:00:32. > :00:36.south London where overcrowding, drugs, violence and corruption are

:00:37. > :00:39.among the challenges facing the Prison Service.

:00:40. > :00:41.It's so short-staffed in here, this place

:00:42. > :00:46.Even a lot of the staff here are in fear.

:00:47. > :00:48.And finding the dolphins of the Ganges.

:00:49. > :00:52.Justin Rollins discovers the elusive creatures are surviving despite all

:00:53. > :01:00.I never expected to see anything like as many dolphins

:01:01. > :01:04.And it's such incredibly good news because what it

:01:05. > :01:07.tells us is that this river is capable of supporting these

:01:08. > :01:17.The British government is promising the biggest

:01:18. > :01:20.shake-up since Victorian times of the prison system in England and

:01:21. > :01:23.The move comes as concerns about safety standards have

:01:24. > :01:30.The Chief Inspector of Prisons has said too many jails are

:01:31. > :01:33.Under the plans, six prisons will be overhauled.

:01:34. > :01:34.Ed Thomas has spent the

:01:35. > :01:38.last week at one of them, Wandsworth prison in south London, where

:01:39. > :01:42.overcrowding, drugs and violence are rife.

:01:43. > :01:54.The BBC has been given unprecedented access inside a

:01:55. > :02:03.Over seven days, we saw the fear and violence.

:02:04. > :02:09.You've got to be able to defend yourself.

:02:10. > :02:10.If you can't defend yourself, then you will

:02:11. > :02:23.And the prison officers pushed to the very edge.

:02:24. > :02:25.I think I'm probably the most stressed

:02:26. > :02:43.A prisoner has refused to go back to his cell.

:02:44. > :02:46.20 years ago, the inmate in the middle of all of this

:02:47. > :02:54.We can't identify him but he told us he was trapped in a

:02:55. > :02:58.I've had warfare with politics in jail.

:02:59. > :03:00.I got sliced down the side of the face.

:03:01. > :03:04.I've had my arm broken, I've got three broken bones

:03:05. > :03:07.I've had murders in here left, right and centre.

:03:08. > :03:10.And I've gone to them and said, look, at the

:03:11. > :03:13.end of the day, you are putting me in a predicament where I have no

:03:14. > :03:15.alternative but to utilise violence for my safety.

:03:16. > :03:17.And with the greatest of respect, they are so

:03:18. > :03:19.short-staffed in here, this place can't run, it's unsafe.

:03:20. > :03:22.Even a lot of the staff that are in here are in

:03:23. > :03:25.Lads, that smell of cannabis is really...

:03:26. > :03:31.Next, B Wing, and the smell of cannabis is everywhere.

:03:32. > :03:42.And then we see it, a group smoking below us, in full view.

:03:43. > :03:50.How do you feel about people smoking cannabis is out there?

:03:51. > :03:54.Imagine they can't get it next week, there are going to be fights

:03:55. > :03:58.Where can you get cannabis from around here?

:03:59. > :04:03.If you want cannabis, I can get you some.

:04:04. > :04:17.It defeats everything that we're trying

:04:18. > :04:22.You don't have to look far to find drugs in

:04:23. > :04:28.He says all drugs are available at all

:04:29. > :04:32.You can get spice, you can get heroin, you can get crack, you

:04:33. > :04:38.Right now, all you've got to do is go down to the twos, to the

:04:39. > :04:42.threes, to the ones, everything is there, anything you like.

:04:43. > :04:46.Then there is that alcohol brewed in cells.

:04:47. > :04:57.And the mobile phones, too, all smuggled into Wandsworth.

:04:58. > :05:02.For a smartphone, ?700 they go for, retail price.

:05:03. > :05:11.This prisoner asked us not to show his face.

:05:12. > :05:17.Are you just saying that, though, to get officers in trouble?

:05:18. > :05:25.I know officers that charge you ?500 a parcel the size of, say,

:05:26. > :05:32.three tennis balls full of drugs, phones, whatever you want.

:05:33. > :05:38.The BBC was invited here to hear the stories, to see the

:05:39. > :05:42.pressure from a governor who is demanding change.

:05:43. > :05:44.Corruption is the one thing that I absolutely cannot

:05:45. > :05:49.One of the first things we would do with reform is to think

:05:50. > :05:51.very carefully about how do we deal with those

:05:52. > :05:52.issues of corruption and

:05:53. > :05:56.what do we do to tackle those staff bringing those drugs in because that

:05:57. > :05:59.will deal with some of the issues that you have highlighted and that

:06:00. > :06:12.But how long will this prison reform take? The pressure inside is

:06:13. > :06:22.building now and officers are getting hurt. At the moment, he has

:06:23. > :06:29.been the victim of an assault. If she could, she would have be out the

:06:30. > :06:35.job. For Andy, it cannot get any worse. It's because I care, I want

:06:36. > :06:39.to make a difference, I believe my staff want to make a difference. We

:06:40. > :06:45.are struggling, we haven't got the staff. I do think people care.

:06:46. > :06:54.People don't care about my long-term health. I think I'm probably the

:06:55. > :07:01.most stressed I been in 24 years in this job. What will happen to you?

:07:02. > :07:09.If I'm like my colleagues, when I retire, I will die. Desperately

:07:10. > :07:20.reform now. This prison revolution promised to fix broken jails and so

:07:21. > :07:24.many broken lives. India has launched an ambitious $3 billion

:07:25. > :07:29.programme to clean up the Ganges, India's greatest and most sacred

:07:30. > :07:35.river. It's a huge challenge not least because the river is a sewer

:07:36. > :07:37.carrying away waste from 450 billion people but they are also home to

:07:38. > :07:42.rare dolphin which somehow survives despite all the pollution. Justin

:07:43. > :07:47.has been out along the river in search of the elusive creatures.

:07:48. > :08:02.Farrah Naseem is the holiest city in all of India. But just take a look

:08:03. > :08:09.at this. It is also a huge source of pollution. The ancient practices of

:08:10. > :08:23.Riverside cremation one tiny part of it. A far bigger problem is the

:08:24. > :08:27.waste of the living. We can only treat third of the sewage. The city

:08:28. > :08:31.generates more than 300 million litres of waste and 100 million

:08:32. > :08:37.litres are treated. The rest go straight into the Ganges. Figures

:08:38. > :08:43.elsewhere on the river I even worse. Independent study show 80% of sewage

:08:44. > :08:48.is untreated. The government says it plans to build massive new waste

:08:49. > :08:51.treatment infrastructure. Environmentalists say it can't come

:08:52. > :08:56.soon enough for at least one key species. We have come down to the

:08:57. > :09:02.Ganges and the hope was we might be able to spot the incredibly rare

:09:03. > :09:06.dolphin and incredibly, within minutes of arriving here, I saw the

:09:07. > :09:11.dorsal fin of one of them break the water. The real challenge I think

:09:12. > :09:18.will be filming them. We have hired a little boat, this is it. And this

:09:19. > :09:26.is the cameraman. How difficult will it be to film the Dolphins? It's

:09:27. > :09:33.tough. They pop-out suddenly. You are an expert on the Dolphins here.

:09:34. > :09:41.One of the programmes is to protect this rare animal. How rare is the

:09:42. > :09:48.dolphin now? It's an endangered species and it's pretty rare to spot

:09:49. > :09:55.these animals. But today, there seemed to be Dolphins all around us.

:09:56. > :10:01.Six, seven! They have to surface every two minutes or so to breathe.

:10:02. > :10:14.The challenge is getting where they will be. But after a bit, Sanjay

:10:15. > :10:18.gets his eye in and look at this. This has been extraordinary. I never

:10:19. > :10:21.expected to see anything like as many Dolphins as we have seen and

:10:22. > :10:25.it's such incredibly good news because what it tells us is this

:10:26. > :10:31.river is capable of supporting these wonderful animals. It also shows us

:10:32. > :10:34.what's at stake, why it's so important that the Indian

:10:35. > :10:45.government's efforts to clean up river succeed.
