0:01:10 > 0:01:12I thank the honourable Gentleman for his question.
0:01:12 > 0:01:15The answer is yes.
0:01:15 > 0:01:19We have asked three things of the overseas territories
0:01:19 > 0:01:22and Crown dependencies: automatic exchange of tax information;
0:01:22 > 0:01:26a common reporting standard for multinational companies;
0:01:26 > 0:01:30and central beneficial ownership registries so that UK enforcement
0:01:30 > 0:01:33can know who really owns the companies that are based there.
0:01:33 > 0:01:36They have delivered on the first two, and they will be following
0:01:36 > 0:01:37and delivering on the third.
0:01:37 > 0:01:40That is what he asked for, and that is exactly
0:01:40 > 0:01:46what he is getting.
0:01:46 > 0:01:51In Banbury and Bicester, we have unprecedented housing growth.
0:01:51 > 0:01:54Does the Prime Minister agree that we must build sufficient
0:01:54 > 0:01:58starter homes so that the dream of home ownership becomes
0:01:58 > 0:02:04something to which everybody can really aspire?
0:02:04 > 0:02:07I thank my constituency neighbour and honourable Friend
0:02:07 > 0:02:09for raising that question.
0:02:09 > 0:02:12The fact is that we are building more houses, including
0:02:12 > 0:02:16more affordable homes, right across England.
0:02:16 > 0:02:19The legislation going through this House and the other place
0:02:19 > 0:02:21will ensure that we deliver on our manifesto pledge
0:02:21 > 0:02:24of 200,000 starter homes.
0:02:24 > 0:02:27Those are the homes that we want to see - affordable
0:02:27 > 0:02:28for people to buy.
0:02:28 > 0:02:31I hope that, even at this late stage, the Labour party

0:03:28 > 0:03:31We are fully aware that the European Union has strengthened
0:03:31 > 0:03:34workers' rights in many ways.
0:03:34 > 0:03:37In March, while the Prime Minister was trying to undermine workers'
0:03:37 > 0:03:41rights with his Trade Union Bill, the European Commission put forward
0:03:41 > 0:03:46proposals to close loopholes in the posting of workers directive
0:03:46 > 0:03:50that would stop employers exploiting foreign workers and undercutting
0:03:50 > 0:03:55national rates of pay.
0:03:55 > 0:03:57Will the Prime Minister confirm that his Government will protect
0:03:57 > 0:04:02workers and back these reforms to stop the undercutting
0:04:02 > 0:04:04and the grotesque exploitation of many workers
0:04:04 > 0:04:09across the continent?
0:04:09 > 0:04:11First of all, I certainly join the right honourable Gentleman
0:04:11 > 0:04:13in wishing a very happy birthday to David Attenborough.
0:04:13 > 0:04:17Many of us in this House feel that we grew up with him
0:04:17 > 0:04:19as our teacher about the natural world and the environment.
0:04:19 > 0:04:21He is a remarkable man.
0:04:21 > 0:04:26I am proud to say that the royal Arctic survey ship will be named
0:04:26 > 0:04:31after David Attenborough.
0:04:31 > 0:04:34There was strong support for Boaty McBoatface.
0:04:34 > 0:04:39I think the submarine on the boat will be named
0:04:39 > 0:04:44Boaty McBoatface but, quite rightly, Attenborough
0:04:44 > 0:04:46will take top billing.
0:04:46 > 0:04:49On the posted workers directive, we are looking at this matter
0:04:49 > 0:04:50closely and working with our partners.
0:04:50 > 0:04:53We see some merit in what is proposed.
0:04:53 > 0:04:55I can tell the right honourable Gentleman today that the yellow card
0:04:55 > 0:04:59procedure has been invoked by national Parliaments over this,
0:04:59 > 0:05:01demonstrating the importance of these sorts of safeguards,
0:05:01 > 0:05:06even more of which we achieved in my renegotiation.
0:05:06 > 0:05:08The best thing that we can do for workers' rights in this
0:05:08 > 0:05:10country is to celebrate the national living wage,
0:05:10 > 0:05:16introduced by a Tory Government.
0:05:16 > 0:05:19The national minimum wage was introduced by Labour.
0:05:19 > 0:05:22The national living wage proposed by the Prime Minister's
0:05:22 > 0:05:24friend the Chancellor is, frankly, a corruption
0:05:24 > 0:05:25of the very idea.
0:05:25 > 0:05:29It is not, in reality, a proper living wage.
0:05:29 > 0:05:35My question was about the posting of workers directive proposals,
0:05:35 > 0:05:39which would prevent the grotesque exploitation by unscrupulous
0:05:39 > 0:05:44employers of workers being moved from one nation to another
0:05:44 > 0:05:47to undercut wages in the second nation.
0:05:47 > 0:05:50Will the Prime Minister be absolutely clear: will
0:05:50 > 0:05:54the British Government support this very important reform
0:05:54 > 0:05:58to stop this exploitation?
0:05:58 > 0:06:01As I have said, we are working with the Dutch presidency.
0:06:01 > 0:06:03We think there is merit in a lot of the proposals,
0:06:03 > 0:06:06but we want to make sure we get the details right.
0:06:06 > 0:06:09Let me pull the right honourable Gentleman up on something: he has
0:06:09 > 0:06:11just described the national living wage as "a corruption".
0:06:11 > 0:06:15The national living wage is ?7.20 an hour -
0:06:15 > 0:06:18a ?20 a week pay rise for some of the poorest
0:06:18 > 0:06:20people in our country.
0:06:20 > 0:06:23I really think he ought to get up and say that he supports
0:06:23 > 0:06:25the national living wage, and thank the Government
0:06:25 > 0:06:32for introducing it.
0:06:32 > 0:06:34I support a wage rise, obviously.
0:06:34 > 0:06:38The point I am making is that it is not a living wage,
0:06:38 > 0:06:48as it is generally understood.
0:06:48 > 0:06:52Yes seems to be one of the hardest words for the Prime Minister to say.
0:06:52 > 0:06:55For the third time, will he just say whether or not he supports
0:06:55 > 0:06:58the posting of workers directive?
0:06:58 > 0:07:01He might be aware that Patrick Minford, a former economic
0:07:01 > 0:07:03adviser to Margaret Thatcher, said that the European Union has
0:07:03 > 0:07:07a negative effect on the City of London and that he wants
0:07:07 > 0:07:14the "shackles" of European regulation removed.
0:07:14 > 0:07:18Does the Prime Minister believe that our membership hurts the City
0:07:18 > 0:07:20of London or does he believe that European Union regulation
0:07:20 > 0:07:26of the finance sector in Britain and British -
0:07:26 > 0:07:32administered tax havens helps curb the sort of bad practice exposed
0:07:32 > 0:07:39by the Panama papers and underlined by my honourable Friend the Member
0:07:39 > 0:07:42for Wythenshawe and Sale East his earlier question?
0:07:42 > 0:07:45This is an area where we basically agree with each other
0:07:45 > 0:07:47about the European Union, so I will try to identify a question
0:07:47 > 0:07:51in that lot and answer it as positively as I can.
0:07:51 > 0:07:56First, I completely disagree with the economist Patrick Minford.
0:07:56 > 0:07:59He wants to see manufacturing industry in our country obliterated.
0:07:59 > 0:08:03It would be a disastrous step if we followed the advice
0:08:03 > 0:08:06that he gives.
0:08:06 > 0:08:09On the City of London, we need the right regulation
0:08:09 > 0:08:12for the City of London to continue its massive rate
0:08:12 > 0:08:17of job creation and wealth creation in our country,
0:08:17 > 0:08:20but we also need to remain members of the single market
0:08:20 > 0:08:22because it is absolutely vital for this important
0:08:22 > 0:08:23sector of our economy.
0:08:23 > 0:08:26I hope that on that, as on the issue of the national
0:08:26 > 0:08:30living wage, we can find some agreement between us.
0:08:30 > 0:08:33The question that I also put to the Prime Minister,
0:08:33 > 0:08:38which perhaps he was not listening to, was what he was going to do...
0:08:38 > 0:08:48I asked what he was going to do about the UK -
0:08:48 > 0:08:52administered tax havens that receive large sums
0:08:52 > 0:08:57of money from dodgy sources, which should and must be closed
0:08:57 > 0:09:03down, as should any tax evasion in the City of London.
0:09:03 > 0:09:05We need a British Government who are prepared to chase down this
0:09:05 > 0:09:09level of corruption.
0:09:09 > 0:09:11This Government have done more than any previous Government to make
0:09:11 > 0:09:15sure that our overseas territories and Crown
0:09:15 > 0:09:18dependencies are not tax havens, but behave in a responsible way.
0:09:18 > 0:09:23As I said earlier, they are now taking part in the automatic
0:09:23 > 0:09:27exchange of tax information - that did not happen before;
0:09:27 > 0:09:32they have signed up to a common reporting standard for multinational
0:09:32 > 0:09:35companies - that did not happen before; and they are getting central
0:09:35 > 0:09:38registries so that we can find out who owns the companies
0:09:38 > 0:09:39in each territory.
0:09:39 > 0:09:40All these things are real progress.
0:09:40 > 0:09:43Of course, we would like them to go further and have public registries
0:09:43 > 0:09:46of beneficial ownership, as we are introducing in this
0:09:46 > 0:09:50country, not because of anything a Labour Government did,
0:09:50 > 0:09:54but because of a decision by a Conservative Prime Minister.
0:09:54 > 0:09:57I urge the right honourable Gentleman to be fair on those
0:09:57 > 0:10:00territories and Crown dependencies: many of them have gone much further
0:10:00 > 0:10:04even than many developed countries.
0:10:04 > 0:10:07Indeed, you get more information now out of some of our Crown
0:10:07 > 0:10:09dependencies and overseas territories than you would get out
0:10:09 > 0:10:12of the United States - for example, Delaware.
0:10:12 > 0:10:16So let us be fair on the territories for which we have an obligation
0:10:16 > 0:10:17and a responsibility.
0:10:17 > 0:10:19We are making them improve their record and the right
0:10:19 > 0:10:23honourable Gentleman should acknowledge that.
0:10:23 > 0:10:28A month ago the Prime Minister informed the House that he welcomed
0:10:28 > 0:10:31the European Union proposals on country - by - country tax
0:10:31 > 0:10:35transparency reporting.
0:10:35 > 0:10:38We agreed with that, yet on 26 April Conservative Members
0:10:38 > 0:10:42of the European Parliament voted against these proposals.
0:10:42 > 0:10:45Did they not receive a memo from him or what?
0:10:45 > 0:10:51People expect that people pay their tax in this country.
0:10:51 > 0:10:53Tomorrow the European Parliament will be voting again on country -
0:10:53 > 0:10:57by - country reporting.
0:10:57 > 0:11:00Can the Prime Minister assure the House that Conservative Members
0:11:00 > 0:11:03of the European Parliament will support these measures,
0:11:03 > 0:11:07as he told us they would a month ago?
0:11:07 > 0:11:09The most important thing is that we support these measures.
0:11:09 > 0:11:12This Government support the measures.
0:11:12 > 0:11:15These measures have come forward only because it has been
0:11:15 > 0:11:17a Conservative Government here in the United Kingdom
0:11:17 > 0:11:20proposing them.
0:11:20 > 0:11:23The only area of disagreement, I suspect, between the right
0:11:23 > 0:11:27honourable Gentleman and myself is that I do not think we should
0:11:27 > 0:11:31set a minimum tax rate for these countries.
0:11:31 > 0:11:33It has always been a position of Labour Governments and previous
0:11:33 > 0:11:36Conservative Governments that although we want to make sure that
0:11:36 > 0:11:39all these territories behave properly, we do not make them set
0:11:39 > 0:11:42a minimum tax rate.
0:11:42 > 0:11:44That is the difference between us.
0:11:44 > 0:11:47If he wants to swap voting records of Labour MEPs and Tory MEPs,
0:11:47 > 0:11:50let us have a whole session on it.
0:11:50 > 0:11:56I have plenty of material here.
0:11:56 > 0:12:01That was a very long answer?The Prime Minister could simply have
0:12:01 > 0:12:08said whether or not he supports the proposals
0:12:08 > 0:12:18and whether his Conservative MEPs are going to vote for them.
0:12:20 > 0:12:30The Prime Minister will be very well aware of the concern
0:12:31 > 0:12:35across the whole country about the question of unaccompanied
0:12:35 > 0:12:37child refugees across Europe.
0:12:37 > 0:12:40Their plight is desperate and they are in a very
0:12:40 > 0:12:41dangerous situation.
0:12:41 > 0:12:43Everyone's heart reaches out to them, but we have to do more
0:12:43 > 0:12:47than that and we have to be practical in our help for them.
0:12:47 > 0:12:50I got a letter this week from a voluntary worker with child
0:12:50 > 0:12:52refugees by the name of Hannah.
0:12:52 > 0:12:55She wrote to me about these children, some of whom have family
0:12:55 > 0:12:57members in this country.
0:12:57 > 0:13:03Can the Prime Minister confirm that in response to Lord Dubs' amendment,
0:13:03 > 0:13:06there will be no delay whatsoever in accepting 3,000 unaccompanied
0:13:06 > 0:13:10child refugees into this country to give them the support
0:13:10 > 0:13:14they need and allow them to enjoy the childhood
0:13:14 > 0:13:19that they and all our children deserve?
0:13:19 > 0:13:24We will follow the Dubs amendment - that is now the law of the land.
0:13:24 > 0:13:27The Dubs amendment says that we have to consult very carefully with local
0:13:27 > 0:13:30authorities to make sure that, as we take these children in,
0:13:30 > 0:13:33we are able to house them, clothe them, feed them and make sure
0:13:33 > 0:13:36they are properly looked after.
0:13:36 > 0:13:39So we need to look at the capacity of our care system,
0:13:39 > 0:13:42because if you look at some councils, particularly in Kent
0:13:42 > 0:13:44and southern England, you see they are already struggling
0:13:44 > 0:13:45because of the large number of unaccompanied
0:13:45 > 0:13:47children who have come in.
0:13:47 > 0:13:49Just two figures for the right honourable Gentleman,
0:13:49 > 0:13:51to put this in context.
0:13:51 > 0:13:53Last year 3,000 unaccompanied children arrived and claimed asylum
0:13:53 > 0:13:56in the UK, even before the scheme that is being introduced.
0:13:56 > 0:13:58The second figure is, under the Dublin regulation,
0:13:58 > 0:14:02children with a connection to the UK can already claim asylum in France
0:14:02 > 0:14:07or Italy and then come to the UK, and we have accepted 30 such
0:14:07 > 0:14:09transfers since February.
0:14:09 > 0:14:13What I can say about Dubs is that there will not be any delay -
0:14:13 > 0:14:17we will get on with this as fast as we can - but in order to follow
0:14:17 > 0:14:21the law, we have to talk to our local authorities first.
0:14:21 > 0:14:24During President Obama's recent visit, was the Prime Minister able
0:14:24 > 0:14:29to talk to him about the Chinese dumping of steel and the robust
0:14:29 > 0:14:33action he has been able to take in the United States to address it,
0:14:33 > 0:14:39including introducing tariffs of 288%?
0:14:39 > 0:14:42If so, was his advice, "Keep backing British steel,
0:14:42 > 0:14:45increase the tariffs and tell the Chinese to go to the back
0:14:45 > 0:14:49of the line"?
0:14:49 > 0:14:51I did discuss this issue with President Obama,
0:14:51 > 0:14:53and both the US and the European Union have taken action
0:14:53 > 0:14:55against Chinese dumping.
0:14:55 > 0:14:58If you look at the figures, the excess capacity in China
0:14:58 > 0:15:12is around 25 times higher than the UK's entire production.
0:15:12 > 0:15:15The anti - dumping tariffs we have produced in the EU have been very
0:15:15 > 0:15:17effective and, in some categories, have reduced Chinese
0:15:17 > 0:15:18exports by as much as 98%.
0:15:18 > 0:15:21So my honourable Friend should not believe some of the figures put
0:15:21 > 0:15:24around that the EU action does not work; it does work,
0:15:24 > 0:15:26and if we were outside the EU we might be subject
0:15:27 > 0:15:29to those tariffs ourselves.
0:15:29 > 0:15:32The Prime Minister's Government were elected with 37% of the vote,
0:15:32 > 0:15:35so I am sure he would acknowledge the success of Nicola Sturgeon
0:15:35 > 0:15:45and the SNP in being returned victoriously, for a third time,
0:15:45 > 0:15:49with 46% of the vote - the highest figure currently of any
0:15:49 > 0:15:51political party in national elections anywhere
0:15:51 > 0:15:56in western Europe.
0:15:56 > 0:16:00On the anti-corruption summit, has the Prime Minister read
0:16:00 > 0:16:03the appeals from Nigerian campaigners who say that their
0:16:03 > 0:16:06"efforts are sadly undermined if countries such as your own
0:16:06 > 0:16:11are welcoming our corrupt to hide their ill -
0:16:11 > 0:16:13"gotten gains in your luxury homes, department stores, car dealerships,
0:16:13 > 0:16:20"private schools and anywhere else that will accept their cash

0:17:12 > 0:17:15summit is absolutely right: the whole point of holding this
0:17:15 > 0:17:18summit in London is to say that action is necessary
0:17:18 > 0:17:21by developed countries as well as developing countries.
0:17:21 > 0:17:24One of the steps we are taking - to make sure that foreign companies
0:17:24 > 0:17:30that own UK property have to declare who the beneficial owner is -
0:17:30 > 0:17:33will be one of the ways we make sure that plundered money from African
0:17:33 > 0:17:36countries cannot be hidden in London.
0:17:36 > 0:17:38It would be helpful if the Prime Minister confirmed that
0:17:38 > 0:17:41that list will be publicly available and not just accessible
0:17:41 > 0:17:43for the police.
0:17:43 > 0:17:46Seeing as how he is prepared to lecture other countries
0:17:46 > 0:17:50on corruption and probity, will he explain why seven police
0:17:50 > 0:17:52forces in the UK have launched criminal investigations
0:17:52 > 0:17:57into Conservative MPs for potential electoral fraud?
0:17:57 > 0:18:03That is very serious, so how is it that a Conservative
0:18:03 > 0:18:07police and crime commissioner can serve in such a role while being

0:18:13 > 0:18:15First, let us be clear about this anti - corruption summit.
0:18:15 > 0:18:18Nobody is lecturing anybody.
0:18:18 > 0:18:22One of the reasons this issue does not get addressed is that countries
0:18:22 > 0:18:26and politicians are too worried about addressing it knowing that no
0:18:26 > 0:18:29country is perfect - nor, indeed, is any politician.
0:18:29 > 0:18:32But I think it is right for Britain to take this lead,
0:18:32 > 0:18:36not least because we meet our 0.7% contribution on aid.
0:18:36 > 0:18:39I think we are entitled to raise this incredibly important issue.
0:18:39 > 0:18:42As to what the right honourable Gentleman says
0:18:42 > 0:18:44about the Electoral Commission, the whole point is that in this
0:18:44 > 0:18:47country the Electoral Commission is independent.
0:18:47 > 0:18:49When it comes to operational decisions by police forces,
0:18:49 > 0:18:50they are independent too.
0:18:50 > 0:18:52Long may that be the case: that is the hallmark
0:18:53 > 0:18:58of an incorrupt country.
0:18:58 > 0:19:05I know my right honourable Friend will want to join me
0:19:05 > 0:19:08in congratulating Katy Bourne, who was reelected as the Sussex
0:19:08 > 0:19:10police and crime commissioner last week, topping the poll
0:19:10 > 0:19:14in Crawley for her work in helping victims.

0:21:05 > 0:21:08We make these investments because we have a strong economy

0:28:33 > 0:28:38when two people talk to each other on a mobile phone or a fixed phone,

0:30:49 > 0:30:53anonymous, are frankly appalling.
0:30:53 > 0:30:57People should be ashamed of the sort of sexist bullying that

0:31:30 > 0:31:32last year's manifesto commitment?
0:31:32 > 0:31:35Let me again congratulate Sadiq Khan on his victory and say how much
0:31:35 > 0:31:38we are looking forward to working with him on the issues that
0:31:38 > 0:31:39matter to Londoners, whether it is transport,
0:31:40 > 0:31:41housing or keeping London safe.
0:31:41 > 0:31:43I put the question back to the honourable Lady:
0:31:43 > 0:31:47our Housing and Planning Bill means that every high -
0:31:47 > 0:31:49value property sold will mean two new affordable homes in London,
0:31:49 > 0:31:55so why is it that the Labour party here and in the other place
0:31:55 > 0:31:59are opposing something that will mean more houses,
0:31:59 > 0:32:01more affordable housing and more home ownership?

0:32:03 > 0:32:06They talk a good game, but, in the end, they are
0:32:06 > 0:32:12the enemies of aspiration.
0:32:12 > 0:32:16During military operations in Afghanistan, British forces
0:32:16 > 0:32:22were heavily reliant on locally employed interpreters,
0:32:22 > 0:32:29who constantly put themselves in harm's way alongside our people.
0:32:29 > 0:32:32I saw with my own eyes during Herrick 9 just how brave
0:32:32 > 0:32:33these interpreters were.
0:32:33 > 0:32:36Does the Prime Minister agree that it is a stain on our country's
0:32:36 > 0:32:39honour that we have abandoned a large number of them to be
0:32:39 > 0:32:40threatened by the Taliban?
0:32:40 > 0:32:43Some have been murdered and others have had to flee their homes,
0:32:43 > 0:32:44in fear of their lives.
0:32:44 > 0:32:47We owe the interpreters a huge debt of gratitude and honour,
0:32:47 > 0:32:49and we must provide safety and sanctuary for them here.
0:32:49 > 0:32:52We debated and discussed around the National Security Council table
0:32:52 > 0:32:55in the coalition Government and then announced in the House of Commons
0:32:55 > 0:33:02a scheme to make sure that those people who had helped our forces
0:33:02 > 0:33:04with translation and other services were given the opportunity
0:33:04 > 0:33:06of coming to the UK.
0:33:06 > 0:33:08We set up two schemes: one to encourage that,
0:33:08 > 0:33:10but also another scheme, a very generous scheme,
0:33:10 > 0:33:14to try to encourage those people who either wanted to stay or had not
0:33:14 > 0:33:19been translators for a long enough period to stay in Afghanistan
0:33:19 > 0:33:20and help to rebuild that country.
0:33:20 > 0:33:23I think it is important to have both schemes in place,
0:33:23 > 0:33:26rather than simply saying that everyone in any way involved can
0:33:26 > 0:33:27come immediately to the UK.
0:33:27 > 0:33:32Let us back Afghans to rebuild their own country.
0:33:32 > 0:33:35The Prime Minister has confirmed to me that should we leave the EU,
0:33:35 > 0:33:38the European convergence funding for the very poorest parts of Wales
0:33:38 > 0:33:41would of course cease.
0:33:41 > 0:33:44Will he now confirm that in such a case the UK Government
0:33:44 > 0:33:46would make up the difference?
0:33:46 > 0:33:50The point I would make to the honourable Gentleman,
0:33:50 > 0:33:55as I would to anyone asking a question about what happens
0:33:55 > 0:33:58were we to leave, is that I do not think you can give a guarantee.
0:33:58 > 0:34:00I am a profound believer in our United Kingdom.
0:34:00 > 0:34:03I want to go on making sure that poorer regions
0:34:03 > 0:34:05and parts of our country are properly supported.
0:34:05 > 0:34:09If, as I think is the case, we find that our economy would be
0:34:09 > 0:34:12hit by leaving and our tax receipts would be hit by leaving,
0:34:12 > 0:34:15that is obviously going to impact the amount of funding that we can
0:34:15 > 0:34:17put into agriculture, research or, indeed,
0:34:17 > 0:34:19poorer parts of our country.
0:34:19 > 0:34:23That is why I think the safe, sensible and right option is to vote
0:34:23 > 0:34:26to remain in a reformed European Union.
0:34:26 > 0:34:29May I support the Prime Minister on his comments about Nigeria
0:34:29 > 0:34:35and Afghanistan, and ask him to stop pouring hundreds of millions
0:34:35 > 0:34:38of pounds of taxpayers' money into those and other corrupt
0:34:38 > 0:34:41countries until they have cleaned up their act?
0:34:41 > 0:34:45While he is at it, will he tell us where he has the European Union
0:34:45 > 0:34:48in his league table of corruption, given that it has not
0:34:48 > 0:34:51had its accounts signed off for 20 years?
0:34:51 > 0:34:54I thank, as ever, my honourable Friend for his help and support,
0:34:54 > 0:34:59and for his tips on diplomacy as well, which are useful
0:34:59 > 0:35:03given the past 24 hours.
