:00:22. > :00:26.Welcome to this special edition of reporters. I am Karen Allen in
:00:27. > :00:33.Johannesburg. As China invest billions in Africa, we will be
:00:34. > :00:39.taking a report at what Beijing wants in return. Coming up. Rhodes,
:00:40. > :00:46.trains and Michael moles, is Kenny are getting a good deal? The Asian
:00:47. > :00:49.giant is gathering on being able to steam ahead and pay back massive
:00:50. > :00:57.loans but what of the strategy backfires? Security and stability.
:00:58. > :01:02.Exclusive access to Chinese peacekeepers on mission and South
:01:03. > :01:03.sedan. Is this the start of a new strategic relationship between the
:01:04. > :01:16.world of business? And we will hang out with the new
:01:17. > :01:23.generation of Chinese putting roots down in Africa. Are in tune with the
:01:24. > :01:34.continent's big plans? I have been in Africa, basically half African!
:01:35. > :01:38.Johannesburg this week has had a distinctly Chinese flavour. Just a
:01:39. > :01:43.few miles from here is Chinatown where you will find everything from
:01:44. > :01:46.traditional medicines to fortune-tellers, dozens of heads of
:01:47. > :01:51.state have been meeting to cement the Sino African relationship.
:01:52. > :01:56.Aliens of extra dollars on the table. For Kenny, like many other
:01:57. > :02:00.countries and those big Chinese loans have enabled them to forge
:02:01. > :02:06.ahead with massive infrastructure projects, many delivered by the big
:02:07. > :02:06.Chinese state corporations, but increasingly private entrepreneurs
:02:07. > :02:18.are finding a foothold to. Once a coffee plantation and no
:02:19. > :02:22.reconstruction site. This mass of Morlan is the latest in a string of
:02:23. > :02:28.flagship building projects with a made in China label. The Chinese are
:02:29. > :02:31.responsible for a third of all infrastructure projects across East
:02:32. > :02:37.Africa, achieved through big loans which someday these companies --
:02:38. > :02:42.countries will have to repay. For millions of canyons who still live
:02:43. > :02:46.in poverty, hopes for future prosperity are being pinned on
:02:47. > :02:56.Chinese fortunes, but they want fair play and local jobs, not imported
:02:57. > :03:03.labour. Consider more the locals. People are creative and talented.
:03:04. > :03:10.They are helping the Kenyan government to achieve jobs, but my
:03:11. > :03:13.worries is the huge amount the government are borrowing. Since
:03:14. > :03:16.Kenny flung open the door is the huge amount the government are
:03:17. > :03:19.borrowing. Since Kenny flung open the they are seeing more private
:03:20. > :03:26.firms like this one roll onto the scene. Future value many door frames
:03:27. > :03:33.for the local construction industry. Although much of the unskilled
:03:34. > :03:40.labour is local, Kenyan staff with Chinese language skills are being
:03:41. > :03:43.groomed for management roles. As long as their knowledge and
:03:44. > :03:47.professional skills improved after the training they will naturally
:03:48. > :03:50.come to the management level. That is no difference in skin colour in
:03:51. > :03:57.this job. Whoever it is capable will do it. Many live and socialise
:03:58. > :04:05.separately but about 1 million Chinese workers are now spread
:04:06. > :04:08.across Africa. Prepared to take chance and invest heavily. A younger
:04:09. > :04:19.generation seems more willing to set in. The more you immerse yourself
:04:20. > :04:24.the more you understand the local community so it is necessary to have
:04:25. > :04:28.a good business in Africa, and on the personal level they also want to
:04:29. > :04:32.make friends. The huge Chinese footprint may be hard to ignore but
:04:33. > :04:38.it is the long-term power relationship that gives cause for
:04:39. > :04:40.concern. The Asian giant is gathering on Kenny being able to
:04:41. > :04:47.steam ahead and pay back massive loans but what of the strategy
:04:48. > :04:52.backfires? Rich or poor, Kenny has been touched by the Chinese presence
:04:53. > :04:54.and many hope opportunity will override a sense of obligation to
:04:55. > :05:04.their foreign friends farther down the line, allowing Kenny to grow on
:05:05. > :05:08.its own terms. China has big plans for Africa that go beyond business.
:05:09. > :05:13.Security and stability are an important part of the strategic
:05:14. > :05:17.partnership, and increasingly the Asian giant is being dragged into
:05:18. > :05:21.the global war on terror, but it is their job as global peacekeepers
:05:22. > :05:26.attempting to create a more stable continent which has generated
:05:27. > :05:30.interest. More than 1000 Chinese peacekeepers under the command of
:05:31. > :05:34.the global UN and we are the first foreign broadcasters to be given
:05:35. > :05:42.access to them. A rear glimpse of military might.
:05:43. > :05:45.The Chinese in Africa. He allows peacekeepers and not simply
:05:46. > :05:51.deal-makers in the world's newest nation, south sedan. 700 Chinese
:05:52. > :05:56.trips part of a multinational force under UN command. We travelled with
:05:57. > :06:01.them to what has become a humanitarian front line. Moving in
:06:02. > :06:08.convoy through the outskirts of the capital. We are heading towards the
:06:09. > :06:11.camps that still housed more than 1 million homeless people for whom
:06:12. > :06:18.every day is a battle to survive in the face of continued attacks. They
:06:19. > :06:25.see the Chinese as here to protect. Always in Africa they are coming for
:06:26. > :06:28.business and not just protection. Even the children are getting used
:06:29. > :06:35.to the new friends with the blue helmets. This is the first Chinese
:06:36. > :06:40.infantry battalion to be deployed on external peacekeeping operations, so
:06:41. > :06:44.they are not allowed to talk to us on camera but one soldier told me
:06:45. > :06:50.privately he was extremely proud to be here and another said she was
:06:51. > :06:57.fulfilling her lifetime dream. Bringing with them medicine and
:06:58. > :07:02.expertise. The Chinese have big plans for a peacekeeping across
:07:03. > :07:04.Africa. They contribute more troops than any other permanent member of
:07:05. > :07:10.the UN Security Council but for the time being there focuses on trying
:07:11. > :07:17.to win the trust of local. The doctor tells me he feels very happy
:07:18. > :07:21.you can help. South sedan may be short of water but it is rich in
:07:22. > :07:27.oil. The Chinese have invested billions in business year. This is
:07:28. > :07:32.about winning hearts and minds, not protecting key installations, but
:07:33. > :07:35.looking to the future, China has wider strategic interests over the
:07:36. > :07:42.whole of Africa. Those interests go way beyond saving lives.
:07:43. > :07:48.What I have noticed after more than a decade working across Africa is
:07:49. > :07:56.the way the younger generation of Chinese are adapting, and like their
:07:57. > :07:58.parents, many who came here with big corporations and kept themselves to
:07:59. > :08:04.themselves, their own children are beginning to put down roots and
:08:05. > :08:08.blending. We travelled north east to Zambia to meet one family whose
:08:09. > :08:15.daughter now considers herself as much an African as she is Chinese.
:08:16. > :08:21.We moved to Africa about seven years ago and it is basically because of
:08:22. > :08:28.the company, because my parents think there is more opportunity.
:08:29. > :08:36.Sometimes people look at me and stare at me, like, then as a
:08:37. > :08:39.Chinese! But otherwise, I think they are used to seeing Chinese people
:08:40. > :08:48.around so they are pretty OK with it. It is pretty normal now. My
:08:49. > :08:54.parents worry sometimes. They will think I have issues with friends
:08:55. > :08:58.because I don't think the same way but think my teenage life started I
:08:59. > :09:05.have been an Astley Castle basically half African. Our generation has a
:09:06. > :09:11.different view because we were brought up here, more into the
:09:12. > :09:12.country. My parents grew up in China so they think differently from
:09:13. > :09:25.others. It is kind of like switching
:09:26. > :09:30.personality because when I hang out with the Zambian friends I are or
:09:31. > :09:39.trafficking but coming back I can be a proper Chinese girl.
:09:40. > :09:45.We studied the Zambian market before we came. Zambia is a developing
:09:46. > :09:51.country and living standards are rising and as that goes up people's
:09:52. > :09:58.consumption of eggs and chicken goes up so we saw a business opportunity.
:09:59. > :10:05.Of course, China is better. I miss China a lot. I am here just because
:10:06. > :10:07.he is here and the businesses here and our daughter is here. I would
:10:08. > :10:19.like to go back to China one day. I would go back but I think the
:10:20. > :10:31.visiting and taking care of parents. I would do that. That's all from
:10:32. > :10:34.this special edition. From me here in Johannesburg, goodbye for now.
