0:00:00 > 0:00:03investment is taking place across the north Wales network, signalling,
0:00:03 > 0:00:07but I also think any addition to the debate is interesting and we look at
0:00:07 > 0:00:10those in due course. Questions to the Prime Minister.
0:00:42 > 0:00:47Members will also have seen reports of a number of suspicious packages
0:00:47 > 0:00:53targeting Muslim members. I am sure the whole house will join in
0:00:53 > 0:00:56condemning this app horror and behaviour that has no place in our
0:00:56 > 0:01:01society. I can tell the House an investigation is under way and steps
0:01:01 > 0:01:05are being taken to bring the perpetrators to justice. I will make
0:01:05 > 0:01:10a statement following PMQs updating the house on the Salisbury incident.
0:01:10 > 0:01:14This morning I had meetings, in addition to my duties in this House
0:01:14 > 0:01:20I will have further meetings today. I want to thank the Prime Minister
0:01:20 > 0:01:26for agreeing to meet with me to discuss the work of the cross-party
0:01:26 > 0:01:31use violence commission. Youth violence is complex and needs
0:01:31 > 0:01:36long-term solutions but some things can be done now, such as legislating
0:01:36 > 0:01:40to ensure all knives and sharp instruments in shops are knocked
0:01:40 > 0:01:46away or stored behind counters, ensuring no one can steal them and
0:01:46 > 0:01:50use them. Will she do this? The honourable
0:01:50 > 0:01:57lady raises an important issue. This is a complex problem and we need to
0:01:57 > 0:02:01ensure we have long-term solutions. The Home Secretary will publish a
0:02:01 > 0:02:05strategy that will put emphasis on interventions early with young
0:02:05 > 0:02:12people. It is important we have tough legislation, but we need to
0:02:12 > 0:02:16work in partnership with retailers. We have consulted on measures
0:02:16 > 0:02:22including restrictions on knives sold online and in 2016 we reached a
0:02:22 > 0:02:26voluntary agreement with major retailers about how knives were
0:02:26 > 0:02:29displayed and training given to staff to support action to tackle
0:02:29 > 0:02:35knife crime. She is right to raise this as a concern.
0:02:35 > 0:02:40On the subject of Northern Ireland, does the Prime Minister stand-by
0:02:40 > 0:02:45commitments made in the joint report of December and will she confirm we
0:02:45 > 0:02:48will accept nothing that will undermine the integrity of the
0:02:48 > 0:02:54United Kingdom. Can I confirm that we stand by all
0:02:54 > 0:02:59commitments we made in December. We have been clear our preferred option
0:02:59 > 0:03:03is to deliver them through the new partnership with the EU with
0:03:03 > 0:03:06solutions to address the unique circumstances in Northern Ireland if
0:03:06 > 0:03:11needed. The work we are undertaking will include that on the final
0:03:11 > 0:03:18so-called backdrop that will form part of the agreement. I cannot
0:03:18 > 0:03:22approve the text the commission proposes. We stand ready to work
0:03:22 > 0:03:25with commission and Irish governments to ensure all
0:03:25 > 0:03:32commitments are included in the withdrawal agreement.
0:03:32 > 0:03:37I along with the Prime Minister absolutely condemn the vile messages
0:03:37 > 0:03:40and threatening packages that have been sent to Muslim members of the
0:03:40 > 0:03:48house. Also the rise in Islamophobia and abusive messages sent to Muslim
0:03:48 > 0:03:53families all over the country. It has to be condemned by all, as we
0:03:53 > 0:03:59condemn anybody who attempts to divide our country by racism or
0:03:59 > 0:04:02extremism. We have to stand united with any community under threat at
0:04:02 > 0:04:10any time. I am sure the house will join me in supporting what the Prime
0:04:10 > 0:04:14Minister said about Stephen Hawking, one of the most acclaimed scientists
0:04:14 > 0:04:18of his generation who helped us to understand about the world and
0:04:18 > 0:04:23universe and was also concerned about peace and the survival of the
0:04:23 > 0:04:29world, and also a passionate campaigner for the NHS. He said, I
0:04:29 > 0:04:34have received excellent medical attention in Britain. I believe in
0:04:34 > 0:04:39universal health care and I am not afraid to say so. If we believe in
0:04:39 > 0:04:44universal health care, how can it be possible someone lives and works in
0:04:44 > 0:04:52this country, pays taxes, but is denied access to the NHS for
0:04:52 > 0:04:57life-saving cancer treatment? Can the Prime Minister explain? I
0:04:57 > 0:05:04join with him in saying there is no place in society for hate crime or
0:05:04 > 0:05:08racism. We should stand united against such behaviour and
0:05:08 > 0:05:16activities. Can I say to him that we do ensure, and I am pleased we have
0:05:16 > 0:05:21a good record on cancer provision we make. We see more people surviving
0:05:21 > 0:05:27cancer as a result of changes and developments in the NHS, than ever
0:05:27 > 0:05:33before. We works to ensure the situation we are... The treatments
0:05:33 > 0:05:39we are making available of the best we can. I am not aware of the case
0:05:39 > 0:05:47the right honourable gentleman raises. But we do want to ensure all
0:05:47 > 0:05:55those who are entitled to service and treatment through the NHS are
0:05:55 > 0:05:58able to achieve it. There are questions around particular drug is
0:05:58 > 0:06:04made available to individuals, which we continue to look at.I will be
0:06:04 > 0:06:11writing to the Prime Minister about the case. It is a man who has lived
0:06:11 > 0:06:17in this country for 44 years, worked and paid his taxes. He is an older
0:06:17 > 0:06:22gentleman and is now denied cancer treatment. I suspect he is not alone
0:06:22 > 0:06:28and I urge her to discuss this with the Home Office and others. I
0:06:28 > 0:06:32received a letter from Hillary, a British pensioner, and it goes to
0:06:32 > 0:06:38the point the Prime Minister just said, and she says, I am now having
0:06:38 > 0:06:42to pay for my thyroid medication because the CCG needs to save money.
0:06:42 > 0:06:46I have worked all my life, paid National Insurance and this is not
0:06:46 > 0:06:53fair. Last March the Health Secretary said it is essential we
0:06:53 > 0:06:57get back to the 95% target for accident and emergency waiting times
0:06:57 > 0:07:02and he said it should happen, I quote, in the course of the next
0:07:02 > 0:07:06calendar year. The calendar year is up, can she explain why this is no
0:07:06 > 0:07:13longer possible?On the individual case I look forward to receiving
0:07:13 > 0:07:17details from the right honourable gentleman. May I take the
0:07:17 > 0:07:21opportunity of reminding him I think he raised a case about Georgina with
0:07:21 > 0:07:33me last October and has not written to me about that.
0:07:35 > 0:07:40So... As I say, I look forward to receiving the details of the case he
0:07:40 > 0:07:45has just set out. What we have done in relation to cancer treatment is
0:07:45 > 0:07:52ensure there are more tests taking place. We see more people being seen
0:07:52 > 0:07:56by specialists for suspected cancer and more people starting treatment
0:07:56 > 0:08:00for cancer which is why I say we have seen an improvement in cancer
0:08:00 > 0:08:06treatment available in this country, and in relation to accident and
0:08:06 > 0:08:09emergency, we have more doctors working in accident and emergency
0:08:09 > 0:08:15and we have put more money in, for winter pressures and to ensure
0:08:15 > 0:08:18accident and emergency departments can provide treatment right for the
0:08:18 > 0:08:25patient before them, because for some, they do not need to be
0:08:25 > 0:08:30admitted to hospital, they need to see a GP. We are working with the
0:08:30 > 0:08:37NHS to ensure the treatment patients receive is right for them.My
0:08:37 > 0:08:41understanding is Georgina's case was resolved before. Following my
0:08:41 > 0:08:52raising it here. If nothing else, Mr Speaker, it proves the power of
0:08:52 > 0:09:01Parliament. Key A&E waiting targets have not been met since 2015. NHS
0:09:01 > 0:09:06managers say they will not be met until 2019, and February was the
0:09:06 > 0:09:14worst ever month for accident and emergency performances. The NHS
0:09:14 > 0:09:19providers director said, this is the first time we have had to accept the
0:09:19 > 0:09:24NHS will not meet its key constitutional standards, if we want
0:09:24 > 0:09:28to provide quality of care, we need the right long-term financial
0:09:28 > 0:09:35settlement. The NHS is clearly in crisis, so why was there not a penny
0:09:35 > 0:09:43extra for the NHS in yesterday's statement by the Chancellor? We did
0:09:43 > 0:09:47not wait until yesterday's Spring statement to announce more money, we
0:09:47 > 0:09:55announced it in the budget last autumn. As a result of that the NHS
0:09:55 > 0:10:01is getting £2.5 billion more in the forthcoming financial year and more
0:10:01 > 0:10:12to fund the nurses' pay settlement when resolved.Under Labour, the 18
0:10:12 > 0:10:16week target for nonurgent operations was in place. The target has been
0:10:16 > 0:10:22abandoned by the Prime Minister. When will it be reinstated? The
0:10:22 > 0:10:26right honourable gentleman talks under Labour things were being
0:10:26 > 0:10:33delivered, perhaps he might look to see what Labour are doing in Wales.
0:10:33 > 0:10:42The latest annual data shows when looking at 12 hour waiting times in
0:10:42 > 0:10:48A&E that 3.4% of patients waited over 12 hours in Wales, compared to
0:10:48 > 0:10:521.3% in England. If he wants to talk about meeting targets he should talk
0:10:52 > 0:11:00to a Labour government in Wales.NHS England abandoned the A&E targets
0:11:00 > 0:11:05until April 20 19. It is a bit rich for the Prime Minister to be
0:11:05 > 0:11:13scaremongering about Wales when she has abandoned targets in England. A
0:11:13 > 0:11:24recent...Order. Lots of questions to get through.A recent report
0:11:24 > 0:11:32states NHS funding will fall by 0.3% in 2019. People'slives are at stake.
0:11:32 > 0:11:37Is the Prime Minister really saying A&E doctors are wrong, NHS managers
0:11:37 > 0:11:42are wrong, Royal colleges are wrong, health unions are wrong, and
0:11:42 > 0:11:51actually it is only she who knows best about the NHS?Can I point out
0:11:51 > 0:11:55to the right honourable gentleman, he talks about scaremongering in
0:11:55 > 0:11:58Wales, I was pointing out the facts about what is happening in the NHS
0:11:58 > 0:12:08in Wales. That is why we do see people in Wales often trying to get
0:12:08 > 0:12:15treatment in England, rather than in Wales. Can I also say, we are
0:12:15 > 0:12:22putting more money into the NHS, but what you need in order to be able to
0:12:22 > 0:12:27do that is to ensure you have a strong economy to provide the money
0:12:27 > 0:12:31for the National Health Service. What we know about Labour's
0:12:31 > 0:12:35policies, it would cause a run on the pound, cause a crash on the
0:12:35 > 0:12:40economy and there would be less money for the NHS.When people are
0:12:40 > 0:12:44dying because of overcrowding and long waiting in hospitals I think
0:12:44 > 0:12:48the Prime Minister should get a grip on it and ensure the NHS now has the
0:12:48 > 0:12:54money it needs to deal with the patient demands. In a recent
0:12:54 > 0:12:58interview the Health Secretary said of NHS staff, when they signed up to
0:12:58 > 0:13:03go into medicine, they knew there would be pressurised moments. What
0:13:03 > 0:13:07they also expected was a recognition, annual pay rise,
0:13:07 > 0:13:14without cuts in paid leave, proper funding for the NHS. When there are
0:13:14 > 0:13:18100,000 unfilled posts, clearly not enough staff around them to share
0:13:18 > 0:13:25the burden. We started with Professor Stephen Hawking who said a
0:13:25 > 0:13:29few months ago, there is overwhelming evidence that NHS
0:13:29 > 0:13:35funding and the number of doctors and nurses are inadequate, and it is
0:13:35 > 0:13:43getting worse.Does she agree with Professor Hawking? I am very happy
0:13:43 > 0:13:52to point out facts. We have 14,900 more doctors in the NHS, we have
0:13:52 > 0:13:58almost 13,900 more nurses working on our wards, why did we put an
0:13:58 > 0:14:02emphasis on nurses working in our awards? Because of what we saw under
0:14:02 > 0:14:08the Labour government in Mid Staffordshire. And I say this, what
0:14:08 > 0:14:13we need to do to ensure we can provide the funding for the NHS, and
0:14:13 > 0:14:18we are providing record levels of funding for the NHS, is to ensure we
0:14:18 > 0:14:22take a balanced approach to the economy, an approach that deals with
0:14:22 > 0:14:27debts, keeps taxes low on working families, and puts more money into
0:14:27 > 0:14:31public services like hospitals and schools. Labour's approach would
0:14:31 > 0:14:35increase debt and mean less money for schools and hospitals, and it
0:14:35 > 0:14:41would mean higher taxes for ordinary working people because what we know
0:14:41 > 0:14:44about the Labour Party, it is always ordinary people who paid the price
0:14:44 > 0:14:52of Labour.
0:14:52 > 0:14:57Last week's launch of a consultation on all aspects of domestic violence
0:14:57 > 0:15:00will be widely welcomed in Gloucester and across the country,
0:15:00 > 0:15:04so will the Prime Minister, who has done so much on these issues,
0:15:04 > 0:15:09confirmed today that the Government intends to increase spending, bed
0:15:09 > 0:15:13provision and, when Cesare, women's refuges so that those who have
0:15:13 > 0:15:17survived get the help and save haven they deserve? My honourable friend
0:15:17 > 0:15:22has raised a very important issue, which I have not only given
0:15:22 > 0:15:26considerable attention to but my right honourable friend the Home
0:15:26 > 0:15:31Secretary continues to follow. It is a very important point. We are
0:15:31 > 0:15:34entirely committed to developing a sustainable funding model for
0:15:34 > 0:15:40refugees. -- refugees. I can guarantee that funding will continue
0:15:40 > 0:15:44to refuges at a similar level to today because I know how important
0:15:44 > 0:15:49it is to people at a time of crisis. We will increase the funding for
0:15:49 > 0:15:54short-term supported housing overall including Refuges indefinitely,
0:15:54 > 0:15:58which means no refuge should worry about closing or have any doubts
0:15:58 > 0:16:06about our commitment to ensuring we find a sustainable model for them.
0:16:06 > 0:16:10Thank you, Mr spigot it can I associate myself with the remarks of
0:16:10 > 0:16:14the Prime Minister and the Labour Party leader about Islam phobia and
0:16:14 > 0:16:18our thoughts are with the family and friends of doctor Steven Holker in.
0:16:18 > 0:16:24Mr Speaker, four months the devolved administrations have been waiting
0:16:24 > 0:16:28for the devolved straight to table amendments to close 11. On Monday
0:16:28 > 0:16:32bees long awaited amendments were published but without the agreement
0:16:32 > 0:16:38of the devolved governments. Can the Prime Minister Talbot House why
0:16:38 > 0:16:43these amendments have been forced on the devolved administrations?Can I
0:16:43 > 0:16:49say to him, in one sentence he says he was waiting for this amendment,
0:16:49 > 0:16:51and the reason we were taking time is because we were talking with the
0:16:51 > 0:16:59Scottish Government and the Welsh Government, and when we do publish,
0:16:59 > 0:17:03we -- he complains that we have published it. You need to get his
0:17:03 > 0:17:06sorry state itI would encourage the Prime Minister to listen to the
0:17:06 > 0:17:12question because it was a about agreement. The Prime Minister
0:17:12 > 0:17:16famously claimed that the UK was made up of equal partners. What an
0:17:16 > 0:17:21irony, now that she is overseeing the demolition of the demolition
0:17:21 > 0:17:25settlement. In 1997, the Tories were happy to oppose the re-establishment
0:17:25 > 0:17:35of the Scottish Parliament. Things haven't changed. Now in 2018 they
0:17:35 > 0:17:37are happy to systematically destroyed the settlement that the
0:17:37 > 0:17:43parliament provides for. Can I call upon the Prime Minister once again -
0:17:43 > 0:17:46stop this attack on devolution and redouble your efforts in working
0:17:46 > 0:17:53with the devolved administrations and finding agreement.This is a
0:17:53 > 0:17:57government that has given more powers to the Scottish Government,
0:17:57 > 0:18:01this is a government that will be giving more powers to the Scottish
0:18:01 > 0:18:04Government, significant extra powers will be devolved to the Scottish and
0:18:04 > 0:18:08Welsh Government as a result of the decisions we are taking around
0:18:08 > 0:18:13Brexit. But we have given more powers, including, of course, the
0:18:13 > 0:18:16tax-raising powers. It is just a pity that the Scottish Nationalists
0:18:16 > 0:18:21have chosen to use their tax-raising powers on people earning £26,000 or
0:18:21 > 0:18:32more.Horsham last week held an apprenticeship there, hailed as a
0:18:32 > 0:18:38success. Since 2010 there has been a 70% reduction in youth unemployment.
0:18:38 > 0:18:40Nationally we see increasing exports, increasing productivity,
0:18:40 > 0:18:46increasing real wages. Were right honourable friend remind the House
0:18:46 > 0:18:49that it is that sustained economic performance that underpins our
0:18:49 > 0:18:55investment in our value public services?Can I commend Horsham for
0:18:55 > 0:18:59holding an apprenticeship there. It is important we give young people an
0:18:59 > 0:19:02opportunity for those apprenticeships but he is right, we
0:19:02 > 0:19:06can only fund those public services if we have the strength and our
0:19:06 > 0:19:09economy providing the income to enable us to do that. In the last
0:19:09 > 0:19:15few weeks we have seen money factory output which has grown for several
0:19:15 > 0:19:20months for the first time since 1968. We have seen the best two
0:19:20 > 0:19:23quarters of productivity growth since the financial crisis and the
0:19:23 > 0:19:27lowest year-to-date net borrowing since 2008 and employment near a
0:19:27 > 0:19:30record high. That is what Conservatives are doing, delivering
0:19:30 > 0:19:35a strong economy, new jobs, healthier finances, an economy that
0:19:35 > 0:19:41is really fit for the future. Mr Speaker, last week GKN workers came
0:19:41 > 0:19:47to Parliament, typically 2530 years' service, their mums and dads before
0:19:47 > 0:19:54them working for a British engineering icon 259 years old. Sat
0:19:54 > 0:19:58opposite were the three fabulously wealthy owners of Melrose,
0:19:58 > 0:20:01determined to stage a hostile takeover of their company, break it
0:20:01 > 0:20:06up and sell it off. Can I ask the Prime Minister this - she told
0:20:06 > 0:20:10parliament she would at a national interest. The next ten days will
0:20:10 > 0:20:16decide the future. Wushu use the powers she has two intervened to
0:20:16 > 0:20:21block this hostile takeover in the British national interest?I say to
0:20:21 > 0:20:24the honourable gentleman, as he knows, the Business Secretary has
0:20:24 > 0:20:28been speaking to both of these companies on an impartial basis. We
0:20:28 > 0:20:34will always act in the UK national interest. Actually, it is under this
0:20:34 > 0:20:38government that we've seen the changes introduced to the takeover
0:20:38 > 0:20:41code to provide greater transparency to give target firms more time to
0:20:41 > 0:20:47respond. There are a narrow range of scenarios where ministers can
0:20:47 > 0:20:51intervene on mergers on public interest grounds but we will always
0:20:51 > 0:21:00act in the national interest.3157 medical students are going into
0:21:00 > 0:21:08general practice this year, which is excellent news. But we are still
0:21:08 > 0:21:12losing too many experienced GPs in their mid-50s due to the tax
0:21:12 > 0:21:18penalties on their old pension scheme. Would be Government look at
0:21:18 > 0:21:23a targeted, time-limited exemption on this dedicated group of
0:21:23 > 0:21:29commissions who do so much for the health of us all? This is an
0:21:29 > 0:21:34important point. As he will know, experienced senior hospital doctors
0:21:34 > 0:21:38and GPs who become a member of the National Health Service pensions
0:21:38 > 0:21:42scheme benefit from one of the best defined benefit occupational health
0:21:42 > 0:21:46schemes and we provide generous tax relief stoop allow everyone to build
0:21:46 > 0:21:52up a pension pot worth just over £1 million tax-free but the issue he is
0:21:52 > 0:21:58raising is that GPs are not penalised if they work after age 55
0:21:58 > 0:22:00but many may have exhausted the generous allowance for tax relief
0:22:00 > 0:22:05that is available by that time. But I can say to the honourable friend
0:22:05 > 0:22:08that the Chancellor of the Exchequer was listening to a question that he
0:22:08 > 0:22:24raised.The 13th of April this year represents the 99th anniversary of a
0:22:24 > 0:22:28massacre in India, in which more than 1000 peaceful protesters were
0:22:28 > 0:22:34murdered by soldiers under the command of general Dire. Will the
0:22:34 > 0:22:38Prime Minister join me in commemorating the massacre and meet
0:22:38 > 0:22:41with me and others campaigning for this shameful episode to be
0:22:41 > 0:22:46remembered across the UK?The honourable gentleman has raised a
0:22:46 > 0:22:49very specific issue and a very specific point and I will be happy
0:22:49 > 0:22:53to look at the question he has raised with me and respond in
0:22:53 > 0:22:59writing.In my constituency, Farnborough in the borough of
0:22:59 > 0:23:02Rushmore, is the birthplace of British aviation and now home to a
0:23:02 > 0:23:08thriving range of aviation, aerospace and other businesses. Will
0:23:08 > 0:23:12the Prime Minister join me in extending our best wishes to the
0:23:12 > 0:23:16Zephyr team as they look forward to making a world record breaking
0:23:16 > 0:23:20attempt for high altitude unmanned aviation?I'm very happy to join
0:23:20 > 0:23:24with my honourable friend in wishing all the very best to the Zephyr team
0:23:24 > 0:23:28in the attempt they are making but he is right that his constituency
0:23:28 > 0:23:32plays a very crucial role in the aerospace industry and I am pleased
0:23:32 > 0:23:35to say that we are continuing to work with that industry through the
0:23:35 > 0:23:40aerospace growth partnership, to ensure that we can further enhance
0:23:40 > 0:23:46that industry and we wish the Zephyr team well.UK has the lowest growth
0:23:46 > 0:23:52in the G7, so why is the Government 's answer to this to give hand-outs
0:23:52 > 0:23:57to the wealthiest bankers to fund an already lavish lifestyle, paid for
0:23:57 > 0:24:02by taking the crumbs off the table of those on Universal Credit, whose
0:24:02 > 0:24:11children depend on free school meals?First of all, the honourable
0:24:11 > 0:24:15gentleman might not have noticed that the wealthiest 1% people in
0:24:15 > 0:24:22this country are now paying the biggest share of tax, 28%, than they
0:24:22 > 0:24:27ever did under a Labour government. If he is referring to the bank levy,
0:24:27 > 0:24:31can I also say to him, it was the Conservative Party that introduced
0:24:31 > 0:24:36the bank levy that has raised £15 billion and is predicted to raise a
0:24:36 > 0:24:41further £11 billion that we can spend on public services. It is the
0:24:41 > 0:24:44Conservative government that is changing the way we do it so we do
0:24:44 > 0:24:50it in a better way, so in future we will be raising nearly £19 billion
0:24:50 > 0:24:55extra from the banks over the next five years. That is £3 billion more
0:24:55 > 0:25:04money from the banks to be spent on public services.Great British food
0:25:04 > 0:25:10is produced by hard-working farming families in this country. As we
0:25:10 > 0:25:13produce the new British agricultural policy, does my right honourable
0:25:13 > 0:25:18friend agree with me that supporting food production in this country is a
0:25:18 > 0:25:25public good?I'm very happy to agree with my honourable friend. The
0:25:25 > 0:25:28importance of food production in this country... I am also happy to
0:25:28 > 0:25:33commend the work of hard-working farmers up and down the country, but
0:25:33 > 0:25:37also all those who work in our food production industry and we now have,
0:25:37 > 0:25:41as he will know, a historic opportunity as we leave the EU to
0:25:41 > 0:25:44deliver a farming policy that is going to work for the whole
0:25:44 > 0:25:49industry.Just minutes ago, Facebook announced that they will be taking
0:25:49 > 0:25:55down several pages associated with the extremist group Britain First.
0:25:55 > 0:25:58Does the primaries to join me in welcoming that, but does she not
0:25:58 > 0:26:01also accept that Benny is to be a clear rule provided by government to
0:26:01 > 0:26:09give guidance to social media companies on how they operate in our
0:26:09 > 0:26:11democracyI certainly welcome at announcement by Facebook and I'm
0:26:11 > 0:26:14pleased to say that my right honourable friend the Home Secretary
0:26:14 > 0:26:19has been working with these companies to ensure that they do do
0:26:19 > 0:26:22more, act more clearly in taking down material of an extremist
0:26:22 > 0:26:25nature, but I'm very pleased to welcome the announcement that
0:26:25 > 0:26:30Facebook has made and I hope other companies will follow.May I first
0:26:30 > 0:26:33congratulate the Prime Minister on her pioneering work in fighting
0:26:33 > 0:26:38modern day slavery. However, has she been advised that the central plank
0:26:38 > 0:26:44of her law enforcement policy is not working? With 65 prosecutions of
0:26:44 > 0:26:48traffickers abandoned last year because of victim fear as to their
0:26:48 > 0:26:52safety and no reparations orders to compensate victims for the ordeal is
0:26:52 > 0:26:58made against convicted traffickers? I thank the raising what is a very
0:26:58 > 0:27:02important issue. In fact, at the meeting that I chaired recently in a
0:27:02 > 0:27:06matter of two weeks ago, I think it was, of the Modern Slavery Bill task
0:27:06 > 0:27:10force that I have brought together to bring people from across
0:27:10 > 0:27:13government but also from law enforcement, from the judiciary...
0:27:13 > 0:27:18Sorry, from criminal justice more generally, and from others to look
0:27:18 > 0:27:23at how we are working on this, we are looking at prosecutions and how
0:27:23 > 0:27:26we can ensure that more prosecutions go ahead in future and perpetrators
0:27:26 > 0:27:37are brought to justice.Shockingly in this country, in 2017, there were
0:27:37 > 0:27:422120 children who were identified as being a potential victims of child
0:27:42 > 0:27:47slavery. I know the Prime Minister's personal commitment to tackling this
0:27:47 > 0:27:51issue but surely we ought to have more data. We have no idea how many
0:27:51 > 0:27:56of those children go missing, we have no idea how many are deported
0:27:56 > 0:28:02and we have no idea how many are trafficked again. In this country in
0:28:02 > 0:28:062018, a modern democracy, that isn't to not good enough. Can the Prime
0:28:06 > 0:28:10Minister tell us what she will do about that?He has raised a very
0:28:10 > 0:28:15important issue and it has for a long time where children identified
0:28:15 > 0:28:19as the victims of slavery and human trafficking, and when sometimes we
0:28:19 > 0:28:25do see them, sadly, being in a position where they are then able to
0:28:25 > 0:28:29be taken out by traffickers and resubmitted to the horrible
0:28:29 > 0:28:33circumstances that that brings to them. Just on the point that he is
0:28:33 > 0:28:37making about asylum and deportation, we don't return unaccompanied
0:28:37 > 0:28:41children who don't qualify for asylum or humanitarian protection
0:28:41 > 0:28:44unless we can confirm that there are safe and adequate reception
0:28:44 > 0:28:48programmes and arrangements in place in their home country, and if we
0:28:48 > 0:28:51can't confirm such arrangements we grant temporary leave up until the
0:28:51 > 0:28:57child is 17.5. We confirmed our commitment to roll out independent
0:28:57 > 0:29:01child trafficking advocates across the country. This is a system we
0:29:01 > 0:29:05piloted previously, which will give support to those child victims to
0:29:05 > 0:29:08ensure they are given the support they need and they don't fall back
0:29:08 > 0:29:16into the hands of traffickers.Like many towns and cities across the
0:29:16 > 0:29:21country, Telford has had some experiences of distressing cases of
0:29:21 > 0:29:25child sexual exploitation. The authorities in Telford have now
0:29:25 > 0:29:29agreed to conduct an independent inquiry to find out what happened
0:29:29 > 0:29:34and to give victims answers. Will my right honourable friend join me in
0:29:34 > 0:29:41congratulating two brave women, campaigner Holly archer and Sunday
0:29:41 > 0:29:44Mirror journalist Geraldine McKelvey for their working bringing this
0:29:44 > 0:29:47about and will she do everything possible to ensure this inquiry
0:29:47 > 0:29:53starts without delay and leaves no stone unturned?
0:29:53 > 0:29:59I think we have all been shocked by the horrific case we have seen in
0:29:59 > 0:30:03Telford or some of the most vulnerable being preyed upon by
0:30:03 > 0:30:07ruthless criminals.Sadly this is not the first example we have seen
0:30:07 > 0:30:12taking place across our country. I am happy to join my honourable
0:30:12 > 0:30:17friend in congratulating Holly and Geraldine for their work. It is not
0:30:17 > 0:30:20easy but it is right they have brought this to light and action can
0:30:20 > 0:30:24be taken and I am pleased the authorities will conduct an enquiry.
0:30:24 > 0:30:29It is important it begins its work in order to get to the truth does it
0:30:29 > 0:30:37as quickly as possible. I understand my honourable friend will meet
0:30:37 > 0:30:39Parliamentary Under Secretary for crime, safeguarding and
0:30:39 > 0:30:44vulnerability to discuss this. Shortly after the Prime Minister
0:30:44 > 0:30:48took office she said she wanted to put the government on the side of
0:30:48 > 0:30:53the poorest in society. She even stood in front of a crumbling sign
0:30:53 > 0:30:58that said she wanted a country that works for everyone, but with the
0:30:58 > 0:31:04recent IFS report stating 37% of children are set to live in poverty
0:31:04 > 0:31:12by 2022, what went wrong, Prime Minister?We have seen 200,000 fewer
0:31:12 > 0:31:16children living in absolute poverty under this government. We continue
0:31:16 > 0:31:22to take action to ensure we are helping families get a regular
0:31:22 > 0:31:28income by helping people into work, we are ensuring the lowest paid get
0:31:28 > 0:31:31that pay increase, through increasing the national living wage,
0:31:31 > 0:31:35and ensuring we help people with the standard of living by cutting taxes
0:31:35 > 0:31:43for 31 million people. Is she aware the inspirational music man project
0:31:43 > 0:31:47in Southend that works with people who have learning difficulties has
0:31:47 > 0:31:52now set a world record for tinkling of the most number of triangles
0:31:52 > 0:31:59ever? Does my right honourable friend agree that is yet another
0:31:59 > 0:32:06reason why Southend should be made a city, and will she please now
0:32:06 > 0:32:10organise a contest with her honourable friends so that Southend
0:32:10 > 0:32:18becomes the first post Brexit city? I am very happy to congratulate the
0:32:18 > 0:32:23music man project in Southend for the record achieved in tinkling
0:32:23 > 0:32:30triangles. I am sure he has heard his bid for Southend to become a
0:32:30 > 0:32:35city. I have to say that of course there will be a number of members of
0:32:35 > 0:32:40the house who will put forward their own towns for that accolade. I knew
0:32:40 > 0:32:45a city had to have a cathedral, I did not know it had to have tinkling
0:32:45 > 0:32:54triangles and!The Prime Minister will be aware the notorious rapist
0:32:54 > 0:32:59John Worboys was released from high security prison. One of my
0:32:59 > 0:33:03constituents who gave evidence at his trial as a victim wants to know
0:33:03 > 0:33:09why he was not tested first in open prison conditions, and why the
0:33:09 > 0:33:14parole board is not required to publish the reasoning behind its
0:33:14 > 0:33:19release decisions, including evidence of contrition?There is a
0:33:19 > 0:33:23case before the courts at the moment and I understand as part of the case
0:33:23 > 0:33:27the parole board will be required to explain the reasons why they took
0:33:27 > 0:33:34the decision but in terms of the overall issue of parole board
0:33:34 > 0:33:40decisions, when this decision became clear, my right honourable friend
0:33:40 > 0:33:46the then Justice Secretary called for work to be done which is being
0:33:46 > 0:33:50continued under the current Justice Secretary to look at the question of
0:33:50 > 0:33:58decisions and transparency around them.Thank you. I am immensely
0:33:58 > 0:34:03proud to have the world's leading teaching hospital of Adam Brookes in
0:34:03 > 0:34:07my constituency. Their excellence means they rely heavily on doctors
0:34:07 > 0:34:12from overseas but of late have struggled to bring doctors in
0:34:12 > 0:34:16because of restrictions on visa numbers and with applications
0:34:16 > 0:34:26reducing, it is a problem. Can you reassure me and Adam -- the
0:34:26 > 0:34:31hospital?I am aware of that particular issue. In the longer
0:34:31 > 0:34:36term, one of the things we are doing is to ensure we can train more
0:34:36 > 0:34:40doctors in the UK but I am aware of the issue she has raised.I will
0:34:40 > 0:34:47look into it. Last year the Prime Minister acknowledged our social
0:34:47 > 0:34:52care system is broken and promised to fix it. Since then two care
0:34:52 > 0:34:56providers in Crewe and Nantwich have been placed in special measures and
0:34:56 > 0:35:00another is worried it may close because of a lack of funding. What
0:35:00 > 0:35:05do she say to providers whose state the local government settlement does
0:35:05 > 0:35:08not go far enough and they cannot afford to wait for the government
0:35:08 > 0:35:16green paper?I would say that as she will know, I have always said there
0:35:16 > 0:35:20were short-term measures that needed to be taken in terms of pressure on
0:35:20 > 0:35:25social care and medium and long-term measures. In the short-term we have
0:35:25 > 0:35:28provided more funding, 2 billion extra was announced by the
0:35:28 > 0:35:33Chancellor. We are seeing more money going into social care in local
0:35:33 > 0:35:37authorities. In the medium term we need to assure best practice is
0:35:37 > 0:35:43spread across the country and we also need to ensure we can develop a
0:35:43 > 0:35:46long-term sustainable funding model and that is what we continue to work
0:35:46 > 0:35:56on.It is sadly a matter of public record that RBS and HBOS
0:35:56 > 0:35:59deliberately asset stripped thousands of potentially viable
0:35:59 > 0:36:04businesses to benefit their own bank or bankers. Evidence before the High
0:36:04 > 0:36:10Court indicates Lloyds might also beat guilty of the same. Would she
0:36:10 > 0:36:14considered the cause of the all-party group for their business
0:36:14 > 0:36:20banking, which has been endorsed by the chief executive Andrew Bailey
0:36:20 > 0:36:25for a public inquiry into this disgraceful scandal?This is an
0:36:25 > 0:36:29issue of concern to many. Small businesses the backbone of the
0:36:29 > 0:36:34economy and we need to ensure we learn lessons from what happened at
0:36:34 > 0:36:39RBS and HBOS. The SCA has reported areas of widespread inappropriate
0:36:39 > 0:36:44treatment of firms by RBS, who apologised and set up a compensation
0:36:44 > 0:36:50scheme for victims. There an investigation conducted by the SCA
0:36:50 > 0:36:54into RBS and also they are undertaking separate investigations
0:36:54 > 0:36:58into HBOS but we will continue to work with the regulator and industry
0:36:58 > 0:37:00to ensure small and medium businesses get the support they
0:37:00 > 0:37:11need.Since Christmas there have been five high-profile gun crimes in
0:37:11 > 0:37:15Haringey, including last Thursday when a 19-year-old young man was
0:37:15 > 0:37:19shot in the head with the Marx man on the back of the mopeds, to the
0:37:19 > 0:37:24entrance of the cinema inward green. We know our streets are plagued by
0:37:24 > 0:37:29knife crime, now the intent to kill with a gun takes the epidemic to a
0:37:29 > 0:37:34new level. It cannot go one. Will the Prime Minister meet with me and
0:37:34 > 0:37:43community leaders to put an end to this epidemic of gun crime?I
0:37:43 > 0:37:48suggest she meets with the Home Secretary who will publish a
0:37:48 > 0:37:51strategy in relation to this issue of serious violence that takes
0:37:51 > 0:37:59place. We are concerned about... The use of mopeds has been used for
0:37:59 > 0:38:03snatching amasses what we have been looking at and working on with the
0:38:03 > 0:38:08police but on the issue of gun crime, I am sure my right honourable
0:38:08 > 0:38:17friend will meet her.Could I agree entirely with what the member said,
0:38:17 > 0:38:21the Prime Minister has done more than anyone to end the terrible
0:38:21 > 0:38:27modern day slavery but we have one problem and that is the treatment of
0:38:27 > 0:38:32child victims. They are put in the care of local authorities. They are
0:38:32 > 0:38:38then trafficked again. Could we have a system like we do for adults when
0:38:38 > 0:38:42safe homes all provided Sentry, not by local government, so that
0:38:42 > 0:38:49trafficking again can not occur? He follows up on an important point
0:38:49 > 0:38:54about child victims of trafficking. I will look at the issue he has
0:38:54 > 0:39:00raised. The Independent child advocates I referred to was one way
0:39:00 > 0:39:06where we can give greater support to child victims to ensure we do not
0:39:06 > 0:39:10see them being lost to the local authorities and trafficked again
0:39:10 > 0:39:14because it is a scandal when a victim goes into the care of the
0:39:14 > 0:39:16local
