:00:23. > :00:28.A major shake-up of the armed forces. Lossiemouth will become

:00:28. > :00:32.Scotland's only RAF base as it is confirmed that Leuchars will become

:00:33. > :00:41.an army barracks. We get the reaction. I am shocked and stunned

:00:41. > :00:44.and very sad. The army are coming in, but it is the whole character

:00:44. > :00:51.of the place. There will also be big changes to

:00:51. > :00:54.the army. Redford, Dreghorn and Craigiehall barracks will be sold

:00:54. > :01:00.and replaced with a new facility in the south of Edinburgh.

:01:00. > :01:09.Also tonight, police wait to question a car-crash victim in

:01:09. > :01:15.Dundee about the death of his wife. Drama as polar bears -- has

:01:15. > :01:20.protesters dressed as polar bears are removed from office.

:01:20. > :01:23.And, a ten-team SPL seems unlikely after discussions today.

:01:23. > :01:28.Scotland is at the heart of a mass reorganisation of British armed

:01:28. > :01:36.forces. The Defence Secretary Liam Fox unveiled his review this

:01:36. > :01:42.afternoon. RAF Leuchars will close. Lossiemouth will remain as

:01:42. > :01:49.Scotland's only RAF air base. The Ministry of Defence are already

:01:49. > :01:56.announced the closure of RAF Kinloss. In Leuchars, the army will

:01:56. > :02:03.move in eventually. This will also happen income loss. -- happen in

:02:03. > :02:09.Kinloss. Redford, Dreghorn and Kinloss. Redford, Dreghorn and

:02:09. > :02:14.Craigiehall barracks will be sold. In a moment, we will get reaction

:02:14. > :02:23.to the news from RAF Lossiemouth. We will be speaking to our

:02:23. > :02:33.correspondent in Westminster. Our first Report comes from RAF

:02:33. > :02:39.

:02:39. > :02:49.The Crest says it all. This base was built to defend the north of

:02:49. > :02:51.

:02:51. > :02:59.the UK, but today, 100 years of The defence secretary was keen to

:02:59. > :03:09.point out that Scotland would still be a home to armed forces. This is

:03:09. > :03:10.

:03:10. > :03:15.in line with the Scottish tradition of supporting our armed forces.

:03:15. > :03:23.Typhoon jets will leave in 2013. The army will move then I year or

:03:23. > :03:27.two later. This is a gap without military personnel that this area

:03:27. > :03:34.can ill-afford. We do not know how many men are coming, how many

:03:34. > :03:39.families. We would hope to welcome them, but how people accept them,

:03:39. > :03:45.we do not have much choice. Businesses like this guesthouse

:03:45. > :03:49.relied on the boys in blue. It will affect our business. It generates a

:03:49. > :03:54.few thousand pounds per year for us, between the air show and new

:03:54. > :03:59.recruits coming up for interviews. We get quite a bit of business from

:03:59. > :04:04.the air base. This village is defined by its near by air base. It

:04:04. > :04:09.is thought to be worth nearly 60 million to the local economy.

:04:09. > :04:15.shocked and stunned and very sad. I mean, all right, the army are

:04:15. > :04:20.coming in, but it is the whole character of the place. Some people

:04:20. > :04:29.-- so many people I know are involved in the camp. It is very

:04:29. > :04:33.sad for Lucas. -- for Leuchars. spent a lot of time there in the

:04:33. > :04:39.army and as a technician. The people of Leuchars warmed to the

:04:39. > :04:42.RAF and I believe they will do to the army. It is a new beginning for

:04:42. > :04:52.Leuchars, but it is a new beginning that people here have fought

:04:52. > :04:53.

:04:53. > :05:00.against. Many people feel that the Is there any sense that the army

:05:00. > :05:05.moving in to Leuchars will make up for it? The few the end fight

:05:05. > :05:15.continues tonight. People here were shocked, despite all the rumours,

:05:15. > :05:16.

:05:16. > :05:20.to hear that RAF Leuchars would be closed. People here were gathered

:05:20. > :05:25.round a phone to hear the statement by Liam Fox. One of the things they

:05:25. > :05:33.are worried about is this gap. When the Typhoon jets leave, how long

:05:33. > :05:36.will it be before the army units move in? An MP from Aldershot

:05:36. > :05:43.talked-about reconfiguration, jargon that people here do not want

:05:43. > :05:48.to hear. They admitted tonight that it could be 2017 before the army

:05:48. > :05:54.come here. It could cost the local area millions of pounds. The

:05:54. > :06:04.Typhoon jet fighters will be moved to Lossiemouth by 2013. We can go

:06:04. > :06:06.

:06:06. > :06:12.there now. The other side of the story here on the Moray Firth.

:06:12. > :06:18.Lossiemouth will become the only operational RAF base in Scotland.

:06:18. > :06:24.That has given some sort of long- term security. Good news for RAF

:06:24. > :06:29.Kinloss, the army will move in there by 2015. The locals here

:06:29. > :06:34.fought a vociferous campaign to save Lossiemouth. They area relies

:06:34. > :06:40.heavily on the air bases. They say there has been a lot of damage done,

:06:40. > :06:43.it is time to rebuild confidence in the area. Early afternoon, and

:06:44. > :06:53.service personnel at RAF Lossiemouth gather in one of the

:06:54. > :06:57.

:06:57. > :07:01.huge hangars. This is week two of the task force. It was good news.

:07:01. > :07:09.We said right from the onset that we would fight this campaign and

:07:09. > :07:15.not allow decisions to be made about us without being heard in

:07:15. > :07:19.Westminster. We have used every possible method to fight this.

:07:19. > :07:25.has been nine months of pain and agony, it has just ended today. It

:07:25. > :07:35.is a big decision for us. We need to see some securities that this is

:07:35. > :07:35.

:07:35. > :07:43.a long-term strategic view for RAF Lossiemouth. Lossiemouth is already

:07:43. > :07:49.home to some of the fighters that had been used in Libya. Soon, it

:07:49. > :07:54.will be home to the Typhoon jet. Good news for RAF Kinloss. It is no

:07:54. > :08:00.longer going to be an RAF air base, but it will be taken over as an

:08:00. > :08:06.army base by 2015. A short time ago, the First

:08:06. > :08:13.Minister Alex Salmond had this to say about the decrease in RAF

:08:13. > :08:17.personnel. For the first time in many years, we have a share of

:08:17. > :08:21.personnel in Scotland which will reflect our size of population. It

:08:21. > :08:26.represents natural justice for Scotland. We have to make sure that

:08:26. > :08:31.the rough justice for Leuchars and can loss does not have adverse

:08:31. > :08:36.economic effect in these areas. Much of what was announced today,

:08:36. > :08:41.especially about the RAF, had been widely predicted. Let us go to

:08:41. > :08:46.Westminster. What about the changes to the army, how significant is the

:08:46. > :08:52.announcement? These are very big changes as far as the army is

:08:52. > :08:55.concerned. They should not be underestimated in any way. About

:08:55. > :09:00.5,000 extra army personnel will be coming into Scotland as part of

:09:00. > :09:05.something known as the multi- Role brigade. Thousands of troops are

:09:05. > :09:10.coming from Germany. When that process is complete, the army head

:09:10. > :09:16.count in Scotland will have gone up to 8,500. The army will be going

:09:16. > :09:21.into new places, Kinloss and Leuchars. The historic barracks in

:09:21. > :09:24.Edinburgh will be sold and a new centre will be built to the south-

:09:24. > :09:30.west of Edinburgh. There will be new training grounds to. Experts

:09:30. > :09:35.say that it means that the army is very important to Scotland and, in

:09:35. > :09:45.future, Scotland will become very important to the British Army.

:09:45. > :09:52.think we will see up to 25% of the army's presence based in Scotland.

:09:52. > :09:56.The size of the regular army will reduce in future. If we are pulling

:09:56. > :10:03.out 20,000 troops from Germany, if the majority are coming to Scotland,

:10:03. > :10:07.we will have a visible presence. is not all good news for the army.

:10:07. > :10:13.Some senior commanders will not be based in Scotland, they will be

:10:13. > :10:17.down south. There are concerns about this transition period. There

:10:17. > :10:27.are concerns about how long it will take the army to get there and what

:10:27. > :10:29.

:10:29. > :10:35.local effect -- what effect will be apparent on the local economy.

:10:35. > :10:42.Still to come, All At Sea, three men said sailed on a daring voyage

:10:42. > :10:47.from Shetland to Norway in kayaks. -- three men said Sale. And find

:10:47. > :10:50.out what happened when this man decided to go for a cycle in the

:10:50. > :10:56.Highlands. And in sport, we have the very

:10:56. > :11:03.latest on SPL reconstruction and Ricky Burns takes less than around

:11:03. > :11:07.to defend his WBO super heavyweight crown -- super-featherweight crown.

:11:07. > :11:10.Police are still waiting to question the victim of a car crash

:11:10. > :11:20.on the outskirts of Dundee in connection with the death of his

:11:20. > :11:24.

:11:24. > :11:28.wife. Jacqui Thompson was found -- Jane Cumming was found at her home

:11:28. > :11:35.by police who had come to break the news of her husband's accident.

:11:35. > :11:38.Her body was found here by police who had come to tell the mother of

:11:38. > :11:42.two that her husband had been seriously hurt in a car crash. Far

:11:42. > :11:50.from breaking the news of that tragedy, they found one much worse.

:11:50. > :11:54.Jane Cumming lay dead inside. Neighbours said that they seemed

:11:55. > :12:03.like that happy family. It is very sad, we saw her a lot of times

:12:03. > :12:13.doing the gardening. We smiled and topped. The kids always played

:12:13. > :12:17.outside. They seemed to be a happy family. An ordinary, happy family.

:12:17. > :12:22.The 45-year-old father had to be cut free from the wreckage of his

:12:22. > :12:26.vehicle after the accident on the road coming into Dundee. We

:12:26. > :12:30.understand he had been sitting in his car and the lay-by for some

:12:30. > :12:35.time before the accident happened. He then accelerated out onto the

:12:35. > :12:40.main carriageway and enter the back of a lorry. The driver of that

:12:40. > :12:44.second vehicle was unhurt. Detectives are trying to trace the

:12:44. > :12:54.movements of both husband and wife on Friday morning and have issued

:12:54. > :12:54.

:12:54. > :12:57.an appeal. We are very interested to speak with the people that were

:12:57. > :13:04.then a four by four motor vehicle. That was probably darken colour, we

:13:04. > :13:07.believe there was a child in that car. It could be that we have

:13:08. > :13:13.already spoken to them, but if they could come forward again, it would

:13:13. > :13:19.be a great help. Today, post-mortem has been taking place to establish

:13:19. > :13:25.how Jane Cumming died here. It is understood that Mr coming is

:13:25. > :13:27.showing signs of recovery but he Police have removed dozens of

:13:27. > :13:29.Greenpeace protestors from the Edinburgh headquarters of the oil

:13:29. > :13:32.company, Cairn Energy. The company has been repeatedly targeted by

:13:33. > :13:39.Greenpeace since it began drilling for oil in the Arctic. Here's our

:13:39. > :13:44.environment correspondent. The protesters, many dressed as

:13:44. > :13:48.polar bears, marched into the headquarters of Cairn Energy

:13:48. > :13:52.shortly after 8am this morning. They arrived to highlight the

:13:53. > :13:57.unacceptable risk posed by the company's operations in the Arctic.

:13:57. > :14:07.Greenpeace says unwell spill in the Arctic would be an environmental

:14:07. > :14:08.

:14:08. > :14:12.catastrophe. Kicks growth and it is continuing its protests until a

:14:12. > :14:17.publication comes out showing the consequences of a spill. Protests

:14:17. > :14:22.will continue until driving stops. Right now, the oil rigs are up in

:14:22. > :14:26.the Arctic SVRs drilling for oil. But they have absolutely no idea

:14:27. > :14:31.how they would deal with an oil spill. But to be devastating for

:14:31. > :14:36.the wildlife and their communities. The company told us, or Everett is

:14:36. > :14:45.active, it of Brits in a safe and prudent manner. -- wherever it

:14:45. > :14:49.operates. It has stringent regulations, which mirror those

:14:49. > :14:52.applied in the Norwegian North Sea. For protesters chained themselves

:14:52. > :14:57.together inside the offices were other search for documents showing

:14:57. > :15:00.how they would deal with an oil spill. Police began removing them

:15:00. > :15:03.late this afternoon. Lothian and Borders Police say and number of

:15:03. > :15:06.people have been arrested and will appear at Edinburgh sheriff court

:15:06. > :15:08.tomorrow. Some of the other stories across

:15:08. > :15:11.Scotland this Monday... The market for jobs continued to

:15:11. > :15:14.improve last month, but at a slower pace than before, according to a

:15:14. > :15:17.report from the Bank of Scotland. The biggest rise in workers

:15:17. > :15:21.securing a job was in Dundee. Edinburgh recorded the sharpest

:15:21. > :15:25.hikes in wages. However, across the country, the rate of growth in

:15:25. > :15:27.vacancies was the slowest for many months.

:15:27. > :15:32.Cancer rates among middle-aged women in Scotland are higher than

:15:32. > :15:34.the UK average, with around ten new cases diagnosed every day. Cancer

:15:34. > :15:37.Research UK said their latest figures from 2008 showed more than

:15:37. > :15:44.3,500 woman in Scotland aged between 40 and 59 were diagnosed

:15:44. > :15:46.with the disease. The Scottish Government is

:15:46. > :15:50.launching two new programmes to help charities and community

:15:50. > :15:55.enterprises boost their role in developing the economy. It includes

:15:55. > :15:58.a fund of 4 million to help tackle social problems. Groups can apply

:15:58. > :16:06.for grants of up to 200,000 if they can show it would help them do

:16:06. > :16:10.more work with disadvantaged people. Three adventurers have set off in

:16:10. > :16:13.kayaks from Shetland to Norway. They're recreating the daring

:16:13. > :16:23.voyages, made 70 years ago, by resistance fighters who crossed the

:16:23. > :16:25.

:16:25. > :16:34.North Sea in small fishing boats during the Second World War.

:16:34. > :16:38.Paddling in the footsteps of the brave men in the Second World War.

:16:38. > :16:42.Adventure sports men Patrick Winterton and his two colleagues

:16:42. > :16:47.are making the 240 mile journey across the North Sea without a

:16:47. > :16:54.safety boat. The biggest challenge we will come across is dealing with

:16:54. > :16:58.the fatigue and the discomfort. Survival heat packs will keep the

:16:58. > :17:01.paddlers and warmth. We have put a little seal on the front of the

:17:01. > :17:07.boat just in case we have serious injury problems. That should get us

:17:08. > :17:12.home. That is a safety item. We have a pond. It will be rough and

:17:12. > :17:16.we will be filling up with water. We will have to pump it out on a

:17:16. > :17:20.regular basis. The only other problem you have over three days is

:17:20. > :17:24.that you need a lot of water. We have had to spread the weight out.

:17:24. > :17:29.There's a water tank and the front, or one in the back and a grubby

:17:29. > :17:33.piped to connect them. In the early years of the war, small Norwegian

:17:33. > :17:40.fishing boats were used for the high risk crossings. They carried

:17:40. > :17:46.weapons and supplies. For many, it was a close call. Hundreds lost

:17:46. > :17:49.their lives. When we're out in the middle of the North Sea and it is

:17:49. > :17:54.getting nasty and we are starting to question why we're doing it,

:17:54. > :17:59.those are the guys... It is the story of them that will inspire us

:17:59. > :18:07.to keep going. The journey is expected to take them four days and

:18:07. > :18:10.three nights. Good luck to them!

:18:10. > :18:12.And now the sport. Plans to overhaul the top tier of

:18:12. > :18:16.Scottish football won't be implemented until season 2012-13 at

:18:16. > :18:20.the earliest. Opposition to a top ten remains firm after today's

:18:21. > :18:30.annual general meeting of the Scottish Premier League. And even

:18:31. > :18:31.

:18:31. > :18:36.the prospect of play-offs is at least a season away.

:18:36. > :18:41.As representatives of the top 12 clubs, at the word was that apish

:18:41. > :18:45.for the top 10 was at a mend. So did today's meeting sound the

:18:45. > :18:50.death-knell for a move to a smaller league? I do not think it is fair

:18:50. > :18:53.to say that. You have to comment individually about it. Everybody

:18:53. > :18:58.understands the need for change. I think that will happen. But how

:18:58. > :19:01.will be get there? I was always confident that there was

:19:01. > :19:10.insufficient support for that to go forward, and that remains my

:19:10. > :19:14.position. Is very timescale on this? You cannot take forever.

:19:14. > :19:19.you want to bet?! Talks over SPL reconstruction have been dragging

:19:19. > :19:23.on for months and at today's meeting, it was only discussed

:19:23. > :19:26.briefly. That will suggest that we will have the status quo for the

:19:26. > :19:33.season ahead and any talk of a radical overhaul seems as remote as

:19:33. > :19:38.ever. We need imaginative thought. We need someone to say look, here

:19:38. > :19:44.is what we should do. Something we have not thought of yet. That is

:19:44. > :19:49.what they're there for. To come up with nothing at this stage is

:19:49. > :19:54.almost criminal. One change that has been implemented is an earlier

:19:54. > :19:58.start to the season, which is why the SPL action gets under way on

:19:58. > :20:00.Saturday lunchtime as the champions, Rangers, host hearts.

:20:00. > :20:03.Aberdeen have completed the signing of Icelandic international

:20:03. > :20:07.defensive midfielder Kari Arnasan. Meanwhile, the Rangers defender

:20:07. > :20:11.Kirk Broadfoot says he might have to leave Ibrox if he struggles for

:20:11. > :20:15.first team action this season. With manager Ally McCoist keen to bring

:20:15. > :20:18.in new faces, Broadfoot admits he might have to think at the very

:20:18. > :20:28.least about a loan move if he finds his opportunities at Rangers

:20:28. > :20:28.

:20:28. > :20:31.limited. I came here as a young boy who and was able to play every game

:20:31. > :20:36.in Europe all the way through to the cub finals. If there is a

:20:36. > :20:39.challenge, I am not for it. But at the end of the day, if I am not

:20:39. > :20:42.given that chance to prove that I'm good enough, then I will have to

:20:42. > :20:45.look elsewhere. Ricky Burns has apologised to his

:20:45. > :20:48.fans after his third successful world title defence in Liverpool

:20:48. > :20:52.lasted less than a round. Burns sent Nicky Cooke to the canvas

:20:52. > :20:55.straight away. Three times the challenger hit the canvas. After

:20:55. > :20:58.leaving the ring on a stretcher, Cooke was later diagnosed with a

:20:58. > :21:07.slipped disc. Not the most satisfying victory of Burns' career,

:21:07. > :21:13.but a win's a win. The very first punch I threw was an absolute peach.

:21:13. > :21:17.I felt that go right up my arm. Maybe his back did go. But again, I

:21:17. > :21:22.am just really disappointed for all the fans that came down here. They

:21:22. > :21:26.came down wanted to see a good fight. I trained and wanted a good

:21:26. > :21:28.fight. But I got the win and that is the main thing.

:21:28. > :21:31.And finally, some good news for Scottish tennis fans following Andy

:21:32. > :21:34.Murray's tears last week. The Lawn Tennis Association has decided the

:21:34. > :21:37.Braehead Arena will indeed once again be the venue for Great

:21:37. > :21:47.Britain when they play their Davis Cup play-off match against Hungary

:21:47. > :21:48.

:21:49. > :21:51.in September. We must stop reclaim that! That is

:21:51. > :21:55.a shame! How did you spend your Sunday

:21:55. > :21:59.evening? Spot of ironing, or feet up in front of the telly maybe? Or

:21:59. > :22:01.were you one of the hundreds who turned out for a 30 mile bike ride

:22:01. > :22:04.in the highlands with seven times Tour de France winner Lance

:22:04. > :22:12.Armstrong? Well, it was a summer night in Dornoch many will remember

:22:12. > :22:18.for a very long time. They descended on Dornoch from all

:22:18. > :22:26.directions. White-clad, helmeted and preparing to pedal. This was to

:22:26. > :22:31.be a very special bike ride. I just came from the west coast. Seven

:22:31. > :22:35.times Tour de France champion, you cannot miss that! I have to be part

:22:35. > :22:39.of it. I came up from five this morning. It will just be great to
