:00:15. > :00:18.Welcome to Reporting Scotland. Tonight on your national news.
:00:18. > :00:21.The Glasgow Commonwealth Games is rocked by the resignation of its
:00:21. > :00:26.Chief Executive. John Scott admits he took gifts and hospitality from
:00:26. > :00:30.potential suppliers. In other news tonight: eyewitnesses
:00:30. > :00:36.tell of the last few moments before these teenage girls jumped to their
:00:36. > :00:39.deaths into the River Clyde. Paying the penalty? Hearts' refusal
:00:39. > :00:48.to sack this convicted sex offender leads to threats of a boycott by
:00:48. > :00:51.sponsors, fans and advertisers. And later in the programme:
:00:51. > :01:01.First an ace and then a royal flush. Andy Murray eases into the last
:01:01. > :01:04.
:01:04. > :01:08.Their chief-executive of Glasgow's Commonwealth Games has stood down
:01:08. > :01:12.after admitting he brought the organisation's rules of accepting
:01:12. > :01:15.gifts and hospitality from potential contractors and suppliers.
:01:15. > :01:19.The sudden resignation of John Scott is seen as a setback for the
:01:19. > :01:23.games which will be held in three years.
:01:23. > :01:27.This was John Scott just a few weeks ago, celebrating the start of
:01:27. > :01:31.building work at the athletes village. There was no indication
:01:31. > :01:36.then that anything was wrong. His sudden resignation today was a
:01:36. > :01:42.shock to many. In a statement, Glasgow 2014 said Mr Scott offered
:01:42. > :01:46.to resign over an error of judgment. He accepted an offer from a
:01:47. > :01:52.potential supplier but did not declare it. This was a breach of
:01:52. > :01:58.Glasgow 2014's policy on gifts and gratuities. It is not known what
:01:58. > :02:01.the gift was, but police say they are not investigating. All I will
:02:01. > :02:08.say is that it was significant enough that John Scott was prepared
:02:08. > :02:15.to step up and resign. He was prepared to admit what he had done.
:02:16. > :02:19.The host for the 2014 Commonwealth Games will be Glasgow. It was just
:02:19. > :02:24.months after this announcement that John Scott was appointed. He has
:02:24. > :02:31.been the public face of the Games, in charge of their delivery and
:02:31. > :02:34.their defender when costs rose. is some eight years ahead of the
:02:34. > :02:37.staging of the Games, and when you're going through a big process
:02:37. > :02:42.clearly you're trying to moderate amount of money invested, because
:02:42. > :02:46.it is a speculative bet. You have no idea you're going to win. If you
:02:46. > :02:52.spend huge amounts of money on a bed you don't Secure, you get
:02:52. > :02:58.criticised. Tonight, Glasgow 2014 is beginning the hunt for a new
:02:58. > :03:03.executive. The organising committee is adamant the bed is on track.
:03:03. > :03:08.With three years ago tell the Games begin, they will have to act fast
:03:08. > :03:11.to ensure John Scott's resignation does not threaten this.
:03:11. > :03:20.Let's go now to our business editor Douglas Fraser who is at the
:03:20. > :03:24.Velodrome. First, do we know anything more of what John Scott
:03:24. > :03:32.accepted? There is very little detail about that, but we
:03:32. > :03:37.understand a potential Contractor offered some gifting kind worth we
:03:37. > :03:42.are told several thousand pounds. That was accepted but not declared,
:03:43. > :03:47.which it should have been according to the rules of the organisation.
:03:47. > :03:52.We are told normal information is being offered, not so much to be
:03:52. > :03:56.dead John Scott, whose reputation is damaged and to apparently feels
:03:56. > :04:01.horrendous, but to protect the potential bidder. We have to a
:04:01. > :04:05.simmer they're still in the process of bidding. How damaging his John
:04:05. > :04:09.Scott's resignation to the overall success of their games? Bear in
:04:09. > :04:14.mind that major sporting events have a pretty bad record recently.
:04:14. > :04:18.If you look at the hosting of the FIFA World Cup recently, and the
:04:18. > :04:22.corruption allegations surrounding that, and also the Delhi World Cup
:04:22. > :04:27.was mired in allegations. They had to get the money handling
:04:27. > :04:32.absolutely right. More than 5 million is being spent on venues
:04:32. > :04:40.like this, and at the moment, although this has been dealt with
:04:40. > :04:44.by the city council, contracts for up accommodation and cleaning and
:04:44. > :04:48.all of these things, that process is absolutely critical at the
:04:48. > :04:52.Mollet. The other thing going on just now is ramping up the size of
:04:52. > :04:57.the organisation. In October, it moved the new headquarters that is
:04:57. > :05:01.much bigger, and will be in Merchant City. Most weeks they add
:05:01. > :05:08.more people to the staff, with around 60 now and 100 expected next
:05:08. > :05:11.year. That is a big increase in the scale of the organisation.
:05:11. > :05:16.Leadership but that was absolutely critical, and the question is how
:05:16. > :05:20.the now managed to continue without John's got in place.
:05:20. > :05:24.Eye witnesses have told of the moments before two teenage girls
:05:24. > :05:27.threw themselves to the best from the Erskine Bridge. A fatal
:05:27. > :05:30.accident inquiry into how Neve Lafferty and Georgia Rowe died
:05:30. > :05:36.heard from a passing motorist who described how he saw them with
:05:36. > :05:42.their arms around each other and their backs to the water.
:05:42. > :05:47.Shown to the inquiry today, the CCTV pictures taken of the main
:05:47. > :05:51.exit in Bishopton. It is just before 7:45pm on an ad girls died.
:05:51. > :05:56.Neve Lafferty and George are now were the only girls who left the
:05:56. > :06:02.centre about time. They walked past the barrier and onto the road.
:06:02. > :06:07.Within one hour, they were on the Erskine Bridge. The inquiry was
:06:07. > :06:11.told that he was driving on the Erskine Bridge around 8:40pm that
:06:11. > :06:15.night. He's a two figure sitting on the railings with their backs to
:06:15. > :06:20.the water. He said the leaned back towards the water. He said it
:06:20. > :06:24.happened quickly. They were facing the traffic and, he said, it seemed
:06:24. > :06:29.they put their arms around each other and back they went. He was
:06:29. > :06:33.asked by the process -- Procurator Fiscal if he saw anything that
:06:33. > :06:40.would explain it. He said there were not arguing but just leaned
:06:40. > :06:43.back. This woman was also driving at night. Days later, she
:06:43. > :06:53.recognised Neve Lafferty from a photograph in a newspaper is one of
:06:53. > :06:56.
:06:56. > :07:00.She said she made eye-contact with Neve Lafferty. She said there was a
:07:00. > :07:06.strange expression of arise. She said Neve Lafferty was just a few
:07:06. > :07:11.feet away and she could see her eyes quite clearly. Beverley
:07:11. > :07:14.Cotterell was driving back from war: that night. I saw two girls on
:07:14. > :07:23.the right hand side. They caught my attention because they were not
:07:23. > :07:26.walking across the bridge. One of the girls actually had like she was
:07:26. > :07:31.looking over and so she pushed herself up a wee bit. That is what
:07:31. > :07:37.I saw and what caught my attention. The inquiry also heard today that
:07:37. > :07:41.in his statement another man witnessed. He said when he saw the
:07:41. > :07:47.girls, they were holding hands. The inquiry at Paisley Sheriff Court
:07:47. > :07:55.continues tomorrow. You are watching Reporting Scotland.

:08:22. > :08:26.Appeals to the Supreme Court in London should only be allowed if
:08:26. > :08:29.Scotland's highest court permits it. That is the view of a panel of
:08:29. > :08:33.legal experts appointed by the First Minister to look at the role
:08:33. > :08:39.of the UK Supreme Court. It follows a number of controversial decisions
:08:39. > :08:42.taken recently. The SNP Government tonight welcomed the findings.
:08:42. > :08:49.We welcome the report that gives us parity with other jurisdictions
:08:49. > :08:54.within the United Kingdom. It also means the ultimate authority as the
:08:54. > :08:57.Scots scored here in Edinburgh. Joining me now is the Home Affairs
:08:57. > :09:00.Correspondent Mabel and -- Reevel Alderson. This caused a mighty
:09:00. > :09:06.river Alex Salmond said the Supreme Court should have no place in the
:09:06. > :09:11.Scottish legal system. Yes, I was a huge row. A political row, a legal
:09:11. > :09:14.row up a constitutional row. It follows the second of two very
:09:14. > :09:19.controversial cases which went to the Supreme Court. That of Nat
:09:19. > :09:24.Fraser, who was appealing against his conviction for murder. He asked
:09:24. > :09:30.the Appeal Court in Edinburgh to refer his case to the Supreme Court
:09:30. > :09:35.on a matter of importance. They refused, so he was then able to go
:09:35. > :09:38.directly to the Supreme Court did have a here in there anyway. That
:09:38. > :09:42.is a rout also taken by Luke Mitchell at the moment. He was
:09:42. > :09:45.convicted of the murder of Jodi Jones. The First Minister is angry
:09:45. > :09:50.that somehow or other people were able to get round the final court
:09:50. > :09:57.of Appeal in Scotland and go to the Court in London. What actual
:09:57. > :10:00.changes would this make? If these changes where enacted, what it
:10:00. > :10:04.would mean it is she would only be able to go to the Supreme Court in
:10:04. > :10:09.London if the Appeal Court in Edinburgh said you could. That
:10:09. > :10:14.would bring us into line with the situation in England and Wales, and
:10:14. > :10:21.indeed in Northern Ireland. I have to say, these changes, if they were
:10:21. > :10:29.to be made, would have to be made by the Westminster Parliament. And

:10:36. > :10:39.More pressure and Hearts tonight after their decision not to sack
:10:39. > :10:44.Craig Thomson after he was placed on the sex offenders' register. One
:10:44. > :10:48.of the club's sponsors has withdrawn his support and a stadium
:10:48. > :10:54.advertising is setting the same. Fans are threatening a boycott
:10:54. > :10:59.later this week. John Murray is angry at Hearts. As
:10:59. > :11:04.the father of two young daughters he is concerned. His company's name
:11:04. > :11:07.appears on billboards around Tynecastle. It is disgusting and

:11:12. > :11:18.is acceptable. It is totally not. Pressure is growing all round on
:11:18. > :11:24.Hearts. These are some of the club's official sponsors. They say
:11:24. > :11:29.they're increasingly concerned and today one withdrew their support.
:11:29. > :11:32.They say they have no choice but to withdraw and say they're extremely
:11:32. > :11:35.disappointed that our Hearts has handled the situation. Craig
:11:36. > :11:40.Thomson pleaded guilty this month to lewd and libidinous behaviour
:11:40. > :11:44.towards two young teenage girls. The club's owner of Vladimir
:11:44. > :11:49.Romanov decided not to sack him, instead suggesting that may have

:11:53. > :11:57.Supporters' website had been inundated with angry complaints.
:11:57. > :12:04.Some supporters groups are prepared to go even further. We will be
:12:04. > :12:08.calling for a boycott. We want to make it clear that this decision is
:12:08. > :12:12.unacceptable. Within the last hour, Craig Thomson has issued a

:12:16. > :12:21.public to respect the judgment of the courts and of Heart of

:12:35. > :12:39.It is up to them to decide whether he is in breach of contract and,

:12:44. > :12:47.sponsorship withdrawal and threat of a fans' boycott, the pressure is
:12:47. > :12:52.undoubtedly 91 Heart of Midlothian to change its decision. The
:12:52. > :12:59.question now is whether its owner, Vladimir Romanov, will do so. If he
:12:59. > :13:03.doesn't, just how much it could cost the club.
:13:03. > :13:05.Now some of the other stories across Scotland: at 13-year-old boy
