0:01:38 > 0:01:46Series to ten, Merseyside Police have lost 1084 police officers.

0:01:46 > 0:01:52Crime went up by 18 and a half percent and there were 21 firearm

0:01:52 > 0:01:59discharge is, one of which resulted in a fatality. Across the forces,

0:01:59 > 0:02:05there were 94 firearm discharges with four fatalities. Local MPs have

0:02:05 > 0:02:09met Home Office ministers, but no extra resources have been provided.

0:05:05 > 0:05:10there. Mr Speaker, today is the Kurdish New Year, so can we wish all

0:05:10 > 0:05:15Kurdish people around the world a happy day, and particularly for

0:05:15 > 0:05:18those suffering so much in the conflict in Syria, a hope of peace

0:05:18 > 0:05:24in the year to come. Mr Speaker, does the Prime Minister believe that

0:05:24 > 0:05:30the collapse of Northamptonshire Council is the result of

0:05:30 > 0:05:32Conservative incompetence at a local level or conservative incompetence

0:05:32 > 0:05:47at an national level.Can

0:05:48 > 0:05:56I first joined the honourable gentleman in those celebrating

0:05:56 > 0:06:01Kurdish people around the world are happy day. There has been a report

0:06:01 > 0:06:03into Northamptonshire County Council, but let's look at what we

0:06:03 > 0:06:10see across the board in counsels. -- in local councils. If you look at

0:06:10 > 0:06:15what is happening in councils up and down this country there is one

0:06:15 > 0:06:17message for everybody, and that is the Conservative councils cost you

0:06:17 > 0:06:24less.Mr Speaker, my question was actually quite specific to

0:06:24 > 0:06:32Northamptonshire. And the Tory leader of the council said we had

0:06:32 > 0:06:36been warning the government since 2013/14 that we could not cope with

0:06:36 > 0:06:42the level of cuts we were facing. Three years ago Mr Speaker, that

0:06:42 > 0:06:47Council, Brent, it was pioneering an easy council model. It then

0:06:47 > 0:06:51proceeded to outsource 96% of its council staff and transferred them

0:06:51 > 0:06:56to News service providers run by private companies paying dividends.

0:06:56 > 0:07:01Now that counsel has gone bust. So does the Prime Minister really

0:07:01 > 0:07:05believe that the slash and burn model for local government is really

0:07:05 > 0:07:13a good one?Can I say to the right honourable gentleman it would be

0:07:13 > 0:07:18helpful if he first accurately reflected the independent statutory

0:07:18 > 0:07:24inspection which concluded last week where the report was clear that

0:07:24 > 0:07:37Northamptonshire's failure was not a case of underfunding. So his claims,

0:07:37 > 0:07:42indeed Northamptonshire's core spending power is set to rise by

0:07:42 > 0:07:45£14.5 million. I say to the right honourable gentleman the attack that

0:07:45 > 0:07:49he is making that this is all about the amount of money that government

0:07:49 > 0:07:59is providing is not correct. What we are ensuring is that councils are

0:07:59 > 0:08:06able to provide good service is up and down the country that is what we

0:08:06 > 0:08:09see with councils, Conservative councils, up and down the country

0:08:09 > 0:08:17costing people less than Labour.The problem is that Northamptonshire has

0:08:17 > 0:08:25gone bust and it is caused by the Conservative government and counsel.

0:08:25 > 0:08:33And it is a model used by Barnett counsel, until recently run by the

0:08:33 > 0:08:38Conservatives, where capita holds councils with an estimated value of

0:08:38 > 0:08:54£500 million. Government cuts mean councils across England face a 5.2

0:08:54 > 0:09:00million funding gap by 2020, so does the government believe it was right

0:09:00 > 0:09:17to prioritise tax cuts for the super-rich and big business.The

0:09:17 > 0:09:20house is becoming overexcited. I say that the Prime Minister's answer

0:09:20 > 0:09:23must be heard, and the right honourable gentleman must also be

0:09:23 > 0:09:30heard, and it will be, however long it takes. Mr Snell you are behaving

0:09:30 > 0:09:37in a most undignified manner.There seems to be a lot of concern among

0:09:37 > 0:09:41Conservative members about my suggestion that the government had

0:09:41 > 0:09:54prioritised. And put it as something more than funding for social care

0:09:54 > 0:10:00for bin collection or street cleaning.Can I say to the right

0:10:00 > 0:10:03honourable gentleman he talks about bin collection, but people in

0:10:03 > 0:10:08Birmingham living under a Labour council saw thousands of tonnes of

0:10:08 > 0:10:10waste on the street because they were failing to collect the bins.

0:10:10 > 0:10:18And we all know he talks about payments, but we all know he talks

0:10:18 > 0:10:22about tax, and the top 1% of taxpayers are paying the highest

0:10:22 > 0:10:28burden of tax than they ever paid under Labour. And we all know what

0:10:28 > 0:10:31Labour would mean for council taxpayers, because just this week,

0:10:31 > 0:10:44the Shadow Communities Secretary.

0:10:47 > 0:10:51Could it be that he does not want people to know he is supporting? He

0:10:51 > 0:10:58has supported a plan to stop local taxpayers to have the right to stop

0:10:58 > 0:11:06tax hikes. He supported a plan. To have a land value tax, tax on your

0:11:06 > 0:11:10home and garden, and wants to introduce a new hotel tax and we all

0:11:10 > 0:11:13know what would happen under Labour, more taxes on ordinary working

0:11:13 > 0:11:15people and they would pay the price.

0:11:19 > 0:11:24Mr Speaker, the shadow Secretary for local government supports councils

0:11:24 > 0:11:27and thinks they should be properly funded and doesn't think they should

0:11:27 > 0:11:34be a vehicle for privatisation. Mr Speaker, the leader of Surrey County

0:11:34 > 0:11:38Council, who just happens to be a conservative says, we are facing the

0:11:38 > 0:11:42most difficult financial crisis in our history and he did not mince his

0:11:42 > 0:11:47words. He went on to say that the government cannot stand idly by

0:11:47 > 0:11:54while Rome burns. Council funding has been cut by half since 2010.

0:11:54 > 0:12:03Households in England now face council tax rises of £1 billion. The

0:12:03 > 0:12:06Tory leader of the local government Association says councils will have

0:12:06 > 0:12:09to continue to cut back services or stop some altogether due to

0:12:09 > 0:12:17government cuts. So, as people open their council tax bills, isn't it

0:12:17 > 0:12:24clear what the Conservative messages? Pay more to get less.

0:12:24 > 0:12:29The average council tax for bands deep property is £100 less and

0:12:29 > 0:12:34Conservative than Labour. He says his Shadow Local Government

0:12:34 > 0:12:39Secretary is supporting councils foresaw I wonder if he is supporting

0:12:39 > 0:12:44these councils, Haringey, whether Labour leader was forced out?

0:12:44 > 0:12:49Brighton, where the Labour leader was forced out? Cornwall, where the

0:12:49 > 0:12:54Labour group leader was forced out? What are these people done? They

0:12:54 > 0:12:59have supported building more homes, providing good local services, and

0:12:59 > 0:13:07tackling anti-Semitism in the Labour Party. So the message is clear. If

0:13:07 > 0:13:13you believe in good local services, if you want to see more homes built,

0:13:13 > 0:13:16and if you want to tackle anti-Semitism, there is no place for

0:13:16 > 0:13:32you in the Labour Party.Jeremy Corbyn.Mr Speaker, Labour councils

0:13:32 > 0:13:42build houses. Conservative councils privatise.Order. Order. There is a

0:13:42 > 0:13:45very raucous atmosphere. I will say it again. Backbench members should

0:13:45 > 0:13:52seek to imitate the Zen like calm of the father of the House, an example

0:13:52 > 0:14:03to us all. Jeremy Corbyn.We all admire Zen, Mr Speaker. Pay more for

0:14:03 > 0:14:06less is what the Conservative message is. In Leicestershire, the

0:14:06 > 0:14:11County Council is pushing through £50 million worth of cuts. And

0:14:11 > 0:14:20cancel increases of 6%. -- council tax increases. They blamed

0:14:20 > 0:14:24chronically low Government funding. That is the message, pay more to get

0:14:24 > 0:14:28less. It's not just households. The average small shop will see their

0:14:28 > 0:14:38rates bill increase by £3600. Empty shops suck the life out of the high

0:14:38 > 0:14:43streets and local communities. So why is the Prime Minister presiding

0:14:43 > 0:14:47over a Government that is tearing the heart out of our local high

0:14:47 > 0:14:54streets?First of all, we have provided extra support for small

0:14:54 > 0:14:57businesses in relation to business rates. Secondly, it talks about

0:14:57 > 0:15:01Labour councils building homes but actually we have built more homes

0:15:01 > 0:15:06under this Government run under 13 years of a Labour Government. And he

0:15:06 > 0:15:11talks about local level councils. Yesterday two Labour councillors

0:15:11 > 0:15:20from Ashfield joined the Conservatives. What did one of them

0:15:20 > 0:15:26say? They said both locally and nationally, the Labour Party has

0:15:26 > 0:15:30been taken over by the hard left. They are more interested in fighting

0:15:30 > 0:15:36internal ideological battles than standing up for the priorities of

0:15:36 > 0:15:40working men and women. Conservatives will always welcome people who care

0:15:40 > 0:15:43about their local area at and we will always stand up for people in

0:15:43 > 0:15:50their local area.Jeremy Corbyn. Mr Speaker, half a million businesses

0:15:50 > 0:15:57will see their rates rise this year, some by 500%. Even Mary Porters, who

0:15:57 > 0:16:01led the Government's says the high-tech campaign, said it was

0:16:01 > 0:16:05simply a PR campaign which looked like we are doing something and

0:16:05 > 0:16:13hoped it might kick-start something, but it didn't. This Conservative

0:16:13 > 0:16:17Government has slashed public services. They cut funding and

0:16:17 > 0:16:21expect councils to build up the pieces. The result of this is

0:16:21 > 0:16:25children's centres are closing, schools are struggling, fewer police

0:16:25 > 0:16:30on the streets, older people and left without care and dignity. And

0:16:30 > 0:16:38refugees turning women away. -- refuges. It's unsustainable. And

0:16:38 > 0:16:45doesn't that tell you everything you need to know? Doesn't that tell you

0:16:45 > 0:16:50everything you need to know about this Government, that it demands

0:16:50 > 0:16:57households and businesses to pay more to get less?This Government is

0:16:57 > 0:17:04spending more on our schools and our NHS than ever before. We are able to

0:17:04 > 0:17:08do that because of a balanced approach we take to the good economy

0:17:08 > 0:17:12and because of the strong economy we see under the Conservatives. But I

0:17:12 > 0:17:14notice the right Honourable gentleman in his six questions is

0:17:14 > 0:17:22not mentioned today's unemployment figures. Employment is at a joint

0:17:22 > 0:17:29record high. Unemployment has not been lower since 1975. Economic

0:17:29 > 0:17:35inactivity is at a record low. That is a strong jobs market. Utilising

0:17:35 > 0:17:48benefits for a market, Labour members of Parliament?Thank you, Mr

0:17:48 > 0:17:53Speaker. I can only assume that the Leader of the Opposition has not

0:17:53 > 0:17:57read the report but Northamptonshire County Council. Worldwide, I want to

0:17:57 > 0:18:01focus on a different issue today. Worldwide, every minute millions of

0:18:01 > 0:18:07throwaway paper copy cups go to landfill in order to solve it we

0:18:07 > 0:18:11need industry consumers and Government to work together. In that

0:18:11 > 0:18:16spirit, a company in my constituency have developed a fully recyclable

0:18:16 > 0:18:22alternative cap that can be easily recycled, unlike the current option.

0:18:22 > 0:18:27Will my right honourable friend join me in welcoming that innovation and

0:18:27 > 0:18:32perhaps I might be able to give one to her if she's around afterwards?

0:18:32 > 0:18:45LAUGHTER Well... I'm very happy... I'm very

0:18:45 > 0:18:48happy to say to my honourable friend that if you would like to come along

0:18:51 > 0:18:55He has raised an important point and, as he knows, we are committed

0:18:55 > 0:18:58to wanting to leave our environment in a better state than we found it

0:18:58 > 0:19:04and I would like to congratulate the innovation. This is an important

0:19:04 > 0:19:07example of working with industry to ensure that we are dealing with this

0:19:07 > 0:19:14issue of plastic waste. We are clear in our environment plan we want to

0:19:14 > 0:19:20do and that's a very good example of that.Thank you. Can I also talk

0:19:20 > 0:19:26about the remarks about the terrorist atrocity in Westminster a

0:19:26 > 0:19:28year ago, our thoughts are with those who gave their lives and of

0:19:28 > 0:19:32course the work of the emergency services. I want to associate myself

0:19:32 > 0:19:40with the remarks. Does the Prime Minister agree that subverting the

0:19:40 > 0:19:48democratic political process in any country is totally unacceptable?

0:19:48 > 0:19:54Well, we certainly believe in ensuring that democratic processes

0:19:54 > 0:19:59are able to continue, people seek free and fair elections and I think

0:19:59 > 0:20:05that everybody in this House would accept.Can I thank the Prime

0:20:05 > 0:20:12Minister for that answer? The parent company of Cambridge analytic is to

0:20:12 > 0:20:19check laboratories, run by a chairman of Oxford Conservative

0:20:19 > 0:20:21Association, and its founding chairman was a former Conservative

0:20:21 > 0:20:28MP. A director appears to have been donated over £700,000 to the Tory

0:20:28 > 0:20:35party. A former Conservative Party treasurer is a shareholder. We know

0:20:35 > 0:20:41about the links to the Conservative Party and they go on and on. Will

0:20:41 > 0:20:45the Prime Minister confirmed to the House her governments connections to

0:20:45 > 0:20:50the company?Can I say, the right honourable gentleman has been

0:20:50 > 0:20:57talking about two companies, the parent company and he also referred

0:20:57 > 0:20:59to Cambridge analytic, and I can say as far as I'm aware the Government

0:20:59 > 0:21:05has no current contracts with Cambridge analytic or the other

0:21:05 > 0:21:10group. What we have seen in Cambridge analytic are the

0:21:10 > 0:21:13allegations clearly very concerning, and it absolutely right that they

0:21:13 > 0:21:18should be properly investigated. It is right that the information

0:21:18 > 0:21:22Commissioner is doing exactly that. People need to have confidence in

0:21:22 > 0:21:27how their personal data is being used. And I would expect Facebook,

0:21:27 > 0:21:29Cambridge analytic and all organisations involved to comply

0:21:29 > 0:21:34fully with the investigation taking place. I'm pleased to say of course

0:21:34 > 0:21:38the bill we are bringing forward on data protection will strengthen

0:21:38 > 0:21:43legislation on this and give the ICO the information Commissioner office

0:21:43 > 0:21:45tougher powers to ensure organisations comply and I hope it

0:21:45 > 0:21:50will be supported from everybody across this House.We have a lot of

0:21:50 > 0:21:55backbenchers questions to get through. Gordon Anderson.Some

0:21:55 > 0:22:00London boroughs are renting houses in Kent including Sittingbourne for

0:22:00 > 0:22:05use as temporary accommodation for homeless families. My local

0:22:05 > 0:22:07authorities are then expected to provide those families with the

0:22:07 > 0:22:14support they need. This is putting a strain on Kent's schools, hospitals

0:22:14 > 0:22:16and social services who receive no extra funding to provide that

0:22:16 > 0:22:22support. Would my right honourable friend agree with me that the London

0:22:22 > 0:22:26Mayor and London boroughs should provide more homes in the capital so

0:22:26 > 0:22:32London families can be looked after by them instead of placing the

0:22:32 > 0:22:37burden on hard-pressed council taxpayers in Kent?Can I say to my

0:22:37 > 0:22:41honourable friend that he is right to speak up on behalf of his

0:22:41 > 0:22:44constituents on this issue for some London authorities must secure

0:22:44 > 0:22:48temporary accommodation within their own borough as far as is reasonably

0:22:48 > 0:22:52practical. But we've also change the laws so the council must take into

0:22:52 > 0:22:56account the impact a change in location would have on a household.

0:22:56 > 0:23:00He's absolutely right, we do want to see the London Mayor and boroughs

0:23:00 > 0:23:04being able to build more homes. The London Mayor has had money provided

0:23:04 > 0:23:08to him to build affordable homes. It's a pity he has not been building

0:23:08 > 0:23:16as many as we would like to see. Thank you, Mr Speaker. School cuts

0:23:16 > 0:23:22in Portsmouth under this Government will reach 3.3 by 2019 and

0:23:22 > 0:23:26classrooms will be starved of resources they need including

0:23:26 > 0:23:30textbooks and basic stationary. At the same time, 40,000 children in

0:23:30 > 0:23:34the south-east rely on food banks. If the Prime Minister was a teacher,

0:23:34 > 0:23:39who had been under a pay cut for eight years, what would she buy a

0:23:39 > 0:23:44struggling child in one of my city's classrooms, a textbook or a square

0:23:44 > 0:23:49meal?Can I say to the honourable gentleman, he raises the issue of

0:23:49 > 0:23:56school funding. As I said earlier, actually, the amount of money we are

0:23:56 > 0:24:02spending on schools is greater than it has ever been before. What

0:24:02 > 0:24:06matters is the quality of education provided in schools for Sabato is

0:24:06 > 0:24:10why I'm sorry he didn't welcome the fact that we now see over 20,000

0:24:10 > 0:24:20children at a good school in his area, 9000 more than in 2010.We

0:24:20 > 0:24:27should all recognise and welcome the employment figures announced today.

0:24:27 > 0:24:31I'm sure we all welcome that, but given the latest report that there

0:24:31 > 0:24:36are an acceptably high levels of youth unemployment among ethnic

0:24:36 > 0:24:39communities in Britain, will my right honourable friend explained to

0:24:39 > 0:24:44the House what the new 19 limp and fund will do to help young people

0:24:44 > 0:24:50into work?He raises are very important point. We know these

0:24:50 > 0:24:54figures because of the racial disparity ordered which I

0:24:54 > 0:24:58commissioned when I became Prime Minister, it shows there's been

0:24:58 > 0:25:02progress, but we do need to do more because 16-24 -year-old in ethnic

0:25:02 > 0:25:07groups are likely to be twice unemployed than their white peers.

0:25:07 > 0:25:11And £90 million I have announced will help to tackle those

0:25:11 > 0:25:13inequalities in youth unemployment and it is an initiative which will

0:25:13 > 0:25:18be run by the big lottery fund, and it will identify the barriers to

0:25:18 > 0:25:21employment for those young people and help them to overcome those

0:25:21 > 0:25:29barriers. I think that is incredibly important and I was very pleased to

0:25:29 > 0:25:32visit Birmingham, which is doing excellent work in this area.Thank

0:25:32 > 0:25:39you, Mr Speaker. The war in Syria has now entered its eighth year. In

0:25:39 > 0:25:43recent weeks, over 1000 people have been killed in eastern provinces and

0:25:43 > 0:25:49hundreds of Kurds lie dead and 200,000 civilians are fleeing for

0:25:49 > 0:25:54their lives. Even the hospital has been attacked. What will the

0:25:54 > 0:25:59Government do to help ring urgent humanitarian relief to those in such

0:25:59 > 0:26:06despair?Can I say that we take the situation in eastern provinces in

0:26:06 > 0:26:12Syria very seriously indeed and it is an issue which has been raised at

0:26:12 > 0:26:16the United Nations Security Council. The Foreign Secretary has raised

0:26:16 > 0:26:22this issue with others as well. We need to ensure that we are very

0:26:22 > 0:26:26clear about what needs to happen to ensure people could be protected,

0:26:26 > 0:26:30humanitarian aid could get in and for those whom it was necessary, for

0:26:30 > 0:26:34them, because of their condition, to be given a safe passage to do so and

0:26:34 > 0:26:42we will continue to press this case. We recently interviewed a panel of

0:26:42 > 0:26:45university vice chancellors on the education select committee who

0:26:45 > 0:26:49failed to recognise their salaries are outrageous, being twice that of

0:26:49 > 0:26:53the Prime Minister, and mainly funded by the taxpayer and student

0:26:53 > 0:26:58debt. Given that these outrageous salaries are paid in the poorest

0:26:58 > 0:27:00performing universities, were the Prime Minister confirmed this will

0:27:00 > 0:27:03be looked at in the post education review

0:27:04 > 0:27:11I think she has raised a point others are concerned about as well.

0:27:11 > 0:27:13Universities are autonomous from governments and with up to them how

0:27:13 > 0:27:19they set their pay levels but they should recognise students and

0:27:19 > 0:27:23taxpayers are continued into the higher education system and expect

0:27:23 > 0:27:26value for money. The office of students which has been set up will

0:27:26 > 0:27:30be acting to ensure greater transparency in relating to senior

0:33:05 > 0:33:10great town are being improved by the fact we see thousands more children

0:33:10 > 0:33:14in good and outstanding schools in Bedford and we have in the local

0:33:14 > 0:33:17authority than we have gone before and when we came into power and it's

0:33:17 > 0:33:25being improved, and then more funding in Bedford, but it's also a

0:33:25 > 0:33:28government that is ensuring we have a strong economy providing jobs for

0:33:28 > 0:33:38people in his constituency.Thank you, Mr Speaker. Financial services

0:34:42 > 0:34:48before referral with many waiting for up to 18 months for treatment.

0:35:32 > 0:35:35people, but across the board we need to give more attention to mental

0:35:35 > 0:35:39health. We are putting more money into it and we want to see parity of

0:35:39 > 0:35:41esteem between mental and physical health in the National Health

0:35:41 > 0:35:45Service. It is something the Labour Party in 13 years of government have

0:35:45 > 0:35:54failed to do.The EU agreement published this week has left

0:35:54 > 0:36:00fishermen from Amble and the north-east anxious. Why we will gain

0:36:00 > 0:36:04control in the fermentation period, which is great news, there is real

0:36:04 > 0:36:07concern in case EU colleagues try to take advantage of us losing our

0:36:07 > 0:36:13voice in the CFP bike changing quota rules during the implementation

0:36:13 > 0:36:18period, so will the Prime Minister consider asking deference to prepare

0:36:18 > 0:36:21a financial mitigation plan to protect the fleet should we need to

0:36:21 > 0:36:33do so?There needs to be the certainty to operate on the same

0:36:33 > 0:36:37basis until we reach a new partnership we are renegotiating. As

0:37:36 > 0:37:40Minister say if she remains content with a toothless, voluntary code, or

0:39:41 > 0:39:43for Education will be considering the report carefully because we do

0:39:43 > 0:39:49not want to see any child held back from achieving their potential which

0:39:52 > 0:39:56communication needs are given the support that they need and that

0:39:56 > 0:40:00there has been particular training for teachers to support children who

0:40:00 > 0:40:03require additional help to communicate. But we will introduce

0:40:03 > 0:40:05the education health and care plans to make sure children with

0:40:05 > 0:40:10additional needs receive the right support to succeed in school in the

0:40:10 > 0:40:13future but we will look carefully at the report and respond in due

0:40:13 > 0:40:21course.Unlike the SNP, I do not want to see Britain rejoin the

0:40:21 > 0:40:24disastrous Common fisheries policy.

0:40:32 > 0:40:35But I do have some concerns about the fisheries aspects of the

0:40:35 > 0:40:41transitional agreement which has been provisionally agreed with the

0:40:41 > 0:40:45European union. Before she travels to the European Council, can the

0:40:45 > 0:40:50Prime Minister assure the house and fishing communities around the UK

0:40:50 > 0:40:57that we will absolutely and unequivocally take back full control

0:40:57 > 0:41:06of our waters from 2021?As I said earlier, the point about the

0:41:06 > 0:41:12fermentation period is that it is the period during which people are

0:41:12 > 0:41:15allowed to move to make the changes that the new economic partnerships

0:41:15 > 0:41:18we have and it will ensure that businesses, fishermen included,

0:41:18 > 0:41:23don't face to changes on the cliff edge in the way that they are

0:41:23 > 0:41:26operating. By definition because it is maintaining the status quo so

0:41:26 > 0:41:32people don't have to make those extra changes, it is, I recognise

0:41:32 > 0:41:36not the same and won't be the same as the end state when we have a

0:41:36 > 0:41:40future economic partnership and have that new relationship. As I said

0:41:40 > 0:41:44earlier one of the elements we will be looking for in reassuring the

0:41:44 > 0:41:49visiting industry is to ensure that we do take back control of our
