows mothers to keep their children

0:01:39 > 0:01:41while they try to get clean.

0:01:44 > 0:01:47The majority of women that come into Trevi

0:01:47 > 0:01:52have either been on heroin or crack cocaine, or both.

0:01:54 > 0:01:57Women are referred through the courts or social services.

0:01:58 > 0:02:01It takes 3-6 months to complete treatment,

0:02:01 > 0:02:04and costs up to £38,000,

0:02:04 > 0:02:07which needs to be funded by their local authority.

0:02:12 > 0:02:15Residents here follow a strict programme of detox therapy

0:02:15 > 0:02:17and parenting support.

0:02:17 > 0:02:18Come in!

0:02:23 > 0:02:28Women and children are under 24/7 observation by the 30-strong team,

0:02:28 > 0:02:31made up of nursery workers, therapists and support staff.

0:02:35 > 0:02:38Doing chores and looking after the communal areas are also

0:02:38 > 0:02:41an important aspect of life here,

0:02:41 > 0:02:44helping to build a sense of community.

0:02:44 > 0:02:46- Your cleaning is perfect. - Always is.

0:02:46 > 0:02:48Cos I'm a good girl.

0:02:48 > 0:02:52But everybody is aware of the strict house rules.

0:02:52 > 0:02:57If a woman uses drugs, uses alcohol, the placement is ended.

0:02:57 > 0:03:03And there's no negotiating around that, there's no discussion.

0:03:03 > 0:03:08For most families, that means that a child is removed.

0:03:09 > 0:03:10For the women here,

0:03:10 > 0:03:13this is likely to be the last chance to keep their children.

0:03:19 > 0:03:24We joined Leanne, 37, four months into her treatment.

0:03:26 > 0:03:27All right, my darling.

0:03:27 > 0:03:29Her smile, it lights up my day.

0:03:29 > 0:03:32I get more of a buzz off of her smile

0:03:32 > 0:03:34than I did off of any drugs.

0:03:34 > 0:03:37Leanne first took heroin when she was just 18.

0:03:38 > 0:03:42And then, after a number of years clean, began using again

0:03:42 > 0:03:47when she got into a relationship with the father of her child.

0:03:47 > 0:03:50It's not easy, here. It's not... It's not a holiday camp.

0:03:51 > 0:03:54They put you through a lot of, um...

0:03:55 > 0:03:57..dealing with your problems.

0:03:58 > 0:04:02And you get a lot of negative feedback, cos obviously,

0:04:02 > 0:04:05to get here in the first place, a lot of bad stuff's happened.

0:04:07 > 0:04:12Leanne must prove she can get clean and be a fit mother for her baby.

0:04:12 > 0:04:17If I leave before my time's up, I signed an agreement saying

0:04:17 > 0:04:20that I would be walking out of the gate without her.

0:04:21 > 0:04:23And I'm not going to do that.

0:04:23 > 0:04:25No.

0:04:25 > 0:04:28BABY CRIES

0:04:28 > 0:04:32Leanne has already had one child removed from her care,

0:04:32 > 0:04:35and was addicted to both drugs and alcohol.

0:04:39 > 0:04:45I was on heroin, but I was smoking weed, as well, and drinking.

0:04:45 > 0:04:47And on Valium, diazepam.

0:04:47 > 0:04:53My skin was all grey. I was as skinny as anything. I was...

0:04:53 > 0:04:55I was wearing 13-year-old clothes at 37.

0:04:59 > 0:05:02As soon as Leanne found out she was pregnant,

0:05:02 > 0:05:04she was put on methadone,

0:05:04 > 0:05:07a drug commonly used to wean people off heroin.

0:05:08 > 0:05:10SHE WHISPERS TO BABY

0:05:10 > 0:05:12Have you got your plan upstairs?

0:05:14 > 0:05:16Methadone is itself addictive,

0:05:16 > 0:05:18so a specialist team administer the drug

0:05:18 > 0:05:20and supervise the detox process.

0:05:22 > 0:05:23Get every last drop down.

0:05:24 > 0:05:26Soon, Leanne's methadone will be stopped

0:05:26 > 0:05:30and one of the hardest parts of her recovery will begin.

0:05:31 > 0:05:32If she relapses,

0:05:32 > 0:05:36her daughter will be removed from her care immediately.

0:05:47 > 0:05:51Hayley is 37 and three months into her programme.

0:05:53 > 0:05:55I was a greedy addict.

0:05:55 > 0:05:58Heroin, crack cocaine, spice, weed,

0:05:58 > 0:06:00and I was also drinking.

0:06:02 > 0:06:04She has had six children.

0:06:04 > 0:06:06Three of them are in care.

0:06:08 > 0:06:10When one-year-old Codie was born,

0:06:10 > 0:06:12he was made the subject of a child protection order.

0:06:15 > 0:06:18There's a lot of things in my life I don't like talking about,

0:06:18 > 0:06:19cos obviously, it...

0:06:21 > 0:06:23..shouldn't have happened, and...

0:06:25 > 0:06:26Yeah.

0:06:26 > 0:06:30Before coming here, Hayley was addicted to heroin for 22 years.

0:06:32 > 0:06:37I just wish I could turn back time and realise, you know,

0:06:37 > 0:06:41what I was doing wasn't covering pain.

0:06:41 > 0:06:45It wasn't replacing anything.

0:06:45 > 0:06:47It was just making things worse, really.

0:06:51 > 0:06:54It was quite mad, because when I had my other kids,

0:06:54 > 0:06:56giving up wasn't an option.

0:06:57 > 0:07:03- It wasn't enough to give up back then... - CODIE COUGHS AND GURGLES

0:07:03 > 0:07:07..like, for the kids or even for myself.

0:07:07 > 0:07:11But then when I found out I was 20, 24 weeks pregnant

0:07:11 > 0:07:14and didn't even know. I was living out on the streets at the time.

0:07:14 > 0:07:18I don't know, something just switched in...

0:07:20 > 0:07:26Time to grow up and fix all the wrongs to rights.

0:07:30 > 0:07:33One in four mothers who have a child taken into care

0:07:33 > 0:07:35go on to have more children.

0:07:40 > 0:07:44Lots of the women we assess have had previous children removed.

0:07:44 > 0:07:47Why is this the time that's going to be different?

0:07:47 > 0:07:51Not all applications to Trevi House are successful.

0:07:51 > 0:07:52To secure a place,

0:07:52 > 0:07:56women must convince the assessment team that they are ready to change.

0:08:06 > 0:08:08Another couple of weeks have passed,

0:08:08 > 0:08:11and the time has come for her to take her last dose of methadone.

0:10:35 > 0:10:38Forcing the women to look at their complex pasts is an important

0:10:38 > 0:10:40part of recovery.

0:10:42 > 0:10:44This has been quite difficult for you, hasn't it?

0:10:44 > 0:10:46Because this is connecting to, you know, your mum,

0:10:46 > 0:10:48who obviously you've called a slut.

0:10:48 > 0:10:50- I imagine...- She's not my mum.- Yeah.

0:10:50 > 0:10:54- She don't deserve the title of mum. - Yeah, yeah.

0:10:54 > 0:10:58- And that's the impact she's had, isn't it?- Mm-hmm.

0:10:58 > 0:11:01So how did her alcohol use affect you?

0:11:01 > 0:11:06She used to get pissed up with the bloke that used to abuse me,

0:11:06 > 0:11:08and then, like, she didn't care just to

0:11:08 > 0:11:12- chuck me over to that house to get abused.- Yeah.

0:11:12 > 0:11:14She just didn't have a care in the world.

0:11:14 > 0:11:20- Yeah.- The thing we got was slaps, torture and given over to perverts.

0:11:20 > 0:11:23That's all we got from that woman,

0:11:23 > 0:11:25and a load of lies.

0:11:26 > 0:11:31This group isn't about blame in any way whatsoever.

0:11:31 > 0:11:34It's clear that Hayley's family history is particularly troubled.

0:11:37 > 0:11:45When I was really young, I was sexually abused nearly every day,

0:11:45 > 0:11:50from the age of about five, six till I was 14.

0:11:50 > 0:11:53Erm... It went to court.

0:11:53 > 0:11:55He got eight years.

0:11:55 > 0:11:58Hayley is not alone.

0:11:58 > 0:12:03Most women who come here are victims of abuse or domestic violence,

0:12:03 > 0:12:05including Leanne.

0:12:07 > 0:12:10I got pregnant,

0:12:10 > 0:12:15and her dad was very violent.

0:12:15 > 0:12:18He was... He was hitting me a lot before the pregnancy,

0:12:18 > 0:12:25but when I got pregnant, the violence got ten times worse.

0:12:25 > 0:12:28Leanne was subject to systematic domestic abuse

0:12:28 > 0:12:30at the hands of her ex-partner.

0:12:31 > 0:12:34He started shattering bones in my face,

0:12:34 > 0:12:37and strangling me unconscious,

0:12:37 > 0:12:41and kicking me down the stairs when I was pregnant.

0:12:41 > 0:12:46One attack was so vicious, Leanne ended up in hospital for 26 days,

0:12:46 > 0:12:48and her partner was arrested.

0:12:54 > 0:12:56Yeah.

0:12:56 > 0:12:59Yeah, I'm very nervous about doing it, to be honest.

0:12:59 > 0:13:02I know I'm not in trouble but I'm going to feel like I am.

0:13:03 > 0:13:05She's speaking to the Victim Support team,

0:13:05 > 0:13:08as she will need to testify at his trial.

0:13:11 > 0:13:15Yeah, she's going to ring Plymouth Crown Court and set up

0:13:15 > 0:13:19a video link, and then there'll be no-one in and around the court.

0:13:19 > 0:13:21I just can't relive it all, no.

0:15:10 > 0:15:14they've phoned up either the same day or the following day and said,

0:17:04 > 0:17:08- TSWs had phoned me, legally she cannot leave with- (MUTED).

0:17:08 > 0:17:12I met with her in the morning and basically said to her,

0:17:12 > 0:17:17- you can leave but- (MUTED) - will be staying here at Trevi

0:17:17 > 0:17:20and they would look at placing her into foster care.

0:17:26 > 0:17:29Leanne's lack of hygiene are red flags for the Trevi team.

0:17:34 > 0:17:38If she doesn't turn things around, her placement will be ended

0:19:00 > 0:19:05the first year of leaving Trevi was really, really challenging for me.

0:19:06 > 0:19:09Because I was trying to cope with everything myself

0:19:09 > 0:19:11and I just thought, "I'm OK, I'm OK" and actually

0:19:11 > 0:19:16I needed more support than I was admitting I needed to myself.

0:19:16 > 0:19:18It is OK not to be OK.

0:19:18 > 0:19:22It is OK to be like, actually, I am not all right at the minute.

0:19:22 > 0:19:25I'm moving soon and I'm worried about it.

0:19:25 > 0:19:27What are you worried about?

0:19:27 > 0:19:32Like the last three days I thought getting clean, that's it done,

0:19:32 > 0:19:34but it's not.

0:19:34 > 0:19:37I have been craving horribly and people see craving

0:19:37 > 0:19:40come and go but it is stuck with me for three days now.

0:19:40 > 0:19:43Dealing with addiction is a daily battle.

0:19:44 > 0:19:48If you sat here and told me you never ever think about a drink or a drug

0:19:48 > 0:19:53or you didn't ever feel like doing it I would think you are a liar.

0:19:53 > 0:19:56I know it sounds mean but my other kids have been through

0:19:56 > 0:19:59some shit and I just don't want it for Codie.

0:19:59 > 0:20:04But I'm scared. I am, I'm scared.

0:20:04 > 0:20:09I'm scared to be clean, I'm scared to find out who I am.

0:20:09 > 0:20:12I had fear, fear of failing. Everything.

0:20:12 > 0:20:14Fear of life, isn't it?

0:20:14 > 0:20:17You know I had doubts,

0:20:17 > 0:20:20I felt all of that but I continued despite all of that...

0:20:20 > 0:20:22..because of my son.

0:20:22 > 0:20:27And what you have got which is the bit that gets women through

0:20:27 > 0:20:31is that sheer bloody determination to do it for your boy.

0:20:31 > 0:20:34That tenacity, that fight.

0:20:43 > 0:20:46A few days after the family review and with the court case

0:20:46 > 0:20:51and detox behind her, Leanne is coping much better.

0:20:51 > 0:20:53And in two weeks she will be ready to leave.

0:20:55 > 0:20:59You do work through a lot of things here, not just detox.

0:20:59 > 0:21:03The detox is just on top of everything else.

0:21:03 > 0:21:06And when you're working through your emotions as well

0:21:06 > 0:21:07and dealing with life in a different way,

0:21:07 > 0:21:11looking at life from a different angle, it's hard.

0:21:14 > 0:21:17Hayley is close to finishing her treatment, so she's allowed

0:21:17 > 0:21:20to attend her brother's wedding without supervision.

0:23:20 > 0:23:23the time has come for Leanne to say goodbye.

0:23:28 > 0:23:31you know, you're going through the detox and everything like that.

0:23:40 > 0:23:44allowed to keep her baby, as long as she remains drug-free.
